Abstract:
The commentary discusses the features of application of measures of administrative responsibility for different types of offenses in the field of environmental protection, as well as in various fields of environmental management. Special attention is paid to the analysis of criteria of differentiation of the components of administrative offences and related criminal offences under the Criminal code of the Russian Federation. Taking into account all the changes and additions made to Chapter 8 of the Code of the Russian Federation on administrative offences as of November 1, 2019, are examples of administrative and judicial enforcement, as well as a synthesis and recommendations contained in the resolutions of the Plenum of the Supreme Court of the Russian Federation. Seven European Regional Governments, together with Earlall and universities and research centres, have undertaken to refine a first draft of a Joint Progress Report of Regions on Implementation of European Lifelong Learning Strategies in the perspective of the Europe 2020 Strategy. The purpose of this exercise is to demonstrate the usefulness and need to make an instrument available to European Regional Governments that helps to understand and evaluate the educational conditions of the regional population when compared with other regions. The Report shows how, over the decade, all the Regional Governments have undertaken to adapt training systems to the demographic dynamics characterised by the general ageing of the population and by migratory phenomena. Simultaneously the Report also shows the need for urgent improvements in some fields where the impact of policies is still too modest and where the risk of stagnation must be dealt with (for example, lifelong learning policies and NEET reduction).

Abstract:
This chapter argues that the various instances of multiple-offense sentencing are sufficiently different, and that a sentencing system needs to develop a few different methodologies to address different multiple-offense situations. It first considers a number of issues relating to the sentencing of multiple offenders, with particular emphasis on concurrent and consecutive sentences, bulk discounts, proportionality and overall or total culpability, and the so-called culpability cap. It also distinguishes between low-order offenses and high-order offenses and examines the potential role, in limited circumstances, of being able to simply add two or three sentences to reach an acceptable level of overall culpability. Finally, it proposes a typology of multiple-offense sentencing with two scales, one based on the number of offenses and the other on the type of offense.

This chapter discusses the law and theory of inchoate offences, which are those that seek to deal with defendants who have taken steps towards the commission of an offence but who have not (yet) committed it. The two best-known examples are attempts and conspiracies. In attempts cases the defendant has gone beyond mere preparation and taken steps towards carrying out a complete crime. Conspiracy involves agreeing with others to commit an offence. The Serious Crime Act 2007 offences involve encouraging or assisting a person to commit an offence. With all of these inchoate offences the defendant has not him or herself performed the actus reus but is sufficiently close to doing so, or persuading others to do so, for the law to find it appropriate to punish them. The second part of the chapter shows that there is much debate about the justification for inchoate offences.

This chapter reviews what is known about victim selection—that is, the question of why offenders select some people, but not others, to be victims of crime. It first addresses theoretical perspectives on victim selection, namely the structural–choice model of victim selection, social interactionism, and target congruence. It then describes three data sources that have been used in prior research to study victim selection: police reports, victimization surveys, and offender interviews. Subsequently, empirical findings on victim selection are reviewed and organized into nine subsections: victims’ demographic characteristics, psychological characteristics, physical characteristics, behavior, biological characteristics, prior victimization, relationship to the offender, behavior during the offense, and the role of randomness. The final section discusses research gaps and potential future directions in the field, including an emphasis on theoretical explanations and mediators, cross-cultural studies, methodological innovation and diversity, interactions between victim and offender characteristics, and generality across crime types and subpopulations.

Abstract Cyber-warfare is often discussed, but rarely truly seen. When does an intrusion turn into an attack, and what does that entail? How do nations fold offensive cyber operations into their strategies? Operations against networks mostly occur to collect intelligence, in peacetime. Understanding the lifecycle and complexity of targeting adversary networks is key to doing so effectively in conflict. Rather than discussing the spectre of cyber war, Daniel Moore seeks to observe the spectrum of cyber operations. By piecing together operational case studies, military strategy and technical analysis, he shows that modern cyber operations are neither altogether unique, nor entirely novel. Offensive cyber operations are the latest incarnation of intangible warfare--conflict waged through non-physical means, such as the information space or the electromagnetic spectrum. Not all offensive operations are created equal. Some are slow-paced, clandestine infiltrations requiring discipline and patience for a big payoff; others are short-lived attacks meant to create temporary tactical disruptions. This book first seeks to understand the possibilities, before turning to look at some of the most prolific actors: the United States, Russia, China and Iran. Each has their own unique take, advantages and challenges when attacking networks for effect.

Abstract:
This essay begins with a review of public reaction to sexual offenses and the rise in social awareness that sex offenses have promoted. Statistics exploring the prevalence of sexual abuse in the United States and the United Kingdom will be given. As a result of a number of widely publicized sexual abuse cases (particularly child sexual abuse cases), a variety of laws applied to sexual offenders have been enacted from 1990 to 2010. Although different, these policies tend to center around four common themes: sex offender registration and notification, civil commitment, residency restrictions, and risk assessment. The essay examines these legislative efforts to assess their effectiveness at reducing sexually offensive behaviors and discusses the controversies surrounding such legislation.
