Abstract:
Este artículo analiza el papel que juega la orientación emprendedora individual (OEI) en el éxito de las iniciativas empresariales internacionales. Además, argumentamos que la experiencia emprendedora constituye una de las principales fuentes de OEI. Las hipótesis se analizan empíricamente utilizando un panel de 22 años de pymes familiares. Nuestros resultados confirman las hipótesis y proporcionan una mejor comprensión del papel de la OEI en el éxito de estrategias corporativas como la internacionalización. Específicamente, la OEI mejora indirectamente el desempeño de la empresa al aumentar la velocidad de internacionalización.

Abstract:
MiR-34a, an important tumor suppressor, has been demonstrated to possess great potential in tumor gene therapy. To achieve the upregulation of miR-34a expression level, an oligoethyleneimine (OEI) derivative was constructed and employed as the carrier through the modification with lipoic acid (LA), namely LA-OEI. In contrast to OEI, the derivative LA-OEI exhibited superior transfection efficiency measured by confocal laser scanning microscopy and flow cytometry, owing to rapid cargo release in the disulfide bond-based reduction sensitive pattern. The anti-proliferation and anti-migration effects were tested after the miR-34a transfection to evaluate the anti-tumor response, using human cervical carcinoma cell line HeLa as a model. The delivery of LA-OEI/miR-34a nanoparticles could achieve obvious anti-proliferative effect caused by the induction of cell apoptosis and cell cycle arrest at G1 phase. In addition, it could inhibit the migration of tumor cells via the downregulation of MMP-9 and Notch-1 level. Overall, the LA-OEI-mediated miR-34a delivery was potential to be used as an effective way in the tumor gene therapy.

Abstract:
This study was the first to explore the treatment effects of observed and experiential integration (OEI) therapy for the salient psychological barriers to performance experienced by athletes. The hermeneutic single case efficacy design was used to explore the relationship between OEI therapy and athlete psychological functioning. The participant was a student-athlete who met the criteria for the performance dysfunction (multilevel classification system of Sport psychology) category, which indicates that subclinical issues were present. After five phases of data collection, a rich case record was compiled and referenced to develop skeptic and affirmative briefs and corresponding rebuttals by two research teams of three experts (OEI clinician, non-OEI clinician, and sport expert). Three independent judges adjudicated the cases and unanimously concluded that the client changed considerably to substantially and that OEI, the therapeutic relationship, and client expectancy were active variables in the change process.

Licenciado en Filosofía y en Ciencias de la Educación por la Universidad Complutense de Madrid, con estudios de postgrado en administración e investigación educativa. Ha desempeñado diversos puestos, tanto técnicos como de alta dirección en el Ministerio de Educación español y en el sector de la cooperación internacional. Fue inspector de educación en Barcelona y Madrid y, posteriormente, ocupó puestos directivos en el Ministerio de Educación español. Ha trabajado en todos los países iberoamericanos como consultor o experto de UNESCO, PNUD, OEA y OEI. Fue profesor en la Facultad de Educación de la Universidad Complutense de Madrid y es autor de numerosos artículos, conferencias y textos, especialmente referidos a la educación y a Iberoamérica. Entre 2003 y 2010 fue director general de la Organización de Estados Iberoamericanos para la Educación, la Ciencia y la Cultura (OEI). Fue elegido secretario general de la OEI con el voto a favor de todos los gobiernos representados en la XIII Asamblea General de esta organización, celebrada en la ciudad de México en abril de 2018. Cuenta con numerosos reconocimientos por su dedicación a la educación y la cultura, entre ellos, la Orden de Alfonso X El Sabio. En 2021 fue nombrado Doctor Honoris Causa por la Universidad Nacional Abierta y a Distancia (UNAD) de Colombia.

Abstract:
Unintentional weight loss is a major frailty component; thus, assessing energy imbalance is essential for institutionalized elderly residents. This study examined prediction errors of the observed energy intake (OEI) against the actual energy intake obtained from the doubly labeled water (DLW) method and clarified the relationship between the energy gap obtained by subtracting total energy expenditure (TEE) from OEI and subsequent weight changes in elderly residents in long-term care facilities. Overall, 46 participants were recruited in Japan. TEE was measured using the DLW method, and OEI was calculated from recipes and plate waste simultaneously over a 14–15-day period at baseline. The total energy intake (TEIDLW) was determined on the basis of DLW and weight changes during the DLW period. The weight was longitudinally tracked monthly for 12 months in the 28 residents who still lived at the facilities. OEI was higher than TEIDLW by a mean of 232 kcal/day (15.3%) among 46 residents at baseline. The longitudinal data of 28 residents showed that the energy gap tended to be correlated with the slope of weight change (ρ = 0.337, p = 0.080) and the median value was significantly lower in the weight loss group (152 kcal/day) than in the weight gain group (350 kcal/day) (p < 0.05). In conclusion, weight loss could occur at Japanese long-term care facilities even if the difference obtained by subtracting TEE from OEI was positive because OEI was overestimated by more than 200 kcal/day.

The method used is SAW (Simple Additive Weighting). SAW is a method that can determine the weight value for each attribute, then proceed with a ranking process that will select the best alternative from a number of alternatives. SAW method can be implemented to find out the best customers based on the criteria and weights that are determined correctly. This research is to determine the best customers at Pizza Oei-Oei Medan. The system is built with Visual Basic Studio programming language with Microsoft Access database.

This research aims to evaluate the competitiveness of Comsats Institute of Information Technology (CIIT) Sahiwal with Other Higher Educational Institutions (OEI) of Sahiwal. An Early Warning System (EWS) has been used to analyze expectations and actual feelings of respondents from CIIT and OEI of Sahiwal. The research findings reveal that: (a) CIIT Sahiwal has more innovative capabilities and more competitive advantage as compared to OEI of Sahiwal. (b) The students of CIIT Sahiwal are almost satisfied from their institution however there is a need for further improvement especially regarding social responsibility. (c) The students of OEI of Sahiwal are completely unsatisfied on some points like human resources (HR), government support (GS), innovative learning (IL), library (LB) and social responsibility (SR) and showed almost satisfaction on some other points like research work (RW), international cooperation (IC), examination and assessment (EA) and fee structure (FS).

Abbandonata l’ambiziosa prospettiva di adottare regole armonizzate per favorire la reciproca ammissibilità degli atti istruttori, anche il più recente congegno messo in campo dall’Unione europea in questo settore, ovvero l’ordine europeo di indagine (OEI) di cui alla direttiva 2014/41/UE, non si è potuto sottrarre al tentativo di “contemperare” le istanze che promanano dalla legge processuale vigente nello Stato di emissione con quelle riconducibili alla disciplina del Paese di esecuzione. Il risultato è un’“ibridazione tra lex fori e lex loci”, inevitabilmente destinata a riverberare i propri effetti su di un piano, quello della spendibilità del materiale raccolto ultra fines, ove il legislatore nazionale è tenuto a fare il possibile per scongiurare il paradosso che una prova illegittima diventi utilizzabile solo perché battezzata come “europea”. Da qui, l’idea di concentrare l’attenzione, in primis, sulle opzioni coltivate nell’ambito degli strumenti che hanno preceduto l’adozione del nuovo meccanismo, condizionandone la fisionomia. In questo senso, l’indagine si è appuntata, dapprima, sulla c.d. “Convenzione madre” nel cui articolo 3 risulta “cristallizzato” il tradizionale principio del locus regit actum e, successivamente, sulle innovazioni apportate dalla c.d. “MAP”, dove a prevalere è l’opposto canone del forum regit actum. Lo scenario delineato dal Consiglio di Tampere ha infine imposto di considerare la compatibilità dei suddetti principi con l’affermarsi della logica sottesa al mutuo riconoscimento (Capitolo I). Una volta messo a fuoco il terreno sul quale è sorto l’OEI, non si è potuto prescindere dalla puntuale analisi delle previsioni che, così come attuate dal d.lgs. n. 108 del 2017 nell’ordinamento interno, costituiscono l’espressione concreta delle prerogative dei due Stati coinvolti nella procedura di cooperazione giudiziaria. Anzitutto, si è posta l’attenzione sulle disposizioni che regolano il momento propriamente esecutivo dell’attività, le quali non fanno altro che riproporre la formula che accorda la preminenza alla legge del Paese di emissione, salvo il contrasto con i “principi fondamentali dell’ordinamento di quello di esecuzione”, con tutte le conseguenze disfunzionali che ne derivano sotto il profilo della determinatezza. Sono state, poi, affrontate le previsioni che, per quanto concerne le condizioni di emissione, impongono di osservare quanto stabilito dalla lex fori e, con riferimento ai presupposti di esecuzione, richiamano al rispetto della lex loci. Da questo punto di vista, a preoccupare sono le interpretazioni che la prassi ha offerto delle disposizioni del d.lgs. n. 108 del 2017, riducendole a mere “formalità”. Infine, si è posta l’attenzione sulla parte “speciale” della direttiva; terreno, questo, sul quale si manifestano le maggiori ritrosie ad abbandonare il criterio della lex loci actus (Capitolo II). Da ultimo, non si è potuto prescindere dall’apprezzare come la soluzione adottata a livello sovranazionale condizioni e “plasmi” l’innesto dei risultati dell’attività nel procedimento nazionale. In questo senso, dall’esame delle regole espressamente previste dal d.lgs. n. 108 del 2017 è emersa tutta l’inadeguatezza della soluzione di estendere l’operatività delle disposizioni dettate per le rogatorie che finiscono per accordare un trattamento di favore alla prova raccolta oltre i confini nazionali a scapito delle più alte garanzie previste per gli atti istruttori assunti al livello domestico. Quanto, invece, alle regole di esclusione non richiamate esplicitamente, si ritiene non solo che debbano trovare applicazione quelle previsioni, come l’art. 729 comma 2 c.p.p., che rispondono alla logica del forum regit actum, ma anche che, in talune ipotesi, l’inutilizzabilità dei risultati discenda dall’inosservanza delle disposizioni della direttiva stessa (Capitolo III).
Dismissed the ambitious perspective of introducing harmonised rules concerning the mutual admissibility of evidence between Member States, the recent Directive 2014/41/UE regarding the European Investigation Order in criminal matters (EIO) tried to combine the instances coming from the issuing State with those concerning the executing State. The outcome is an “hybridization” between the lex fori and lex loci that inevitably has an impact at the level of assessing the evidence gathered across borders. Hence the idea to focus the attention, firstly, on the previous instruments. In this regard, the study focused, above all, on the European Convention on Mutual Assistance in Criminal Matters of 20 April 1959 of which Article 3 stated the locus regit actum principle. Later, the analysis regarded the Convention on Mutual Assistance in Criminal Matters between the Member States of the European Union of 29 May 2000 that claims the opposite forum regit actum principle. Finally, the scenario outlined by the Conclusions of Tampere European Council has required to examine the compatibility of these principles with the mutual recognition (Chapter I). Analysed these aspects, the attention shifted to the provisions of the Directive as implemented in Italy by Legislative Decree n. 108 of 2017 which represent the expression of prerogatives of the two States involved in the cooperation procedure. First of all, particular emphasis has been placed on the rule according to which the executing authority shall comply with the formalities and procedures expressly indicated by the issuing authority (i.e. lex fori) unless otherwise provided that such formalities and procedures are not contrary to the “fundamental principles of law of the executing State”, with all the problems that arise from the vagueness of this expression. Then the study has focused on the provisions that establish the conditions for issuing and the conditions for executing by referring, respectively, to the lex fori and to lex loci. From this point of view, the interpretations that jurisprudence has offered of the provisions of Legislative Decree n. 108 of 2017, reducing them to mere "formalities" cause for concern. Lastly, was taken into account the part of the Directive concerning the “Specific Provisions for certain investigative measures”; context within which emerges the greatest reluctance to abandon the lex loci actus principle (Chapter II). In conclusion, the study concentrated on the insertion of the evidence collected ultra fines in the Italian criminal proceedings. In this sense, the screening of the rules provided for in Legislative Decree n. 108 of 2017 showed the inadequacy of to make use of the provisions governing letters rogatory. With regard, instead, to the norms not expressly mentioned, it seems appropriate to extend the rules, such as the Art. 729 par. 2 of the Italian Criminal Procedure Code, based on the logic of forum regit actum principle. Furthermore, some procedural sanctions seem to emerge directly from the text of the Directive (Chapter III).

Abstract:
Present trends in the mainstream adoption of educational technology coupled to the increased acceptance and adoption of openness in terms of sharing resources and open access force higher education into a radical rethink of its structures and educational strategies. This article examines the current shift in focus from the simple production and sharing of open educational resources (OER) towards wider concepts such as open educational practices (OEP) and cultures (OEC). OER involves mostly educators whereas OEP and OEC demand the commitment of management, administrators and politicians.  This openness is already spawning alternative types of peer-based collaborative learning both inside and outside the formal education system. In particular the increased awareness of the importance of informal learning has raised a clear need for some kind of certification model and the current open badges initiative lead by Mozilla and several US authorities is examined and discussed. In 2011 the OER university partnership announced an innovative approach to combining formal and informal learning by planning to offer credible credentials for students who have acquired the necessary skills through their own learning paths. The road to future higher education may not be entirely behind the campus walls.

At Volvo Cars Torslanda's paint shop there is a requirement to in a fast and effective way get an overview of the plants capacity. Therefore a capacity template was constructed as a tool for the engineers at Volvo several years ago. This template has during the years become complicated and outdated. Thus this thesis work will resort as a new capacity template, built from scratch. The new template has been built up based on requirements from Volvo and the concept of OEE (Overall Equipment Effectiveness). OEE is an effective way of measuring how well manufacturing equipment is running compared to its full potential. In the different parts that build up OEE there is also vital information that can be used in calculating the plants capacity, hence the use of OEE in the new template.To make this thesis possible the following problems had to be answered; what types of questions should the template be able to answer, what type of input is needed and how should the template be built.Prior to the building of the template a case study was conducted in which different sources were studied in order to help us solve our problems. While choosing and appointing inputs several test OEE-calculations were conducted. The structure used in building the template is based on OEE-calculations and by requests from the Volvo technicians.This report can be used as a user’s manual for the new template.

AbstractThe aim of this chapter is to consider repositories as distributed learning systems, exploring how they can influence higher education by allowing learners and teachers to deposit their educational resources for open sharing and use in teaching and learning processes. To this end, three essential issues will be addressed. The first is the current state of institutional repositories in higher education at international level. An overview will be offered—covering content, metadata, licences, educational and reuse aspects, etc.—to identify the different levels of development of these repositories, followed by a more specific contextualisation of the European case. The second issue, causally related to the first, is the question of what should be done to (further) increase the level of openness and interconnection of repositories in order to integrate them into education. In other words, how can we advance from open content and Open Educational Resources (OER) to Open Educational Practices (OEP), and from OAI-PHM (Open Archives Initiative Protocol for Metadata Harvesting) protocol interoperability to Linked Data and Open Informational Ecosystems? Finally, several ongoing initiatives will also be discussed as good practice models to be considered.

Covid-19 pandemic has caused unprecedented disruption to education systems worldwide, leading to a paradigm shift to technology enabled learning (TEL) from face-to-face (f2f) interactions. TEL ensured teaching-learning continuity and prevent learning losses without f2f interventions. The pandemic became an opportunity for expansion in creation and use of Open Educational Resources (OER) and marked the beginning of a shift towards Open Educational Practices (OEP). These developments, amidst disruptions created possibilities to harness both OER and OEP to mitigate short term learning loss during Covid-19 and to build education systems that are capable of overcoming adversity and are resilient to future crises and disruptions. This paper explores the theoretical and empirical literature to outline how OER and OEP support open pedagogy as an educational response to Covid-19. It presents a generic OER-OEP framework based on an open pedagogy continuum which includes ‘Enhance’, ‘Extend’ and ‘Empower’. It identifies the barriers faced in respect of OER adoption and OEP engagement, and the perceived impact of OER on teaching practices. Based on this framework and on identified barriers, a set of guidelines for the effective use of OER and OEP for teaching and learning is presented. The findings figured out the importance of OER adoption, especially in times of crises, and an increased engagement with OEP for sustainable learning opportunities, contributing to open education development post pandemic. The study recommends building more focus on scaffolding for faculty and students in the implementation of open pedagogy, as well as more institutional support for better learning experiences and outcomes.

Advancement in information and communication technology (ICT) laid the foundation for open education practices (OEP). The open educational resources (OER) movement has been high on the accessibility and inclusivity agenda, however, the OPAL report: Beyond OER – Shifting Focus to Open Educational Practices (OPAL, 2011) suggests extending the focus beyond the use of OER in higher education to innovative OEP. OEP is defined as “a broad description of collaborative practices that include the creation, use, and reuse of OER, as well as pedagogical practices employing participatory technologies and social networks for interaction, peer-learning, knowledge creation, and empowerment of learners” (Cronin, 2017, p. 18). // Lecturers introduced OEP into a second-year module. Working in interprofessional teams, health and social care students (N:1734) conducted research and used open technologies to design a learning object. Learning objects were assessed, and with students’ consent, shared as OER. Within the evolving OEP domain, this SoTL research project explored students’ perceptions on the use of OEP in undergraduate, interprofessional education (IPE). Ethics approval was granted. Voluntary non-probability sampling was used. The study population comprised of all students registered for the module (N:1734) with 1145 (n) students giving written consent. // This qualitative study was anchored in a constructivist-interpretivist paradigm. A scoping review provided the theoretical foundation and empirical data was collected through an online reflection activity. Data was anonymised, thematically analysed, co-coded, and interpreted. // Participants perceived the introduction of OEP as very positive. Participants valued working collaboratively, gaining insight into diverse disciplinary approaches, and learning with, form, and about their peers. OEP allowed for increased engagement with the subject matter, better understanding, and knowledge retention. Participants valued learning new skills, being creative, co-constructing knowledge, and developing a learning object that can be used for more than just assessment purposes. Over the last 10 years, as a result of the increased communication and collaboration facilities offered by the Web, there has been a pronounced worldwide tendency towards making scientific research and its outcomes accessible to society. We refer here to the easy access for both researchers and the large public to research results in various top-level domains such as bio- or nanotechnologies, drug design or astrophysics, as well as to the involvement of non-specialists in different major research projects in these domains At the same time, we observe an exponential growth of Open Educational Resources (OER), online courses, MOOCs, books and other materials organized in digital libraries, encyclopaedias, games and multimedia applications, as well as attempts to build a sustainable infrastructure to achieve open education through new pedagogies such as Open Core Courseware, Web 2.0 approaches, blended learning and learning analytics. If, until recently, the accent was set on OERs, in the last years the focus shifted towards the Open Educational Practice (OEP), i.e. the way in which OERs can be used for teaching and learning in order to innovate the learning process. In the long run, the sustainability of Open Education (OE) and/or Open Science (OS) is undoubtedly ensured by a cultural and/or behavioural change of society’s members, especially of the current young generation which will be the researchers or non-specialized producers/consumers of science in the future. In this paper, we highlight how we can educate students/future teachers for a world of open science and open education, both through the use/reuse/create of OERs and the use of OEP, as well as raising awareness of the impact of openness on the development of science and the way it is absorbed by society.

Academic publishing processes are shaped by the ways in which scholars within the field review and evaluate the work of their peers. In an ideal world, these methods would simply promote the publication of the best forms of research without prejudice or subjectivity. In reality, issues such as Knobloch-Westerwick, Glynn, and Huge’s Matilda effect, Merton’s Matthew effect, Blank’s institution bias, and Robert’s and Verhoef’s gender bias shape the ways that scholarly inquiry are evaluated. Knowing that the peer review process can introduce issues of bias, what then of other aspects of the publishing cycle? For example, what of the subvention funding provided by some institutions to support their faculty in pursuing dissemination of research in Open Access (OA) journals? This Open Educational Resource (OER) will present an overview of the OA landscape and provide learners with tools to develop their own inquiries into the inequities present within the OA publishing industry. All assignments include suggested grading rubrics and build upon one another in a cumulative manner.
