Abstract:
This paper examines the Organization for Economic Cooperation and Development’s (OECD) PISA for Schools, a new variant of the Programme for International Student Assessment (PISA) that compares school-level performance on reading, math and science with international schooling systems (e.g., Shanghai-China, Finland). Specifically, I focus here on a professional learning community – the Global Learning Network (GLN) – of U.S. schools and districts that have voluntarily participated in PISA for Schools, and how this, arguably, helps to normatively determine ‘what works’ in education. Drawing suggestively across diverse thinking around contemporary modes of governance, and emerging topological spaces and relations associated with globalization, and informed by interviews with 33 policy actors across the PISA for Schools policy cycle, my analyses suggest that GLN allows the OECD to discursively and normatively constrain how ‘world-class’ schools and systems, and their policies and practices, are defined. However, and in light of the productive capacities of power relations, I also argue that GLN provides opportunities for local educators and leaders to undertake meaningful collaboration and sharing, and to find policy spaces outside of those defined by more performative discursive framings of school accountability. To this end, I explore how GLN may help to foster alternative policy spaces from which educators can ‘talk back’ to national and state authorities, and potentially promote more ‘authentic’ understandings of, and possibilities for, schooling accountability.

Abstract:
The concept of the Future of Learning Initiative (FLI) is about supporting everyday pedagogical practice with digital tools and collaborative learning for teachers. In this space, teachers collaborate with other teachers, learn from one another and reflect on their own practices together, and for this process, our organisation provides a thoroughly planned collaborative environment, methodology and know-how. We, at the Tempus Public Foundation (TPF) believe that pedagogy will become even more effective not by digital tools but by educators' thinking, the key to change is always the educators themselves and this is confirmed by all major international research as well as policy recommendations (EU, OECD, etc.). Approaching the FLI that has online services, we can say that the open online courses and online services have brought both the democratisation of adult education and the expansion of knowledge sharing opportunities. In addition to the many criticism of the open online content, it can certainly be said that online courses such as The Future of Learning MOOC have made a significant and remarkable contribution to the democratisation of adult education by sharing achievable learning outcomes with the wider public, with the key element of accessibility. With the Future of Learning Initiative, we have been able to raise knowledge management principles as well as practices that have been accumulated for more than a decade to a European level, and also set the goal of further internationalising the Future of Learning Initiative. In this summarising article we are going to introduce the FLI initiative and the FLI MOOC to the audience with details of the MOOC, the concept and methodology. The results of the different questionnaires, the theoretical background, and the measurements of the efficiency of the different tasks and assignments will be published in several different articles in the upcoming months and years.

Abstract:
Purpose Professional learning communities that merge under the same goal in schools where social relationship networks are strong can contribute to creating an atmosphere which provides a basis for innovativeness. In this study the relationships between social capital, innovativeness climate and professional learning communities were examined through the views of teachers working at public schools. The paper aims to discuss this issue. Design/methodology/approach The data of this study, which utilised correlational survey model, were collected from 734 teachers who work in the Umraniye district of Istanbul, Turkey. Findings The findings revealed that there is a positive and statistically significant correlation between social capital, innovativeness climate and professional learning communities. The results demonstrated that teachers’ perceptions of social capital in schools affected their perceptions of innovativeness climate and that professional learning communities had an intermediary role in this relationship. These findings showed that the richness in social relationship networks provided a basis for the development of innovative teaching practices in schools and the professional learning environments created in schools contributed to this process. Research limitations/implications In this study, the intermediary role of professional learning communities on the effect of social capital on innovativeness climate was analysed via teachers’ views. In the literature no study studying the relationship between social capital, innovativeness climate and professional learning communities was found. Practical implications It can be put forward that there is a need for studies that analyse the effect of the roots of social capital on innovativeness culture to identify other variables that may potentially be relevant. In addition, this study may be a contribution to the literature by providing a study on the concepts of social capital and innovativeness climate, which were studied in the fields of social sciences extensively, in educational settings and this supports the field through theoretical and empirical studies. Originality/value This study demonstrated the effects of the concept of social capital on innovativeness climate which provides a basis for innovativeness in educational institutions. This topic is currently on the agenda of the OECD and World Bank. Moreover, this study aims to show the intermediary role of professional learning communities in the relationship between social capital and innovativeness climate.

Retaining the quality of teachers and improving teacher education and professional development through professional learning communities (PLCs) has long been on the policy agenda of, among others, the United Nations Educational, Scientific and Cultural Organization (UNESCO), Organisation for Economic Co-operation and Development (OECD), and the Framework for 21st Century Skills. This study explores and compares student-teachers’ use of PLCs in Danish teacher education institutions and how PLCs are shaped by institutional, organising themes. An ‘organising theme’ is conceptualised as a fundamental ‘idea’ of how – for instance institutional – everyday practices become organised; exploring how institutional organising themes are translated into educational practice in students’ PLCs makes it possible to understand how local moral worlds in teacher education institutions shape students’ communal work and professional development. Drawing on situated learning, social anthropology of institutions and the literature about PLCs, the professional narratives of three Danish student-teachers are compared. The findings suggest that professional development in PLCs takes place in the intersection between personal stories, situated learning in PLCs and institutional themes.

Abstract:
Purpose Entrepreneurship education has moved from an elitist view focussing on a start-up and picking-the-winners philosophy towards a broader enterprising behaviour approach; recognising entrepreneurship as an activity of relevance for everybody. The purpose of this paper is to extend this development and identify how university entrepreneurial ecosystems can be expanded to support communities that are under-represented in entrepreneurship. Design/methodology/approach Based on an integrative literature review (Torraco, 2005), this paper draws together and synthesises literature from the field of entrepreneurship, higher education studies and under-represented communities in an integrated fashion, leading to the development of a new conceptual model. Findings This paper challenges the traditional role of universities in supporting entrepreneurship as focussing mainly on economic growth and new venture creation, and identifies how universities are also positioned to provide greater civic support to entrepreneurial learning amongst under-represented communities. Through a critical analysis of the literature, the conceptual model proposed identifies six key considerations in the expansion of university entrepreneurial ecosystems for under-represented communities. Practical implications There are currently 96.6m people at risk of poverty and social exclusion in the EU (OECD, 2017) and an estimated 43.1m Americans (US Census Bureau, 2017). This paper explores how university entrepreneurial ecosystems can be expanded to support minority and disadvantaged communities who are under-represented in terms of entrepreneurial activity. Originality/value Given that there is little research regarding how universities might activate inclusive entrepreneurship initiatives amongst under-represented communities, this paper expands existing knowledge as it identifies the key considerations encompassing university-led community collaborative enterprise support.

Mathematical literacy is very important. This is because mathematical literacy emphasizes the ability of students to analyze, argue about ideas effectively in solving mathematical problems they encounter (OECD, 2009, p.19). Judging from various things, the ministry of education and culture has actually anticipated it by making several curriculum changes. However, in the period 2000 until now there have been three types of curriculum that have been implemented, namely the 2004 curriculum, 2006 curriculum and 2013 curriculum. And by mastering students' mathematical literacy, individuals will be able to reflect on mathematical logic to play a role in their lives, communities, and society. Mathematical literacy makes individuals able to make decisions based on a constructive mathematical mindset. Realistic mathematics learning presents a contextual problem that can be related to local excellence-based educational games. The main goal is that students have high mathematical communication skills towards mathematics. Selin, the introduction of local excellence in educational games to students through learning that can be used as a way to grow the character of students to the local culture of the nation of Indonesia. Advances in technology and information that are not balanced with strong filters will affect the lifestyle of a foreign country. In this development using procedural development model. The development model in this study led to the development model of Sugiyono (2015). However, in this study not all steps are applied, this is because the research conducted is still on a limited scale with no cover into the wider research. Therefore it stages of development begins by doing 1. Planning with identification of potential problems, 2. Create a new design, 3. Validate the design, 4. Design revision, 5. Abstract:
As the number of international students pursuing higher education abroad continues to increase globally (OECD, 2017), college and university campuses have the potential to serve as key spaces of cross-cultural learning and the cultivation of international friendships. Yet spatial proximity and intercultural contact do not always result in meaningful interactions between different social groups (Wessel, 2009). Various studies have shown that interactions between domestic and international students rarely result in cross-cultural friendships within higher educational settings (Trice, 2004; Gareis, 2012; Rose-Redwood & Rose-Redwood, 2013). This disconnect between international students and host communities is often attributed to the failure of the former to “adjust” to the latter. However, as Ryan (2011) argues, international students are not simply “problems” in need of a solution by university administrators but rather “provide an opportunity for the co-construction of new knowledge and more collaborative ways of working and thinking” (p. 631 and 642). While much attention has been devoted to the challenges that international students face, there is also a need for scholars to consider innovative pathways toward building meaningful relationships between domestic and international students.

Abstract:
This presentation focuses on a transdisciplinary approach to innovative and collaborative learning practices driven by technology. It highlights two salient elements associated with industry practices and processes in relation to learning and educational contexts: empowerment of individuals and communities of practice through technology, and a broader consideration of industrial approaches to the concept of learning and teaching enhanced within a digital environment. More precisely, this presentation will feature some of the key theoretical frameworks used in three different settings of learning and teaching in France with regards to the life-long learning approach thanks to Social and Emotional Learning (SEL) (WEF, 2016). It will also discuss the positive effect of the Internet and its affordances (Southerton & Taylor, 2020) on reducing the differences between theoretical and applied knowledge via professional-focused communities (Danvers, 2003). Thus, it will briefly explain that spatial and cognitive learning proximities (Lave & Wenger 1991; Fruchter, 2001) can be reduced by virtue of technology (Anders, 2016; Antonczak, 2019; Glazewski & Hmelo-Silver, 2019) and that ‘computer-supported collaborative learning’ methods can facilitate social and shared problem-solving (Sawyer, 2005; Levallet & Chan, 2018; Presicce et al., 2020) without the ‘restriction of time and place’ (Cheng et al., 2019, 489). Additionally, it will point out some aspects of problem-solving through ‘emancipatory learning and social action’ (Merriam, 2001, 9) through the use of ‘actual’ content and ‘actionable feedback’ (Woods & Hennessy, 2019) enhanced by digital tools and tactics. Next, it will focus on three case studies by concisely presenting key specifics for each of the courses, including the various digital tools used and followed by some quick interim reflections. Then it will summarise the challenges and the barriers encountered across the different practices such as virtual delivery, the size of the students' groups and some connectivity considerations. It will be followed by the principal advantages and opportunities, like the professionalisation dimension through interactive and authentic learning enhanced by affordances. And it will conclude with some managerial recommendations as experiential and practical methods (knowledge codification) thanks to industry-based teaching supported by digital technologies. The presentation will close with the overall conclusion in relation to digital technology and some of the key 21st-century career skills. In general, the findings will be of interest to academics, practitioners and policymakers. The added value of this transdisciplinary investigation is that it improves research on collaborative innovation and collective knowledge by creating a bridge between the fields of Education and Business. SummaryThere is no denying that fact that migration is a sensitive economic, political and social issue, which European institutions together with researchers and policy makers have been working on trying to create the cohesion between migrant and host communities. It has been widely recognized that attitudes towards migrants tend to be more positive when migrants have an opportunity to reveal their linguistic and cultural diversity to non-migrants. Researchers claim that local governments and municipalities “must be part of a framework of multi-level governance” for migrants’ integration (OECD, 2017). The 2030 Agenda for Sustainable Development highly recognizes the positive contribution of migrants, who deserve to live in a “just, equitable, tolerant, open and socially inclusive world” (2030 Agenda, 2015). Existing research has acknowledged that migrants make low use of local services, such as police, hospitals, educational institutions or leisure facilities due to language barriers and uncertainty on rules of engagement (Sime & Fox, 2014), cultural barriers and issues of trust in services (Alpers, 2016) or social exclusion (Arai, 2006). In order to develop insight into the realities of integration and social cohesion between migrant and host communities in Great Britain, in 2019 this study used a survey to explore how trust and meaningful interaction between all sections of the community could be created by providing social and educational activities for migrant and host communities in Boston, the UK. Furthermore, the research aimed to answer the question whether learning about another culture could increase understanding of how one’s own culture shapes the perceptions of oneself, of the world and of our relationship with others. The research sample was a group of 18 adults of non-migrant / British communities and a group of 15 adults of migrant communities / ESOL students who were attending the language and culture sessions with professional bilingual teachers. The first research sample, for which Lithuanian, Polish and Russian language and culture workshops were delivered, was carefully chosen to represent the native residents dealing with new arrival communities in their daily lives. The interactive workshops on the English language and British culture were delivered to the second focus group, ESOL students. All members of the focus groups expressed their primary wish to learn basic skills in the target language and improve their communication within the local area avoiding social tensions, cultural and linguistic misunderstandings. To explore the needs, experiences and attitudes of both migrant and host communities, a quantitative research methodology was applied, and short semi-structured interviews were conducted.

Abstract:
In Canada, researchers, policy-makers and non-governmental organisations have re-conceptualized the school setting as being an ecological entity, linked to parallel ecologies of the homes and the community it serves. The school, public health and other systems that seek to deliver programs in that setting are open, loosely coupled and bureaucratic. This reconceived view of the school as a setting for health promotion leads to an emphasis on building organizational, system, professional and community capacity. One of the most effective ways of building such capacities when resources are scarce is to invest in a variety of formal and informal networks that can sustain themselves with little or no external resources. A number of recognised researchers from the health and education sectors have emphasized this systems-based approach and the need to build supportive, small-scale networks or learning communities. In recent health promotion research, networking at various levels, across sectors and within communities is viewed as a key strategy within new, more effective health promotion strategies. In education, the notion of networking for educational change has been described as "learning communities" for continuous school improvement. The authors suggest that this strategy of networking be used at the international level to address several global challenges: • There is no single, convenient way to obtain basic information about the status and nature of national and state/provincial school health programs around the world. • There is no global research agenda in school health promotion, despite the obvious value of sharing such research and knowledge. • There is no global mechanism to facilitate the development of common or shared tools for surveillance of child/youth health and monitoring of school health policies and programs, despite the excellent work being done in individual countries and by the European Network of Health Promoting Schools. • There is no international mechanism with a focus on school health that brings together the following stakeholders: educational organisations with public health organisations; researchers with government officials and practitioners; those who work in Spanish, English, French and other languages; issue-specific networks with health generalists. An invitation is given to government officials, researchers and national school health associations to join an informal International School Health Network (ISHN} (soon available at: www.internationalschoolhealt.org}. Discussions about the formation of the ISHN have been held with a number of participants at several international meetings and have culminated in a fledgling network that will focus on electronic and web-based exchanges of information, developing a global school health research agenda, exchanging effective materials and tools, informing policy-makers about effective practices, policies and programs. This network would build on and not duplicate the work of existing networks and include participation from WHO, OECD, UNESCO, the IUHPE and the World Bank. The next large meeting of the ISHN will occur at the IUHPE 2007 Conference in Vancouver, Canada (www.iuhpe conference.org). Abstract:
The speed at which the novel coronavirus, known as Covid-19, spread around the world in early 2020, has been well-documented. Countries closed their borders, cities and regions went into lockdown, schools and businesses closed and hospital geared up for an influx of patients (Cameron, 2020; OECD, 2021; UNESCO, 2020). On March 25, New Zealand went into Level 4 lockdown, the most restrictive of the government’s alert level system. The school holidays, due to start on April 9, were brought forward two weeks to give the Ministry of Education and schools a chance to prepare for school-led home learning. A survey of schools highlighted that only half the schools in the country felt they could deliver learning fully online, with lack of devices and limited Internet connectivity being the major problems (New Zealand Government, 2020). Most schools moved into home learning on April 15 and continued until after May 18, when the country moved down to Level 2. On return, schools needed to alter their approaches to comply with social distancing and hygiene requirements until the country returned to Level 1 in June. In August 2020, Auckland schools closed again and yet again several times in 2021 (Author, 2020; Cameron, 2020; Education Review Office [ERO], 2021; Henrickson, 2020; Ministry of Education, 2020). The arrival of the Delta variant in Auckland communities, in late August 2021, led to further regional lockdowns, some of which are still in place at the time of writing. This article draws on in-depth qualitative interviews with 20 teachers in either late 2020 or mid-2021, as part of a larger study of New Zealand schools’ responses to Covid-19. The article begins with a short synthesis of research literature on teachers’ responses to lockdowns overseas and in New Zealand. The methodology for our study is briefly outlined before describing the ‘caring pedagogy’ theoretical framework that underpins the approach to this article. The findings are presented in a semi-chronological order, from teachers’ preparation, to implementation, to returning to school. The findings are interspersed with ‘found poems’ created from verbatim transcripts to highlight teachers’ voices. The discussion section revisits the concepts in the article’s title, that is, ‘Maslow before Bloom.’ The overall purpose of our article is to portray the tension between teachers’ willingness to adopt a caring pedagogy and the toll that it took on them, personally and professionally.

Purpose The purpose of this paper is to compare measures of socio-economic status (Index of Community Socio-educational Advantage values (ICSEA)), school performance, school funding and school readiness in terms of their impact on student performance. In this respect, the paper tests the proposition – given research that suggests the teacher is the important ingredient in improved student learning performance – that a school principal who has strategical worked to “ready” their teachers for a whole of school teaching improvement agenda will generate increased student learning results than those who have not and further this improvement will occur irrespective of the circumstance of the socio-economic circumstance of the school. Design/methodology/approach In total, 22 Government schools from a single school district in Australia participated in the study, after having been involved in a system sponsored “teaching improvement program”. A survey, consisting of 30 seven-point Likert-style scale items, was administered to all teachers and school leaders in the school district. The survey was designed to rate levels of staff perceived alignment, capability and engagement to the programme as it was implemented by the Head in each school. The information regarding each school’s ICSEA value, funding per student and student learning performance, was obtained from the database provided by the relevant authority (ACARA). All statistical analysis was completed using SPSS Version 22. Findings The findings of this study indicate that high levels of organisational readiness, as defined by the alignment, capability and engagement (ACE) approach, are associated with effective teaching and improvement in student outcomes. In turn, the authors interpret this to mean that the internal organisation of a school has important effects on student achievement that are independent to external factors such as school funding or even the socio-educational positioning of the school. Research limitations/implications The findings of this study indicate that high levels of organisational readiness, as defined by the ACE approach, are associated with effective teaching and improvement in student outcomes. The implications are that the ACE provides a framework for what the school leader needs to focus on when whole of school teaching improvement is the goal. The study did not investigate what the school leader did in each school to ready their staff. Practical implications These findings indicate the importance of leadership in a school and provide an insight into what the school leader needs to focus on when whole of school teaching improvement is the intended goal. This focus can thus be understood as the leader working to ensure all staff members are ACE to the improvement agenda. Social implications The improvement of educational outcomes is a global goal of governments. In this respect, Organisation for Economic Cooperation and Development (OECD) school systems in particular have linked education system performance and international competitiveness in ways that place pressure on the “black box” of individual schools. Reports, such as the Programme for International Student Assessment and local testing regimes testify that governments and communities are interested in the academic performance of students within and across schooling systems. The benefits of high performing schools contribute to the standard of living of citizens and the well-being of a society more generally. This paper investigates propositions that focus the work of the school leader to achieving such inherent goals. Originality/value The paper introduces the concept of school readiness. The premise is considered important to the current research because it represents the ability of schools to participate in reform agendas that are characteristic of government policy positions. The “school readiness” approach lies outside the education literature, motivated by the idea that the literature on turning around failing organisations in sectors outside of education provides clear guidelines for reforming schools. The implications for turnaround leadership are particularly encouraging and important particular organisational factors, in common with sectors outside of education, are of significant importance in enhancing teacher motivation, teacher learning and consequential improvements in student outcomes. This paper seeks to add empirical evidence in support of these approaches by adopting what the authors refer as organisational “readiness” for reform developed by Schiemann (2014).

This research aimed to examine the enhancement of soft skills in public education in Peru through analysing non-profit organisations’ techniques at the school level. The objectives were (a)To understand how the quality of education in Peruvian public schools assures the development of soft skills, (b)To explore the potential of non-profit organisations in supporting the development of soft skills in public schools. Interviews with three non-profit organisations and a government official, alongside reports, were analysed based on an OECD model. The findings include government initiatives that indirectly develop soft skills, but management issues might lead to teacher-centred rather than student-centred methodologies, deterring skills development. Unfriendly environments characterise vulnerable areas for skills development; non-profits become supportive disruptive spaces to cultivate values, ethics, and skills. The discourse analysis concludes that, despite their small scope, they mainly develop collaboration and task performance skills, impacting career decisions, families and communities. Non-profits employ a playful and concrete methodology that fosters the development of soft skills, but which is difficult to implement in public schools due to a lack of resources and school management. Further research should explore non-profits’ impact on skills development. This study is a pioneer in this field in LATAM.

Indigenous peoples are increasingly important players in the management and use of land and natural landscapes, bound in spiritual and traditional practices that endure and pre-date colonisation. This also extends to the aspirations that Indigenous traditional owners may have to generate income from land and to sustain business and employment opportunities that enable reinvestment in local communities. The paper draws from a study undertaken while the authors were at the Organisation of Economic Co-operation and Development (OECD) that involved 13 countries. It presents a framework to compare Indigenous land governance, to activate economic development opportunities across different legal and institutional contexts. The three-part typology allows us to assess the level of autonomy granted to Indigenous groups by law and identify key governance and regulatory instruments that they can employ to protect their cultural practices and activate commercial potential from land and waters. Varying autonomy levels can co-exist within a same country, since Indigenous groups may have different rights, aspirations, and capabilities. The typology allows us to conduct comparative analyses around progress and learnings that can support the self-determination of Indigenous peoples and promote regional well-being.

<p>教師專業發展是提升教師素質與教學專業的關鍵。國際組織和世界各國陸續提出有關教師專業發展的政策、方案或措施,期能確保教學專業,增進學生學習成就。本研究運用經濟合作暨發展組織進行的《國際教學與學習調查》資料,以TALIS 2018數據為基礎,進行次級資料的解讀與分析,探討臺灣國民中小學教師專業發展的樣貌。研究發現:(一)國民中小學教師普遍參與專業發展活動,其參與類型是以專題研討、參與教師社群、教育議題介紹等活動居多,而較少進行與證照取得有關的專業學習活動。(二)國民中小學教師專業發展的內容是以學科知識、學科教學知識、課程知識為主,而對於跨文化溝通、文化回應教學議題則較少參與。(三)國民中小學教師專業發展的效應展現在建立專業知識、促進專業協作、教學實踐應用等方面,但卻未能促進教學專業的永續發展。(四)國民中小學教師專業發展的阻礙主要是來自於工作忙碌、時間不足、缺乏誘因、沒有適切的專業發展活動等等。整體來看,臺灣國民中小學教師專業發展並不亞於TALIS調查的平均水準。不過,教師專業發展在臺灣的實踐,仍有其薄弱環節與問題尚待克服。據此,臺灣國民中小學教師專業發展政策之推展,必須持續創造教師協作及網絡連結的文化氛圍,加強教師跨文化溝通素養與文化回應教學能力,重視教師專業發展成效評估與永續發展,以及建構完善的教師專業發展支持系統。</p> <p>&nbsp;</p><p>Teacher professional development is the key to improving teacher quality and teaching profession. International organizations and countries around the world have proposed policies, programs, or strategies related to the professional development of teachers. This study employed data from the Teaching and Learning International Survey (TALIS) conducted by the Organization for Economic Cooperation and Development (OECD). Based on TALIS 2018 evidence, it analyzed the landscapes of professional development of teachers in elementary and junior high schools in Taiwan. The research results are as follows. (1) The types of professional development of teachers include thematic seminars, participation in teacher communities, and introduction of educational issues, but less professional learning activities are related to obtaining licenses. (2) The contents of professional development of teachers are subject knowledge, subject teaching knowledge, and curriculum knowledge, and they have less participation in cross-cultural communication and culturally responsive teaching issues. (3) The effects of professional development of teachers are shown in the establishment of professional knowledge, promotion of professional collaboration, and application of teaching practice, but these have failed to promote the sustainable development of the teaching profession. (4) The obstacles to the professional development of teachers mainly come from busy work, insufficient time, lack of incentive, and no appropriate professional development activities. Overall, the professional development of teachers in Taiwan is no less than that in the countries participating in the TALIS survey, but there are still weak points and problems to be overcome. Based on these results, the policy and practice of teacher professional development in Taiwan should help create a cultural climate of teacher collaboration and network connection, and strengthen the cultivation of cross-cultural communication literacy and cultural response teaching competency of teachers. Furthermore, effectiveness evaluation and sustainable development should be emphasized, and support systems for teacher professional development should be built.</p> <p>&nbsp;</p>

This issue of Seminar.net contains three articles that were written in connection with a Norwegian e-learning conference titled “Networked collaboration, sharing and response”. The conference was held in Mars 2008 in Trondheim, and the presentations from the conference is available (in norwegian language) at http://www.nvu.no. Networked collaboration was chosen as a theme because collaboration is important to achieve learning, according to the social-constructivistic pedagogy that has a strong standing in Norway, but how should this occur on the net? Sharing of content, as in digital learning resources, is a phenomenon with increasing popularity as described in the OECD-report “Giving Knowledge for Free”. But to achieve reuse of content, not only publishing it, it is important with a networked community where the plethora of information can be sorted with relevance to specific topics. Response is about guiding, coaching and tutoring. In what ways may resources and tools be used to move in the direction of solving Bloom’s two sigma problem/challenge? The first article, by Morten Flate Paulsen, shows how cooperative learning can be implemented successfully so that students have optimal individual freedom within online learning communities. The second article, by Carl F. Dons, shows how student teachers can be prepared to deal with pupils who have a wide range of experiences of the digital world. The third and last article, by Kristin Dale, is sharing experiences with multiple choice-tests to give midterm responses to students. In addition, this issue has a commentary article by Rune Krumsvik discussing the need to develop new practices for teachers and students on the background of the digital developments. The conference and articles covers three big themes. It may be difficult to find more important issues, apart from finding money and time to support its development. The western Canadian province of Alberta has used some of the proceeds from exploitation of its extraordinary natural resources to make available a range of post-secondary training and education opportunities to residents. While these provisions appear comprehensive, this study examined how well they actually suit the express needs of the residents of remote, Northern areas of the province, many of them Aboriginal. The literature shows that while Aboriginal people are underrepresented in Canada in university enrollments, they are no longer underrepresented in college or other institutions, suggesting that gains have been made for some residents of rural and remote parts of Canada. Further, when Northern residents (especially Aboriginal males) complete advanced training, Statistics Canada reports they are highly successful in employment and income. Access is the pivotal issue, however: leaving the local community to attend training programs elsewhere is often disruptive and unsuccessful. As will be seen, the issue of access arose in this study’s findings with direct implications for distance delivery and support. This study was conducted as part of Athabasca University’s Learning Communities Project (LCP), which sought information about the views and experiences of a broad range of northern Alberta residents concerning their present post-secondary training and education opportunities. The study addresses an acknowledged gap in such information in relation to Canada in comparison with other OECD countries. Results are based on input from 165 individuals, obtained through written surveys (some completed by the researchers in face-to-face exchanges with the respondents), interviews, discussions, and observations, conducted with full-time or part-time residents of the study communities during 2007 and 2008. The four northern Alberta communities studied were Wabasca, Fox Lake, Ft. McKay (sometimes MacKay), and Ft. Chipewyan, totaling just over 6,000 residents. While respondents had varied backgrounds in relation to training and education, consensus emerged on several points: training in the studied communities must be flexible to be realistic; the negative emotional and economic impacts on families and individuals when they are forced to leave the local community to take training can be enormous; alternatives such as distance education may now be acceptable to and technologically feasible for many; and certain subjects (especially business-related courses, pre-employment preparation, such as safety and computer skills, trades training, and basic skills upgrading programs in essential skills such as math, English, writing, and life skills) were of broad interest to these residents. The LCP was cautioned that future programming inspired by this research should avoid mistakes made by others in relation to northern learners and their local realities: not considering students’ preferences for programming; employing inappropriate technologies; failing to provide adequate orientation and support to the learning system; and failure to use existing, proven delivery models.

Context: European policies describe the key role of teachers’ Vocational Education and Training (VET) in improving students’ learning outcomes. In order to improve teacher education, Organisation for Economic Co-Operation and Development (OECD) policies identify competency models as the main framework for understanding teacher professionalism and designing VET policies. By reinterpreting these models through the capability approach, this article aims to identify more relevant competences of preschool teachers in the public and private services of northern and central Italy.Methods: The research began with a comparative analysis of VET policies for preschool teachers to outline more common competences used to define their professional profile. This led to the creation of a new, re-thought competency model used to design a quantitative survey to describe teachers’ competences in preschool settings. The self-assessment questionnaire was built on the following competence areas: Management of educational and relational processes, teamwork and large-scale teamwork, networking and governance. The self-assessment questionnaire evaluated 65 preschool teachers’ pre-acquired competences and development levels and those more desirable for the future (called “ideal” co.). The comparison of areas and their values reveals critical results, particularly related to teamwork competences at different levels.Results: The study outlines the structure of preschool teacher professionalism based on “traditional” competences (e.g., educational relationships with children) and some “innovative” competences (e.g., networking and governance), which appeared to be more desirable in teachers’ evaluations. However, the comparison of the data reveals that governance competences are better evaluated then teamwork co., introducing some hypotheses about the quality of relationships in the community of practice.Conclusions: The research outlines how the competences emerging as relevant for teachers need to be better activated in professional settings to become strategically important. The results related to teamwork and governance competences focus on the importance of informal and extended learning contexts to teachers’ socio-relational competence development. The organization of the school system needs to be re-thought and extracurricular competences need to increase to foster the generative development of informal learning communities at intra- and extra-school levels. According to the capability approach, the research reveals the extreme complexity of preschool teacher professionalism. For vocational education and training, its underlines the re-thinking of the preschool teacher profile as a co-designer of learning environments, which includes building formal and informal competences to foster communities of practice as a learning and generative process.

India has one of the world’s highest proportions of plant-based consumers relative to its total population (Sawe). However, the view that India is a predominantly vegetarian nation is likely inaccurate, as recent findings from the 2014 Indian Census indicate that only three in ten Indians self-identity as vegetarian (Census of India). Other studies similarly estimate the prevalence of vegetarianism to range from about 25% (Mintel Global) to about 40% (Euromonitor International; Statista, “Share”), and many Indians are shifting from strict plant-based diets to more flexible versions of plant-based eating (Food and Agriculture Organization of the United Nations). When it comes to meat eating, poultry is the most widely consumed (USDA Foreign Agricultural Service; Organisation for Economic Co-operation and Development). Some claim that the changing consumer landscape is also eroding traditional taboos associated with beef and buffalo meat consumption (Kala; Bansal), with many tending to underreport their meat consumption due to religious and cultural stigmas (Bansal).This change in food choices is driven by several factors, such as increasing urbanisation (Devi et al.), rising disposable incomes (Devi et al.; Rukhmini), globalisation, and cross-cultural influences (Majumdar; Sinha). Today, the urban middle-class is one of India’s fastest growing consumer segments (Wharton School of the University of Pennsylvania), and the rise in the consumption of animal products is primarily occurring in urban India (National Sample Survey Office), making this an important market to investigate.From a global perspective, while many Western nations are increasingly adopting plant-based diets (Eswaran), the growth in meat consumption is predicted to mainly come from emerging markets (OECD/FAO) like India. With these points in mind, the purpose of this study was to explore contemporary eating practices in urban India and to understand how social structures, cultures, and traditions influence these practices. The findings indicate that the key reasons why many are transitioning away from plant-based diets are the rise of new and diverse meat-based foods in urban India, emerging tastes for meat-based cuisines, and meat becoming to be viewed as a status symbol. These factors are further elaborated upon in this article.MethodA key question of this research was “What are eating practices like in urban India today?” The question itself is a challenge, given India’s varied cultures and traditions, along with its myriad eating practices. Given this diversity, the study used an exploratory qualitative approach, where the main mode of data gathering was twenty-five unstructured individual face-to-face interviews, each approximately sixty minutes in duration. The discussions were left largely open to allow participants to share their unique eating practices and reflect on how their practices are shaped by other socio-cultural practices. The research used an iterative study design, which entailed cycles of simultaneous data collection, analysis, and subsequent adaptations made to some questions to refine the emerging theory. Within the defined parameters of the research objectives, saturation was adequately reached upon completion of twenty-five interviews.The sample comprised Mumbai residents aged 23 to 45 years, which is fairly representative given about a third of India’s population is aged under 40 (Central Intelligence Agency). Mumbai was selected as it is one of India’s largest cities (Central Intelligence Agency) and is considered the country’s commercial capital (Raghavan) and multicultural hub (Gulliver). The interviews were conducted at a popular restaurant in downtown Mumbai. The interviews were conducted predominantly in English, as it is India’s subsidiary official language (Central Intelligence Agency) and the participants were comfortable conversing in English. The sample included participants from two of India’s largest religions—Hindus (80%) and Muslims (13%) (Registrar General and Census Commissioner of India), and comprised an even split of males and females.The Market Research Society of India has developed a socio-economic classification (SEC) grid that segments urban households into twelve groups (Market Research Society of India). This segmentation is based on two questions: level of education—from illiteracy to a postgraduate degree—and the ownership of eleven items that range from fairly basic (e.g., electricity connection, gas stove) to relatively sophisticated (e.g., refrigerator, personal computer). As previous qualitative work has found that education levels and disposable incomes can significantly impact one’s ability to make informed and deliberate food choices (Khara), and given meat is a relatively expensive commodity in India (Puskar-Pasewicz), the study focused on the most affluent segments—i.e., SEC A1 and some of SEC A2.It is said that researcher values and predispositions are to some extent inseparable from the research process, and therefore that potential researcher bias must be managed by being self-aware, looking for contradictory data, and being open to different interpretations of the data (Ogden). As the interviewer is a vegan of Indian ethnicity, she attempted to manage researcher bias in several ways. Triangulation of data sources (e.g., interviews, observations, product analysis) helped provide a multi-faceted understanding of the topic (Patton). The discussion guide and findings were also discussed with researchers from different cultural and dietary backgrounds. It is also argued that when a researcher shares the same background as the participants—as was the case in this study—participants may remain silent on certain issues, as they may assume the researcher knows the context and nuances in relation to these issues (McGinn). This arose in some instances as some participants said, “it’s standard stuff you know?” The interviewer hence took an “outsider” role, stating “I’ll need to know what standard stuff is”, so as to reduce any expectation that she ought to understand the social norms, conventions, and cultural practices related to the issue (Leckie). This helped yield more elaborate discussions and greater insight into the topic from the participant’s own unique perspective.The Rise of New and Diverse Meat-based Foods in Urban India Since the early 1990s, which marked the beginning of globalisation in India, urban Indian food culture has undergone a significant change as food imports have been liberalised and international food brands have made their way into the domestic market (Vepa). As a result, India’s major urban centres appear to be witnessing a food revolution:Bombay has become so metropolitan, I mean it always was but it’s so much more in terms of food now … and it’s so tempting. (Female, age 32)The changing food culture has also seen an increase in new dishes, such as a lamb burger stuffed with blue cheese, and the desire to try out exotic meats such as octopus, camel, rabbit, and emu. Many participants described themselves as “food obsessed” and living in a “present and continuous state of food”, where “we finish a meal and we’ve already started discussing our next meal”.In comparison, traditional plant-based foods were seen to have not undergone the same transformation and were described as “boring” and “standard” in comparison to the more interesting and diverse meat-based dishes:a standard restaurant menu, you don’t have all the different leafy vegetables…It’s mostly a few paneer and this or that—and upon that they don’t do much justice to the vegetable itself. It’s the same masala which they mix in it so everything tastes the same to me. So that’s a big difference when you consider meats. If I eat chicken in different preparations it has a different taste, if I have fish each has a different taste. (Male, age 29)If I’m going out and I’m spending, then I’m not going to eat the same thing which I eat at home every day which is veg food ... I will always pick the non-vegetarian option. (Male, age 32)Liberalisation and the transformation of the local media landscape also appears to have encouraged a new form of consumerism (Sinha). One participant described how an array of new TV channels and programmes have opened up new horizons for food:The whole visual attraction of food, getting it into your living room or into your bedroom and showing you all this great stuff … [There are now] kiddie birthdays which are MasterChef birthdays. There are MasterChef team building activities … So food is very big and I think media has had a very, very large role to play in that. (Female, age 40+)In a similar vein, digital media has also helped shape the food revolution. India has the world’s second largest number of Internet users (Statista, Internet) and new technology seems to have changed the way urban Indians interact with food:We are using social sites. We see all the cooking tips and all the recipes. I have a wife and she’s like, “Oh, let’s cook it!” (Male, age 25)I see everything on YouTube and food channels and all that. I really like the presentation, how they just a little they cook the chicken breast. (Female, age 42)Smartphones and apps have also made access to new cuisines easier, and some participants have become accustomed to instant gratification, givendelivery boys who can satisfy your craving by delivering it to you … You order food from “Zomato” at twelve o’clock, one o’clock also. And order from “Sigree” in the morning also nowadays … more delivery options are there in India. (Male, age 30)This may also partially explain the growing popularity of fusion foods, which include meat-based variations of traditional plant-based dishes, such as meat-filled dosas and parathas.Emerging Tastes for Meat-based Cuisines Many highlighted the sensory pleasure derived from meat eating itself, focusing on a broad range of sensory qualities:There’s the texture, there’s the smell, there’s aroma, there’s the taste itself … Now imagine if chicken or beef was as soft as paneer, we probably wouldn’t enjoy it as much. There’s a bit of that pull. (Female, age 32)Some discussed adopting a plant-based diet for health-related reasons but also highlighted that the experience, overall, was short of satisfactory:I was doing one week of GM Diet … one day it was full of fruits, then one day it was full of vegetables. And then in the third day, when it was actually the chicken part, frankly speaking even I enjoyed … you just cannot have veggies everyday. (Female, age 35)Only eating veg, I think my whole mouth was, I think gone bad. Because I really wanted to have something … keema [minced meat]. (Female, age 38)Plant-based foods, in comparison to meat-based dishes, were described as “bland”, “boring”, and lacking in the “umami zing”. Even if cooked in the same spices, plant-based foods were still seen to be wanting:you have chicken curry and soya bean curry made from the same masala … but if you replace meat with some other substitutes, you’re gonna be able to tell the difference ... the taste of meat, I feel, is better than the taste of a vegetable. (Male, age 32)The thing is, vegetarian dishes are bland … They don’t get the feeling of the spices in the vegetarian dish ... So when you are eating something juicy, having a bite, it’s a mouthful thing. Vegetarian dishes are not mouthful. (Male, age 25)At the end of a vegetarian meal … I think that maybe [it is] a lack of fullness … I’m eating less because you get bored after a while. (Female, age 32)Tasting the Forbidden FruitIn India, chicken is considered to be widely acceptable, as pork is forbidden to Muslims and beef is prohibited for Hindus (Devi et al.; Jishnu). However, the desire for new flavours seems to be pushing the boundaries of what is deemed acceptable, as highlighted in the discussion below with a 25-year-old male Muslim participant:Participant: When I go out with my friends then I try new things like bacon.Moderator: Bacon?Participant: Yeah... when I went with my colleagues to this restaurant in Bandra—it’s called Saltwater Cafe. And they had this chicken burger with bacon wrapped on it.Moderator: Okay.Participant: And I didn’t know at the time that it’s bacon … They didn’t tell me what we are having … When I had it, I told them that it’s tasting like different, totally different, like I haven’t had this in my life.Moderator: Yeah.Participant: And when they told me that it’s bacon then, I thought, okay fine. Something new I can have. Now I’m old enough to make my own choices.Similarly, several Hindu participants expressed similar sentiments about beef consumption:One of our friends, he used to have beef. He said this tastes better than chicken so I tried it. (Male, age 30)I ended up ordering beef which I actually would never eat ... But then everyone was like, it’s a must try ... So I start off with eating the gravy and then it entices me. That’s when I go and try the meat. (Female, aged 23)Although studies on meat eating in India are limited, it seems that many prefer to consume meats outside the home (Suresh; Devi et al.), away from the watchful eyes of parents, partners and, in some instances, the neighbours:My dad would say if you want to eat beef or anything have it outside but don’t bring it home. (Male, age 29)One of my friends … he keeps secret from his girlfriend … he come with us and eat [meat] and tell us not to tell her. (Male, age 26)People around have a little bit of a different view towards people eating non-veg in that area—so we wouldn’t openly talk about eating non-veg when somebody from the locality is around. (Female, age 32)Further to this point, some discussed a certain thrill that arose from pushing social boundaries by eating these forbidden meats:feel excited ... it gave me confidence also. I didn’t know ... my own decision. Something that is riskier in my life, which I hadn’t done before. (Male, age 25)Meat as a Status SymbolIn urban India, meat is increasingly considered a status symbol (Roy; Esselborn; Goswami). Similarly, several participants highlighted that meat-based dishes tend to be cooked for special occasions:non-vegetarian meals [at home] were perceived as being more elaborate and more lavish probably as compared to vegetarian meals. (Male, age 34)Dal [a lentil dish] is one of the basic things which we don’t make in the house when you have guests, or when you have an occasion … We usually make biryani…gravies of chicken or mutton. (Female, age 38)Success in urban India tends to be measured through one’s engagement with commodities that hold status-enhancing appeal (Mathur), and this also appears to apply to eating practices. Among meat-eating communities, it was found that serving only plant-based foods on special occasions was potentially seen as “low grade” and not quite socially acceptable:It’s just considered not something special. In fact, you would be judged…they would be like, “Oh my God, they only served us vegetables.” (Female, age 32)If you are basically from a Gujarati family, you are helpless. You have to serve that thing [vegetarian food] ... But if you are a non-vegetarian … if you serve them veg, it looks too low grade. (Female, age 38)In fact, among some families, serving “simple vegetarian food” tended to be associated with sombre occasions such as funerals, where one tends to avoid eating certain foods that give rise to desires, such as meat. This is elaborated upon in the below discussion with a Hindu participant (female, aged 40+):Participant: So an aunt of mine passed away a little over a year ago … traditionally we have this 13 day thing where you eat—We call it “Oshoge”… the khaana [food] is supposed to be neutral.Moderator: The khaana is supposed to be vegetarian?Participant: Yeah, it’s not just vegetarian … You’re supposed to have very simple vegetarian food like boiled food or you know dahi [plain yoghurt] and puffed rice … after a day of that, we were all looking at each other and then my cousin said, “Let me teach you how to fillet fish.” Similarly, a Muslim participant mentioned how serving certain dishes—such as dal, a common vegetarian dish—tends to be reserved for funeral occasions and is therefore considered socially unacceptable for other occasions:I’m calling a guest and I make dal chawal [lentils and rice] okay? They will think, arrey yeh kya yeh mayat ka khaana hai kya? [oh what is this, is the food for a corpse or what]? ... I can make it on that particular day when somebody has died in the family ... but then whenever guest is at home, or there is an occasion, we cannot make dal. (Female, age 38)ConclusionUrban India is experiencing a shift in norms around food choices, as meat-based dishes appear to have become symbolic of the broader changing landscape. Meat is not only eaten for its sensory properties but also because of its sociocultural associations. In comparison, many plant-based foods are perceived as relatively bland and uninteresting. This raises the question of how to make plant-based eating more appealing, both in terms of social significance and sensory enjoyment. In view of the attachment to familiar customs against the backdrop of a rapidly changing urban culture (Sinha; Venkatesh), perhaps plant-based foods could be re-introduced to the urban Indian as a blend of Western novelty and traditional familiarity (Majumdar), thereby representing the “the new along with the old” (Sinha 18), and hence enhancing their status. Abstract:
“I realised some time ago that I am a showgirl. When I perform it is to show the girl, whereas some performers take the approach of caricaturing or ‘burlesquing’ the girl.” (Lola the Vamp) “Perhaps the most surprising idea of contemporary feminism is that women are female impersonators” (Tyler, 1) In recent years, femininity has been the subject of much debate in mainstream culture, as well as in feminist theory. The recent moral panic over “size zero” bodies is only the latest example of the anxieties and tensions generated by a culture in which every part of the female body is subject to endless surveillance and control. The backlash against the women’s movement of the late 20th century has seen the mainstreaming of high femininity on an unprecedented scale. The range of practices now expected of middle-class women, including cosmetic surgery, dieting, fake tanning, manicures, pedicures, and waxing (including pubic waxing) is staggering. Little wonder, then, that femininity has often been imagined as oppressive labour, as work. If women were to attempt to produce the ideal femininities promoted by women’s magazines in the UK, USA and Australia, there would be little time in the day—let alone money—for anything else. The work of femininity hence becomes the work of adapting oneself to a current set of social norms, a work of adaptation and adjustment that must remain invisible. The goal is to look natural while constantly labouring away in private to maintain the façade. Alongside this feminine ideal, a subculture has grown up that also promotes the production of an elaborately feminine identity, but in very different ways. The new burlesque is a subculture that began in club nights in London and New York, has since extended to a network of performers and fans, and has become a highly active community on the Internet as well as in offline cultural spaces. In these spaces, performers and audiences alike reproduce striptease performances, as well as vintage dress and styles. Performers draw on their own knowledge of the history of burlesque to create acts that may invoke late 19th-century vaudeville, the supper clubs of pre-war Germany, or 1950s pinups. However the audience for these performances is as likely to consist of women and gay men as the heterosexual men who comprise the traditional audience for such shows. The striptease star Dita von Teese, with her trademark jet-black hair, pale skin, red lips and tiny 16-inch corseted waist, has become the most visible symbol of the new burlesque community. However, the new burlesque “look” can be seen across a web of media sites: in film, beginning with Moulin Rouge (Baz Luhrmann, 2001), and more recently in The Notorious Bettie Paige (Mary Harron, 2005), as well as in mainstream movies like Mrs Henderson Presents (Stephen Frears, 2005); in novels (such as Louise Welsh’s The Bullet Trick); in popular music, such as the iconography of Kylie Minogue’s Showgirl tour and the stage persona of Alison Goldfrapp; and in high fashion through the work of Vivienne Westwood and Roland Mouret. Since the debut in the late 1990’s of von Teese’s most famous act, in which she dances in a giant martini glass, the new burlesque has arisen in popular culture as a counterpoint to the thin, bronzed, blonde ideal of femininity that has otherwise dominated popular culture in the West. The OED defines burlesque as “a comically exaggerated imitation, especially in a literary or dramatic work; a parody.” In this article, I want to think about the new burlesque in precisely this way: as a parody of feminine identity that, by making visible the work involved in producing feminine identity, precisely resists mainstream notions of feminine beauty. As Lola the Vamp points out in the quotation that opens this article, new burlesque is about “caricaturing or burlesquing the girl”, but also about “showing the girl”, not only in the literal sense of revealing the body at the end of the striptease performance, but in dramatising and making visible an attachment to feminine identity. For members of the new burlesque community, I want to suggest, femininity is experienced as an identity position that is lived as authentic. This makes new burlesque a potentially fruitful site in which to think through the questions of whether femininity can be adapted, and what challenges such adaptations might pose, not only for mainstream culture, but for feminist theory. As I have stated, feminist responses to mainstream femininity have emphasised that femininity is work; that is, that feminine identities do not emerge naturally from certain bodies, but rather have to be made. This is necessary in order to resist the powerful cultural discourses through which gender identities are normalised. This model sees femininity as additive, as something that is superimposed on some mystical “authentic” self which cries out to be liberated from the artificially imposed constraints of high heels, makeup and restrictive clothing. This model of femininity is summed up by Naomi Wolf’s famous statement, in The Beauty Myth, that “femininity is code for femaleness plus whatever society happens to be selling” (Wolf, 177; emphasis added). However, a potential problem with such a view of gender identity is that it tends to reproduce essentialist notions of identity. The focus on femininity as a process through which bodies are adapted to social norms suggests that there is an unmarked self that precedes adaptation. Sabina Sawhney provides a summary and critique of this position: Feminism seems to be relying on the notion that the authentic identity of woman would be revealed once the drag is removed. That is to say, when her various “clothes”—racial, ethnic, hetero/homosexual, class textured—are removed, the real, genuine woman would appear whose identity would pose no puzzles. But surely that is a dangerous assumption, for it not only prioritises certain forms of identity formation over others, but also essentialises a sexual or gendered identity as already known in advance. (5) As Sawhney suggests here, to see femininity only in terms of oppressive labour is implicitly essentialist, since it suggests the existence of a primary, authentic “femaleness”. Femininity consists of consumer “stuff” which is superimposed onto unproblematically female bodies. Sawhney is right, here, to compare femininity to drag: however, female and male femininities are read very differently in this account. Drag and cross-dressing are decried as deliberate (male) parodies of “women” (and it is interesting to note that parodies of femininity are inevitably misread as parodies of women, as though the two were the same). However, those women who engage in feminine identity practices are to be pitied, not blamed, or at least not explicitly. Femininity, the compulsion to adapt oneself to incorporate “whatever society is selling”, is articulated in terms of “social pressure”, as a miserable duty over which women have no control. As Samantha Holland argues, the danger is that women become positioned as “mindless consumers, in thrall to the power of media images” (10). Resisting the adaptations demanded by femininity thus becomes a way of resisting mindlessness, particularly through resisting excessive consumption. This anxiety about female excess is echoed in some of the press coverage of the burlesque scene. For example, an article in the British Sunday paper The Observer takes a sceptical position on some performers’ claims that their work is feminist, wondering whether the “fairy dust of irony really strips burlesque of any political dubiousness” (O’Connell, 4), while an article on a feminist Website argues that the movement “can still be interpreted as a form of exploitation of women’s bodies,” (DiNardo, 1), which rather suggests that it is the purpose of feminism to try and interpret all manifestations of femininity in this way: as if the writer is suggesting that feminism itself were a system for curbing feminine excess. This is not to deny that the new burlesque, like more mainstream forms of femininity, involves work. Indeed, a reading of online burlesque communities suggests that it is precisely the labour of femininity that is a source of pleasure. Many books and Websites associated with this movement offer lessons in stage performance; however, these real and virtual classes are not limited to those who wish to perform. In this subculture, much of the pleasure derives from a sense of community between performer and audience, a sense which derives mainly from the adaptation of a specific retro or vintage feminine identity. Miss Indigo Blue’s Academy offers courses in the more theatrical aspects of burlesque, such as stripping techniques, but also in subjects such as “makeup and wig tricks” and “walking in heels” (Miss Indigo Blue’s Academy of Burlesque). Burlesque, like cross-dressing suggests that femininity needs to be learnt: and learning femininity, in this sense, also involves unlearning whatever “one [usually restrictive] size fits all” forms of femininity are currently being sold by the fashion and beauty industries. In contrast to this normative model, the online accounts of burlesque fans and performers reveal an intense pleasure in creating and adapting new feminine identities within a subculture, through a “DIY” approach to femininity. This insistence on doing it yourself is important, since it is through the process of reclaiming vintage styles of clothing, hair and makeup that real adaptation takes place. Whereas mainstream femininity is positioned as empty consumption, and as a source of anxiety, burlesque is aligned with recycling, thrift shopping and the revival of traditional crafts such as knitting and weaving. This is most visible in magazines and Websites such as Bust magazine. This magazine, which launched in the early 1990s, was an early forerunner of the burlesque revival with its use of visual imagery taken from 1950s women’s magazines alongside pinups of the same era. The Website has been selling Bettie Page merchandise for some time alongside its popular Stitch n’ Bitch knitting books, and also hosts discussions on feminism, craft and “kitsch and make-up” (Bust). In the accounts cited above, femininity is clearly not imagined through an imperative to conform to social norms: instead, the practice of recovering and re-creating vintage looks is constructed as a pleasurable leisure activity that brings with it a sense of achievement and of engagement with a wider community. The appeal of burlesque, therefore, is not limited to a fetishistic preference for the trappings of burlesque or retro femininity: it is also defined by what it is not. Online discussions reveal a sense of dissatisfaction with more culturally visible forms of femininity promoted by celebrity culture and women’s magazines. Particular irritants include the low-maintenance look, skinniness, lip gloss, highlighted and layered hair, fake tan and, perhaps unexpectedly, jeans. These are seen as emblematic of precisely stereotypical and homogenising notions of feminine identity, as one post points out: “Dita VT particularly stands out in this day and age where it seems that the mysterious Blondifier and her evil twin, the Creosoter, get to every female celeb at some point.” (Bust Lounge, posted on Oct 17 2006, 3.32 am) Another reason for the appeal of New Burlesque is that it does not privilege slenderness: as another post says “i think i like that the women have natural bodies in some way” (Bust Lounge, posted on Oct 8 2006, 7:34 pm), and it is clear that the labour associated with this form of femininity consists of adorning the body for display in a way that opposes the dominant model of constructing “natural” beauty through invisible forms of labour. Burlesque performers might therefore be seen as feminist theorists, whose construction of a feminine image against normative forms of femininity dramatises precisely those issues of embodiment and identity that concern feminist theory. This open display and celebration of feminine identity practices, for example, makes visible Elizabeth Grosz’s argument, in Volatile Bodies, that all bodies are inscribed with culture, even when they are naked. A good example of this is the British performer Immodesty Blaize, who has been celebrated in the British press for presenting an ideal of beauty that challenges the cultural predominance of size zero bodies: a press cutting on her Website shows her appearance on the cover of the Sunday Times Style magazine for 23 April 2006, under the heading “More Is More: One Girl’s Sexy Journey as a Size 18” (Immodesty Blaize). However, this is not to suggest that her version of femininity is simply concerned with rejecting practices such as diet and exercise: alongside the press images of Immodesty in ornate stage costumes, there is also an account of the rigorous training her act involves. In other words, the practices involved in constructing this version of femininity entail bringing together accounts of multiple identity practices, often in surprising ways that resist conforming to any single ideal of femininity: while both the athletic body and the sexualised size 18 body may both be seen as sites of resistance to the culturally dominant slender body, it is unusual for one performer’s image to draw on both simultaneously as Blaize does. This dramatisation of the work involved in shaping the body can also be seen in the use of corsets by performers like von Teese, whose extremely tiny waist is a key aspect of her image. Although this may be read on one hand as a performance of conformity to feminine ideals of slimness, the public flaunting of the corset (which is after all a garment originally designed to be concealed beneath clothing) again makes visible the practices and technologies through which femininity is constructed. The DIY approach to femininity is central to the imperative to resist incorporation by mainstream culture. Dita von Teese makes this point in a press interview, in which she stresses the impossibility of working with stylists: “the one time I hired a stylist, they picked up a pair of my 1940’s shoes and said, these would look really cute with jeans. I immediately said, you’re out of here” (West, 10). With its constant dramatisation and adaptation of femininity, then, I would argue that burlesque precisely carries out the work which Grosz says is imperative for feminist theory, of problematising the notion of the body as a “blank, passive page” (156). If some feminist readings of femininity have failed to account for the multiplicity and diversity of feminine identity performances, it is perhaps surprising that this is also true of feminist research that has engaged with queer theory, especially theories of drag. As Carol-Ann Tyler notes, feminist critiques of drag performances have tended to read drag performances as a hostile parody of women themselves (60). I would argue that this view of drag as a parody of women is problematic, in that it reproduces an essentialist model in which women and femininity are one and the same. What I want to suggest is that it is possible to read drag in continuum with other performances, such as burlesque, as an often affectionate parody of femininity; one which allows female as well as male performers to think through the complex and often contradictory pleasures and anxieties that are at stake in performing feminine identities. In practice, some accounts of burlesque do see burlesque as a kind of drag performance, but they reveal that anxiety is not alleviated but heightened when the drag performer is biologically female. While drag is performed by male bodies, and hence potentially from a position of power, a female performer is held to be both complicit with patriarchal power, and herself powerless: the performance thus emanates from a doubly powerless position. Because femininity is imagined as a property of “women”, to parody femininity is to parody oneself and is hence open to being read as a performance of self-hatred. At best, the performer is herself held to occupy a position of middle class privilege, and hence to have access to what O’Connell, in the Observer article, calls “the fairy dust of irony” (4). For O’Connell however the performer uses this privilege to celebrate a normative, “politically dubious” form of femininity. In this reading, which positions itself as feminist, any potential for irony is lost, and burlesque is seen as unproblematically reproducing an oppressive model of feminine identities and roles. The Websites I have cited are aware of the potential power of burlesque as parody, but as a parody of femininity which attempts to work with the tensions inherent in feminine identity: its pleasures as well as its constraints and absurdities. Such a thinking-through of femininity is not the sole preserve of the male drag performer. Indeed, my current research on drag is engaged with the work of self-proclaimed female drag queens, also known as “bio queens” or “faux queens”: recently, Ana Matronic of the Scissor Sisters has spoken of her early experiences as a performer in a San Francisco drag show, where there is an annual faux-queen beauty pageant (Barber, 1). I would argue that there is a continuity between these performers and participants in the burlesque scene who may be conflicted about their relationship to “feminism” but are highly aware of the possibilities offered by this sense of parody, which is often articulated through an invocation of queer politics. Queer politics is often explicitly on the agenda in burlesque performance spaces; however the term “queer” is used not only to refer to performances that take place in queer spaces or for a lesbian audience, but to the more general way in which the very idea of women parodying femininity works to queer both feminist and popular notions of femininity that equate it with passivity, with false consciousness. While burlesque does celebrate extreme femininities, it does so in a highly self-aware and parodic manner which works to critique and denaturalise more normalised forms of femininity. It does so partly by engaging with a queer agenda (for example Miss Indigo’s Academy of Burlesque hosts lectures on queer politics and feminism alongside makeup classes and stripping lessons). New Burlesque stage performers use 19th- and 20th-century ideals of femininity to parody contemporary feminine ideals, and this satirical element is carried through in the audience and in the wider community. In burlesque, femininity is reclaimed as an identity precisely through aligning an excessive form of femininity with feminism and queer theory. This model of burlesque as queer parody of femininity draws out the connections as well as the discontinuities between male and female “alternative” femininities, a potentially powerful connectivity that is suggested by Judith Butler’s work and that disrupts the notion that femininity is always imposed on women through consumer culture. It is possible, then, to open up Butler’s writing on drag in order to make explicit this continuity between male and female parodies of femininity. Writing of the need to distinguish between truly subversive parody, and that which is likely to be incorporated, Butler explains: Parody by itself is not subversive, and there must be a way to understand what makes certain kinds of parodic repetitions effectively disruptive, truly troubling, and which repetitions become domesticated and recirculated as instruments of cultural hegemony (Gender Trouble, 177). The problem with this is that femininity, as performed by biologically female subjects, is still positioned as other, as that which presents itself as natural, but is destabilised by more subversive gender performances, such as male drag, that reveal it as performative. The moment of judgment, when we as queer theorists decide which performances are truly subversive and which are not, is divisive: having drawn out the continuity between male and female performances of femininity, it reinstates the dualistic order in which women are positioned as lacking agency. If a practice is ultimately incorporated by consumer culture, this does not necessarily mean that it is not troubling or politically interesting. Such a reductive and pessimistic reading produces “the popular” as a bad object in a way that reproduces precisely the hegemonic discourse it is trying to disrupt. In this model, very few practices, including drag, could be held to be subversive at all. What is missing from Butler’s account is an awareness of the complex and multiple forms of pleasure and desire that characterise women’s attachment to feminine identities. I would argue that she opens up a potentially exhilarating possibility that has significant implications for feminist understandings of feminine identity in that it allows for an understanding of the ways in which female performers actively construct, rework and critique feminine identity, but that this possibility is closed down through the implication that only male drag performances are “truly troubling” (Gender Trouble, 177). By allowing female performers to ”parody the girl”, I am suggesting that burlesque potentially allows for an understanding in which female performances of femininity may, like drag, also be “truly troubling” (Butler, Gender Trouble, 177). Like drag, they require the audience both to reflect on the ways in which femininity is performatively constructed within the constraints of a normative, gendered culture, but also do justice to the extent to which feminine identity may be experienced as a source of pleasure. Striptease, in which feminine identity is constructed precisely through painstakingly creating a look whose layers are then stripped away in a stylised performance of feminine gesture, powerfully dramatises the historic tension between feminism and femininity. Indeed, the labour involved in burlesque performances can be adapted and adopted as feminist theoretical performances that speak back to hegemonic ideals of beauty, to feminism, and to queer theory.
