Abstract:
This special issue of SAJG on "The family and ageing in Africa" marks yet another step in the annals of the African Gerontological Society (AGES). The first major step was taken in December 1993 when the society held its first workshop in Accra, Ghana to discuss an agenda on ageing. The results of the workshop were published under the title Effective responses to ageing in Africa by the year 2000 (Apt, Bester & Insley, 1995). Twenty years ago it would have been an impossible task to assemble African scientists and social welfare practitioners to discuss the subject of ageing. Very little researched information existed then and many African governments were likely to assert that ageing was no problem in their country. Even in the 1980s a great deal of scepticism existed in Africa about the need for African gerontology research. Today, and taking a cue from the deliberations of the first AGES workshop, there is no country in our region that is not confronted with the negative impacts of development and urbanization as their country charts its route towards modernization. Even though an ageing agenda still has a low profile on the economic desks of many African governments, the realisation that there are indeed difficulties to be overcome regarding the care of elderly people in Africa is widespread.

Abstract:
In this study, a rapidly east-coastal cyclogenesis event that took place during 3-4 October 1987 is investigated using a nested-grid version of the Penn State/NCAR mesoscale model (MM4) with a fine mesh grid size of 25 km. It is shown that the MM4 model reproduces reasonably well the growth of the cyclone from a coastal frontal zone, its subsequent track, intensity, circulation structures and its associated precipitation. It is found that the coastal cyclogenesis occurs in a favorable large-scale environment with pronounced thermal advection in the lower troposphere and marked potential vorticity (PV) concentration aloft associated with the tropopause depression. The transport of warm and moist air from the marine boundary layer by the low-level inshore flow provides the necessary latent energy for the production of the observed heavy precipitation and a variety of weather phenomena.
A series of 24-h sensitivity simulations are performed to examine the relative importance of diabatic heating, large-scale forcing and the quality of initial conditions in the cyclogenesis. To determine why several model simulations failed in predicting correctly all of the observed scenarios, a dynamical nudging experiment is conducted to provide a "ground-truth" dataset. Le rapprochement de la Constitution du 4 octobre 1958 des constitutions étrangères permet de mettre en lumière une particularité de l’ordre constitutionnel français. Notre loi fondamentale n’a jamais été dotée, au terme d’une opération de codification, d’un quelconque catalogue formel de droits fondamentaux comparable à ceux qui ont été introduits dès le début du XXème siècle dans d’autres États. Si elle n’est pas complètement ignorée, l’exception française a été assez peu interrogée. Que la rencontre entre droits fondamentaux et codification n’ait jamais eu lieu en France, volontiers désignée comme « pays des droits de l’homme » et « terre d’élection de la codification », ne peut pourtant manquer de retenir l’attention. La question se pose en particulier de savoir si la singularité de notre texte constitutionnel, saillante et intrigante, s’avère, en outre, irréductible. L’histoire de cette rencontre qui n’a jamais eu lieu est-elle, autrement exprimé, celle de rendez-vous manqués ou d’une liaison impossible ? The comparison of the Constitution of October 4, 1958 with the foreign constitutions allows to highlight a specific feature of the French constitutional order. Our fundamental law has never been endowed, after a codification exercise, with any formal catalogue of fundamental rights comparable to those which were introduced from the beginning of the 20th century in other States. While it is not completely ignored, the French exception has been barely discussed. The fact that the meeting between fundamental rights and codification has never taken place in France, willingly referred to as the “country of human rights” and the “chosen land of codification”, cannot however fail to attract attention. In particular, the question arises whether the singularity of our constitutional text, which is both salient and intriguing, is also irreducible. In other words, is the story of this meeting that never took place the story of missed appointments or of an impossible relationship ? The research aims to question both the possibility of codifying fundamental rights in the French Constitution of October 4, 1958, and the usefulness of such an operation

Introduction: The month of October was chosen to raise the population’s awareness of breast cancer, with strategic actions being taken in order to optimize an early diagnosis of malignant breast lesions, as well as their treatment. The city of Caxias do Sul annually promotes a health action on a Saturday in October, known as the Pink October Campaign. The analyzed campaign was on the first Saturday of October 2017, with the operation of all Basic Health Units (UBS), and according to recommendations from the Brazilian Society of Mastology, offering mammographic evaluation and screening for women over 40 years of age. Objectives: To identify the number of diagnoses of malignant neoplasms in women who underwent screening mammography in a municipal campaign, the number of examinations performed in the campaign, and the prevalence of the BI-RADS 4 and BI-RADS 5 categories. Methods: Observational, descriptive, and retrospective study. All patients who had mammograms requested in the Pink October campaign were identified. The BI-RADS 4 and 5 cases on mammography, or after the completion of a complementary ultrasound for presenting BI-RADS 0 on the initial mammography, were referred to a reference service and had a biopsy with a posterior segment. Results: 1220 mammograms were made. In the BI-RADS 4 category, nine patients were identified (0.73%); all had biopsies performed, and three patients had confirmed carcinoma: two of them with invasive carcinoma and one case with carcinoma in situ. There were two cases of BI-RADS 5 mammograms (0.16%), and both had pathological confirmation of malignancy through biopsy. The prevalence of BI-RADS 4 and 5 in this population was 0.73% and 0.16%, respectively. There were 126 BI-RADS 0 mammograms (10.33%), making it possible to perform 90 complementary breast ultrasound exams. Four cases were classified as BI-RADS 4, with a negative biopsy for malignancy, and one case of BI-RADS 5, with a diagnosis of invasive lobular carcinoma. Conclusions: The Pink October Campaign held in 2017 in Caxias do Sul provided the diagnosis of six cases of breast malignancy in women between 43 and 65 years of age, one of them still in the non-invasive stage (carcinoma in situ), representing 0.49% of the population tracked in the campaign.

Abstract:
The Caribbean Region Quarterly Bulletin discusses recent economic developments and analyzes the topic of energy for the 6 IDB-member Caribbean countries, as well as the Organization of Eastern Caribbean States (OECS). The countries are: The Bahamas, Barbados, Guyana, Jamaica, Suriname and Trinidad and Tobago. This issue highlights fiscal developments for 2013, which may outperform expectations in Guyana and Trinidad and Tobago. In contrast, high fiscal deficits have forced the governments of The Bahamas, Barbados and Jamaica to adopt further expenditure cuts and new tax regimes. In Suriname, authorities remain committed to reducing the fiscal deficit, despite falling gold prices. This issue also assesses debt sustainability under different gold prices in Suriname. It also analyzes the existing energy structure in each of the Caribbean countries and discusses possible alternatives to resolve the high cost of energy and import dependency for the region as a whole.
