Abstract:
This paper reports results of a telephone survey in the St. Louis metropolitan area assessing household earthquake awareness and preparedness in November 1997. This survey extends time-series data on awareness and preparedness in the area, which I obtained from earlier surveys conducted in October 1990, February 1991, July 1992, and May 1993. The previous surveys constitute the only time-series data assessing the effects of a pseudo-scientific earthquake prediction (in this case, one made by the late Iben Browning) with measurement of attitudes and beliefs both before and after disconfirmation of the prediction. In general, the new survey shows that both the perceived risk of a damaging earthquake and levels of household preparedness in the region have undergone steady, long-term declines since 1991. There has also been some decline in concern about earthquake risk since 1992. Nonetheless, there has been some lasting effect of preparation actions taken in response to Iben Browning's 1990 pseudoscientific earthquake prediction. For all three preparedness actions for which data are available from 1990 through 1997, the 1997 data indicate a higher level of preparedness than was observed in October 1990, two months before the date on which Browning said a damaging earthquake was likely. And the level of preparedness is much higher than was observed in the larger New Madrid region in another survey taken in 1987.

Abstract:
The October-December 1999 (Vol 24, No 4) issue of Vikalpa had published a Management Case titled “Asoka Spintex” by Parvinder Gupta. The case had focused on the turnaround of Asoka Spintex from an ailing company in 1987 to a growing company in the year 1997. We had requested the readers to respond to the question: What strategies should Anang Lalbhai adopt for the long-term survival of the company? In this issue, we are featuring three responses on the case by Pradip N Khandwalla, S Ramnarayan and Niti Pandey, and N Ravichandran. Asoka Spintex, a Lalbhai group company, was set up in 1920 in Ahmedabad, Gujarat, to manufacture coarse and medium fabrics with a capacity of 13,000 spindles and 350 looms. Since its inception, the company did reasonably well. However, the balance sheet for the year 1987 showed cash loss for the first time in three decades. The company was on the verge of closure in 1991-92; however, subsequently, it started showing positive results. The case discusses the background of Asoka Spintex, the troubled times (1985-1990), the phase of uncertainties (mid 1990-mid 1992), the phase of struggles and challenges (1992-1995), and the phase of consolidation and growth (1995-1997). The case concludes with a discussion on the future plans of Asoka Spintex.

These volumes are the proceedings of the second and third major conferences organized this decade by the Centre for Conservation Biology at the University of Queensland, the first one being Moritz and Kikkawa (1994). A pleasing trend in the publication of the later volumes is the reduction in time between conference and publication. In the municipalities of Bromölla and Kristianstad, south Sweden, monthly counts of Bean Geese have been carried out during October–March/April since November 1976. The seasonal peak count was up to 1987/1988 recorded in March, during the following six seasons in January, and from 1994/1995 onwards in November or December. April numbers decreased from more than 5,000 birds in 1977 to hardly any at all from 1997 onwards. Fewer Bean Geese were counted up to the 1986/1987 season than thereafter. In most of the last 25 seasons, the number of Taiga Bean Geese Anser fabalis fabalis in north-east Scania peaked at about 20% of the total Western Palearctic population, with a highest count of 24,000 birds in December 1997. Most or all Bean Geese left north-east Scania during severe winters. Checks of staging bean goose flocks and hunting bags showed that, except for Lake Hammarsjön from 2004/2005 onwards and a few flocks in the other areas, the Tundra Bean Goose Anser serrirostris rossicus was quite rare in the region.

Abstract:
The most important diseases of Musa spp. in Cameroon, as in many other banana-producing areas, are those caused by Mycosphaerella musicola and M. fijiensis. Investigations during 1988 and 1989 in Cameroon in areas under high disease pressure revealed that Yangambi was highly resistant to M. fijiensis. During field observations between September 1992 and September 1994, necrotic symptoms were recorded on Yangambi from October to February in 1992-93 and 1993-94 and from June to September in 1994 at elevations of 700 to 1,100 m. In 1995, perithecia were recorded from necrotic tissues between May and November at 80 m, between September and October at 700 and 900 m, and between October and November at 1,100 m; mean number of perithecia per mm2 of samples was 8.6, 10.6, 17.6, and 17.9 at 80, 700, 900, and 1100 m, respectively. No viable ascospores was isolated from them. In 1997, this variation in the behavior of Yangambi was confirmed at 1,250 m elevation with necrosis between late August and early December, and ascospores of M. fijiensis were isolated from samples collected during October. Appearance of necrosis occurs when optimal climatic conditions for the development of M. fijiensis are obtained. This first and complete shift in pathogenicity of M. fijiensis to overcome the resistance of Yangambi is the end of a process that started 5 years ago after almost 8 years' exposure of the cultivar in the same locality.

During October-December 1989-1991, biologists from the Vermont Fish and Wildlife Department and the USDA Forest Service reintroduced 115 (88 male, 27 female) American Martens (Martes americana) into the southern half of the Green Mountain National Forest. During the years of release, brief radio-contact was made with 9 of the 13 (8 male, 5 female) radiocollared animals, and several of these may have established residency. Results of winter track count surveys suggested the presence of at least four Martens in 1990. During winter 1994-1995, Trailmaster® cameras and boxed camera systems detected Martens at two, and Fishers (Martes pennanti) at 11, of 20 sites. During winter 1997-1998, Fishers were detected at 37 of 47 boxed camera sites, but no Martens were detected. During summer 1997 and 1998, no Marten photos were recorded at 285 pressure-plate camera stations in a larger area that included all Marten release sites. Although post-release monitoring may have been insufficient to definitively confirm Marten presence, results from the 1997 and 1998 camera surveys indicate that a viable population of Martens was not established in southern Vermont, perhaps due to competition with Fishers.

Assessment of spawning survival for female capelin Mallotus villosus (Pisces: Osmeriformes) greater than 12 cm in length was made in the autumn of 1995–1997 comparing a histological technique with existing methods. An intensive macroscopic visual assessment of selected samples from 1995, 1996 and 1997 revealed that 10, 20 and 40% of the females were recovering from spawning respectively each year. Histological assessments of the same fish revealed that 20% in 1995, and nearly 60% of the fish in 1996 and 1997 showed physiological evidence of previous spawning. The proportion of recovering spawners increased with both length and age of the fish. One sample from the Northwest Atlantic Fisheries Organization area of 2J during October 1997 contained nearly 90% recovering fish. The potential impact of the fishery in light of the variability in post-spawning survival of the iteroparous female capelin is discussed.

This report covers the first 2.5 years of production of five alfalfa varieties (CUF 101, SW 14, SW8210, Pioneer 5888, and a grower selection originating from CUF 101 and noted as Baldwin Select) that were planted in October, 1994, into large plots (0.75 acres) to obtain actual field harvest data. Data are reported from 22 harvests thus far in the study, including five from 1997. Varietal hay yields were very similar in 1995 until mid summer, when area soil temperatures reached above 100°F at the four inch depth for a period of about 6 weeks. During the summer months of 195 -1996 Baldwin Select had significantly higher yields than other varieties tested. Statistical differences in accumulated hay yields were noted beginning in August 1995 and have continued. during 1996. Baldwin Select has the highest yielding variety each year thus far, producing 8.8% more than CUF 101, worth $233 /acre. Alfalfa varieties have been very similar in relative feed value when tested. Yellowing from Empoasca spp. leafhoppers was greatest during the 1995 -1996 winter on varieties with fall dormancy ratings of 9 or greater. Weed infestations during late summer 1996 appear to be inversely correlated with fall dormancy, for which Baldwin Select significantly higher than CUF 101.

ENGLISH ABSTRACT: Every investor that invests in JSE Securities Exchange listed shares wants to achieve optimum profits. Numerous tools are used to help investors and analysts to analyse buy signals, standard deviations, risk-adjusted returns and every possible piece of information that may lead to perfect recommendations. Despite all the problems and issues involved to make perfect recommendations, it seems as if some individuals achieve well above average results. There are no obvious reasons for the success they achieve. Often it may be ascribed to a combination of detailed technical analysis, market intelligence as well as gut-feel. This study evaluates the recommendations made by the analysts and quantifies the accuracy. Different scoring systems are used to evaluate the accuracy of the recommendations and a ranking of the analysts is compiled. Risk-adjusted returns are investigated in detail and are used in the calculations. The results of this study show that some analysts outperformed the rest by substantial margins.

Nine alfalfa varieties, most not previously tested under field conditions in Arizona, were planted October 29, 1997 using the same setting on a Great Plains Solid Stand 13 End Wheel drill. Varieties differed in lbs. of seed/acre planted, ranging from 28.0 for CUF 101 to 21.3 for Alto. Five cuttings were obtained through August 1998. The variety Alto yielded the most hay in the first and fourth cuttings and had the highest total yield from the first five harvests. Varieties with fall dormancy class ratings of 8 usually had higher yields than varieties of dormancy 9 during the spring and early summer growing season, which was below normal in temperature, resulting in class 8 dormancies having the highest total yields thus far.

During the summer months of both years Baldwin Select significantly outyielded other varieties tested. Statistical differences in accumulated hay yields were noted beginning in August 1995 and have continued during 1996. Baldwin Select was the highest yielding variety during 1995 (103.3% of CUF 101), followed by CUF 101 and Pioneer 5888, both which averaged 1.16 tons /acre per harvest. SW 14 and SW 8210 yielded about 550 total lbs /acre less than CUF 101 during 1995. Baldwin Select has also been the highest yielding variety in 1996 thus far, yielding 113.6% of CUF 101. SW 8210 has been second (107.6% of CUF 101), followed by SW 14 (102.7% of CUF 101), with CUF 101 and Pioneer 5888 again being almost equal in yield at 1.14 tons /acre per harvest. For 1995- 1996 combined, Baldwin Select has yielded 108.2% of CUF 101, followed by SW8210 (101.9% of CUF 101). CUF 101, Pioneer 5888 and SW 14 are very similar in overall tonnage. Alfalfa varieties have been very similar in relative feed value when tested. Yellowing from Empoasca spp. leafhoppers was greatest during the 1995 -1996 winter on varieties with fall dormancy ratings of 9 or greater. Baldwin Select has yielded $121 /acre more hay than CUF 101, and SW8210 has yielded $44 /acre more hay than CUF 101 thus far in this trial.

Abstract:
This research report is a completed Catchment Diagnostic Framework (CDF) for the Klip River catchment (Johannesburg) for the period October 1998 to September 1999. The framework consists of a catchment description and a diagnostic index which provide a simple and representative view of the catchment and its characteristics and assist in identifying problem areas. GIS maps, graphs and tables are used to provide a background of the catchment. The Diagnostic Index is based on a set of Indicators that are calculated and then scored according to a rating system allowing for the calculation of an overall value for the catchment. The indicators and description cover resource conditions, socioeconomics, water quantity, water quality and management. Using this CDF it was found that the Klip River catchment is highly altered due to mining, urban, industrial and agricultural development. All of these have impacts on the beneficial use of the Klip River itself and on the downstream users of the Vaal Barrage.

It considers the crash of October 1987 and of October 1929; the Hong Kong crashes of 1987, 1994, and 1997; the crash of October 1997 and its resonance on the U.S. market; currency crashes; and the crash of August 1998. It also discusses a nonparametric test of log-periodicity, the slow crash of 1962 ending the so-called “tronics boom,” and the Nasdaq crash of April 2000. Finally, it looks at “antibubbles,” taking into account the “bearish” regime on the Nikkei starting from January 1, 1990, the price of gold after the burst of the bubble in 1980. The chapter shows that large stock market crashes are analogous to critical points studied in the statistical physics community in relation to magnetism, melting, and similar phenomena.

Whereas in the 1960s and 1970s, low-level transmission of memory regarding 17 October took place mostly on an inter-personal basis within the family or radical left organizations and movements, in the 1990s, building on the impact of the antiracist movements of the 1980s that saw descendants of Algerian migrants emerge as significant collective political actors in France, new groups formed with a strategy of bringing the memories of 17 October onto the public stage. Their aim was to formulate specific demands for official recognition, truth, and justice and to transmit an awareness of 17 October to wider sectors of French society.

But before October 1996, Bank staff were actively discouraged from discussing the “C” word. In fact, one is hard pressed to find the word “corruption” in Bank projects before 1995. But with James Wolfensohn’s arrival as Bank President, anti-corruption entered this sector’s lexicon. This first about-face was accompanied by second when the Bank declared in 1997 (contrary to its 1980s sector policy emphases) that the “state mattered” to development. Also noted in this chapter are the sector-specific impacts of the 1997 matrix reform, the importance of “who sat where” within the new internal structure, and the decorum-breaking interactions of the IMF and World Bank during 1997 Asian Financial Crisis. This chapter traces each policy shift, the bureaucratic battles, and whose voices were heard and which ones were ignored. With internal actors continuing their reign as this sector’s most important policy change actors, their bureaucratic bickering and their influence over sector policy change are key highlights.

The societal, economic, and environmental consequences of weather events and climate conditions in the United States vary across the nation as a result of hot and dry conditions in one region and cold and wet conditions in others, or storms in one area and none in others. Thus, for any given period, such as a season or year, the weather-caused impacts in the United States reveal a mix of winners and losers. This was certainly true with the impacts resulting from El Niño 97-98. The official National Oceanic and Atmospheric Administration (NOAA) predictions issued in June 1997 calling for more storms in parts of the nation and heavy precipitation for the South and Far West (Climate Prediction Center, August 13,1997) created major fears about large economic and social losses. The warnings of FEMA and the ensuing media hype created a nationwide perception that all “El Niño weather” was going to be damaging. This fear is illustrated in the cartoon in Figure 6-1. For example, the Financial Times (July 28, 1997) tied the strong El Niño 97-98 conditions to the huge U.S. losses due to El Niño 1982-1983, with 161 killed and losses of $2.2 billion. Such connections and citations resulted from the fact that the official El Niño predictions and Federal Emergency Management Agency (FEMA) warnings were comparing the large El Niño 97-98 to the large 1982-1983 event (CPC, July 1997; FEMA, August 12, 1997). California newspapers also focused on the 1982-1983 losses in that state, which included fourteen killed and $265 million in damages (San Francisco Chronicle, August 14, 1997; Sacramento Bee, October 15, 1997). This helped create considerable concern and launched major mitigation endeavors in California where storm and rain predictions were ominous. The resulting 1997- 1998 mitigative activities in California reduced losses and were a major beneficial impact of the use of the long-range predictions of the Climate Prediction Center (CPC) and the warnings issued by FEMA that promoted mitigation actions.

Infrared and visible cirrus cloud optical properties were measured using ground-based high spectral resolution remote sensing data. The optical properties include: downwelling atmospheric radiance at infrared wavelengths in addition to atmospheric aerosol backscatter cross-section and depolarization at a visible wavelength. Data was acquired at the University of Wisconsin-Madison, during a 3 month case study from October through early December, 1995. The instrument suite included: a High Spectral Resolution Lidar (HSRL) (Piironen and Eloranta, 1994), an Atmospheric Emitted Radiance Interferometer (AERI) (Revercomb et al., 1993), and a Cross-chain Loran Atmospheric Sounding System (CLASS).

Shipments began in October 1997 along Oleoducto Central S.A (OCENSA), the 837 km oil export system, consisting of 406, 762 and 914 mm (16”, 30” and 36”) diameter pipe, from eastern Colombia to the country’s north coast on the Carribean Sea. Start-up follows the completion of a phased construction program which began in 1993–94 and ended in September 1997. The system transports production from the Cusiana / Cupiagua oilfields, and several adjacent smaller production fields in the eastern foothills of the Andes to an offshore terminal loading unit 11 km offshore. The authors provide an operating overview of this system designed to handle some 88,410 m3/d (556 kbd) and some of its operating challenges.

Joseph (Iosif) Isaakovich Badeev (real surname Suslik) was born in 1880. He graduated from an agricultural school and worked as a gardener before the revolution. From 1903 to 1915 he was a member of the Bund, and from 1917 he was a member of the Communist Party. One of the founders of the communist underground organization in Bessarabia and the creation of the Moldovan ASSR in 1924. I. Badeev considered the Moldovans a separate ethnic group from the Romanians, advocated the Moldovan language and led a group of originalists (samobytniki) in the leadership of the Moldovan Autonomous Republic. In 1924—1928, he actively participated in discussions on these issues with Ion Dicescu-Dik and Grigory Stary. At the suggestion of the Central Committee of the CP (b) of Ukraine, he was included in the Bessarabian Commission of the Communist International, at whose meetings he defended this point of view, in contrast to the opinion of Al. Badulescu and Ekaterina Arbore-Rally. During the “Romanian operation” I. Badeev was arrested and on October 8, 1937 he was sentenced of death. Shot on October 11, 1937. Rehabilitated on April 4, 1957.

Polar stratospheric clouds (PSCs) provide surfaces for heterogeneous processes which can dramatically alter the normal partitioning of odd nitrogen and chlorine families in the winter polar stratospheres (Solomon, 1990; Poole et al., 1992), setting up conditions for significant ozone depletion as manifested in the springtime Antarctic ozone hole. The spatial and temporal distribution of PSCs is important for parameterizing PSC occurrence in multidimensional photochemical models whose use is essential for fully understanding observed Antarctic ozone losses as well as for accessing the possibility of a similar phemonenon occurring in the future in the Arctic. The Stratospheric Aerosol Measurement (SAM) II sensor, a single-channel (1 µm) photometer launched into a Sun-synchronous orbit aboard the Nimbus 7 satellite in October 1978, provided a unique database to establish the climatology of PSCs. Poole and Pitts (1994) used the record of high-latitude aerosol extinction obtained by SAM II from 1979-1989 to establish the climatology of PSC occurrences in the Arctic and Antarctic. Unfortunately, little information about PSC composition or type was detectable from the single-wavelength SAM II data.
