Abstract:
Aggressive power supply scaling into the near-threshold voltage (NTV) region holds great potential for applications with strict energy budgets, since the energy efficiency peaks as the supply voltage approaches the threshold voltage (VT) of the CMOS transistors. The improved silicon energy efficiency promises to fit more cores in a given power envelope. As a result, many-core Near-threshold computing (NTC) has emerged as an attractive paradigm. Realizing energy-efficient heterogenous system on chips (SoCs) necessitates key NTV-optimized ingredients, recipes and IP blocks; including CPUs, graphic vector engines, interconnect fabrics and mm-scale microcontroller (MCU) designs. We discuss application of NTV design techniques, necessary for reliable operation over a wide supply voltage range—from nominal down to the NTV regime, and for a variety of IPs. Evaluation results spanning Intel’s 32-, 22- and 14-nm CMOS technologies across four test chips are presented, confirming substantial energy benefits that scale well with Moore’s law.

Abstract:
Abstract This article extends theoretical details based on a short paper originally submitted to the 2022 EPS conference in plasma physics [1]. The quasilinear theory of resonant transport regimes in a tokamak is developed for the general case of orbits forming various classes separated in phase space by homoclinic orbits with infinite bounce time. Beyond standard orbits (banana and passing orbits) also all types of non-standard orbits (e.g. “potato” orbits) are taken into account. In case of a weak radial electric field, such orbits are usually present only near the magnetic axis. If the radial electric field cannot be treated as weak, there can be arbitrary many classes, located elsewhere. The present approach covers all such cases and is demonstrated on a specific example of a radial electric field profile. The resulting quasilinear kinetic equation is applicable to compute neoclassical toroidal viscous (NTV) torque in a tokamak with non-axisymmetric magnetic field perturbations. A fully non-local approach to NTV computation has been realized in the upgraded version of the code NEO-RT. Based on a generalization of magnetic flux surfaces to drift surfaces, the notion of a local thermodynamic equilibrium is extended for our purpose. We obtain an expression for the integral toroidal torque within a chosen flux surface and dicuss means to compute such integrals taking singularities in bounce and precession frequencies into account.

Abstract:
Abstract Introduction The World Health Organization (WHO) Framework Convention on Tobacco control recognizes the need for tobacco product regulation. In line with that, the WHO Study Group on Tobacco Product Regulation (TobReg) proposed to regulate nine toxicants in mainstream cigarette smoke, including aldehydes, volatile organic compounds (VOCs), and carbon monoxide (CO). We analyzed their relations in 50 commercially available cigarette brands, using two different smoking regimes, and their dependence on sugar and humectant concentrations in tobacco filler. Methods We measured sugar and humectant in tobacco filler and aldehydes, VOCs, and tar, nicotine, and CO (TNCO) in mainstream smoke. The general statistics, correlations between emission yields, and correlations between contents and emissions yields were determined for these data. Results For aldehydes, several significant correlations were found with precursor ingredients in unburnt tobacco when smoked with the Intense regime, most prominently for formaldehyde with sucrose, glucose, total sugars, and glycerol. For VOCs, 2,5-dimethylfuran significantly correlates with several sugars under both International Standards Organization (ISO) and Intense smoking conditions. A correlation network visualization shows connectivity between a sugar cluster, an ISO cluster, and an Intense cluster, with Intense formaldehyde as a central highest connected hub. Conclusions Our multivariate analysis showed several strong connections between the compounds determined. The toxicants proposed by WHO, in particular, formaldehyde, can be used to monitor yields of other toxicants under Intense conditions. Emissions of formaldehyde, acetaldehyde, acrolein, and 2,5-dimethylfuran may decrease when sugar and humectants contents are lowered in tobacco filler. Implications Our findings suggest that the aldehydes and VOCs proposed by TobReg are a representative selection for smoke component market monitoring purposes. In particular, formaldehyde yields may be useful to monitor emissions of other toxicants under Intense conditions. Since the most and strongest correlations were observed with the Intense regime, policymakers are advised to prescribe this regime for regulatory purposes. Policymakers should also consider sugars and humectants contents as targets for future tobacco product regulations, with the additional advantage that consumer acceptance of cigarette smoke is proportional to their concentrations in the tobacco blend.

We used mid-scale Fire Regime Condition Class (FRCC) mapping to provide Hawthorne Army Depot in the Mount Grant area of Nevada, USA, with data layers to plan fuels restoration projects to meet resource management goals. FRCC mapping computes an index of the departure of existing conditions from the natural range of variability, and consists of five primary steps: (1) mapping the Potential Natural Vegetation Types (PNVT) based on interpretation of a soil survey; (2) refining PNVTs based on additional information; (3) modelling the natural range of variability (NRV) per PNVT; (4) using field verification, calculation and mapping of departure of current distribution of structural vegetation classes interpreted by remote sensing (IKONOS 4-m resolution satellite imagery) from the NRV; and (5) mapping structural vegetation classes that differ from reference conditions. Pinyon–juniper and mountain mahogany woodlands were found within the NRV, whereas departure increased from moderate for low and big sagebrush PNVTs and mixed desert shrub to high for riparian mountain meadow. Several PNVTs showed departures that were close to FRCC class limits. The common recommendation to reach the NRV was to decrease the percentage of late-development closed and cheatgrass-dominant classes, thus increasing the percentage of early and mid-development classes.

O objetivo do presente trabalho foi analisar a viabilidade econômica de projetos florestais de Pinus taeda L. com base em dados de uma empresa florestal localizada no estado do Paraná. A análise de rentabilidade foi feita contemplando oito projetos, subdivididos em três diferentes regimes de manejo, localizados na mesorregião centro-oriental do Paraná. A viabilidade econômica foi avaliada por meio de Valor Presente Líquido (VPL), Taxa Interna de Retorno (TIR), Valor Periódico Equivalente (VPE) e Valor Esperado da Terra (VET), calculados com base no fluxo de caixa de cada projeto, utilizando-se a taxa de juros real de 6,75% ao ano. Os volumes utilizados foram obtidos de acordo com os sortimentos adotados para a espécie no Paraná, e os custos foram obtidos junto ao setor de planejamento da empresa. Os preços de venda da madeira em pé utilizados na análise foram oriundos do preço médio de mercado no estado, de acordo com o sortimento. O regime de manejo que apresentou melhores resultados foi o multiple use, com VPL de R$ 2.606,32; TIR de 10,2%; VPE de R$ 241,26 e VET de R$ 4.193,39.Palavras-chave: Rentabilidade; economia florestal; indicadores de viabilidade econômica. AbstractViability of forest projects in three management regime in the center-oriental region of Parana State. The objective of this research was to analyze the economic viability of the forest projects of Pinus taeda based on data from a forest enterprise located on the Parana State. The profit analyze was developed contemplating eight projects, subdivided in three different management regime, located in the Center-Oriental region of the Parana State. The economic viability was evaluated based on the Net Present Value (NPV), Internal Return Rate (IRR), Periodic Equivalent Value (PEV) and the Soil Expected Value (SEV), determined by cash flow, with a real interest rate of 6.75% per year. The volumes used were described based on assortment used for the species in Paraná, and the costs were from the planning department of the enterprise. The selling price of the stand-up wood used in the analyze was obtained by the average market price in the state, according to the assortment. The management regime that presented the best results was the multiple use, with NPV of R$2,606.32; IRR of 10.2%; PEV of R$241.26 and SEV of R$4,193.39.Keywords: Profit; forest economy; economic viability indicators.

The article presents an analysis of the legislative framework and the main lines of activity of the “National Socialist People's Welfare” organization (NSV) that operated in Germany during the Hitler regime. The functioning of the NSV was one of the most important social programs carried out in the framework of the National Socialist social policy. The organization’s mission was to provide material assistance to needy compatriots who included exclusively “full-fledged” racial representatives of the German population, carriers of the national socialist worldview. The activities of the NSV, along with other areas of Nazi social legal policy contributed to the consolidation of society around the Nazi regime and legitimized its institutions.

Abstract:
The dissertation deals with the phenomenon of hybrid regimes, specifically applied to the case of Kyrgyzstan. The main emphasis is placed on the 2005 Tulip Revolution and the regime of Kurmanbek Bakiyev installed by this event. Applying the theoretical concepts of hybrid regimes and regime change, the dissertation verifies the hypothesis that Kyrgyzstan's post-2005 political system retained its hybrid character and kept being neither a democracy nor an authoritarian regime. In this light, the Tulip Revolution brought about only a change of the leadership (as usual in coups d'état), not regime change (as might have been ushered by a democratic revolution).

Abstract:
O objetivo geral da pesquisa foi associar os polimorfismos do gene HLA-G (região 3\' NT) com a coinfecção HIV/HCV e com os grupos (HIV, HCV e controles saudáveis). Trata-se de um estudo transversal, comparativo, descritivo. Participaram do estudo, 560 indivíduos, sendo 156 controles saudáveis, 102 coinfetados HIV/HCV, 186 infectados pelo HIV e 116 por HCV. Para a identificação dos polimorfismos, o DNA genômico foi extraído do sangue total e a genotipagem feita por PCR e visualizada em gel de poliacrilamida a 7%, no qual o polimorfismo de 14pb foi identificado, e por sequenciamento os outros sete SNPs. Os resultados sociodemográficos apontam que a amostra na sua grande maioria foi composta por indivíduos adultos e do sexo masculino. No que diz respeito à cor da pele, na comparação entre os grupos HCV e HIV/HCV, observou-se um maior número de coinfectados apresentando a cor preta e parda do que nos monoinfectados (P=0,0001). Com relação à categoria de exposição para aquisição do HIV, na comparação entre os grupos HIV e HIV/HCV, observou-se diferença significante na transmissão por via heterossexual, sendo sua frequência maior no grupo HIV (P=0,0000). No caso da comparação entre os grupos HCV e HIV/HCV, observou-se também diferença na transmissão heterossexual, sendo sua frequência significantemente maior no grupo HIV/HCV (P=0,0001). Quanto aos achados relacionados ao genótipo do HCV, na comparação entre os grupos HCV e HIV/HCV, o genótipo 1a apresentou frequência maior nos coinfectados (P=0,0001). No que diz respeito à carga viral do HIV, na comparação entre os grupos HIV e HIV/HCV, o grupo da monoinfecção apresentou maior carga viral do que o grupo da coinfecção (P=0,0350). Com relação ao grau de fibrose hepática, na comparação entre os grupos HCV e HIV/HCV, o grupo da coinfecção tem mais fibrose leve do que o grupo da monoinfecção (P=0,0009). Quanto aos polimorfismos genéticos da região 3\' NT do HLA-G, foi encontrado que o genótipo de heterozigose Del/Ins de 14 pb apresentou diferença significante nos indivíduos coinfectados pelo HIV/HCV (P=0,0216) quando comparados com o grupo controle. Em relação ao SNP +3003, a comparação dos grupos HCV e controle saudável mostrou que alelo +3003T apresentou uma frequência significantemente maior no grupo HCV (P=0,0147); o genótipo +3003C/T apresentou uma frequência maior no grupo controle (P=0,0095); o genótipo +3003T/T estava maior no grupo HCV (P=0,0095). A comparação entre os grupos HIV e HCV mostrou que a frequência do alelo +3003C estava maior no grupo HIV (P=0,0463); e o genótipo +3003T/T apresentou uma frequência maior no grupo HCV (P=0,0494). A frequência do genótipo +3187A/A estava maior no grupo HIV/HCV em comparação ao HIV (P=0,0193); e do +3187A/G estava maior no grupo HIV (P=0,0187). O genótipo +3196C/G apresentou frequência significamente maior no grupo HIV do que no controle saudável (P=0,0213). A UTR-10, na comparação entre os grupos HIV e controle, mostrou frequência maior no grupo HIV (P=0,0044); quando comparados os grupos HIV/HCV e HIV, frequência foi maior no grupo HIV (P=0,0300) e na comparação entre os grupos HIV e HCV, sua frequência também foi maior no grupo HIV (P=0,0140). A UTR-4, na comparação dos grupos HCV e controle saudável, revelou uma frequência maior no grupo controle (P=0,0147). A UTR-9, na comparação dos grupos HIV/HCV e HIV, mostrou frequência maior no grupo HIV/HCV (P=0,0460). Em relação aos dados clínicos, a presença do alelo T na posição +3035 foi significantemente associada à maior carga viral do HCV, acima de 400.000 cópias/mL (P=0,0244). Em relação aos tipos de genótipos do HCV, a presença do alelo +3027C foi associada ao subtipo 1a do HCV (P=0,0109). Adicionalmente, a presença do genótipo C/C na posição +3027 também foi significantemente associada com o subtipo 1a do HCV (P=0,0015). Ainda, o alelo A do SNP +3187 foi significantemente associado com os outros genótipos do HCV, excluindo o 1a (P=0,0369). Embora não esteja totalmente esclarecida a função do gene HLA-G, estudos têm sido desenvolvidos para melhor elucidar sua função nos contextos fisiológicos, como gestação, e patológicos, como tumores, transplantes, doenças inflamatórias e infecciosas. Tais estudos procuram ampliar o conhecimento sobre o sistema imunológico e contribuem para o desenvolvimento de novas estratégias diagnósticas e terapêuticas. Os resultados do presente estudo contribuem para a ampliação do conhecimento sobre os polimorfismos da região 3\' NT do gene HLA-G, na coinfecção HIV/HCV. Como também, na melhoria da assistência de enfermagem que deve buscar reduzir a morbimortalidade pela referida patologia. Porém, ainda há um longo percurso a ser percorrido na compreensão dos fatores imunogenéticos envolvidos na coinfecção pelo HIV/HCV
The general objective of the research was to associate the polymorphism of the gene HLA-G (region 3\' NT) with the co-infection HIV/HCV and with the groups (HIV, HCV and healthy control). It is a cross-sectional, comparative, descriptive study. 560 individuals participated of the study, being 156 healthy control individuals, 102 co- infected HIV/HCV, 186 infected by HIV and 116 by HCV. For identifying the polymorphisms, the genomic DNA was extracted from the total blood and the genotyping was made by PCR and visualized in gel of polyacrylamide at 7%, in which the polymorphism of 14pb was identified, and by sequencing the other seven SNPs. The social demographic results point that the most of the sample was composed by male adult individuals. Regarding the color of the skin, in the comparison between the groups HCV and HIV/HCV, a bigger number of co-infected with black skin and brown-skinned was observed than in the mono infected (P=0,0001). Regarding to the category of exposition for acquisition of the HIV, in the comparison between the groups HIV and HIV/HCV, a significant difference was observed in the transmission through heterosexual exposition, being its frequency bigger in the group HIV (P=0,0000). In the case of the comparison between the groups HCV and HIV/HCV, the difference in the heterosexual transmission was also observed, being its frequency significantly higher in the group HIV/HCV (P=0,0001). About the finding related to the genotype of the HCV, in the comparison between the groups HCV and HIV/HCV, the genotype 1a presented higher frequency in the co- infected (P=0,0001). Regarding to the viral load of the HIV, in the comparison between the groups HIV and HIV/HCV, the group of the mono infection presented bigger viral load that the group of the co-infection (P=0,0350). Regarding to the level of hepatic fibrosis, in the comparison between the groups HCV and HIV/HCV, the group of co-infection has a lighter fibrosis that the group of the mono infection (P=0,0009). Regarding to the genetic polymorphisms of the region 3\' NT of the HLA-G, it was found that the genotype of heterozygosis Del/Ins of 14 pb, presented significant difference in the individuals co-infected by the HIV/HCV (P=0,0216) when compared with the control group. About the SNP +3003, the comparison of the groups HCV and healthy control, it was showed that the allele +3003T presented a significant higher frequency in the group HCV (P=0,0147); the genotype +3003C/T presented a higher frequency in the control group (P=0,0095); the genotype +3003T/T was bigger in the group HCV (P=0,0095). The comparison between the groups HIV and HCV showed that the frequency of the allele +3003C was bigger in the group HIV (P=0,0463); and the genotype +3003T/T presented a bigger frequency in the group (P=0,0494). The frequency of the genotype +3187A/A was bigger in the group HIV/HCV in comparison to the HIV (P=0,0193); and of the +3187A/G was bigger in the group HIV (P=0,0187). The genotype +3196C/G presented frequency significantly bigger in the group HIV than in the healthy control (P=0,0213). The UTR-10, in comparison between the groups HIV and control, showed bigger frequency in the group HIV (P=0,0044); when compared the groups HIV/HCV and HIV, frequency was bigger in the group HIV (P=0,0300) and in the comparison between the groups HIV and HCV, its frequency was also bigger in the group (P=0,0140). The UTR-4, in the comparison of the groups HCV and healthy control, revealed a bigger frequency in the control group (P=0,0147). The UTR-9, in comparison of the groups HIV/HCV and HIV, showed bigger frequency in the group HIV/HCV (P=0,0460). Regarding to the clinical data, the presence of the allele T in the position +3035, was significantly associated to bigger viral load of the HCV, above 400.000 copies /mL (P=0,0244). Although the function of the gene HLA-G, is not totally clarified, studies have been developed for better elucidate its function in the physiological contexts, like gestation, and pathological, such as tumours, transplants, infectious and inflammatory diseases. These studies aim to extend the knowledge about the immunological system and contribute for the development of new diagnostic and therapeutic strategies. The results of this study contribute for enhancement of the knowledge about the polymorphisms of the region 3\' NT of the gene HLA-G, in the co-infection HIV/HCV. As well as, in the improvement of the assistance of nursing that must seek reducing the morbid mortality by the pathology referred. However, there is still a long path to be followed in the comprehension of the immunogenic factors involved in the co-infection by the HIV/HCV

The thesis examines the interactions between domestic and international factors that shape elite sport policy and anti-doping policy and seeks to identify how domestic institutional values and ideas have been shaped by global influences. Importantly, by analysing the nature and mechanisms of global influence that are manifest at the domestic level, it is intended to identify varying degree of impact external to national policy. To achieve the above objectives, a qualitative methodology and related documentary research methods are adopted in the empirical investigations. Policy document analysis and semi-structured interviews are employed. The cases of UK (or England where appropriate) are introduced in order to generate a deeper understanding of the development of Japanese elite sport and anti-doping policy. The thesis draws on a range of theoretical frameworks, including international relations theory, international regime theory and globalisation, to analyse the empirical data. By adopting these theoretical frameworks, it is aimed to identify the possible characteristics of international policy regimes in the policy areas of elite sport and anti-doping.

First part includes analysis of area and surroundings, wider relationships, history and landmarks nad memories, static analysis of state of Jasenov castle and it's consequences on concept. Second part includes design of Jasenov healing spring. This place is historically significant because of effect on historical progress. For this place I designed „spiritua“ place, place for relaxation. Main part is represented by particular form, form that is inpired by classical chapels and churches of this region of Zemplin. Around main design, there are 23 rocks for sitting, that represents 23 families ( These families were really significant for hole progress and history of this village). Hole place communicates with it's surroundings, nature and gently complement this area. Third part deals with Museum of Region. Museum serves not only for representation of history, but also like place for relax, exibitions, performances ( amphiteather for 250 people), representation of traditional manufacturing and folklor. Concept consist of 7 main houses, in center of area si amphiteather/ park. Forms organicly conncets with nature, terrain in similar style like traditional architecture of Zemplin. Museum is alcou main crossroad of turistic paths (Humenné- Jasenov castle, Húbková- Chlmec, Jasenov castle- Krivoštianka).

Diploma thesis analyzes the inflation targeting regime. The theoretical part describes the basic mechanism of the regime, which consists of setting the inflation targets and the exceptions when the inflation rate may deviate from the targeted zone. Further part describes production of conditional and unconditional forecasts and operational steering of central bank interest rates. In the theoretical part are also summarized the advantages and disadvantages of the regime. The empirical part of this thesis consists in application of the theoretical findings to the practical experiences of CNB. It describes the process of setting the inflation targets and forecasting procedure of CNB. Final part of the thesis summarizes the successes and failures of practical application of the regime in the Czech Republic.

In North America, the acceleration of the eutrophication of surface waters due to nutrient pollution is still present. Soil studies have not entirely succeeded in linking nutrient and sediment losses to field hydrology because relationships between discharge and dissolved ions/sediments are complicated by a hysteresis effect which has been only described qualitatively. The objective of this thesis was to better understand the effects of hydrology on N, P, and sediment transfer from agricultural and forest soils to surface waters. This was done by developing a technique, called the H index, to quantify the hysteretic behaviour of ion and sediment transport in stream/overland water. The chemical and sediment concentrations in a stream of a forested watershed in the Sierra Nevada during snowmelt and in overland runoff of two agricultural fields during rain events in the Montreal area were examined. In the stream of the forested watershed, H indices for suspended sediment increased (looser hysteresis loop) with the availability of sediments and the lag between peaks in suspended sediment concentrations and discharge. In agricultural fields, nutrient concentrations increased with time during each event with presence of counterclockwise and clockwise hysteresis. The hysteretic behaviour of suspended sediments was not significantly related with either prior soil moisture content or rainfall characteristics. In order to simultaneously monitor P and N in the stream and soils of the forested watershed, a laboratory study was conducted to investigate the efficacy of various mixedbed exchange resins in absorbing dissolved organic and inorganic N and P. Results showed that mixed-bed resin was adequate for characterizing P on a short-time scale but longer exposure periods were required for N. Results from the resin exchange reveal the possibility that the spring time pulse of NOs'-N in stream water was due to the melting of the snowpack.

У дисертаційному дослідженні вперше запропоновано оригінальну концепцію юридичної природи процесуально-правового режиму, яка полягає в тому, що процесуальний режим є забезпечувальним механізмом всіх видів юридичної діяльності, і це вже практично не галузевий, а загальнотеоретичний підхід до визначення сутності та змісту процесуального режиму. З’ясовано особливості процесуально-правового режиму та на цій основі запропоновано його авторську дефініцію. Сформульовано авторську дефініцію поняття «процесуально-правові засоби в структурі процесуально-правового режиму». Визначено правовий режим як особливий порядок правового регулювання суспільних відносин, заснованого на певному поєднанні правових засобів (в т.ч. і способів правового регулювання), гарантій і принципів, що створює сприятливі (несприятливі) умови для задоволення інтересів суб’єктів права і спрямований на досягнення оптимального соціально-значущого результату. Сформульовано напрями оптимізації процесуально-правового режиму серед яких: вдосконалення та підвищення ефективності діяльності владних компетентних органів та їх посадових осіб при вирішенні юридичних справ, а також подальший розвиток інституту процесуальної аналогії. В диссертационном исследовании впервые предложена оригинальная концепция юридической природы процессуально-правового режима, которая, по мнению диссертанта, заключается в том, что процессуальный режим является обеспечительным механизмом всех видов юридической деятельности, и это уже практически не отраслевой, а общетеоретический подход к определению сущности и содержания процессуального режима. Определены особенности процессуально-правового режима и на этой основе предложено его авторскую дефиницию: это особый порядок процессуально-правового регулирования деятельности субъектов и участников юридического процесса, основанный на определенном сочетании правовых (процессуально-правовых) средств, принципов и способов правового регулирования, направленный на оптимальное решение юридических дел. Сформулировано авторскую дефиницию понятия «процессуальноправовые средства в структуре процессуально-правового режима» как целостную систему объективированных в процессуально-правовых актах (нормативных, правореализационных и правоприменительных) способов, приемов и механизмов, с помощью которых обеспечиваются права и законные интересы участников процессуально-правовых отношений. Эти средства способствуют надлежащей реализации материальных норм и в своей совокупности образуют процессуальные механизмы и процессуальные режимы, в том числе и механизм процессуально-правового регулирования, с помощью которого реализуется процессуально-правовой режим. Определен правовой режим как особый порядок правового регулирования общественных отношений, основанного на определенном сочетании правовых средств (в том числе и способов правового регулирования), гарантий и принципов, создает благоприятные (неблагоприятные) условия для удовлетворения интересов субъектов права и направлен на достижения оптимального социально-значимого результата. Сформулированы направления оптимизации процессуально-правового режима, среди которых: совершенствование и повышение эффективности деятельности властных компетентных органов и их должностных лиц при решении юридических дел, а также дальнейшее развитие института процессуальной аналогии. The dissertation research for the first time offered the original concept of the legal nature of the procedural legal regime, which, according to the dissertation, is that the procedural regime is a support mechanism of all types of legal activity, and this is practically not a branch, but a theoretical approach to determining the essence and content of the process mode. The peculiarities of the procedural and legal regime are determined and on this basis, his author's definition is proposed. The author's definition of the notion of «procedural remedies in the structure of the procedural legal regime» is formulated as a coherent system of the methods, techniques and mechanisms, which are objectified in the procedural legal acts (normative, enforcement and enforcement), by which the rights and legitimate interests of the participants are procedurally – legal relations. These tools facilitate the proper implementation of substantive rules and, in their totality, form procedural mechanisms and procedural regimes, including the mechanism of procedural regulation through which the procedural regime is implemented. The directions of optimization of the procedural legal regime are formulated, among them: improvement and increase of efficiency of activity of the competent authorities and their officials in solving legal cases, as well as further development of the institute of procedural analogy.

AbstractHaving been implemented in several contexts and extensively discussed internationally during 1900–1940, NTA largely disappeared from the international legal and political agenda immediately after World War Two, only to again attract interest from scholars and policymakers from the 1960s onwards. This revived interest partly reflected the emergence of new multicultural models of state and citizenship—and attendant NTA-style arrangements for minorities—in some established Western democracies but was given further impetus by the start of democratisation in Central and Eastern Europe following the end of communist rule in the region. The adoption of laws and institutional arrangements bearing the NTA label in Hungary, Estonia, Russia, Slovenia, Croatia, Montenegro and Serbia (among others) coincided with the elaboration of new international standards on minority protection by European and Euro-Atlantic International Organizations, which today serve as a benchmark against which different forms of NTA can be assessed in terms of their potential to support democratization and the sustainable accommodation of ethnic diversity. This chapter first examines the origins and drivers of the new more contemporary variants of NTA, before sketching the main lines of how a democratic NTA arrangement should look. This ideal-type model is then used to assess contemporary examples of NTA and their potential to support democratization (or otherwise) in post-Cold War Europe.

AbstractThis chapter offers an overview on how is NTA reflected in international documents on minority rights and how can NTA fit in the international minority rights regime. First the relation of human rights and minority rights is explained in international law, then the following section analyses how individual and group rights approaches can be reconciled in this regard. Since most international documents on minority rights remain silent on autonomy, minorities’ right to participation in public life may create the link between minority rights and non-territorial autonomy. Against this background the final section analyses the international documents that mention minority autonomy in this context and points to the conclusion that minority autonomy, both territorial and non-territorial autonomy may be useful to secure minority participation in public life as it is guaranteed by international norms on minority rights.

AbstractRacist and discriminatory policies against the Roma persist in both eastern and western Europe. Methods of repression have varied over time, but it is striking that strategies of open or tacit discrimination and expulsion of the Roma are still found in some contemporary policies of the older and transitional democracies, in EU Member States and countries that are candidates for EU membership. Of major concern is the fact that xenophobic statements and actions against the Roma often come from leading politicians or from national governments. Additionally, despite various international and regional human rights instruments, the ongoing structural discrimination that the Roma face has not yet been addressed within the existing legal framework. Many of the measures that have been proposed to address social exclusion and marginalisation are largely unenforceable; they tend to overlook the harsh living conditions, lack of access to public services, low level of education and embedded prejudice against the Roma. This paper addresses the human rights violability of cultures commonly marginalised in society. In many cases, although human rights protection regimes are enacted for certain cultures, the measures do not encompass groups that are non-dominant and territorially dispersed. The case of the Roma exemplifies not only this situation in respect of their language, cultural and educational rights in Spain and in North Macedonia, but also how the establishment and implementation of possible non-territorial autonomy (NTA) arrangements can help to overcome lasting discrimination. There is no unique model of NTA since it is applied differently in different contexts and circumstances. However, in essence, NTA arrangements can help minorities to enjoy cultural or other activities without territorial limitation. NTA can thus support the protection of territorially dispersed cultures and alleviate some of the harsh practices that they face.

AbstractIn this paper, I scrutinise a perceived best-practice example of national conflict resolution and minority accommodation (the Danish–German borderland of Schleswig) on the dilemma of responsibility to implement minorities’ linguistic, cultural and educational rights. The respective German minority in Denmark and the Danish minority in Germany operate high-quality educational systems and other cultural institutions in an informal non-territorial autonomy (NTA) settlement dating back to the division of the region in 1920. This system depends financially on kin-state support, especially for the Danish minority. A budget conflict in the German state of Schleswig-Holstein in 2010 demonstrated the viability of the minority settlement and issues about fairness and recognition when narratives of a privileged minority dominated political discourse. This raises issues regarding how NTA arrangements should be implemented, refocusing on the responsibility of kin-states and states of residence.

Abstract Conservation Agriculture (CA) promotes soil health, but issues to do with soil health are poorly researched in the Eastern Cape, South Africa. This study reports on findings from a field trial done on the effects of tillage, crop rotations composed of maize (Zea mays L.), wheat (Triticum aestivum L.) and soybean (Glycine max L.) and residue management on a number of soil health parameters such as carbon (C)-sequestration, CO2 fluxes, enzyme activities, earthworm biomass and the Soil Management Assessment Framework soil quality index (SMAF-SQI). The field trial was done in a semi-arid region of the Eastern Cape Province, South Africa, over five cropping seasons (2012-2015). It was laid out as a split-split plot with tillage [conventional tillage (CT) and no-till (NT)] as main plot treatment. Sub-treatments were crop rotations: maize-fallow-maize (MFM), maize-fallow-soybean (MFS); maize-wheat-maize (MWM) and maize-wheat-soybean (MWS). Residue management: removal (R-) and retention (R+) were in the sub-sub-plots. Particulate organic matter (POM), soil organic carbon (SOC), microbial biomass carbon (MBC) and enzyme activities were significantly (p < 0.05) improved by residue retention and legume rotation compared to residue removal and cereal-only rotations. Also, carbon dioxide (CO2) fluxes under CT were higher compared to NT. The calculated soil quality index (SQI) was greatly improved by NT and residue retention. MWM and MWS rotations, in conjunction with residue retention under NT, offered the greatest potential for building soil health. Residue retention and inclusion of soybean in crop rotations are recommended for improving soil health under CA systems in the semi-arid regions of South Africa.

Abstract Over the past 15 years the adoption rate of Conservation Agriculture (CA) in southern South Africa has increased at a fast rate, although the adoption of the three pillars of CA was to varying degrees. The adoption of CA happened in the absence of any policy support framework directed to CA. The market drove the adaptation rate with a handful of local producers being the first to adopt no-till (NT) strategies. Long-term field experiments demonstrate that the effects of crop rotation include increased yields from the main wheat crop so that two-thirds of the present total wheat production may be achieved with only half the cropped area under the main crop, and gross margins are better - and dramatically better - with integration of cropping and livestock. This chapter presents an overview of the benefits to yield and economic sustainability of including alternative cash and pasture crops into CA farming systems in the winter rainfall region of southern South Africa.

There is substantial interest in using carbon nanotubes (CNTs) to create multifunctional polymer composite materials with outstanding mechanical, electrical, and thermal properties. A difficulty in modeling the behavior of these systems is the non-bulk interphase region in these systems that forms due to nanoscale interactions between the embedded NTs and adjacent polymer chains. However, the mechanical properties of this interphase region are unknown and very difficult to measure directly from experimental testing due to the size scale of this interphase region. Thus a three-phase (nanotube, interphase and matrix) Mori-Tanaka micromechanical model has been developed such that the properties of this interphase region can be inferred from macroscale elastic data. Both as-received and functionalized NTs have been considered in order to investigate the influence of functionalization on predicted mechanical properties of the interphase. A hybrid finite element-micromechanical method is also used to consider the effect of NT waviness in modeling. Results show that the Young’s modulus of interphase region is significantly higher than that of bulk polymer and it must be considered as an independent reinforcement mechanism in CNT/polymer nanocomposites.

Abstract:
Understanding and knowledge of rainfall variability is necessitated for agricultural planning, flood mitigation activities, and water resources planning and management. Like other rainfall characteristics seasonality of rainfall is also spatio-temporally specific which has not been evaluated to Sri Lanka. In this study, seasonality in rainfall over Sri Lanka was analyzed using the seasonality index (SI) proposed by Walsh and Lawler. Rainfall data at 39 raingauge stations for the period 1988-2017 were collected to obtain the annual monthly rainfall cycles. The SI, a measure of annual rainfall distribution, was used to identify different rainfall regimes. Southwest and central highlands covering the stations Baddegama, Pelawatte, Kudawa, Deniyaya, Mawarella, Mapalana and Beausejour (lower) were identified as “equable with a definite wetter season”. Skirting to the definite wetter season was the “rather seasonal with a short drier season” regime surrounding the Colombo, Ratmalana, Nuwara Eliya, and Bandarawela. The region centered on Mannar received the most rain in three months or less. Markedly seasonal with a long drier season is in the eastern extending from Pottuvil to Trincomalee and in the northern part of the country above Puttalam and Maha Illuppallama except the surrounding of Mannar. Intermediate region to SI classes “rather seasonal with a short drier season” and “markedly seasonal with a long drier season” was designated as “seasonal”. However, the seasonal rainfall contribution, i.e., in NEM (Dec.-Feb.), IM1 (March-April), SWM (May-Sep.), and IM2 (Oct.-Nov.), and the annual monthly rainfall profiles confirmed the presence of sub-regimes within the identified rainfall regimes. Non-parametric Mann-Kendall test and Sen’s slope were applied to identify the temporal changes in SI. Approximately, half of the country showed strong trends in the SI. Sixty one percent of the area including the northern part of the country surrounding Jaffna and the definite wetter region in the southern corresponds to the decreasing trend in seasonality. Abstract:
The prevailing thinking is that orthogonal weights are crucial to enforcing dynamical isometry and speeding up training. The increase in learning speed that results from orthogonal initialization in linear networks has been well-proven. However, while the same is believed to also hold for nonlinear networks when the dynamical isometry condition is satisfied, the training dynamics behind this contention have not been thoroughly explored. In this work, we study the dynamics of ultra-wide networks across a range of architectures, including Fully Connected Networks (FCNs) and Convolutional Neural Networks (CNNs) with orthogonal initialization via neural tangent kernel (NTK). Through a series of propositions and lemmas, we prove that two NTKs, one corresponding to Gaussian weights and one to orthogonal weights, are equal when the network width is infinite. Further, during training, the NTK of an orthogonally-initialized infinite-width network should theoretically remain constant. This suggests that the orthogonal initialization cannot speed up training in the NTK (lazy training) regime, contrary to the prevailing thoughts. In order to explore under what circumstances can orthogonality accelerate training, we conduct a thorough empirical investigation outside the NTK regime. We find that when the hyper-parameters are set to achieve a linear regime in nonlinear activation, orthogonal initialization can improve the learning speed with a large learning rate or large depth.

Introdução: As neoplasias intraepiteliais de vulva (NIV) caracterizam-se por displasia com atipia epitelial. Relacionam-se à infecção pelo papilomavírus humano (HPV) e a cofatores como o tabagismo e imunodeficiência. Classificam-se em NIV 1, 2 ou 3, conforme o grau de alteração histológica. As duas últimas são lesões pré-malignas, enquanto para a NIV 1 faltam evidências de que seja precursora do câncer. O tratamento para NIV consiste na destruição local ou excisão, devendo ser individualizado conforme a localização e o tamanho da lesão. Este relato visou descrever o tratamento de uma NIV 1 com jato de plasma, uma modalidade nova de terapia baseada em energia. Relato de caso: Mulher de 63 anos fazia acompanhamento por lesão vulvar, cuja biópsia diagnosticou líquen plano. Recebeu prescrição de pomada de clobetasol por um mês, porém no retorno relatava prurido e queimação. À vulvoscopia com magnificação, viu-se área acetobranca no sulco interlabial esquerdo e na face externa do pequeno lábio direito. Biopsiadas, revelaram NIV 1. A paciente retornou após quatro semanas referindo piora do prurido e surgimento de bolinhas na vulva, que correspondiam a lesões verrucosas no introito vaginal e na região perianal. Nessa ocasião foi realizada a primeira aplicação de jato de plasma nas lesões vulvares. Depois de quatro semanas a paciente retornou apresentando lesão com aspecto infiltrativo na face interna do pequeno lábio esquerdo, cuja biópsia evidenciou NIV 1. Foram realizadas mais duas aplicações de jato de plasma e, em 60 dias, foi reiniciado o clobetasol. A paciente retornou sem sintomas e remissão das lesões vulvares. Conclusão: Casos de NIV 1 podem representar alterações reativas benignas do epitélio ao HPV, não sendo observada progressão para NIV 3. O objetivo do tratamento das lesões condilomatosas é a redução da carga viral e, assim, da transmissibilidade. Todas as NIV 2 e 3 devem ser tratadas, visando reduzir a progressão para carcinoma. Excisão ampla pode ser necessária se não for possível excluir carcinoma invasivo, mas tratamentos ablativos podem ser considerados para a preservação estética e funcional. Tratamentos com laser podem ser dolorosos. Tratamento tópico com imiquimode apresenta boas taxas de regressão. Alternativas relacionadas às energias são promissoras. No caso relatado, a diminuição da imunidade local promovida pelo tratamento com corticoide parece ter favorecido o surgimento de lesões condilomatosas. Utilizou-se um subtipo de radiofrequência que é de fácil aplicação em regime ambulatorial, agindo por meio de ablação do epitélio pelo calor, além de outros possíveis benefícios como estimulação da cicatrização e renovação celular. Nosso relato evidencia um resultado satisfatório com poucas aplicações, sugerindo se tratar de uma alternativa eficaz no manejo dessas lesões que são, muitas vezes, refratárias e recidivantes. São necessários estudos observacionais e comparativos para a comprovação da aplicabilidade do método nessa indicação.

Abstract Petroleum fiscal regime defines the extent to which the host government and the prospective investor can apportion risks and share project rewards. Ghana's petroleum industry has become an attractive place for most investors because the current fiscal regime governing the industry is based on old petroleum tax laws and systems and doesn't capture wind-fall profit. In this paper the petroleum fiscal regime currently used in Ghana was modelled, reviewed and evaluated. A proposed progressive fiscal regime was then put forward which has a slidingscale royalty tied to production to increased the government share (GTake). The models incorporated successfully Monte Carlo simulation using @Risk software to account for risk and uncertainties in decision making. This study addresses the petroleum industry structure and performance of the modelled fiscal regimes of Ghana. An optimum fiscal regime should be efficient, effective and equitable. The fiscal regime optimality were evaluated by testing the IRR which accounts for the efficiency, FLI which accounts for effectiveness and GTake which accounts for equity in order to achieve pareto optimality. Other range of profitability indicators were also tested in the economic evaluation and they are contractor's take (CTake), Net present value (NPV), Profitability index (PI), Present value ratio (PVR). The deterministic result of the analysis shows that, the government take (GTake) increased when the proposed fiscal regime was put forward from 30.15% to 69.85%. The Internal rate of return (IRR) for the fixed royalty is 21% and the sliding scale royalty is 16%. Both values are positive which means there is value for every dollar invested. This study will help both investors and Government in decision making.

The nature of flow in porous media is determined by the interaction of the physical properties of the medium and fluids, and by the interplay of various forces involved in the displacement process. Identifying flow regions at a given reservoir operating condition is a key issue in forecasting reservoir performance and hence of optimizing operations. This work identifies dominant flow regions at various conditions. Three dimensionless groups, NgvM/(1 + M) (gravity/viscous ratio), NcvM/(1 + M) (capillary/viscous ratio) and Ri2 (shape factor), are defined and used to resolve flow regions. The analysis shows that the relative magnitudes of forces involved in the system combined with the reservoir properties determine the flow region and fluid distribution in the medium. By choosing appropriate ranges for the dimensionless numbers, recovery processes can be specified from the general theory, and the boundaries to flow regions confirmed by comparison with existing experimental and simulation results. Three commonly studied flow systems have been investigated, which are miscible displacements without dispersion (Ncv ≈ 0) in layered reservoirs, immiscible displacements (Ngv ≈ 0) in layered and homogeneous media, and flow in highly fractured reservoirs.

Injection rate shaping is a method used to control the instantaneous mass flow rate of the fuel during an injection event. The rate at which the fuel is delivered affects the composition of the combustible mixture and its distribution in the combustion chamber, thereby has an impact on the combustion process in the diesel engine. This paper investigates the effects of five different types of injection rate shapes on diesel engine autoignition, combustion, and engine-out emission trends using a three-dimensional computational simulation approach. For this purpose, an n-heptane fuel model is utilized. Initially, a tophat rate-shape, characterized by the constant mass flow rate of the fuel, is assumed to represent the actual injection profile of an actual engine. Then, in order to develop sufficient confidence in the simulation predictions, this assumption together with the calibrated CFD models are validated by reproducing the cylinder gas pressure, the rate of heat release, and engine-out emissions trends for two sets of engine operating conditions. Later, using all the rate shapes the investigation is conducted for one test point considering two different cases of fuel injection: Case 1 - same SOI and duration of injection (DOI), and Case 2 - same combustion phasing and DOI. The results obtained from the computational analysis show that the injection rate shape affects the autoignition, combustion, and emissions of a diesel engine. It is observed that the rate shapes, characterized by high injection rates at the beginning of the injection event, enhance the formation of negative temperature coefficient (NTC) regime. Therefore, the mole fractions of different species are determined during the NTC regime in order to examine the processes relevant to the formation of the NTC regimes for these rate shapes. Further, for the same SOI and DOI case, significant differences in the ignition delays between each rate shapes are observed. The maximum deviation of the ignition delay from the reference tophat is found to be 37%. Furthermore, the paper highlights the differences in the cylinder gas pressure, gas temperature, and rate of heat release due to different fuel delivery rates of different rate shapes. Finally, the comparison of the engine-out emissions for different rate shapes for both the cases of injection are presented and discussed in detail.

Abstract:
The Amaruq deposit map area is a glacial landscape dominated by till deposits (72% of map area) forming transverse ridges, hummocky moraine, or plains of varying thickness, occasionally streamlined. Glacial lake sediments cover about 18% of the map area and form thick to thin deposits covering the till. They occur predominantly in lowlands and below approximately 140 m a.s.l., which is the elevation of the highest raised beaches located in the western part of the map area. Some of the glacial lake sediments could have been deposited in a marine environment during high sea levels following deglaciation. Sand and gravel deposits occur in subglacial meltwater corridors forming terraces, esker ridges, and small hummocks, or in proglacial outwash plains. The effects of meltwater at the base of the glacier or by currents and waves in proglacial lake and/or marine basins have resulted in winnowing of fine particles, reworking of sediments, and surface boulder concentrations. Streamlined till landforms and striations indicate that ice flow was dominantly to the north-northwest. This predominant flow was locally succeeded by northwest and west-northwest ice flows as indicated by crosscutting striations. A late deglacial ice-flow direction converging towards a major esker tunnel is observed east of the Amaruq deposit.
