Abstract:
This chapter analyzes mechanisms for policy coordination inside and outside Sweden’s Government Offices. It looks at how governments of different types have coordinated their policies, and focuses on the mechanisms used by single-party minority governments and by coalition minority and majority governments. Over time, Swedish political parties have developed methods for achieving stable, long-term cooperation, and these methods have become increasingly formalized and institutionalized. Coordination at the national level takes place both before and after elections, and tends to blur the boundary between majority and minority governments. These new patterns of cooperation pose new challenges to the government’s ability to coordinate policy.

Abstract:
This chapter investigates the period between the federal Constitutional Convention of 1787 and the revision of the Pennsylvania State Constitution in 1790. Debates over the ratification of the US Constitution grew out of and reflected long-running Pennsylvanian debates over ideal forms of government. These debates—rhetorically and literally violent—saw Federalists adopt the language of their Anti-Federalist opponents in using popular sovereignty and a participatory political culture to justify their new frame of government. This widened debates on governmental reform to include extra-governmental activism alongside formal structures of government. Thus the success of Pennsylvanian Federalists in revising the state constitution in 1790 was only possible through legitimizing extra-governmental mobilization—which in turn ensured that the spirit of the 1776 constitution remained at the heart of Pennsylvanian politics.

Abstract:
This chapter examines the decision-making modes of governments and their capacities to govern, with particular emphasis on bureaucracies that support governments in their tasks of ruling and administrating the country. It first presents the relevant definitions before discussing different modes of government that reflect the internal balance of power: presidential government, cabinet government, prime ministerial government, and ministerial government. It then considers the autonomy of government, especially from political parties and the permanent bureaucracy, along with the political capacity of governments, the relevance of unified vs divided government, majority vs minority government, and single-party vs coalition government. The chapter concludes with an assessment of the bureaucratic capacities of government, focusing on issues such as classic bureaucracy, the politicization of bureaucracies, and New Public Management systems.

This chapter examines the idea of separating distinct governmental functions into at least three branches (horizontal separation) as a means to safeguard individual liberty. The three branches of government have different functions: the legislature legislates, the executive branch executes the laws, and the judiciary administers justice. This corresponds to the functional distribution of essential governmental tasks and competences. The chapter explores how governments based on separated (or at least divided) powers work, in a perpetual balancing exercise as a result of the operation of checks and balances. Finally, it discusses independent agencies that are now routinely added to the old constitutional mix of powers and the problem of outsourcing public powers to private actors.

In this provocative new book, Jack Goldsmith and Tim Wu tell the fascinating story of the Internet's challenge to governmental rule in the 1990s, and the ensuing battles with governments around the world. It's a book about the fate of one idea--that the Internet might liberate us forever from government, borders, and even our physical selves. We learn of Google's struggles with the French government and Yahoo's capitulation to the Chinese regime; of how the European Union sets privacy standards on the Net for the entire world; and of eBay's struggles with fraud and how it slowly learned to trust the FBI. In a decade of events the original vision is uprooted, as governments time and time again assert their power to direct the future of the Internet. The destiny of the Internet over the next decades, argue Goldsmith and Wu, will reflect the interests of powerful nations and the conflicts within and between them. While acknowledging the many attractions of the earliest visions of the Internet, the authors describe the new order, and speaking to both its surprising virtues and unavoidable vices. Abstract:
In Sweden, parliamentarianism developed in parallel with the process of democratization that started in the end of the nineteenth century and ended with the implementation of universal suffrage in 1921. The definitive parliamentary breakthrough came in 1917, after a drawn-out process. Not until the establishing of the Instrument of Government of 1974 was parliamentarianism formally expressed in the Constitution. Swedish parliamentarianism has been distinguished for its stability, although minority governments have dominated within the system. In recent decades, after the new constitution was adopted, the government’s position in relation to Parliament has been strengthened, mainly as a consequence of the EU membership.
