Full textConstruction work is often performed in close contact to existing buildings such as offices, homes and stores. The people working and living in these buildings may thereby be affected negatively by the noise occurring from the construction site. There are guidelines compiled by Environmental Protection Agency regarding the level of noise that should not be exceeded. It’s important to remember that these guidelines are only guidelines and not binding values. “Tillsynsmyndigheten” at “Länsstyrelsen” is responsible for the adherence of the guidelines and make decisions related to which noise levels are appropriate at the construction site. Even though the existence of the guidelines there are times when the construction company can disturb the third party. This does not always have to do with the fact that the noise levels have been exceeded. It could also occur if the information about upcoming disturbances has been unclear. Complaints may also occur when the guidelines are followed. By interviewing representatives at STRABAG Projektutveckling AB about disturbance caused by noise we have received their opinions and experience in the matter. The company puts great effort to distribute the information about upcoming noise and posting it on billboards. By our opinion more effort should be added to planning upcoming projects and deciding what kind of protection should be used and the most efficient way of placing it due to its surroundings. These are questions that are to be decided in an early stage of the planning process. Additional information has been obtained through a questionnaire survey and interviews with Environmental Protection Agency, municipality and “Tillsynsmyndigheten”.

Full textThe significant increase in noise levels, especially in urban areas close to airports, has contributed to the alarmingly high already and current noise pollution levels recorded in major urban centers. Besides the fact of annoyances and discomforts in the everyday life of people caused by this fact, the authorities dealing with this subject warn of the damage to human health and living creatures in general. Some European countries who study this issue claim to be concerned about negative impacts on their economies on the question of the budget imbalance in the health sector. The thesis motivated by wide use of noise barriers in the road transport sector, conventional and high-speed rail, and, as a matter of priority air could build through these contexts the knowledge necessary and a promising expectations scenario with the objective of collaborating with the aeronautical noise attenuation with an academic proposal to implement noise barriers at the headwaters of the track positioned hinged main from Congonhas Airport in Sao Paulo at the time of takeoff with the conceptual and operational paradigm using similar energy deflectors that are used on the decks of the carrier at the time of their landings.

Uma suscetibilidade genética materna e fetal para o parto prematuro espontâneo tem sido foco de investigações científicas que buscam melhorar a compreensão da fisiopatologia da prematuridade.O gene da lectina ligante de manose 2 (MBL2)participa da regulação da resposta inflamatória materna e fetal, enquanto o gene da sintase de óxido nítrico 3 (NOS3) relaciona-se aocontrole da contratilidade uterina durante a gestação, sendo possível que ambos estejam associados ao parto pré-termo. Diante disso, esta pesquisa objetivou avaliar a influência de polimorfismos funcionais nesses genes sobre o parto prematuro espontâneo, controlando por fatores de risco socioeconômicos, demográficos e gestacionais. Realizou-se um estudo clínico com um grupo de comparação composto por 189 díades puérpera-neonato, sendo 104 de parto pré-termo espontâneo e 85 de parto a termo, no período de junho de 2013 a agosto de 2014, nas maternidades do Hospital das Clínicas da Universidade Federal de Pernambuco e do Hospital Agamenon Magalhães. Os fatores de exclusão foram gestação múltipla, má-formação fetal e infecção congênita. Amostras de sangue periférico e do cordão umbilical foram coletadas para isolamento do DNA. Reação em Cadeia de Polimerase (PCR) convencional, seguida de sequenciamento dos produtos da PCR, e PCR em Tempo Real foram realizadas para genotipagem do MBL2 e NOS3, respectivamente. A análise manual das sequências alélicas do MBL2 utilizou o programa CodonCode Aligner 5.0, enquanto os haplótipos foram verificados por meio do programa Haploview.Já a discriminação alélica do gene NOS3 utilizou o software SDS 2.3. Os dados foram analisados no programa Statistical Package for the Social Sciences (SPSS®) por meio de testes de associação bivariados e de regressão logística multivariada. Nas análises bivariadas, encontramos uma associação das variações nos códons 54 e 57 do gene MBL2 materno e das variações no rs7096206 (X/Y) e no códon 52 do neonato com o parto pré-termo espontâneo. O haplótipo LYA predominou na amostra total, sendo mais observadono grupo de parto prematuro, enquanto o haplótipo LYB foi mais frequente no grupode parto a termo. Além disso,as puérperas de parto prematuro apresentaram maior frequência de haplótipos que levam a uma produção alta da proteína MBL, enquanto nas de parto a termo prevaleceram aqueles que ocasionam uma baixa produção protéica. O polimorfismo genético do gene NOS3 materno demonstrou associação limítrofe com a ocorrência da prematuridade.Na análise multivariada, a variação no códon 54 do gene MBL2materno, a história prévia de partos prematuros, a ocorrência de rotura prematura de membranas, a presença de infecção do trato urinário no momento do parto e o baixo peso da gestante demonstraram associação com o desfecho. O resultadoconcorda com a etiologia multifatorialdo parto prematuro e sugere que níveis elevados de proteína MBL podemrepresentar risco para essa intercorrência. Esses dados devem ser interpretados com cautela em virtude do pequeno tamanho amostral, porém fornecem informações exploratórias relevantes sobre a influência dos genes MBL2 e NOS3na prematuridade.Além disso, reforçam a importância do acompanhamento pré-natal adequado para identificação de outros fatores de riscos maternos associados ao parto pré-termo espontâneo.
A maternal and fetal genetic susceptibility to spontaneous preterm birth has been the focus of scientific research to improve the understanding of the pathophysiology of prematurity. The MBL2 gene participates in the regulation of maternal and fetal inflammatory response, while the NOS3 gene is related to control of uterine contractility during pregnancy, it is possible that both are associated with preterm birth. Therefore, this study aimed to evaluate the influence of functional polymorphisms in these genes on spontaneous preterm birth, controlling for socioeconomic, demographic and gestational risks. We conducted a clinical study with a comparison group of 189 puerperal -newborn dyads, with 104 of spontaneous preterm delivery and 85 of delivery at term, from June 2013 to August 2014, at the Hospital das Clinicas, Federal University of Pernambuco and the Hospital Agamenon Magalhães in Recife.The exclusion criteria were multiple pregnancy, fetal malformation and congenital infection. Peripheral blood and of umbilical cord was collected for DNA isolation. Polymerase Chain Reaction (PCR) Conventional followed by sequencing of the PCR products, and Real Time PCR was performed for genotyping MBL2 and NOS3, respectively. The manual analysis of allelic sequences MBL2 used the CodonCode Aligner 5.0 program, while haplotypes were observed through Haploview program. The allelic discrimination of NOS3 gene used the SDS 2.3 software. Data were analyzed using the Statistical Package for the Social Sciences (SPSS) through bivariate association tests and logistic regression. In the bivariate analysis, we found an association of changes in codons 54 and 57 of breast MBL2 gene and the variants rs7096206 (X / Y) and codon 52 of neonates with spontaneous preterm delivery. The haplotype LYA predominated in the total sample, more observed in the preterm group, while LYB haplotype was more frequent in the preterm delivery group. Additionally, the preterm mothers had a greater frequency of haplotypes that lead to high production of the MBL protein while in the term delivery prevailed ones that cause a low protein production. The genetic polymorphism of the gene NOS3 mother showed borderline association with the occurrence of prematurity.In multivariate analysis, the variation in codon 54 breast MBL2 gene, a history of preterm delivery, the occurrence of premature rupture of membranes, the presence of urinary tract infection at birth and low weight of pregnant women showed association with outcome. The result agrees with the multifactorial etiology of preterm birth and suggests that high levels of MBL protein may represent risk for this complication. These data should be interpreted with caution because of the small sample size, but provide relevant exploratory information about the influence of MBL2 and NOS3 genes in prematurity. In addition, they support the importance of prenatal care suitable for identifying other maternal risk factors associated with spontaneous preterm delivery.

Recent studies have advanced the understanding of municipal level party organizational behaviour, highlighting, where present, different levels of institutionalization. These studies, however, only able to show this diversity at a given point in time. This present study aims to describe the process of (i) brazilian municipalities presence by the parties (ii) the organization of this process between 2007 to 2015. At the end of this study, we can see a high variation within these structures on the specified period. Some initial hypotheses can be attributed to these changes. Among them, the profile of the cities influence the political parties in making decisions between making a firm long term commitment to an area or only contesting in local public office elections. Another possibility is that the less organized parties in the municipalities are the very same that are less able to change their state party leadership. These issues are associated with both the organizational capacity a party has with which to pursue its multiple objectives and also the extent to which the internal democratic processes of these institutions allow the base access to the decision making process.
Trabalhos recentes têm avançado na compreensão do comportamento da organização partidária em nível municipal, distinguindo estruturas que evidenciam diferentes níveis de institucionalização, quando elas são presentes. Estes trabalhos, todavia, caracterizam esta diversidade em um dado momento do tempo. O presente estudo tem por objetivo descrever o processo de (i) presença partidária nos municípios brasileiros, e (ii) a organização desta ocupação, entre os anos de 2007 a 2015. Ao final do trabalho, verifica-se elevada variação destas estruturas entre o período observado. Algumas hipóteses iniciais são associadas a estas mudanças. Entre elas estão o perfil das cidades que influenciariam a decisão do partido político entre firmar compromisso naquela localidade para o longo prazo ou apenas concorrer pela disputa dos cargos públicos locais. Outra hipótese é que partidos menos organizados nos municípios são os que menos mudam a sua direção partidária estadual. Estas questões estão associadas tanto à capacidade organizativa que o partido possui para buscar seus múltiplos objetivos, quanto à democracia interna destas instituições, a depender do grau em que permitem o acesso das bases no processo decisório.

Full textIn a State's political system, the role that the bureaucracy plays constitute a central issue, as the efficiency of the government's policies and the realization of the democratic principle are at stake. From the 1990's on, the bureaucracy has suffered a lot of criticisms blaming its failures and its allegedly excessive autonomy from the elected political power. Thus, at the beginning of the 21st century, many reforms inspired by the New Public Management movement were implemented, in order to – among other things – reinforce the political leadership and control over the senior civil servants. Our work examines these reforms and analyses the evolutions perceived in the decision-making process and in the politico-administrative relations during the last fifteen years, while rejecting the oversimplifying approach that necessarily brings in opposition elected politicians and civil servants. The case studies of the government Koizumi (2001-2006) and the Democratic Party of Japan‟s governments (2009-2012), which revealed incremental transformations but also the persistence of some pre-existing practices, invite us to consider other explanatory variables than the mere institutional change. In order to do so, we use theoretical tools created by the multiple neo-institutionalisms, insisting on the „weight of the past‟ and on the influence of the different ideas shared by the actors. We base our work on a corpus of primary and secondary sources, especially written in Japanese, on quantitative data, and also on some interviews conducted with Japanese senior civil servants

Full textThe tranquillity in national parks worldwide is currently under threat from intrusion of anthropogenic noise of a growing tourism industry and activity related to park management. This was addressed by creating informative tranquillity maps, where perceived tranquillity can be considered a key indicator of soundscape quality in natural areas. Tranquillity of an area can be assessed using TRAPT (Tranquillity Rating Prediction Tool), that has been developed and refined for assessing urban green spaces, national parks and wilderness areas in the United Kingdom. The subjective response to helicopter noise levels of a sample group of 35 people representing the general New Zealand population was obtained, based on visual and audio stimuli that were collected in Aoraki/Mt Cook National Park. These results were used to produce a revised TRAPT equation. It was discovered that levels under 32 dBA correspond to an excellent level of tranquillity. This thresholdwas used to produce a noise level exposure calculation for two national parks using noise prediction model AEDT (Aviation Environmental Development Tool). Contours representing tranquillity duration were then calculated and plotted, to serve as a planning tool for use by the Department of Conservation. A similar approach could be used for other national parks worldwide
