Məqalə tədqiqatların avtomatlaşdırılmış vahid informasiya sisteminin (İS-in) işlənməsinin konseptual məsələlərinə həsr olunmuşdur. İnformasiya ehtiyatlarının təsnifatı, keyfiyyət göstəriciləri göstərilmiş, e-elm mühitində elmin idarə olunması üçün vahid İS-in yaradılmasının zəruriliyi vurğulanmışdır. Elmi tədqiqat nəticələrinin inteqrasiyası əsasında qurulmuş Cari Tədqiqat İS-in (ing. Current Research Information Systems, CRIS) əsas iş prinsipləri, funksional imkanları, arxitekturası haqqında məlumat verilmiş, bu tipli sistemlərin yaradılmasında Norveç, Böyük Britaniya və Rusiya təcrübəsi araşdırılmışdır. Layihələrin oxşar və fərqli xüsusiyyətləri, yaradılması üçün görülmüş işlər haqqında məlumat verilmişdir. Beynəlxalq təcrübənin araşdırılması nəticəsində ölkəmizdə analoji sistemin yaradılmasının zəruriliyi vurğulanmış, təklif olunan sistemin konseptual modeli işlənmişdir. Sistemdə informasiya axınları, məlumatların əlaqələndirilməsi sxemi və yaradılmasında mövcud problemlər diqqətə çatdırılmışdır. Göstərilmişdir ki, sistem elmi fəaliyyətin qiymətləndirilməsi və elmin idarə olunması məsələlərinin həllinə dəstək verəcək, idarəetmədə operativliyi, dəqiqliyi, şəffaflığı artıracaq, mütərəqqi və keyfiyyətli idarəçiliyə səbəb olacaqdır.

Diğer çalışma Hasan Yılmaz tarafından yapılan “İyi ebeveyn, çocuğu için her zaman her şeyi yapan ebeveyn değildir: Algılanan Helikopter Ebeveyn Tutum Ölçeği (AHETÖ) geliştirme çalışması” olarak karşımıza çıkmaktadır. Alanımızda tutum ölçeklerine olan ihtiyaç düşünüldüğünde katkı sağlayan bir çalışma olduğu görülmektedir. Meryem Nur Çelik ve İkbal Tuba Şahin-Sak tarafından yapılan diğer araştırmada “Okul öncesi dönem çocuklarının ön yargıları: Fenomenolojik bir çalışma” ile yazarlar ırk, yaş, fiziksel yeterlilikler, fiziksel özellikler, ekonomik durum, cinsiyet ve aile yapısı faktörlerine yönelik çocukların ön yargıları olduğuna ilişkin bulgulara ulaşmışlardır. Yıldız Güven, Ebru Ayvaz ve İlkay Göktaş tarafından yapılan bir diğer araştırmada “Okul öncesi dönem çocuklarının zihin kuramı ve sosyal problem çözme becerileri arasındaki ilişkinin incelenmesi” başlığı bizi karşılamaktadır. Şenay Özen Altınkaynak tarafından kaleme alınan son makalede “Annelerin okuma yazmaya hazırlık sürecine ilişkin görüşleri” başlığı dikkati çekmektedir. Okul öncesi eğitimden ilkokul sürecine geçen çocuklarımızın ebeveynlerine yol gösterici önerileri olan bu çalışma alana katkı sağlayacaktır.Dergimize gösterdiğiniz ilgiden dolayı teşekkür ederiz.

Abstract:

In this study, relationship of human development index, economic development and nutrition was evaluated. Data of Turkey, Norway, Korea, Italy, Greece, Bulgaria, Iran and the United States was compared. General situation in Turkey is evaluated and Solution proposals was presented. In the study, economic size and geographical proximity and similar features with Turkey, high Human Development Indexed countries was selected to compare with many parameters. Comparisons of the countries in terms of human development index and nutritional deficiency, showed similar characteristics with Iran, however, Turkey is dissociated from European countries, Korea and the US. As a result, the economic development level of countries have not seen that much more accurate results in the comparison of the human development index. ÖzetBu çalışmada insani gelişme endeksi, ekonomik gelişmişlik ve beslenme ilişkisi değerlendirilmiştir. Türkiye, Norveç, Kore, İtalya, Yunanistan, Bulgaristan, İran ve Amerika’ya ait veriler karşılaştırılmıştır. Türkiye’nin genel durumu değerlendirilmiş ve çözüm önerileri sunulmuştur. Çalışmada, Türkiye ile ekonomik büyüklük ve coğrafi yakınlık gibi özellikleri benzer ülkeler ve insani gelişmişlik endeksi yüksek olan ülkeler birçok parametre için karşılaştırılmıştır. Karşılaştırmalar, ülkemizin insani gelişmişlik endeksi ve beslenme yetersizliği açısından, İran ile benzer özellikler gösterdiğini ancak Avrupa ülkeleri, Kore ve ABD’den ayrıştığını göstermiştir. Sonuç olarak, ekonomik kalkınmışlık seviyesinin değil ülkeleri karşılaştırmada insani gelişmişlik endeksinin çok daha doğru sonuçlar verdiği görülmüştür.

Abstract:

Norges tilslutning til Atlanterhavspakten i 1949 markerte et vendepunkt i norsk sikkerhetspolitikk. Norsk sikkerhet kom til å hvile på NATO, med USA som fremste støttemakt. I den senere tid er det transatlantiske samarbeidet kommet under press, og det stilles spørsmål ved den amerikanske garantien. Det kan medføre en alvorlig utfordring for norsk sikkerhet. På lang sikt vil det kunne vokse frem et strategisk partnerskap i Nord-Europa og Norden, som kan bli en bærebjelke for norsk sikkerhetspolitikk og markere et nytt vendepunkt. Norges strategiske omgivelser er omskiftelige. Samtidig finnes noen bestandige trekk i norsk sikkerhetspolitisk tenkning, som kan betegnes som småstatsrealisme. Viktigst er betydningen av å bli beskyttet av større makter, men også å holde dem på avstand, samt folkeretten og den globale orden som sikkerhetsnett, der rett går foran makt.

Abstract:

Blant bibliotekarer er omløpstallet, altså utlån/bestand, en kjent, men lite brukt størrelse. Artikkelen undersøker hvilket bidrag omløpstall kan ha i utviklingen av det moderne bibliotek. Omløpstallet viser bruksverdien av bibliotekets samlinger. Lave tall betyr at faglige tiltak bør settes inn. De fleste norske folkebibliotek har større samlinger enn nødvendig. Ved å vise til omløpstallene blir det lettere å vinne gehør for kassering. Fagmiljøet trenger teoretisk forståelse av og praktisk veiledning i bruken av denne indikatoren. Vi oppsummerer faglitteraturen og analyserer et variert empirisk materiale for å oppnå dette. Norske omløpstall ligger lavest i Norden. Halve variasjonen er knyttet til folketallet. Små kommuner har svært lave omløpstall, spesielt av bøker. Det nordiske fagmiljøet har i liten grad utviklet normer for samlingsstørrelse, omløpstall og kassering. Vi viser hvordan bibliotekarer kan beregne omløpstall i samlinger og delsamlinger og avslutter med forslag til praktiske normer.

Studerende på videregående uddannelser forventes at deltage aktivt i undervisningen og tage ansvar for egen læring. Alligevel oplever undervisere ofte, at studerende er meget tilbageholdende i timerne. Dette studie undersøger, hvilken roller normer spiller for studenteraktivitet. Tolv studerende blev interviewet to gange i løbet af et semester. Det viste sig, at normer havde en stor adfærdsregulerende rolle, ligesom det viste sig, at der var en betydelig forskel mellem udtalte og uudtalte normer. Den observation, der overraskede os mest, var, at der var meget snævre rammer for legitim deltagelse på holdtimerne, mens der var meget vide rammer for ikke-deltagelse. Disse præliminære resultater kalder på en diskussion af, hvordan normen om ansvar for egen læring fortolkes og praktiseres af universitetsstuderende. The aim of Danish universities is to encourage students to become active, independent, and responsible learners; yet, university teachers often encounter students that are very reluctant to participate in discussions. This study examines how norms influence student engagement in classes. Twelve students were interviewed twice during their second semester. The study suggests that norms regulate behaviour and furthermore the study uncovered a demarcation between spoken and unspoken norms. To our surprise, we found there to be strict boundaries for legitimate participation in discussion, while there was a high tolerance for non-participation. These results – although preliminary – call for a discussion of how the tenets of independence and responsibility are conceived by students.

Kan stater gå til motangrep om de blir angrepet digitalt i fredstid? Hva gjør toneangivende land, og hva sier internasjonal rett og normer om dette? Og hva kan de sikkerhetspolitiske konsekvensene bli av økt bruk av offensive cyberoperasjoner? Denne artikkelen diskuterer denne sikkerhetspolitiske utviklingen i kombinasjon med en analyse av det relevante internasjonale rettslige rammeverket. Artikkelen begynner med en redegjørelse av USAs nye tilnærming til offensive operasjoner, knytte til de to begrepene “persistent engagement” og “defend forward”. Deretter følger en kort case-studie på Norges tilnærming til offensive cyber operasjoner, noe som bringer oss til “Responsibility of States of International Wrongful Acts”-lovverket, som er det mest relevante med tanke på offensive cyberangrep utenom væpnet konflikt. Artikkelen avsluttes med en diskusjon av dilemmaer i skjøringspunktet sikkerhetspolitikk og folkerett.

Abstract:

In this paper, the concept of fuzzy normed ring is introduced and some basic properties related to it are established. Our definition of normed rings on fuzzy sets leads to a new structure, which we call a fuzzy normed ring. We define fuzzy normed ring homomorphism, fuzzy normed subring, fuzzy normed ideal, fuzzy normed prime ideal, and fuzzy normed maximal ideal of a normed ring, respectively. We show some algebraic properties of normed ring theory on fuzzy sets, prove theorems, and give relevant examples.

We derive connections adapted to almost complex Norden Golden structure of an almost complex Norden Golden manifold and of a Kaehler–Norden Golden manifold. We also set up a necessary and sufficient condition for the integrability of almost complex Norden Golden structure. We define twin Norden Golden Hessian metric for a Kaehler–Norden Golden Hessian manifold. Finally, we prove that a complex Norden Golden map between Kaehler–Norden Golden manifolds is a harmonic map.

L’énoncé de « pratiques à risque » et de pathologies à propos du « transsexualisme » tend à maintenir le contexte d’une norme de santé sur la base d’une majorité « normale » expurgée des singularités minoritaires et générant des politiques ciblées mais conditionnelles, délivrées à partir d’expertises. Leur justification économique permet de dissimuler la violence des dimensions idéologiques qui s’affrontent de part et d’autre du « sain » et du « pathologique ». Les trans sont au centre de ces deux conceptions et semblent en payer le prix. D’un côté une vision tolérante (luttes contre les discriminations, égalité des droits) de l’autre une vision pathologisante conditionnant le cadre de la prise en charge et composant une « prise en charge » définie à partir d’une conception psychopathologiste protégée par un « bouclier thérapeutique » et les normes binaires de genre.

Abstract:

The main goal of this paper is to introduce the notion of intuitionistic fuzzy normed rings and to establish basic properties related to it. We extend normed rings by incorporating the idea of intuitionistic fuzzy to normed rings, we develop a new structure of fuzzy rings which will be called an intuitionistic fuzzy normed ring. As an extension of intuitionistic fuzzy normed rings, we define the concept of intuitionistic fuzzy normed subrings and intuitionistic fuzzy normed ideals. Some essential operations specially subset, complement, union, intersection and several properties relating to the notion of generalized intuitionistic fuzzy normed rings are identified. Homomorphism and isomorphism of intuitionistic fuzzy normed subrings are characterized. We identify the image and the inverse image of intuitionistic fuzzy normed subrings under ring homomorphism and study their elementary properties. Some properties of intuitionistic fuzzy normed rings and relevant examples are presented.

<abstract><p>Motivated by the new notion of intuitionistic fuzzy normed ideal, we present and investigate some associated properties of intuitionistic fuzzy normed ideals. We describe the intrinsic product of any two intuitionistic fuzzy normed subsets and show that the intrinsic product of intuitionistic fuzzy normed ideals is a subset of the intersection of these ideals. We specify the notions of intuitionistic fuzzy normed prime ideal and intuitionistic fuzzy normed maximal ideal, we present the conditions under which a given intuitionistic fuzzy normed ideal is considered to be an intuitionistic fuzzy normed prime (maximal) ideal. In this paper, we introduce the notion of intuitionistic anti fuzzy normed subrings and intuitionistic anti fuzzy normed ideals and various properties of intuitionistic anti fuzzy normal subrings and ideals are examined. Also, we prove that the intersection of two intuitionistic anti fuzzy normed ideals is also an intuitionistic anti fuzzy normed ideal. Abstract:

This paper calls for Norden to be understood as a metaframe. Related formulations like “Nordic art” or “Nordic welfare” function as mesoframes. These trigger multiple framing devices. A cache of related framing devices constitutes a framing archive. Framing devices work best when operating unobtrusively such that inclusions, exclusions and inconsistencies are condoned or naturalised. Their artifice, however, becomes apparent whenever a frame is questioned. Questioning or criticising a frame gives rise to a framing dispute. The theoretical justification for these typologies is provided at the outset. This schema is then applied to a select range of empirical examples drawn largely from the disciplinary frames (Ernst 1996) of art history and museum studies. Despite this specificity it is envisaged that the general principles set out below can and will be used to address a variety of devices, disputes and archives in Norden and beyond.

Abstract This article is an introduction to a group of Ancient Greek inscriptions that may be called ‘ritual norms’ (also known as leges sacrae, ‘sacred laws’). These are epigraphical documents concerning rituals that are performed in the context of specific cults, and which are of a prescriptive character. The article discusses three key questions. In the first part of the article I aim to answer a basic question: what are ritual norms? The second question concerns the function of ritual norms. The third part of the article is about the way in which ritual norms acquire authority. How were they considered legitimate and enforceable? A separate section concerning authority is reserved for the use of tradition (anchoring and anchoring innovation) in this genre.

Fuzzy variables are functions from credibility spaces to the set of real numbers. The set of fuzzy variables is a linear space with the classic operations of addition and multiplication by numbers.
