It is not only about the expansion of the subject matter of regulation and the increase of the actors that participate more or less formally in its formation, but also in the same characterization of the international norm as an element of the legal system, when it is endowed with hierarchy and, despite its expansion and complication, maintains systematicity. Abstract:Finnemore and Sikkink’s norms life cycle model (NLCM) is a powerful heuristic device that continues to be a mandatory point of reference for theoretical and empirical scholarship on norm change. Yet the internalisation stage as conceptualised in the NLCM is problematic. Drawing from Wiener’s Theory of Contestation, this article proposes to reconceptualise the norm internalisation stage as the phase at the extreme of the norm cascade in which inherently contested norms simultaneously enjoy formal validity, social recognition, and cultural validation among stakeholders. Unlike Finnemore and Sikkink’s, this conceptualisation focuses solely on norm validity and does not assume ‘almost automatic’ compliance. While Finnemore and Sikkink emphasise habit and institutionalisation as mechanisms of internalisation, the proposed conceptualisation highlights the role of applicatory contestation under conditions of high contestedness. Furthermore, I argue that internalised norms continue to be contested. Finally, my conceptualisation explicitly incorporates norm regression as the fourth stage of the NLCM. Norms might regress because they become obsolete, they change, or they are replaced. To assess the descriptive power of the proposed conceptualisation vis-à-vis Finnemore and Sikkink’s, the article applies them to the analysis of the norm that prohibits torture.

Abstract Principles of refugee protection in Europe are said to have come under great pressure with the populist and nationalist backlash to the ‘migrant crisis’, often traced to illiberal regimes in post-communist countries. This paper tests these claims by comparatively analysing media coverage in the UK and Hungary, establishing the extent to which specific norms were challenged or upheld in April and September 2015. It develops a new methodology connecting ethical justifications for migration controls with the ‘normative terrain’ of refugee protection. The findings complicate existing assumptions about differences between conservative and progressive-leaning publications, and also the divide and direction of travel between Old/New and East/West in the European context. The article challenges the narrative of the ‘illiberal wind’ and advances understanding of the relationship between political culture and media systems in Europe, and the toxic nature of media coverage in relation to the survival of the normative regime around refugees.

ABSTRACT MgrA is a known regulator of the expression of several multidrug transporters in Staphylococcus aureus. We identified another regulator of multiple efflux pumps, NorG, by its ability, like that of MgrA, to bind specifically to the promoter of the gene encoding the NorA efflux pump. NorG is a member of the family of the GntR-like transcriptional regulators, and it binds specifically to the putative promoters of the genes encoding multidrug efflux pumps NorA, NorB, NorC, and AbcA. Overexpression of norG produces a threefold increase in norB transcripts associated with a fourfold increase in the level of resistance to quinolones. In contrast, disruption of norG produces no change in the level of transcripts of norA, norB, and norC but causes an increase of at least threefold in the transcript level of abcA, associated with a fourfold increase in resistance to methicillin, cefotaxime, penicillin G, and nafcillin. Overexpression of cloned abcA caused an 8- to 128-fold increase in the level of resistance to all four β-lactam antibiotics. Furthermore, MgrA and NorG have opposite effects on norB and abcA expression. MgrA acts as an indirect repressor for norB and a direct activator for abcA, whereas NorG acts as a direct activator for norB and a direct repressor for abcA.

Cybercrime has been a contentious issue among security actors, vis-à-vis the extent to which international cooperation may be fostered to respond to the accelerating incidence of cyber-attacks. This paper contrasts between the cyber-governance approaches adopted by two non-Western regional organizations, the Association of Southeast Asian Nations and the Gulf Cooperation Council, over the past decade. Considering their similar institutional origins, Most Similar Systems Design methodology was employed to assess how ASEAN and GCC have distinctly responded to cybercrime. It considers the dynamics of the digital divide — a divide which is exacerbated by the COVID-19 pandemic — and in which ASEAN and the GCC are challenged to bolster their cyber-capabilities. Findings reveal that GCC increasingly diffuses norms of international cooperation to tackle cybercrime. By contrast, ASEAN embodies cyber norms which regulate behavior along the lines of intra-regional cooperation, wherein norms of international cooperation are rendered subsidiary to norms of regional autonomy.

Abstract:
This study examines the issue of norm construction in al-Ghazālī’s thought focusing on the grounds advanced to support his radical infallibilist position. To fulfill such end, al-Ghazālī, I explain, relies on two types of arguments, the first one relates to the presumptive nature of legal texts in order to highlight their fundamental indeterminacy and the second links to the interpreter to show the impossibility to fall into error. To buttress these arguments, al-Ghazālī both draws on epistemological principles and metaethical ones. As it will be shown in the study, al-Ghazālī ultimately explains the divergence in interpretation of norms using the concept of ṭabʿ (nature, disposition or appetitive self) drawing on his well-known relativist ethical theory concerning norm evaluation and therefore brings in a unique way this typical feature of Ashʿarism within his own radical infallibilist theory of norm construction. The concept of ṭabʿ allows to bridge the gap between the ambiguity in the revealed text and the mujtahid’s interpretation in the norm construction process, and ultimately serves to justify ex post the choices made by the mujtahid. In doing so, al-Ghazālī assigns to theology a critical role in revealing the origin of the illusion of the jurists who naively think that licit and illicit are qualities of things themselves.

Abstract:
With the surge of constructivism, which values non-material factors and ideational variables, norm research became the center of interest in International Relations scholarship. The early constructivist theory is suitable for showing how a norm could be replaced by another but incapable of explaining how a norm itself changes. Hence, the next challenge for constructivism would be demonstrating a norm change mechanism. The purpose of this research is to fill a gap in the international norm literature. From a constructivist perspective, this research suggests a cyclic model of international norm change and verifies its plausibility by examining the empirical evidence of change in the international norm of self-determination. Although self-determination is one of the essential norms in the contemporary international order, it has yet to be investigated within international norm literature. Unlike the static model of early constructivists, the cyclic model of international norm change demonstrates a clear framework to see how the norm of self-determination has changed over time and explains why norm structures are sometimes stable and other times volatile.
Com o surgimento do construtivismo, que valoriza fatores não materiais e variáveis ideacionais, a pesquisa de normas tornou-se o centro de interesse em estudos de Relações Internacionais. A teoria construtivista inicial é adequada para mostrar como uma norma pode ser substituída por outra, mas incapaz de explicar como uma norma se modifica. Assim, o próximo desafio para o construtivismo seria demonstrar o mecanismo de mudança de norma. O objetivo desta pesquisa é preencher uma lacuna na literatura internacional de normas. De uma perspectiva construtivista, esta pesquisa sugere um modelo cíclico de mudança internacional de normas e verifica sua plausibilidade examinando as evidências empíricas de mudança na norma internacional de autodeterminação. Embora a autodeterminação seja uma das normas essenciais na ordem internacional contemporânea, ela ainda precisa ser investigada dentro da literatura internacional de normas. Ao contrário do modelo estático dos primeiros construtivistas, o modelo cíclico da mudança internacional de normas demonstra uma estrutura clara para ver como a norma de autodeterminação mudou ao longo do tempo e explica por que as estruturas normativas são às vezes estáveis e outras voláteis.

We establish multiresolution norm equivalences in weighted spaces L2w((0,1)) with possibly singular weight functions w(x)≥0 in (0,1). Our analysis exploits the locality of the biorthogonal wavelet basis and its dual basis functions. The discrete norms are sums of wavelet coefficients which are weighted with respect to the collocated weight function w(x) within each scale. Since norm equivalences for Sobolev norms are by now well-known, our result can also be applied to weighted Sobolev norms. We apply our theory to the problem of preconditioning p-Version FEM and wavelet discretizations of degenerate elliptic problems.

Denna uppsats ämnar undersöka, problematisera och diskutera användningen av färgenrosa på feministiska kommunikationsbyråers hemsidor genom en diskursanalys. Det försäven ett resonemang kring vad användningen av rosa i denna kontext har för följder fördiskursen om färgen rosa och/eller feminism. Uppsatsen ska bidra till att ifrågasättanormer och strukturer inom en feministisk diskurs med avstamp i ett normkritisktperspektiv. Övriga teorier som underbygger analysen är bland annat Stuart Halls teorierom representation, Gillian Roses diskursteori, samt Yvonne Hirdmans resonemang omgenus. Resultatet redogör för en mångfacetterad tolkning av färgen, samt attanvändningen av färgen rosa blir en symbol för kommunikationsbyråernas feministiskaställningstagande. Användningen både upprätthåller och bryter normer om femininitetgenom att färgen blir en motsättning till maskulinitet.

Abstract:
This thesis examines the status of the legal and moral norm against torture within post-9/11 America in an effort to determine how one of the strongest international norms came to be significantly weakened by its most important proponent, and ascertain what this means for the status of the norm internationally. I argue that key members of the Bush administration should be considered norm revisionists who have actively sought to reshape America's interpretation of its obligations in regards to the norm through discourse and policy that frames torture as a necessary tool in the War on Terror. The net result of this revisionism has been the normalization of torture within the United States - where torture has now been widely accepted as a useful, necessary and acceptable weapon to use against America's enemies - which I argue represents a crisis of legitimacy in the norm within that country. That such normative backsliding could occur in a country with a long history of constitutionalism and the rule of law suggests that the moral norms many take for granted may prove shallow and fleeting; norm regress will occur if these norms are not protected. In this regard, I offer a theoretical model to chart this normative regression, and in doing so make a contribution to the constructivist international relations literature which has hitherto concerned itself only with questions of normative progress at the expense of recognizing the potential for the decay of these internalized norms. I argue that while there remains a high level of acceptance worldwide that the norm against torture is right, any future incidences of torture by liberal states may well bring about a crisis of legitimacy in the international norm itself. This realization should encourage all who care about such norms to defend them against revisionism.

Friluftsdagar är ett inslag i skolans verksamhet som ofta förknippas med fysisk aktivitet. Dessa friluftsdagar förekommer som ett visst antal halv- eller heldagar per läsår och antalet dagar varierar mellan skolorna. Friluftsdagarna är sedan Lpo -94 inte statligt reglerade utan det är upp till rektor på varje skola att besluta om förekomsten av dessa dagar. Friluftsdagar har en lång historia och syftet med dagarna har förändrats över tid. Idag kan man dock skönja att fokus ligger på hälsa och miljö.

Vår uppsats beskriver friluftsdagarnas utveckling kopplat till Bo Rothsteins teori om förhållandet mellan samhälleliga normer och politiska institutioner. Vi problematiserar friluftsdagarna och söker samband mellan statens intentioner och friluftsdagarnas syfte.

 

Folkhälsofrågan klättrar allt högre upp på den politiska dagordningen och man kan se en tydlig brytpunkt då staten tar till sig folkhälsofrågan och bildar statens folkhälsoinstitut. Statens folkhälsoinstitut arbetar idag utifrån det nationella folkhälsomålet att skapa samhälleliga förutsättningar för en god hälsa på lika villkor för hela befolkningen. Detta övergripande mål har brutits ned i 11 delmål och skolan har getts ansvar att arbeta särskilt med 6 av dessa mål. Regeringen talar idag om den hälsofrämjande skolan och pekar på att hela skolans verksamhet ska genomsyras av en hälsotanke.

 

Folkhälsofrågan får allt större fokus då staten beslutar att det är en viktig fråga och börjar arbeta aktivt med den. Trots detta, minskar friluftsdagarna i antal, vilket flera organisationer reagerar på. Minskningen av friluftsdagar väcker frågor, då friluftsdagarna många gånger symboliserar mer än en dag utanför skolans byggnad. Det är idag en lärodag där hälso- och miljöfrågor tas upp och lärs ut.

Autonomia e norma jurídica é uma reflexão sobre a norma jurídica. Seu ponto de partida é o de que o pensamento jurí­dico, seus conceitos de norma e autonomia, estão presos ao paradigma da ciência moderna e, por conseqüência, à concepção ontológica herdada. Mediante esse entendimento, orienta-se a uma crí­tica ao pensamento moderno e à  ontologia que pressupõe. A construção do argumento aproxima o estranhamento à  natureza que representa a filosofia à emergência do direito como filosofia prática. Nesse processo, discute a perspectiva de afastamento da norma em relação à  natureza, para ensaiar que o pressuposto disjuntivo não possui um fundamento definitivo na tradução, que a metafí­sica que se consagrou no pensamento antigo reconcilia, na sua ontologia mesma, natureza e norma. Em movimentos que visam o mesmo objeto, pretende identificar os elementos do diálogo do pensamento moderno com a tradição. A emergência do pensamento moderno firmou-se sob os fundamentos da ontologia que consagrada pela tradição socrática: a permanência do direito romano, deu continuidade ao direito natural e permitiu sua reapropriação como razão; a ciência moderna se institui afirmando-se pela violência do método, mas mantendo intactos importantes fundamentos próprios da filosofia clássica. Assim, direito e ciência conduzem pressupostos antigos e os mantém mediante a ressignificação de seus elementos estruturais. Essa herança aparece inteira no paradigma da modernidade e permite compreender o que Boaventura de Souza Santos denomina de crise especular da ciência. Autonomia e norma jurí­dica aproxima essa crí­tica à  reflexão ontológica, para alcançar o conteúdo da crise da ciência e do direito, com base no pensamento de Cornelius Castoriadis. O presente trabalho, enfrenta, pois, a norma, desde uma reflexão ontológica, identificando a norma não exatamente naquilo em que a norma é criação humana, mas destacando a região onde a norma, como criação humana, é natureza.
Autonomy and norm of law is a reflection on the norm of law. Its starting point is of that the legal thought, its concepts of norm and autonomy, is surrounded by the paradigm of modern science e, for consequence, to the inherited ontological conception. By means of this agreement, the critique is oriented to the modern thought and the ontology that it estimates. The construction of the argument approaches the strangeness to the nature that represents the philosophy to the emergency of the right as practical philosophy. In this process, argues the removal perspective of the norm in relation to nature, to assay that the disjunctive estimated one does not possess a definitive bedding in the tradition, that the metaphysics that if consecrated no old thought reconciles, in its same ontology, nature and norm. In movements that aim at object the same, it intends to identify the elements of the dialogue of the modern thought with the tradition. The emergency of the modern thought was firmed under the beddings of the ontology that consecrated for the Socratic tradition: the permanence of the Roman law, gave continuity to the natural law and allowed its re-appropriation as reason; modern science constitutes affirming itself for the violence of the method, but keeping unbroken important proper beddings of the classic philosophy. Thus, law and science lead antique assumptions and it keeps them by means of the resignificance of its structural elements. This inheritance appears entire in the paradigm of modernity and allows understanding what Boaventura de Souza Saints calls specular crisis of science. Autonomy and norm of law approaches this critique to the ontological reflection, to reach the content of the crisis of science and law, on the basis of the thought of Cornelius Castoriadis. The present work, faces, therefore, the norm, since an ontological reflection, identifying the norm not exactly in what the norm is human creation, but highlighting the region where the norm, as human creation, is nature.

Abstract:
The conception of the Responsibility to Protect (R2P) was developed to resolve the practical problem of the inefficiency of the international community to address atrocities. The present contribution aims at the clarification of the theoretical problem on the nature of R2P norm and provision of conceptual tools for its solution. After differentiating R2P objects and contouring their content, the question whether the R2P norm is of a legal kind will be addressed. The contribution claims that application of the proposed legal concepts – theoretical conception related to the law, doctrine, norm, principle and rule – contributes to the clarification of the objects and content of the R2P; and that political responsibility approach to the identification of a legal norm and the specific concept of emerging norm are suitable tools for determining the legal nature of R2P norm.

Abstract:
The power of norms in both human societies and sociotechnical systems arises from the facts that (1) societal norms, including laws and policies, characterize acceptable behavior in high-level terms and (2) they are not hard controls and can be deviated from. Thus, the design of responsibly autonomous agents faces an essential tension: these agents must both (1) respect applicable norms and (2) deviate from those norms when blindly following them may lead to diminished outcomes. We propose a conceptual foundation for norm deviation. As a guiding framework, we adopt Habermas's theory of communicative action comprising objective, subjective, and practical validity claims regarding the suitability of deviation. Our analysis thus goes beyond previous studies of norm deviation and yields reasoning guidelines uniting norms and values by which to develop responsible agents.

This paper explores the contagion effects of norm-violating behavior across decision situations.Through a series of laboratory and field experiments, we empirically establish the conditions under which norm-breaking behavior in one decision situation leads individuals who observe this to violatennorms in other, distinct decision situations. Our laboratory findings show that these spillover effects are more pronounced when the norms underlying the decision situations are perceived to be similar. However, spillovers can also affect decision situations governed by relatively dissimilar norms if the observers of norm violations have had the opportunity to first violate the same norm as the observed violator themselves. In an accompanying field experiment, we underscore the economic importance of norm similarity for spillover effects. When workers are exposed to information about celebrities evading taxes, they exhibit significantly higher rates of workplace theft than those in the control group, yet this exposure does not negatively affect work morale.

This study investigates the effectiveness of dynamic norm nudges in promoting second-dose HPV vaccinations among trendsetters--parents who initiated the first-dose HPV vaccine for their daughters between 2017-2020. Utilizing administrative data from Bogota's Secretariat of Health in a field experiment, we measure the impact of various norm nudges, including trending, qualitative, and quantitative dynamic norms, on actual vaccination rates. Contrary to our hypothesis, dynamic norms alone fail to influence second-dose HPV vaccination rates for these trendsetters. However, the study reveals a 5.22 percent increase attributed to injunctive norms, representing a substantial 34 percent boost compared to the control groups 15.2 percent average. These findings underscore the importance of tailoring nudge strategies to the unique characteristics and preferences of the target population. This research significantly advances our understanding of norm-based interventions' efficacy in influencing minority behaviors, offering valuable insights for developing targeted and impactful public health strategies.
