Abstract:
Geological evidence, including the presence of two passive margin platforms, juxtaposed and mismatched deformation between North America and more outboard terranes, as well as the lack of rift deposits, suggest that North America was the lower plate during both the Sevier and Laramide events and that subduction dipped westward beneath the Cordilleran Ribbon Continent (Rubia). Terranes within the composite ribbon continent, now present in the Canadian Cordillera, collided with western North America during the 125–105 Ma Sevier event and were transported northward during the ~80–58 Ma Laramide event, which affected the Cordillera from South America to Alaska. New high-resolution mantle tomography beneath North America reveals a huge slab wall that extends vertically for over 1000 km, marks the site of long-lived subduction, and provides independent verification of the westward-dipping subduction model. Other workers analyzed paleogeographic trajectories and concluded that the initial collision took place in Canada at about 160 Ma – a time and place for which there is no deformational thickening on the North American platform – and later farther west where subduction was not likely westward, but eastward. However, by utilizing a meridionally corrected North American paleogeographic trajectory, coupled with the geologically most reasonable location for the initial deformation, the position of western North America with respect to the relict superslab parsimoniously accounts for the timing and extents of both the Sevier and Laramide events. SOMMAIRELes indications géologiques, en particulier la présence de deux marges de plateforme passives, de déformations adjacentes non-conformes entre l’Amérique du Nord et les terranes extérieurs, ainsi que l’absence de gisements de rift, permet de croire que l’Amérique du Nord était la plaque sous-jacente durant les événements de Sevier et de Laramide et que la subduction plongeait vers l’ouest sous le continent rubané de la Cordillères (Rubia). Abstract:
This article explores the writings of Michel Chevalier, a contemporary of Alexis de Tocqueville, on America. Despite widespread praise, Chevalier's text Lettres sur l'Amérique du Nord has been largely ignored in the scholarly literature. This article, therefore, reveals the nature of the account of America provided by Chevalier and, thereby, compares and contrasts his account with the more famous account penned by Tocqueville. In particular, it shows that Chevalier, viewing America from a Saint-Simonian background, was more aware of the economic dimensions of American culture and society than was Tocqueville. However, both recognized the differences that separated a democratic America from an aristocratic Europe and that the future lay with the former. The article concludes by examining the views of both Tocqueville and Chevalier on America in the wake of the Revolution of 1848, showing how America now figured as the model of a moderate republic for both authors.

Friends and exile in North America in the 17th century. Quakers (or Friends) like to consider Adam’s fall as an exile from divine nature towards animal nature, and the quest for “ Inner Light” as a reverse exile, a return to divine nature. Their “theologian”, Robert Barclay, explained this in a very clear way in his Apology of the true Christian divinity, as the fame is held forth, and preached, by the people called, in scorn, Quakers, published in 1675. The missionary zeal of Friends at the beginning of their movement, led them to announce the good news of redemption in North America as soon as 1656, which brought persecution on them during three decades. Banishment, and even death penalty, were the kind of exile imposed upon Friends by Boston Puritans and by other settlers on the North American coast. Pennsylvania’s Holy Experiment launched by William Penn offered for several decades a space for creativity for the voluntary exile of Quakers and Mennonites who left Europe in quest of a spiritual New World. Officially ended in 1756, the Holy Experiment of Pennsylvania goes through an apparent exile from this date. But we can find its values in other places, at other times. Redemption belongs to a world which is not invisible, but unseen because of many people’s blindness.

Canada, as a country with a small, open economy, faces the immediate challenge of learning to shape dynamic comparative advantage in the emerging international economy. About 75 % of Canada's trade linkages are with the United States, and a very large component of the Canadian experience of « globalization » is driven by North American economic integration. This integration is taking place in the absence of institutions and policy mechanisms to promote and manage science, technology, and innovation relations on a continental scale. Bilateral s & T arrangements centered on the United States presently characterize the North American innovation System. Circumstances in North America pose three sets of challenges to Canadian s & T policy. 1) Science and technology are increasing in importance in international trade, environmental, and social/cultural matters. This means that Canada must learn to improve its management of an increasingly internationalized domestic s & T System. 2) Canada must cultivate mutually beneficial bilateral s & T relationships with its two partners in NAFTA, Mexico and the United States. 3) Canada must identify where its interests lie in the development and governance of trilateral and international rules and arrangements for science, technology, and innovation.

Summary This book presents research into North-American evangelical missionary initiatives in Europe between 1940 and 1975. It investigates the motives and aims of the American interest in Europe and describes the further development of the American-European relationship among evangelicals. Regarding the first decades, the author deals with the competition within the conservative American camp between traditional fundamentalists and evangelicals for influence in Europe (which the fundamentalists lost) and contrasts developments in the evangelical space with those of traditional inter-church relations in the context of the World Council of Churches between North America and Europe. Krabbendam makes an important contribution to the history of the evangelical movement in Europe and the influence of North America. Zusammenfassung Dieses Buch präsentiert nordamerikanische evangelikale Missionsinitiativen in Europa in den Jahren zwischen 1940 und 1975. The American Crow has always been a much scrutinized bird in North America but, since the emergence of West Nile Virus (WNV) in North America in 1999, public health authorities’ attention to it has been raised another notch. In Québec, like everywhere else in North America, part of the WNV surveillance programme was based on detection of WNV mortality in crow populations. During the summer of the 2005 surveillance season, we followed an age and gender determination protocol, as well as a morphological measurement protocol, on dead crows sent in for WNV status determination, to improve our knowledge of the crow population in Québec. Statistical analysis of the measurements revealed that age and gender were important factors in the morphological characterisation of the American Crow. Bill depth and head-to-bill length appeared as the most important morphological variables for gender prediction through a discriminant function analysis. We also realized that, in adult age groups, our WNV positive carcasses had lower mean weights than carcasses that tested negative for WNV, in adult age groups.Depuis toujours, la corneille d’Amérique est un oiseau très étudié, mais, depuis l’apparition du virus du Nil occidental (VNO) en Amérique du Nord en 1999, l’attention des autorités en santé publique sur cet oiseau a encore augmenté. Au Québec, comme ailleurs en Amérique du Nord, une part importante du programme de surveillance pour la détection du VNO a été basée sur la détection des mortalités liées au VNO dans les populations de corneilles. Pour améliorer notre connaissance de cette espèce au Québec, nous avons mis à profit la récolte des carcasses au cours de l’été 2005 dans le cadre du programme de surveillance en instaurant un protocole de détermination de l’âge, du genre ainsi qu’une prise des mesures morphologiques sur ces mêmes carcasses. L’analyse statistique des résultats a montré qu’à la fois l’âge et le genre étaient des facteurs importants dans la caractérisation morphologique de la corneille d’Amérique. À l’aide de l’analyse discriminante, il est apparu que la profondeur du bec ainsi que la distance tête-bec étaient les mesures les plus importantes pour prédire le genre de l’oiseau. Nos analyses nous ont également permis d’observer que, dans les groupes d’oiseaux adultes, les carcasses positives pour le VNO étaient en moyenne moins lourdes que les carcasses négatives.

Abstract:
The research featured the political role of the Nord Stream 2 project in Russian foreign policy and in building constructive relations with Russia's partners in the European Union. The paper describes the strategy, tactics, forms, and methods involved in the cross-border pipeline project implemented by Russia and its foreign partners. The focus is on the political relations between the Russian Ministry of Foreign Affairs, Russian state-owned corporations, foreign governments, and foreign multinational corporations, i.e. the negotiations within the international consortium. The research objective was to identify the role of cross-border pipeline projects in Russian foreign policy in Europe. The methodological basis included system and comparative-political approaches, as well as the methods of analysis, synthesis, induction, and deduction. The methods of political comparativistics revealed how the competing parties were able to affect the negotiations and implementation of Nord Stream 2. The method of system analysis made it possible to examine the interactions between the state structures and the oil and gas companies. The authors identified the conflict directions between the supporters and the opponents of the project, as well as between the Russian Federation and the United States of America. The paper describes the political tools that promote the interests of the project in conditions of acute rivalry in the energy area. The Russian Federation and Gazprom managed to bring the project to its final stage. However, the success would have been impossible without the help of their European partners.

La Lamproie du Nord est une espèce propre à l’Amérique du Nord et elle ne se rencontre, au Québec, que dans l’extrême sud de la province. Cette lamproie a été observée dans le fleuve Saint-Laurent ainsi que dans 11 de ses tributaires. Elle aurait disparu de la rivière Yamaska où elle avait été recensée entre 1946 et 1959. Poisson non parasite, sa taille au stade adulte ne dépasse habituellement pas 160 mm. Les larves, appelées ammocètes, et les adultes ne se retrouvent qu’en eau douce. Les cours d’eau utilisés sont généralement des ruisseaux et des rivières à fond graveleux ou sablonneux. La Lamproie du Nord requiert deux habitats distincts, soit un pour les adultes reproducteurs et un autre, le long du même cours d’eau, pour le développement des ammocètes. La détérioration de l’habitat et la pollution des eaux représentent les principales menaces à la survie des lamproies. La faible fécondité et la mobilité réduite de la Lamproie du Nord font en sorte que cette espèce est peu adaptable aux modifications de son environnement.The Northern Brook Lamprey is endemic to North America. In Quebec, it is restricted to the southernmost part of the province. This lamprey is known from the St. Lawrence River as well as in 11 of its tributaries. It appears to have been extirpated from the Yamaska River where it was collected between 1946 and 1959. It is a nonparasitic fish and its adult size does not usually exceed 160 mm. Larvae, called ammocoetes, and adults are found only in fresh water. Watercourses where it occurs are generally streams and rivers with gravel or sandy bottoms. The Northern Brook Lamprey requires two types of habitats during its life cycle, one for spawning adults and one, along the same watercourse, for the developing ammocoete. Habitat degradation and water pollution are the major threats to the survival of lampreys. The low fecundity and low dispersal abilities of the Northern Brook Lamprey make this species poorly adapted to withstand changes in its environment.

Prehistoric archeology in North America is driven by a process of decolonization that forces us to question and redefine its practices, as well as its links with Aboriginal communities and their archaeological heritage. No longer having the monopoly of discourse on this heritage, archaeologists are developing new approaches that are more collaborative, multivocal and socially relevant. The question of appropriating the past remains problematic, however, as it is subject to debates opposing sociopolitical and interpretative positions that are sometimes difficult to reconcile. This article provides a brief overview of the situation and the resulting ethical challenges, illustrated by a contemporary case study located in Montreal.

AbstractThe lost snout of Richard Harlan’s specimen of Mosasaurus missouriensis has been rediscovered in the vertebrate palaeontology collections of the Muséum national d’Histoire Naturelle (MNHN) in Paris, France. The specimen (MNHN 9587) bears the handwritten description, ‘Amérique du Nord. Par M. Harlan.’, which translated reads, ‘North America. By/From Mr. Harlan’. Accession information indicates the specimen was a gift to the museum prior to 1860 and was likely gifted from Harlan’s estate after his death. We examine the available history of the collection of the specimen present a description of the rediscovered snout, and demonstrate conclusively the conspecificity of M. maximiliani Goldfuss, 1845 and M. missouriensis (Harlan, 1834a) by providing a revised diagnosis of the taxon.

In this article, the author examines the German internal political discussion around the construction of the transnational project Nord Stream 2, which, despite the initial approval of both sides, has repeatedly been the subject of controversy both in the internal and external political arena of Germany. The project was opposed not only by the Bundestag parties, referring to environmental problems and political contradictions, but also by European neighbors, as well as the United States of America, which have their own economic interests in the field of energy cooperation with Germany. The article presents an analysis of the discourse on this issue, based on the statements of the main politicians in Germany, party members at meetings of the Bundestag, as well as on information published in the German-language electronic media in the context of political pressure through the institutions of the European community and sanctions policy from the United States. The author comes to the conclusion that, despite the polarity of opinions on the construction of the gas pipeline, not only in internal political discussions, but also at the international level, Germany, while maintaining obligations to implement this project, is guided by its own political and economic doctrine and is able to make decisions, contrary to pressure from states with their own interests in this area of interaction.

The taxonomic status of Euphrasia borealis, E. nemorosa, and E. stricta in eastern North America has been the subject of considerable controversy. A sample of 184 operational taxonomic units were scored for 58 morphological characters, and the resulting data matrix was subjected to cluster and principal component analyses. Two groups were recognized on the basis of bract and upper cauline leaf characters and designated as E. nemorosa and E. stricta. These two groups were then subjected to several discriminant analyses (stepwise, linear, and canonical) using quantitative data. The results do not support the recognition of E. borealis and E. nemorosa as separate taxa. These plants should be treated as a single species, for which the correct name is E. nemorosa. Euphrasia stricta is, however, morphologically distinct from E. nemorosa. Some geographic differentiation was observed between plants of E. nemorosa from Newfoundland and those from Quebec, but not enough to warrant the recognition of infraspecific taxa. Grazie a scambi con psicoanalisti europei, si è diffuso anche l'approccio neobioniano (Ogden, Ferro, ecc.). Dopo una sommaria descrizione dei principali aspetti che caratterizzano l'approccio neobioniano e la psicoanalisi relazionale, viene mossa una critica a entrambi questi approcci. SUMMARY In Arapaho and Atsina, two closely related Algonquian languages spoken on the Great Plains of North America, almost all Proto-Algonquian phonemes have undergone significant shifts. Normally, *s becomes h, but Ives Goddard contended that in word-initial position *s becomes n, although he could cite only two examples. Since the change is phonetically unlikely and so sparsely attested, its status as a product of regular sound change has been questioned. However, this paper presents twelve different initial elements with Arapaho-Atsina n from Proto-Algonquian *s to show that it is in fact a regular sound shift. RÉSUMÉ En Arapaho et Atsina, deux langues algonquiennes des plaines d'Amérique du Nord prochement apparentés, presque tous les phonèmes proto-algonquiens ont subis des changements considérables. En principe, *s devient h, mais Ives Goddard prétend qu'au commencement d'un mot *s devient n, bien qu'il ne puisse en citer que deux exemples. In 1893–1894, Albert Peter Low of the Geological Survey of Canada, along with D.I.V. Eaton and four indigenous assistants explored the Labrador Peninsula, then perceived as one of the last great unexplored wilderness areas of North America. The expedition left Lake St. John (now Lac St. Jean) on June 17, 1893, canoeing across the northeastern edge of the North American continent, arriving at Fort Chimo (now Kuujjuaq) on August 27, 1893. They departed Fort Chimo by steamer for Rigolet on the Labrador coast and the Hudson Bay Company post at North West River in the fall of 1893. On March 6, 1894 the party started up the Grand (now Churchill) River continuing through large central lakes into the Ashuanipi river system in western Labrador, then out via the Attikonak River to the Romaine River and finally the Saint Jean river system to arrive at Mingan on the north shore of the St. Lawrence River on August 23, 1894. Low described their fifteen-month journey as having covered over 8700 km including 1600 km on foot, over 4700 km in canoe, 800 km by dog team and 1600 km by steamer. The report from the expedition provides a compendium on the natural history of the region as well as the first geological maps. In terms of economic and scientific results, the greatest was documentation of the vast iron ore deposits of western Labrador; a world-class mining district that has been producing for sixty-three years since 1954. Since the late 1940s Western countries have regularly used sanctions, embargoes and other similar instruments to counter the development of the Soviet and, after 1991, the Russian energy industry. The author tries to answer two research questions: what provokes such a policy of the West: political rivalry or economic competition? Has the West changed its attitude to the Russian energy industry after the end of the Cold war? The first part of the study covers the years of the Cold war; the second part is devoted to the period following the collapse of the USSR. The article deals with generic approaches of Western countries to the Soviet and Russian energy industry, as well as their stances on major oil and gas pipelines, including the «Druzhba» (or the «Friendship») oil pipeline, the Soyuz gas pipeline, The «Urengoy – Pomary – Uzhhorod» (or the West-Siberian) gas pipeline, the Nord Stream 1,2 gas pipelines. The author came to the following conclusions. The main inspirer of sanctions and other restrictive measures of the West against the Soviet and Russian energy industry has always been the United States of America. The core motive of such behavior has been political rivalry, although in certain periods (for example, in the 1950s-1960s, 2010-ies) the United States may also be driven by economic competition or the desire to ensure the interests of its energy companies. Western European countries have often been in solidarity with the American actions against the Soviet or Russian energy complex. However, when their strategic interests are affected (for example, in case of construction of the Urengoy – Pomary – Uzhgorod and Nord stream 2 gas pipelines), they can resist the dictates of Washington. This is due both to pressure from Western European business interested in cooperation with the USSR or Russia in the energy field, and a strong desire of Western European countries to diversify oil and gas supplies from the Middle East and to solve some other energy problems, for instance, to mitigate transit risks associated with Ukraine. Overall, the end of the Cold war has not radically changed the policy of the West towards the Russian energy industry.

The article addresses the priorities of US relations with Germany. The victory of Joseph Biden and Democratic Party on the elections of 2020 signified quite radical twist in US foreign policy. The election slogan «America is back» which won the White House for the Democratic Party and Congress, means restoration of transatlantic relationship, damaged by the previous administration. Germany has a special place in this process. Elections in Germany in 2021 resulted in a victory of a Social Democratic Party. Decision making in Washington on Relations with Germany are influenced by many factors, including those related to domestic policies and international relations. Domestically there have appeared contradictions between Democratic and Republican parties on a number of priority issues on the bilateral agenda. In particular, the main differences were related to the Nord Stream 2 project. The situation in Afghanistan remains an urgent problem for both sides. It is noteworthy that following the results of the last elections in the United States, the German Caucus again became active in Congress, including both democratic and republican politicians. It is clear that Biden’s administration pursues the developing of economic ties with Germany.

In 1910, despite low membership and limited funds, the Icelandic Lutheran Synod of America began directly supporting mission work in Asia. It first sponsored a Danish missionary who was serving in India and later commissioned one of its own members, Steingrímur Octavius Thorlakson (1890–1977), to carry out missionary work in Japan, where he ended up serving for 25 years, from 1916 to 1941. Although the synod’s Asia initiative was well known within the Icelandic community, as was Octavius himself during his lifetime, the venture has not become a substantial chapter of the history of Icelanders in North America. The aim of this article is twofold: first, to shed light on the background and nature of the Icelandic Synod’s missionary enterprise in Asia, and second, to examine the initiative and Octavius’ career from the perspective of mobility and international influences in the early 20th century. En 1910, malgré un faible effectif et des fonds limités, le synode luthérien islandais d’Amérique (Icelandic Lutheran Synod of America) entreprit de soutenir directement le travail missionnaire en Asie. Paleogeographic reconstructions of Paleozoic time are presented for the northwest margin of the West-African Craton. An extensional regime and a marine transgression were dominant during the Early Cambrian. During the Middle Cambrian, the Rokélides orogen was responsible for the sea regression to the south, while the proto-Atlantic opening was active to the north of the Reguibat shield. A large stable marine platform was present during Early and Middle Ordovician. A general regression and the formation of the West-African Inlandsis took place during the Late Ordovician. During Silurian time, this sea transgressed over most of the African platform. Incipient Hercynian deformations during the Early Devonian produced horsts and grabens in Morocco. At the end of the Devonian and the beginning of the Carboniferous, the sea was restricted to isolated basins and tectonic trenches. Collision between West Africa and North America during the Late Carboniferous transformed the Lower Paleozoic margin into an Hercynian orogenic belt, whose structure is controlled by the presence of crustal blocks, generated as early as the Cambrian, and probably reflecting, in turn, older Panafrican zones of weakness. Grazie al supporto teorico offerto dal lavoro di studiosi quali Serenella Iovino, Serpil Oppermann, Ursula Heise e Rob Nixon, quest’articolo evidenzia la sensibilità postmoderna di Malerba verso l’ambiente e la sua maestria nel raffigurare il rapporto complementare esistente tra l’essere umano e la natura, tra l’umano e il non-umano. Dalle pagine di questi testi odeporici emerge, con forza, la figura di un uomo sensibile, intelligente, curioso, ironico e attento alle storie di tutti quegli esseri ignoti di passaggio sul pianeta Terra. Le osservazioni di Malerba non cadono mai in localismo nostalgico e tantomeno in “utopia regressiva” (Parole al vento 230). Large areas of S-E of Asia (Bangladesh), East of Europe (Hungary, West of Romania, Serbia), Nord and South America contain deep ground waters contaminated with arsenic. In these areas the quantity of arsenic in deep aquifers exceeds maximum allowed concentration of 10 �g/L. In order to use these water sources new adsorbent materials are required for their treatment. A composite material based on carbon and iron-oxide (used as surface modifier) present many advantages such as: chemical stability, higher removal efficiency, possibility of regeneration and very good selectivity for As(V) ions due to presence of iron-oxide particles onto the surface. The purpose of this study was to develop a new method to obtain a composite material using cellulose and soluble starch as carbon sources for the adsorbent material and iron chloride as precursor for the surface modifier. Produced composite material was characterized using several methods: TG-DTG, SEM, EDX, RDX and FT-IR. During experimental test obtained adsorbent material was used as adsorbent for As(V) removal form aqueous solutions. Arsenic residual concentration was measured using ICP-MS method. Maximum adsorption capacity obtained for adsorption experiments was 280 �g As (V)/g of adsorbent material.

Résumé.En décembre 1977, le gouvernement du Québec, formé par le parti québécois (PQ), modifiait la Charte des droits et libertés de la personne pour y ajouter l'orientation sexuelle comme motif illicite de discrimination, devenant ainsi le premièr gouvernement en Amérique du Nord à interdire la discrimination pour cause d'orientation sexuelle. Le présent texte analyse les raisons pour lesquelles le gouvernement du PQ a agi avec autant d'avant-gardisme en cette matière. Il repose sur l'argument suivant lequel le mouvement des lesbiennes et des gais au Québec a bénéficié d'une conjoncture favorable, tissée d'opportunités de nature politique et culturelle, afin de décrocher une protection de l'État contre la discrimination.Abstract.In December 1977, the Quebec government, formed by the Parti Québécois (PQ), amended the Quebec Charter of Human Rights and Freedoms to include sexual orientation as a prohibited ground for discrimination. Quebec thus became the first jurisdiction in North America to prohibit discrimination on the basis of one's sexual orientation. This paper examines the reasons why the PQ government was ahead of everybody else in this matter. It argues that the Quebec lesbian and gay movement benefited from a coincidence of political and cultural opportunities that played in its favor in order to secure legal protection against discrimination.

Abstract:
At its title indicates, the purpose of this article is to determine what the significance of the preamble of the British North America Act is; that is to say, what influence the preamble of the B.N.A. Act can have in the interpretation of that law. In the first part of this article, Mr. Sormany discusses the fundamental points necessary for the study of the subject, i.e., the formal nature of the preamble of the B.N.A. Act, the analysis of its text, and the interpretation given it by the courts. . . In the second part, he discusses the focal point of his paper — the constitutional importance of the preamble of the B.N.A. Act. More precisely, Mr. Sormany considers that the preamble of the B.N. A. Act can only have an importance that is essentially interpretation in nature. This is derived from the fact that it is no more than the preamble of a law and that, because of that, its significance is limited. Then the analysis of the text of the preamble of the B.N.A. Act makes it possible to determine the exact significance of each of its four paragraphs, and to decide which of these are susceptible of having some significance. For example, in the course of this analysis the author explains that the part of the preamble of the B.N. A. Act which mentions the Constitution of the United Kingdom implies that the Constitution of Canada incorporates the principle of the supremacy of parliamentary law, that is, a fusion of the sovereignty of parliament and of the Rule of Law. Mr. Sormany also explains why, according to him, certain parts of the preamble of the B.N.A. Act, such as the third and fourth paragraphs, are not of constitutional significance. Finally, the author completes this first section with a review of the jurisprudence relative to the preamble of the B.N.A. Act. The purpose of this review is to indicate in which cases and in what fashion the preamble of the B.N.A. Act has been invoked. Therefore, this review is not an analysis of this body of jurisprudence. The analysis of the most important cases appears in section 2. Nevertheless, this review permits one to determine that the preamble of the B.N.A. Act was not invoked only as an affirmation of certain civil liberties (Reference re Alberta Statutes,Saumur, Switzman, Hess, etc. . .) but also, for example, as a reference to the principle of parliamentary supremacy (Persons' Case), and as a recognition of the status and powers of the Lieutenant-governor (In re TheInitiative and Referendum Act). At the start of the second section, Mr. Sormany focuses on the parts of the preamble, which are susceptible of having constitutional significance in the light of his discussions in section 1. According to him, three points emerge from the preamble of the B.N. A. Act, and each of them is the subject of a sub-section. In the first sub-section, the author demonstrates that if one can perceive a reference to the theory of the pact, or to the Quebec and London Resolutions, in the preamble, then in none of its aspects can the preamble have a significance at the juridical level. On the other hand, in the second sub-section, Mr. Sormany concludes that, in spite of its apparent ambiguity, the part of the preamble which refers to the Constitution of the United Kingdom has a very important constitutional significance because it constitutes the only affirmation in the B.N.A. Act of one of its basic principles which is the principle of the supremacy of Parliamentary law. The author analyses why case law has given an entirely different significance to this part of the preamble, finding in it either an affirmation of certain civil liberties, the recognition of the status and of the powers of the Lieutenant-governor, or again, a reference to the principle of Ministerial responsibility and the independence of the courts. Finally, in the third sub-section, Mr. Sormany demonstrates that the preamble of the B.N. A. Act does not possess any constitutional significance in so far as the affirmation of the principle of federalism is concerned. This conclusion is based on the fact that the intent of the B.N.A. Act is sufficiently clear in that question and that the preamble does not add anyting in this respect. This study is thus an exhaustive analysis of the constitutional significance of the preamble of the B.N.A. Act, and it is on this basis that its originality is founded. In effect, although it is a question of a part of the B.N.A. Act which is susceptible of having some influence on constitutional law, and in spite of the declaration of principles which it makes, to date, the preamble of the B.N.A. Act has never itself been the subject of specific analysis.
