Abstract:
This study aimed at investigating the concept of absurdity in A Doll’s House by Henrik Ibsen. Henrik Ibsen’s play A Doll’s House is the primary source in the present study. The data that is applied in this paper belongs to library studies and research since the focus is on or literary works and materials. The results showed that miscommunication is one of the themes of absurdity, which was identified in the present play. There is a master-slave relationship, one of the themes of absurdism, between Nora and Helmer, which can be traced in the play. Materialism is also portrayed in the play as one of the themes of absurdism. The relationships between characters are based on profit. Telling lies, which can be a sign of absurdism, is shown in the play.

Abstract:
In the 1960s, the spectrum of themes in Latvian poetry expanded. During this decade, more than thirty authors release their first collection of poems. Contextually, a large part is still taken up by ideologically engaged themes. This applies to both poetry in general and specifically 1960s debut poem collections. The characteristic themes influenced by the ideology are: the interpretation of the events of World War II, the formation of Soviet life, the admiration of science and technological advancements, depictions of the bad non-socialist “Pre-Soviet” past, criticism towards the capitalist world, praise for the revolutionary processes and personalities from abroad, the motif of friendship between the Soviet socialist republics and the peoples of other socialist countries, et al. However, the distancing from the principles of socialist realism and propaganda is used via different routes: by recognizing one’s local identity, emphasizing the theme of nature, daring to express intimate lyrics, echoing cultural personalities around the world. The attitude of the opposition towards the regime is only possible in subtexts and free-minded associations. The attempt to reveal the problems and negative aspects of Soviet life can be seen in several debut poets’ works. Less ideologized poetry appears in the first books by Aivars Neibarts, Nora Kalna, Egils Plaudis. Already in her very first works, Ārija Elksne writes poetry mostly about her individual experience. Nevertheless, the 1960s poetry written by debut poets is mostly integrated within the Soviet ideological system.

Abstract:
AbstractThis article examines the music criticism of Nora Douglas Holt, an African American woman who wrote a classical music column for the Chicago Defender (1917–1923) and published a monthly magazine, Music and Poetry (1921–1922). I make two claims regarding the force and impact of Holt's ideas. First, by writing about classical music in the black press, Holt advanced a model of embodied listening that rejected racist attempts to keep African Americans out of the concert hall and embraced a communal approach to knowledge production. Second, Holt was a black feminist intellectual who refuted dominant notions of classical music's putative race- and gender-transcending universalism; instead, she acknowledged the generative possibilities of racial difference in general and blackness in particular. I analyze Holt's intellectual commitments by situating her ideas within the context of early twentieth-century black feminist thought; analyzing the principal themes of her writing in the Chicago Defender and Music and Poetry; and assessing her engagement with a single musical work, Tchaikovsky's Symphony No. 4 in F Minor, op. 36. Ultimately, Holt's criticism offers new insight into how race, gender, and musical activity intersected in the Jim Crow era and invites a more nuanced and capacious understanding of black women's manifold contributions to US musical culture.

Abstract:
This study aims to investigate how patriarchy creates impediments in the way of women’s monetary empowerment. Further, it aims to analyze man-made restraints in property share and economic-led opportunities. For this, two diverse societies of Pakistan and Norway have been examined and research is framed under the notion of Marxist feminism. Marxist feminists believe in and work on equal door of chances for both genders in earning their livelihoods. In The Holy Woman by Qaisra Shahraz and A Doll’s House by Henrik Ibsen, female protagonists Nora and Zari Bano suffer from and struggle against the economic constraints and become source of inspiration for others. Authors openly criticize patriarchy and its role in making women economically weak. In a parallel fashion, both find their ways to acknowledge women’s role in economic sphere in their respective societies of East and West. At the end, in given circumstances both female major characters discover financial independency and take stand against capitalism. Thus, they break the chain of making women subordinate against the monetary gain in the society. Research is descriptive in nature and adopts a qualitative approach to explore the required themes through textual examination.

Abstract:
This paper examines how men and women have been conventionally portrayed in gender stereotypes in various genres among different cultures through centuries in world literature, with reference to the classical Shakespearean play Macbeth (1606) by the British playwright William Shakespeare, the Hollywood road movie Thelma and Louise (1991) directed by Ridley Scott and A Doll’s House (1879) written by the Norwegian dramatist Henrik Ibsen. The research will explore the common themes embodied by the notion of gender almost in all literature work in the world which include patriarchy and order, masculinity and femininity, fabrication of identities, and binary opposition with the close textual analysis of the process of self-discovery and empowerment by the female protagonists, Lady Macbeth in Macbeth, Thelma and Louise in Thelma and Louise and Nora in A Doll’s House through the eyes of the male authors, namely playwrights and film director. By comparing the fates of aforementioned female protagonists in the three endings, the actual autonomy that women can take the lead in their life or act outside the normalized gender binaries is further studied. With the analysis of the literary devices and the depiction of the female characters’ psychological change with the visualization of symbols and attires in the texts, the relationship between form and content is also investigated. There is also the discourse analysis on the use of gendered language through soliloquies and dialogues, implication of gender roles in society and culture and the consequences of these females in transcending the gendered roles.

Artykuł to kontynuacja rozdziału Priorytet odstraszania i ocean światowy – dwie tezy o uwarunkowaniach bezpieczeństwa Polski z książki zbiorowej Współczesne wyzwania bezpieczeństwa Polski, WAT 2015. Polska polityka i strategia obronna może korzystać z synergii czterech tez: 1. Wskutek nierówności potencjałów i braku głębi strategicznej naturalnym priorytetem Polski jest odstraszanie. Trzeba wzmacniać odstraszanie nuklearne i konwencjonalne przez NATO i rozwijać narodowe siły odstraszania, będące zarazem wkładem do potęgi NATO i UE. 2. Polska powinna aktywnie korzystać z położenia nad morzem zgodnie z myślą Mahana, geopolityką i strategią NATO. Sprzyja Polsce członkostwo w UE, NATO i OECD. 4. Połączyć trzeba dwa historyczne polskie programy geopolityczne – piastowski (zachodni) i jagielloński (wschodni) – w pojedynczy program euroatlantycki.

In the essay, I make an attempt to present several ways, in which the Western canon of literature, music, and cinema has influenced Noc Walpurgi. With regard to this, Marcin Bortkiewicz’s film turns out to be a work made of many citations, in Walter Benjamin’s terms, drawn extensively on Goethe’s Faust, Mann’s The Magic Mountain, Bulgakov’s The Master and Margarita, Wagner’s Ride of the Valkyries, and Puccini’s Turandot, and the film noir poetics elaborated in the 40s and 50s of the twentieth century. Based on Magdalena Gauer’s monodrama Diva, Noc Walpurgi illuminates in the highly expressionist manner an alienated, cynical, and despotic psyche of Nora Sadler, a great opera singer, who is tormented by the Holocaust past.

Abstract:
Inspired by the development of a collaborative plan on understanding wildland fires, their interaction with weather and the built environment, the National Institute of Standards and Technology (NIST) and the National Oceanic and Atmospheric Administration (NOAA), both within the U.S. Department of Commerce, completed a more comprehensive collaborative plan entitled “Disaster Resilient Communities: A NIST/NOAA Partnership” during the winter of 2006. This plan addresses, in addition to wildland fires, the effects on the built environment of winds (hurricanes, tornadoes, and straight-line thunderstorm-generated winds), storm surge, tsunamis, and earthquakes. Since most of the structural risks appear in coastal areas of the U.S., the plan provides some emphasis on coastal communities. The plan also has two cross-cutting themes: 1) Multi-hazard failure analysis and mitigation and 2) community scale damage forecasting, including loss estimation methodology. This paper provides an overview of the NIST-NOAA plan with a focus on the components of the plan that address issues related to the resiliency of coastal communities.

Abstract:
Abstract. An unusual event of deep injections of >30 keV electrons from the radiation belt to low L shells (L<1.2) in the midnight–dawn sector was found from NOAA/POES observations during quiet geomagnetic conditions on 1 August 2008. Using THEMIS observations in front of the bow shock, we found transient foreshock conditions and interplanetary magnetic field (IMF) discontinuities passing the subsolar region at that time. These conditions resulted in generation of plasma pressure pulses and fast plasma jets observed by THEMIS, respectively, in the foreshock and magnetosheath. Signatures of interactions of pressure pulses and jets with the magnetopause were found in THEMIS and GOES measurements in the dayside magnetosphere and ground magnetogram records from INTERMAGNET. The jets produce penetration of hot magnetosheath plasma into the dayside magnetosphere, as was observed by the THEMIS probes after approaching the magnetopause. High-latitude precipitations of the hot plasma were observed by NOAA/POES satellites on the dayside. The precipitations preceded the >30 keV electron injections at low latitudes. We propose a scenario of possible association between the phenomena observed. However, the scenario cannot be firmly supported because of the lack of experimental data on electric fields at the heights of electron injections. This should be a subject of future experiments.

Abstract:
Abstract Increasingly, the means of engaging young people in constructive public debate and democratic society has shifted to online digital media platforms. This assumes that participants have the necessary media literacy skills to engage in a meaningful way. We discuss how and to what extent responses in an online blog elicited by two different scenes from the popular youth television series Skam [Shame] demonstrate agonistic deliberation and media literacy in digital dialogue spaces. Our study includes an analysis of the rhetorical characteristics of the dialogues; the mapping of key themes that characterise reactions of blog commentators in the online discussions; and a discussion of the characteristics of – and degree of deliberation in – online comments. We propose that narratives which employ agonistic deliberation around pertinent social themes are most likely to encourage and elicit public engagement that moves beyond emotional outbursts, reflecting a deeper consideration of the themes and topics.

Abstract:
This doctoral thesis, entitled roman baths of North Africa, is structured in five parts. The first one sets out the problem of method, of architectural and historical nature. The second part deals with the making of bathing buildings, both public and private, or related to a gymnasium, during classic and Hellenistic periods, as well as to the invention of new technics of heating leading to the creation of a new type of bath building. The third part is a catalogue of roman baths in North Africa, collecting scattered data in bibliography and results of our field research. On these bases, the fourth part analyzes the African bath architectures, connecting them with the facts of economic and political history that we dispose of. In a selective way, the investigation is driven right into the middle age, so as to better seize the ruptures that have happened. The fifth part tries to prove the contribution of bath studies to urban history, and to seize the multiple functions taken on by these monuments, essential scenes of life in the city. A corpus of African latin inscriptions concerning baths closes the work

Abstract:
William gilmore simms, an ante-bellum planter and writer of south carolina, published several works of short stories. His stories of the south, are among his best achievements in short fiction : many of them, collected in the wigwam and the cabin, published in 1845, provide a colorful picture of the southern states in the first half of the 19th. Century and a vivid portrayal of their inhabitants, often drawn from first-hand experience and observation. In these stories, facts and fiction often combine to give a picture of the south which is at once genuine and mythical : they build up an image of a society progressing toward an ideal, the plantation serving as a kind of microcosm for an ideal social organization. Hence, simms's short fictionpartakes of the myth of the old south in so far as it transcends mere reality. In his fiction, william gilmore simms turns out to be a writer deeply concerned with the art of the short story. His stories are carefully built up in order to achieve a pre-conceived effect or "design". His skilfull handling of characters and situation, his use of dialect, his close descriptions, his racy and pungent humor, and his carefully wrought out plots make him rank among the great pioneers of the short story in american literature. His use of folkish materials and local scenery and characters to dramatize universal themes makes him a forerunner of the local colorists and of the great writers of modern southern literature

In Mauretania tingitana, numerous other bathing establishments are known, at Volubilis, Banasa, Thamusida, Lixus, Sala, Dchar Jdid, several of these provide comparisons for the first century of our era. They were constructed during the period of rapid development which occured in this province under the flavians: the result of a sound defensive system and the reorganization of the administration. This development was a consequence of economic growth, that may be traced through importations, and that led to higher density of the rural sectors and also to new urban construction campaigns

Abstract:

Abstract:
This thesis studies the decoration of baths in the 2nd-5th c. CE Algeria. The research studies edifices either published or kept in archives, including photos, plans and archaeological reports, and is equally based on fieldwork, revealing data firstly dealt with in this work. No scientific study of baths and their decorative programs has been conducted prior to this research. After a comprehensive study of the state of research of baths and their decoration in North Africa, these discovered in Algeria were thoroughly studied to constitute part of the larger context. Thus typology of the plans, chronology, and the place of baths in the urban tissue where also taken into consideration. Inscriptions found in various baths in North Afiica, including these of Algeria were newly studied, to reveal further indispensable information and to widen our knowledge of the materials used, the specific terminology, the patrons, the decoration, etc. The present research concentrat on two topics: first, the different types of decoration, floor as well as walls, were analyzed in view of their technique, iconography, and which part of the bath they were decorating. Second, statues found in the baths, which were studied according to their subject matter and their specific placement. The reading of the different decorative systems enabled to put the decoration in its architectural context and to disclose the particular elements characterizing baths worldwide as well as their specific regional and local manifestations. Following the analysis of the architectural elements of baths and their embellishment, the research tried to establish the coherence between both function and decoration

Abstract:
The study of james baldwin's works reveals sometimes a very calvinistic conception of life, namely the belief in predestination which is a drawback to any development and self-confidence of the individual. "the theme of the fall among africans and black americans", is a study of the condition of blacks in james baldwin's works in life. Abstract:

Abstract:
This paper attempts to provide a model for meaning by reading the overlay as potential in a banal – if not bizarre – contemporary project: a Chinese theme park in Orlando Florida. Proposed to prospective visitors as “Authentic” it is in fact an extraordinary collision of temporally and culturally distant spatial concepts and building practices. This paper uses an experimental ‘witnessing7 of the park to lay out a series of spacio-conceptual models for travel as power. These range from looking at the theme park as a Chinese propaganda tool, through Bachelard’s concepts of miniaturization and collection, empirical (Chinese) versus theoretical (American) standards for life safety, spatial strategies of 1 lth century Dream Journey Scrolls, and Feng Shui (the art of Placement) The changing nature of architectural practice instigates a movement from building representations of singular architectural ideas to the constructions of more complex ‘programmatic fields.’ We need neither despise nor formally caricature the polyglot programmatic shifts and collisions of our time. This paper takes a hopeful stance, maintaining that the overlay of resonant paradigms provides an opportunity not realized, perhaps, in the existing construction.

Richard Morse (1922-2001) published the book From community to metropolis, the biography of São Paulo, in 1954, in celebration of the fourth centenary of the city. The book, now a classic, was conceived between his training in the United States and his field research in São Paulo. This article intends to draw parallels between the urban and cultural conditions of Sao Paulo and New York in the 40’s and 50’s and the narrative structure of the book, pointing out that Morse brings form America to the formulation of the problem faced in the thesis - the urban evolution from community to metropolis - and that he makes in the search experience in a city undergoing metropolis.

Abstract:
Domain generalization (DG) aims at generalizing a classifier trained on multiple source domains to an unseen target domain with domain shift. A common pervasive theme in existing DG literature is domain-invariant representation learning with various invariance assumptions. However, prior works restrict themselves to an impractical assumption for real-world challenges: If a mapping induced by a deep neural network (DNN) could align the source domains well, then such a mapping aligns a target domain as well. In this paper, we simply take DNNs as feature extractors to relax the requirement of distribution alignment. Specifically, we put forward a novel angular invariance and the accompanied norm shift assumption. Based on the proposed term of invariance, we propose a novel deep DG method dubbed Angular Invariance Domain Generalization Network (AIDGN). The optimization objective of AIDGN is developed with a von-Mises Fisher (vMF) mixture model. Extensive experiments on multiple DG benchmark datasets validate the effectiveness of the proposed AIDGN method.

The article takes the concept of dialectical utopianism presented in the book by David Harvey Spaces of Hope to propose ethnographic research with the townspeople in social living spaces located on Via Light in Nova Iguaçu, as processes in spatial forms of sociability. The theme of the research focuses on the places of social interaction that produce the intensification of uneven geographical development in terms of standard of living and prospects in order to reflect on the contemporary cultures muted. The pressures of building procurement frequently leave us with an Architecture bereft of meaning and constructional coherence. It is also a fact that in the field of technology, the means exist to resolve this problem. The rate of technological advance is breathtaking. In education there is neither the resource nor the hardware to fully take advantage of the latest technology. We believe that a role is not being fulfilled in Schools of Architecture in this respect and that new teaching tools must be developed now. We will develop this thesis through a discussion of our own proposal for a computer based teaching package, allowing an exploration of architectural form through the process of analytical and aesthetic manipulation of components.

Nowadays, with the thrive of AutoML techniques, it is expected that Machine Learning algorithms will work well without any human intervention. This is why the biggest focus is on introducing new neural network architectures, especially those capable of learning to learn. Recently, the Data-Centric AI Challenge was proposed by Andrew Ng whose goal was to change the paradigm and instead of having a fixed dataset and modifying the model, now the model is fixed and the data is preprocessed so that the model results in the best performance. In my thesis, I would like to focus on another approach, where I would not modify the given data nor introduce new architectures, instead, I would like to propose new ways of injecting additional information into knowledge transfer models to increase their performance.

Abstract:
Abstract: This paper introduces the concept of diagonal time as an interpretive category for understanding composition strategies and spatial effects in certain projects of Le Corbusier. It is organized around two propositions: first, there is a largely untheorised temporality created in certain works of modernist architecture and those of Le Corbusier in particular; second, this temporality can be characterized as one not bound to a vision in motion nor does it require a body’s movement to gain presence. In order to test these propositions the paper undertakes a formal analysis of Le Corbusier’s Visual Arts Center, Cambridge, Massachusetts (1960-1964). The Visual Arts Center’s apparent reliance on movement for its coming into being is interrogated by focusing on other devices and strategies. Four such strategies are explored: oblique and transverse form relationships, expressive volumes, figure/ground ambiguities, and voided centres. Building on the archival and critical-historical work of Curtis and Sekler, the paper advances a line of inquiry into modernist architecture’s trajectory only alluded to in secondary scholarship, contributes to understanding key formal elements in an important building from Le Corbusier’s late period, and addresses a major conference theme, that of the transversal. Keywords: architecture; composition; Le Corbusier; space; temporality; Visual Arts Center. DOI: http://dx.doi.org/10.4995/LC2015.2015.647

Abstract:
If we look at the literature about judicial decision-making and interpretation of law, we can find many texts which are dedicated to legal arguments, logic and legal reasoning – in those texts the rationality, analytical and logical thinking is glorified and an interpretation seems ‘just’ as a logical operation where judges subsume certain facts under general legal norm or norms, those norms are formulated linguistically, so it seems that the whole job of judges is to analyze texts. What we can see more rarely are discussions and texts exploring the role of intuitions, feelings and emotions and their role in judicial decision-making – at least in the Czech Republic. Those of our faculties are seen as the source of bias and distortion. Even if we look to the past, those themes are not so common among legal theorists and philosophers – especially in our tradition where we are still influenced by Hans Kelsen and František Weyr and their normative theory – but we can find exceptions and those are the American legal realists. In this paper, we will show that their observations and insights seem to be right. How can we know it? Because in last decades cognitive scientists have made big progress in the area of decision-making and it seems that we are not so rational as we thought us to be. They have explored that our thinking does not take place only through the deliberative system but, surprisingly, there is also another one system which influences our decisions. This system is automatic, fast, and intuitive – some call this system S1, Seymour Epstein an experiential system. This automatic system is more influential than our deliberative system because it is always heard – we can use Jonathan Haidt’s metaphor of an elephant and a rider. S1, the intuitive, experiential system, is an elephant and S2, the deliberative, analytical system is the rider – in legal theory, we have talked about the rider a lot but we do not explore the elephant sufficiently. This paper will try to uncover the nature of the elephant.

Abstract:
In the last few years there has been a large effort for analysing the computational properties of reasoning in fuzzy Description Logics. This has led to a number of papers studying the complexity of these logics, depending on their chosen semantics. Surprisingly, despite being arguably the simplest form of fuzzy semantics, not much is known about the complexity of reasoning in fuzzy DLs w.r.t. witnessed models over the Gödel t-norm. We show that in the logic G-IALC, reasoning cannot be restricted to finitely valued models in general. Despite this negative result, we also show that all the standard reasoning problems can be solved in this logic in exponential time, matching the complexity of reasoning in classical ALC.

Durling, P. W. Seismic reflection interpretation of the Carboniferous Cumberland Basin, Northern Nova Scotia. Natural Resources Canada/CMSS/Information Management, 2023. http://dx.doi.org/10.4095/331223.

Full text
Abstract:
An interpretation of approximately 1700 km of seismic data was completed in 1996. The seismic analysis, together with well information and geological map data, were used to map thirteen seismic horizons in the Cumberland Basin. Ten of the horizons were mapped only in limited areas, whereas three horizons could be mapped regionally. These are: BW (base of the Windsor Group), BP (base of the Boss Point Formation), and PG (base of the Pictou Group). The BW horizon is the deepest regional horizon mapped. The horizon generally dips southerly toward the Cobequid Highlands. It is affected by faults adjacent to the Scotsburn Anticline and the Hastings Uplift; the horizon was not recognized over part of the uplift. On the seismic reflection data, the horizon varies between 500 ms and 3200 ms two-way travel time (approximately 800-7600 metres) and rocks corresponding to this horizon do not outcrop in the basin. The BP and PG horizons can be traced to outcrop on the flanks of the major anticlines. Time structure maps of these horizons mimic the distribution of synclines mapped from outcrop geology. The BP horizon is affected by more faults and is more tightly folded than the PG horizon south of a major fault (Beckwith Fault). North of the Beckwith Fault, both horizons are essentially flat and not deformed. Several geological relationships were documented during this study. A thick (up to 1600 m) clastic unit was recognized in the central portion of the southern margin of the Cumberland Basin. It is interpreted as Windsor Group equivalent. Seismic reflections from within the Falls and Millsville conglomerates were recognized and suggest that these rocks correlate with the Windsor Group. Seismic profiles that cross the southern margin of the Cumberland Basin image parts of the asement complex to the south of the basin (Cobequid Highlands) and show reflection patterns consistent with mountain fronts. The seismic data image the folded and faulted Cobequid Highlands basement complex, which is interpreted as a thrusted structural wedge.

Levesque, Justine, Jordan Babando, Nathaniel Loranger, and Shantel Johnson. COVID-19 prevalence and infection control measures at homeless shelters and hostels in high-income countries: a scoping review. The Homeless Hub, York University, December 2021. http://dx.doi.org/10.25071/10315/38850.

Full text
Abstract:
Background: The COVID-19 pandemic has disproportionately impacted homeless populations and service workers, especially within homeless shelter/hostel settings. To date, there have been few evidence syntheses examining outbreaks of COVID-19 among both homeless shelters residents and service workers, nor has there been a critically engaged summary of relevant infection control and prevention (IPAC) measures. This scoping review offers a timely and much-needed synthesis of COVID-19 prevalence within homeless shelters and a review of current and pertinent IPAC measures. Methods: We conducted a scoping review in June 2021 that synthesized academic and grey literature published from March 2020 to July 2021 pertaining to 1) the prevalence of COVID-19 among both residents and staff in homeless shelters and hostels in high-income countries, and 2) COVID-19 IPAC strategies applied in these settings. Two reviewers independently screened the results of the literature search of several databases that included MEDLINE, PsycInfo, and the WHO’s COVID-19 Global Health Portal. All the extracted data was mapped, categorized, and thematically discussed. Results: Thematic analysis of included literature revealed five key themes: 1) the demographics of COVID-19 in homeless shelters, 2) asymptomatic spread, 3) pre-existing vulnerability of the homeless and shelters, 4) the limited application of IPAC, and 5) IPAC effectiveness. Conclusion: This review offers a useful glimpse into the landscape of COVID-19 outbreaks in homeless shelters/hostels and the major contributing factors to these events. The scoping review revealed that there is no clear indication of generally accepted IPAC standards for homeless populations and shelter care workers. This review also illustrated a great need for future research to establish IPAC best practices as well as additional resources for shelter systems to protect residents and staff at homeless shelters/hostels in high-income countries. Finally, the findings from this review reaffirm that homelessness prevention is a key to limiting disease outbreaks, and the associated negative health outcomes in shelter populations.

Abstract:
This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.

Rine, Kristin, Roger Christopherson, and Jason Ransom. Harlequin duck (Histrionicus histrionicus) occurrence and habitat selection in North Cascades National Park Service Complex, Washington. National Park Service, April 2022. http://dx.doi.org/10.36967/nrr-2293127.

Abstract:
Harlequin ducks (Histrionicus histrionicus) are sea ducks that migrate inland each spring to nest along fast-flowing mountain streams. They are considered one of the most imperiled duck species in North America and occur in two distinct populations on the Atlantic and Pacific coasts. The Pacific coast population includes Washington State, where harlequin ducks breed in the Olympic, Cascade, and Selkirk Mountains. This species is designated as a Management Priority Species by the National Park Service within North Cascades National Park Service Complex (NOCA). This report summarizes harlequin duck surveys conducted during 15 years across a 27-year period (1990 and 2017) on major streams within NOCA, and incidental observations collected from 1968–2021. The primary objectives of these surveys were to 1) document the distribution and abundance of harlequin duck observations within NOCA boundaries, 2) describe productivity (number of broods and brood size), 3) describe breeding chronology of harlequin ducks, and 4) describe habitat characteristics of breeding streams. Sixty-eight stream surveys over 15 years resulted in observations of 623 individual harlequin ducks comprising various demographics, including single adults, pairs, and broods. In addition, we collected 184 incidental observations of harlequin ducks from visitors and staff between 1968–2021. Harlequin ducks were observed on 22 separate second- to sixth-order streams throughout NOCA across the entire 53-year span of data, both incidentally and during harlequin duck surveys by Park staff. Harlequin ducks were detected on 8 of the 13 streams that were actively surveyed. Excluding recounts, 88.7% (n = 330) of individual harlequin duck observations during surveys occurred in the Stehekin River drainage. Between all surveys and incidental observations, 135 unpaired females without broods were sighted across all NOCA waterways. Thirty-nine broods were recorded between NOCA surveys and incidental observations, with a mean brood size of 3.61 (± 1.44 SD; range = 2–10). Breeding pairs were recorded as early as April 5 and were seen on streams until June 15, a period of less than seven weeks (median: May 2), but most pairs were observed within a 3-week span, between April 26 and May 17. Single females (unpaired with a male, with (an)other female(s), or with a brood) were observed on streams between April 26 and August 25 (median: July 3), though most observations were made within a 5-week period between June 12 and July 19. Habitat data collected at adult harlequin duck observation sites indicate that the birds often used stream reaches with features that are characteristic of high-energy running water. While adults occupied all instream habitat types identified, non-braided rapids and riffles were used most frequently, followed by pools and backwaters. Larger instream substrate sizes (cobbles and boulders) were present at most observation sites. Adult harlequin ducks were more often found at locations that lacked visible drifting or lodged woody debris, but drift debris was a slightly more abundant debris type. The presence of gravel bars and at least one loafing site was common. Adult harlequin ducks were more often observed in association with vegetation that offered some cover over the channel, but not where banks were undercut. The average channel width at adult observation sites was 34.0 m (range: 6-80 m; n = 114) and 27.6 m (± 15.7 m; range: 10-60 m; n = 12) at brood observation sites. Compared to adult harlequin duck sites, broods were observed more frequently in low velocity habitat (pools, backwaters), but rarely in rapids. Cobble and boulder substrates were still the most dominant substrate type. Contrary to adult ducks, broods were observed most often observed in meandering stream channels, a morphology indicative of low gradient, low velocity stream reaches. Most broods were observed in stream reaches with gravel bars, loafing sites, and...

Kostarakos, Ilias, and Petros Varthalitis. Effective tax rates in Ireland. ESRI, November 2020. http://dx.doi.org/10.26504/rs110.

Abstract:
This article provides estimates of the effective tax rates in Ireland for the 1995-2017 period. We use these aggregate tax indicators to compare the developments in the Irish tax policy mix with the rest of the European Union countries and investigate any potential relation with Ireland’s macroeconomic performance. Our findings show that distortionary taxes, e.g. on factors of production, are significantly lower while less distortionary taxes, e.g. on consumption, are higher in Ireland than most European countries. Thus, the distribution of tax burden falls relatively more on consumption and to a lesser extent on labour than capital; while in the EU average the norm is the opposite. The descriptive analysis indicates that this shift in the Irish tax policy mix is correlated with the country’s strong economic performance.

Kaffenberger, Michelle, Lant Pritchett, and Martina Viarengo. Towards a Right to Learn: Concepts and Measurement of Global Education Poverty. Research on Improving Systems of Education (RISE), December 2021. http://dx.doi.org/10.35489/bsg-rise-wp_2021/085.

Abstract:
The idea that children have a “right to education” has been widely accepted since the Universal Declaration of Human Rights in 1948 (United Nations, 1948) and periodically reinforced since. The “right to education” has always, explicitly or implicitly, encompassed a “right to learn.” Measures of schooling alone, such as enrollment or grade attainment, without reference to skills, capabilities, and competencies acquired, are inadequate for defining education or education poverty. Because of education’s cumulative and dynamic nature, education poverty needs an “early” standard (e.g., Grade 3 or 4 or age 8 or 10) and a “late” standard (e.g., Grade 10 or 12 or ages 15 and older). Further, as with all international poverty definitions, there needs to be a low, extreme standard, which is found almost exclusively in low- and middle-income countries and can inform prioritization and action, and a higher “global” standard, against which even some children in high income countries would be considered education poor but which is considered a reasonable aspiration for all children. As assessed against any proposed standard, we show there is a massive learning crisis: students spend many years in school and yet do not reach an early standard of mastery of foundational skills nor do they reach any reasonable global minimum standard by the time they emerge from school. The overwhelming obstacle to addressing education poverty today is not enrollment/grade attainment nor inequality in learning achievement, but the fact that the typical learning profile is just too shallow for children to reach minimum standards.

Abstract:
In the area of Description Logics the least common subsumer (lcs) and the most specific concept (msc) are inferences that generalize a set of concepts or an individual, respectively, into a single concept. If computed w.r.t. a general EL-TBox neither the lcs nor the msc need to exist. So far in this setting no exact conditions for the existence of lcs- or msc-concepts are known. This report provides necessary and suffcient conditions for the existence of these two kinds of concepts. For the lcs of a fixed number of concepts and the msc we show decidability of the existence in PTime and polynomial bounds on the maximal roledepth of the lcs- and msc-concepts. The latter allows to compute the lcs and the msc, respectively.
