Abstract:
This article outlines and analyzes Israel's Gaza policy during the period from 2005 to 2010. Based on primary materials, including the testimony of Israeli officials before the Turkel Commission investigating the Mavi Marmara incident, classified documents that have come to light through Wikileaks, and Israeli government documentation, the article argues that in the wake of Israel's evacuation of the territory under its 2005 Disengagement Plan, the Gaza Strip became the object of a deliberate and sustained policy of institutionalized impoverishment. Looking at Israeli policy-making as both process and outcome, the article highlights how measures ostensibly implemented to “punish” Hamas—from the incremental tightening of restrictions to the imposition of a full blockade, in addition to periodic military assaults—have pauperized a large proportion of Gaza's more than 1.5 million inhabitants.

Abstract:
In 246 we should, as Dodds suggests, get rid of the feeble δεινς and adopt Mau's δειν κγχνης. (Dodds suggests that K was misread as IC and the resulting δειναῖς was ‘corrected’ to δεινς.) Verdenius, Mnemos. 41 (1988), 254, defends the reading of the MSS., saying that δεινς serves to distinguish the noose of punishment from that of suicide, but this is untenable: why is one noose more ‘terrible’ than the other, and who on hearing ‘worthy of the terrible noose’ would draw conclusions about it that could not be drawn from ‘worthy of the noose’? The question raised about the kind of noose is important (see below) but cannot be answered by these means.

Abstract:
AbstractNancy Cato (1917–2000) was born in Adelaide and lived there for the first half of her life. Moving to Noosa in 1967, she became known for environmental activism as well as her writing. Through research for her historical novels set in Tasmania and on the Murray River, as well as her travels in Central and Northern Australia, she developed a strong interest in Aboriginal and Torres Strait Islander peoples. She published poetry, stories, plays and journalism, as well as novels set in the Northern Territory, North Queensland, the Riverland and Tasmania. She had a painter's eye as well as a gift for lyrics and a lifelong interest in storytelling. With the emergence of eco-criticism, we can now see her diverse career as a writer as cohering around her love of the natural world and her curiosity about how human beings lived in it. This article considers her writing about her adopted country around Noosa.

Abstract:
This paper reports on a case study of the community group Zero Emissions Noosa, whose goal is for 100% renewable electricity in the Noosa Shire (Queensland, Australia) by 2026. Described within this paper are the processes used by Zero Emissions Noosa to set up their zero emissions plan, involving community engagement and the use of an external consultant. The external consultant was employed to produce a detailed report outlining how to successfully achieve zero emissions from electricity in the Noosa Shire by 2026. This paper explains how and why the community engagement process used to produce the report was just as important as the outcomes of the report itself. Modeling was undertaken, and both detailed and contextual information was provided. Inclusion of the community in developing the scenario parameters for the modeling had a number of benefits including establishing the context within which their actions would occur and focusing their efforts on options that were technically feasible, financially viable and within their capabilities to implement. This provided a focal point for the community in calling meetings and contacting stakeholders. Rather than prescribing a particular course of action, it also resulted in a toolbox of options, a range of possible solutions that is flexible enough to fit into whatever actions are preferred by the community. The approach and outcomes discussed in this paper should, therefore, be useful to other communities with similar carbon emission reduction goals.

Abstract:
ABSTRACT Bacterial nitrous oxide (N2O) respiration depends on the polytopic membrane protein NosR for the expression of N2O reductase from the nosZ gene. We constructed His-tagged NosR and purified it from detergent-solubilized membranes of Pseudomonas stutzeri ATCC 14405. NosR is an iron-sulfur flavoprotein with redox centers positioned at opposite sides of the cytoplasmic membrane. The flavin cofactor is presumably bound covalently to an invariant threonine residue of the periplasmic domain. NosR also features conserved CX3CP motifs, located C-terminally of the transmembrane helices TM4 and TM6. We genetically manipulated nosR with respect to these different domains and putative functional centers and expressed recombinant derivatives in a nosR null mutant, MK418nosR::Tn5. NosR's function was studied by its effects on N2O respiration, NosZ synthesis, and the properties of purified NosZ proteins. Although all recombinant NosR proteins allowed the synthesis of NosZ, a loss of N2O respiration was observed upon deletion of most of the periplasmic domain or of the C-terminal parts beyond TM2 or upon modification of the cysteine residues in a highly conserved motif, CGWLCP, following TM4. Nonetheless, NosZ purified from the recombinant NosR background exhibited in vitro catalytic activity. Certain NosR derivatives caused an increase in NosZ of the spectral contribution from a modified catalytic Cu site. In addition to its role in nosZ expression, NosR supports in vivo N2O respiration. We also discuss its putative functions in electron donation and redox activation.

Abstract:
We introduce and study a new class of completely generalized multivalued nonlinear quasi-variational inclusions. Using the resolvent operator technique for maximal monotone mappings, we suggest two kinds of iterative algorithms for solving the completely generalized multivalued nonlinear quasi-variational inclusions. We establish both four existence theorems of solutions for the class of completely generalized multivalued nonlinear quasi-variational inclusions involving strongly monotone, relaxed Lipschitz, and generalized pseudocontractive mappings, and obtain a few convergence results of iterative sequences generated by the algorithms. Hjafta, Corneels, and n/a. "Implementing national competency standards in the professions in Australia : lessons for Namibia." University of Canberra. Education, 1998. http://erl.canberra.edu.au./public/adt-AUC20060725.095855.

Full text
Abstract:
This study originated from a professional interest of the researcher in competency standards and their implementation in the professions. The study was conducted with the aim of informing policy development and implementation in Namibia in this area by drawing lessons from the Australian experience. It set out to identify the factors that influenced the implementation of this policy in Australia, the importance of these factors and the strategies employed by implementors to enhance successful implementation. The study is grounded in policy implementation theory. Twenty professions have been involved in developing and implementing competency standards in Australia under the guidance and with the support of a national government organisation called the National Office of Overseas Skills Recognition (NOOSR). The main objectives of the Australian government in implementing this policy were the improvement of migrant skills recognition and the achievement of recognition for professional qualifications across state and territory borders. Time and budgetary constraints would not allow the involvement of all the professional groups in this study, so four groups were selected based on their size and progress made in developing and implementing the standards. The groups ranged from a very large professional group (more than 250 000 members) to a very small professional group (approximately 3 500 members). Eleven respondents from NOOSR and the professional groups participated in the study. Data was gathered by structured interview, a rating schedule and document analysis. The study found that there were seventeen factors that influenced this process as perceived by the respondents. These factors were classified into five categories: technical, political, economic, administrative and political, and then placed on a matrix with the levels at which they exerted their greatest pressure: external, internal to the professional body, and on the steering group. This classification of factors gave indications of the types of strategies and the level of intervention which may address implementation problems best. The study compiled a list of the factors in order of importance as rated by the respondents. This ranking showed that leadership was the most important factor, followed by experience and expertise of the steering group and the need for and appropriateness of the standards for the professions. The study also found that the Australian government employed inducement, capacity building and facilitation strategies to enhance the successful vii implementation of the standards, while the professional bodies employed mainly staff development and training as strategies. The study concluded that Namibian policy makers and implementors can draw the following lessons from the Australian experience: 1. there is a need for a balance between pressure and support from government; 2. there is a role for a national implementation plan; 3. the main attraction of national competency standards is still the many uses it can be put to and the many purposes it serves for different organisations; 4. assessment strategies need to be considered from the beginning; 5. the methodology of using a representative steering group to lead standards development is one of the best features of the Australian approach; 6. Over time, the original objectives of the policy became low priority for NOOSR and the government; 7. the classification matrix can be used as a planning tool; and 8. the ranking of the factors indicates the importance of organisational, technical and economic factors.

Abstract:
The financial situation and financial economy are to be controlled by a whole complex of indicators and their values looked on in the time progress and context so that the evaluation outcome may reflect the whole economic state of the company and enable to point out causes of the actual situation. If the firm shall be economically flourishing, the financial analysis has to be a part of the complex of the company's financial management because it provides a feedback between the expected effect of managing decisions and experience. The elaborated analysis is focussed on detection of weak and strong points of the firm. The goal of my diploma thesis was to elaborate a financial analysis containing my theoretical experience. Despite of the fact that the financial analysis does not bring a complete answer to all questions the company have been asking themselves, it is a great constribution to the evaluation of the past development, detection of problematical areas and prediction of the future development.

Abstract:
Analyzing the crimes of women murderers and how they fared in the criminal justice system demonstrates that though perceptions of gender evolved, resistance to sentencing women to death often persisted. The nature of homicides committed by women in Oregon set them apart from their male counterparts. Women were, and are, more likely to commit domestic homicides -- murders that involve a family member or partner. These crimes are typically not equated with crimes that warrant capital punishment. As a result, no woman has been subjected to the death penalty in the state. This thesis analyzes the twenty-five women who were convicted of homicide in Oregon between 1854 and 1950. During these years the majority faced all-male court and penal systems. As such, they were handled differently in accordance with various social, cultural, and legislative shifts relating to women's roles as citizens. Through an examination of contemporary newspaper articles, inmate case files, and other Oregon State Penitentiary records, this thesis studies three distinct periods relating to these shifts: 1854-1900, 1901-1935 and 1936-1950. The assumption that it was impossible for a woman to commit murder linked claims of insanity with criminality. The six women defendants between 1854 and 1900 were either deemed insane and transferred to the asylum or quickly released from prison to avoid potential controversy or additional expense. The twelve women convicted of homicide between 1901 and 1935 all received manslaughter convictions, an occurrence unique to this era. Following the Progressive Era, sentimental juries felt more comfortable convicting women of manslaughter. Many received indeterminate sentences of one to fifteen years and were released on parole. The initial first-degree murder charges between 1936 and 1950 signaled a new period in the treatment of women charged with homicide. After gaining the right to vote and serve on juries, women began to be viewed more equally in the eyes of the law. During these years there was a more even distribution of manslaughter, second-degree murder, and first-degree murder convictions for the seven women defendants. This is due in part to women's growing presence in the public sphere. In conclusion, the idea that women were submissive creatures that required the authority and protection of men in the courtroom began to fade by 1950. Each period of study demonstrates how the contemporary perception of women and their roles as citizens affected trial outcomes. However, even when women were charged with first-degree murder they were not sentenced to the death penalty -- likely due to the domestic nature of their crimes.

Abstract:
Abstract The everlasting emphasis on abiding by the forecasted plans and targets in Greater Birba while limiting operating expenditure exhaustion has paved the way for additional analysis and monitoring of current well performance trends in complex reservoir configurations such as Al Noor. Buried at deep depths underneath a high-pressure overburden, the Ara Salt depositional features in the southern basin of Oman present unique yet extremely challenging characteristics with respect to hydrocarbon extraction and subsequent production. Situated below the four primary carbonate layers of A1C-A4C, Al Noor Field's Athel-type formation poses one of the most challenging reservoir configurations across the region. Recent efforts to sustain free-flowing production in this field were initiated through applying the cyclic huff and puff process to spark the necessary pressure difference between the tubing head and the flowline pressures, allowing the well to remain active. With projected additional constraints bound to augment the producing capacity, efforts to sustain a high yield from what remains to be a considerable extent of unrecovered hydrocarbons has called for a more thorough case study; one that is aimed at maximizing the capital gain as well as minimizing the environmental footprint and existing time constrains on the field operators. The goal of this work is to present a thorough study of Al Noor field's huff and puff plan as well as highlight underlying subsurface and surface issues. Based on initial deductions, the task is to then analyze a wide selection of parameters on PI and energy component, both of which are primary production programming interfaces that are consulted to correlate existent depressurization patterns with respect to the tubing head pressure (THP) before and after kick-off procedures, lowest flowline pressure (FLP) readings, average choke opening sizes in order to contrive an updated categorization of the field's active or temporarily closed/quit wells; one based on the tested net production rate of each well against the duration of its quitting cycle in days/month. Consequently, preliminary observations of a few wells unravelled startling revelations in terms of the potential for prolonging time elapse until quit. In addition to minimizing the operator's load and reducing quantities of gas flared, large capital gains were generated in proportion to the feasibility of reducing inefficient disparities, some even stretching to an excess of a $142,000 in relatively low producers and over a considerably small batch of tested wells. Following that, an implementation proposal comprised of a case-by-case strategy for three selected wells was relayed to the on-site operations team. The selection process was based on their optimization viability with regards to examined parameters as well as their productivity profile. Instructions included following the standard procedure in ALNR 21 but depressurizing the FLP to below 4 bars instead of 40, aiming therein to maximize the THP after kick-off and stretch out the cycle. The choke size was adjusted from 50% to 20% opening in ALNR 20 to observe effects on rates as well as pressure maintenance and last but not least, apply the innovative pressure build-up theory in a quantitatively low producing ALNR 24. The effects of this strategy presented an overwhelming degree of success in augmenting post kick THP levels, steadying production rates and perpetuate the wells’ activity. Finally, case study focussed and general recommendations were outlaid for short to long-term future performance improvements.
