Abstract:
Rural tourism is an interpretation of the development of culture-based and environmentally sustainable tourism and involves various stakeholders including local communities. Data were analyzed using the SEM-PLS, sample Research respondents numbered 192 including farmers, tourism industry players, village leaders, NGOs, academics and the government. The findings of this study are that community involvement in sustainable rural tourism has a positive and significant impact on efforts to build a comparative advantage of village tourism. Meanwhile, community involvement does not have a significant effect on efforts to build competitive advantage. Government involvement in sustainable rural tourism has no significant effect on efforts to build a comparative advantage of village tourism. Meanwhile, government involvement has a positive and significant effect on efforts to build a competitive advantage in rural tourism. The involvement of the private sector and non-governmental organizations has a positive and significant effect on sustainable rural tourism and the competitive advantage of rural tourism. Meanwhile, the involvement of the private sector and non-governmental organizations has no significant effect on the comparative advantage of rural tourism. The role of the Government involvement, the private sector must be linked with the non-governmental organizations self-help so that it has a positive impact towards the development of sustainable rural tourism.

Pengabdian kepada masyarakat (PKM) ini bertujuan untuk memberikan edukasi atas pengukuran kelayakan keuangan proyek pengelolaan sampah di Indonesia. Kegiatan ini diberikan oleh Tim PKM Politeknik Keuangan Negara STAN kepada Lembaga Swadaya Masyarakat (LSM) Lingkungan di Indonesia yang diselenggarakan Tahun 2021. Metode pelaksanaan kegiatan pengabdian kepada masyarakat terdiri dari tahap perencanaan, tahap, tahap pelaksanaan dan tahap evaluasi. Tahap perencanaan dilakukan dengan permintaan narasumber oleh perwakilan mitra, diskusi antara dengan Tim dan Mitra terkait dengan konsep acara dan materi yang akan disampaikan, dan penyusunan materi oleh Tim. Tahap kedua dilakukan dengan penyampaian materi oleh narasumber kepada peserta dan diskusi atas materi yang sudah disampaikan oleh narasumber kepada peserta. Tahap ketiga adalah evaluasi atas tingkat pemahaman peserta atas materi yang telah disampaikan. Kegiatan PKM ini memberikan manfaat bagi peserta yang sebagian besar berasal dari LSM Lingkungan di Indonesia, dalam memahami kelayakan keuangan proyek pengelolaan sampah di Indonesia. Selain itu, peserta diharapkan dapat mengidentifikasi faktor-faktor yang berpengaruh kepada kelayakan keuangan proyek pengelolaan sampah di Indonesia.

Abstract:
Since democratization (Reformasi) in 1998, documentary films gradually evolve with their locus of production spreading across the Indonesian archipelago. With the spirit of democratization brought about by digital technology, film communities and civil organizations in outer islands of Java utilize digital documentary film to capture several pertinent socio-political issues and raise public and government attention and responses. Those issues are commonly overlooked by the local media and were never a part of local government’s policies. Based on our fieldwork conducted in three areas outside of the Java Island (Ambon, Aceh and Bali), where digital documentary filmmaking and civil organizations are active and vibrant, our study indicates that rather than simply producing documentaries, film communities or non-governmental organizations disseminated documentaries through public screenings to invite further engagement of audiences by discussing the film with authorities (policy makers) that were often invited in that event. In this article, we attempt to illuminate how documentary filmmaking allows the unseen and neglected issues to be articulated visually and sonically. Therefore, it would be compelling public or media attention and encouraging further government policy to resolve that matters. In other words, documentary films are a catalyst for social change by taking their roles as witness for the public and demanding responsibilities of the political authority.

Abstract:
The last decade in Indonesia has seen the emergence of localized militia groups. In Bali, these groups are now particularly prolific. Conventional wisdom in international relations thought is that these organizations constitute a threat to the authority of the state (its monopoly on the legitimate use of force) and may require national security measures to deal with them. Yet these organizations ultimately define their own role in terms of the provision of security, claiming that they act to preserve or advance core values of their communities. In this sense, their security role with reference to the state is ambiguous: they often enjoy legitimacy at the local level and perform important security functions for their local communities, even while constituting an alternative site of security practice and challenging the (exclusive) security role of the Indonesian state. Drawing on ethnographic research, this article examines these actors as security agents and employs a framework of security contestation to make sense of the manner in which they engage with and redefine the provision of security in Bali. In this context, the emergence and practices of Balinese militia groups challenge the way we view non-state actors in the security space and, more generally, the way we conceive security agency in international relations.

Penyandang disabilitas sering sekali kurang mendapat perhatian, seperti mendapat perlakuan yang berbeda atau diskriminasi. Kurangnya akses juga menjadi penghambat kehidupan seharihari para penyandang disabilitas. Harapan bagi para penyandang disabilitas untuk memperoleh pekerjaan bisa dikatakan kecil dibanding mereka yang tidak memiliki cacat fisik. Yayasan atau organisasi nirlaba dapat dikatakan memiliki peran kuat dalam menghadapi berbagai masalah yang tengah terjadi. Ketimpangan antara perkembangan pesat pariwisata Bali dengan pemenuhan hak-hak dasar dari kaum disabilitas telah mulai dijembatani melalui keberadaan yayasan atau organisasi nirlaba. Jenis penelitian ini adalah jenis penelitian hukum empiris, yaitu metode pendekatan yang digunakan untuk memecahkan suatu objek penelitian dengan cara meneliti data sekunder terhadap data primer yang ada dilapangan. Hasil studi menunjukkan perlakuan tenaga kerja penyandang disabilitas dalam Yayasan di Bali telah sesuai dengan peraturan yang berlaku dimana pihak Yayasan sudah melindungi dan mengakomodasi hak-hak pekerja penyandang disabilitas tanpa adanya diskriminasi dan perbedaan, seluruh peraturan perundang-undangan telah diimplementasikan dengan baik oleh pihak yayasan guna memenuhi kebutuhan para pekerja penyandang disabilitas terutama pada dunia kerja. People with disabilities often receive less attention, different treatment, or discrimination. Limited access also becomes a barrier to their daily lives. They get smaller chances to get a job compared to those non-disabled. Foundations or non-profit organizations have a strong role in dealing with current issues. The organization has bridged the disparity between the rapid development of Bali tourism and the fulfillment of the basic rights of people with disabilities. The purpose of writing this journal is to determine the rights of workers with disabilities based on the prevailing laws and regulations in Indonesia and to find out the forms of treatment for workers with disabilities who work at foundations in Bali. This type of research is a type of empirical legal research, namely the approach method used to solve an object of research by examining secondary data against primary data in the field. The study results show the treatment received by workers with disabilities in a non-profit organization in Bali has been appropriate with the applicable regulations with the protection and accommodation of workers with disabilities without discrimination and differences. All laws and regulations have been implemented well by the foundation to meet the needs of workers with disabilities particularly in the world of work.

Indonesia is an inseparable part of a regional organization in the Southeast Asia region, namely ASEAN. The role of Indonesia also determines the movement of the ASEAN regional organization and strengthens ASEAN's position in the world view. The production of a Plan of action for the three main pillars of the ASEAN community, namely the ASEAN Security Community, the ASEAN Economic Community, and the ASEAN Socio-Cultural Community listed in the Bali Concord II which is the basis of ASEAN's future work, is one proof of Indonesia’s role in strengthening regionalism. At the time of the establishment of the ASEAN Community, it was necessary to have a sense of community among its members, so that then ASEAN organizations were required to have a sense of belonging (We Feeling) in their organization to continue to ensure the sustainability of the community in the Southeast Asia region. This paper aims to examine the contribution of interregionalism involving Indonesia as a member state of the ASEAN community in its involvement and role in strengthening regionalism through the concept of the ASEAN Way and We Feeling. This paper follows the theoretical argumentation of the concept of transactionalism, which states that intense and extensive interaction among regional actors is very important to produce a fundamental “We Feeling” foundation for the formation of regional organizations. Departing from this conception, this paper sees that the ASEAN Way factor as a universal norm of the ASEAN community provides a forum as well as boundaries for Indonesia's involvement in order to strengthen regionalism in the region. This can be seen through the non-intervention policy in the ASEAN Way, in which Indonesia is politically restricted from being involved in the internal affairs of other community members.

Namun demikian, di Indonesia pada awalnya wacana bahkan perdebatan tentang civil society terbatas pada kalangan intelektual, akademisi kampus dan aktivis lembaga swadaya masyarakat. Dalam berbagai diskursus akademik dan non-akademik tentang civil society, isu pertama berkaitan dengan padanan atau terjemahan mana yang tepat bagi konsep itu untuk konteks Indonesia. Ada pihak yang memilih mempertahankan istilah bahasa Inggris civil society, ada juga yang menawarkan terjemahan ‘masyarakat sipil’, ‘masyarakat kewargaan’, ‘masyarakat warga’, dan ‘masyarakat madani’. Medan diskursif kedua berkaitan dengan pemahaman dan pemaknaan terhadap konsep civil society dan kompatibilitas penerapannya dalam konteks masyarakat Indonesia. Artikel ini menyoroti secara khusus perbedaan pandangan antara kalangan ‘tradisionalis’ dan ‘modernis’ Muslim di Indonesia dalam memahami dan memaknai konsep civil socity. Secara khusus, artikel ini berupaya mengeksplorasi eksistensi pesantren sebagai institusi pendidikan Islam tertua dan terbesar di Indonesia dalam memerankan diri sebagai salah satu elemen civil society yang, pada gilirannya, dapat berkontribusi signifikan dalam upaya transformasi dan pemberdayaan masyarakat sipil sebagai bagian dari proses konsolidasi demokrasi di Indonesia yang masih terus berlangsung. Kata Kunci: civil society, masyarakat madani, pesantren, pemberdayaan, Muslim tradisionalis, Muslim modernis. Abstract In Indonesia, the discourse on civil society began in around the end of the1990s. It is a response to the same discourse that was also being warmly discussed globally since around the middle of the same decade. However, in Indonesia at first discourse even the debate about civil society is limited to intellectuals, campus academics, and activists of non-governmental organizations. In academic and non-academic discourses on civil society, the first issue relates to which equivalent or translation is most appropriate for that concept for the Indonesian context. Some people choose to retain the English term civil society, some others offer Indonesia translations such as ‘masyarakat sipil’, ‘masyarakat kewargaan’, ‘masyarakat warga’, dan ‘masyarakat madani’. The second discursive field is concerned with the understanding of and giving meaning to the conept of civil society and the compatibility of its application in the context of Indonesian society. This article highlights the different views between Muslim 'traditionalists' and 'modernists' in Indonesia in understanding and giving new meanings to the concept of civil socity. In particular, this article seeks to explore the existence of pesantren as the oldest and largest Islamic educational institution in Indonesia in acting as one of the elements of civil society that, in turn, can contribute significantly to the transformation and empowerment of civil society as part of the ongoing process of democratic consolidation in Indonesia. In Indonesia, to date, the world of children has become very concerning. This is not in words, but there is a fact that does exist and should receive serious attention. This is evidenced by the growing number of non-governmental organizations caring about the fate of Indonesian children, and there is good faith in the government to overcome the situation by issuing stricter rules and regulations to ensure the protection for children. This study examines the legal arrangements for perpetrators of criminal acts of sexual harassment against minors and the legal sanctions. This research is a legal research and the approach used is a normative juridical approach that is descriptive analytic. The data collected comes from the prevailing laws and regulations, which are analyzed quantitatively and then interpreted by deductive method. Sexual harassment appears as a form of sexual act or discourse in which an adult seeks sexual gratification with a minor. Sexual abuse of a child can include contact or interaction between a child and an adult, wherein the child is exploited for sexual stimulation by the offender or another person who is in a position of power or control over the victim, including inappropriate physical contact, making pornography or showing adult genitals to children. Sanctions for sexual harassment are strictly regulated in the Criminal Code, namely in Articles 287, 290, 293, 294, and 295. Meanwhile, according to the Child Protection Law no. 23 of 2002, it is regulated in articles 78, 82 and 88. In all of these articles, it is explained about the criminal provisions and the types of sanctions given to the perpetrators of the sexual harassment. The sanctions given are in the form of imprisonment and fines.

AbstractIn the peace-loving, moderate and progressive country of Muslim-dominated Malaysia, violence generally is alien to the culture. Terrorism initially took shape during the post-independence, communist era by jungle recalcitrant actions. In recent years, this has been superceded by a more internationally related trend of violence. Only very few incidents were based locally, while the majority were linked to international groups or organizations abroad, including the Kumpulan Mujahidin Malaysia (KMM), Jemaah Islamiyah (JI), and the Abu Sayyaf Group (ASG).Kidnapping with ransom seemed to have been the most commone modus operandi, while killing and robbery accounted for very few of these incidents. The number of victims in each event so far has been small, and smaller for those physically harmed or killed. This pattern of terrorist attacks suggests that the current level of provision of emergency medical services is sufficient to handle such incidents. Recent advances in local emergency medicine also have witnessed the establishment of various teaching and training modules, a pivotal role played by university hospitals and supported by the Ministry of Health.However, the spate of ongoing events of mass destruction such as the conflict in Israel/Palestine, wars in Afghanistan and Iraq, the World Trade Center and Pentagon tragedies of 11 September 2001, and the Bali bombing in Indonesia, remain as great concerns to Malaysians. Both the government and the people of Malaysia abhor such unjustified uses of terror, and take every measure to curtail them. The National Security Council policies of Arahan No. 18 and Arahan No. 20 detail specific roles and responsibilities of various agencies in managing terrorism and disasters respectively, while the use of the stern Internal Security Act that allows indefinite detention without trial, evidently has been an efficient intelligence and security apparatus.With more recent developments of terrorist events regionally and globally, Malaysia continues to face an ongoing threat from such activities. Various measures have been and will be actively undertaken both by government and non-governmental agencies in facing these challenges.

Dream Setting Canvas is a dream achievement media for young people’s dream achievement, which has been applied to several empowerment programs in several non-profit organizations such as Wahana Visi Indonesia and East Bali Poverty Project. In its application, Dream Setting Canvas has weaknesses, of which the target audience has difficulty in analyzing dreams, strategies, and time without assistance. Moreover, without understanding the true essence of analyzing dreams, strategies and time, this method is not completely effective in helping young people achieve and realize their dreams. This research used qualitative research methods. Data collection used literature study, exploration, interviews with interviewees as well as distributes surveys both offline and online. Kelompok yang rentan dari pergerakan gerakan radikal ini adalah pelajar sekolah menengah atas, civitas akademika kampus, serta masyarakat umum secara terbatas. Hal ini tentu saja menjadi ancaman serius bagi negara, karena dapat mengancam keamanannasional dan masyarakatnya. Oleh karena itu, perlu dilalukan pencegahan dini terhadap radikalisme yang dapat berujung pada aksi terorisme. Tindakan pencegahan ini dapat dilakukan melalui berbagai upaya seperti meningkatkanketahanan masyarakat. Dalam menjawab persoalan di atas, penelitian ini menggunakan metode kualitatif dengan pendekatan analitis deskriptif, sehingga penelitian ini mendeskripsikan mengenai fenomena gerakan radikal dan aksi terorisme di Indonesua dan menganalisis upaya pencegahan dini yang dapat dilakukan oleh Pemerintah. Hasil penelitian menunjukkan bahwa terdapat dua pola penyebaran radikalisme di Indonesia, yaitu melalui Lembaga Swadaya Masyarakat (LSM) tertentu dan pembentukan kelompok-kelompok kajian. mengingat rentanya masyarakat khususnya kaum pelajar akan ancaman radikalisme ini, maka upaya pencegahan dapat dilakukan dengan memberikan pemahaman bela negara melalui mata pelajaran Pendidikan dan Kewarganegaraan. Dalam pelajaran ini, siswa / mahasiswa diberikan pemahaman mengenai nilai-nilai dasar bela negara, sehingga ancaman dari paham-paham radikalisme terhadap masyarakat dapat dicegah secara dini.Kata kunci: Radikalisme, Terorisme, Bela Negara, Perguruan Tinggi, dan Keamanan Nasional ABSTRACTAbstract:The threat of radicalism and terrorism is still on developing phase in Indonesia. Groups that are vulnerable to this radical movement are high school students, the campus academic community, and society in a limited manner. This is a serious threat to the state because it can threaten national security and the society. Therefore, it is necessary to do early prevention against radicalism which can lead to acts of terrorism. This preventive action can be done through various efforts such as increasing community resilience. In answering the problems above, this study uses a qualitative method with a descriptive-analytical approach. Furthermore, this research will describe the phenomenon of radical movements and acts of terrorism in Indonesia and analyzes early prevention efforts that can be carried out by the Government. The results showed that there were two patterns of the spread of radicalism in Indonesia, first, through non-governmental organizations (NGOs) and the formation of study groups. Furthermore, preventive action could be carried out by providing an understanding of state defense through Civic Education. Abstract The large number of sending migrant workers abroad indicates that the problem of migrant workers in East Java is of course very complex. One of them related to the problem is the children of Indonesian migrant workers (PMI). The problems that arise are vulnerable to the influence of criminality such as brawls, drugs, free sex and pregnancy before marriage. This is why special attention needs to be paid to children whose parents have left them as Indonesian migrant workers (BMI). To respond to this situation, this research is very important with the problems faced by children of migrant workers (APM). Therefore, this study identifies problems faced by children who are abandoned by migrant worker parents, as well as programs that have been developed in Purwodadi village, Donomulyo sub-district, Malang district, one of which is the development of short film production for APM as a vehicle for creativity. and means of communication with parents abroad. The next part of this research is in-depth interviews and observations, whether so far the making of short films can be accessed openly by APM until now. The next stage is to analyze the data that connects the data with the theory used in assessing the responsibilities of surrogate parents, the community and the government in providing protection for children's basic rights in the form of making short films. APM who are members of the community, have collected APM's perception and creativity in terms of survival and child development. For this reason, the production of short films is a collaborative governance program between Non-Governmental Organizations, namely LPKP, the International Labor Organization (ILO) and the United Nations Children's Fund (UNICEF), parents as PMI, APM and village government in this case posyandu cadres. Salah satunya terkait permasalahannya adalah anak pekerja migran indonesia (PMI). Permasalahan yang muncul adalah rentan terhadap pengaruh kriminalitas seperti tawuran, narkoba, seks bebas dan hamil sebelum menikah. Hal inilah perlu adanya perhatian khusus terhadap anak-anak yang ditinggal orang tuanya sebagai buruh migran Indonesia (BMI). Untuk merespon situasi ini maka penelitian ini sangat penting dengan masalah yang dihadapi oleh anak-anak pekerja migran (APM). Oleh karena itu, penelitian ini mengidentifikasi masalah yang dihadapi anak-anak yang ditinggalkan oleh orang tua pekerja migran, serta program-program yang sudah dikembangkan di desa Purwodadi, kecamatan Donomulyo, kabupaten Malang, yang salah satunya pengembangan produksi film pendek bagi APM sebagai wahana kreativitas dan sarana komunikasi dengan orang tua di luar negeri. Bagian selanjutnya dari penelitian ini adalah indepth interview dan observasi, apakah selama ini pembuatan film pendek bisa diakses secara terbuka oleh APM hingga saat ini. Tahap selanjutnya melakukan analisa data yang menghubungkan antara data dengan teori yang digunakan dalam mengkaji pertanggungjawaban orang tua pengganti, masyarakat dan pemerintah dalam memberikan perlindungan terhadap hak-hak dasar anak dalam bentuk pembuatan produksi film pendek. APM yang tergabung dalam komunitas, telah menghimpun persepsi dan kreativitas APM dalam hal kelangsungan hidup dan tumbuh kembang anak. Untuk itu pembuatan produksi film pendek merupakan program collaborative governance antara Lembaga Swadaya Masyarakat yaitu LPKP, International Labour Organisation (ILO) dan United Nations Children's Fund (UNICEF), orang tua sebagai PMI, APM dengan pemerintahan desa dalam hal ini kader posyandu. ABSTRACT: Descriptive survey design was adopted for the study and a researcher-designed questionnaire tagged PFRQ (Predisposing Factors of Recidivism Questionnaire) was used to obtain relevant information. Multi-stage sampling technique was adopted to select 250 prison officers from all the five prison centers in Kwara State, Nigeria. Findings showed that prison officers perceived factors, such as non-availability of employment opportunities for ex-convicts, problem of where to start a new life after release from prison among others. The results, further, revealed significant difference in predisposing factors of recidivism as perceived by prison officers based on years in service, but no significant difference was found based on gender. It was recommended that counsellors should endeavour to beam their searchlight into issues of crime, imprisonment, and recidivism; counsellors should also liaise with different NGOs (Non-Governmental Organizations), including faith-based to assist released offenders to achieve ease of re-integration into the society.KEY WORD: Predisposing Factors; Recidivism; Prison Officers; Kwara State in Nigeria. Religious non-governmental organizations (RNGOs) and philanthropic activities<br />in Indonesia have a long history. They existed prior to the creation of the nation<br />state. Social, political and economic changes in this country have influenced the<br />development of non-profit organizations for more than sixty years after the Inde-pendence of the Republic Indonesia in 1945. Modernization and development<br />projects during the President Suharto era influenced the development of Non-governmental organizations (NGOs). In more recent years, RNGOs have largely<br />developed as a response to the socio-economic crisis after the downfall of Presi-dent Suharto regime. Discovering the dynamics of RNGOs in a broader context of<br />non-profit organizations in Indonesia provides insights into the strengths and<br />weaknesses of philanthropic activism in recent years. An historical overview of<br />non-profit organizations, legal structures, functions, and financial resources are<br />among the themes that are described in this paper.<br />Organisasi Agama Non Pemerintah (RNGOs) dan kegiatan filantropi di Indonesia<br />memiliki sejarah yang panjang. Pemerintah mendukung kegiatan pemulihan hutan melalui program Rehabilitasi Hutan dan Lahan (RHL) yang terdiri dari kegiatan reboisasi dan penghijauan. Untuk mewujudkan hasil yang baik dalam kegiatan RHL dibutuhkan peran-peran dari pihak non pemerintah, dengan melibatkan NGO sebaga aktor-aktor baru selain pemerintahan yang dapat membantu negara untuk menyelesaikan permasalahan kehutanan dan dampak yang ditimbulkan dari kerusakan hutan. Metode penelitian ini yaitu Studi kepustakaan dengan sumber data primer didapatkan ketika melakukan kegiatan magang pada salah satu NGO di Jakarta yaitu PATTIRO dan data sekunder didapatkan melalui literatur seperti jurnal, buku, atau FGD. Hasil penelitian yaitu adanya dukungan dari pihak atau aktor selain pemerintahan dapat meringankan beban yang harus dihadapi negara dalam mengatasi permasalahan kehutanan. NGO PATTIRO salah satu yang memiliki kepedulian terkait permasalah hutan. Dengan tiga peran yang dimiliki NGO PATTIRO yaitu sebagai pelaksana, katalis, dan mitra.

Dalam penelitian ini, penulis berusaha untuk menjelaskan bagaimana peran aktor non-negara yang dalam hal ini YIARI dengan usahanya untuk melakukan advokasi dalam konservasi hewan primata jenis Kukang di Indonesia. Penulis dalam artikel ini menggunakan teori Jaringan Advokasi Transnasional untuk menjelaskan bagaimana YIARI memaksimalkan perannya untuk aktif dalam mengadvokasi isu konservasi kukang di Indonesia. Dalam artikel ini, penulis menemukan beberapa fakta bahwa strategi yang digunakan YIARI berhasil menunjukkan dampak positif dengan penurunan angka tren yang signifikan dalam fenomena eksploitasi kukang di Indonesia. Salah satu faktor yang menentukan keberhasilan advokasi YIARI adalah jejaring advokasi transnasional yang menghubungkan YIARI dengan sesama organisasi non-pemerintah yang sama-sama bergerak di bidang konservasi hewan sedunia. This research aims to find out the effect of social assistance information given by Non-Governmental Organizations (NGO) for donor decision to crowdfunding in Indonesia. Also find a relationship between the predicted factors (public trust, donor altruism, government participation) that related to the effectiveness of information that comes from the government and donor decision after social assistance information by Non-Governmental Organizations (NGO). The approach used in this research is a quantitative approach. The data used in this study are primary data, collected by using the interview method with a questionnaire. The sampling technique used is non-probability sampling with purposive sampling technique. The sample taken 200 respondents in various place in Indonesia. Data analysis techniques of this study are descriptive analysis techniques and Structural Equation Modeling (SEM) analysis techniques. The scale used in this study is a Likert scale. The results showed that social assistance information given by Non-Governmental Organizations (NGOs) has a positive effect on donor decision for crowdfunding in Indonesia.

Objective - This paper explores the challenges faced by the Indonesia National Council on Social Welfare (INCSW) and its 64 organization members from 31 provinces in Indonesia. INCSW is a social organization that is the coordinating agency for social activities by the Government of Indonesia. The analysis includes strategic management of NGOs in the era of disruption, known as the industrial revolution 4.0. Methodology/Technique - This study uses a qualitative methodology procedure to produce descriptive data obtained from verbal answers and observable behavior. The data collection methods used in this study include interviews, surveys, observations, and use of documents as secondary data. Open interviews were conducted with several administrators and staff of the Indonesia National Council on Social Welfare (INCSW). Short questionnaires were given to 64 representatives of NGOs from 31 provinces. The interview and survey included questions that probed their understanding of the industrial revolution 4.0, disruptive innovation, willingness to change, and the readiness of the organization to create values in the era of disruption. Findings - The results show that technology use is still very lacking. The quality of human resources is of minimum concern in digital knowledge. The discussions include observations about the development of management strategies and a variety of programs offered by the Indonesia National Council on Social Welfare (INCSW). Novelty - This research is one of the few studies that examine non-profit organizations in order to create economic and social values in the era of disruption. This study explains the new paradigm of NGOs by changing the platform of NGO work operationalization. This study widens the application of 'network society' theory in the study of NGOs by emphasizing networks to create value for their stakeholders. The managerial implications of this study include the importance of technology use through social media for social sharing, thus communicating social issues more efficiently and effectively. Researchers function as data collectors and analyzers related to the role of Mercy Corps Indonesia's non-governmental organizations in institutional strengthening farmer groups in Sinambela village at Humbang Hasundutan District. The results of this research were concluded several things, such as 1) Mercy Corps Indonesia Non-Governmental Organizations take a role in group strengthening farmers in Sinambela village, among them was through Livehood activities such as outreach activities, field meetings, making GAP (Good Demostration Practices) demonstration plots and strengthening the organization of farmer groups in Sinambela village. 2) Saolan and Haluaon farmer groups are slowly starting to strengthen from the dimension of organizational, human resources, finance, infrastructure and cooperation.

Putusan ini bermula dari permohonan Lembaga Swadaya Masyarakat yang bergerak dalam pemberdayaan politik perempuan. Dasar permohonan ini adalah Undang-Undang Nomor 8 Tahun 2012 yang dinilai masih diskriminatif terhadap perempuan yang mencalonkan diri. Mahkamah Konstitusi kemudian dalam putusannya mengabulkan permohonan para pemohon untuk seluruhnya karena pasal-pasal yang dimohonkan dinilai inkonstitusional dan bertentangan dengan Pasal 28H Undang-Undang Negara Republik Indonesia Tahun 1945. Dampak Putusan Mahkamah Konstitusi Nomor 20/PUU-XI/2013 adalah jaminan kepastian hukum bagi tindakan khusus untuk meningkatkan jumlah keterwakilan perempuan di parlemen. Namun, secara empiris, putusan tersebut tidak berdampak positif di pemilu legislatif 2014-2019 dimana perbedaan jumlah keterwakilan yang masih terlampau jauh. Diperlukan instrumen hukum yang lebih tegas dan efektif untuk peningkatan jumlah keterwakilan perempuan di parlemen, yang dimana sasaran implementasinya haruslah kepada partai politik dan budaya masyarakat.Constitutional Court decision Number 20/PUU-XI/2013 is a constitutional review of article 215 letter (b) and elucidation of article 56 paragraph (2) of Law number 8 Year 2012 regarding General Election. The verdict stems from the applicationof non-governmental organizations engaged in women's political empowerment. The bases of this verdict was that the Law Number 8 of 2012 had established a corrupted and patriarchy loyalist–system. The Constitutional Court later decided ruled on plaintiff’s favor, for the reason, the articles were unconstitutional and contrary to article 28H the 1945 Constitution of The Republic of Indonesia.The indirect impact of Constitutional Court verdictnumber 20/PUU-XI/2013 was a guarantee of legal certainty for affirmative action policy to increased women representation in parliament. Empirically, the verdict did not give a direct positive impact in the 2014 General Election where the difference of representation amount among this binary gender are too high. It is necessary that the legal instruments needs to be more forceful and effective to implements the policy, especially towards political party, to have a better access for women in exercising her ideas. Employee engagement is the level of commitment and involvement an employee has, towards their organization and its value. Employee engagement actually creates many improvements within the organization that can result in employee work productivity, hence increasing the organization capability. Author wants to prove that transformational leadership is valid theory in encouraging person’s engagement in a non-profit organization. Transformational leadership is the attitude of a leader who is able to become the motor of change, has charisma in show stance, put themselves in difficult issues, emphasizing trust, and has a vision and a sense of mission. This study examines how transformational leadership and employee engagement works in IFL’s staff – a youth led non-profit organization (NGO) concerning on youth empowerment for social changes. Moreover, the study seeks the effect of transformational leadership on employee engagement at IFL. Author shares questionnaire to 70 respondents. This study used descriptive and verification method by using t-test. After going through several stages of statistical tests, the author gets the result that transformational leadership and employee engagement has been well-implemented in Indonesian Future Leaders (IFL). Employee engagement variables can be explained by independent variables of idealized influence, inspirational motivation, intellectual stimulation, and individualized concerns by 29%. We took Branch Board of NahdlatulUlama (PCNU) and the Regional Committee of Muhammadiyyah (PDM)Salatiga as population. The sample in this research is 33 respondents. Thetechniques used are multiple regression analysis and independent sample ttest.Regression result shows that the preference variables have positive and significant effect on customer’s decision variables. While the perceptionand preference variables do not have a positive and significant effect on thedecision in becoming customer. And the adjusted R square or determinationcoefficient valued 0.690, which means that 69.0% of dependent variable(Y) is affected by the independent variable (X), while 31% dependent variable(Y) is influenced by other variables outside the equation. And the last, independent sample t-test shows that there is no significant differencebetween PCNU and PDM Salatiga in their perception, preference, attitudeand decision toward Islamic Banking

Dayah is one of the Islamic Education Institutions in Aceh as a non-governmental religious non-profit organization that provides services to children of trade. Management of Financial Management is still very simple which is a resource that directly supports effectiveness, efficiency and professionalism in the management of an Islamic educational institution (Dayah). Dayah's independence is one of the priority programs of the Ministry of Religion of the Republic of Indonesia in 2022. This will be achieved by improving the quality of Dayah's management/management of financial administration that is effective, efficient, transparent, accountable and professional. PKM Financial Management Training for Santri towards Dayah independence using Participatory Action Research (PAR). That is, all interested parties (stakeholders) are actively reviewing current actions to make changes and improvements for the better. The results of community service that have been carried out are several stages of Dayah's financial management that must be carried out, namely planning (budgeting), implementation (Actuating) and evaluation (Auditing). In addition to the Dayah Management Santri, they also receive assistance in the preparation of the 2022 RKAD (Rencana Kegiatan Anggaran Dayah). It is time for moderate religious mass organizations, such as NU and Muhammadiyah, to direct religious groups to channel their religious militancy through wisdom, not terror and bloodshed. The phenomenon of increasing early childhood marriage has put Indonesia in the spotlight of the UN Committee on the Rights of the Child. Indonesia is listed as the country with the 7th highest number of early childhood marriages internationally and is ranked 2nd in ASEAN. This phenomenon makes various parties, both from government and non-government, to respond to this problem. This study aims to analyze the strategies used by non-government actors in the prevention of early childhood marriage. The case raised was the role of the Legal Aid Institute for the Indonesian Women's Association for Justice (LBH APIK) in South Sulawesi. In particular, this study tries to analyze the LBH Apik international network development model. Initial information shows that for implementing this advocacy agenda, LBH Apik collaborates with International Non-Governmental Organizations (NGOs) or International Non-Governmental Organizations (INGO), namely OXFAM. This research is a qualitative type where the data sources are as information and narratives got through in-depth interviews, and source documents. This study found that; First, LBH Apik's activities in efforts to prevent child marriage can be categorized as an effort by NGOs to implement human security values. Second, the strategies adopted by LBH Apik show that the changes required are transformative because they encourage changes in the social structure that make the position of girls very vulnerable. Third, local, national and international partnerships with LBH Apik are built on a collective identity as the party fighting to prevent child marriage.

This article discusses interventions by Islamic-based institutions during coronavirus pandemic in Auckland, New Zealand and Jakarta, Indonesia. The aim of this article is to compare the interventions implemented by various Islamic-based institutions both in Auckland and in Jakarta. The method consists of literature review, informal interviews, and participant observations. There are three types of Islamic-based institutions: the formal institutions with its hierarchy and leadership, the independent non-governmental communities, and the informal local communities. In Auckland, the interventions were mostly done by the independent non-governmental communities and informal local communities. Kiwi Muslims tended to seek spiritual and material help at the closest Islamic-based institutions. Meanwhile, in Indonesia, the interventions were mostly implemented by formal institutions such as Majelis Ulama Indonesia (Indonesian Council of Ulama) with different kinds of support from large Islamic civil society organizations, such as Nahdalatul Ulama and Muhammadiyah. MUI’s interventions aimed for wide acceptance among all Indonesian Muslims, but fatalistic and deterministic perspectives among many Indonesian Muslims led to low effort in mitigating pandemic and less compliance with MUI and government’s regulations.

This study addresses an issue of the alternative strategic responses, rather than compliance, to institutional pressure take by a public organization. This study aims to investigate why and how zakat management organizations strategically respond to comply or not to comply with the Indonesian Statement of Financial Accounting Standards of 109 (ISFAS 109) concerning Accounting for Zakat. This study was conducted in National Amil Zakat Agency in Bali, and it applies a case study method with interviews, observation, and document review as data collection techniques. The data were interactively analyzed by applying thematic analysis. The results showed that although a majority of the financial reporting processes could reflect the choice of acquiescence responses (compliance) to the ISFAS 109, other findings revealed the existence of non-compliance responses (compromise-balancing). These non-compliance responses were relating to the context of receiving non-halal funds and the related parties' transactions. It is also found that the existence of this non-compliance behavior can be attributed to the low level of both organizational dependence on its constituents and coercivity of the institutional pressure. This study contributes theoretically by revealing new findings of a significant role of powerful internal actor in shaping the organizational response to institutional pressure. Besides, it have practical implications on policy formulation by the Indonesian Accounting Association as a standard-setter body.

This research aims to explain various inclusive education efforts for child refugees in Indonesia within Multi-Stakeholder Partnerships (MSPs) framework involving the government, international organizations, non-governmental organizations, and academic sector. By using qualitative research methods and neoliberalism theory, the results show that there are various MSPs collaborations to implement inclusive education for child refugees in Indonesia. These collaborations include collaboration between UNHCR Indonesia, Dompet Dhuafa, Human Initiative, and PKBM schools to provide preparatory classes before entering national schools, collaboration between UNHCR and universities, as well as collaboration between IOM Indonesia and the government through the Rudenim to provide home-schooling for refugees. It concluded that inclusive education efforts for child refugees in Indonesia have been carried out quite well by several actors, but this commitment must continue to be improved by increasing national regulations related to the refugee education and providing legal certificates for refugees who have completed their education child refugees; inclusive education, Multi-Stakeholder Partnership; cross-sector collaboration.

The method used in the cluster analysis was kmeans algorithm. The data used in this study were drawn from Badan Pusat Statistik (BPS) or Central Bureau of Statistics on 2014.Cluster analysis in this study took characteristics of data such as absolute poverty of each province, relative number or percentage of poverty of each province, and the level of depth index poverty of each province in Indonesia. Results of cluster analysis in this study are presented in the form of grouping ofclusters' members visually. Cluster analysis in the study can be used to identify more quickly and efficiently on poverty chart of all provinces all over Indonesia. The results of such identification can be used by policy makers who have interests of eradicating the problems associated with poverty and welfare distribution in Indonesia, ranging from government organizations, non-governmental organizations, and also private organizations.

This study discussed the escalation of healthy environmental policies by parties such as environmental organizations and the government. We designed this research in a qualitative descriptive manner where we extracted information from several sources. Then we researched it until we got an answer to finish the discussion. We examine this study under a phenomenological approach. Likewise, data analysis involves data coding, high evaluation, in-depth interpretation, and data organization. After discussing the results, we conclude, among others, that the best practices for accelerating healthy environmental policies by the government and other organizations in the country have helped publicize the government's commitment to maintaining a healthy environment, including conducting seminars, workshops by related organizations, supporting symposiums organized by the government. Other best practices are the healthy living community movement driven by the private sector and the environmental love movement to save the earth is also carried out by various non-governmental organizations, all of which want to encourage the acceleration of policies and Implementation of maintaining a healthy environment in Indonesia. It is hoped that these results will be helpful in future similar studies.

Abstract In Indonesia, agricultural development plays a significant role in economic development. The management of rice farming in Bali is closely related to the social, cultural and religious aspects of the community, especially in the management of irrigation. These traditional values with local wisdom are applied by subak as a farmer organization that has a role in realizing agricultural development goals, such as food security. This study aims to determine the role of subak in achieving and sustaining food security, particularly rice. This research was conducted in two subaks in Gianyar Regency, Bali. Respondents who were interviewed were all subak administrators (chairman, deputy chairman, secretary, treasurer, general assistant, and head of sub-subak, called tempek. A total of 40 farmers were sampled (20 farmers within each subak) who were selected using non-proportional random sampling technique. Data were collected using interview guidelines and questionnaires through interviews/surveys, observations and documentation. Data were fully analyzed using descriptive methods. The results showed that subak had several roles in increasing farmers’ productivity and income. These include (i) managing the distribution and allocation of irrigation water; (ii) regulating cropping patterns and annual cropping schedules; (iii) mobilizing resources for irrigation, agriculture, social and culture, and ritual ceremony; (iv) managing subak finances/cash; (v) carrying out economic activities; and (vi) implementing government programs related to agricultural development.

Pancasila values need to be understood and practiced in everyday life. The INTI (Indonesian Chinese) Association conducts training on "Consolidating Pancasila Values (Taplai)". The joint Taplai activity of Chinese organizations was the first to be held. This study wanted to find out whether the Taplai Training could increase the knowledge, understanding and nationalistic attitudes of the training participants. The socialization of the Taplai activity was conducted in front of 13 organizations from various Chinese organizations, businessmen, professionals, and several non-Chinese representatives. The research used a mixed method of quantitative and qualitative through distributing questionnaires pre-test and post-test, observation and interviews. Based on the results of data collection through questionnaires and interviews from 91 participants, it can be concluded that the Taplai training can increase knowledge about the values of Pancasila and foster a sense of nationality. In general, all subjects understood national values that refer to the four pillars, namely Pancasila, UUD 1945, Bhinneka Tunggal Ika and NKRI, several participants who were interviewed all gave positive testimonies about the experience and benefits of the Taplai training for them. Nilai-nilai Pancasila perlu dipahami dan diamalkan dalam kehidupan sehari-hari, Perhimpunan INTI (Indonesia Tionghoa) melaksnakan pelatihan “Pemantapan Nilai-Nilai Pancasila (Taplai)”. Kegiatan Taplai gabungan organisasi Tionghoa merupakan yang pertama kali diadakan. Penelitian ini ingin mengetahui apakah Pelatihan Taplai dapat meningkatkan pengetahuan, pemahaman dan sikap nasionalisme peserta pelatihan. Sosialisasi kegiatan Taplai di hadapan 13 organisasi yang berasal dari berbagai organisasi Tionghoa, pengusaha, profesional, dan beberapa perwakilan non Tionghoa. Penelitian menggunakan metode campuran antara kuantitatif dan kualitatif melalui penyebaran kuesioner pre-test dan post-test, observasi serta wawancara. Berdasarkan hasil pengumpulan data melalui kuesioner dan wawancara dari 91 peserta, dapat disimpulkan pelatihan Taplai dapat meningkatkan pengetahuan tentang nilai-nilai Pancasila dan menumbuhkan rasa kebangsaan. Pada umumnya semua subyek memahami tentang nilai-nilai kebangsaan yang mengacu pada empat pilar, yaitu Pancasila, UUD 1945, Bhinneka Tunggal Ika dan NKRI, beberapa peserta yang diwawancara semua memberikan kesaksian yang positif tentang pengalaman dan manfaat pelatihan Taplai bagi mereka.

Background and purpose: The adoption of an appropriate organizational culture model can be instrumental in ensuring the success of an institution. Currently, public health centres (PHCs) in Indonesia are being remodeled to function as independent units managed as regional public service agencies (BLUD). This study aims to determine whether there are differences in the organizational culture of BLUD PHCs with non BLUD PHCs.Methods: Survey was conducted with 142 staff from BLUD PHCs and with 109 staff from non BLUD PHCs, selected using stratified random sampling technique. Data were collected by completing the organizational culture assessment instrument (OCAI) according to the concept of Competing Values Framework (CVF) and analyzed descriptively to determine aspects of the organizational culture.Results: Staff at the BLUD PHCs presented with lower education levels, were older and with an average longer working period compared to staff at the non BLUD PHCs. A hierarchical organizational culture was found in three BLUD PHCs and in one BLUD PHCs, while the other two non BLUD PHCs indicated a tendency towards a clan culture. It is hoped that in the next two years all PHC will adhere to a clan organizational culture model.Conclusions: Significant differences in age, education and number of working years between BLUD PHCs and non BLUD PHCs determine the organizational culture model adopted. The current adopted organizational culture is hierarchical whereas a transition to clan culture is desired.

However, there is a gap between the potential for a large charity with the realization of a very small charity. This fact indicates low performance of OPZ. Furthermore, it will raise the problem of accountability and transparency of the LAZ. This problem will make a challenge for LAZ to improve their performances. Abstract:
The Indonesian Ulama Council (MUI) is one of the religious organizations that is expected to maintain interaction between religious communities in Indonesia, but several MUI fatwas are actually considered contrary to this goal, one of which is a fatwa on the law using non-Muslim religious attributes. This study aims to analyze the MUI fatwa on the use of non-Muslim religious attributes in the context of a pluralistic Indonesian society. This study uses an empirical juridical approach by knowing the facts that occur in the community, and identifying problems in order to find the right solution. The results showed that the fatwa caused a polemic for public sector workers. Some public workers were intimidated for using non-Muslim attributes. The use of these attributes in the perspective of Islamic law must be seen for its illat, even all schools agree that the use of non-Muslim attributes is not punished as infidel.Majelis Ulama Indonesia (MUI) merupakan salah satu organisasi keagamaan yang diharapkan menjaga interaksi antar umat beragama di Indonesia, namun beberapa fatwa MUI justru dianggap berlawanan dengan tujuan tersebut, salah satunya adalah fatwa tentang hukum menggunakan atribut keagamaan non-muslim. Penelitian ini bertujuan untuk menganalisis fatwa MUI tentang penggunaan atribut keagamaan non-muslim dalam konteks masyarakat Indonesia yang majemuk. Penelitian ini menggunakan pendekatan yuridis empiris dengan mengetahui fakta yang terjadi di masyarakat, serta mengidetifikasi masalah agar ditemukan solusi yang tepat. Hasil penelitian menunjukkan bahwa fatwa tersebut menimbulkan polemik bagi pekerja sektor publik. Beberapa pekerja publik diintimidasi karena menggunakan atribut non-muslim. Penggunaan atribut tersebut dalam perspektif hukum Islam harus dilihat illatnya, bahkan eluruh madzhab sepakat jika penggunaan atribut non-muslim tidak dihukumi kafir.

Forest resources will suffer damage and sustainability if they are used excessively. The characteristics of common-pool resources (CPRs) are forms of natural resources that involve many people so that they are vulnerable to damage due to the inability of the owner or manager to restrict other parties from taking part in utilizing them (non-excludable/non-trivial), and the use made by one party will reduce the benefits for the other party (subtractable). The actors in the network have made a good contribution in solving the challenges of the tasks and functions of the FMU in implementing community empowerment policies so that FMU development programs can be accepted by all stakeholders interests, especially local leaders, business people, relevant technical agencies, community leaders, non-governmental organizations, and village communities as beneficiaries. This research is qualitative-verificative with a case study approach that aims to understand the empirical phenomenon of the implementation process of forest community-based forest management policies. Stakeholder data was collected in implementing community empowerment policies in the Yogyakarta Model KPHP stakeholders. This qualitative analysis is historical-comparative, based on historical chronology with inductive and generative methods. The recommended empirical model analyzes the role of leadership in the FMU and the influence of the symbolic figure (Ngarso Dalem) in forming a network of actors and successfully implementing community empowerment policies in the Yogyakarta Model KPHP. Stakeholders must collaborate to solve the challenges of working on FMUs so that FMU development programs can be accepted by all stakeholders, especially local leaders, business people, relevant technical agencies, community leaders, Non-Governmental Organizations, and the community itself as beneficiaries.

Abstract:
This study aims at identifying how women respond to uncertain situations after a disaster. Women and children are frequently in a vulnerable position due to their domestic roles. The research took place in Central Sulawesi, where the massive earthquake, tsunami, and liquefaction engulfed thousands of lives and dwellings. Despite their limitation, women have become a social catalyst in enhancing optimism among the survivors. The socio-cultural background of Central Sulawesi women is an essential factor in recovering socio-economic conditions after the disaster in Central Sulawesi. Their toughness and high social care have also facilitated extensive social and economic activities, along with women activists in civil society organizations. Several non-governmental organizations under government coordination have provided rehabilitation assistance programs. The research employed qualitative approaches encompassing in-depth interviews, focus group discussions, and field observations. The research indicates that women's greater participation in disaster recovery programs could be essential. Women also brought up people's optimism to bounce back faster from suffering a disaster.

Abstract:
Like other countries around the world, both developed and developing countries, Indonesia's local government performance is measured primarily through the provision of basic services. Despite efforts to improve the service represents a concrete manifestation of good governance to promote human development, local governments have struggled to overcome many challenges and limitations. In this paper, good governance focuses on motivation and progress that emerged by some districts in Indonesia in improving their management system for the creation of effective service. Local governments can benefit from the assistance in fostering reform, provide advocacy, facilitating groups of stakeholders in implementing the reform agenda, monitor performance, and initiate and replicate the results. A study showed that coaching should be a partnership between consultant and local governments to develop capacity and provide skills to local government. The creation of a market for consulting and advocacy services include networking and advocacy among professional bodies and practitioners, public oversight bodies and “watchdog” organizations and groups of non-governmental organizations (NGO’s). In addition, the need to develop the market for the instruments in accordance with capacity building, particularly government-assisted instruments.

The mustahik (the poor and the needy) empowerment program is one of the priority activities carried out by the zakat institution. This study aims to determine whether organizational support and entrepreneurial characteristics possessed by mustahik affect the success of the mustahik empowerment program. This study also aims to determine whether the mustahik empowerment program can alleviate poverty. This research was conducted utilizing Partial Least Square-Structural Equation Modelling (PLS-SEM) method. The population in this study was the mustahiks who received empowerment programs from non-governmental zakat organizations in Pekanbaru City, with a total sample of 60 mustahiks. The results of this study found that there was a positive and significant relationship between organizational support and the mustahik empowerment program. This study also uncovered a significant positive relationship between entrepreneurial characteristics and the mustahik empowerment program. It was also unveiled that the mustahik empowerment program had a positive and significant relationship with the success of poverty alleviation. These results imply that organizational support and entrepreneurial characteristics are important variables in the mustahik empowerment program. Therefore, zakat institutions must pay more attention to these variables to get maximum results in poverty alleviation.

This study was conducted to address the problems faced by groups of women in the domestic and public sphere. This research was completed in several villages in two regencies of North Sumatra, i.e.Langkat and Serdang Bedagai. Focus Group Discussion, in-depth interviews and documentation by recording and writing methods were applied to obtain the data. The result was expected to become a reference for the empowerment of women, socially and economically and it will be a valuable asset to the nation in the development of Indonesia. The theory used was the theory of social culture and feminism. The method used was a qualitative, descriptive and hermeneutic interpretation. Then the data were being analyzed with the circle to get a full understanding. The research team got some information from the women's groups that they received financial assistance and workshops and the training of non-governmental organizations. They were given training to farming, small trade and home industries. They also received training to manage the credit union which can be a solution to the problem of capital in the public sector. To solve the problem in the domestic domain the women acquired counseling on gender equality of non-governmental organizations for both the husband and the wife on same gender issues and the result was a significant change in family life, the condition produces communications that is more democratic now.
