Abstract:
AbstractThis paper demonstrates that the persistent (mis)management of census is a key variable in the pattern of political instability and diminishing capacity that have defined the Nigerian State since it attained relative political independence in 1960. With roots in the highly exploitative and manipulative colonial enterprise, the crises of census in Nigeria continue to be sustained in contemporary times by the inherited contradictions that define the nation's political economy. Thus every past census in Nigeria has been a victim of intense elite contestation for power and resources, and therefore rather than enhance the planning and development process of the country, has further impaired it. The paper argues that any census, the scheduled 2005 edition inclusive, conducted in the context of extant hotly-disputed and largely illegitimate State structure, will not be able to accomplish its set objectives; with the decision by the Nigerian State to deny rather than come to terms with Nigerians' primary forms of identity, ethnic and religious, set to further erode rather than enhance the integrity of the exercise. It concludes that census will stop being inverted in its role in Nigeria only when the governance structure becomes wholly decentralized, the federating units become truly so, and census as an exercise becomes wholly de-politicized.

Abstract:
Population is very vital to the government for nation building of a country especially, Nigeria. Nigeria’s population has been contentious and politicized since colonial times. Census statistics embodies an essential database prerequisite for measuring the physical and social well-being of a nation’s population. Hence, for any country to realize its development potentials, it requires a comprehensive population database support to guide its socio-economic programs, planning and implementation. The fusses in Nigeria census steered the cancellation of the 1962 general population census which was repeated in 1963.The Population of an area is considered a political weapon, a condition desiderata for provision of amenities, infrastructure and in fact, guides wealth allocations and fiscal planning. Regrettably, Nigeria is yet to produce an acceptable and satisfactory demographic data for infrastructural development and nation building. Scholars of Nigerian history appear not to have paid adequate attention to nation building in Nigeria as a result of inaccurate population database. Hence, it is a perception of issues of politics and population census this paper tend to address. Qualitative research methodology was adopted for effective analyses. The paper concluded that inherent contemporary issues have continued to defeat the main aim of population census as an instrument for strategic planning and sustainable development. Lack of accurate census figures has contributed to Nigeria’s policy summersault and under development. It is unfortunate that in this 21st century Nigeria still does not have effective and reliable census data due to the fact that politicization, Falsification of population census result, religion rivalry, ethnicity stimulation and fluctuation of period of conducting census serves as a controlling force against accuracy of population census figures.

Abstract:
Census exercise is based on the notion that clear-cut data is at the center of a roadmap that enables planning, implementation, and long-term development. Because these objectives were not met, most census research in Nigeria has focused on the difficulties, problems, and politics underlying the falsification of census results. Surprisingly, none has articulated why a census is required for security and development. As a departure from the contentious debate enveloping the population, the paper examines the indices census has on the security and development of Nigeria. The cross-sectional survey design was adopted for the study using the proportionate stratified sampling in selecting 270 respondents that cut across three towns: Ado, Ikere, and Ikole, representing each senatorial district of Ekiti State. The questionnaire served as the instrument for data collection. Findings revealed mixed perceptions about the use of census for tackling security challenges, infrastructural planning, and developmental stride.

Abstract:
Abstract The question of whether to carry out a quinquennial Census is faced by national statistical offices in increasingly many countries, including Canada, Nigeria, Ireland, Australia, and South Africa. We describe uses and limitations of cost-benefit analysis in this decision problem in the case of the 2016 Census of South Africa. The government of South Africa needed to decide whether to conduct a 2016 Census or to rely on increasingly inaccurate postcensal estimates accounting for births, deaths, and migration since the previous (2011) Census. The cost-benefit analysis compared predicted costs of the 2016 Census to the benefits of improved allocation of intergovernmental revenue, which was considered by the government to be a critical use of the 2016 Census, although not the only important benefit. Without the 2016 Census, allocations would be based on population estimates. Accuracy of the postcensal estimates was estimated from the performance of past estimates, and the hypothetical expected reduction in errors in allocation due to the 2016 Census was estimated. A loss function was introduced to quantify the improvement in allocation. With this evidence, the government was able to decide not to conduct the 2016 Census, but instead to improve data and capacity for producing post-censal estimates.

Worldwide, the importance of quality instruction in schools cannot be underestimated. However, over the years, the instructional quality in Nigerian public secondary schools seems persistently low, and worrisome based on the academic performance of students in external examinations. This has continued to be a subject of concern to individuals, the public, government, and other stakeholders. This study investigates teachers’ characteristics and the instructional quality in public secondary schools in Nigeria. A hypothesis was formulated and tested in the study. Questionnaires were used to collect data from teachers and principals, as well as to assess the instructional quality in Nigerian public secondary schools. A total of 2,222 respondents (1,548 teachers and 774 principals) were sampled using both simple random and census sampling techniques respectively across the 774 Local Government Areas in Nigeria. The results show that teachers’ characteristics have a significant influence on the instructional quality in public secondary schools in Nigeria. The study recommends that government should prioritise teacher professionalism and employ only certificated teachers to teach in secondary schools in Nigeria geared toward achieving an improved instructional quality.

Abstract:
This paper examined the issues around census population and its impact on sustainable national development by comparing the budgetary cost of conducting regular population census with the developmental cost of not conducting regular population census. Data for the study were generated through a well-structured questionnaire from purposively selected respondents in the ministry of Finance, ministry of Budget & National Planning and National Population Commission. 300 respondents were enumerated and the data generated was coded and analyzed with STATA with the help of the descriptive statistics which was used to address the objectives of the study with mean cut-off of 2.5 for acceptance or rejection. The result showed (mean = 3.22) which implies that the developmental cost of not conducting regular population census outweighs the budgetary cost of conducting population census regularly. As a result, we recommended that national development planning must be based on up-to-date data generated from regular decennial population census and followed up with the estimations of the National Bureau of Statistics within the intervals.

Abstract:
Most historians writing about twentieth-century Africa have, at one time or other, used colonial statistical data. When we do this, we normally add a disclaimer, pointing out that these statistics are likely to be unreliable, and then proceed to use them anyway. But surely, we should be able to say something more definite about the reliability of these data? If we know more about the process by which these statistics were collected, for which aims, and with what preconceived ideas in mind, we should be able to establish, if not a margin of error, then at least some idea of which aspects of colonial statistics are more reliable than others. Furthermore, the process of colonial data-collecting was linked to establishing ethnic and other categories, which have since become generally accepted. This paper addresses these questions in an analysis of the context and contents of the published report of the 1921 Census of Southern Nigeria, and discusses its usefulness as a source for historians. The issues I discuss here with specific reference to this Nigerian census are characteristic for colonial censuses in general and should therefore be of relevance to all historians using colonial census data, and also—more generally—help us to understand how some of the most basic categories describing African societies have been constructed in the process of the acquisition of information by colonial governments.

Abstract:
This study examined the effects of corporate governance mechanism on earnings quality in Nigeria. To achieve the aims of this study, a total of 23 listed industrial firms in the Nigerian stock exchange market were selected and analyzed for this study using the census sampling technique. Also, the corporate annual reports for the period 2006-2016 were used for the study. The regression analysis method was used as a statistical technique for analyzing the data collected from the annual report and accounts of the selected firms. Findings from the study revealed that board independence, board gender, board size and CEO duality have a significant negative effect on earnings quality (proxied by discretionary accruals) for the sampled industrial firms in Nigeria. The study recommends that corporate governance mechanisms in Nigeria industrial firms should enable the individual companies to organise its governance optimally in accordance with the principles.

Abstract:
AbstractThis article reconstructs the controversies following the release of the figures from Nigeria's 1963 population census. As the basis for the allocation of seats in the federal parliament and for the distribution of resources, the census is a valuable entry point into postcolonial Nigeria's political culture. After presenting an overview of how the Africanist literature has conceptualized the politics of population counting, the article analyses the role of the press in constructing the meaning and implications of the 1963 count. In contrast with the literature's emphasis on identification, categorization, and enumeration, our focus is on how the census results informed a broader range of visual and textual narratives. It is argued that analysing the multiple ways in which demographic sources shape debates about trust, identity, and the state in the public sphere results in a richer understanding of the politics of counting people and narrows the gap between demographic and cultural history.

This research examined the relationship between board attributes and earnings management of deposit money banks listed on Nigeria Stock Exchange for ten years period (2010-2019). Fourteen deposit money banks listed on Nigerian Stock Exchange as at 31st December, 2019 were selected as the samples using census sampling method. Multiple linear regression technique was employed as technique of data analysis. The results shows that board academic and board credit increased and reduced earnings management respectively and insignificantly while board audit reduced the tendencies of managers to manage earnings significantly. Thus, it is recommended that regulators of Nigerian listed deposit money banks should encourage the constitution of audit committee in Nigerian listed deposit money banks. This is because it has proved to play an important role in checkmating unwanted discretionary accruals and improves the earnings quality in the banks.

Abstract:
The primary source of population data in Nigeria is the census despite its inconsistency. Consequently, efforts made to estimate population from such census figures and sometimes vital registration system has proved inadequate because of diverse problems. This study is aimed at developing a technique of population estimation in Nigeria using symptomatic data. The data for this study were collected through survey method, immunization and school enrolment data were collected from the Expanded Programme on Immunization and Ministry of Education, respectively. The average number of people per house or crowding index (CI) for Kabba was combined with immunization and school enrolment to establish a relationship which was subsequently used in regression analysis to estimate population. The results show that the population of Kabba and Kogi State were 70,870 and 4,230,382, respectively. The study recommended that the model can be used for population estimation in Nigeria and in places that have similar population data generation problems.

<p>This study assessed the quality of the age-sex data from 1991 and 2006 Nigeria population censuses using some conventional techniques of evaluating demographic data quality. Whipple and Myers indices were used to determine the extent of digit preference for the age-sex data presented in single years. There were very obvious preference for ages with end-digits 0 and 5 while other end-digits were avoided in the two censuses; and this was more pronounced with the females than males. From 1991 census to 2006 census, the Whipple index for both sexes declined from 294 to 251, while the Myers index declined from 60.8 to 49.9; indications of deficiencies in the Nigeria censuses data. The Joint scores computed for the five-year abridged distribution of the age-sex data yielded 54.83 and 38.52 for the 1991 and 2006 censuses, respectively. This showed that the data are poor in quality and not completely reliable as a result of misreporting. The 29.7% decline in Joint score from 1991 census to 2006 census was an indication of a modest improvement in quality over than fifteen years interval, even as the 2006 age-sex data are usable with adjustment.</p>

Abstract:
This study analysed the role of corporate governance on the quality of financial reporting practices of Multinational Enterprises (MNEs) in Nigeria. The study made use of managerial hegemony theory to establish a theoretical foundation in examining the effect of corporate governance mechanisms in the quality of the financial reporting practices of MNEs in Nigeria. Ex-post facto research design and panel regression were employed by the study. The study extracted data from the audited financial statement of 20 active MNEs in the consumer manufacturing sector listed on Nigeria Exchange Group (NGX). The population forms the sample size using census sampling. Findings revealed that the size of board, board independence, gender diversity and board shareholding did not significantly affect the quality of financial reporting practices of MNEs in Nigeria. Firm size and firm leverage significantly moderate the interaction between corporate governance and the quality of financial reporting practices of MNEs in Nigeria. The study concluded that this finding is a pointer to the fact that the quality of financial reporting of MNEs in Nigeria may be determined by factors other than corporate governance such as the adoption of International Financial Reporting Standard (IFRS), regulations, and Nigerian laws (CAMA 2020). Therefore, the study recommends that MNEs in the consumer sector in Nigeria should strengthen their corporate governance mechanism with the aim of improving the quality of financial reporting of their businesses in the short-run and the confidence of their customers and investors in the long-run.

Abstract:
The global financial crisis of 2008 and the economic dislocation that followed the emergence of COVID 19 adversely affected financial institutions leading to debt crisis in the Nigerian banking sector. Despite the risk management framework within the banking sector, credit still remains a crucial factor in comparison to other driving factors in the bank, due to its attendant risk and the effect on the economy. This study examined the risk management committee’s role on the effect of credit risk on financial performance of 13 deposit money banks in Nigeria from 2012 to 2021. Finance distress theory was adopted for the study. The study adopted census sampling technique. Regression model used to analyze the panel data. The multiple regression result revealed that credit risk has a negative and significant effect on financial performance. The moderating role of risk management committee revealed that credit risk has a positive and significant impact on financial performance of deposit money banks in Nigeria. The study recommends that DMBs in Nigeria should continue improving on their risk management policies to enable good credit facility procedures to borrowers, also the board of directors should actively participate in managing the credit facilities to customers.

Abstract:
This study is borne out of the need to address the long-standing concern about the inadequacy of population data for development planning in Nigeria. In spite of the efforts of past governments, the population data available from various sources for planning and monitoring Nigeria’s development process remain highly unsatisfactory in terms of adequacy and reliability, The situation is attributable in part to the irregular conduct of the census in the country and other associated problems. To achieve improvements in the quality of data obtained from censuses in the country, a critical evaluation of the administrative cum organizational aspects of the census is essential and the role of fieldworkers in this regard, cannot be underplayed. It is in this light that this study focuses on the 1991 census through the lens of the fieldworkers. In-depth interviews were used to obtain information from enumerators, supervisors and other functionaries involved in the 1991 census. The survey of census functionaries served to validate the report of the fieldworkers. The study sheds light on the appropriateness of some of the census strategies and administrative processes. The results will be of importance to census organizers and academics in their efforts at improving the quality of the data collection process and of data obtainable from censuses.

Abstract:
In Nigeria, the average monthly quantity of currency in circulation (CIC) has increased by 269 billion nairas, reaching 2.13 trillion as of 2019 and 2.41 trillion as of 2020. The current value of currency in circulation is expected to be 2.88 trillion naira. The economy of Nigeria is impacted by the seasonal fluctuations in its currency, and it is unavoidable that the economy would need to be adjusted. The purpose of this study was to adjust the seasonal effect of eight days to Easter and Muslim holidays on CIC, model and predict the CIC in Nigeria using the United State Census Bureau's X-12 ARIMA Seasonal adjustment software. The data utilized in the study was the monthly amount of money in circulation that was taken from the Central Bank of Nigeria (CBN) Bulletin between January 2012 and March 2022. Natural logarithm was used to standardize the data, and series seasonality was removed using seasonal differencing. Abstract:
This study investigates the impact of auditor’s independence on audit quality of listed real estate/construction companies on the Nigerian Exchange Group from 2012 to 2021. The study made use of ex-post facto research design and since the entire population was below ten firms, census sample approach was adopted. Secondary data of the firms were sourced from audited financial statements of the nine companies used for the study. Data were analyzed using descriptive statistics, correlation matrix and panel regression technique. The findings showed that there was a significant negative relationship between audit firm tenure and audit quality while the relationship between audit firm rotation and audit quality was positive and statistically insignificant. Company size showed a strong positive relationship with audit quality. Thus the study recommends that real estate/construction firms in Nigeria should make use of the services of audit firms with unquestionable track records of audit quality and reputation. In addition, real estate/construction firms in Nigeria should continually employ the services of one of the big audit firms whose character and integrity are beyond reproach. Lastly, the study recommends that management of quoted real estate/construction firms in Nigeria should consider increasing audit fees as benefits accruable to the firms far outweigh relevant costs

Abstract:
This study investigates the impact of environmental accounting on the financial performance of quoted deposit money banks in Nigeria. The sample consisted of 14 banks, which were selected using census sampling techniques. A random effect regression model was used to test the hypotheses after conducting diagnostic tests. The results indicate that environmental conservative cost disclosure has a significant positive effect on return on assets, while environmental compliance cost disclosure has an insignificant positive effect on return on assets. Additionally, community development cost disclosure has an insignificant negative effect on return on assets. The study suggests that deposit money banks in Nigeria should prioritize environmental conservative cost disclosure in their financial reporting and continue to comply with environmental regulations by disclosing their environmental compliance costs to improve their financial performance. In summary, the lack of clarity on environmental accounting practices can lead to information gaps for responsible financiers and investors. The study recommends specific actions for Nigerian banks to enhance their sustainability reporting and ultimately improve their financial performance.

Abstract:
Maternal mortality rates remain unacceptably high, especially in developing countries like Nigeria. Nigeria is responsible for about 20% of all global maternal deaths, with a Nigerian woman having a 1 in 18-lifetime risk of dying because of pregnancy or childbirth. Evidence-based strategies have been proposed, including family planning (FP), to reduce the incidence of maternal mortality, which is the only strategy that reduces the proportion of high-risk pregnancies and births and reduces exposure to the risk of maternal mortality. Despite these benefits, there is still a high unmet need for family planning services. The present study assesses the choices and availability of FP services in Lagos state health facilities, examines the challenges, barriers, and cultural restraints to modern contraception, and proffers solutions that will help increase FP uptake in the state. The study also presented supply-and-demand interventions that are most effective at increasing voluntary contraceptive uptake in Lagos state.

Abstract:
This study examines the relationship between financial innovations and financial performance of listed deposit money banks in Nigeria. This study adopted expost-facto research design. Census sampling techniques was used to adopt all the 25 deposit money banks quoted in the Nigerian stock exchange. Secondary data was collected from all listed Deposit Money Banks in Nigeria between the period 2010 to 2021. The data was extracted from the annual reports of the listed Deposit Money Banks in Nigeria. Correlation analysis was used to measure the relationship between variables. Specifically, the researcher used multiple regression analysis to establish if there is relationship between the independent variables and the dependent variable. The study revealed that Automated Teller Machine (ATM) has a negative but significant relationship with Financial Performance (FP), Point of Sales(POS) has a positive and significant relationship with FP, electronic mobile transaction (MOBILE) has a positive but non-significant relationship with FP and internet web transaction (WEB) has a negative and non-significant relationship with FP. Based on the findings, the research recommends that banks and ATMs manufacturers should be more concerned about the security of banking machines and that they should collaborate with telecommunication network providers and security agents to checkmate and prosecute hackers and other internet fraud stars so as to reverse the negative effect of ATM and internet web transactions on deposit money banks’ financial performance in Nigeria. Banks should also improve service quality and customer responsiveness in cases of lost or stolen cards, frauds, and other customer complaints in relation to point of sale to enhance the performance of deposit money banks in Nigeria.

Abstract:
The study investigated the influence of the implementation of Nigerian University Commission library parameters on accreditation readiness for academic programmes in Federal Universities of South-East, Nigeria. The study adopted the descriptive survey design. The population of the study comprised 161 academic librarians in the five federal universities located in the South-East zone of Nigeria. These are; University of Nigeria, Nsukka, Nnamdi Azikiwe University, Awka, Michael Okpara University, Umudike, Federal University of Technology, Owerri and Alex Ekwueme Federal University Ndufu-Alike, Ikwo. The census sampling technique was adopted for the study since the total number of academic librarians in the five universities was within a manageable size. The sampling method was considered appropriate because it allows statistical enumeration and participation of all members of the population in the study. Data was collected using questionnaire and analysed using regression analysis. Findings show that libraries are under staffed in most universities in the South East of Nigeria and the libraries had information resources to a great extent, but still needed to widen their services given the growing student population and new courses offered. The study therefore concluded that it is imperative for university administrators through the governing councils to employ more library staff in all cadres (professionals and para-professionals) as well as support staff. Also, the academic library environment should be made more conducive to attract clienteles to the library at all times and maintenance of furniture and equipment at libraries should be standardized, while upgrade and expansion services should also be done systematically.

Research has shown that many mass communication graduates have been produced every year in Nigeria. However, only a few of them venture into journalism as a career. Using a quantitative approach, the researcher examined the attitude of undergraduate mass communication students of Bingham University, Nigeria, towards journalism as a career. The population of the study consists of 300 registered 100 to 400 level students in the Department of Mass Communication. Census method was adopted to sample the perception of the respondents towards journalism as a career. Online questionnaire via Google form was employed for data collection and analysis. The data were analyzed and presented in tables and bar chart. Hinged on the Perception Theory, findings revealed that majority (61.2%) of the participants have positive attitude towards journalism as a career. However, further finding shows that the risky and hazardous nature of journalism profession in Nigeria; such as killing, kidnapping, assault and discrimination against journalists, poor remuneration among others, immensely influenced the decision of some students to venture into other professions or careers rather than journalism after graduation. Based on the findings, the study recommended that media organizations and the Nigerian government should ensure adequate security for journalists on the line of duty, provide attractive working conditions such as appropriate salaries and allowances as well as job security and protection of the life of journalists so as to make journalism profession more attractive to the teeming young graduates of mass communication in Nigeria. This study investigated the association between board attributes and corporate governance soundness in listed oil and gas companies in Nigeria. The study adopted the ex post facto research design since it was a secondary data research. The twelve (12) oil and gas companies listed on the Nigerian stock exchange between 2010 and 2018 constituted the population of the study. A census of the entire population was done since the population was small. Content analysis was used to extract data required for the study from the audited financial statements of the listed oil and gas companies that were sampled. Analysis of data was done using descriptive statistics and the hypothesis postulated was tested using correlation and multiple regression statistics. The study revealed that there is no significant association between board attributes and corporate governance soundness in listed oil and gas companies in Nigeria given the weak average coefficient of correlation of 36.8 percent. The study further revealed that board attributes influence corporate governance soundness by only 14.5 percent. Given the findings of the study, it is concluded that board attributes (board independence, board size and board meetings) correlate positively, albeit insignificantly, with corporate governance soundness. One of the recommendations made was that the board of directors of listed oil and gas companies in Nigeria should continually rally round, and be committed to involving, the various stakeholders in corporate governance in the governance process.

Abstract:
Purpose: This paper examined awareness and usage of YouTube and Second Life in indigenous language learning in tertiary education in Nigeria. Methodology: The study anchored on socio-cultural constructivism and adopted the survey research design. The population of the study was two-fold. The first component comprised of 52 Nigeria Certificate in Education students from five Federal Colleges of Education, who registered for the language acculturation programme at the National Institute for Nigerian Languages (NINLAN) in 2018. The second part of the population included ten lecturers of Nigerian languages in NINLAN. Since the study was focused on learning, and the population of students was manageable, the census sampling technique was applied. Thus, all 52 students were involved in the survey. Based on a representation of the three major Nigerian languages, the purposive sampling technique aided the selection of three lecturers: one each for Igbo, Hausa and Yoruba. Out of which, two lecturers were available at the time of the study. Quantitative data were collated from the students via a self-administered questionnaire, while the interview method was used to elicit qualitative data from the lecturers. Quantitative data were analysed using simple percentages, Chi-squared test and Fisher’s exact test. Findings: Findings showed a significant awareness of YouTube, but its usage for indigenous language learning was insignificant. Compared to YouTube, the awareness of Second Life was lower and it was not used for indigenous language learning. Unique contribution to theory, practice and policy: The study recommended that tertiary education; particularly language teacher education should incorporate Web 2.0 channels such as YouTube and Second Life into traditional classroom pedagogy to bridge resource gaps in indigenous language learning.

Abstract:
The increasing emphasis on Corporate Social Responsibility and its potential impact on stakeholder’s satisfaction and financial performance have driven the need for this research. This study examined the relationship between corporate governance and corporate social responsibility (csr) practices among listed deposit money banks in Nigeria. Ex-post facto research design was employed. The population of the study comprised of the 15 deposit money banks in Nigeria listed on the Nigerian Exchange Group (NGX) as at 31st December,2022, which formed the sample size using census sampling method. Data were obtained from the annual audited financial reports of the banks from the period 2011 to 2022. Data were analysed using the Panel Corrected Standard Errors (PCSE) regression method. The findings revealed that there is a significant positive relationship between transparency measured by the transparency index and CSR practices, a significant positive relationship between environmental sustainability measured by the Dow jones sustainability indices and CSR, and stakeholders’ engagement measured by stakeholder’s feedback score has a positive but insignificant relationship with CSR practices. The study concluded that adherence to corporate governance codes, especially in areas of environmental sustainability and transparency, enhances csr practices. It recommended that Deposit money banks should pay keen attention to corporate governance practices, especially in environmental sustainability. Regulators are also advised to entrench stakeholders’ engagement committees in corporate governance codes to foster better stakeholder engagement.
