Abstract:
This study aimed to examine the perceived risks and benefits of Genetically Modified Organisms (GMO) in Nigeria with a focus on the agricultural technology of nitrogen use efficient, water use efficient, and salt-tolerant (NEWEST) Rice. A descriptive survey method was adopted for this study. Using a convenient sampling technique, 100 residents were drawn from the general population as respondents for this study. The questionnaire which was the instrument for data collection was administered to the respondents by the researcher personally. The results show that 58% of respondents will buy or eat NEWEST Rice. About 20% of the respondents would buy or eat NEWEST Rice because of its cheaper price, 15% for its nutritional benefits, and 13% for its better look and taste. Findings from this research also revealed that the perceived risks of NEWEST Rice are cross-pollination, adverse effects to human health, not looking and tasting good like organic rice, and antibiotic resistance in humans. The benefits identified include an abundance of rice supply to reduce poverty and starvation in Nigeria, improve the efficiency, profitability, and productivity of farmers, NEWEST Rice can minimize the use of water and fertilizer, better nutritional qualities, and reduction in pesticide use. This study, therefore, shows that NEWEST Rice will be averagely accepted (58%) in Nigeria. However, due to the intense debate on GM crops, there is a need for an improvement in the efficacy of scientific communication. There is also a need to create an informed, balanced public perception on the important issue of genetic engineering used in agriculture, even from the confined field trials, multi-location trials and use of GM crops in Nigeria.

Abstract:
This study developed and validated an analytical methodology for the determination of aflatoxins, enniatins, beauvericin, zearalenone, ochratoxin-A, alternariols, HT-2 and T-2 toxin in soy, oat, rice and almond beverages, based on solid phase extraction columns (SPE) and analyzed by liquid chromatography coupled to mass spectrometry in tandem. C18 SPE was successfully applied, obtaining recoveries that range from 72 ± 12% (ochratoxin-A) to 99 ± 4% (ENA1) at high level (L1) and 65 ± 8% (T-2) to 128 ± 9% (alternariol monomethyl ether) at low levels (L3). The methodology was validated according to Commission Decision 2002/657/EC, with limits of quantification ranging from 0.3 (AFs in oat beverages) to 18 ng/mL (HT-2 in rice beverage). The analysis of 56 beverage samples purchased from Valencia (Spain) showed at least one mycotoxin occurring in 95% of samples, including carcinogenic aflatoxins, and oat beverage was the most contaminated. This is a newest validated methodology for the quantification of sixty mycotoxins in oat, rice, almond and soy beverages.

- This research aims to study the appropriate growing media for the growth of cacti that can reduce production costs and promote cacti’s growth. The research used four genera of cacti, i.e., Gymnocalycium, Astrophytum, Mammillaria, and Echinopsis, which were famous in the commercial market in Thailand. The experimental design was completely randomized designs (CRD) with four different growing media and three replications; T1) fermented rain tree leaves (FRTL): perlite: vermiculite: pumice: vermicompost as a control, T2) FRTL: rice husk: coconut coir: charcoal: vermicompost, T3) FRTL: rice husk ash: coconut husks chips: expanded clay: vermicompost and T4) rice husk ash: vermicompost. The plant was cultivated the plastic pot 2-inches and collected the growth for six months. The result showed that Mammillaria was planted in Treatment 3 gave the greatest stem diameter and the number of roots. A similar increase in stem diameter of Echinopsis and Gymnocalycium had the newest areoles. While planted in T4, as a result, the genus Astrophytum has increased in stem diameter, the number of new areoles, and the number of roots. In the Gymnocalycium also found an increase in stem diameter. Therefore, the use of cacti growing media in T3 as an appropriate for the growth of cacti. Furthermore, it can reduce the production cost of growing media about 0.72 baht per pot (33%) when compared with the commercial media (T1) in a 2-inches plastic pot.

Sutematsu Kajiura found himself in the early 20th century where the known essential nutrients only consisted of amino acids, carbohydrates, fats, minerals and water. Therefore, scientists and doctors were navigating a battlefield without comprehensive knowledge of the terrain, being completely unaware of the essential sector of vitamins. This is the world in which our story was published and Kajiura was on a mission to find the cause of the ‘national disease,’ beriberi, now known to be caused primarily by thiamine (vitamin B1) deficiency. Though Kajiura discovered neither the cause nor the cure, he made major contributions to plant seed biology by identifying and isolating the major protein in rice, oryzenin, which was later studied indepth. In addition, he was unknowingly a part of the massive movement toward the discovery of vitamins, the newest member of the essential nutrient family.

Abstract:
Drought tolerance is an important quantitative trait with multipart phenotypes that are often further complicated by plant phenology. Different types of environmental stresses, such as high irradiance, high temperatures, nutrient deficiencies, and toxicities, may challenge crops simultaneously; therefore, breeding for drought tolerance is very complicated. Interdisciplinary researchers have been attempting to dissect and comprehend the mechanisms of plant tolerance to drought stress using various methods; however, the limited success of molecular breeding and physiological approaches suggests that we rethink our strategies. Recent genetic techniques and genomics tools coupled with advances in breeding methodologies and precise phenotyping will likely reveal candidate genes and metabolic pathways underlying drought tolerance in crops. The WRKY transcription factors are involved in different biological processes in plant development. This zinc (Zn) finger protein family, particularly members that respond to and mediate stress responses, is exclusively found in plants. A total of 89 WRKY genes in japonica and 97 WRKY genes in O. nivara (OnWRKY) have been identified and mapped onto individual chromosomes. To increase the drought tolerance of rice (Oryza sativa L.), research programs should address the problem using a multidisciplinary strategy, including the interaction of plant phenology and multiple stresses, and the combination of drought tolerance traits with different genetic and genomics approaches, such as microarrays, quantitative trait loci (QTLs), WRKY gene family members with roles in drought tolerance, and transgenic crops. This review discusses the newest advances in plant physiology for the exact phenotyping of plant responses to drought to update methods of analysing drought tolerance in rice. Finally, based on the physiological/morphological and molecular mechanisms found in resistant parent lines, a strategy is suggested to select a particular environment and adapt suitable germplasm to that environment.

Background: The Democratic Republic of Timor-Leste is the newest nation in the 21st century, which became independent in 2002. Yet continued violent tensions kept the country from stabilizing its sociopolitical situations and it remains as a least developed country with many challenging issues, including food/nutrition insecurity. The international community has been supporting Timor-Leste to ameliorate it by aiding the agricultural development of the country. Objective: The objective of this study is to examine the aid profile of the donors for Timorese agricultural development. The findings of the study intend to provide the Timorese government and donors with a useful dialogue point for more efficient collaboration. Methods: The aid data reported to the Creditor Reporting System are sorted for the profile examination. The analysis is based on the aid disbursement between 2002 and 2019. Results: Australia was the largest donor, mostly shaping the agricultural aid profile of the donors. Japan, USA, and New Zealand were the major donors in that order, following Australia. Yet, their prioritized sub-sectors or interests appeared to vary; Australia prioritized strengthening Timorese seed systems and focused on nutrition-sensitive agriculture, Japan emphasized rice production, USA was mainly interested in cash/horticultural crops value chains, and New Zealand invested mainly in agricultural cooperatives. Of the multilateral organizations, the European Union was the principal donor. Conclusion: The Timorese government and donors may need a strategic collaboration to utilize available resources more efficiently as its food/nutrition insecurity is rooted in complex issues and improving it also hinges on development of other sectors.

This study attempted to explore the process of word formation and its social function of slang words on Rich Brian's official music video, precisely in the comment section of the newest song of him, D.O.A that released on 25 August 2020. This study employed discourse and sociolinguistics aspects; hence, this study's research design was a descriptive qualitative. Additionally, this study's object was a one-month comment section of Rich Brian's newest song official music video. Furthermore, there were two sources of data, primary and secondary data sources. The primary data were a comment section of Rich Brian's newest official song music video, while the secondary source was from available works of literature and urban dictionary. Therefore, to collect the data, this study did the documentation from the D.O.A. official music video from one-month duration comments. As the data obtained, there were 49 slang words found. Then, they were analyzed through Yule (2010)�s theory as the basis of word formation process standard, while Zhou & Fan (2013)�s theory was used as the basis of word formation function standard. Data analysis is divided into several steps: reading, collecting, classifying, and analyzing the data. The result showed that derivation was the highest frequency of the word-formation process. It was 22%, the acronym was 18%, coinage was 16%, the conversion was 14%, blending was 12%, compounding was 8%, clipping was 6%, borrowing and multiple processes were 2% of each. Besides, the highest social function was to express emotive feeling with 49 % quantity of the frequency. The second higher was to pursue self-identity, achieving politeness was 8%. This study suggested a more in-depth analysis of non-standard languages, such as swear words or taboo words and emoticon that can be done through a social semiotic approach.

Abstract:
The way digital news are being created today is very different from traditional printed methods. The digital news format has possibilities that printed versions do not have. For example, they can use animations, video, audio, and interactivity, referred to with a collective name as rich content in this study. The problem is that there is little knowledge about rich content, how it is being used and the reasons for using it. By interviewing journalists and content creators, this study aims to answer the following questions: How can rich content help convey a digital news story to the reader in a more engaging way than traditional methods? How can rich content help widen the audience of digital news stories? Through semi-structured interviews, the author explored how rich content is used, and how people think when creating it. Ten employees at the media house Schibsted, all working at different Norwegian newspapers, participated to this study. The results indicate that rich content in digital news articles can help convey a news story’s main points by delivering complex things in an easy and understandable way. As a result, rich content seems to encourage more readers to finish the whole article. This study has also found that rich content can be used to widen the audience, since it can make the promotion of an article more interesting and make more people eager to share the article on their own social media accounts. Furthermore, targeting news articles towards different user groups could help widen the audience even further. Strengths and weaknesses are discussed, and the future work section show potential in further investigating how different user groups are affected by rich content, and what types of articles can benefit the most by using rich content.
Det sätt som digitala nyhetsartiklar skapas på idag skiljer sig mycket från traditionella tryckta metoder. Det digitala nyhets formatet har möjligheter som tryckta versioner inte har. Till exempel, användning av animationer, video, ljud och interaktivitet, som med ett kollektivt namn kallas för rich content i denna studie. Problemet är att det finns begränsad kunskap om rich content, hur det används och anledningarna till användning av det. Genom intervjuer med journalister och innehållsskapare har denna studies mål varit att besvara följande frågeställningar: Hur kan rich content hjälpa till att förmedla digitala nyheter till läsaren på ett mer engagerande sätt än traditionella metoder? Hur kan rich content hjälpa till med att bredda publiken av digitala nyheter? Genom semistrukturerade intervjuer undersökte författaren hur rich content används och hur de anställda tänker under skapandet av rich content. Tio anställda på mediehuset Schibsted, som alla arbetar vid olika norska tidningar, deltog till denna studie. Resultaten indikerar att rich content i digitala nyhetsartiklar kan hjälpa att förmedla en nyhets huvudbudskap genom att leverera komplexa saker på ett enkelt och mer förståeligt sätt. Resultaten visar på att rich content verkar uppmuntra fler läsare till att läsa klart hela artikeln. Denna studies resultat visar även att rich content kan användas till att bredda publiken, eftersom det kan göra marknadsföringen av en artikeln mer intressant och får fler människor att vilja dela artikeln på sina egna sociala medier. Vidare kan riktade nyhetsartiklar mot olika användargrupper hjälpa till att bredda publiken ytterligare. Abstract:
This thesis considers how fiscal and monetary policy should be conducted in resourcerich economies. It consists of three papers addressing: whether governments should spend, save or invest volatile oil income; the assets they should save in; and how monetary policy should respond. The first, “Eight principles for managing resource wealth”, shows that capital-scarce countries should save relatively less against oil price volatility, and invest more in domestic capital. They also should prepare for volatility in advance, and treat savings as a source of income rather than a temporary buffer. To show this the paper develops a framework that nests a variety of existing results, which are presented in eight principles. The second, “The Elephant in the Ground: Oil extraction and asset allocation in sovereign wealth funds”, shows that governments should use sovereign wealth funds to offset oil price risk, extract oil faster if its price is pro-cyclical, and use precautionary savings to manage any residual volatility. To do this it combines three strands of literature for the first time: on continuous-time portfolio theory, oil extraction and precautionary savings. The third, “Optimal monetary responses to oil discoveries”, addresses the anticipation effects around an oil discovery. It shows that the terms of trade will need to appreciate twice: once when oil is discovered and consumers anticipate future revenues; and again when the government begins spending the revenues. Oil wealth will give the monetary authority an incentive to appreciate the terms of trade, in addition to stabilising domestic inflation and the output gap. Optimal policy is well-approximated by a standard monetary rule that also responds to expected changes in the natural level of output.

This thesis investigated graph theoretic analysis of connectivity and habitat availability for landscape scale management of Triturus cristatus, the Great Crested Newt. The ecological foundations of wider landscape management concepts and knowledge base on T. cristatus' habitat requirements, dispersal and migration were explored. Species presence, and aquatic and terrestrial habitat on the Cholmondeley Estate, Malpas, Cheshire, UK was mapped and land cover characterized for suitability and traversibility by T. cristatus. Habitat area available and accessible from ponds were identified. Analysis and modelling of pondscape connectivity using Probability of Connectivity (PC) and related indices, was carried out using Euclidean and Cost Weighted Distance and pond clustering at ecologically relevant scales was examined. Association or correlation of presence with proximity to breeding ponds, pond cluster size, proximity and available quantity of terrestrial habitat, proximity to roads and moving water, and connectivity of breeding ponds were examined at Cost Weighted and Euclidean distances. Connectivity, (PC index), pond count in clusters at 250 and 500m thresholds of connectivity, and proximity to core habitat (broad leaved woodland and rough grassland) using Cost Weighted distances were positively associated with breeding presence. Road proximity and density, proximity of core habitat at Euclidean distances and mean inter-pond distance were not significantly associated with breeding presence. Proximity to moving water was negatively associated with breeding presence. Resistance to movement of various land cover types has important implications for habitat availability and connectivity, , / and important questions are raised in terms of "rule of thumb" guidelines for estimation of connectivity between pond populations and habitat availability around breeding ponds. Graph analysis was used to identify priority areas for maintenance of landscape level connectivity, and enhancement of habitat connectivity and availability on the local population scale, with prioritization of pond creation/protection sites against their contribution to connectivity and habitat I availability, examining various scenarios.

Abstract:
Post financial crisis, economic and business news has generated conflicting narratives where, for example, bankers and corporate executives enjoy large salaries while ordinary people find their lifestyles under increasing pressure. Accordingly, the issues of income inequality, wealth and poverty have attracted increased scholarly attention. Citizens make sense of such issues via the media, and most often via TV news which is still the U.K’s primary news provider. Given that U.K broadcast media are bound by public service obligations, the intellectual puzzle addressed here is whether either side of the financial crisis (2007 and 2014), two TV news providers (BBC1 and ITV1) address financial news generally, and income inequality more specifically, in ways that serve all citizens. Large-scale content analyses are used to identify recurrent themes within economic, business and financial news, and stories containing elements of income inequality, poverty, wealth and the “squeezed middle”. To further explore how these issues are covered, typical cases are developed using critical discourse and multimodal analyses. The study finds that while economic and business news has increased and has been partially redefined by the crisis, income inequality is covered less in 2014 than in 2007, and since it is embedded within various news stories, the issue is not covered in ways helping citizens to make sense of causes and consequences. Despite indicators that “trickle down” economics is broken and that wealth remains concentrated among a few, even post-crisis, economic growth is presented as a universal solution to ease discomfort and inequality. Although coverage of business actors and corporations is often critical, the wider model of capitalism within which they operate remains unchallenged. In conclusion, despite the seismic financial events and normative expectations that they should discuss issues of social significance, because of institutional, economic and historic causal mechanisms, these channels do not provide any such critique.

Abstract:
My study has questioned recognized factors of news valuation in the context of Costa Rican newspapers, with the aim at getting greater understanding in how news are valued in Costa Rican newspapers and what factors contribute to making an event the main article of an issue. My research therefore is a snapshot at how the news valuation process is conducted in Costa Rica at the moment. I furthermore went on to do a quantitative content analysis containing five theories of factors of news valuation, that I have theorised myself as a result of my research containing recognized factors of news valuation.   The data has been selected through a random selection process, and then collected via the national library in San José, Costa Rica. I then went on to carry through a quantitative content analysis, containing 46 variables from recognized factors of news valuation and an additional five variables from my own theories, on the selected samples.   The variables in my analysis to a great extent tried questioning the theories of Judy McGregor, Henk Prakke, Håkan Hvitfelt and Galtung and Ruge.   The results show that some of the theories created by mentioned scholar do apply in the news valuation process in Costa Rican newspapers. It furthermore show that some factors, mentioned by the same scholar, to have great impact in the news valuation process does not at all impact the news value of an event in Costa Rican newspapers. This study shows that there is cultural and geographical differences in how events are valued as newsworthy or not, and that the factors that are acknowledged as determining of news value in one region or country, may in fact not at all apply in another part of the world.   The results of my own theories show that there are differences in what factors that affect the news valuation process. My theories state that there are other factors that affect news values and that there can be opposing factors depending on in what country/region/journalistic area the news are valued.

This diploma thesis describes how to create or convert traditional Java programs to desktop-like rich internet applications with the Google Web Toolkit. The Google Web Toolkit is an open source development environment, which translates Java code to browser and device independent HTML and JavaScript. Most of the GWT framework parts, including the Java to JavaScript compiler as well as important security issues of websites will be introduced. The famous Agricola board game will be implemented in the Model-View-Presenter pattern to show that complex user interfaces can be created with the Google Web Toolkit. The Google Web Toolkit framework will be compared with the JavaServer Faces one to find out which toolkit is the right one for the next web project
Diese Diplomarbeit beschreibt die Erzeugung desktopähnlicher Anwendungen mit dem Google Web Toolkit und die Umwandlung klassischer Java-Programme in diese. Das Google Web Toolkit ist eine Open-Source-Entwicklungsumgebung, die Java-Code in browserunabhängiges als auch in geräteübergreifendes HTML und JavaScript übersetzt. Vorgestellt wird der Großteil des GWT Frameworks inklusive des Java zu JavaScript-Compilers sowie wichtige Sicherheitsaspekte von Internetseiten. Um zu zeigen, dass auch komplizierte graphische Oberflächen mit dem Google Web Toolkit erzeugt werden können, wird das bekannte Brettspiel Agricola mittels Model-View-Presenter Designmuster implementiert. Zur Ermittlung der richtigen Technologie für das nächste Webprojekt findet ein Vergleich zwischen dem Google Web Toolkit und JavaServer Faces statt

AbstractRice production needs to be sustained in the coming decades, with changing climatic conditions becoming more conducive to the prevalence of disease outbreaks. Major rice diseases collectively cause enormous economic damage and yield instability. Breeding for disease-resistant rice varieties could be one of the best options to counter these disease outbreaks. Disease-screening protocols and newer technologies are essential for effective phenotyping and would aid in gene discovery and function. Understanding the genetics of disease mechanisms and stacking of broad-spectrum disease-resistance genes could lead to faster development of rice varieties with multiple disease resistance. New molecular breeding approaches are discussed for the development of these varieties. The molecular biology of disease resistance is now better understood and could be well manipulated for improved resilience. Transgenic approaches for disease resistance are discussed. Genome-editing tools for the development of disease-resistant rice varieties are thoroughly discussed. The use of bioinformatics tools to speed up the process and to obtain a better understanding of molecular genetics mechanisms of disease resistance is explained.

AbstractThe Central Luzon Loop Survey in the Philippines is one of the longest-running and ongoing household-level farm surveys in tropical Asia. This chapter reviews the changes in rice farming from 1966 to 2021, with a particular focus on the past decade. The data show that rice yields have stagnated and become more variable despite a prompt and continuous switch to newer modern varieties with an appropriate nitrogen application level since the Green Revolution. This implies that the Green Revolution-type agricultural development is at a crossroads. As background factors, this chapter reviews how the adoption of labor-saving technologies, mechanization, and farm size have changed over time under increasing rural labor scarcity. A subjective assessment of the impact of COVID-19 on rice farming is also discussed.

AbstractThe purpose of this chapter is to discuss how, and the extent to which, we may consider fake news, disinformation, and manipulation as bellwethers for the health of democracy. The chapter argues that there are two quite different readings of the democratic implications of the fake news, disinformation, and manipulation challenge: on the one hand, as the rise of a certain type of political actor that claims that established politicians and their conduct of politics have lost touch with ordinary people and their concerns, and in addition, actively seeks to undermine confidence in science and scientists. Thus, the factual and evidence-based foundation of democratic politics is challenged by the rise of a particular species of populist politician and populist parties marked by a distinct style, and relatively unencumbered by conventional party politics. If these phenomena can be identified with and confined to a specific set of actors, parties, and their supporters, then the political challenge is how best to contain or isolate them. The other reading approaches the democratic challenge from a more structural angle and searches for the roots of anti-political sentiment and the trust gap in the circumstances surrounding policymaking and politics. The two readings suggest different causal dynamics in terms of how fake news, disinformation, and manipulation affect democracy. If structural changes are important sources of fake news, disinformation, and manipulation, then the rise of populism is hardly the only source of fake news and disinformation. If so, the irony in focusing on the most blatant manifestations of fake news as espoused by populist politicians is that it may detract attention from those factors that helped create such traits in the first place.

The use of particles obtained from biopolymers is of interest in fields such as bioengineering and nanotechnology, with applications in drug encapsulation, tissue engineering, and edible biofilms. A method used to obtain these particles is electrohydrodynamic atomization (EHDA), which can generate different structures depending on the process conditions and raw materials used, opening a wide range of research in the biopolymers field, where starch is considered an excellent material to produce edible and biodegradable films. This chapter is a compilation and analysis of the newest studies of this technique, using starch with or without modifications to prepare films or membranes and their potential applications. A systematic literature review, focused on starch, and EHDA was carried out, finding 158 articles that match these criteria. From these results, a search inside them, using the words edible and biodegradable was conducted, showing 93 articles with these key words. The information was analyzed observing the preference to use corn, potato, rice, and cassava starches, obtaining mainly scaffolds and fibers and, in much less proportion, films or capsules. This review shows a window of opportunity for the study of starchy materials by EHDA to produce films, coatings, and capsules at micro or nano levels.

In informed societies, citizens require the means to inform themselves, as well as adequate skills to interpret the information. In most countries, the data literacy/numeracy of citizens is under- developed. We propose to use (online) news media as one of the channels to increase the data literacy of citizens. This paper presents one example of an interactive explainer that explains sampling variation and the need for error margins in polls. This explainer has been published in several Dutch news media. In just a few days, thousands of readers completed the explainer and reactions have been enthusiastic and encouraging. Currently, it is still unknown how well the readers now comprehend the concepts and if such explainers can be created less labor intensively. Overall, we see interactive explainers in mass media as a promising direction forward to help societies become more data literate.

Nowadays, news recommendation has become a popular channel for users to access news of their interests. How to represent rich textual contents of news and precisely match users' interests and candidate news lies in the core of news recommendation. However, existing recommendation methods merely learn textual representations from in-domain news data, which limits their generalization ability to new news that are common in cold-start scenarios. Meanwhile, many of these methods represent each user by aggregating the historically browsed news into a single vector and then compute the matching score with the candidate news vector, which may lose the low-level matching signals. In this paper, we explore the use of the successful BERT pre-training technique in NLP for news recommendation and propose a BERT-based user-news matching model, called UNBERT. In contrast to existing research, our UNBERT model not only leverages the pre-trained model with rich language knowledge to enhance textual representation, but also captures multi-grained user-news matching signals at both word-level and news-level. Extensive experiments on the Microsoft News Dataset (MIND) demonstrate that our approach constantly outperforms the state-of-the-art methods.

Misinformation spread by individuals sharing fake news can cause problems in social, economic and democratic systems. The World Economic Forum considers the viral spread of misinformation online to be one of the main threats to our society. While the reasons why people spread misinformation likely haven't changed in the last millennia, the rise of Internet powered social networks has allowed news to spread rapidly among millions of users, and gave rise to new phenomena such as echo chambers. The question we ask in this paper is whether we can model the dissemination of fake news and the emerging phenomena using relatively simple rules in an agent-based model. We present the current state of research in the field of fake news, the agent-based modelling methodology, and the current state of our model development.

Hydrocarbons are the major source of energy in the world. While the global energy demand continues to rise, the shallow water hydrocarbon reserves currently under production are getting exhausted. This has encouraged all major E&P (Exploration & Production) companies around the world to look towards exploration and development of newer deepwater offshore reserves, hitherto largely left untouched. Furthermore, gas reserves-rich nations are also showing a keen interest in exploring new gas markets to boost their exports and, in the process, provide a solution to the energy scarcity of other parts of the world. The two factors mentioned above — the need for newer energy reserves and the urge to tap new energy markets — coupled with the safety, reliability, and cost-effectiveness of pipelines have contributed to the growing number of deepwater gas pipeline projects being executed around the world. “Deepwater Pipelines” per se is not a new concept. Many deepwater pipelines have already been installed in different parts of the world. However, for the Indian energy sector, this is a relatively new development, with the exception of KG basin deepwater pipelines. The Indian government’s HELP (Hydrocarbon Exploration and Leasing Policy) and proposed trans-national submarine gas pipelines are likely to serve as the harbingers of future deepwater pipeline projects in Indian oil & gas sector. Although the technical and codal requirements for deepwater pipelines are the same as that applicable for any shallow water offshore pipeline, there are a few nuances that must be considered extremely important to successfully implement any deepwater pipeline project. This paper elucidates the deepwater pipeline considerations such as pipeline route selection, flow assurance, line pipe material & wall thickness selection, pipeline installation analysis, seabed intervention techniques, alternative integrity validation (AIV) etc.

This report is a guide to the practice of taxing ride-hailing at the state and local levels in the United States. The information is based on a survey of legislation, news articles, journal articles, revenue data, and interviews. We first review the literature and provide a history of ride-hailing and the practice of ride-hailing. We then profile all ride-hailing taxes in the United States, classifying these taxes according to common attributes and pointing out what details of legislation or history distinguishes each tax. One important distinction is between ad valorem taxes, levied as a percentage of fare or revenues, and “per-ride” taxes levied as a flat charge per ride. Another distinction is the differential treatment of shared and single rides. We provide extensive references to laws and ordinances as well as propose a system to classify the state legal environments under which ride-hailing is taxed. States fall into five regimes: (1) a “hands-off” regime wherein local governments are permitted wide leeway; (2) a “tax-free” regime wherein local taxes are prohibited and the state does not impose a tax; (3) a “state-tax-only” regime wherein local taxes are prohibited but the state levies taxes for its own use; (4) a “revenue-sharing” regime wherein the state levies taxes and distributes them to local governments; and (5) a “local-option” regime wherein local governments can opt into participating in a tax system regulated by the state. We make nine recommendations for Illinois policymakers considering taxes on ride-hailing, with the most important being that the state pass legislation clarifying and regulating the rights of local governments to levy such taxes.
