Full textCurrent crisis communication plans and guidance at all levels of government focus almost exclusively on communication during a crisis, rather than a comprehensive approach that also addresses the timeframe well before and well after a disaster. Furthermore, existing crisis communication strategy does not include approaches to enhance resiliency in individuals and communities affected by disaster. A case study of the 2007 Greensburg, Kansas tornado assessed the crisis communication strategy surrounding the disaster to assist in the development of a new comprehensive crisis communication strategy for homeland security. The case study revealed the need for homeland security leaders to reframe crisis communication by considering disasters as the norm, not a rarity. The case study also found significant benefits to utilizing a complex systems approach in crisis communication strategy, specifically the pragmatic complexity model. New crisis communication approaches were recommended including a public partnership approach and a resilient messaging/survivor psychology approach. The research recommendations also included specific before and after message themes to engage the public and help them become more resilient. The case study and research concluded a state-level strategy would be most beneficial and would allow specific messaging to be delivered by leaders familiar to the community affected.

Full textThe requirement for a lightweight, quick deployment C-Band satellite communication antenna system for Aegis Class Destroyers has been addressed and this paper describes a novel solution currently being implemented. The new antenna system takes advantage of the low windload properties of the FLAPS™ (Flat Parabolic Surface) reflector and features a broadband FLAPS™ reflector mounted on a lightweight, high performance X-Y positioner. The system is designed in a modular fashion and operates in a shipboard environment without the protection of a radome. The system is stabilized to counteract the ship's motion, operates without counterweights, weighs less than 250 kg and provide communication links in the 3900 to 4100 MHz and 6000 to 6200 MHz frequency bands.

Full textWhat is community? What defines it, and what creates it? What—or who—is the gay community? Is the gay community the same as it was ten, twenty, or even thirty years ago? Those are some of the questions I will be answering as I explore the creation, expansion, and subsequent integration of the physical gay community into one that embraces an online, fragmented community. I will explore the creation and evolution of the gay community, examining its early years and the challenges it faced as a marginalized group. To help define community, I will use the concept of identity theory by incorporating the theory of play and weaving the idea of claiming public space into my argument to show how the physical, economic, social creation of the gay community is dependent upon a geographic and virtual community. Those examples will set up my argument that the idea of community has changed in part to the commonality of technology and social applications. I argue that the idea of the traditional gay and lesbian community, which relied heavily on where you lived, has become fragmented and disjointed because of the reliance of an online, virtual community which, in turn, has led to a lack of interpersonal connections among individuals of this marginalized group.

During the last years, the boom of the Internet has carried along with it new possibilities for communication, in addition, other technological developments of society together act to form a new reality in which companies have to rethink their means for com-municating with consumers.
Problem and Purpose:
In a new reality where consumers seem to reap all the benefits of the technological changes, how then, should companies adjust to the changing environment? The authors first investigated the modern media environment and found some trends in how it is evolving, and after listening to what some experts within the field think about the future and of what should be done, they them-selves endeavoured to generate some guidance for companies in this matter.
Method:
This thesis is somewhat of a Delphi study, which means that it heavily relies on the statements of experts. What they have said has played a crucial role in the authors’ own formulation of guid-ance. The experts were interviewed either face-to-face, or through the exchange of e-mails.
Conclusions:
Major trends in how the media environment is transforming are; technology as an enhancer to rather becoming a determinant, segmentation to fragmentation, decreasing- to increasing returns to scale, an opening for entirely new business concepts and an in-creasing value of intangible assets as a complement to traditional, tangible assets. The authors then presented some elements that would be of crucial significance in this new environment, and they also formulated some more specific guidance in how these ele-ments could be instigated in companies. They were; Speed and flexibility, customization and sustainability. Advice in how they could be instigated where then summarized and illustrated in the “New Digital World Market Communication Diamond”, which basically emphasizes the need for updating the values and the cor-porate culture, the need for streamlining supply chains, the need of truly finding and using information about consumers, and fi-nally, the need for adaptive experimentation.

In our thesis we have investigated how Swedish people, who open new advertising agencies in New York, should market themselves to be successful on the market in New York.
To gain as much information as possible about this subject, we traveled to New York and interviewed three advertising agencies, who were started by Swedes, and also the Consulate General of Sweden, and Swedish Trade Council.
Our investigation resulted in that the best way to be successful on the American market is to differentiate your work from what the market has to offer. By doing this potential customers may find your work interesting and thereby chose to work with your company.

Full textThe Internet, as a digital record of human discourse, provides an opportunity to directly analyze political communicative behavior. The rapid emergence of social online networks augurs a transformation in the quality and quantity of information people have to evaluate their political system. Digital formats instantiate new categories of actors and new capacities to intervene in political discourse. Existing theories of political communication fail to account for the time lag, speed, anonymity and nature of replication inherent in digital formats. To fully investigate the digital record, scholars need a new framework that apprehends the complex density of a multidirectional political discourse that defies traditional time controls.
Using information and linguistic theory we develop and apply a functional, information flow model that illuminates the conceptual relationships and capacities of people to shape their information environment. Actors are defined in terms of their communicative role in idea exchange and the logic of communication is alloyed with political considerations to examine the scopes of action and immersion scenarios that affect communicants.
Our modular and scalable theory offers a way to measure signal fidelity, node activation, and message branching. We define signaling and amplification schemes and effects and explore the benefits and disadvantages of amplification devices for speakers and recipients. We show how individual actors are linked by the micro information streams they receive and transmit. We are therefore able to model exposure conditions of a multiple input, noisy spectrum for citizens and provide a counterpoint to the simple, controlled environment of agenda-setting experiments.
Finally, due to its foundation in information theory, our framework provides a natural platform by which to organize and develop a research program that uses computational linguistics and data mining techniques.
