L'articolo illustra gli elementi di continuitŕ e di rottura nell'azione internazionale del Partito socialista italiano, e la stretta relazione tra i cambiamenti nei riferimenti internazionali del partito e le mutazioni nella strategia da esso adottata per la lotta politica in Italia. Nella prima parte, l'autore analizza i caratteri del dibattito teorico che si sviluppa all'interno del partito socialista nel periodo in cui esso definisce la sua strategia in termini neutralisti. Sono passati in rassegna i termini del dibattito ideologico tra la corrente autonomista guidata da Nenni e Lombardi e quella di sinistra sui temi del neutralismo: europeismo, sostegno al Movimento dei non allineati, riavvicinamento al socialismo europeo e azione da svolgere in politica estera col governo di centrosinistra. Nella seconda parte dell'articolo l'autore esamina il ruolo della politica internazionale nella definizione degli equilibri del centrosinistra e il dibattito sull'Europa e sulle rivoluzioni in atto nel "terzo mondo" che si sviluppa all'interno del Psi, fino alla riunificazione di questo col Partito socialdemocratico e il suo ingresso nell'alveo del socialismo europeo.

En el marco de la renovación historiográfica de los estudios sobre la Gran Guerra vinculados a la Historia Transnacional, este artículo realiza un estudio centrado en dos países, España y Argentina, que se mantuvieron neutrales durante todo el conflicto. A partir del análisis de documentación de ambos países, pone de relieve que las disputas locales sobre la neutralidad estuvieron relacionadas con dos elementos de carácter transnacional: el combate simbólico por la paz y por el futuro de ambas naciones. En este desarrollo, la proyección del hispanismo contribuyó decisivamente en la configuración de un espacio neutralista y germanófilo compartido entre ambos países. Los elementos que lo conformaron, como se muestra al final del artículo, fueron centrales en la conformación del renovado hispanismo que formularían las derechas reaccionarias en los años veinte y treinta en ambos países.

O presente texto busca articular o conceito de letramento (digital) com fundamentos da Teoria Ator-Rede, para refutar dois discursos dominantes sobre as (novas) tecnologias da escrita: o do determinismo tecnológico e o do neutralismo. Toma da referida teoria o axioma da inseparabilidade entre tecnologia e sociedade, assim como entre natureza e cultura. Propõe, a partir de conceitos-chave que derivam do axioma, uma concepção de letramento (digital) como rede heterogênea, constituída de associações entre humanos e não-humanos que, de forma simétrica, negociam interesses e interpretações. Aplica tal concepção a dados recuperados de uma pesquisa anterior, realizada sob outro enfoque teórico, com vistas a avaliar o poder explicativo da Teoria Ator-Rede no que tange a relação entre global e local em práticas "situadas" de letramento (digital).

AbstractBackgroundInvestigation of hemostasis is problematic when patients are on anticoagulant therapy. Rivaroxaban especially causes substantial interference, extending many clot-based tests, thereby leading to false positive or negative events. In particular, rivaroxaban affects some assays for activated protein C resistance (APCR).MethodsWe assessed, in an international setting, cross laboratory (n = 31) testing using four samples to evaluate rivaroxaban induced interference in APCR testing, and whether this interference could be neutralised. The samples comprised: (A) pool of normal plasma (APCR-negative control); (B) this normal pool spiked with rivaroxaban (200 ng/mL) to create rivaroxaban-induced interference (potential ‘false’ positive APCR event sample); (C) the rivaroxaban sample subsequently treated with a commercial direct oral anticoagulant ‘DOAC-neutraliser’ (DOAC Stop), or (D) treated with andexanet alfa (200 μg/mL). Testing was performed blind to sample type.ResultsThe rivaroxaban-spiked sample generated false positive APCR results for some, but unexpectedly not most APCR-tests. The sample treated with DOAC Stop evidenced a correction in the rivaroxaban-affected APCR assays, and did not otherwise adversely affect the rivaroxaban ‘unaffected’ APCR assays. The andexanet alfa-treated sample did not evidence correction of the false positive APCR, and instead unexpectedly exacerbated false positive APCR status with many tests.ConclusionsDOAC Stop was able to neutralise any APCR interference induced by rivaroxaban. In contrast, andexanet alfa did not negate such interference, and instead unexpectedly created more false-positive APCR events.

Este trabajo se propone analizar las funciones del discurso referido en entrevistas políticas televisivas realizadas durante la polémica por las retenciones móviles desarrollada en Argentina en el año 2008 (Aronskind y Vommaro, 2010). El marco teórico integra elementos de la Teoría de la Argumentación en el Discurso (Amossy, 2014), el Análisis del Discurso Político Mediatizado (Fairclough 2005; Fetzer y Weizman, 2006) y el Análisis Conversacional (Heritage y Clayman, 2010). El corpus está compuesto por cuatro entrevistas realizadas en los programas de periodismo político A dos voces y Palabras más, palabras menos a dos dirigentes agrarios. Al enfocar el análisis en los procedimientos de citas directas e indirectas en las intervenciones de los entrevistadores, consideramos: 1) la distribución de las formas lingüísticas y el tipo de atribución; 2) las funciones de estas citas en el manejo de la agenda de la entrevista; y 3) algunos usos estratégicos identificados en cada programa. Los resultados revelan, por un lado, que el empleo de citas, en distintas funciones, constituye una herramienta clave para la práctica de entrevistar, y, por otro, que su uso estratégico parece apuntar hacia la configuración de distintas maneras de encarar el rol de entrevistador/a frente a una polémica discursiva.

In the wake of decolonization, Britain wanted to maintain its strategic interests in Nigeria and to keep the newly independent African country in the Western orbit. Having abrogated a defense agreement in reaction to Nigerian domestic opposition, the British government counted on military assistance to secure its postcolonial security role. The British thus hoped to gain responsibility for the buildup of a Nigerian air force, which the authorities in Lagos wished to establish for national prestige and protection against potential enemies such as Ghana. The Nigerians, however, first tried to secure the requisite assistance from Commonwealth countries other than Britain before opting for a West German air force mission. The Nigerian government aimed to reduce its dependence on Britain and thereby burnish its neutralist credentials. Yet London was challenged by a Western version of neutralism, similar to Western neutrality, because the Nigerians never attempted to approach the Soviet bloc about military assistance.

Le propos est de montrer que le principe de la neutralité axiologique du juge et donc de son jugement, d’origine révolutionnaire, a eu pour effet de ravaler le droit au rang d’un pur et simple instrument du pouvoir politique ; un pouvoir dont l’existence — et donc celle de sa loi (sa « positivité ») — dépend, fondamentalement, de la possession effective de la force. Une situation qui est la conséquence d’un choix idéologique auquel le positivisme, dominant de fait dans les facultés de droit, a donné une pseudo caution « scientifique ». Ainsi, l’immense majorité des juristes ont-ils cessé depuis longtemps de s’interroger sur « l’être du Droit ». Une telle question ne pouvant, selon eux, qu’intéresser des théoriciens ou philosophes dont les spéculations n’ont en réalité rien à voir avec le seul véritable droit : celui produit par les autorités politiques compétentes (selon leur droit) et dont l’application peut être assurée efficacement. Et pour les juges « dire le droit » ne pouvant avoir d’autre signification qu’appliquer, aussi fidèlement que possible, ce droit, qui, passé de son lieu de production politique dans leurs mains, est censé s’être délesté de tout contenu moral ou éthique. Un droit qui, pour ceux qui le mettent en oeuvre, est donc un objet sans mystère, conforme à ce qu’ils ont appris, d’une « évidence immédiate ». Comment en effet douter de savoir ce qu’est le droit si l’on est un spécialiste du droit ou même un simple justiciable, alors que les normes étatiques sont omniprésentes et suivies d’indiscutables effets sur les esprits et sur les corps ? Une évidence en réalité trompeuse et préjudiciable en ce qu’elle fait obstacle à toute réflexion critique. Alors que ce que croient connaître les juristes professionnels dans leur ensemble et ce que « disent » les juges en « disant le droit », ce n’est rien d’autre, sous cette appellation, que la volonté politique dans sa forme normative. Pour qu’il en soit autrement, pour que le Droit existe en tant qu’objet et discipline autonomes, il faut au Juge qui est la seule autre source possible de légitimité normative dans la cité, ouvrir le droit et son office à une autre dimension que sa dimension politique de base, nécessaire mais insuffisante. Et c’est à la recherche de cette ouverture que conduit la pensée du droit avec Camus penseur du sens de l’existence humaine dans lequel le droit, créé par des hommes pour des hommes afin de réguler leurs comportements sociaux, ne peut, raisonnablement, que trouver à s’insérer. Une ouverture qu’avec l’auteur de L’Homme révolté, il faut à la fois penser dans une certaine confrontation avec le pouvoir politique, et une préoccupation constante d’équilibre ; nécessairement en tension, mais qui n’exclut pas la poursuite d’une certaine harmonie, d’une vision du Droit comme un art du vivre ensemble. Our aim is to show that the principle of the axiological neutrality of judges and therefore of their judgment, of revolutionary origin, has had the effect of reducing the law to the rank of a pure and simple instrument of political power; a power whose existence – and therefore that of its law (its "positivity") – fundamentally depends on the effective possession of force. That situation is the consequence of an ideological choice which positivism, de facto the dominant theory in law faculties, has endorsed with a pseudo “scientific” validity. As a result, the vast majority of jurists have long since ceased to wonder about "the Legal being". According to jurists, such a question can only be of interest to theoreticians or philosophers whose speculations have in fact nothing to do with the only true law: that produced by the competent political authorities (according to their law), the application of which can be effectively ensured. And for judges, "to interpret the law" can have no other meaning than to apply as faithfully as possible that law which, in passing from its place of political production into their hands, has purportedly been shed of all moral or ethical content. A law which, for those who implement it, is therefore an object void of any mystery, in accordance with what they have been taught, of "immediate evidence". How indeed can we doubt what the law is, whether one is a specialist in law or even a simple litigant, when State standards are omnipresent and followed by indisputable effects on our minds and bodies? That evidence is in fact misleading and prejudicial in that it hinders any critical reflection. For what professional jurists as a whole believe they know, and what judges "hold" in "interpreting the law" is nothing other, under that name, than a political will in its normative form. For it to be otherwise, for the Law to exist as an autonomous object and discipline, judges, who are the only other possible source of normative legitimacy in the citystate, must open up the law and its function to another dimension than its purely political basis, which is necessary but insufficient. And it is in search of this openness to which legal thought leads with Camus, the philosopher of the meaning of human existence with which the law, created by the people for the people in order to regulate their social behavior, sanely can do no more than integrate. With the author of The Rebel, that openness must be seen as a certain form of confrontation with political power, and as a constant concern for balance; necessarily under strain, but which does not exclude the pursuit of a certain harmony, of a vision of the Law as an art of living together. An issue which Camus, philosopher and artist, in the last chapter of his essay, addresses with "Mediterranean Thought"

ENGLISH ABSTRACT: The use of toxicity tests to evaluate the quality of streams affected by mixtures such as acid mine drainage (AMD), adds value to assessments whereby site-specific toxicological data may identify toxicants that pose a threat to humans. To successfully evaluate the risk of combined mixtures, an improved understanding of the individual components, their uptake, metabolism, excretion and mode of action is required. This study aimed to identify the extent of AMD toxicity in a dose dependant manner on the MCF-7 cell line. The first study site associated with gold mining was chosen as the Tweelopies Stream situated in the Gauteng province of South Africa. The AMD effluent (un-neutralised) contaminating the Tweelopies Stream had undergone pH-neutralisation using a reactor-bed limestone technology incorporating the use of both calcium carbonate (CaCO3) powder and limestone beds. The second study site, the Kromdraai River, is situated in the eMalahleni region of South Africa where a predominance of coal mining exists. The pH -neutralisation of the AMD (un-neutralised) contaminated Kromdraai River was performed using a caustic soda (NaOH) precipitation technique. This study demonstrated the rapid and effective application of the comet assay as a screening tool for AMD-associated DNA breakages in the human cell line, MCF-7. Moreover, the study analysed parameters of cellular survival, DNA fragmentation and variations in morphologies indicative of cellular death. Collectively, the cyto-genetic aberrations observed in the MCF-7 cells as a result of exposure to gold and coal mining associated AMD, confirms the urgency of incorporating high-throughput screening in ecological toxicity assessment to evaluate cellular damage at genetic levels in low dose exposures where detection might be missed.
AFRIKAANSE OPSOMMING: Die gebruik van toksisiteitstoetse om die gehalte van strome te evalueer wat geraak word deur mengsels soos suur mynwater (SM), gee waarde aan spesifieke toksikologiese data van gifstowwe wat 'n bedreiging vir die mens kan identifiseer. Om die risiko van gekombineerde mengsels en hul individuele komponente beter te begrip en suksesvol evalueer, is hul opname, metabolisme, uitskeiding en modus van aksie nodig. Hierdie studie het gepoog om die omvang van SM-toksisiteit in 'n dosis afhanklike wyse op die MCF-7-sellyn te identifiseer. Die eerste studie-area wat gekies is, hou verband met goudmyn-ontginning, en is die Tweelopiesspruit, geleë in die Gauteng-provinsie van Suid-Afrika. Die SM-uitvloeisel (on-geneutraliseerde) wat die Tweelopiesspruit besoedel, het pH-neutralisasie ondergaan met behulp van die integrasie van 'n reaktor-bed kalksorpsietegnologie wat gebruik maak van beide kalsiumkarbonaat (CaCO3) poeier en kalksteenbeddens. Abstract:

The annihilation of weakly interacting massive particles (WIMPs), accumulated in gravitational potentials (e.g., the core of the Earth, the Sun or the Galactic halo) would lead to neutrino production. This thesis investigates the possibility of searching for WIMPs in the form of the lightest supersymmetric particle (neutralino) trapped in the Sun using the AMANDA-II neutrino telescope. AMANDA-II is a large Cherenkov detector located deep in the ice at the geographical South Pole. The presented work is based on data taken during the year 2001. An analysis optimized to search for the neutralino-induced flux from the Sun has been developed. The observation of no excess with respect to the expected atmospheric neutrino background has been interpreted as an upper limit on the neutralino annihilation rate in the Sun and on the neutralino-induced muon flux in the vicinity of the detector.

A feasibility study is presented which measures the masses of the chargino X̃₁± and neutralinos X̃₁⁰ and X̃₂⁰ using the processes of e⁺e⁻→ X̃₁+X̃₁- → X̃₁⁰X̃₁⁰W⁺W⁻ and e⁺e⁻→ X̃₂⁰X̃₂⁰ → X̃₁⁰X₁⁰ZZ at the International Linear Collider. The detector simulation is based on the Silicon Detector (SiD) concept and an integrated luminosity of 500 fb⁻¹ is considered at the centre-of-mass energy of 500 GeV. A template-fitting method is employed to measure the chargino and neutralino masses, which results in uncertainties of 0.16 GeV, 0.5 GeV and 1.0 GeV for the mass of X̃₁⁰, X̃₁± and X̃₂⁰ respectively. A study on the ISIS2 sensor, a technology for the ILC vertex detector, is also presented. The characteristic of the sensors are studied for both its test structure and main array pixels. The operation conditions are optimized and the sensor successfully demonstrated its capabilities of in-situ charge storage and charge transfer. The charge transfer efficiency is measured to be better than 98%.

Abstract:
Various methods of neutralisation of hide unhaired with sodium silicate and sodium sulphide have been investigated seeking to reduce or refuse ammonium sulphate conventionally applied for the neutralisation. Due to the high release of ammonia into the environment, alternative materials are being sought that do not impair the properties of the hide being processed and that a high-quality chromed semi-finished product of leather can be obtained. In the research, different methods of hide neutralisation and their influence on subsequent hide treatment processes qualitative indexes of the obtained leather were analysed and described. It has been found that after unhairing with sodium silicate and sodium sulphide hide, it is appropriate to neutralise and bate the hide by adding 1 % ammonium sulphate, 0.8 % lactic acid and 0.15 % proteolytic enzyme preparation OROPON ON2. To obtain the best quality of chromed semi-finished product of leather, it is advisable to pickle the hide using not more than 1 % sulfuric acid. In this way, neutralised-bated, pickled and chromed leather’s quality meets the quality requirements for chromed semi-finished product of leather.

Abstract This paper is concerned with improving the performance of a vibration neutraliser (absorber) by making it adaptive. To achieve this, the stiffness and damping of the device has to be controlled so that the impedance of the neutraliser is optimised at its operational frequency. The results of an experimental study are presented where real-time control of such a device is demonstrated. The stiffness is adjusted by changing the geometry, and damping is controlled with a velocity feedback system. Both these actions are achieved using a fuzzy logic controller.
