Abstract:

The monograph summarizes and systematizes the results of experimental and theoretical studies of thermal insulation systems of building structures, technological facilities, transport facilities, and cold preservation. The criterion for the effectiveness of system insulation solutions is energy efficiency as a criterion for a comprehensive assessment, including both taking into account the direct reduction of energy costs during the operation of insulation shells, and the costs of installation, maintenance of structures in working condition, evaluation of the operational resistance of materials and durability of system solutions as a whole. Modern types of thermal insulation materials based on gas-filled plastics, foamed glass, foamed rubber and products based on mineral fibers are considered: stone wool, glass wool and glass fiber, basalt fiber. It is intended for researchers, specialists in the field of materials science, technologists — developers of new types of thermal insulation materials and constructors, designing products from them, as well as for teachers and university students. It can be useful for a wide range of people interested in construction and energy saving problems.

This chapter presents the elements of a psychiatric assessment. After hearing the patient’s chief complaint, the physician elicits the patient’s history of the present illness (a chronological, systematic description of the patient’s signs and symptoms) past psychiatric history, medical history, psychosocial history, family history, and review of systems. The physician also obtains the patient’s mental status examination, which is an objective description of his or her current mental state. Integration of the patient’s history and objective findings results in a comprehensive descriptive and diagnostic impression, which summarizes patterns of data, predicts prognosis, and suggests appropriate treatment options. Use of a biopsychosocial and cultural perspective produces a psychiatric assessment that considers the patient’s strengths and vulnerabilities in relation to his or her cultural group.

Abstract:

The CAF is the European Common Assessment Framework for better quality in public administration, and it celebrates its 20th anniversary in 2020. The CAF improves public administration through self-assessment by the employees and executives of "their" organisation. The beginning of the CAF dates back to 1998 when the ministers of the European Public Administration Network (EUPAN) commissioned designing "general principles concerning the improvement of the quality of services provided to citizens". The CAF 2020 is the ﬁfth version of the CAF, and it is designed to be the European guideline for good governance and excellence in public sector organisations. In four chapters, this book provides an overview of how the CAF is contributing to transform public administration. About 30 designated CAF experts from academia and practice offer insights into the impact of the CAF in different ﬁelds of public sector organisations, reﬂecting the powerful role of the CAF in navigating through challenging times. Furthermore, this book provides an overview of the institutional status of the CAF in Europe and internationally, and it shows the necessary steps for further strengthening the CAF as the number one tool for transformation and quality in the public sector. Abstract:

The Thesis is concerned with assessing the suitability of LTE (4G) cellular networks for the remote control of low-flying UAVs. To solve this problem, an approach to the analysis of the delay values in cellular networks has been developed, which makes it possible to estimate the delays of individual cells and overall cellular network. Requirements for delays in the UAV control channel were developed, conclusions were drawn about the suitability of the LTE network as a communication solution for the UAV remote control. A method for calculating the effect of parallel redundancy is proposed, and an experimental assessment of the possibility of using two existing solutions for parallel redundancy in LTE networks is carried out. In addition, a compact technical solution for analyzing the level of base station signals was demonstrated.

Mood and anxiety disorders are highly prevalent in perinatal samples, affecting as many as 20% of childbearing women (Gavin et al., 2005). In an effort to prevent adverse outcomes associated with perinatal mood and anxiety disorders, researchers and clinicians have advocated routine screening during the perinatal period (NRC, 2009). Although, there are several screening measures for depression, many of which have been used or validated in perinatal populations, few screening tools have been developed specifically for or validated in perinatal samples for bipolar disorder or anxiety disorders. Despite the ongoing need for brief, accurate, and easily administered screening measures, it seems clear that perinatal mood and anxiety screening is associated with substantial improvement in rate of detection (Georgiopoulous et al., 1999; Georgiopoulos, Bryan, Wollan, and Yawn, 2001; Gilbody, Sheldon, and House, 2008). However, in the absence of systematic protocols to ensure further assessment, treatment, and follow-up, screening is unlikely to have a positive impact on depression-associated morbidity (Gjerdingen, Katon, and Rich, 2008; Gilbody et al., 2008; Miller et al., 2012; NRC, 2009). Preliminary evidence suggests that screening for perinatal mood and anxiety disorders, when embedded within larger systems to ensure comprehensive assessment, connection to treatment, and regular monitoring, has the potential to improve outcomes for women and their families. The question of whether screening programs can ultimately decrease depression-associated morbidity and prevent adverse outcomes cannot be answered given the existing research base (Myers et al., 2013). Although much is left to be understood about perinatal screening for mood and anxiety disorders, the impact of this research lies in potential for reducing negative maternal outcomes as well as for prevention of the negative impact of perinatal depression on the health and well-being of babies born to depressed or anxious mothers.

Multilayer networks are formed by several networks that interact with each other and co-evolve. Multilayer networks include social networks, financial markets, transportation systems, infrastructures and molecular networks and the brain. The multilayer structure of these networks strongly affects the properties of dynamical and stochastic processes defined on them, which can display unexpected characteristics. For example, interdependencies between different networks of a multilayer structure can cause cascades of failure events that can dramatically increase the fragility of these systems; spreading of diseases, opinions and ideas might take advantage of multilayer network topology and spread even when its single layers cannot sustain an epidemic when taken in isolation; diffusion on multilayer transportation networks can significantly speed up with respect to diffusion on single layers; finally, the interplay between multiplexity and controllability of multilayer networks is a problem with major consequences in financial, transportation, molecular biology and brain networks. This field is one of the most prosperous recent developments of Network Science and Data Science. Multilayer networks include multiplex networks, multi-slice temporal networks, networks of networks, interdependent networks. Multilayer networks are characterized by having a highly correlated multilayer network structure, providing a significant advantage for extracting information from them using multilayer network measures and centralities and community detection methods. The multilayer network dynamics (including percolation, epidemic spreading, diffusion, synchronization, game theory and control) is strongly affected by the multilayer network topology. This book will present a comprehensive account of this emerging field.

Chapter 7 focuses on the four phases of national human rights action planning in practice. In the preparatory phase, it suggests the idea of establishing a national network of different stakeholders for implementing human rights and discusses the five key elements of a comprehensive baseline study before proceeding with the eleven elements of an effective action plan in the development phase. In the implementation phase, Chapter 7 addresses the questions as to how to cope with ‘complex situations’ when different factors external to the plan and not often under its control negatively influence its performance, and how to enhance a plan’s sustainability over time. This chapter ends with a discussion of six types of accountability mechanisms and a seven-feature model of assessment along with some suggestions on methodological techniques for planning.

This book deals with human rights action planning, as a largely under-researched area, from theoretical, doctrinal, empirical, and practical perspectives in order to put forward a new account of such planning. As such, the present work provides one of the most comprehensive studies of human rights planning to date. At the theoretical level, by advancing a novel general theory of human rights planning, it offers an alternative to the traditional state-centric model of planning. This new theory contains four sub-theories: contextual, substantive, procedural, and analytical ones. At the doctrinal level, a textual analysis of core human rights conventions is conducted in order to reveal the scope and nature of the obligation to adopt a national human rights action plan and to consider how to ensure that states are in compliance with this obligation. At the empirical level, a cross-case analysis of national human rights action plans of fifty-three countries is conducted exploring the major problems of these plans in different phases and uncovering the underlying causes. At the practical level, both national and supra-national human rights governance systems are examined. At the supra-national level, a networked model of global human rights governance is suggested as a practical response strategy against the extant global governance system which hardly works as an integrated system. At the national level, after suggesting the establishment of a nation-wide network for implementing human rights, the essential parts of human rights action planning are probed in four phases putting forward some methodological techniques for each phase.

Abstract:

The architecture of healthy sleep rests upon a network of several interacting neurochemical systems, an arrangement that is easily disrupted by the experience of traumatic stress. As a result, sleep may be among the most susceptible of behaviors to have a negative impact as a result of trauma. Sleep disturbances, or “parasomnias,” such as nightmares, sleepwalking, and insomnia are one of the most prominent hallmarks of PTSD, and the study of these sleep-specific symptoms can provide a window into the underlying pathology of the disorder. The current chapter reviews the preclinical animal literature that has informed our understanding of the brain structures that are involved in the development of these parasomnias. In reviewing adult and child studies of disrupted sleep in PTSD, a distinction is made between the subjective and objective assessment of sleep quality, with a call made for an emphasis on objective measurements in future research.

Cushing’s syndrome is caused by adrenocorticotropic hormone (ACTH)-secreting or cortisol-secreting tumors. In most cases, the hypercortisolism is caused by an ACTH-secreting tumor of the pituitary. An excess of circulating cortisol adversely affects all major organ systems, including the cardiovascular system and therefore produces a wide range of clinical features. Perioperative morbidity and mortality will largely be determined by the magnitude of cardiac dysfunction encountered. Successful perioperative management depends on a thorough preoperative assessment of affected organs, comprehensive intraoperative monitoring, and an understanding of potential interactions with anesthetic drugs. Surgical reselection is most often the definitive treatment for this syndrome, however there are pharmacologic interventions that can be undertaken when necessary.

Evaluation of the obese patient requires identification of all comorbidities and health conditions, including underlying cardiac and pulmonary conditions that could have a negative outcome on noncardiac surgery. Once comorbidities have been recognized, aggressive optimization of these medical conditions can provide improved outcomes after bariatric surgery. Estimating medical risk can be performed by several validated classification systems. The preoperative checklist and clinical practice guidelines (CPG) were updated in 2013. The CPG recommendations for preoperative evaluation of the bariatric surgery patient include lab testing, nutritional screening, endocrine assessment, and cardiopulmonary assessment, including sleep apnea screening. The CPG suggest an extensive multidisciplinary team approach to the preoperative bariatric surgery patient. Finally, the medical evaluation includes an algorithm for a seven-step approach to the preoperative visit. Also recommended for evaluation of the morbidly obese patient is an algorithm that uses a five-step approach after a comprehensive history and physical exam and lab testing.
