Abstract:
The article formulates the main tasks of management of information networks and telecommunications services in terms of ensuring their reliable operation. The telecommunication network is considered as a complex system consisting of many components, each of which has its own characteristics of operation during operation. The main functions of the telecommunication network control system are determined: fault detection and network status diagnostics, network device administration, forecasting and elimination of congestion and other possible deviations in network functioning, ensuring coordinated interaction between different types of control systems for providing telecommunication services with specified quality. Methods of analysis and management of networks are essentially a kind of identification methods, i.e. the current assessment of the parameters and condition of complex technical systems. There is a close relationship between identification and diagnostic tasks. The methods for solving these problems largely depend on the class to which the identification object can be assigned. Computer and telecommunication networks belong to the class of distributed systems with delays in signal and control information. Methods of retrospective identification are used to analyze the state of such systems. The influence of delays of signal and control information on the efficiency of search and determination of places of failures, overloads and emergency modes in communication networks is investigated. The results of computer simulation are given. The approach based on regular control of parameters and condition of network nodes taking into account delays of receipt of information on parameters and a condition of a concrete network node and delays of the control information necessary for adjustment of parameters of a network node as control object has found further development.

Abstract Analysis of Gdańsk tram network statistics shows that incidents are quite frequent (about 650 within five years) and mostly involve collisions and crashes. As well as reducing the tram systems’ efficiency and reliability, incidents have a negative effect on road safety. As Polish cities extend their tram networks, they must also ensure that their existing networks are safe. This is to be achieved by conducting safety assessments. The article presents different assessment methods, at different stages of tram infrastructure lifecycle, providing a basis for a comprehensive diagnosis and recommendations for improvement. The objective of the study was to conduct a comprehensive safety assessment and analysis of the existing and planned tram network across Gdańsk, using different study methods and tools.

The complex social-ecological systems network is an integrative platform of ecology, economy, management and complex networks which providing a new perspective on the comprehensive management of ecological and socio economical processes. Through research of the structures, functions and processes, one four-dimensional conceptual model of the complex social-ecological system for sustainable development was set up. The complex social-ecological systems comprise of natural subsystem, social subsystem, economic subsystem and integrative decision subsystem. The complex social-ecological systems network was defined as one six-element tuple which denotes the comprehensive spatial structure with different kinds of nodes of ecosystem, social system and economic system. The complex social-ecological systems network has some important characteristics including hierarchies, power-low, vulnerabilities, resilience, dynamics, co-evolution of flow and structure, et al. At last, based on the Multimedia Environment Pollutant Assessment System (MEPAS) of US EPA, the relationship between POPs (Persistent Organic Pollutants) exposure and lifetime fatal cancer risk was studied, and comprehensive risk network of the Taihu basin water pollution and human body health was established.

Multi-carrier energy systems (MCESs) provide collaboration between various kinds of energy carriers to supply the electricity, heating, and cooling demands. With the widespread use of MCESs in recent years, the security assessment of energy systems has attracted the attention of many contemporary researchers. However, the complexity of an MCES, including electrical, natural gas, and district heating networks, and different uncertainties imposes vast challenges to keep a safe operation energy supply. In this paper, a systematic methodology for the security analysis of MCESs is presented. For this purpose, considering electrical, natural gas, and district heating networks, an integrated model of energy systems is introduced. The security analysis of this framework is evaluated using some indices. In this approach, two well-known performance indices, including power performance index (PIP) and voltage performance index (PIV), are used to analyze the electrical networks’ security. Besides, the concept of Energy not supplied (ENS) is used for natural gas and district heating networks. In this regard, security analysis of a typical MCES including the IEEE 14-bus electrical network, the IEEE 30-bus electrical network, 20-node Belgian natural gas network, and 14-node district heating network is examined. The applicability of the proposed technique will be proven using comprehensive simulation analysis.

The research and manufacture of the military logistics equipment systems always brings problems in quality management for its complexity and particularity. To solve these problems, a analysis on equipment quality management is conducted. A comprehensive study on reliability, fault diagnosis, and risk analysis models are also performed. The reliability analysis of the system is fulfilled using a method of combined fuzzy inference and network analysis. This method solves the limitations of the traditional network analysis method, of which the result is defined for every failure mode. The abnormality of parameters corresponds to faults in the system, which can be used to establish a knowledge database and a fault diagnosis expert system. A quantitative risk assessment model is set up using a fuzzy comprehensive evaluation method and an incident loss comprehensive evaluation theory. Finally, the above method and model are examined for new trailer mounted equipment. The results validate the proposed method

The article establishes the relationship between the function of sustainable economic growth in the informational productivity paradigm, which is the basis of the knowledge economy, and the modern interpretation of the economic content of entrepreneurship, which made it possible to draw a conclusion about the system-forming role of entrepreneurship in the formation of new socio-economic relations.In this regard, a refined definition of entrepreneurship based on the distinctive characteristics of its economic content is given. It is concluded that the new properties of informational socio-economic relations, the complication of their configuration and giving entrepreneurship a system-forming role in the knowledge economy, actualize the need for the development of network forms of organizing entrepreneurial activity.Methodological approaches to assessing the usefulness of one or another partner in the process of forming an inter-organizational alliance have been determined. It is proposed in the process of designing entrepreneurial networks to select potential actors using the methodology for assessing the network entrepreneurial potential of socio-economic systems of various levels. The definition of the network entrepreneurial potential of the territory is given.A method for a comprehensive assessment of the network entrepreneurial potential of a territory on the basis of a model that integrates the network entrepreneurial potential of business, the network entrepreneurial potential of civil society, and the network entrepreneurial potential of public administration, has been developed. The article presents a comprehensive assessment of the network entrepreneurial potential of the complex socio-economic system of the territory of the Russian Arctic, carried out using the proposed method. The territories of the Russian Arctic, the most attractive for the formation of entrepreneurial networks, have been identified based on the results of a comprehensive assessment of entrepreneurial potential and entrepreneurial potential of business, civil society and government.

Transportation networks are open and accessible, by design, and thus vulnerable to malicious attacks. Transportation networks are integral parts of larger systems, where individual transportation networks form a network-of-networks within a defined geographical region. A security incident on an asset can propagate to new security incidents in interconnected assets of the same or different networks, resulting in cascading failures in the overall network-of-networks. The present work introduces the STAR-TRANS Modeling Language (STML) and provides a reference implementation case. STML is a feature-rich, domain specific, high-level modeling language, capable of expressing the concepts and processes of the Strategic Risk Assessment and Contingency Planning in Interconnected Transportation Networks (STAR- TRANS) framework. STAR-TRANS is a comprehensive transportation security risk assessment framework for assessing related risks that provides cohered contingency management procedures for interconnected, interdependent and heterogeneous transport networks. STML has been used to produce the STAR-TRANS Impact Assessment Tool.

With the rapid development of urban construction and the further improvement of the degree of urbanization, despite the intensification of the drainage system construction, the problem of urban waterlogging is still showing an increasingly significant trend. In this paper, the authors analyze the risk evaluation of urban rainwater system waterlogging based on neural network and dynamic hydraulic model. This article introduces the concept of risk into the study of urban waterlogging problems, combines advanced computer simulation methods to simulate different conditions of rainwater systems, and conducts urban waterlogging risk assessment. Because the phenomenon of urban waterlogging is vague, it is affected by a variety of factors and requires comprehensive evaluation. Therefore, the fuzzy comprehensive evaluation method is very suitable for solving the risk evaluation problem of urban waterlogging. In order to improve the scientificity of drainage and waterlogging prevention planning, sponge cities should gradually establish rainwater impact assessment and waterlogging risk evaluation systems, comprehensively evaluate the current capacity of urban drainage and waterlogging prevention facilities and waterlogging risks, draw a map of urban rainwater and waterlogging risks, and determine the risk level. At the same time, delineate drainage and waterlogging prevention zones and risk management zones to provide effective technical support for the formulation of drainage and storm waterlogging prevention plans and emergency management.

In the past few years, a wealth of sample-specific network construction methods and structural network control methods has been proposed to identify sample-specific driver nodes for supporting the Sample-Specific network Control (SSC) analysis of biological networked systems. However, there is no comprehensive evaluation for these state-of-the-art methods. Here, we conducted a performance assessment for 16 SSC analysis workflows by using the combination of 4 sample-specific network reconstruction methods and 4 representative structural control methods. This study includes simulation evaluation of representative biological networks, personalized driver genes prioritization on multiple cancer bulk expression datasets with matched patient samples from TCGA, and cell marker genes and key time point identification related to cell differentiation on single-cell RNA-seq datasets. By widely comparing analysis of existing SSC analysis workflows, we provided the following recommendations and banchmarking workflows. (i) The performance of a network control method is strongly dependent on the up-stream sample-specific network method, and Cell-Specific Network construction (CSN) method and Single-Sample Network (SSN) method are the preferred sample-specific network construction methods. (ii) After constructing the sample-specific networks, the undirected network-based control methods are more effective than the directed network-based control methods. Abstract:
Enrollment in online courses is increasing at a much higher rate than enrollment in on campus courses. Initially, online systems were developed by moving course content from in-class courses as is to an online platform. Later, Web 2.0 technology was implemented in order to improve students’ online engagement. These systems considered all students as one homogeneous group and ignored the fact that different students learn in different ways and at different speeds. Later, adaptive online learning systems were developed based on the assumption that if the instructional approach matches the student learning style, student performance and experience will improve. The use of these systems yielded mixed results because there is no agreement on what, how, and when to adapt instructions. The problem is that there is still a lack of empirical evidence about which online learning system’ design is the most effective, efficient, and engaging. There were two goals for this study. The first was to develop a new instructional theory and design model suitable for personalizing and adapting online learning. The first goal was achieved by developing student personalized, adaptive, and comprehensive e-learning spaces instructional theory and design model. This theory is based on finding the best fit among student characteristics, knowledge domain objectives, and technology used in delivering the online course. The second goal was to implement the newly developed theory and design model in an e-learning system prototype. This goal was achieved by developing and internally validating the e-learning system prototype by utilizing a panel of five instructional design experts. The Delphi method was used to solicit input from the expert panel in three rounds of validation. The validation process resulted in the experts’ consensus that the prototype incorporated the instructional theory and design model well and that this instructional theory holds the promise of increasing online learning courses’ effectiveness, efficiency, and student engagement.

This thesis represents an important contribution to facilitate the efficient creation of detailed inventories to carry out Life Cycle Assessment (LCA) studies of urban wastewater systems. Specifically, this thesis provides a tool to carry out an evaluation of the environmental impact of the construction of sewer systems. The work also shows that is necessary to consider the construction of wastewater treatment plants (WWTPs) when these studies are carried out and provides a set of useful linear regressions to calculate in a quickly and precise way the inventories for the civil works of small to medium WWTPs. Finally, the application of this methodology to evaluate the integrated management of different WWTPs is also presented together with an application of the water footprint in WWTPs to demonstrate that it can be also a valid tool to calculate its environmental impact.
Aquesta tesi representa una contribució important per facilitar la realització d'inventaris detallats per dur a terme estudis d'Anàlisi de Cicle de Vida (ACV) al sistema urbà d'aigua residual i que es poden obtenir d’una forma ràpida i amb resultats satisfactoris. Concretament, amb la tesi es presenta una eina per poder realitzar estudis d'impacte ambiental per la construcció de sistemes de col•lectors d'aigua residual. També demostra que cal tenir en compte la construcció de depuradores en aquest tipus d'estudis i també facilita una sèrie de regressions lineals útils per calcular de forma ràpida i precisa els inventaris per l’obra civil de depuradores d’una mida petita o mitjana. Finalment, també es presenta l'aplicació de la metodologia per avaluar la gestió integrada de diferents depuradores i l'aplicació de la petjada hídrica en depuradores per demostrar que també pot ser una eina molt vàlida per calcular d’una forma senzilla el seu impacte ambiental.

Supply chain resiliency is a relatively new field within supply chain management. Many quantitative and qualitative resiliency frameworks are available. However, there is a need for a hybrid framework that provides a more comprehensive resiliency assessment. In this thesis, we attempt to synthesize important features from different assessment frameworks and develop a hybrid resiliency assessment framework that more comprehensively addresses resiliency assessment. Our proposed framework combines quantitative assessment with a qualitative assessment to create a single Balanced Scorecard of Resiliency (BSR). We deployed the quantitative assessment of the BSR framework in a single commodity supply chain of ABC Company, and were able to compute the expected business impact risk of each node. We also aggregated across multiple nodes to assess the expected business impacts of each of the facilities, suppliers and locations of ABC Company's supply chain, and identify the critical entities in the supply chain for mitigation planning. For the critical facilities, suppliers, and locations, we developed response curves of the expected business impact for key parameters to identify the best mitigation options and the extent of investments. Lastly, we used a supply chain visualization tool called Sourcemap to visualize the expected business impact risk in both a map view and supply network view. Our quantitative assessment of resiliency allowed us to gain insights and generate recommendations for improving ABC Company's supply chain resiliency.

Abstract:
Abstract The goal of this research is to advance the state of the art in bulk power system reliability assessment. Bulk power system reliability assessment is an important procedure at both power system planning and operating stages to assure reliable and acceptable electricity service to customers. With the increase in the complexity of modern power systems and advances in the power industry toward restructuring, the system models and algorithms of traditional reliability assessment techniques are becoming obsolete as they suffer from nonrealistic system models and slow convergence (even non-convergence) when multi-level contingencies are considered and the system is overstressed. To allow more rigor in system modeling and higher computational efficiency in reliability evaluation procedures, this research proposes an analytically-based security-constrained adequacy evaluation (SCAE) methodology that performs bulk power system reliability assessment. The SCAE methodology adopts a single-phase quadratized power flow (SPQPF) model as a basis and encompasses three main steps: (1) critical contingency selection, (2) effects analysis, and (3) reliability index computations. In the critical contingency selection, an improved contingency selection method is developed using a wind-chime contingency enumeration scheme and a performance index approach based on the system state linearization technique, which can rank critical contingencies with high accuracy and efficiency. In the effects analysis for selected critical contingencies, a non-divergent optimal quadratized power flow (NDOQPF) algorithm is developed to (1) incorporate major system operating practices, security constraints, and remedial actions in a constrained optimization problem and (2) guarantee convergence and provide a solution under all conditions. This algorithm is also capable of efficiently solving the ISO/RTO operational mode in deregulated power systems. Based on the results of the effects analysis, reliability indices that provide a quantitative indication of the system reliability level are computed. In addition, this research extends the proposed SCAE framework to include the effects of protection system hidden failures on bulk power system reliability. The overall SCAE methodology is implemented and applied to IEEE reliability test systems, and evaluation results demonstrate the expected features of proposed advanced techniques. Finally, the contributions of this research are summarized and recommendations for future research are proposed.

Despite substantial consumer demand and willingness to pay premium prices for organically grown fruit, apple growers in Vermont and other New England states have been slow to adopt certified organic practices. Barriers cited in the past to increased adoption of organic apple production in the region include susceptibility of traditionally grown cultivars to apple scab, lack of effective insect pest management materials, and few available effective options for fruit thinning. Recent changes in apple cultivar plantings in the region, introduction of new insect pest management materials, and advances in crop thinning justified an evaluation of organic apple production systems containing cultivars identified as important to the future of the apple industry. In 2006, two apple orchards were established at the University of Vermont Horticulture Research and Education Center in South Burlington, VT to comprehensively evaluate the five commercially-important apple cultivars of `Ginger Gold', `Honeycrisp', `Liberty', `Macoun', and `Zestar!' over eight growing seasons in two organically-managed orchard production systems, including a newly-planted high-density orchard (Orchard 1) and in an existing, medium-density orchard which was top-grafted to the new cultivars (Orchard 2). Parameters for tree growth and survival, crop yield, disease and arthropod pest incidence on foliage and fruit, and long-term economic return, including a twenty-year projection of net present value (NPV) of each cultivar in the two systems were evaluated in this study. `Ginger Gold', despite high incidence of some diseases on foliage and fruit, performed the best in both orchard systems overall. The cultivar was among the cultivars with the highest measurements of tree growth. `Ginger Gold', along with `Honeycrisp', had the highest cumulative net crop yield per tree in Orchard 1 and the highest in Orchard 2. Notably, apple scab on `Honeycrisp' foliage and fruit and `Zestar!' fruit in both orchards was at a level that was not significantly different from `Liberty', a scab-resistant cultivar on which no scab was observed. However, `Honeycrisp' had the highest incidence of fruit rots in both orchards, but it was not significantly different than `Zestar!' in Orchard 1. Management of lepidopteran pests of fruit was a major challenge on all cultivars over the years of the study. For most of the tree growth parameters and cumulative net crop yield, `Liberty' was among the lowest group of cultivars in both orchards. Cumulative net crop yield of both `Macoun' and `Zestar!' were also among the lowest in both orchards with the top-grafted `Macoun' and `Zestar!' trees having significant tree death compared to the other cultivars in Orchard 2. Harvested fruit were graded to commercial standards and cumulative gross and net income calculated from grade distribution, crop yield, and fruit price data. In Orchard 1, `Ginger Gold' and `Liberty' had greater cumulative gross income per hectare from 2006-2013, in excess of US$40,000, compared to `Liberty'. However, after management costs were deducted, all cultivars in Orchard 1 had negative cumulative net income of $-77,892 or less. In Orchard 2, all cultivars had positive cumulative net income for 2006-2013, and `Ginger Gold' had the highest at $109,717/ha. The twenty-year projected NPV was negative for all cultivars in Orchard 1, but in Orchard 2, all cultivars had positive NPV with `Ginger Gold' having the highest among the cultivars.

Bridge management and maintenance work is an important part for the assessment the health state of bridge. The conventional management and maintenance work mainly relied on experienced engineering staffs by visual inspection and filling in survey forms. However, the human-based visual inspection is a difficult and time-consuming task and its detection results significantly rely on subjective judgement of human inspectors. To address the drawbacks of human-based visual inspection method, this paper proposes an image-based comprehensive maintenance and inspection method for bridges using deep learning. To classify the types of bridges, a convolutional neural network (CNN) classifier established by fine-turning the AlexNet is trained, validated and tested using 3832 images with three types of bridges (arch, suspension and cable-stayed bridge). For the recognition of bridge components (tower and deck of bridges), a Faster Region-based Convolutional Neural Network (Faster R-CNN) based on modified ZF-net is trained, validated and tested by utilizing 600 bridge images. To implement the strategy of a sliding window technique for the crack detection, another CNN from fine-turning the GoogLeNet is trained, validated and tested by employing a databank with cropping 1455 raw concrete images into 60000 intact and cracked images. The performance of the trained CNNs and Faster R-CNN is tested on some new images which are not used for training and validation processes. The test results substantiate the proposed method can indeed recognize the types and components and detect cracks for a bridges.

This report presents an analysis of the threat posed by active volcanoes in Canada and outlines directives to bring Canadian volcano monitoring and research into alignment with global best practices. We analyse 28 Canadian volcanoes in terms of their relative threat to people, aviation and infrastructure. The methodology we apply to assess volcanic threat was developed by the United States Geological Survey (USGS) as part of the 2005 National Volcano Early Warning System (NVEWS). Each volcano is scored on a number of hazard and exposure factors, producing an overall threat score. The overall threat scores are then assigned to five threat categories ranging from Very Low to Very High. We adjusted the methodology slightly to better suit Canadian volcano conditions by adding an additional knowledge uncertainty score; this does not affect the threat scoring or ranking. Our threat assessment places two volcanoes into the Very High threat category (Mt. Meager and Mt. Garibaldi). Three Canadian volcanoes score in the High threat category (Mt. Cayley, Mt. Price and Mt. Edziza) and two volcanoes score in the Moderate threat category (the Nass River group and Mt. Silverthrone). We compare the ranked Canadian volcanoes to similarly scored volcanoes in the USA and assess the current levels of volcano monitoring against internationally recognised monitoring strategies. We find that even the most thoroughly-studied volcano in Canada (Mt. Meager) falls significantly short of the recommended monitoring level (Mt. Meager is currently monitored at a level commensurate with a Very Low threat edifice, according to NVEWS recommendations). All other Canadian volcanoes are unmonitored (other than falling within a regional seismic network emplaced to monitor tectonic earthquakes). The Illinois Marine Transportation System (IMTS) is a key component of the nation’s inland waterway system. IMTS is comprised of 27 locks and dams, 19 port districts, more than 350 active terminals, and 1,118 miles of navigable inland waterways traversing along the borderline or within the state of Illinois. However, the infrastructure of IMTS is aging and its conditions are deteriorating. To monitor the performance of IMTS and guide infrastructure investment to enhance safety, efficiency, and reliability of the system, a comprehensive performance measurement program is needed. To this end, the objective of this project is to create an integrated, comprehensive, and maintainable database that facilitates performance measurement of maritime freight to, from, and through Illinois. To achieve this objective, a review of the literature on maritime freight transportation both in the United States and abroad was performed. To gauge practitioners’ points of view, a series of phone interviews and online surveys of Illinois’ neighboring state DOT officials, officials from the US Army Corps of Engineers, Illinois port district authorities, and carriers operating in Illinois was also conducted. With the findings from the literature review and an understanding of state DOT practices, the needed and available data sources for a maritime freight performance measurement program were identified. Building on all the above efforts, a first-of-its-kind PM database for IMTS was designed and developed, along with a detailed user manual, ready for IDOT’s immediate use and future updates. In addition, opportunities for IDOT to use the database to conduct analysis are discussed. Key programmatic recommendations that outline the role of IDOT as a champion and as a facilitator are further included. The outcome of this project will help IDOT gain much-needed knowledge of and develop programs to improve IMTS performance, increase multimodal transportation network capacity, and expand the transportation and logistics sector of the state, which ultimately benefit the people and economy of Illinois.
