The Charleston Area Children's Garden Project is a community-sponsored initiative affiliated with the Clemson Univ. Coastal Research and Education Center and the Landscapes for Learning Program. The Project transforms vacant lots and other unused spaces into neighborhood outdoor learning centers. Garden activities are free and open to all. The children plan, plant, and tend the garden under the supervision and guidance of adult Garden Leaders. Whatever is grown, the children take home. A “sidewalk learning session” is held in the garden each week. At these sessions, the garden manager, parents, neighbors, or visitors teach the youngsters about garden-related topics from insects to siphons, from origami to pickling, and a multitude of other topics designed to stimulate learning and child participation. The Project is designed to give children a hands-on learning experience outside the classroom setting, to make neighborhoods more attractive, and to build a sense of community. The Project is totally funded by grant monies and has grown from one garden in 2000 to ten gardens in 2004. Gardens are planted with the involvement of neighborhood associations, the Boys and Girls Clubs, the Homeless Shelter, and in conjunction with after-school programs. The Project makes use of such resources as The Growing Classroom and the Junior Master Gardener Teaching Guide. An array of program materials has been developed that are designed for use in the coastal communities of South Carolina.

ABSTRACTThe federally funded Cities Readiness Initiative (CRI) requires seamless federal, state, and local public health coordination to provide antibiotics to an entire city population within 48 hours of an aerosolized release of anthrax. We document practical lessons learned from the development and implementation of the Boston CRI plan. Key themes center on heightened emphasis on security, a new mass protection model of dispensing, neighborhood-centric clinic site selection, online training of Medical Reserve Corps volunteers, and the testing of operations through drills and exercises. CommUniverCity San José is a partnership between the "community" neighborhoods of Five Wounds/Brookwood Terrace, San José State University and the City of San José (see Image 1). Designed to "empower students and residents and to build community" the partnership builds collaborative alliances, matching community needs with municipal and academic capabilities (Darrah and Noravian 2008:3-4). Facilitated by the members of the City's Strong Neighborhood Initiative (SNI) and San José State's faculty and students, the residents identify a series of objectives that reflect their own priorities. These range from general goals, such as producing a "college-going culture" among youth and their families, to specific objectives, such as producing a plan for the redevelopment of the Bay Area Rapid Transit (BART) site. This ecology of goals and objectives shapes the activities that take place under the umbrella of CommUniverCity, and influences decision-making by members of the Steering Committee.

China’s project of the century- Belt and Road Initiative - is a signature foreign policy project of President Xi Jinping. Launched in 2013, BRI contains two components- overland belt connecting China with Central Asia, Russia, South Asia and Europe, and Maritime Silk Road for enhancing connectivity, and maritime cooperation linking Chinese ports with Southeast Asia, South Asia, Africa, the Middle East and Europe. BRI wraps up these two initiatives in it and intends to cover the number of countries along the route that happens to be the biggest market in the world with enormous potentials for trade and investment cooperation. BRI has both economic and strategic messages behind a massive infrastructure plan covering a vast network of connectivity linking 60 countries.
BRI has sparked a variety of responses, some welcoming and supporting it, some expressing reservations, some willing to participate “for shaping the outcome from within”, and some wanting it to firmly match the international standards of transparency, openness, and the fiscal soundness of the country. Nepal formally became a part of BRI by signing a Memorandum of Understanding on Framework Agreement in May 2017 for enhancing more connectivity and integration, though Nepal is not included in any of the six economic corridors unveiled by China. China recently suggesting Nepal to trim projects from 35 to 9 reflects the standard of the work done by the Nepali government and its lack of preparedness and seriousness. Infrastructure development is key to progress and prosperity. As China remains engaged in improving connectivity in the neighborhood, there is a great optimism about BRI in Nepal. Against this background, this article looks at the significance of BRI, examines past attempts made at connectivity, responses to BRI and Nepal's participation in it.

Purpose This paper aims to investigate the gap between the declarations regarding participatory planning and its actual implementation in practice within the Israeli spatial planning context. Design/methodology/approach The paper explores the gap between theory of participatory spatial planning and its implementation in practice by a comparative analysis of three participatory case studies in the Israeli planning context. The data collected to analyze the case studies is secondary data, including previous research on the three case studies and their re-evaluation on the basis of indicators for participation. Findings Participatory spatial planning processes are not often implemented in the Israeli context, as they are not required by law. All the three case studies explored in this paper deal with local spatial plans at the neighborhood level, but each expresses a very different participation mode: one is a national, government-led program; the second is a residents-led opposition to a municipal plan; and the third is a third-sector initiative offering an alternative plan to an existing one. The findings suggest that there is a correlation between the initiating body, its commitment to participation and the level of success of the participatory process. Research limitations/implications This paper focuses on three specific participatory spatial planning projects in Israel. Further exploration of additional participatory projects may prove useful to verify or refute the conclusions reached in this paper. Originality/value There is very little exploration and evaluation of participatory spatial planning processes in Israel. This paper provides a valuable, although limited, analysis, linking participatory planning theory to practice within the Israeli context.

Background: Participation is presented as a key principle of caring communities. Participatory research directly includes communities and through co-producing knowledge, it would foster sustainable change that matches with local communities' needs. However, in practice, participatory approaches are challenging, and theoretical principles are not always easy to translate in practice.
Aim: The goal of this workshop is to jointly advance our understanding of participatory research in relation to caring communities, and to discuss and exchange the challenges and pitfalls related to this type of research.
Participants: The workshop is for everyone who is interested in developing, understanding, or evaluating caring communities or wants to be an active part of it. Both people with and without experience in the subject are welcome.
Methods:
Brainstorm about participatory research in relation to caring communities. What is meant by participation in participatory research? Who ‘should’ participate? (10min)
Presenting three case studies using participatory research methods within different community settings (i.e., an urban neighborhood, a municipality, and a higher educational institution) and with different community members (i.e., inhabitants and users of the neighborhood, socioeconomically disadvantaged adults, university students and staff). Each case will present 3 challenges faced within the process. (30min)
- Suzannah D’Hooghe studies the role of the perceived local environment in health-promoting behaviors among socioeconomically disadvantaged adults in two peri-urban municipalities in Flanders. Community-based participatory approaches such as walk-along interviews, photovoice, and focus groups were used to i) identify environmental factors affecting eating behavior and recreational walking, and ii) identify actions to promote healthy eating and stimulate recreational walking.
- Octavia Kint is involved in a co-creative research project on caring communities in two neighborhoods in Brussels. 80% of the neighborhood-built surface is not used for housing, and is characterized by a large presence of ‘atypical’ neighborhood users: musea, public institutions, companies, shops, commuters,... Together with a group of neighborhood co-researchers we investigated and experimented with how a caring community could be built together with these ‘atypical’ neighborhood users.
- Hanne Bakelants studies the development of a Compassionate University in one university setting in Brussels. A participatory action research approach is used in which staff and students i) share challenges they encounter when confronted with serious illness, death, and bereavement, ii) co-define objectives for developing a compassionate initiative within the university context, and iii) co-create and execute an implementation plan in collaboration with the research team.
Interactive part: Reflections on case studies: pitfalls, challenges, and opportunities (30 min)
- What are the limits of participation for community stakeholders and researchers?
- How can we increase community support and involve new stakeholders?
- How to deal with power relations?
Participants will be divided into groups to discuss these questions related to their practice, followed by a collective discussion.

Community involvement plays a crucial role in the process of development planning, which is a crucial stage in the overall development process. This process involves analyzing the needs and issues in the field and seeking recommendations for solutions that will be outlined in the form of planning documents. However, based on the results of the data analysis in the field, community participation in development planning in Pelaihari Village in 2021 is still low, as demonstrated by the lack of attendance of community representatives and the inadequate presence of resource persons. Besides, there need to be more proposals for the process of development planning consensus (Musrenbang). This study aims to investigate the reasons for the lack of community involvement in Pelaihari Village's development planning in 2021. Explanatory qualitative research methods are used in this study to gather information from sources including the Sub-District Heads of Pelaihari Village, a representative of the neighborhood head in Pelaihari Village, the head of Pelaihari District, and the head of the Tanah Laut Regency Development Planning Department. The findings of the field study on the reasons for low community involvement in development planning in Pelaihari Village in 2021 show that the first factor is the mindset of the people who still do not trust and understand the process of development planning and the benefits of their participation in it. The second is the technical factor of implementation which is still not optimal and not suitable for urban areas, and the last is the Pelaihari sub-district heads' lack of initiative in gathering information to share with the community and their lack of creativity in planning technological implementation and engaging the community. Finally, the recommendations in this study are directed at the Tanah Laut District Government, the Pelaihari District Head, and the Pelaihari Sub-District Head. However, every candidate for the Regional Head Election in Medan City still faces a severe challenge related to identity and religion. In the Medan Amplas District of Medan City's Timbang Deli Village, this activity took place. Understanding religious freedom and religious concord is the primary goal of this activity. Second, the contribution of local authorities to fostering religious peace. The third is a plan to promote religious harmony. It is hoped that the participants of the activities and conversations can understand the information presented using the participatory method. The outcomes of this initiative show the community's commitment to sharing responsibilities in each Timbang Deli Village neighborhood in order to raise public awareness. In addition, coordinate to talk to the authorities in great detail. Abstract Background: Wellness Rx is a community-academic partnership program developed through a community engagement and participatory model (CEP) framework, to improve health disparities in an under-resourced predominantly Black community. This program addresses health disparities in chronic disease and social determinants of health through interactive health education, empowerment, and neighborhood support. This program aims to increase access to resources, increase capacity and strengthen relationships with local organizations for sustainable health outcomes. Wellness Rx ran in the community for 4 years with financial and logistical support from an academic medical center. In year 5, the community participated in sustainability training to shift and transfer ownership to community members. Methods: A sustainability training program was developed and delivered to community members to allow for Wellness Rx to be community-led and self-directed. A core group of 12 community members volunteered to serve as the taskforce that would ultimately lead and direct Wellness Rx after the sustainability training. This training included Information sharing of program materials, key partnership contacts, resource lists, skills training on program implementation, volunteer management, grant writing, partnership development and leadership. Results: Since the adoption of the training program, the community has tailored the Wellness Rx to meet their needs and priorities, and encompasses topics within and outside of behavioral health. As leaders of the program, they have expanded their partnerships beyond existing networks and have secured funding for activities. Conclusion: Wellness Rx demonstrates the potential for a program to become self-directed after initial support from an academic medical center. Public interest (citizens, investors, interest groups, NGOs, media and similar) in the urban planning process and proposed planning solutions, certainly is not negligible, however, according to the opinion of the professional public, it has often been wrongly directed and conducted. The legal basis, which in rudimentary outlines prescribes the procedure of the public insight/hearing, i.e. the presentation of the planning document, does not provide sufficient input, however, also does not prevent organization of more qualitative and productive communication with the interested individuals, not only at the very finalization of plan development, but also at the initial phases of the initiative for decision making or forming the conceptual solution. In order to better comprehend the real needs of the citizens, urban planners should much earlier than the public insight i.e. presentation of already formed solutions, get in touch with citizens, interview them, organize workshops, insights and meetings on specific topics, trying to explain the planning procedures, standards and norms, as well as to present all that which is required in order to raise the quality of life in the neighborhood and provide some level of public interest and good, and thus increase the value of real estate. On the other hand, the citizens knowing their living environment the best should participate more actively in its creation, by indicating to the problems and needs, reacting to certain topics and thus assisting the professionals in shaping and committing their planning solutions. To that respect this paper provides certain recommendations, based on international experience, by implementation of which the satisfactory level of democracy (more transparency, inclusivity and effectiveness) of the procedure should be provided in Serbia as well.

This chapter examines the democratically planned state-sponsored projects that became possible due to the new banner of cooperation between government and grassroots organizers. It first provides an overview of the battle over community control of housing development before discussing a number of New York's War on Poverty initiatives such as the Upper Park Avenue Community Association (UPACA), along with their significance for community-based housing activism. It also considers efforts to involve African Americans in economic development, the involvement of women in grassroots development planning, and the creation of community development corporations (CDCs). Finally, it describes Model Cities, an urban initiative designed to engage “the community” by inviting neighborhood participation in planning and attacking many problems at once. The successful projects showed not only that democratic state-sponsored urban renewal was possible, but that New York's tenant history made a difference.

AbstractCities play a fundamental role in the global challenge of climate change, but in most cases financial obstacles and lack of skilled human resources restrain the development of transformative actions. The recovery from Covid-19 pandemics brings a new stimulus for urban sustainable transitions, allocating a large amount of monetary resources for urban regeneration initiatives connected with the SDGs and the Green Deals objectives. Indeed urban regeneration emerges as a key mechanism to address both post-pandemics recovery and climate challenges, facilitating the implementation of urban mitigation and adaptation measures. District-scale projects can become enablers of city-wide sustainable transition, allowing the experimentation of innovative technical solutions to activate multi-systemic transformations. A large literature has been produced over the last 20 years over the topics of Urban Resilience and Sustainable Transition. Nevertheless a multi-sectoral approach to district-scale transformations is just emerging and needs to be integrated through evidences from best practices. This paper aims to identify a portfolio of measures able to transform existing neighborhoods into zero-carbon and climate-resilient systems. With this purpose, two case studies have been explored as paradigmatic examples of sustainable district redevelopment, and namely the Clichy-Batignolles eco-district (Paris) and the Talbot-Norfolk Triangle Eco-Innovation District (Boston).

Abstract Neighborhoods, communities, towns, and cities have important roles to play in addressing climate change. Strategies to reduce greenhouse gas (GHG) emissions, conserve natural resources, and build climate resilience equitably offer significant health co-benefits. Addressing the design of the built environment at the scale people regularly experience it can protect the environment and promote healthy lifestyles. At the same time, the built environment can help make green and healthy choices routine. The three case studies in this chapter have demonstrated how communities, focusing on the built environment, can address climate change and improve health for all. The case studies describe the Climate Action Plan in Portland, Oregon; California’s SB1000 law that embeds environmental justice in local land use planning; and the Mariposa Healthy Living Initiative in Denver.

In July 2021, the European Commission and the EU High Representative for Foreign Affairs and Security Policy outlined a proposal on how to take forward priorities for cooperation with the Eastern Partners in the years to come. The economic and investment plan will support post-COVID-19 pandemic recovery using specific EU tools, including blending and guarantees, to foster sustainable development and leverage public and private investment. The plan contains a set of flagship initiatives for each of the partner countries. These are concrete priority projects with tangible results that have been jointly identified with the partner countries, taking into account their priorities, needs and ambitions. On July 9 in Yerevan, the EU Commissioner for Neighborhood and Enlargement Oliver Varhelyi announced that the new aid package would total 2.6 billion euros over five years, or $3.1 billion. This report aims at outlining economic priorities for Armenia and possible investment directions under the EU economic and investment plan for the next five years.

The chapter details Washington's establishment in the 1790s and how its development has guided by a series of plans that have shaped, destroyed, and remade its fabric. It explores how the location of Nationals Park in the city's Near Southeast neighborhood fit into the Anacostia Waterfront Initiative and Mayor Anthony Williams's overall strategy for inclusive development. The chapter goes beyond simply trying to understand Nationals Park as part of a visitor-oriented strategy and investigates the implications of development and gentrification. It discusses how the mallpark embodies the city's continuing contradictions between planning and practice.

The heavy rainfall envelops parking lots at the naval airbase, and plans are underway to create barrier sea walls that can be adjusted based on conditions. Given various dire predications for future sea level rise, Old Dominion University has created a “Maritime Consortium” aimed at bringing together interested faculty and students from a range of fields (e.g., oceanography, engineering, education, and other fields). At this stage the focus is on compiling a directory of interested parties. So far regular meetings have been held to learn about ongoing initiatives (e.g., using drones to study coral reefs and their health).

Abstract The pedagogy that is detailed in this chapter features the child’s innate tendencies to observe carefully, to eavesdrop on conversations, to imitate others, and to play with and learn to use commonplace objects like tools. These inherited abilities are the foundation upon which Indigenous pedagogy is built. Systems of childcare, social relations, and subsistence are open and transparent. Communities freely provide access to the raw material children need to make sense of their world and to become helpful and accepted community members. Deliberate instruction is not, except under limited circumstances, considered necessary or efficacious. Adults encourage and invite children to accompany excursions that take them beyond the home and neighborhood. Children are processing all this novelty is their inevitable efforts to replicate or imitate what they’ve observed. This chapter talks about community gardens that serve as sites for both food production and community education. The Bronx Green-up (BGU) is an initiative of the New York Botanical Garden. The BGU provides the technical support and materials needed for community gardens to succeed. The Green Corps, run by the Cleveland Botanical Garden, introduces at-risk youth to organic farming methods and provides them with opportunities to learn about gardening, nutrition, and environmental issues. The Growing to Green program, from the Franklin Park Conservatory and Botanical Gardens, has helped start, strengthen, and sustain approximately three hundred community or school gardens in Ohio. The Sankofa Farm at Batram's Garden involves the youth to enable them to get to college. Reflecting on the case studies in the chapter, it is clear that moving a community from a failing to a healthy state requires the participation of multiple entities: municipal agencies, social service organizations, community activists, for-profit organizations, and cultural and religious institutions. Each can play a role in making fresh produce more available and more appealing to those living in food deserts. By involving low-income residents in growing their own food, such initiatives will also enable them to feel in control of their diet and not at the mercy of what is available at the corner store. As gardens spring up in previously underserved neighborhoods, communities experience the ripple effects of reduced vandalism, trash, petty crime, and loitering.

When urban agriculture becomes a sustainability initiative with institutional backing, it can drive green gentrification even when its advocates are well intentioned and concerned about the possible exclusion of urban farmers and residents. This chapter explores these tensions through the notion of an urban agriculture fix, which I apply to a case in Denver, Colorado. Urban farmers accessed land more easily after the Great Recession and as a result were a force for displacement and at risk of displacement as the city adopted sustainable food system plans, the housing market recovered, and green gentrification spread. This case suggests the importance of explaining how political economy and culture combine to drive neighborhood disinvestment and economic marginalization, which can compel the entrance of urban agriculture due to its perceived low cost and potential high return for local residents. Yet, while urban agriculture may provide some short-term benefits, it may ultimately be entangled in some of the long-term harms of green gentrification.

The United States’ ability to desegregate metropolitan areas is hobbled by historical ignorance. Believing that segregation is de facto, resulting mostly from private prejudice and income differences, policymakers have failed to consider aggressive initiatives that are constitutionally required to remedy state-sponsored de jure segregation. First with the Public Works Administration, later with war housing built for defense-plant workers during World War II, and still later with the explicit acceptance of racial segregation by the 1949 Housing Act, the federal government created separate neighborhoods for blacks and for whites, often in cities that had not previously known such extreme racial segregation. Subsequently, whites left public housing when the Federal Housing Administration financed suburban development with requirements that builders exclude African Americans. Many other federal, state, and local government policies purposefully contributed to segregation but have never been remedied because policymakers are unfamiliar with this history and the obligations it has generated.

Entrepreneurships have established themselves in micro, small, medium and large companies or organizations that are and have always been the main source in terms of the generation and movement of capital, through which, since the beginning of humanity , people have generated resources and satisfied different needs, through their initiative, creativity and ability. Within the scope of study, the local discourse is considered as a local composition, which encompasses objects and places that are closely related to the cultural identity of a region. In this sense, one of the resources that the local discourse has is that it allows us to discover the intrinsic values of a country, region, community, neighborhood, among others, which combined with the innovation and creativity that the incorporation of the supra process demands -recycling, allows the transformation of certain solid waste and convert it into commercial products that have a certain relationship with the cultural identity of the region where the enterprise is generated. Within this combination, the field of innovation plays a preponderant role, since it must be a continuous process, supported by a methodology for the generation of knowledge, the use of opportunities, its development and protection. On this basis, the objective of this manuscript is focused on determining the influence that the local discourse has as an alternative for the undertaking of new businesses, taking advantage of the waste generated by the province of Tungurahua. Likewise, the study is of a qualitative descriptive type, in which interviews were applied to informants (expert, specialist, and key informant), collecting relevant information through the triangulation of sources that allowed to establish ideas that allowed to promote entrepreneurship in the province in based on the reuse of waste. Regarding the results, these indicate in the first instance, the feasibility of developing products where the culture of the region is rescued and represented in analysis with the use of recyclable materials, giving way to the so-called management plan of cultural products where will be able to organize the resources that contribute to the sustainability of the cultural identity of the peoples considering that the province itself within the inventory of cultural attractions registers a diversity of attractions that can be highlighted to translate a series of ideas into final products that highlight culture and tradition, in addition to the above, the opportunity to undertake business can be determined through strategic alliances, thus achieving the recognition of culture, and consumer acceptance and finally take advantage of sustainable development to undertake a series of programs that help the knowledge of recycling management and achieves r determine its classification and use considering the importance of sustainable development for the well-being of future generations and the planet in general.

The infusion of participatory design into these networks serves as a catalyst for social innovation, facilitating the active engagement of community members in co-creating their shared environments. Social design emerges as a strong tool, transcending disciplinary boundaries to harness the capacities of art and design in responding to intricate societal issues. This interplay between participatory design and art practices becomes a dynamic mechanism instigating positive transformations within communities, fostering diverse perspectives and inclusive solutions. University-level students can play a crucial role in the convergence of art and design activism, enhancing the impact of interventions with a socio-political dimension. As active participants in civic engagement through art and design, these students become vital advocates for social justice, contributing substantively to community empowerment and proactive determination of future trajectories. The genesis of the "O Bairro está IN(clusivo)" [The Neighborhood is IN(clusive)] project exemplifies this synergy. Promoted by ESAD — College of Art and Design and rooted in the principles of dream, imagination, fabulation, and self-build, the project endeavors to contribute to societal betterment through design and architecture, emphasizing positive transformation of Cruz de Pau's (social housing community in Matosinhos, Portugal) urban space through active community participation. Financed under the “Healthy Neighborhoods Program”, a governmental initiative to enhance the quality of life in vulnerable territories, the project focuses on Cruz de Pau—a neighborhood with diverse demographic profiles and varying economic and social needs. The project engages in workshops and participatory activities involving three generations —seniors, young people, and adolescents —, aiming to improve the surrounding space and leverage local knowledge. Through art and creativity, the project activates social and urban "regeneration," fostering participation and identification between inhabitants and their surroundings, while showcasing the effective transformative power of a united community.

Abstract The single fiber, axisymmetric concentric cylinder model is widely used for analyzing the thermo-elastic stress field in a composite representative volume element. In this study, the concentric cylinder model has been utilized to evaluate the load transfer characteristics in the immediate vicinity of a broken fiber in a unidirectional composite. A number of researchers have studied the stress distributions around discontinuous fibers. The so-called shear lag analysis is frequently used for analysis of stress transfer between fiber and the matrix. However, this simplified approach leads to inaccurate predictions of shear stresses and energy release rates [1]. By developing sets of recurrence relations, McCartney [2] has extended the two cylinder stress transfer model to multiple cylinders and used the technique to study the stress transfer behavior when fiber fracture occurs. Using Reissner’s variational principle, Pagano [3] has developed the axisymmetric damage model to approximate the elastic stress field and energy release rates of bodies composed of concentric cylinders containing damaged regions either as annular or penny-shaped cracks in the constituents and/or debonds between them. This variational model of a concentric cylinder [3] can be easily employed to simulate fiber breakage. The prediction of micro-mechanical damage initiation and growth in composite materials requires accurate stress and deformation analyses. For the fiber fracture stress transfer problem, singularities are encountered for the axial stress in the matrix in the plane of fiber fracture. In this work, the detailed stress and displacement fields in the neighborhood of fiber break are analyzed using the recursive [2] and variational [3] methods, and compared with the asymptotic stresses around the crack tip [4] and with other numerical methods such as FEM using mesh refinement in the regions of singularity. In this study a comparison of the different solutions is presented highlighting the distance at which leading terms of asymptotic analysis are dominant and the ability of the approximate elasticity solutions to capture the local radial and angular distributions near the crack tip. Also, the assumptions of the more commonly used shear-lag analyses will be critically assessed.

In the process of globalization, building on the particular spatial scenery of the waterfront, cities tend to refresh their strategies of development to adapt new trends of urban life with huge urban waterfront regeneration projects. These usually focus on a target of maximum marketing and construction of a new image-vision, which aims to represent the city in the global agenda. This aspect is depending on bigger changes in the urban context, the shift in government structures to entrepreneurial forms that involve externalization of state functions (Swyngedouw 2005; p. 1998). The rationale behind the phenomenon of waterfront regeneration and the global embracement of it is now “widely recognized if incompletely understood" (Hoyle 2001 pp. 297), as the relevant literature is based on case studies with focus on the examples of North American and European cities. The goal is to contribute to the more general, theoretical contention of urban waterfront regeneration in developing countries in understanding their dimensions in terms of governance and planning. The research tackles urban waterfront regeneration in Istanbul, Turkey by studying the most recent initiative of urban waterfront regeneration along Halic /The Golden Horn, the Halic Shipyard Conservation Project. The theoretical framework that underpins this study is derived from the discourse on new forms of urban governance including private, public and civic actors (Paquet 2001) that influence planning processes and project outcomes. To evaluate the planning process from a comprehensive governance perspective, indicators include: the legal framework, decision-making process, actors and their relations (Nuissl and Heinrichs 2010) and as normative the perspective of an inclusive planning approach (Healey 1997, 2006) helps to evaluate the planning process of the project. As urban waterfront regeneration literature is mostly based upon case study approaches, a critical overview of international examples is conducted. Both primary and secondary data is collected through: literature review, review of laws, review of official documents and land-use plans, an internship, 31 interviews, 91 questionnaires, participatory observation, a workshops, observation and photographs. The aim is to assess to which extend the top-down governance forms, but also bottom-up grass root empowerment influence the planning process and project outcomes, giving recommendations for an inclusive planning approach. The second aim is to evaluate the urban waterfront regeneration project studying its impact on the neighboring community. Bedrettin Neighborhood is chosen for analysis and its position in the planning process along with its needs are exposed. The thesis argues the modes in which along with clear targets for the improvement of the quality of life for the neighboring community, the urban waterfront regeneration project, Halic Shipyard Conservation Project, will be able to escape the current deadlocks and collisions between government, investors, resistance and local community and might have a chance to actually set an urgently needed precedent of a new planning culture in Istanbul.
