Abstract:
Teenage pregnancy is a global health problem. The beginning of sexual life at an earlier age has an impact on the increase in sexually transmitted diseases, unwanted pregnancies, and the number of single mothers. Each year approximately 2 million adolescents under the age of 15 become pregnant and an estimated 16 million girls between the ages of 15 and 19 give birth, 95% of these births occur in developing countries. Adolescent births as a percentage of all births range from around 2% in China to 18% in Latin America and the Caribbean. The global rate of adolescent pregnancy is estimated at 46 births for every 1,000 girls and of the same Thus, the rate for Latin America corresponds to 66.5 births per 1,000 girls between the ages of 15 and 19, ranking second worldwide, only surpassed by Sub-Saharan Africa. Furthermore, complications during pregnancy and childbirth are the second leading cause of death among women 15-19 years of age worldwide.

Abstract:
The aim of this paper is to analyze Schelling’s compatibilist account of freedom of the will particularly in his Philosophical Investigations into the Essence of Human Freedom (1809). I shall argue that against Kant’s transcendental compatibilism Schelling proposes a “volitional compatibilism,” according to which the free will emerges out of nature and is not identical to practical reason as Kant claims. Finally, I will relate Schelling’s volitional compatibilism to more recent accounts of free will in order to better understand what he means by his concept of a “higher necessity.”

When we think about practices like promising, virtues like justice or courage, and institutions that serve to produce, maintain, and help to reproduce well-ordered social life we can make some headway we consider the sense in which our topic makes some forms of human good possible and even, in some cases, actualizes the very good made possible thereby. G.E.M. Anscombe introduced this kind of thinking about ethics, which Philippa Foot named ‘Aristotelian Necessity'. In this essay, I take a hard Look at Anscombe’s work on the topic, and then consider her later insistence that crucial aspects of ethics could not be understood in these terms.

With the evolution of the modern welfare state system, state functions have multiplied manifold that consequently necessitated delegation of wide-ranged discretionary powers in the hands of administrative authorities to address ever-growing complex issues with the help of framing rules and deciding matters accordingly, which otherwise came within the exclusive domain of legislative and judicial authorities. With qualitative research methodology, this research aimed to investigate how the idea of administration emerges and whether or not discretion is an unavoidable evil. The research at hand conceptualized administrative actions, various modes for conferring discretion, and explicated its pros and cons. This paper also examined how discretion is a need of modern administrative dispensation and how to control its potential exploitation.
