Management of this resource and the tax revenue it generates are of serious strategic importance, both domestically and internationally. Understanding the results of taxation for this important commodity is important to international relations as well. The tax system affects tax revenue, government actions, oil company actions, and the oil supply itself. Each of these is important to international relations.

Abstract:
Promoting economic diversity is important for states reliant on natural resources as the major source of economic development. Many of these states suffer from the Dutch disease leading to negative effects, which hinders economic diversification. One of the ways to reduce dependency on national resources is to encourage Foreign Direct Investment (FDI) inflows, which aids diversification by the transfer of technology, the creation of new employment opportunities, and the adoption of modern management practices. The Gulf Council Cooperation (GCC) countries recognised the necessity and benefits of FDI as an aid to economic diversification; it seems, however, that Kuwait is lagging behind in this endeavour. The government of Kuwait has engaged in a series of policy measures to induce Multinational Companies (MNCs) to invest in Kuwait, but the results, thus far, have been disappointing. The formal and informal institutions interact in a variety of ways. However, ineffective formal rules can create different outcomes; particularly, in the presence of strong informal institutions. In such a case, formal rules and procedures are not enforced systematically, that is, enabling actors who are involved in the policy process to ignore or violate them, which subsequently results in a failure to attract inward FDI to a host country. Thus, this study investigates the reasons behind this failure by examining the role of formal and informal institutions on FDI policy and on decisions on whether to grant FDI licences by means of using a New Institutional Economics (NIE) approach. The conceptual framework is used as a guide for an inquiry into the subject of study by constructing a category of intellectual scaffolding, which would provide a coherent structure (Schlager, 2007). The conceptual framework in this study systematically organises the investigation into how a MNC examines a potential investment location by dividing the host country assessments into four distinct 'stages'. When systematically conducted, the respective approach is grounded in the existing literature, which provides theories regarding the behaviour of MNCs in relation to their decision-making processes for considering locations for their FDI projects. The research questions derived from the conceptual framework are answered using a mixed methods research approach that uses three sets of data survey, semi-structured interviews, and secondary data. Firstly, the findings show that almost that all MNCs in the Gulf region have a limited awareness regarding investment opportunities in Kuwait, FDI laws and regulations. Secondly, the findings reveal a number of attractive and unattractive locations, and institutional factors of Kuwait. Finally, it is discovered that the high rejection rate of FDI applications is linked to unsuccessful policy implementation, which is a result of interaction of both formal and informal institutions in Kuwait. Subsequently, the results are utilised to make a number of recommendations for government policy makers, administrators, and for MNCs regarding how to improve FDI inflows into Kuwait. The results are also used to contribute towards the international business literature concerning the institution based view of FDI, and for government policy connected to attracting FDI.

Abstract:
State energy plans are created at the request of a sitting governor or State Legislature in order to provide guidance set goals for the state’s energy sector. These plans will be critical indicators of energy trends such as the future market share of coal, natural gas, and renewables. If the future of energy in the United States is to be remotely sustainable, low-carbon policies must headline state plans. The strength of a state’s energy plan in terms of sustainability is directly related to that state’s willingness to prioritize and commit to incorporating energy sources that produce negligible carbon emissions. Questions about the role of efficiency can be answered by the political need for short-run payoffs that do not necessarily align with the long-term goals of sustainability (Kern & Smith, 2008). The nature of the American political system is that representatives want to be able to bring immediate results to their constituents, results that are usually shown in the short-run by efficiency programs. While the state energy plans in question (California, Arizona, Pennsylvania, Iowa, South Carolina, and Virginia) engage with sustainability at varying levels of strength, they deal mostly in weak sustainability by failing to commit to renewables. Historical reliance on energy efficiency and its accompanying theories of growth has created a climate in which state energy plans do not generally realize their enormous potential to lead the national transition away from fossil fuels.

Abstract:
This thesis explores the role played by the state at the provincial level in the planning of hydro-electric power development in British Columbia. The electric power industry has been a primary focus for government intervention in the economic affairs of most western industrialized countries. Not only has the structure and scope of the state's regulatory activity in the industry been more extensive than most others, but governments have often gone beyond such regulatory supervision to assume a more direct role in the production of the commodity itself. In British Columbia, however, the direct entrepreneurial role played by successive provincial governments led to major planning failures. Serious social and environmental costs were ignored in development decisions, economically dubious projects were constructed, and the electric power system as a whole was seriously overbuilt. This thesis argues that the problems associated with state-directed hydro-electric power development were institutional rather than technical in nature. Two types of institutional factors are shown to have played a key role. First, the scope of power planning has been limited by the role played by the provincial state in the broader political economy of British Columbia. This role has been basically non-interventionist in nature, with the exceptional interventions in economic affairs being associated with the removal of barriers to the private exploitation of the natural resource base. This broad economic role has conflicted with the state's central position as arbiter among opposing societal interests and has biased subsequent government planning activities toward facilitating the supply of electric power rather than evaluating the demand for it. Second, rigidities within the institutions employed by the state to undertake power planning activities inhibited the adaptation of these activities to a changing economic environment. Organized structures were created to implement particular power policy initiatives, and these organizations developed their own set of interests and priorities. Hence, a bias against the re-evaluation of previous policy and planning approaches was created, even in the face of clear evidence of their failings. In Chapter 2, the conceptual and theoretical groundwork for the study is laid with an examination of four alternative approaches to the economic role of the state in western capitalist societies. The key questions explored are the rationale for state intervention, the choice of policy instruments employed, and the effectiveness of these instruments in undertaking goal oriented planning. In Chapter 3, the stage for the analysis of power policy is set with an overview of the economic context of electric power production in British Columbia. This chapter establishes the staple-based nature of the B.C. economy and analyses the changing role played by electric power in this economy. Chapters 4 through 8 detail the historical evolution of power planning and policy in British Columbia. Chapter 4 documents the predominantly laissez-faire approach to power policy during the pre-World War II period and the gradual emergence of demands for a more active regulatory role by government. Chapter 5 documents both the implementation of electric power regulation during the 1950s and the emerging policy preoccupation with underwriting the development of British Columbia's large-scale hydro resources. The chapter focuses on the links between this overall role, the creation of a dominant Crown corporation in the power industry, the decision to undertake an economically dubious sequence of hydro development, and the lack of attention given to environmental issues. In Chapter 6, the focus is on the use of the Crown hydro corporation as an economic policy instrument during the 1960s. The preoccupation with initiating large-scale hydro developments shifted to a concern with producing power at the lowest possible direct cost to the consumer. Chapters 7 and 8 focus on the shift from power policy to power planning. From the late 1960s through the 1970s, policy making at the provincial level was largely replaced by an institutionalized, formally rational decision making process dominated by technical experts. This shift, by creating a powerful set of established interests within the provincial power utility, gave added momentum to the expansionary power policies of the 1950s and '60s during a period when their underlying justification was being increasingly questioned. Finally, Chapter 8 concludes by examining the re-assertion of regulatory control by the provincial state over the now publicly-owned power industry. The conclusion summarizes and interprets the evidence presented in Chapters 4 through 8 in light of the theoretical concepts introduced in Chapter 2. The central problem of state involvement in the electric power industry is shown to be the representativeness and adaptability of policy and planning institutions. A number of recommendations are made to overcome the deficiencies identified in the study.

The study focuses on the relationships between nomads, the government and the natural resource base of Iran as a problematical situation. The research approach adopted was action-oriented with an emphasis on the process of development through the integration of theory with practice in a critical learning system designed to improve the situation and emphasising the significance of systemic thinking and acting.The underlying rationale for the approach is that the relatively limited achievements in nomadic development and natural conservation to date stem from the fact that policies are: (a) based on a reductionist view point and analysis, which separates theory from practice, and neglects the diversity, complexity and recursiveness of the different dimensions of nomadic life; and (b) developed on the basis of government perceptions of the nature of the issues confronting nomads rather than on the basis of shared concerns with the nomads themselves. There were three phases of fieldwork which, when taken together, represent what might be termed a system of systemic research methodologies. The first phase of the fieldwork was an attempt to explore the problematic situation from the point of view of particular group of nomads and government agents. The second phase of research turned to an action-oriented approach to establish the process of conversation and mutual recognition and accommodation of change among ‘clients’ and the researcher as facilitator to help each group of participants (nomads and government) to understand their own position and worldviews, to help each group of participants to recognise and appreciate differences in their positions, perceptions, and to establish a framework for action and improving the situation within each group could benefit in a reciprocal manner. The third phase of research focused on the learning organisation as a strategy to improve relationships. The recursive nature of the research, both in terms of relationship between theory and practice and also its three phases, is reflected in the structure of the thesis.

Abstract:
The North Platte Natural Resources District (NPNRD) is one of 23 quasi-governmental organizations in the state of Nebraska that are organized by river basin and are responsible for the management of groundwater. Conversely, the state's surface water is governed by the Nebraska Department of Natural Resources under the system of prior appropriation. This study uses Foucauldian neoliberal governmentality and a contrasting theory of 'meandering' to explore the conflicting beliefs, perceptions and values that form the foundations of different notions of 'efficiency' as it pertains to water use and management in NPNRD while a political ecology lens is used to situate local perceptions within the regional context of the Platte River Basin. Study findings ultimately point to the remaining 'disintegration' of water governance despite the state's efforts to create legislation that seeks to merge ground and surface water management in practice.

Abstract:
This dissertation identifies the average treatment effect of state level incentives for hybrid vehicles, identifies individual-level predictors of early adopters, and attempts to understand why states adopt these incentives. These questions are estimated using traditional parametric techniques, logistic regression, difference-in-difference regression, and fixed effects. In particular, this dissertation looks at changes in aggregate demand on two comparison groups: (1) the natural control group, states that did not adopt subsidies, and (2) a constructed control group, states that proposed subsidies during this same time period but did not adopt them. In addition to these parametric models, propensity score matching was used to construct a third comparison group using the models that identified determinants of the policy adoption. These findings were supplemented by exploratory analyses using the individual-level National Household Travel Survey. This multitude of evaluative analyses shows that HOV lane exemptions, if implemented in places with high traffic congestion, were found to impact aggregate demand and an individual's propensity to adopt a hybrid, while traditional incentives had limited impact. These analyses provide insight into why states adopt certain policies and the circumstances in which these incentives are effective. Since people may be motivated by factors other than economic factors, creating effective incentives for energy efficiency technologies may be more challenging than just offsetting the price differential. Instead, customization to the local community's characteristics could help increase the efficacy of such policies.

Abstract:
This research appraises the impact of the Fast Track Land Reform Programme at three resettled communities in Kadoma District, Zimbabwe. In particular it assesses the livelihood practices of land recipients and their effects on the natural environment. Two of the communities, Lanteglos and CC Molina were resettled under the A1 villagised and self-contained settlement scheme and are found in the Natural Farming Region III. Pamene, the third community, was resettled under the A2 small-scale commercial settlement scheme and is found in the Natural Farming Region IIb. Multiple research methods including household surveys, interviews, observations, reviews of literature and map construction through the use of Geographic Information Systems, allowed for the collection of empirical, descriptive, and spatial data to provide for the appraisal. The land use practices included dry land crop production, livestock rearing, vegetable gardening and exploitation of the natural environment for a variety of purposes. Farming was mostly subsistence with the use of traditional equipment by all three communities. Tenure was perceived to be insecure by beneficiaries and although a variety of papers to show ownership were held, none provided for leasing or freehold tenure. Despite acquiring natural capital from the resettlement process, the findings of this research show low levels of financial, physical and social capital amongst beneficiaries. Moreover climatic variability, the declining macro-economic and unstable political environment and little support from government have adversely affected the livelihoods of beneficiaries. The implication of all this has been a reduction in livelihoods that are based solely on agricultural production, leading to off-farm practices primarily exploiting the natural environment. The long term effect would be increased degradation of the environment, leading to reduced arable and grazing land, and thereby hindering sustainable livelihoods from farming. Recommendations are proposed based on this research’s findings being typical in Zimbabwe. Central to this is the need for government to revise its present land policy and, provide for a comprehensive and holistic land policy that should be based on the vision of how agriculture should evolve in Zimbabwe

Abstract:
National oil companies (NOCs) control over 80 percent of world oil reserves and over 50 percent of gas reserves and hold exclusive rights to exploration and development of oil and gas reserves within their home countries. Because of host government involvement and supervision, NOCs may also act as instruments of state, implementing government foreign and domestic policies such as wealth re-distribution through the provision of subsidised oil products, job creation, and economic development. Such activities can lead to restricted availability of funds for finding and developing reserves for future production and to inefficiencies in current production and distribution. This thesis assesses the geopolitical factors that influence the conduct, strategies and priorities of NOCs and how these may impact on the continuing security of energy supplies to countries which are members of the Organisation for Economic Co-operation and Development (OECD). It will focus on ten NOCs supplying oil to world markets and two which supply gas to the European market. The study will also review the activities and .scope for influence as state instruments of Sovereign Wealth Funds which have been established by states with NOCs, in particular, those which have earned substantial petro-dollar surpluses, during the period of high oil and gas prices of2006-2008. In an age of global interdependence between nations, specific objectives of this thesis are to consider the implications of anticipated growth in world demand for oil and gas supplies over the next 20 years, whether world production capacity is likely to grow to meet increases in world demand, the potential impact on world oil and gas supplies of the policies and practices of NOCs, in particular, the desire of host governments to require NOCs to follow non- commercial objectives, and the responses from OECD countries to threats to their energy security from potential restrictions on supplies.

ENGLISH ABSTRACT: The Government of South Africa is faced with a mammoth task of redressing the imbalances of the past apartheid policies in the rural areas of the country. The Government has developed policies and programmes aimed at alleviating poverty in these areas. The Government has also realised the vital role that natural resources play in the livelihoods of rural people. The vision of Community Forestry as stated in the Forestry White Paper (GOSA, 1996), is to contribute to social and economic upliftment of all people, especially those in the rural areas, by promoting the sustainable utilisation of natural resources. The study was conducted in three rural villages in the Northern Province of South Africa. The three villages were chosen because of their closeness to the Kruger National Park, their remoteness and lack of infrastructure that could provide employment to the villagers. The villages were investigated using Rapid Rural Appraisal techniques and semi structured interviews with households and key-informants. The study reports on the pattern and structure of livelihoods and institutions that govern access to and control of natural resources in the woodlands that surround the three villages. It reports on the vital contribution that natural resources generate to livelihoods of the village communities by providing goods for fuel, shelter, food and medicines which are unavailable or unaffordable elsewhere for many households. The study also reports on the decline in the dependency of the communities on natural resources and the lack of cooperation between village communities and the Kruger National Park authorities, which may lead to serious management problems in the area. Lastly, recommendations based on the study findings, that may bring about possible economic and social upliftment of the communities in the three villages are put forward.
AFRIKAANSE OPSOMMING: Die Suid Afrikaanse Regering staan voor die reuse taak om ongelykhede wat in die verlede onder die apartheids beleid in die landelike gebiede van die land tot stand gekom het, te herstel. Die huidige Regering het 'n beleids en programstelsel ontwikkel met die doelom armoede in die gebiede te verlig. Verder het 'n besef ontwikkel van die integrale rol wat natuurlike hulpbronne in die lewensonderhoud van mense uit landelike gebiede speel. Die visie van gemeenskaps bosbou, soos uiteengesit in die Forestry White Paper (GO SA, 1996), is om deur middel van die bevordering van volhoubare gebruik van natuurlike hulpbronne, 'n bydrae te lewer tot die sosiale en ekonomiese opheffing van alle mense, maar spesifiek die in landelike gebiede. Die studie is uitgevoer in drie landelike dorpies in die Noordelike Provinsie van Suid-Afrika. Die spesifieke dorpies is gekies a.g.v. beide hulle nabyheid aan die Nasionale Kruger Wildtuin sowel as hul afsondering en tekort aan infrastruktuur, wat werksgelenthede aan die inwoners kan verskaf. Die dorpies is bestudeer m.b.v. die Rapid Rural Appraisal tegniek en semigestruktureerde onderhoude met huishoudings en sleutel-informante. Deur middel van die studie word verslag gelewer op die lewensonderhouds patroon en strukture van huishoudings, sowel as die instellings wat toegang tot en gebruik van natuurlike hulpbronne beheer in die boslande rondom die drie dorpies. Dit dui die lewensbelangrike ondersteuning wat natuurlike hulpbronne aan huishoudings in die gemeenskap verskaf aan. Contemporary conservation and development understanding in both policy and academic circles espouses that natural resources have a significant contribution to the livelihoods of local people and that knowledge of this can better foster conservation policies that are consistent with livelihood and ecological needs. This thesis is based on research conducted in the southern Kalahari region, South Africa among the San and Mier communities bordering Kgalagadi Transfrontier Park. It looks at the importance of natural resources to the San and Mier community groups and ascertains the extent of resource use and its value within broader livelihood portfolios. It also focuses on the cultural values of natural resources and interactions among institutions and actors and how these shape natural resource governance and livelihood outcomes. Overall, natural resources represent an important livelihood source contributing up to 32 % and 9 % of the total income of the San and Mier respectively or up to 46 % and 23 % if livestock incomes are included. However, the dependence on, diversification patterns and distribution of natural resource income vary substantially between and within the two communities. With regards to the cultural values attached to natural resources by the San and Mier, the findings show that these arise from an incredibly diverse and sometimes conflicting array of values that punctuate the two communities’ way of life and they are inextricably linked to resource use. Lastly, governance of natural resources in the co-managed Park and communitymanaged resettlement farms is characterised by complex institutional arrangements, compounded by the existence of multiple actors that have multiple and sometimes conflicting objectives – as shaped by different meanings and interpretations of natural resources. Heightened inter- and intra-community conflicts are common, notably resource use conflicts between the San and Mier and between the San ‘modernist’ and ‘traditionalist’ groups. This demonstrates that the communities’ livelihood dynamics in general and the dependence on natural resources in particular, are closely linked with ecological, economic and social factors including history, culture and present livelihood needs. By exploring the social-environment interactions, the study highlights the complexities and diversity of resource use for livelihoods that should be taken into consideration for both conservation and development policy interventions and research. The main argument of the study is that the contribution of natural resources to local livelihood portfolios in co- and community-managed areas, can be better understood through a consideration of cultural dynamics and institutional arrangements since these condition natural resource access, value and use.

Over the past two decades, contemporary state-level watershed management burgeoned in the Pacific Northwest. This research offers a comparative analysis of contemporary state-level watershed management frameworks in the Pacific Northwest. The four case study areas consist of Idaho, Oregon, Washington, and Northern California. This study begins with a historical analysis of the greater watershed movement in natural resource management. Next, document analysis and key informant interviews are utilized to detail the watershed management framework of each state. Finally, this study explores a comparative analysis of each state framework. Results indicate that while the case study areas share many characteristics endemic to the bioregion, the watershed management framework of each state differs substantially. Key informant interviews indicate that these differences often reflect the unique sociopolitical climate of each state. Results additionally indicate the vital importance of stable state-derived funding for the establishment and resilience of watershed management organizations.

Здійснено системний аналіз основних та допоміжних механізмів її реалізації. Висвітлено перспективні напрями вдосконалення механізмів реалізації державної екологічної політики на регіональному рівні. Запропоновано здійснення структурно-технологічної реструктуризації виробництва; використання можливостей міжнародної допомоги і залучення інвестицій в процесі реалізації державної екологічної політики на регіональному рівні та використання творчого потенціалу суспільства.
В диссертации исследована сущность и объективная необходимость совершенствования механизмов реализации государственной экологической политики на региональном уровне. Осуществлен системный анализ механизмов ее реализации, а именно организационный, правовой, экономический. Освещены перспективные направления совершенствования механизмов реализации государственной экологической политики на региональном уровне. Доказано, что сотрудничество Украины с Европейским Союзом в сфере экологии является одним из приоритетов политики Украины. Как важный фактор в контексте перспективных направлений совершенствования механизмов государственного управления защитой окружающей среды, это сотрудничество осуществляется по нескольким актуальными для обеих сторон аспектам: создание Регионального экологического центра Украины; получение бюджетной поддержки для сектора охраны окружающей среды; сотрудничество с Европейским агентством окружающей среды; изменение климата. Анализ реализации государственной экологической политики на региональном уровне свидетельствует о том, что в обеспечении государственной экологической политики Украины на пути европейской интеграции необходимо создать условия (информирование, инвестиционная привлекательность, экономическая обоснованность и др.) для обязательного проведения стратегической экологической оценки при разработке планов и программ развития на уровне стратегического планирования. Доказано, что экологические проблемы в регионе должны решаться путем: - разработки комплексной программы развития, что позволит значительно улучшить общее экологическое состояние, особенно рекреационной зоны, активизировать процесс социально-экономического развития региона; - определением особенностей регионального экологического управления, которое функционирует в условиях взаимодействия местного самоуправления и уполномоченных органов государственного экологического управления. Экологические аспекты такого взаимодействия регламентируются действующим законодательством Украины; - усовершенствованием механизма гармонизации взаимоотношений общества и природы на региональном уровне. Это будет способствовать эффективной реализации государственной экологической политики на региональном уровне со своими отличиями, планами действий, проектами и программами, которые получили широкое распространение в странах Европы и имеют свою определенную методологию.
In the dissertation examines the nature and the objective necessity of improvement of mechanisms of implementation of state environmental policy at the regional level. Carried out a systematic analysis of the main and auxiliary mechanisms of its implementation is feasible. The prospective directions of improvement of mechanisms of implementation of state environmental policy at the regional level are lighted. They are features the structural-technological restructuring of production; use the opportunities of international assistance and investment in the process of implementation of the state environmental policy at the regional level and use the creative potential of the members of the society.

Abstract:
This thesis draws on David Harvey’s concept of “accumulation by dispossession” and an international political economy (IPE) approach centred on the institutional arrangements and power structures that privilege certain actors and values, in order to critique current capitalist practices of primitive accumulation by the global corporate extractive industry. The thesis examines how accumulation by dispossession by the global extractive industry is facilitated by the “free entry” or “free mining” principle. It does so by focusing on Canada as a leader in the global extractive industry and the spread of this country’s mining laws to other countries – in other words, the transnationalisation of norms in the global extractive industry – so as to maintain a consistent and familiar operating environment for Canadian extractive companies. The transnationalisation of norms is further promoted by key international institutions such as the World Bank, which is also the world’s largest development lender and also plays a key role in shaping the regulations that govern natural resource extraction. The thesis briefly investigates some Canadian examples of resource extraction projects, in order to demonstrate the weaknesses of Canadian mining laws, particularly the lack of protection of landowners’ rights under the free entry system and the subsequent need for “free, prior and informed consent” (FPIC). The thesis also considers some of the challenges to the adoption and implementation of the right to FPIC. These challenges include embedded institutional structures like the free entry mining system, international political economy (IPE) as shaped by international institutions and powerful corporations, as well as concerns regarding ‘local’ power structures or the legitimacy of representatives of communities affected by extractive projects. The thesis concludes that in order for Canada to be truly recognized as a leader in the global extractive industry, it must establish legal norms domestically to ensure that Canadian mining companies and residents can be held accountable when there is evidence of environmental and/or human rights violations associated with the activities of Canadian mining companies abroad. The thesis also concludes that Canada needs to address underlying structural issues such as the free entry mining system and implement FPIC, in order to curb “accumulation by dispossession” by the extractive industry, both domestically and abroad.

The Thomas-process turned phosphorescent iron ore from inconsequential rocks into a strategic commodity. The governance of natural resources plays an important role in the distribution of resources in any state. The failure of a government to effectively administer natural resources will result in a country failing to benefit from the resources economically. This research paper explores how from 2006 to 2013 the Zimbabwean government handled the discovery of diamonds in the Marange area which is situated just outside Zimbabwe’s third largest city, Mutare. Zimbabwe has had a tumultuous millennium which has seen farm invasions, controversial elections and a crippled economy. The discovery of the diamonds was expected to aid the country’s faltering economy, but instead the diamonds only benefitted a close knit group of individuals who were aligned to the ruling party, ZANU PF. The ruling party in Zimbabwe has enjoyed a stranglehold on the Zimbabwean political landscape and the discovery of the Marange diamonds solidified this stranglehold. The diamonds helped ZANU PF revive its waning political fortunes after the party had joined a coalition government with MDC T after the controversial elections in 2008. The diamonds in Marange are an example of how ZANU PF has been able to use the country’s resources to prop up its waning influence on the Zimbabwean political landscape. The discovery of the diamonds in Zimbabwe mirrors other African countries where rather than being a blessing to local communities natural resources become a curse.

Abstract:
This dissertation examines the relationship between political institutions and development policies across a wide array of policy arenas. It consists of three essays. In the first essay, I examine how corruption in political institutions affects citizens’ attitudes towards proposed policy reforms that should yield long-run benefits. I argue that where corruption in political institutions reduces citizens’ benefits from existing programs, governmental promises to deliver benefits via reforms are less credible. Thus, citizens will cling to inefficient policies not because they are unable to recognize the benefits of reform but because they do not trust political institutions to implement reforms in ways that will benefit them in practice. I use this logic to explain why citizens frequently resist attempts to reform the economically and environmentally costly practice of setting domestic gasoline prices below market prices. To reveal these patterns, I rely on original survey and administrative data from Indonesia. The second essay maintains the focuses on the quality of political institutions and natural resource governance but from a more macro perspective. In this essay, I argue that political regimes and political time horizons shape financial arrangements between governments and multinational oil companies. This essentially asks the reverse of a central question in comparative politics. Rather than asking how oil income affects political institutions, I ask how political institutions motivate politicians to make policy choices that increase or decrease the government’s access to oil income over time. To do so, I utilize an original dataset on financial arrangements between host countries and multinational oil companies, as reflected in historically confidential oil contracts. The final essay travels to a different substantive area of development policy, yet allows for a critical role for political institutions. This essay argues that the relationship between developing country governments and foreign aid donors should be conditional on the quality of political institutions, with aid donors giving countries with institutions better able to commit to selecting policies that promote development wider latitude to direct foreign aid resources towards local priorities. Instead, I find that political and security alliances shape whether donors give developing country governments more “ownership” over aid flows. Overall, the dissertation deepens understanding of the relationship between the quality of political institutions and policies within developing countries, while offering insights into contemporary policy debates about natural resource governance, environmental politics, and development aid.

Land degradation is a national concern that needs to be redressed and prevented by the government and its agencies as it has a significant impact on agricultural productivity and food security. The National Department of Agriculture is in the process of reforming the sustainable resource use policy to deal with the causes of land degradation and to promote the sustainable use of natural resources, particularly in povertystricken areas. Prior to 1994, this policy was only applied in areas where commercial agriculture was practised. The researcher has explored the struggles encountered during the implementation of the sustainable resource use policy through a case study approach within the Enkumane region of KwaZulu-Natal. The research followed a cross-sectional approach drawing from methods such as typology techniques, semi-structured interviews and questionnaires, which were employed at various stages in the policy process, from the levels of policy-makers to the intended beneficiaries. A literature review emphasized the importance of applying inte~ated and participatory approaches in implementing a public policy. The results highlighted significant differences of opinion concerning the implementation of the sustainable resource use policy within and between the different stages of the process from policy to implementation. This was partly attributed to the inadequacy in terms of clear roles, direction and guidelines, and also in terms of the institutionalisation of experience, knowledge and skills. It was recommended that a more co-ordinated and integrated effort is required to reform the policy. This calls for the establishment of mechanisms to ensure that people at all stages in the policy process are involved in a participatory manner, towards the continual improvement of the sustainable resource use policy. The significance of this study is twofold, firstly the financial burden of ineffective policies is unacceptable to our society. Secondly, the research has a potential to enhance the policy to implementation process, which may provide a platform for improving the sustainable resource use policy.

Some oil-rich countries suffer from a resource curse, a paradoxical situation in which a country with oil wealth has poor economic growth and social development. A country can escape the resource curse by selecting appropriate policies. Governments are responsible for utilizing the right policies and managing the natural resource revenue effectively to benefit their nation. In this report, various economic, political, and social measurements are used to examine the fall into the resource curse by Nigeria, Iraq, and Brazil for a period of time, and the scape of Norway from the resource curse. The report also evaluates the current circumstances of Iraq to determine which direction the resource curse will take. Several recommendations are presented to direct Iraq out of the resource curse.

This study is partially informed by the United Nations conferences on the Environment and Development, especially the latest one of these conferences. the World Summit on Sustainable Development (WSSD) which was held in South Africa in 2002. The conference reinforced the need for the integration of the social, political, economical and ecological elements in conservation and development initiatives. As South Africa is a developing country, it is understandable that development is a central issue in the policy agenda of all spheres of government. Government and public entities are identified as some of the key role players responsible to champion and drive the course of development. Provincial government in South Africa is tasked with environmental management as well as conservation alongside development. This relationship informs the essence of this study. It identifies that national environmental policy now requires conservation authorities to have a more developmental focus. This study is important because it examines the changing policy perspectives and implementation strategies of conservation and development. The study will focus on how Ezemvelo KZN Wildlife's (which is KwaZulu-Natal 's nature conservation authority) policy addresses integration of issues of community development and development in KwaZulu-Natal. The theoretical basis of this project is found on theories of public policy and policy implementation. The crux of the study is to determine the extent to which Ezemvelo KZN Wildlife's nature conservation policy seeks to implement development-led-conservation. The findings show a broad policy commitment to community development. However, when one takes a closer look at the implementation of their policies at one particular reserve (Ithala Game Reserve) then a number of implementation gaps become clear.

China has undertaken a vast engineering project: the large-scale transfer of water from the south of the country to the north, the intention being to alleviate flooding in the south and water shortages in the north. It may take up to fifty years to complete. This thesis examines the broad outline of the scheme, the planning that has gone into it, its historical and political background, and the political, social, and ecological problems that it has encountered and may be likely to cause in the future. The political context of a 'pro-technology' policy amongst today's Chinese leaders is highlighted. The Chinese study is made in the light of water-transfer schemes that have been implemented, or proposed, in other countries; and also ideas about sustainable development, policy processes, and natural resource management. Five case studies are considered: the Aral Sea (Central Asia), the Snowy Mountain Scheme (Australia), the National Hydrological Plan (Spain), the Central Arizona Project (the United States) and the South-to-North Water Transfer Project (China). They are examined as a basis for understanding policy problems and processes in water resource management, and also to make some suggestions for their resolution in the Chinese case―though finding a permanent or definitive solution lies beyond the scope of the present inquiry. The difficulties for traditional policy processes to manage uncertainty and complexity are particularly acute in the area of natural resource management. For example, climate change issues challenge present water management systems and diversion projects. Therefore, uncertainty and complexity issues, beyond the 'ideal' policy cycle, are considered, particularly in relation to climate change, but also the water diversion schemes themselves. Characterized by scenic beauty and biodiversity, yet impoverished peoples, the Wild Coast of South Africa lies at a development crossroads, whereby various land-use proposals offer different outcomes. This thesis sought to analyze various stakeholder arguments in support of development strategies, especially involving the local people and environment. Based on a document analysis and interviews, the predominant development strategies supported were small community development initiatives (SCDIs) and tourism, supported by NGOs, and mining, supported by the private sector yet opposed by NGOs. A major finding was that while government outlines many development “objectives”, successful results are negligible, suggesting that this sector is an overall ineffective determinant for Wild Coast development. NGO and private sectors provided valid arguments in support of their strategies, leaving the researcher to conclude that means of collaboration should be determined in order to best develop the Wild Coast (via SCDIs, tourism, and mining) and improve local livelihoods.

Abstract:
In the Twenty-first Century, sustainable water management is likely to be humanity's greatest challenge in a world of ever-increasing demand. Legal instruments both international and national regulate and provide a general framework for the use and management of international waters. Future basin management agreements can be informed by examining the degree of success, in terms of sustainability and equity, achieved by such agreements. That success can be influenced by the degree to which such agreements support the human right to water implicitly stated in international customary law, through a collaborative management approach. Since 1988, attempts by communities on the Pongolo floodplain to be involved in Pongolopoort Dam releases, have met with little success. Recently, the Department of Water Affairs and Forestry has begun to support those efforts, but the approach remains a sectoral one, and is primarily concerned with water issues. The South African National Water Act 36 of 1998 provides for environmental management and public participation, as well as providing explicitly for the rights of individual water users, but its implementation is hampered by an overwhelming emphasis on technical considerations and a lack of political will to embrace collaborative management systems. Little effort is expended on collaborative management methods, though the level of transparency in water management is improving, despite remaining highly centralised. The level and extent of incentives for local community participation is low, and systematic monitoring is in its early development. International river basin agreements generally take a top-down or state-driven approach, though there are some examples where local cross-border communities have participated successfully in the implementation of international agreements and management of transboundary basins. South Africa, Swaziland and M09ambique signed the Interim Incomaputo Agreement, which includes the Maputo basin, in August 2002. Once again, the approach to this agreement has been highly sectoral in that negotiations were handled entirely by water officials in the relevant countries. A lack of transparency has prevailed in the negotiation stages, though through the basin studies, which will inform implementation plans, the level of participation should improve. There is overwhelming consensus that integrated management is the key to sustainable international river basin management. Formal and systematic methods for inter-departmental communication, both nationally and internationally are currently not being implemented, which has significant negative impacts on integrated management. Research in this area represents an opportunity to explore collaborative management of an international river basin in an area that is, as yet, unstressed in terms of population and water supply.

Abstract:
This study makes the assumption that community participation in the governance of mineral resources is a requirement of sustainable development and that through a fundamental rights-based approach, it can be made effective. The concern is that an affected community should not only be involved in the decision-making process, but its view must also influence the outcome in respect of whether or not a mineral project should take place and how it should address development issues at local level. It is assumed that this legal approach will improve mineral governance by bringing more transparency and accountability. In many African resource-rich countries, community participation has until now been practiced with more of a soft approach, with the consequence that it has been unable to eradicate the opacity existing in the management of revenues generated by mineral exploitation and also deal efficiently with the recurrence of fundamental rights violations in the mineral sector. Obviously, the success of the fundamental rights based-approach is not absolutely guaranteed because there are preconditions that must be fulfilled. The synergy between community participation and some relevant concepts like democracy, decentarlisation, accountability, (good) governance and sustainable development must be well balanced for the participation process to bring positive outcomes. Also, because the fundamental rights based-approach is conceived here within the framework of the African Charter of Human and People’s Rights, its normative and institutional components, despite the potential to make participation effective and successful, require that some critical challenges be addressed in practice. The study ends with the conclusion that the fundamental rights based-approach is appropriate to make community participation effective in the mineral-led development process taking place at local level, provided that its implementation is kept reasonable.

South Africa is recognised as one of the megadiverse nations of the world. In recent years, the South African Government has prioritised human needs, without adequately safeguarding the country’s natural resources. Biodiversity is the living fabric of our planet, responsible for human health, well-being and ultimately, the preservation of the environment. It is the Government’s responsibility to ensure that processes and policy frameworks recognise the significance of biodiversity and its role in ensuring a sustainable future for the country while at the same time ensuring essential services delivery to its people. The aim of this study was to evaluate the impact of environmental governance on biodiversity management at the local government level in South Africa. The study was conducted in three Metropolitan Municipalities in South Africa. Data were collected by means of a questionnaire from officials of these municipalities. Variables that were assessed include capacity assessment, intergovernmental relations, budget and biodiversity management. Interviews were conducted with the Heads of the environmental departments of the municipalities. A review of the defining national and international environmental law was conducted to evaluate the transformation, challenges and successes of biodiversity mangement at the local government level in South Africa. The results of this study highlight the challenges faced by local governments in implementing biodiversity management such as capacity constraints, lack of resources and the absence of a biodiversity mandate at the local government sphere. Integrating biodiversity management at the local level will only be possible through more robust policy development, stronger cooperation and communication among the different levels of government, as well as enhanced capacity (skills) and resource provision in the municipalities.

It is evident that Ethiopia is one of the countries of Africa that is experiencing significant population growth as well as land use/cover dynamics. Land use/cover induced degradation of natural resources is a major challenge to the country’s development. The main objective of this study was to investigate the impact population dynamics has had on land use/cover in Mandura district. Data on population over time were taken from the CSA during the 1984, 1994 and 2007 national census results. A total of 210 farm households from three kebeles: 105 from the local people and 105 from migrants were surveyed in May 2011 to acquire data on socioeconomic, land use, resource use and management. Aerial photographs of 1957, 1982 and SPOT-5 image of the 2006/07 were used to generate data on land use/cover changes. The results indicate that population has substantially increased, more than fourfold between 1957-2006/07, mainly due to migration from the surrounding areas, government sponsored resettlements, and flourishing of new urban centers. No less important is mortality has decreased due to immunization and the birth rate has been increasing due to improved maternal and child care as compared to the situation prior to the 1990s. The change on land use/cover show that from the total land use/cover conversions, which totals 58,403 ha of land, farm land constitutes 90.1 %. The study finds natural population increase, migration, urbanization, agricultural extensification, institutional weakness, land tenure insecurity, famine and drought, and poverty as root causes. The study further identifies existence of all weather road, resettlement, Tana-Beles project, expansion of agriculture, land colonization, wood extraction for fuel, and soil fertility decline as direct causes of land use/cover changes. As a result of change of customary land tenure system, the local population has been forced to engage in extractive economic activities that have never been practiced in the past. Therefore, the study calls for coordinated efforts for resources use and management at different levels, land use policy formulation, devising alternative sources of livelihoods and fuel, regulating migration and involvement of the wider community in policy formulation and implementations.

Abstract:
The Clean Community System (CCS) is a method of waste management education widely used in the USA by the Keep America Beautiful organization. The CCS has been applied by the eThekwini Municipality since 1981. The training of staff and volunteers in the CCS has to date been limited and based on the American model. The aim of this study is to provide guidelines for the training of participants in the Clean Community System in the South African context. This will be achieved by a study of two community groups that have successfully applied the CCS. The results of the research will be compared with the principles of the CCS and relevant literature. The conclusions drawn from the study will provide guidelines for the training of participants in the CCS.
