Abstract:

A variety of critical empirical studies are interested in and focused on complex issues related to natural resource management and resource curse, whilst less can be found combining diverse factors that affect the dynamics of this curse and mitigate it. The case study of Norway is used as the benchmark policy framework in oil-rich countries to invest oil revenues and set correct fiscal policies. In this study, an analytical framework was structured to evaluate the coherence of resource management with sustainability as a starting point, contributing to further assessments of how the adaptation of such policies is incorporated in resource management to mitigate the resource curse. The analysis also suggests that oil-rich countries can learn from Norway’s experience to mitigate this resource curse and utilize oil revenues in the interest of the country. In addition, the analysis helps in effective management and the protection of ecological resources as these are becoming an increasingly important strategic part of natural wealth. This study aimed to provide an overarching framework designed to help conceptualize key issues of natural resource management and the resource curse in oil-rich countries and understand the challenges facing those countries in managing the natural resources.

Abstract:

Natural resource management is an important thing that should be done by the community for survival. Consciously of many ways in the management of natural resources has resulted in environmental damage, coupled with government policies that give permission without good supervision to entrepreneurs or private individuals in natural resource management adds a long list of environmental damage. In the last three decades, governments tend to ignore the phenomenon of legal pluralism in the legal development policy, preparation of legal instruments, as well as the implementation of the law through political neglect of the fact legal pluralism. So the product of legislation, especially those that set natural resource management, normatively ignore and displace the rights of indigenous peoples and local over control, management, and utilization of natural resources. Moreover, with deprivation of the rights of indigenous peoples’ customary rights and the implementation of development without taking into consideration the pattern of spatial planning, more and enlarge the conflict between the government and society.

Abstract:

<p class="emsd"><span lang="EN-GB">This paper reviews recent research articles in the field of property rights and natural resources management, with the goal of identifying the most effective policy measures to achieve sustainable resource management through well designed property rights. Scarcity of economic resources is a major cause of conflict in human society. Institutions impact the resilience of the environment, and the institutions which guide humans as they employ resources from the environment are therefore essential to sustainable resource management. Institutions which create and enforce property rights can control resource degradation and improve both economic and ecological efficiency. Property rights which lead to an equitable allocation of natural resources and delegation of management authority among stakeholders is the most likely pathway to sustainable ecosystem management. However, there is a lack of consensus regarding the best system of property rights to achieve sustainability. The ‘best system’ is contextual and spatiotemporal dynamic. </span></p>

Abstract:

This research spans a variety of research topics with a common theme, providing decision support through the development and analysis of methods that assist decision making for natural resource and wildlife management. I used components of structured decision making and decision analysis to address natural resources management problems, specifically monitoring and estimating the status of harvested populations, as well as data collection decisions for landscape conservation. My results have implications for the way populations are monitored and their status is estimated. I find that the inclusion of error in data collection can have a substantial impact of the performance of abundance and growth rate estimates of harvested species and that the selection of estimation methods depends on what management objectives are most important. For example, the Sex-Age-Kill population estimation method best estimates the size of populations, while the Downing population reconstruction method better estimates trends in population growth rates. I provide a framework to support selection of the best estimation method while considering a monitoring program as a whole. Based on this framework the Vermont Fish and Wildlife Department will obtain the most benefits from a monitoring program including necropsy analysis that uses the Downing method to track population status. Finally, I demonstrated the use of value of information analysis as a tool to determine the relative expected benefits of addition spatial data collection for use in landscape mapping and conservation. This type of analysis can provide conservation agencies with a planning tool to direct budgets and mapping efforts.

By presenting case studies from the village of Mahenye in Zimbabwe and the five villages of the Okavango Community Trust in Botswana, the study looks beyond the objectives, discourse and contests of policy and undertakes an investigation of what actions rural people are undertaking inside the institutions established by policy makers, and of governance outcomes at the local level. These case studies reveal that unfettered devolution can lead to elite capture and the perpetuation of poverty; that rural communities themselves have agency and the ability to exercise it; and that there is limited and shrinking political space in both countries which is reducing opportunities for rural communities to engage with political processes. The Botswana case studies demonstrates that an imported and imposed devolutionary initiative which lacks links to higher levels of governance can reduce political space at local levels. The Zimbabwe case study demonstrates that political space may be more effectively created through decentralisation. The lesson drawn from these case studies is that institutional arrangements and roles should be determined by context specific issues and circumstances and move beyond the structural determinism that has characterized much of the CBNRM debate to date. The study concludes with policy recommendations. These include the need for recognition of the synergy between CBNRM and democratisation as mutually reinforcing processes and the need to be context-specific.

Abstract:

The article is devoted to the problems of human resource management in the modern environment in the context of sustainable development of the region. The authors of the study suggest the need for a socio-economic policy in the North Ossetia-Alania and the Russian Federation, which will help to reduce the adverse effects of various environmental factors on human resources, demographics and health of the region. In conducting the study, the authors found that anthropogenic impacts lead to environmental problems of various kinds. The consequence of this is an increase in morbidity and natural loss of population characteristic of several regions of the country. The authors had taken account of the provisions that a decent quality of life, a healthy population, and thus a high level of human development can be ensured only if the natural environment is preserved and maintained at an appropriate quality. The main provisions of the article and the results presented are interesting for further theoretical substantiation, research and practical recommendations in the field of human resource management strategy development, their development and use. Allow to develop strategic decisions on the problems of formation and consistent implementation of a unified state and regional policy in the field of preservation of human resources, to implement the most ambitious programs aimed at improving public health and the environmental situation.

Abstract:

The states of the Azov-Black sea basin make an active usage of different transboundary resources, first of all, natural, spatial and anthropogenic for personal use that mostly come into collision with the global purposes of the steady region development. Rather unsteady environment is being formed in the given region when the interference of the inner and outer negative factors of social, economic, anthropogenic political and ecological development occurs. All that leads to the formation of the complex problems demanding urgent solution. For the benefit of the production of recommendations for the effective realization of the state policy of transboundary natural management and finding out strong and weak points, opportunities and threats the SWOT analysis of the factors influencing the realization of the transboundary natural management policy in the Azov –Black sea basin has been performed. Currently the determining role in the formation and realization of transboundary natural management policy is being played by the political factors including geopolitical unsteadiness, absence of agreement in decisions taking and unpredictability of the tendency of international sanctions establishment. In this case on the one hand environmental policy is a “victim” of the political ambitions of the states of the region, on the other hand – it is able to act as consolidating factor for the countries realizing the necessity of solving the problem of the steady natural management facing the common ecologic threats.

Abstract:

Achieving food security and resources sustainability have a high priority in agrarian policy that universal for all economies. Today modern agriculture has many complex challenges, so a sustainable agriculture approach is needed. Agriculture now must produce more food, using available natural resources efficiently and sustainably, including a reduction of post-harvest losses and waste, and developing agriculture more resilient to climate change. The Republic of Serbia has a good quality of agricultural land, favorable ratio of available land per capita, and favorable climate conditions for agricultural production. However, Serbia has a large number of small farms with fragmented property, family workforce, low level of technical equipment and capital, which have a high production costs and irrational use of resources. The aim of this paper is to examine the impact ofresource use on the level of food security in the Republic of Serbia. The survey data were taken from the FAOSTAT database, World Bank, as well as the national statistics of the Republic of Serbia and hierarchical regression analysis was used. The results of the research have shown that resource supply has a statistically significant impact on the level of food security in the Republic of Serbia.

Abstract:

The rational use of natural resources and a balanced environmental policy as a platform for the formation of an effective economy of the future are discussed. The interrelations ensuring progressive socio-economic devel-opment in Russia and in the world, the role of the current energy agenda in the formation and implementation of economic policy are considered. The possibilities of new energy, including the optimization of hydrocarbon gen-eration and the use of renewable energy sources, are evaluated. Information on the potential use of solar, wind and hydrogen energy for electric generation is provided.

Abstract:

The use and protection of land are essential for the development and existence of any country. Therefore it is necessary to develop a national policy for rational administration and management of the land, because at least 20 % of Gross Domestic Product (GDP) can be obtained from the land, real property and construction. One of the main aims of the Sustainable Development Strategy of the European Union is environmental protection, at the same time maintaining capacity of land to support life in all its diversity, bearing in mind that natural resources are limited. The challenge is to ensure environmental protection and improvement of the environment, to promote sustainable production and consumption in order to break the link between economic growth and environmental degradation. This can be achieved by improving the effectiveness of management of resources as well as avoiding over-exploitation of renewable or non-renewable natural resources and stopping the loss of biodiversity. In 2008 in Latvia the Land Policy Guidelines for the time period till 2014 were approved defining the national policy in land use as well as determining activities for promotion of sustainable land use. The article analyzes the problems of land use, the aims set in the land policy and the achieved results as well as gives recommendations for further development of the land policy.

Abstract:

The main purpose of the research paper is to study the strategic management of human resources in industrial enterprises, career development and stimulation in the activity. Labor resources are active elements in the production of goods, the creation of material wealth and the provision of services to society. Human resources are important ones in all areas of the national economy. Human resources act as a creative component in the organization and management using their mental, spiritual and psychological capabilities. Human resources study and analyze technical, technological possibilities and financial sources, make management decisions as a leading resource in any organization. Research methodology is related in personnel policy and the comprehensive study of strategic human resource management. Human resource management in industrial enterprises is the main subsystem management system. This issue affects on the development of the enterprise, increasing the quality of products, economic efficiency and profits. The importance of the research paper - is to apply the results in the management of industrial enterprises. Human resource management contributes to sustainable operation in enterprises and organizations. The scientific novelty of the research is the definition of a successful personnel policy in the enterprise. Thus, the article identifies strategic goals in human resource management, and develops a corporate concept in this area. The article discusses the application of new technologies for career development. The application of innovations and methods in the implementation of management functions is the basis for motivating the workforce in an organization. All functions and management methods are applied in the process of strategic management of human resources. Management methods are social in nature, as well as ensure the direct development of employees, labor resources and actively influence on the outcome. Management methods lead to the expansion of financial and economic activities of the enterprise, the development of economic activities, the growth of labor resources. Management methods allow to increase competitiveness, as well as to attract partners, suppliers, customers and others. In this regard, our research can be commended in terms of the application of innovation in management.

Abstract:

The proliferation of community-based armed groups (CBAGs) in Mali’s Mopti and Ségou Regions has contributed to transforming Central Mali into a regional epicenter of conflict since 2016. Due to the lack of adequate presence of the state, certain vulnerable, conflict-affected communities resorted to embracing non-state armed groups as security umbrellas in the context of inter-communal violence. These local conflicts are the result of long-standing issues over increasing pressure on natural resources, climate shocks, competing economic lifestyles, nepotistic and exclusionary resource management practices, and the shifting representations of a segregated, historically constructed sense of ethnic identities in the region. This report untangles the legitimacy of armed groups, mobilizing factors, and the multi-level impact of violence implicating CBAGs. It further explores the relations amongst different actors, including the state, armed groups, and communities. The findings provide relevant insight for context-specific policy design toward conflict resolution and hybrid security governance.
