Abstract:
The aim of this article is to explain the political and trade union stance of the British National Union of Teachers (NUT) – representing the teachers of England and Wales – against the arms race and nuclear warheads set up in the European Continent during the Cold War (1947-1991). After adopting resolutions in support of «Education for Peace» at its Annual Conferences (Jersey, 1983 and Blackpool, 1984), the NUT held an International Peace Conference (1984) involving Western and Eastern European countries in which teachers’ unions from the following countries participated: the United States, Finland, the Soviet Union, the German Democratic Republic and Bulgaria. The international event was held in Stoke Rochford Hall (England) during the British miners’ national strike against the socioeconomic reforms instituted under the governments of Margaret Thatcher (1979-1990). The article started from the methodological presupposition based on the principle of political connection on an international scale within the scope of the trade union movement of teachers. Indeed, despite differences in nationalities, the educational processes institutionalized by schooling have acquired a universal character. Thus, teachers, irrespective of their nationality, are workers who are politically committed to the cultural values consecrated by the knowledge accumulated by humanity throughout history, especially when it comes to peace among peoples. It should be emphasized that the topic addressed has never before been analysed on an international level, and that primary sources that fall within the historical context of the facts studied were used in the production of the article.

Abstract:
The article discussed the role of contemporary tapestry art in modern culture, the history of the formation and growth of national decorative-applied and monumental art schools in the Republics of former Soviet Union, the importance of both group and personal tapestry exhibitions organized by regional creative organizations of the Union of Artists and the Russian Union of Artists as well as the state Museum-Reserve “Tsaritsyno”. It emphasizes the importance of using richest traditions of folk art, stories and legends of the people living in multiethnic Russia. The works of teachers and graduates of the Department “Folk Art Culture and Contemporary Art” of the Institute of National Culture of Ogarev Mordovia State University have been demonstrated as an example of those who apply modern tapestry in architectural space design. The paper also defines prospects for the development of tapestry art in the works of young artists.

Abstract:
The paper attempts to characterize the history of the school campus, which is one of the specific forms of national personnel training in the Chechen Autonomous Region in the 1920s. In the first Soviet decades considerable attention was paid to the problems of education in the national outskirts. The low level of literacy of the population of Chechnya, inherited from the past, led to the features of processes occurring in the field of education and culture. The lack of the required number of national personnel and the need for their concentration in one area to serve simultaneously several academic units led to the organization of Lenin campuses. In 1925 in Chechnya an education city was organized that united a pedagogical college, an agricultural school of the Soviet party school and a school with a total combined educational and economic part. By 1930 there had been changes in the structure of the school campus, which included by that time a reference school (four-year stage 1), a cooperative vocational school, one-year training courses in technical school, agricultural training. Teachers college was not included in the school campus by that time. The training campus in Chechnya trained thousands of party and Soviet, trade Union, Komsomol and farm workers and was an important link in the education system of the Chechen Republic.

Abstract:
The article deals with the issue of periodization of the process of teacher training of Ukrainian language and literature in the national scientific and pedagogical discourse. The formation of a modern system of higher pedagogical education takes place in conditions of significant renewal of its conceptual foundations for the national direction, increasing the importance of the Ukrainian language as the state language at all levels of the educational process. The state progress of the Ukrainian language increases the attention to the issue of training teachers of Ukrainian language and literature in view of the latest requirements facing domestic teachers and which need to be correlated with existing pedagogical experience. The leading approaches of modern scientists to the development of the problem of training teachers of Ukrainian language and literature in higher pedagogical institutions of Ukraine are identified and characterized, the author's periodization of the research problem is presented. The assumption is made about the possibility of isolation in a certain process of a number of periods: 1945-1958 biennium – ideological basis (approval of conceptual bases of cultural (including linguistic and educational) policy of the Union of Soviet Socialist Republics and its strengthening in the system of higher pedagogical education); 1959-1991 – organizational and administrative (creation of a system of higher pedagogical education, which would meet the demands of the society for the preparation of teachers, in particular Ukrainian language and literature); 1991-2019 – transformation and modernization (transition from the restructuring of the post-Soviet higher education system to the creation of a modern flexible higher education system). Focused on the purpose and content of education of future teachers of Ukrainian language and literature, as this issue had a political context due to the connection with the language policy of the Union of Soviet Socialist Republics towards Ukraine. Born in 1952, Professor of sciences of education at the University of Picardie Jules Verne (Amiens, France), Bruno Poucet is a French renowned historian of education in France. He has conducted and realized various researches on education (and their interactions with politics) in contemporary France. He worked on the history of education policies of the French ‘Fifth Republic’ (founded in 1958 by Charles de Gaulle) at the national level and in the Picardie region - where he lives and works. He is interested in the history of secondary and higher education, private sector of education, school secularism (called in France «laïcité») and the teaching and curriculum of philosophy. Eclectic in his areas of interest, he has also been deeply committed in the functioning of the French education system. He has been a long-time teachers’ union deputy leader at the CFDT (currently the major trade union in France). In 2011, he has created the CAREF research unit (Centre Aménois de Recherche en Éducation et en Formation, specialized in educational studies), at the University of Picardie Jules Verne.He has kindly accepted to be interviewed by Ismail Ferhat, Associate professor at the University of Picardie Jules Verne (CAREF research Unit/Teachers training school of Amiens), for the review Espacio, Tiempo y Educación, in spite of the difficult sanitary situation in France, in April 2020.

Abstract:
This paper examines the experience of four major public sector unions in Wisconsin since the passage of Wisconsin Act 10 in 2011. The four unions are the American Federation of State, County and Municipal Employees (AFSCME), the American Federation of Teachers (AFT-Wisconsin), the Service Employees International Union (SEIU), and the Wisconsin Education Association Council (WEAC), an affiliate of the National Education Association. Wisconsin’s prior legal framework for public sector collective bargaining is explained and compared to the new highly restrictive framework established by Act 10. That new framework, established by state legislation, is analyzed, as are its impacts on the membership, revenues, structures, and practices of the four unions. In general, we find the impacts to have been very dramatic, with a loss of active union membership averaging approximately 70 percent overall, and concomitant dramatic losses in union revenues and power. These shocks have engendered the restructuring of two of the unions examined, the downsizing of the third, and the de facto exiting from the state’s public sector in another. There have also been significant changes in representation practices in one union, but less so in the others. We conclude by discussing best union practices based on this experience, as well as considering what the recent public sector union history in Wisconsin may portend for public worker union membership nationwide, since the issuing of the Janus Decision by the U.S. Supreme Court.

Abstract:
Educational conditions reflect society’s cultural traditions and political system, in turn affecting society’s development. The development of the younger generation is guided by way of education, for which reason working out educational policy requires the participation of society’s various interest groups. This article analyses changes in the teaching of history in the transitional period from the Soviet era to restored independent statehood. The development of subject content, the complicated role of the history teacher, the training of history teachers, and the start of the renewal of textbooks and educational literature are examined. The aim is to ascertain in retrospect the developments that took place prior to the restoration of Estonia’s independence, in other words the first steps that laid the foundation for today’s educational system. Legislation, documents, publications, and media reports preserved in the archives of the Ministry of Education and Research and the Archival Museum of Estonian Pedagogics were drawn upon in writing this article, along with the recollections of teachers who worked in schools in that complicated period. These recollections were gathered by way of interviews (10) and questionnaires (127). Electronic correspondence has been conducted with key persons who participated in changes in education in order to clarify information, facts, conditions and circumstances. The discussion in education began with a congress of teachers in 1987, where the excessive regulation of education was criticised, along with school subjects with outdated content, and the curriculum that was in effect for the entire Soviet Union. The resolution of the congress presented the task of building a national and independent Estonian school system. The congress provided an impetus for increasing social activeness. An abundance of associations and unions of teachers and schools emerged in the course of the educational reform of the subsequent years. After the congress, the Minister of Education, Elsa Gretškina, initiated a series of expert consultations at the Republic-wide Institute for In-service Training of Teachers (VÕT) for reorganising general education. The pedagogical experience of Estonia and other countries was analysed, new curricula were drawn up and evaluated, and new programmes were designed for school subjects. The solution was seen in democratising education: in shaping the distinctive character of schools, taking into account specific local peculiarities, establishing alternative schools, differentiating study, increasing awareness and the relative proportion of humanities subjects and foreign language study, better integrating school subjects, and ethical upbringing. The problems of schools where Russian was the language of instruction were also discussed. The Ministry of Education announced a competition for school programmes in 1988 to find innovative ideas for carrying out educational reform. The winning programme prescribed compulsory basic education until the end of the 9th grade, and opportunities for specialisation starting in the second year of study in secondary school, that is starting in the 11th grade. Additionally, the programme prescribed a transition to a 12-grade system of study. Schools where Russian was the language of instruction were to operate separately, but were obliged to teach the Estonian language and Estonian literature, history, music and other subjects. Hitherto devised innovative ideas for developing Estonian education were summed up in the education platform, which is a consensual document that was approved at the end of 1988 at the conference of Estonian educators and in 1989 by the board of the ESSR State Education Committee. The constant reorganisation of institutions hindered development in educational conditions. The activity of the Education Committee, which had been formed in 1988 and brought together different spheres of educational policy, was terminated at the end of 1989, when the tasks of the committee were once again transferred to the Ministry of Education. The Republic-wide Institute for In-service Training of Teachers, the ESSR Scientific-Methodical Cabinet for Higher and Secondary Education, the ESSR Teaching Methodology Cabinet, the ESSR Preschool Upbringing Methodology Cabinet, and the ESSR Vocational Education Teaching and Methodology Cabinet were all closed down in 1989. The Estonian Centre for the Development of Education was formed in July of 1989 in place of the institutions that were closed down. The Institute for Pedagogical Research was founded on 1 April 1991 as a structural subunit of the Tallinn Pedagogical Institute, and was given the task of developing study programmes for general education schools. The Institute for the Scientific Research of Pedagogy (PTUI) was also closed down as part of the same reorganisation. The work of history and social studies teachers was considered particularly complicated and responsible in that period. The salary rate of history teachers working in secondary schools was raised in 1988 by 15% over that of teachers of other subjects, since their workload was greater than that of teachers of other subjects – the renewal of teaching materials did not catch up with the changes that were taking place in society and teachers themselves had to draw up pertinent teaching materials in place of Soviet era textbooks. Articles published in the press, newer viewpoints found in the media, published collections of documents, national radio broadcasts, historical literature and school textbooks from before the Second World War, and writings of notable historians, including those that were published in the press throughout the Soviet Union, were used for this purpose. Teachers had extensive freedom in deciding on the content of their subject matter, since initially there were no definite arrangements in that regard. A history programme group consisting of volunteer enthusiasts took shape at a brainstorming session held after the teachers’ congress. This group started renewing subject matter content and working out a new programme. The PTUI had already launched developmental work. There in the PTUI, Silvia Õispuu coordinated the development of history subject matter content (this work continued until 1993, when this activity became the task of the National Bureau of Schools). The curriculum for 1988 still remained based on history programmes that were in effect throughout the Soviet Union. The greatest change was the teaching of history as a unified course in world history together with themes from the history of the Estonian SSR. The first new curriculum was approved in the spring of 1989, according to which the academic year was divided up into three trimesters. The school week was already a five-day week by then, which ensured 175 days of study per year. The teaching of history began in the 5th grade and it was taught two hours per week until the end of basic school (grades 5 – 9). Compulsory teaching of history was specified for everyone in the 10th grade in secondary school, so-called basic education for two hours a week. The general and humanities educational branches had to study history three hours a week while the sciences branch only had to study history for two hours a week. Students were left to decide on optional subjects and elective subjects based on their own preferences and on what the school was able to offer. The new conception of teaching history envisaged that students learn to know the past through teaching both in the form of a general overview as well as on the basis of events and phenomena that most characterise the particular era under consideration. The teacher was responsible for choosing how in-depth the treatment of the subject matter would be. The new programmes were implemented in their entirety in the academic year of 1990/1991. At the same time, work continued on improving subject programmes. After ideological treatments were discarded, the aim became to make teaching practice learner-oriented. The new curriculum was optional for schools where the language of instruction was Russian. Recommendations for working with renewed subject content regarding Estonian themes in particular were conveyed by way of translated materials. These schools mostly continued to work on the basis of the structure and subject content that was in effect in the Soviet Union, teaching only the history of the Soviet Union and general history. Certain themes from Estonian history were considered in parallel with and on the basis of the course on the history of the Soviet Union. The number of lessons teaching the national official language (Estonian) was increased in the academic year of 1989/1990 and a year later, subjects from the Estonian curriculum started being taught, including Estonian history. The national curriculum for Estonian basic education and secondary education was finally unified once and for all in Estonia’s educational system in 1996. During the Soviet era, the authorities attempted to make the teaching profession attractive by offering long summer breaks, pension insurance, subsidised heating and electricity for teachers in the countryside, and apartments free of charge. This did not compensate the lack of professional freedom – teachers worked under the supervision of inspectors since the Soviet system required history teachers to justify Soviet ideology. The effectiveness of each teacher’s work was assessed on the basis of social activeness and the grades of their students. The content and form of Sovietera teacher training were the object of criticism. They were assessed as not meeting the requirements of the times and the needs of schools. Changes took place in the curricula of teacher training in 1990/1991. Teachers had to reassess and expand their knowledge of history during the transitional period. Participation in social movements such as the cultural heritage preservation movement also shaped their mentality. The key question was educational literature. The government launched competitions and scholarships in order to speed up the completion of educational literature. A teaching aid for secondary school Estonian history was published in 1989 with the participation of 18 authors. Its aim was set as the presentation of historical facts that are as truthful as possible from the standpoint of the Estonian people. Eesti ajalugu (The History of Estonia) is more of a teacher’s handbook filled with facts that lacks a methodical part, and does not include maps, explanations of terms or illustrations meant for students. The compendious treatment of Estonian history Kodulugu I and II (History of our Homeland) by Mart Laar, Lauri Vahtre and Heiki Valk that was published in the Loomingu Raamatukogu series was also used as a textbook in 1989. It was not possible to publish all planned textbooks during the transitional period. The first round of textbooks with renewed content reached schools by 1994. Since the authors had no prior experience and it was difficult to obtain original material, the authors of the first textbooks were primarily academic historians and the textbooks had a scholarly slant. They were voluminous and filled with facts, and their wording was complicated, which their weak methodical part did not compensate. Here and there the effect of the Soviet era could still be felt in both assessments and the use of terminology. There were also problems with textbook design and their printing quality. Changes in education did not take place overnight. Both Soviet era tradition that had become ingrained over decades as well as innovative ideas could be encountered simultaneously in the transitional period. The problem that the teaching of history faced in the period that has been analysed here was the wording of the focus and objectives of teaching the subject, and the balancing of knowledge of history, skills, values and attitudes in the subject syllabus. First of all, Soviet rhetoric and the viewpoint centring on the Soviet Union were abandoned. The so-called blank gaps in Estonian history were restored in the content of teaching history since it was not possible to study the history of the independent Republic of Estonia during the Soviet era or to gain an overview of deportations and the different regimes that occupied Estonia. Subject content initially occupied a central position, yet numerous principles that have remained topical to this day made their way into the subject syllabus, such as the development of critical thinking in students and other such principles. It is noteworthy that programmes for teaching history changed before the restoration of Estonia’s independence, when society, including education, still operated according to Soviet laws. A great deal of work was done over the course of a couple of years. The subsequent development of the teaching of history has been affected by social processes as well as by the didactic development of the teaching of the subject. The school reform that was implemented in 1987–1989 achieved relative independence from the Soviet Union’s educational institutions, and the opportunity emerged for self-determination on the basis of curricula and the organisation of education.

Abstract:
This year sees the release of London Recruits, a film chronicling the anti-apartheid activism of young men and women volunteers who, from 1967, travelled from the UK to South Africa. The recruits were invaluable to the campaigning work of the African National Congress and the wider international anti-apartheid movement because as white tourists, which is all the South African authorities saw them as, they were free to travel unmonitored in ways impossible for black citizens. To coincide with the release of the film, an education pack, comprising the testimonies of the recruits as well as other source material, has been compiled for use in schools. The pack was funded by the National Education Union and coordinated by Steve Marsling, a former recruit, who writes the opening section of this article. Chris Smith, who writes the rest of the article, was a serving history and politics teacher at the time of writing this article. He helped provide learning activities and exemplar lesson plans so teachers can straightforwardly make use of the pack in their classrooms. Work to create these educational resources started just before the upsurge of Black Lives Matter campaigning in the UK sparked calls for 'decolonising the curriculum'. It is hoped this pack shares and complements that goal. As the story of the recruits makes clear, there have always been those who have needed to resort to direct action to have their voices fairly heard. Institutional racism is an undeniable feature of life in all nations whose pasts are closely entwined with imperialism. It is hoped this pack will form part of the continuing work in our schools to teach a more diverse curriculum, not only in subjects such as history, but also in citizenship, creative arts and even during pastoral time. Teachers are struggling with unprecedented and seemingly endless demands: may this pack help them tell a story that until now had been largely untold.

Abstract:
This study was carried out in order to contribute to the field by taking the opinions of the teachers who participated in the continuing education activities offered within the scope of the Erasmus+KA101 School Education Staff Mobility program, which is one of the educational opportunities led by the European Union. Thanks to the Erasmus+ program, of which our country is a part, many teachers and students have had the opportunity to study abroad. Evaluation of the trainings they have completed for teachers who want to make a difference by using the professional development opportunities offered to them; It is an important issue to determine how much these trainings contribute to the school culture, students and their own professional development, how effective they are or to determine the missing points. The phenomenology method, which is one of the qualitative research designs, was used in the research. Twenty teachers who worked in the Ministry of National Education participated in the study and participated in the Erasmus+ KA101 School Education Staff Mobility program between 2018-2019 and completed their education. As a data collection tool, a semi-structured interview form consisting of sixteen questions was prepared and online and face-to-face interviews were conducted with the participants. The obtained data was analyzed using the content analysis method; Code themes and categories were determined and the findings were reached. According to the results obtained based on the findings of the research; The teachers were informed about the Erasmus+ program by the school administration or the school's project team. To prepare for this event, they received foreign language training as well as in-service training. It has been seen that the content of the course and the methods and techniques used in the courses are sufficient. It has been concluded that digitalization in education and enrichment of educational content make significant contributions to the development of teachers' cultural and scientific perspectives. Abstract:
Every political authority, even a historical one, puts forward its “own” demands on history and historians. It was, and probably always will be. This was no exception during the restoration of the Ukrainian state in the 1990s. From ideological monism, Ukrainian science has shifted to reforming social and humanitarian education in the country, including historical education. The beginning was in 1988, when the existing Soviet power, realizing that it was impossible to stop the process of change, brought it under its control, setting up a coordinating committee to develop a program for the development of historical research, to improve the study and propaganda of the history of the Ukrainian SSR. The Commission proposed to separate a course of history of the Ukrainian SSR in secondary and higher education into an independent educational discipline, to expand the number of schools with advanced study of history, and to organize training in leading universities of specialists in the history of Ukraine. But to proclaim does not always mean to do. The cardinal changes will begin later and will be discussed in this article. Until the 1990s, Ukraine had no national concept of historical education. Until 1989, the history of the CPSU was the only basic historical discipline in all higher education institutions of the USSR, as well as in the entire Soviet Union, regardless of profile of study or region. The main educational programs were approved centrally in Moscow by the General Directorate Teaching of Social Sciences of the Ministry of Higher and Secondary Special Education of the USSR. In 1989, the course of the history of the CPSU was withdrawn from the educational program of higher education institutions and was replaced by the obligatory historical discipline - “Social and political history of the XX century”. In 1990, universities were granted more rights in defining the content of training. This facilitated the deployment of a grassroots initiative to improve the content of historical teaching. The first such initiative was made by teachers and students of higher educational establishments of Lviv region, where since 1990 most courses of history of Ukraine were taught in most universities, although the official status of this course has not been determined yet by the goverment. In 1992, universities of Ukraine are moving to an in-depth study of national history, re-profiling the departments of USSR history into the departments of Ukrainian history, increasing the number of hours of studying the history of Ukraine for students of historical specialties. But a major drawback in teaching the history of Ukraine was the lack of science-based course programs. In 1993, the Scientific and Methodological Commission on the History of the Ministry of Education of Ukraine began the development of a typical program for the course of history of Ukraine as a kind of reference for the departments of history of Ukraine of higher educational institutions. The development and approval in 1993 of the program of the normative course of history of Ukraine for students of history faculties of higher educational establishments, as well as the drawing up in 1994-1996 a typical program of the basic course of history of Ukraine for other higher educational institutions contributed the development of scientific approaches to teaching Ukrainian history, and clarification of teachers’ positions on discussion issues in history. At one time with the development of the educational programs, the national concept of historical education in Ukraine was created and improved. The mergers and separations that shaped the decolonizing third world also made media history. Singapore’s separation from Malaysia on August 9, 1965, after two tumultuous years of union was no exception. Radio and television, which broadcasted the seminal moments, embodied the mergers and separations of media forms—this is a fact overlooked in both national histories and regional media scholarship. Reconfigured with the complex, shifting intersections of radio and television, the otherwise familiar account of merger and separation in the “Singapore Story” emerges anew with static noises, pauses, iterations, and interruptions. The technical effects of cuts and jumps in early radio and television editing undergird and thereby challenge the politics of representation in studies of decolonization. At the same time, technological transfer and adaptation in the former British colonies open the provincial confines of media theory to a more global, materialist trajectory. This article connects the televised broadcast of Singapore’s independence in 1965 to early enthusiasm for radio’s disembodied voice during the colonial, interwar period. The discussion then examines how Amir Muhammad’s 2007 independent documentary Village People Radio Show (Apa khabar orang kampung) recovers radio’s forgotten role in the Second Malayan Emergency, also known as the Communist Insurgency War (1967–89).

To Be a Woman is a short campaigning film made in 1950–1 by documentary film-maker Jill Craigie. This article offers an account of the film which aims to recover the affective life of both the film text and the archival correspondence between Craigie and the General Secretary of the National Union of Women Teachers, which refers to its production history. The article analyses the ‘feeling tones’ of the letters that describe both Craigie's attempts to get the film made and her difficulties in distributing it. It is argued that paying attention to these affective aspects of the archive and the film together enables a recalibration of (in a variant of Raymond Williams's formulation) the structure of feminist feeling in both the film and, to an extent, the wider public realm in the immediate post-war period. Paying attention to the film's affective dynamics in this way is also revealing, it is suggested, of its class and race positionality, enabling a more nuanced critical account of its politics.

History taught in schools becomes increasingly important worldwide. School textbooks, standards and curricula on, which used to be just part of the learning process, turn into documents that are subject to extensive discussion. Leaning in the contemporary French scientific literature and speeches of the representatives of the French Ministry of National Education in a panel sessions of the Russian-French group on modernization of school curriculum on history (2018–2019) and at the World Congress of School History Teachers held in Moscow in October 2021, analysis is conducted on the curriculum on history for senior year students, that came into force on September 1, 2019. The new school curriculum is structured in such a way that the rivalry between totalitarian regimes in the 1930s, primarily between the Soviet Union and Germany, is the key factor of the outbreak of World War II, which unfortunately corresponds to modern political trends in Western countries, but contradicts the historical facts. It arises questions and draws excessive attention to the program of the protection of the rights of minorities, and the elements of gender theory overall. At the same time, heightened attention to the history of genocides in the XX century, coverage of the events of 1968 and 1989 in global scope as separate topics, and a multifaceted approach towards teaching history of the Cold War are the strong points of the new French school curriculum on history.

Is submitted the part of the diary Olha Dolhun (Hryniuk) (1914–1997), who lived in the Sokal city, located in the north of Lviv oblast on the border with Volyn. She was educated at the Teachers Seminary in Sokal. Her diary is a kind of private and public coverage of Sokal in 1939 against the backdrop of a major global shift ‑ the outbreak of World War II. The first entry in the diary was made on March 17, 1939, and the last ‑ on October 17. During this time, took place the proclamation of the Carpathian Ukraine, the Molotov-Ribbentrop Pact, the invasion the Hitler's Germany and the Soviet Union to Poland and the Soviet annexation of Eastern Galicia. The author has shown a remarkable ability to correctly evaluate events, determine in them the place of their nation and own place. Has been published the part of the diary, with separate fragments from August 24 (information about the signing of the Molotov-Ribbentrop Pact) to the beginning of October (the author's first impressions about the new Soviet regime). In addition to global issues, the author draws attention to everyday life, social life, pre-war moods, national-patriotic orientation of Ukrainian youth. The diary is densely «populated» with multitude of Sokal people's names. The diary of Olha Dolhun, along with other examples of literature of this genre, make history alive, contribute to a deeper acquaintance of contemporary Ukrainians with the socio-cultural type of Galicia before and during the outbreak of World War II. Abstract:
History as a Magistra Vitae encompasses a lot of mutually complementing research and teaching subjects. It should be taught step by step from local and simple items up to global generalizations taking into account the age, educational level, and professional interests of audience. The pupils at the primary and secondary schools learn at first about their native towns or districts, later in more detail about their motherland as a whole, and common patterns of Europe with just basic names and data of the World. The higher schools are to combine minimal information of history necessary for any civilized human being with emphasized attention at the respective fields’ past separately for future lawyers, physicians, engineers, etc. In Ukraine as an extremely exhausted nation it is crucially important to break deeply rooted complex of inferiority, to prove indivisibility of domestic history with East-Central and the rest of Europe. We should overcome as soon as possible a situation when large territories had been devastated by Holodomor and colonized by alien settlers from other parts of the Soviet Union after this genocide. The newcomers’ offspring gradually will get accommodated to their new homeland yet during Transition they are an easy target for destructive impacts from abroad. To counteract subversive propaganda, we need highly educated teachers and lecturers. The pro-European liberals in Ukraine had been exterminated by notorious totalitarian purges or forced to exile and replaced by mercenaries of Russian revanchist forces. The huge traditional Universities hardly can be reformed and modernized, as they inherited stereotypes and prejudices from the past. Newly created, seemingly more flexible and certainly less corrupted higher schools attract capable and ambitious people yet their alumni feel temptation of more easy opportunities. Ukraine needs patriots now more than ever desperately fighting for survival against aggressor in current Hybrid war. The prospects look optimistic, yet for the time being it requires a lot of efforts. History teaching becomes still more important to promote unity of interdependent philological, historical, political, and state making generations of national rebirth aimed at the repatriation to modernity.

Introduction. One of the priorities in the development of modern historical education in the context of the globalization of the humanities space has become the formation of social practices that make it possible to discuss and coordinate world, national, regional and local content in the content of textbooks on Russian history. When organizing the system of teaching history in schools in Russia and EU countries, the position of the state is still decisive everywhere. The need to form a consensus in the interpretation of the past is caused by the growth of confrontation due to the polarization of public discourse and the growth of international tension. The increased attention of the world community to the politics of memory has intensified the interest of researchers in this topic. Methods. The methodological basis of the work was formed by modern methods of analysis of the historical and cultural heritage of the past. The study was carried out in line with the concepts that substantiate the periodic replacement of the ideals of education and upbringing, depending on the nature of state authorities. When studying the meanings of the ongoing modernization of historical education, the content analysis of media publications was widely used. The principles of historicism, objectivity, and consistency made it possible to fully, deeply and comprehensively consider the object of study in the context of modern development. Discussion and Conclusion. The study has showed that school history education in the early 2020s still remains a conflict field in which the interests of states, interstate associations, public and confessional structures oppose in a variety of manifestations of influence on the formation of the worldview of young people. From 1996 to 2006, the modernization of historical education in Russia took place within the framework of the project “European Dimension in the Study of History”. Since 2007, a new intergovernmental educational project “Image of the Other in History Teaching” has been planned for three years, aimed at adapting the school process to the conditions of growing cultural diversity. However, in 2006, with the creation of a new historical and cultural educational standard on behalf of President Vladimir Putin, the reform of the school system of historical education no longer fit into the program for creating Greater Europe. Nevertheless, cooperation with the European Union in coordinating the content of school textbooks was continued. To prevent the deepening radicalization of public consciousness, our country, among 17 participating states, became a co-organizer of the Observatory for the Teaching of History, created at the initiative of France in November 2020, and on October 4–5, 2021, the First World Congress of School Teachers of History was held in Moscow. A study of the significant experience of cooperation between the Russian Federation and the European Union in the field of school education that has been accumulated since 1996 shows that a coordinated policy of memory is possible only with the expansion of cooperation between historians, a dialogue of specialists in the search for consensus on the most debatable and difficult to resolve issues in the history of Greater Europe, as well as the desire of politicians to peaceful coexistence and stability, the development of guarantees of equal security.

The article is a cultural-historical study and a part of the project Uniting History, which aims to discover the multicultural aspect of performing art in pre-war Liepaja and summarize key facts about the history of the Liepāja Symphony Orchestra. The study also seeks to identify the performing artists whose life was associated with Liepāja and who were repressed between 1941 and 1945, because of aggression by both the Soviet Union and National Socialist Germany. Until now, the cultural life of this period in Liepāja has been studied in a fragmentary way, and materials are scattered in various archives. There are inaccurate and even contradictory testimonies of events of that time. The study marks both the cultural and historical situation of the 1920s and the 1930s in Liepāja and tracks the fates of several artists in the period between 1939 and 1945. On the eve of World War II, Liepāja has an active cultural life, especially in theatre and music. Liepāja City Drama and Opera is in operation staging both dramatic performances, operas, and ballet, employing an orchestra. The symphony orchestra also operated at the Liepāja Philharmonic, where musicians were recruited every season according to the principles of contemporary festival orchestras. Liepāja Folk Conservatory (music school) had also formed an orchestra of students and teachers. Guest concerts were held regularly. A characteristic feature of performing arts in Liepaja was its multicultural character – musicians of different nationalities with experience from different schools of the world were encountered there. World War II not only disrupted the balance in society, but it also had a very concrete and tragic impact on the fates of the people, including the performing artists. Many were killed, many repressed and placed in prisons and camps, and many went to exile to the West. Others were forced to either co-operate with the occupation forces or give up their identity and, consequently, their career as an artist. Nevertheless, some artists risked their lives to save others.

To inaugurate our series of conversations with scholars in journalism studies with a view to securing some useful insights into the history and practice of journalism education, Prof. Richard Lance Keeble appeared an obvious choice. Now an Honorary Professor at Liverpool Hope University, Prof. Keeble was first director of the International Journalism MA, then director of the Journalism and Social Science BA, at City University, London (1984-2003). He was then appointed Professor of Journalism (2003-present) at Lincoln University where he also became acting head of the Lincoln School of Journalism (2010-2013) and later a Visiting Professor at Liverpool Hope University (2015-2019). Prof. Keeble has been the recipient of prestigious and distinguished prizes, namely the National Teaching Fellowship Award (2011) and the Lifetime Achievement Award for services to journalism education (2014), the latter bestowed by the Association for Journalism Education in the UK. Parallel to his academic career, Prof. Keeble has always been a practising journalist. On completion of his studies in Modern History at Keble College, Oxford University (1967-70), he started a career in journalism, first as sub editor at the Nottingham Guardian Journal/Evening Post (1970-73) and then at the Cambridge Evening News (1973-77). He was deputy editor, then editor, of The Teacher, the weekly newspaper of the National Union of Teachers (1977-84). His dual pedigree in journalism, as a practitioner and a professor, led him to take on many editorial responsibilities. He is emeritus editor of Ethical Space: The International Journal of Communication and Ethics and joint editor of George Orwell Studies and is also on the board of an impressive number of journals, among which are Journalism Studies, Digital Journalism, Journalism Education, International Journal of Media and Cultural Politics, Media Ethics, Journalism: Theory, Practice & Criticism, to name just a few. Prof. Keeble was also Chair of the Orwell Society1 (2013-2020) and has authored or edited no less than 44 books. They include Ethics for Journalists and The Newspapers Handbook,2 respectively on their second and fifth editions, as well as several volumes on George Orwell, investigative journalism, and the British media. It was an honour and privilege to talk to Prof. Keeble in a phone interview on March 25, 2021. The conversation was transcribed while some passages were edited for clarity. I hereby express my immense gratitude for his time, generosity, expertise, and humour. It is such a thrill to start our series of interviews in a way that only makes us want more such conversations.

Показано, что после революции 1917 г. изучение иностранного языка было прекращено, потому что расценивалось как пережиток прошлого, антагонистического общества с ярко выраженным и непримиримым классовым неравенством. Однако в 1923 г. Н. К. Крупская в статье «О преподавании иностранных языков» доказательно опровергла необходимость изучения эсперанто и четко обосновала свою позицию по поводу изучения иностранных языков, описала практическую значимость, обозначила основную цель и показала приоритетный метод их преподавания, заложив тем самым основы изучения иностранных языков в нашей стране на многие десятилетия. Рассматривается ряд постановлений Центрального комитета Коммунистической партии Советского Союза от 1929 и 1932 гг., направленных на усиление изучения иностранного языка в городских школах второй ступени, техникумах и вузах, фабрично-заводских семилетках. The article deals with the process of changing the vector of state policy in the field of foreign language learning in the 30s of the XX century After the October Revolution, they stopped the study of a foreign language because they regarded it as a relic of the past, an antagonistic society with a pronounced and irreconcilable class inequality. However, in 1923, Nadezhda Konstantinovna Krupskaya denied the need to study Esperanto on a national scale in her article “Teaching Foreign Languages” and described the practical significance, main goal and priority method of teaching a foreign language and more than that her own position about the role of foreign languages, thereby laying the foundation for its study for many decades. The 1927 became a further important step in the history of teaching a foreign language in the country of the Soviets. The People’s Commissariat for Education of the RSFSR adopted a special decree on the study of a foreign language in all city schools of the second level, starting a large campaign “Foreign languages to the masses”. It considers a number of resolutions of the Central Committee of the Communist Party of the Soviet Union from 1929 and 1932, aimed at strengthening the study of a foreign language in all city schools, technical schools and universities, and Factory Seven-Years. The article gives the reflections of public and political figures, teachers, publicists, philologists on the cultural potential of foreign languages. It shows the purpose of foreign language study in the 30s of the XX century.

The biological assessment of rivers i.e., their assessment through use of aquatic assemblages, integrates the effects of multiple-stressors on these systems over time and is essential to evaluate ecosystem condition and establish recovery measures. It has been undertaken in many countries since the 1990s, but not globally. And where national or multi-national monitoring networks have gathered large amounts of data, the poor water body classifications have not necessarily resulted in the rehabilitation of rivers. Thus, here we aimed to identify major gaps in the biological assessment and rehabilitation of rivers worldwide by focusing on the best examples in Asia, Europe, Oceania, and North, Central, and South America. Our study showed that it is not possible so far to draw a world map of the ecological quality of rivers. Biological assessment of rivers and streams is only implemented officially nation-wide and regularly in the European Union, Japan, Republic of Korea, South Africa, and the USA. In Australia, Canada, China, New Zealand, and Singapore it has been implemented officially at the state/province level (in some cases using common protocols) or in major catchments or even only once at the national level to define reference conditions (Australia). In other cases, biological monitoring is driven by a specific problem, impact assessments, water licenses, or the need to rehabilitate a river or a river section (as in Brazil, South Korea, China, Canada, Japan, Australia). In some countries monitoring programs have only been explored by research teams mostly at the catchment or local level (e.g., Brazil, Mexico, Chile, China, India, Malaysia, Thailand, Vietnam) or implemented by citizen science groups (e.g., Southern Africa, Gambia, East Africa, Australia, Brazil, Canada). The existing large-extent assessments show a striking loss of biodiversity in the last 2–3 decades in Japanese and New Zealand rivers (e.g., 42% and 70% of fish species threatened or endangered, respectively). A poor condition (below Good condition) exists in 25% of South Korean rivers, half of the European water bodies, and 44% of USA rivers, while in Australia 30% of the reaches sampled were significantly impaired in 2006. Regarding river rehabilitation, the greatest implementation has occurred in North America, Australia, Northern Europe, Japan, Singapore, and the Republic of Korea. Most rehabilitation measures have been related to improving water quality and river connectivity for fish or the improvement of riparian vegetation. The limited extent of most rehabilitation measures (i.e., not considering the entire catchment) often constrains the improvement of biological condition. Yet, many rehabilitation projects also lack pre-and/or post-monitoring of ecological condition, which prevents assessing the success and shortcomings of the recovery measures. Economic constraints are the most cited limitation for implementing monitoring programs and rehabilitation actions, followed by technical limitations, limited knowledge of the fauna and flora and their life-history traits (especially in Africa, South America and Mexico), and poor awareness by decision-makers. On the other hand, citizen involvement is recognized as key to the success and sustainability of rehabilitation projects. Thus, establishing rehabilitation needs, defining clear goals, tracking progress towards achieving them, and involving local populations and stakeholders are key recommendations for rehabilitation projects (Table 1). Large-extent and long-term monitoring programs are also essential to provide a realistic overview of the condition of rivers worldwide. Soon, the use of DNA biological samples and eDNA to investigate aquatic diversity could contribute to reducing costs and thus increase monitoring efforts and a more complete assessment of biodiversity. Finally, we propose developing transcontinental teams to elaborate and improve technical guidelines for implementing biological monitoring programs and river rehabilitation and establishing common financial and technical frameworks for managing international catchments. We also recommend providing such expert teams through the United Nations Environment Program to aid the extension of biomonitoring, bioassessment, and river rehabilitation knowledge globally.

Anatoliy Haidenko’s creative path lasts for about sixty years, during which this outstanding musician has been working fruitfully as a composer, performer, teacher, scientist, methodologist, music and public figure. The versatility of his personality, the diversity of talents, the relentless search for new ideas or means of expression, interest in a wide range of current issues of today are fully manifested in each of these areas. The desire to keep up, not to miss any opportunity to do something for people and at the same time to find time to «create» music in the silence of the cabinet led to a fair recognition of the achievements of Anatoliy Haidenko, currently an honored artist of Ukraine, professor, winner of numerous prestigious awards, permanent member of the jury of national and international festivals and competitions. Background. The figure and work of Anatoly Haidenko often attracts the attention of music scholars. In the field of view of researchers there were, above all, the issues of biographical and aesthetic nature, which are the necessary foundation for a thorough study of the artist’s work. Genre searches and stylistic principles of creativity are another important vector of research, based on analytical observations of Anatoliy Haidenko’s music. However, unfortunately, there are few special works dedicated to the creative work of the Kharkiv composer. Separate pieces of information about some of his opuses, as a rule, are contained in works aimed at highlighting certain trends in modern Ukrainian, especially accordion music. Thus, in order to establish the worldview of the composer, his creative and aesthetic principles, it is necessary to review the available in domestic musicology knowledge about Anatoliy Haidenko and his music. The purpose of the article is to highlight the figure of the artist and his contribution to the Ukrainian academic music art. The material of this research. Analyzing the scientific sources that cover the figure of the outstanding artist A. Haidenko, it is necessary to single out the meaningful work of the monographic type by A. Semeshko (2010) from the series “Portraits of modern Ukrainian composers” about the life and career of A. Haidenko. T. Bolshakova’s textbook (2007) “Concert works for accordion by A. Haidenko” is, in fact, a detailed preface to the publication of musical texts of accordion works of the composer, which had not been published before. The scholar focuses on the artist’s inherent synthesis of modern compositional writing and Ukrainian folk music tradition, emphasizing their subordination to the symphonic thinking of the master. T. Bolshakova’s opinion is also important regarding the “neo-pantheistic concept of existence”, the manifestos of which in A. Haidenko’s works are “the figurative content and semantics of the musical language of his works” (Bolshakova, 2007). The author of the candidate’s dissertation on the topic: “Bayan creativity of Anatoliy Haidenko: aesthetic and genre-style aspects” (Yeromenko, 2019) of Sumy, defended in 2019, thoroughly researches the creative way and accordion work of A. Haidenko. Tracing the evolution of the artist’s compositional path, the researcher A. Stashevsky (2013) identifies the most significant works from his point of view, briefly characterizing them. This opinion is asserted by A. Stashevsky in fundamental work “Modern Ukrainian music for accordion: means of expression, compositional technologies, instrumental style” (2013). In this work, the composer’s work is considered in the section devoted to one of the main vectors of development of modern accordion music – folklore and neo-folklore. Conclusions. During the sixty years of his creative path A. Haidenko has been fruitfully working in various spheres of activity: composition, performance, pedagogical, scientific, methodical, musical and public ones. Performing activities began with a trip as part of a student concert. The activity, which began with travels as part of concert student brigades and continued during the work in Sumy, demonstrated the talent of A. Haidenko as a bayan soloist and ensemble player. However, later the leading role was played by the compositional and pedagogical areas of activity. As a composer, A. Haidenko went through a difficult path from the status of “amateur author” to a recognized master of large forms and exquisite miniatures. Four works, submitted by him before joining the Union of Composers of Ukraine, identified the main directions of his further creative activity: symphonic music, music for folk instruments, choral and chamber and vocal music. A. Haidenko’s teaching activity – ten years of work at the Sumy Music School, four years at the Kharkiv Institute of Culture and more than forty years of hard work at the Department of Folk Instruments at the Kotlyarevsky Kharkiv National University of Arts – contributed to the formation of their own pedagogical principles, proved by the students of A. Haidenko: Y. Alzhnev, V. Geiko, A. Zhukov, E. Ivanov, S. Kolodyazhny. A. Haidenko’s research interests are connected with the history of the Kharkiv school of composition and instrument science. The textbook “Instrumentology and Fundamentals of Instrumentation Theory”, published in 2010 and addressed to teachers and students of folk instruments departments of higher musical educational institutions, is the result of many years of experience teaching the relevant course at KhNUA named after I. P. Kotlyarevsky. A significant place in the life of A. Haidenko is occupied by musical and public activities. In the National Union of Composers of Ukraine, he has served as Deputy Chairman and Executive Secretary of the Kharkiv Organization, a member of the UWC Board and Audit Committee, and Chairman of the Music Fund. Anatoliy Pavlovych Haidenko is also a member of the National All-Ukrainian Music Union, the Supervisory Board of the Ukrainian Cultural Foundation, and regularly participates in the jury of various competitions and festivals.

V. Bystriakov – Honored Worker of Arts of Ukraine, member of the National Union of Artists of Ukraine, creative work is well-known to the general public, and teaching activity occupies an important place in the work of the department of drawing of the National Academy of Fine Arts and Architecture. In the work of the artist, he combined his own experience and achievements of artists of past generations, it has always been and is open to creative experiments. His creative pursuits and teaching methods are important for understanding the history of artistic education, in particular the teaching of the drawing, since it reflects the main directions and peculiarities of artistic education of the second half of the 20th and the beginning of the 21st century. In his work V. Bystriakov determined that the minimum means can be achieved maximum expressiveness, to achieve a strong life experience in the work. His paintings are characterized by ease, transparency, artistry of performance, understanding of the proportion of proportion and composition. Professor V. Bystryakov's pedagogical credo is a responsible attitude to his work, professionalism in any field of occupation – whether it is drawing or painting. The main objective of the teacher in the mandatory requirements of the classical school, he believes, is to enable the student to identify his own creative vision of a task. The main thing is not to «kill» the desire to create. Among students V. Bystriakov a teachers of the academy M. Kochubei, V. Kyrychenko, Yu. Maistrenko-Vakulenko, who already convey their creative experience to students. A special place in the work of V. Bystriakov is dedicated to the Chernobyl tragedy. The tragic event for Ukraine and the world has brought to life a cycle of pictures: «Girlfriends», «When the birds do not sing», «Evacuation», «Bright still life in the dark room», «The cry of Jeremiah», «And the third angel sounded», «Sunflowers», «Spas», and also a series of paintings «And fell on the star of the earth». In each work the cycle has its own language, artistic means, its philosophical interpretation, is subject to the disclosure of the main theme – Chornobyl. V. Bystriakova's creativity characterizes him as a talented master with personal beliefs and views. He does not stay away from the problems of modern life, in particular the ecology of the environment, touches in his works important issues that make us think over the routine of life processes, through the extrapolation of the inner sense and understanding of reality. He inspires reflections on the present in his various spiritual and social aspects. Knows good and evil through the prism of confession of the soul. Combining and interweaving the images of fictional illusions and real heroes, generalizes and reproduces the experience gained in his works. The artist's paradigm is based on the principles of symbolism and surrealism. In the principles and approaches of the author to the creation of works can be traced laconic language of poster art. Using various authoring techniques, he reveals to the viewer his tension and a peculiar vision of the world, reflects internal excitement, experiences, painful. The existence in works of the existence, embodied in details and symbols, prompts philosophical reflections on life, the search for truth, comprehension and perception of the viability of nature. V. Bystriakov is an artist and a teacher, who, through a practical component, passes on his experience to students nowadays.

Perfect vision for the path ahead? As I write this editorial it seems that once again, we stand on the threshold of yet another significant date. The fortieth anniversary of ISCPES and also that of this journal, that has been the voice of the society’s contribution over that period, has been and gone. This time it is 2020 that looms on the near horizon. It is a date that has long been synonymous with perfect vision. Many may perhaps see this as somewhat ironic, given the themes surrounding change and the directions it has taken, that have been addressed previously in these pages. Perfect vision and the clarity it can bring seem a far cry away from the turbulent world to which we seem to be becoming accustomed. So many of the divisions that we are facing today seem to be internal in nature and far different from the largely: nation against nation; system against system strife, we can remember from the cold war era. The US, for example, seems to be a nation perpetually at war with itself. Democrats v Republicans, deplorables v elites - however you want to label the warring sides - we can construct a number of divisions which seem to put 50% of Americans implacably opposed to the other 50%. In the UK, it has been the divide around the referendum to leave the European Union – the so-called Brexit debate. Nationally the division was 52% to 48% in favour of leaving. Yet the data can be reanalysed in, it seems, countless ways to show the splits within a supposedly ‘United’ Kingdom. Scotland v England, London and the South East v the English regions, young v old are just some of the examples. Similar splits seem to be increasing within many societies. Hong Kong has recently been the focus of world interest We have watched this erstwhile model of an apparently successful and dynamic compromise between two ‘diverse’ systems, appear to tear itself apart on our television screens. Iran, Brazil, Venezuela are just three further examples of longstanding national communities where internal divisions have bubbled to the surface in recent times. These internal divisions frequently have no simple and single fault line. In bygone times, social class, poverty, religion and ethnicity were simple universal indicators of division. Today ways of dividing people have become far more complex and often multi-dimensional. Social media has become a means to amplify and repeat messages that have originated from those who have a ‘gripe’ based in identity politics or who wish to signal to all and sundry how extremely ‘virtuous’ and progressive they are. The new technologies have proved effective for the distribution of information but remarkably unsuccessful in the promotion of communication. This has been exemplified by the emergence and exploitation of Greta Thunberg a sixteen-year-old from Sweden as a spokesperson for the ‘Extinction Rebellion’ climate change lobby. It is a movement that has consciously eschewed debate and discussion in favour of action. Consequently, by excluding learning from its operation, it is cutting itself off from the possibility of finding out what beneficial change will look like and therefore finding a way by which to achieve it. Put simply, it has predetermined its desired goal and defined the problem in inflexible terms. It has ignored a basic tenet of effective problem solving, namely that the key lies in the way you actually frame the problem. Unfortunately, the movement has adopted the polarised labelling strategies that place all humans into the category of either ‘believers’ or ‘deniers’. This fails to acknowledge and deal with the depth and complexity of the problem and the range of our possible responses to it. We are all the losers when problems, particularly given their potential significance, become addressed in such a way. How and where can human behaviour learn to rise above the limits of the processes we see being followed all around us? If leadership is to come, it must surely come from and through a process of education. All of us must assume some responsibility here – and certainly not abdicate it to elite and powerful groups. In other words, we all have a moral duty to educate ourselves to the best of our ability. An important part of the process we follow should be to remain sceptical of the limits of human knowledge. In addition, we need to be committed to applying tests of truth and integrity to the information we access and manage. This is why we form and support learned societies such as ISCPES. Their duty is to test, debate and promote ideas and concepts so that truth and understanding might emerge from sharing and exploring information, while at the same time applying the criteria developed by the wisdom and experience of those who have gone before. And so, we come to the processes of change and disruption as we are currently experiencing them at International Sports Studies. Throughout our history we have followed the traditional model of a scholarly journal. That is, our reason for existence is to provide a scholarly forum for colleagues who wish to contribute to and develop understanding within the professional and academic field of Comparative Physical Education and Sport. As the means of doing this, we encourage academics and professionals in our field to submit articles which are blind reviewed by experts. They then advise the editor on their quality and suitability for publication. As part of our responsibility we particularly encourage qualified authors from non-English speaking backgrounds to publish with us, as a means of providing a truly international forum for ideas and development. Where possible the editorial team works with contributors to assist them with this process. We have now taken a step further by publishing the abstracts in Portuguese, Spanish and Chinese on the website, in order to spread the work of our contributors more widely. Consistent with international changes in labelling and focus over the years, the title of the society’s journal was changed from the Journal of Comparative Physical Education and Sport to International Sports Studies in 1989. However, our aim has remained to advance understanding and communication between members of the global community who share a professional, personal or scholarly interest in the state and development of physical education and sport around the world. In line with the traditional model, the services of our editorial and reviewing teams are provided ex gratia and the costs of publication are met by reader and library subscriptions. We have always offered a traditional printed version but have, in recent years, developed an online version - also as a subscription. Over the last few years we have moved to online editorial support. From 2020 will be adopting the practice of making articles available online immediately following their acceptance. This will reduce the wait time experienced by authors in their work becoming generally available to the academic community. Readers will no doubt be aware of the current and recent turbulence within academic publishing generally. There has been a massive increase in the university sector globally. As a result, there has been an increasing number of academics who both want to and need to publish, for the sake of advancement in their careers. A number of organisations have seen this as providing a business opportunity. Consequently, many academics now receive daily emails soliciting their contributions to various journals and books. University libraries are finding their budgets stretched and while they have been, up until now, the major funders of scholarly journals through their subscriptions, they have been forced to limit their lists and become much more selective in their choices. For these reasons, open access has provided a different and attractive funding model. In this model, the costs of publication are effectively transferred to the authors rather than the readers. This works well for those authors who may have the financial support to pursue this option, as well as for readers. However, it does raise a question as to the processes of quality control. The question arises because when the writer becomes the paying customer in the transaction, then the interests of the merchant (the publisher) can become more aligned to ensuring the author gets published rather than guaranteeing the reader some degree of quality control over the product they are receiving. A further confounding factor in the scenario we face, is the issue of how quality is judged. Universities have today become businesses and are being run with philosophies similar to those of any business in the commercial world. Thus, they have ‘bought into’ a series of key performance indicators which are used to compare institutions one with another. These are then added up together to produce summative scores by which universities can be compared and ranked. There are those of us that believe that such a process belittles and diminishes the institutions and the role they play in our societies. Nonetheless it has become a game with which the majority appear to have fallen in line, seeing it as a necessary part of the need to market themselves. As a result, very many institutions now pay their chief executives (formerly Vice-Chancellors) very highly, in order to for them to optimise the chosen metrics. It is a similar process of course with academic journals. So it is, that various measures are used to categorise and rank journals and provide some simplistic measure of ‘quality’. Certain fields and methodologies are inherently privileged in these processes, for example the medical and natural sciences. As far as we are concerned, we address a very significant element in our society – physical education and sport - and we address it from a critical but eclectic perspective. We believe that this provides a significant service to our global community. However, we need to be realistic in acknowledging the limited and restricted nature of that community. Sport Science has become dominated by physiology, data analytics, injury and rehabilitation. Courses and staff studying the phenomenon of sport and physical education through the humanities and social sciences, seem to be rarer and rarer. This is to the great detriment of the wellbeing and development of the phenomenon itself. We would like to believe that we can make an important difference in this space. So how do we address the question of quality? Primarily through following our advertised processes and the integrity and competence of those involved. We believe in these and will stick with them. However, we appreciate that burying our heads in the sand and remaining ‘king of the dinosaurs’ does not provide a viable way forward. Therefore, in our search for continuing strategy and clear vision in 2020, we will be exploring ways of signalling our quality better, while at the same time remaining true to our principles and beliefs. In conclusion we are advising you, as our readers, that changes may be expected as we, of necessity, adapt to our changing environment while seeking sustainability. Exactly what they will be, we are not certain at the time of going to press. We believe that there is a place, even a demand for our contribution and we are committed to both maintaining its standard and improving its accessibility. Comments and advice from within and outside of our community are welcome and we remain appreciative, as always, of the immense contribution of our international review board members and our supportive and innovative publisher. So, to the contributors to our current volume. Once again, we would point with some pride to the range of articles and topics provided. Together, they provide an interesting and relevant overview of some pertinent current issues in sport and physical education, addressed from the perspectives of different areas across the globe. Firstly, Pill and Agnew provide an update to current pedagogical practices in physical education and sport, through their scoping review of findings related to the use of small-sided games in teaching and coaching. They provide an overview of the empirical research, available between 2006 and 2016, and conclude that the strategy provides a useful means of achieving a number of specific objectives. From Belgium, Van Gestel explores the recent development of elite Thai boxing in that country. He draws on Elias’ (1986) notion of ‘sportization’ which describes the processes by which various play like activities have become transformed into modern sport. Thai boxing provides an interesting example as one of a number of high-risk combat sports, which inhabit an ambiguous area between the international sports community and more marginalised combat activities which can be brutal in nature. Van Gestel expertly draws out some of the complexities involved in concluding that the sport has experienced some of the processes of sportization, but in this particular case they have been ‘slight’ in impact rather than full-blown. Abdolmaleki, Heidari, Zakizadeh XXABSTRACT De Bosscher look at a topic of considerable contemporary interest – the management of a high-performance sport system. In this case their example is the Iranian national system and their focus is on the management of some of the resources involved. Given that the key to success in high performance sport systems would appear to lie in the ability to access and implement some of the latest and most effective technological information intellectual capital would seem to be a critical component of the total value of a competitive high performance sport system Using a model developed by a Swedish capital services company Skandia to model intangible assets in a service based organisation, Abdolmaleki and his associates have argued for the contribution of human, relational and structural capital to provide an understanding of the current place of intellectual capital in the operations of the Iranian Ministry of Sport and Youth. An understanding of the factors contributing to the development of these assets, contributes to the successful operation of any organisation in such a highly competitive and fast changing environment. Finally, from Singapore, Chung, Sufri and Wang report on some of the exciting developments in school based physical education that have occurred over the last decade. In particular they identify the increase in the placement of qualified physical education teachers as indicative of the progress that has been made. They draw on Foucault’s strategy of ‘archaeological analysis’ for an explanation of how these developments came to be successfully put in place. Their arguments strongly reinforce the importance of understanding the social and political context in order to achieve successful innovation and development. May I commend the work of our colleagues to you and wish you all the best in the attempt to achieve greater clarity of vision for 2020!

These reminiscences of Francis Yeoh, founding artistic director of The Singapore National Dance Company (1970-1985) is to create a tangible record of the Company’s history. Its inaugural overseas performance was launched at the Adelaide Festival in 1972 following an invitation from the South Australian Premier Donald Dunstan. The enormous success of the performances paved the way for the Company to become the island nation’s flagship company: embarking as cultural ambassadors in tours that included performances in the Soviet Union (1973 - Moscow, Kharkov and Kurst), Theran, Iran (1974), Seoul, South Korea (1975), Bangkok, Thailand (1976) and Kuala Lumpur, Malaysia (1977). Its history marks an important phase in the island nation’s history when it was seeking to establish its national identity and its eventual development as a global city.

Most studies of university faculty unions that formed during the interwar era argue that those bodies devoted themselves to a progressive social, economic, and political agenda (social unionism), rather than immediate workplace needs (bread-and-butter unionism). The few scholarly works that mention the Cambridge Union of University Teachers (CUUT)—created in October 1935 by instructors from Harvard University and the Massachusetts Institute of Technology—emphasize the union’s orientation toward social issues. An affiliate of the American Federation of Teachers, the CUUT never attempted to engage in collective bargaining or to set wages, hours, or other work conditions. But a careful examination of the CUUT’s early history reveals a more complicated legacy. The men, and a few women, who led the union embraced a multifaceted agenda: to link Local 431 to the larger community, including local teachers’ unions and other area labour groups; to support a national popular front social movement; and to secure fair employment and academic freedom for all college/university teachers in Cambridge. This article describes and analyzes the CUUT’s ideology and policies during the years 1935-1941, the union’s most active period, and the obstacles that it encountered both from within its ranks and from the corporatized institutions of higher education.

In 2009, the Danish nation state implemented a history canon, Historie 09 , as an obligatory part of the history national curriculum in primary and lower secondary schools. The history canon was part of a high-profile 'cultural battle' that the Danish liberal–conservative political and intellectual elite initiated during the first decade of the twenty-first century – a conflict that also included several other curricular canons. The Danish history curriculum was meant to satisfy three aims: (1) to bolster students with historical cultural ballast as they are prepared to be a part of the globalized economy and community; (2) to revitalize a chronologically structured master narrative about the historical and cultural origins of the Danish nation; and (3) to incorporate history teaching into an ongoing political struggle against some of the possible consequences of increasing cultural and religious diversity in Denmark – and, accordingly, to further a re-traditionalized vision of Denmark as a culturally homogeneous society, presumably existing as distinct from the membership of a heterogeneous European Union. This paper analyses the background of the history canon project in terms of educational policy, how it was realized in the revised history curriculum of 2009, which is still in force, and finally how representatives of the political elite who framed the history canon interpret the history curriculum. I will conclude by briefly discussing how history teachers have responded to the history canon project.

Background: The inclusion of financial education in the mathematics curriculum of the basic Brazilian education, both in elementary and high school, has been the subject of discussion in recent academic research, as well as in propositional and normative documents, such as the National Common Curricular Base (BNCC). Objective: This article aims to present the theoretical and methodological perspective used to build a history of financial education, which is part of the mathematics curriculum taught in Brazilian public schools. Design: For this, we use conceptual tools proposed by Michel Foucault, inspired by Nietzsche's writings, such as the concepts of Herkunft (provenance) and Entestehung (emergence). Scenario and Participants: We rely on the writings of Michel Foucault, studying the teaching of mathematics, in the specificity of this theme, with contributions from philosophical and historical writing, also inspiring us in the concepts of genealogy, union between philosophy and history, according to Nietzsche. Data collection and analysis: The textbooks were collected from the Museu da Escola Catarinense, while the academic works were retrieved from CAPES data bank for the qualitative analysis. Results: Hence, five methodological precautions for the analysis of power and the constitution of an object called financial education are described, namely: the financial education theme comes from a dispersion of practices, and not from an origin; we are interested in the power relations that are engendered, and that forge a financial education; the subjects are agents and effects of utterances forming a discursive network on economics; the analysis focuses on the mechanisms, techniques, and tactics, not on the centre of the power; financial education is the topic that results from the confrontation of power relations. Conclusions: With this research, we intended to make an extemporaneous intervention so that it is possible for teachers to reflect and problematise their practice in the face of this new role they are attributed.

The article analyzes the specifics of the functioning of the public school in the Wetzlar Camp of Ukrainian prisoners of war who served in the tsarist army. The authors also identify the impact of education on the prisoners. Although the school was an effective tool of the Ukrainization processes, its influence was limited by strong anti-Ukrainian obstruction by the Black Hundred groups’ members and the Little Russians during September 1915 – October 1916. They were kept in the camp for many months. Nevertheless, the teaching staff of the school did not stop their work, contributing into the formation of national consciousness of their Ukrainian students. In the autumn of 1916, the efforts of the local Ukrainian clubs and institutions (including the public school) brought about a cumulative effect – most campers had adhered pro-Ukrainian views and begun actively participate in the activity of camp cultural and educational centres. This way the public school became a kind of «centre of gravity» throughout the camp and the number of its students grew steadily. It happened because the prisoners realized the ultimate need for their own education. They wanted to get rid of their illiteracy and acquired additional primary knowledge from various subjects offered to them by the school. The teachers staff were the civilian members of the Educational Department of the “Union for the Liberation of Ukraine”. Thanks to them, the prisoners had the opportunity to learn Ukrainian literature, as well as get some knowledge in history and geography of Ukraine, arithmetic and science. Thus, because of the public school, the prisoners not only acquired literacy, got writing and grounding in mathematics, but they also broaden their minds. The irreversible changes in their national character happened due to the education and consistent patriotic position of the teachers. After visiting school, most of students were already inextricably linked to Ukraine, ready to share their knowledge to affirm national ideals among the Ukrainians. While this article is the source of the data from interviews. The research data collected was then analyzed using a descriptive analysis approach. The results of the study indicate that BK teachers have an important role in helping the success of character education. In Malaysia, there are many Indonesians living there. So, the Kuala Lumpur Indonesian School is presented as an effort for the Indonesian people to instill in every citizen everywhere to be able to experience an integrated education, namely the national education system. SIKL is an overseas Indonesian school that is committed to educating students and promoting Indonesian culture in the global community. There are several forms of activities that support the character of nationalism, namely by holding extracurricular arts, expression stages, scouts, and cultural diplomacy. Abstract:
The article for the first time reflects the diplomatic activity of Hanna Chykalenko-Keller (1884-1964) – women with European education, translator, publicist, member of the international women’s movement, presenter of information about Ukraine at many European and world forums 1920-1930ʼs. Three stages of Hanna Chykalenko-Keller's life have been studied - Ukrainian, foreign and emigrant. The decisive role of the Chikalenko family and Anna's teachers in the formation of her worldviews and active life position was noted. It is emphasized that the brilliant education received in various educational institutions allowed Chikalenko-Keller not only to conduct pedagogical and translation activities, but also to enter the civil service of the Ukrainian People's Republic. In particular, attention is focused on Hanna’s coming in the diplomatic service as part of the Ukrainian mission in Switzerland, her positions and responsibilities, participation in the International Congress of the Union for Women’s Suffrage, held June 6-12, 1920 in Geneva. He opened new opportunities for new acquaintanceships, further communications and informing the leaders of the women’s movement about the Ukrainian issue. Along with the diplomatic service, Anna was engaged in public work and became one of the initiators of the establishment of the Ukrainian Women's National Council in Kamianets-Podilskyi, its secretary and author of the statute. The article reflects the activity of Anna Chikalenko-Keller during her emigrant period, in particular, in the events of the Ukrainian Women's Club of Geneva, the meeting of the International Advisory Committee to the High Commissioner of the League of Nations, the World Union of Ukrainian Women, which she joined in 1934 and headed its committee external relations. Kertas kerja ini menganalisis peranan Ustaz Abu Bakar al-Baqir iaitu lama reformis tempatan yang konsisten menentang British sehingga terpenjara pada 1948. Beliau turut menubuhkan Maahad al-Ehya Assyariff untuk memodenkan sistem pendidikan pondok di samping meniupkan semangat kemerdekaan kepada pelajar dan masyarakat di sekelilingnya. Objektif kajian ini adalah untuk mengetengahkan sumbangan Ustaz Abu Bakar al-Baqir sebagai seorang ulama dan pejuang kemerdekaan menentang British sekitar 1934 sehingga 1957 di Perak. Kajian ini berbentuk historiografi yang menggunakan kaedah kualitatif dengan pendekatan analisis kandungan. Dua jenis sumber digunakan dalam kajian ini iaitu sumber primer dan sekunder. Sumber primer adalah seperti mendapatkan dokumen dan fail di Arkib Negara Malaysia, sumber pejabat kolonial British di samping menemu bual ahli keluarga dan murid Ustaz Abu Bakar al-Baqir. Sumber sekunder pula diperoleh melalui buku, surat khabar dan kertas kerja seminar yang berkaitan dengan perjuangan beliau. Selain itu, hubungan baik Ustaz Abu Bakar al-Baqir dengan Ibrahim Yaakub selaku penggerak Kesatuan Melayu Muda (KMM) dan Dr. Burhanuddin al-Helmy yang memimpin Parti Kebangsaan Melayu Muda (PKMM) menjadikan Maahad al-Ehya Assyariff sebagai markas politik menentang British sehingga tertubuhnya Parti Hizbul Muslimin di bawah pimpinan Ustaz Abu Bakar al-Baqir. This paper attempts to analyze the role played by Ustaz Abu Bakar al-Baqir, a local reformist religious leader who consistently opposed the British until he was imprisoned by them in 1948. He established the Maahad al-Ehya Assyariff with the aim of modernizing the religious education system besides stoking the spirit of freedom among his students and the society around him. The objective of this study is to highlight the contributions of Ustaz Abu Bakar al-Baqir as a religious leader as well as a freedom fighter who opposed British rule in Perak from around 1934 until 1957. This is a historiographical research which uses qualitative methodology with a content analysis approach. Two different sources of information are used for this study namely primary and secondary sources. Primary sources include documents and files from the Malaysian National Archives and official documents from the British Colonial office, besides interviewing family members as well as former students of Ustaz Abu Bakar al-Baqir. On the other hand, secondary sources include books, newspapers and seminar report relating to his struggle. The findings of the study show that his students were exposed to the struggle for Independence through the direct influence of the reformist teachers from Indonesia who were teaching at the Maahad al-Ehya Assyariff. These teachers had already been involved in the fight against the Dutch colonialists in Indonesia. In addition to this, the close relationship of Ustaz Abu Bakar al-Baqir with Ibrahim Yaakub, the primemover of Kesatuan Melayu Muda (KMM) and Dr. Burhanuddin al-Helmy, the leader of Parti Kebangsaan Melayu Muda (PKMM), projected Maahadal-Ehya Assyariff as the political front that opposed British rule until the founding of the Parti Hizbul Muslimin under the leadership of Ustaz Abu Bakar al-Baqir. Abstract:
IntroductionThe National School Chaplaincy and Student Welfare Program (NSCSWP) has been one of the most controversial Australian news topics in the past eight years. Newspaper representations of the NSCSWP have been prolific since the Program began in 2006/07. In my previous research into the NSCSWP, I found that initially the Program was well received. Following the High Court Challenge campaign, however, which began in late 2010, newspaper reports portrayed the NSCSWP in a predominantly negative light. These negative portrayals of the NSCSWP persisted in the lead up to the second High Court Challenge from 2013 until June 2014. During this time, newspaper representations portrayed the Program as an illegitimate form of counseling for state school students. However, I would argue that it was the newspaper representations of the NSCSWP that were in fact illegitimate. In this article, I contend that illegitimate representations of the NSCSWP became hegemonic because of a lack of evidence-based research conducted into the Program’s operation within state schools. Evidence-based research would have appropriately evaluated the Program’s progress and contributed to a legitimate and fair representation of chaplains in online newspapers. My analysis acknowledges the overwhelming prejudice against the NSCSWP. Whether chaplains were indeed a legitimate or illegitimate form of counseling is not my argument. My argument is that newspaper representations of the NSCSWP were illegitimate because news articles were presenting biased and incomplete information to the Australian community. Defining IllegitimacyIllegitimacy as a term has a long history dating back to early modern England, when it was commonly used to refer to children born out of wedlock (Pritchard 19). However, the definition of illegitimacy extends beyond this social phenomenon. Katie Pritchard states:The understanding of illegitimacy encompasses a kind of theoretical illegitimacy that is nothing to do with birth, referring to a kind of falseness or unsuitability that can be applied in many circumstances. (21)For this article, I will be using the term ‘illegitimate’ to describe how the newspaper representations of the NSCSWP were unsuitable because they were biased and lacked valuable information. Newspaper reports, which can be accessed online via the newspaper company’s website, include important authoritative voices. However, these voices expressed a certain opinion or concern, rather than delivering information that contributed to society’s understanding of the NSCSWP. Therefore, newspapers did not present legitimate facts, but instead a range of subjective opinions.The Illegitimacy of Newspaper ReportingThe ideological bias of newspapers has been recently examined regarding News Corp, the owner of national title The Australian, and many of the major Australian state newspapers: The Daily Telegraph; The Courier Mail, Herald Sun; The Advertiser; and Sunday Times. This organisation has recently been accused of showing bias in its newspaper articles (Meade). Meade quotes Mark Scott, the ABC Managing Director, who states:Given the aggressive editorial positioning of some of their mastheads and their willingness to adopt and pursue an editorial position, an ideological position and a market segmentation, you could argue that News Corporation newspapers have never been more assertive in exercising media power. (1)The market domination enjoyed by large organisations such as News Corp, and even Fairfax Media, leads to consistency in journalists’ writing on political, social, religious, and economic issues, which may predominate over the articles published by smaller newspapers. There is the concern that over time a particular point of view will be favoured. According to Mark Scott “a range of influential voices [is] essential to ensure a fair and open media” (Meade 1). Scott cites Rupert Murdoch who stated, back in 1967, that “freedom of the press mustn’t be one-sided just for a publisher to speak as he pleases, to try and bully the community” (Meade 1). Therefore, it has been acknowledged that a biased news article is illegitimate, and national news articles are to present facts, not the opinions of the newspaper.A Methodological Framework For this article I will utilise Norman Fairclough’s theory of Critical Discourse Analysis. Fairclough states:By ‘critical’ discourse analysis I mean discourse analysis which aims to systematically explore often opaque relationships of causality and determination between (a) discursive practices, events and texts and (b) wider social and cultural structures, relations and processes. (132-133)This method of analysis examines three assumptions: Existential, Propositional and Value. Existential assumptions make claims about what exists with regards to the problem, and refers to social phenomena such as globalisation or social cohesion (56). Propositional assumptions make predictions about what is or will be (55). Value assumptions simply evaluate things as good or bad, needed or not needed (57). These assumptions can be identified through analysis of the various direct quotes included within online newspaper articles.Direct quotations in newspaper articles available online often represent polarised views demonstrating whether people agree or disagree with the topic being discussed. The selection, or framing, of dominant voices within an article can be used to construct or re-present certain ideologies (Entman, 165). Entman explains that “we can define framing as the process of culling a few elements of perceived reality and assembling a narrative that highlights connections among them to promote a particular interpretation” (164). The framing of direct quotes within an article, therefore, assists the reader in identifying the article’s bias. The National School Chaplaincy and Student Welfare ProgramThe National School Chaplaincy Program was first established in 2006 by the Howard Government, and in 2011 Julia Gillard included secular youth workers, expanding it from 2012 to become the National School Chaplaincy and Student Welfare Program. According to the National School Chaplaincy and Student Welfare Guidelines, the Program aimed to “assist school communities to provide pastoral care and general spiritual, social and emotional comfort to all students, irrespective of their faith or beliefs” (6). Chaplaincy in Australia has been a predominantly Christian counseling service with Christianity being the most commonly practiced religion in Australia (Australian Bureau of Statistics). However, there have been chaplains representing other faiths such as Islam, Judaism and Buddhism (Australian Government 8). Chaplains were chosen by their respective schools and were partly funded by the Government to provide support to students and staff.State Newspaper Articles Online: Representations 2013-2014My sample of articles came from nine state newspapers with an online presence: The Sydney Morning Herald, Brisbane Courier Mail, Adelaide Advertiser, Melbourne Age, Northern Times, The Australian, The West Australian, The Daily Telegraph, and The Mercury. A total of 36 articles were collected, from the newspaper’s Website, for 2013 and 2014, and were divided into two categories.The two categories are Supportive (of the Program) and Unsupportive (of the Program). In 2013, two articles were supportive of the Program, whereas in 2014 there were four. In 2013 three articles were unsupportive of the Program, whereas in 2014 there were 27 unsupportive articles, representing the growing interest in the scheme in the final lead up to the High Court Challenge in 2014. An online newspaper article from 2013, which portrays the NSCSWP and in particular chaplains as illegitimate, is Call for Naked School Chaplain to Be Defrocked (Domjen). This article explains how an off-duty school chaplain was preaching naked in the main street of a country town in NSW. The NSW Teachers Federation President Maurie Mulheron, and Parents and Citizens Association publicity officer Rachael Sowden were quoted in this article. It is through their direct quotes that the illegitimacy of chaplaincy is framed. President Mulheron states:We believe the chaplaincy program is wrong and that money should be used for an increase in school-based counsellors. Obviously the right checks and balances are not in place. (1)When President Mulheron states “We” it is unclear to the reader as to whether he is referring to all NSW Teachers or the organisation’s administrators. The reader is left to make their own assumptions about whom he is referring to. The President also makes a value assumption that the money would be better spent on school-based counselors, thus expressing his own opinion that they are a better option. A propositional assumption is made when he claims that the “right checks and balances are not in place”, but is he basing his claim on this one incident or is there other research to support this assumption?Perhaps this naked chaplain appeared fine when the school hired him, perhaps he does not have a previous record of inappropriate behaviour, perhaps it was an isolated incident. The reader is not given any background information on this chaplain and is therefore meant to take the President’s assumptions as legitimate fact. Ms Sowden, representing the Parents’ and Citizens’ Association, also expresses the same assumptions and concerns. Ms Sowden states:We have great concerns about the chaplain scheme - many parents do. We are concerned about whether they go through the same processes as teachers in terms of working with children checks and their suitability to the position, and this case highlights that.Ms Sowden makes a propositional assumption that many parents and citizens are concerned about the Program. It would be interesting to know what the Parents and Citizens Association was doing about this, considering the choice to have a chaplain is a decision made by the school community? Ms Sowden also asks whether chaplains “go through the same processes as teachers in terms of working with children checks and their suitability to the position”. Chaplains do not go through the same process as teachers in their training as they have a different role in the school. However, chaplains do require a Certificate IV in Pastoral Care as well as a Working with Children Check because they are in close proximity to children, and are being paid for their school counseling service (Working with Children Check). Ms Sowden’s value assumption that chaplains are unsuitable for the position is based on her own limited understanding of their qualifications, which she admits to not knowing. In fact, to be appointed to represent parents and citizens and to even voice their concerns, but not know the qualifications of chaplains in her community, is an interesting area of ignorance.This article has been framed to evaluate the actions of all chaplains through the example of a publicly-naked chaplain, discussed without context in this article. The Program is portrayed as hiring unsuitable and thus illegitimate chaplains. However, the quotes are based on concerns and assumptions that are unfounded, and are fears presented as facts. Therefore the representation is illegitimate because it does not report any information that the public can use to better understand the NSCSWP, or even to understand the circumstances surrounding the chaplain who preached naked in the street. Another article from 2014, which represents chaplains as illegitimate, is Push to Divert Chaplain Cash to School Councillors (Paine). This article focuses on the comments of the Tasmanian Association of State School Organisations President Jenny Eddington, and the Australian Education Union President Angelo Gavrielatos. These dominant voices within the Tasmanian and Australian communities are chosen to express their opinion that the money once used for chaplains should now be used to fund psychologists in schools. AEU President Angelo Gavrielatos states: Apart from undermining our secular traditions, this additional funding should have been allocated to schools to better meet the educational needs of students with trained, specialist staff.Mr Gavrielatos makes a propositional assumption that chaplains are untrained staff and are thus illegitimate staff. However, chaplains are trained and specialise in providing counseling services. Thus, through his call for “trained, specialist staff” he aims to delegitimize the training of chaplains. Mr Gavrielatos also makes a value assumption when he claims that the funding put towards the NSCSWP undermines “our secular traditions”. “Secular traditions” is an existential assumption in positioning that Australians have secular traditions, and that these do not involve chaplaincy because the Australian Government is not supposed to support religion. The Australian Bureau of Statistics states:Enlightenment principles promoted a secular government, detached from the church, that encouraged tolerance and supported religious pluralism, including the right to practice no religion. By Federation, this diversity was enshrined in the Australian Constitution, which says that the Commonwealth shall not make any law for establishing any religion, or for imposing any religious observance, or for prohibiting the free exercise of any religion. (1)The funding of the Program was a contentious issue from the time of its inception; although it could be argued that it was the prerogative of the Government to support the practice of diverse cultural and religious beliefs by allowing schools to hire religious counselors of their choice. Given that not every student is Christian some would perhaps benefit from chaplains or counselors representing other faiths.These news articles have selected dominant voices to construct and promote an ideology of chaplains as an illegitimate resource for school communities. In these newspaper reports existential, propositional and value assumptions were expressed by dominant voices who expressed concern about the role and behaviour of chaplains in schools. However, research into the Program and its operation within each state may have avoided the representation of unfounded and illegitimate assumptions.Evidence-Based Research: Avoiding Illegitimacy Over the course of the Chaplaincy Program various resources, such as reports and journal articles attempted to provide evidence of how the NSCSWP was funded and operated within state schools.The Department of Education received frequent progress reports by state schools who hired chaplains, although this information was not made available to the public. However, in 2011 then Education Minister Peter Garrett released a discussion paper informing Australians about the current set up of the Program and how the community could have their say on the Program’s fulfillment from 2012-2014. The discussion paper was reported on by The Australian, which portrayed the Program as not catering to the needs of Australian youth because chaplains are predominantly Christian (Ferrari). The newspaper report focuses on the concerns of Australian communities regarding the funding, and qualifications of chaplains, and the cost of the Program. Thus, the Program appeared illegitimate and as though it could not cater to the Australian community’s expectations.Reports conducted by organisations external to the Education Department tried to examine schools communities’ expectations and experiences of the Program. One such report was written in 2009 by Dr Philip Hughes and Professor Margaret Sims from Edith Cowan University who aimed to examine how Australian schools evaluated the Program, and the role of chaplains, but their report excluded the state of NSW.Hughes and Sims state that chaplains’ “contribution was widely appreciated” by schools (6). This report attempted to provide a legitimate and independent account of the Program, however, the report was deemed biased by NSW Greens MLC, Dr John Kaye who remarked that the study was “deeply flawed” and lacked independence (Thielking & MacKenzie 1). According to critics, the study focussed on the positive benefits of chaplains, but the only benefit that was unique to them was that they were religious (The Greens). The study also neglected to report that Hughes was an employee of the Christian Research Association and that his background could impede his objectivity. In the same year, 2009, ACCESS ministries published a report titled: The value of chaplains in Victorian schools. The independent research conducted by Social Compass covers: “the value of chaplains; their social, spiritual and academic impacts; the difference made to the health, well being and quality of life of students; and the contributions made to strengthen communities” (2).This study promoted a positive view of chaplaincy within schools and tried to report on a portion of the community’s experiences with chaplains. However, it was limited in that it pertains only to Victorian schools and received very little media attention online. Even if this information were available online it would have only related to Victoria. Further research conducted into chaplaincy has been published in the Journal of Christian Education. This journal contains many articles on chaplaincy, but these are not easily available online as they require a subscription. The findings from these articles have not been published in newspaper articles online and have therefore not been made available to the general public. The Christian bias of the journal may have also contributed to its contents being neglected by news articles made available online, although they might have assisted in providing a more balanced representation of the NSCSWP.The extent of the research conducted into The National School Chaplaincy and Student Welfare Program has not been entirely delineated here, but these are some of the prominent resources. Nonetheless, the rigorous evaluation of the contribution of the NSCSWP was minimal, and the quality of its evaluation predominantly biased.Robert Slavin states that school program evaluations must “produce reliable, unbiased, and meaningful information on the strength of evidence behind each program” (1). Unfortunately, the research conducted into the Chaplaincy Program was not free from bias, consistent or properly designed in a way that legitimately evaluated the NSCSWP. According to Monica Thielking and David MacKenzie:The fact is that the provision of support services for students in Australian schools has never been subjected to serious research and evaluation, and any analysis is made more difficult by the fact that the various states and territories deploy somewhat different models. (1)Thus, the information on the Chaplaincy Program’s progress and the responsibilities of chaplains in schools was not comprehensive or accurate enough to be appropriately reported in newspapers available online. Therefore, newspaper articles used quotes and information based on a limited understanding of the Program, which in turn produced illegitimate representations of the NSCSWP.ConclusionNewspaper reports available online drew conclusions about the Program’s effectiveness, which had not been appropriately tested. If research had been made available to the public, or published within state-based media online, Australians would have had a more legitimate understanding of the Program’s operation within state education, even if that understanding could not have changed the High Court ruling.The Chaplaincy Program demonstrates how a lack of evidence-based research allows the media to construct illegitimate representations based on promoting the assumptions of dominant, and I would argue the loudest, voices, in society. The bias represented in a consistent approach adopted by newspapers owned by dominant media companies, is a factor in the re-presentation and promotion of certain ideologies. This was made evident by the fact that, in 2014, across nine state newspapers available online, 27 articles were unsupportive of the Program as opposed to only four articles that were supportive. Audiences need to be presented with facts rather than opinions, which are based on very little research. Introduction Greater resilience is associated with the ability to self-organise, and with social learning as part of a process of adaptation and transformation (Goldstein 341). This article deals with responses to a crisis in a Norwegian community in the late 1880s, and with some of the many internal conflicts it caused. The crisis and the subsequent conflicts in this particular community, Volda, were caused by a number of processes, driven mostly by external forces and closely linked to the expansion of the capitalist mode of production in rural Norway. But the crisis also reflects a growing nationalism in Norway. In the late 1880s, all these causes seemed to come together in Volda, a small community consisting mostly of independent small farmers and of fishers. The article employs the concept of ‘resilience’ and the theory of resilience in order better to understand how individuals and the community reacted to crisis and conflict in Volda in late 1880, experiences which will cast light on the history of the late 1880s in Volda, and on individuals and communities elsewhere which have also experienced such crises. Theoretical Perspectives Some understandings of social resilience inspired by systems theory and ecology focus on a society’s ability to maintain existing structures. Reducing conflict to promote greater collaboration and resilience, however, may become a reactionary strategy, perpetuating inequalities (Arthur, Friend and Marschke). Instead, the understanding of resilience could be enriched by drawing on ecological perspectives that see conflict as an integral aspect of a diverse ecology in continuous development. In the same vein, Grove has argued that some approaches to anticipatory politics fashion subjects to withstand ‘shocks and responding to adversity through modern institutions such as human rights and the social contract, rather than mobilising against the sources of insecurity’. As an alternative, radical politics of resilience ought to explore political alternatives to the existing order of things. Methodology According to Hall and Lamont, understanding “how individuals, communities, and societies secured their well-being” in the face of the challenges imposed by neoliberalism is a “problem of understanding the bases for social resilience”. This article takes a similarly broad approach to understanding resilience, focusing on a small group of people within a relatively small community to understand how they attempted to secure their well-being in the face of the challenges posed by capitalism and growing nationalism. The main interest, however, is not resilience understood as something that exists or is being produced within this small group, but, rather, how this group produced social imaginaries of the past and the future in cooperation and conflict with other groups in the same community. The research proceeds to analyse the contributions mainly of six members of this small group. It draws on existing literature on the history of the community in the late 1800s and, in particular, biographies of Synnøve Riste (Øyehaug) and Rasmus Steinsvik (Gausemel). In addition, the research builds on original empirical research of approximately 500 articles written by the members of the group in the period from 1887 to 1895 and published in the newspapers Vestmannen, Fedraheimen and 17de Mai; and will try to re-tell a history of key events, referring to a selection of these articles. A Story about Being a Woman in Volda in the Late 1880s This history begins with a letter from Synnøve Riste, a young peasant woman and daughter of a local member of parliament, to Anders Hovden, a friend and theology student. In the letter, Synnøve Riste told her friend about something she just had experienced and had found disturbing (more details in Øyehaug). She first sets her story in the context of an evangelical awakening that was gaining momentum in the community. There was one preacher in particular who seemed to have become very popular among the young women. He had few problems when it comes to women, she wrote, ironically. Curious about the whole thing, Synnøve decided to attend a meeting to see for herself what was going on. The preacher noticed her among the group of young women. He turned his attention towards her and scolded her for her apparent lack of religious fervour. In the letter she explained the feeling of shame that came over her when the preacher singled her out for public criticism. But the feeling of shame soon gave way to anger, she wrote, before adding that the worst part of it was ‘not being able to speak back’; as a woman at a religious meeting she had to hold her tongue. Synnøve Riste was worried about the consequences of the religious awakening. She asked her friend to do something. Could he perhaps write a poem for the weekly newspaper the group had begun to publish only a few months earlier? Anders Hovden duly complied. The poem was published, anonymously, on Wednesday 17 March 1888. Previously, the poem says, women enjoyed the freedom to roam the mountains and valleys. Now, however, a dark mood had come over the young women. ‘Use your mind! Let the madness end! Throw off the blood sucker! And let the world see that you are a woman!’ The puritans appreciated neither the poem nor the newspaper. The newspaper was published by the same group of young men and women who had already organised a private language school for those who wanted to learn to read and write New Norwegian, a ‘new’ language based on the old dialects stemming from the time before Norway lost its independence and became a part of Denmark and then, after 1814, Sweden. At the language school the students read and discussed translations of Karl Marx and the anarchist Peter Kropotkin. The newspaper quickly grew radical. It reported on the riots following the hanging of the Haymarket Anarchists in Chicago in 1886. It advocated women’s suffrage, agitated against capitalism, argued that peasants and small farmers must learn solidarity from the industrial workers defended a young woman in Oslo who was convicted of killing her newborn baby and published articles from international socialist and anarchist newspapers and magazines. Social Causes for Individual Resilience and Collaborative Resilience Recent literature on developmental psychology link resilience to ‘the availability of close attachments or a supportive and disciplined environment’ (Hall and Lamont 13). Some psychologists have studied how individuals feel empowered or constrained by their environment. Synnøve Riste clearly felt constrained by developments in her social world, but was also resourceful enough to find ways to resist and engage in transformational social action on many levels. According to contemporary testimonies, Synnøve Riste must have been an extraordinary woman (Steinsvik "Synnøve Riste"). She was born Synnøve Aarflot, but later married Per Riste and took his family name. The Aarflot family was relatively well-off and locally influential, although the farms were quite small by European standards. Both her father and her uncle served as members of parliament for the (‘left’) Liberal Party. From a young age she took responsibility for her younger siblings and for the family farm, as her father spent much time in the capital. Her grandfather had been granted the privilege of printing books and newspapers, which meant that she grew up with easy access to current news and debates. She married a man of her own choosing; a man substantially older than herself, but with a reputation for liberal ideas on language, education and social issues. Psychological approaches to resilience consider the influence of cognitive ability, self-perception and emotional regulation, in addition to social networks and community support, as important sources of resilience (Lamont, Welburn and Fleming). Synnøve Riste’s friend and lover, Rasmus Steinsvik, later described her as ‘a mainspring’ of social activity. She did not only rely on family, social networks and community support to resist stigmatisation from the puritans, but she was herself a driving force behind social activities that produced new knowledge and generated communities of support for others. Lamont, Welburn and Fleming underline the importance for social resilience of cultural repertoires and the availability of ‘alternative ways of understanding social reality’ (Lamont, Welburn and Fleming). Many of the social activities Synnøve Riste instigated served as arenas for debate and collaborative activity to develop alternative understandings of the social reality of the community. In 1887, Synnøve Riste had relied on support from her extended family to found the newspaper Vestmannen, but as the group around the language school and newspaper gradually produced more radical alternative understandings of the social reality they came increasingly into conflict with less radical members of the Liberal Party. Her uncle owned the printing press where Vestmannen was printed. He was also a member of parliament seeking re-election. And he was certainly not amused when Rasmus Steinsvik, editor of Vestmannen, published an article reprimanding him for his lacklustre performance in general and his unprincipled voting in support of a budget allocating the Swedish king a substantial amount of money. Steinsvik advised the readers to vote instead for Per Riste, Synnøve Riste’s liberal husband and director of the language school. The uncle stopped printing the newspaper. Social Resilience in Volda The growing social conflicts in Volda might be taken to indicate a lack of resilience. This, however, would be a mistake. Social connectedness is an important source of social resilience (Barnes and Hall 226). Strong ties to family and friends matter, as does membership in associations. Dense networks of social connectedness are related to well-being and social resilience. Inversely, high levels of inequality seem to be linked to low levels of resilience. Participation in democratic processes has also been found to be an important source of resilience (Barnes and Hall 229). Volda was a small community with relatively low levels of inequality and local cultural traditions underlining the importance of cooperation and the obligations of everyone to participate in various forms of communal work. Similarly, even though a couple of families dominated local politics, there was no significant socioeconomic division between the average and the more prosperous farmers. Traditionally, women on the small, independent farms participated actively in most aspects of social life. Volda would thus score high on most indicators predicting social resilience. Reading the local newspapers confirms this impression of high levels of social resilience. In fact, this small community of only a few hundred families produced two competing newspapers at the time. Vestmannen dedicated ample space to issues related to education and schools, including adult education, reflecting the fact that Volda was emerging as a local educational centre; local youths attending schools outside the community regularly wrote articles in the newspaper to share the new knowledge they had attained with other members of the community. The topics were in large part related to farming, earth sciences, meteorology and fisheries. Vestmannen also reported on other local associations and activities. The local newspapers reported on numerous political meetings and public debates. The Liberal Party was traditionally the strongest political party in Volda and pushed for greater independence from Sweden, but was divided between moderates and radicals. The radicals joined workers and socialists in demanding universal suffrage, including, as we have seen, women’s right to vote. The left libertarians in Volda organised a ‘radical left’ faction of the Liberal Party and in the run-up to the elections in 1888 numerous rallies were arranged. In some parts of the municipality the youth set up independent and often quite radical youth organisations, while others established a ‘book discussion’. The language issue developed into a particularly powerful source for social resilience. All members of the community shared the experience of having to write and speak a foreign language when communicating with authorities or during higher education. It was a shared experience of discrimination that contributed to producing a common identity. Hing has shown that those who value their in-group ‘can draw on this positive identity to provide a sense of self-worth that offers resilience’. The struggle for recognition stimulated locals to arrange independent activities, and it was in fact through the burgeoning movement for a New Norwegian language that the local radicals in Volda first encountered radical literature that helped them reframe the problems and issues of their social world. In his biography of Ivar Mortensson Egnund, editor of the newspaper Fedraheimen and a lifelong collaborator of Rasmus Steinsvik, Klaus Langen has argued that Mortensson Egnund saw the ideal type of community imagined by the anarchist Leo Tolstoy in the small Norwegian communities of independent small farmers, a potential model for cooperation, participation and freedom. It was not an uncritical perspective, however. The left libertarians were constantly involved in clashes with what they saw as repressive forces within the communities. It is probably more correct to say that they believed that the potential existed, within these communities, for freedom to flourish. Most importantly, however, reading Fedraheimen, and particularly the journalist, editor and novelist Arne Garborg, infused this group of local radicals with anti-capitalist perspectives to be used to make sense of the processes of change that affected the community. One of Garborg’s biographers, claims that no Norwegian has ever been more fundamentally anti-capitalist than Garborg (Thesen). This anti-capitalism helped the radicals in Volda to understand the local conflicts and the evangelical awakening as symptoms of a deeper and more fundamental development driven by capitalism. A series of article in Vestmannen called for solidarity and unity between small farmers and the growing urban class of industrial workers. Science and Modernity The left libertarians put their hope in science and modernity to improve the lives of people. They believed that education was the key to move forward and get rid of the old and bad ways of doing things. The newspaper was reporting the latest advances in natural sciences and life sciences. It reported enthusiastically about the marvels of electricity, and speculated about a future in which Norway could exploit the waterfalls to generate it on a large scale. Vestmannen printed articles in defence of Darwinism (Egnund), new insights from astronomy (Steinsvik "Kva Den Nye Astronomien"), health sciences, agronomy, new methods of fishing and farming – and much more. This was a time when such matters mattered. Reports on new advances in meteorology in the newspaper appeared next to harrowing reports about the devastating effects of a storm that surprised local fishermen at sea where many men regularly paid with their lives. Hunger was still a constant threat in the harsh winter months, so new knowledge that could improve the harvest was most welcome. Leprosy and other diseases continued to be serious problems in this region of Norway. Health could not be taken lightly, and the left libertarians believed that science and knowledge was the only way forward. ‘Knowledge is a sweet fruit,’ Vestmannen wrote. Reporting on Darwinism and astronomy again pitted Vestmannen against the puritans. On several occasions the newspaper reported on confrontations between those who promoted science and those who defended a fundamentalist view of the Bible. In November 1888 the signature ‘-t’ published an article on a meeting that had taken place a few days earlier in a small village not far from Volda (Unknown). The article described how local teachers and other participants were scolded for holding liberal views on science and religion. Anyone who expressed the view that the Bible should not be interpreted literally risked being stigmatised and ostracised. It is tempting to label the group of left libertarians ‘positivists’ or ‘modernists’, but that would be unfair. Arne Garborg, the group’s most important source of inspiration, was indeed inspired by Émile Zola and the French naturalists. Garborg had argued that nothing less than the uncompromising search for truth was acceptable. Nevertheless, he did not believe in objectivity; Garborg and his followers agreed that it was not possible or even desirable to be anything else than subjective. Adaptation or Transformation? PM Giærder, a friend of Rasmus Steinsvik’s, built a new printing press with the help of local blacksmiths, so the newspaper could keep afloat for a few more months. Finally, however, in 1888, the editor and the printer took the printing press with them and moved to Tynset, another small community to the east. There they joined forces with another dwindling left libertarian publication, Fedraheimen. Generations later, more details emerged about the hurried exit from Volda. Synnøve Riste had become pregnant, but not by her husband Per. She was pregnant by Rasmus Steinsvik, the editor of Vestmannen and co-founder of the language school. And then, after giving birth to a baby daughter she fell ill and died. The former friends Per and Rasmus were now enemies and the group of left libertarians in Volda fell apart. It would be too easy to conclude that the left libertarians failed to transform the community and a closer look would reveal a more nuanced picture. Key members of the radical group went on to play important roles on the local and national political scene. Locally, the remaining members of the group formed new alliances with former opponents to continue the language struggle. The local church gradually began to sympathise with those who agitated for a new language based on the Norwegian dialects. The radical faction of the Liberal Party grew in importance as the conflict with Sweden over the hated union intensified. The anarchists Garborg and Steinsvik became successful editors of a radical national newspaper, 17de Mai, while two other members of the small group of radicals went on to become mayors of Volda. One was later elected member of parliament for the Liberal Party. Many of the more radical anarchist and communist ideas failed to make an impact on society. However, on issues such as women’s rights, voting and science, the left libertarians left a lasting impression on the community. It is fair to say that they contributed to transforming their society in many and lasting ways. Conclusion This study of crisis and conflict in Volda indicate that conflict can play an important role in social learning and collective creativity in resilient communities. There is a tendency, in parts of resilience literature, to view resilient communities as harmonious wholes without rifts or clashes of interests (see for instance Goldstein; Arthur, Friend and Marschke). Instead, conflicts should rather be understood as a natural aspect of any society adapting and transforming itself to respond to crisis. Future research on social resilience could benefit from an ecological understanding of nature that accepts polarisation and conflict as a natural part of ecology and which helps us to reach deeper understandings of the social world, also fostering learning, creativity and the production of alternative political solutions. This research has indicated the importance of social imaginaries of the past. Collective memories of ‘what everybody knows that everybody else knows’ about ‘what has worked in the past’ form the basis for producing ideas about how to create collective action (Swidler 338, 39). Historical institutions are pivotal in producing schemas which are default options for collective action. In Volda, the left libertarians imagined a potential for freedom in the past of the community; this formed the basis for producing an alternative social imaginary of the future of the community. The social imaginary was not, however, based only on local experience and collective memory of the past. Theories played an important role in the process of trying to understand the past and the present in order to imagine future alternatives. The conflicts themselves stimulated the radicals to search more widely and probe more deeply for alternative explanations to the problems they experienced. This search led them to new insights which were sometimes adopted by the local community and, in some cases, helped to transform social life in the long-run. Abstract:
IntroductionIn Britain, hunger is often hidden in the privacy of the home. Yet otherwise private hunger is currently being rendered public and visible in the growing queues at charity-run food banks, where emergency food parcels are distributed directly to those who cannot afford to feed themselves or their families adequately (Downing et al.; Caplan). Food banks, in providing emergency relief to those in need, are responses to crisis moments, actualised through an embodied feeling of hunger that cannot be alleviated. The growing queues at food banks not only render hidden hunger visible, but also serve as reminders of the corporeal vulnerability of the human body to political and socio-economic shifts.A consideration of corporeality allows us to view the world through the lived experiences of the body. Human beings are “creatures of the flesh” who understand and reason, act and interact with their environments through the body (Johnson 81). The growing academic interest in corporeality signifies what Judith Butler calls a “new bodily ontology” (2). However, as Butler highlights, the body is also vulnerable to injury and suffering. An application of this ontology to hunger draws attention to eating as essential to life, so the denial of food poses an existential threat to health and ultimately to survival. The body’s response to threat is the physiological experience of hunger as a craving or longing that is the “most bodily experience of need […] a visceral desire locatable in a void” in which an empty stomach “initiates” a series of sounds and pangs that “call for action” in the form of eating (Anderson 27). Food bank queues serve as visible public reminders of this precariousness and of how social conditions can limit the ability of individuals to feed themselves, and so respond to an existential threat.Corporeal vulnerability made visible elicits responses that support societal interventions to feed the hungry, or that stigmatise hungry people by withdrawing or disparaging what limited support is available. Responses to vulnerability therefore evoke nurture and care or violence and abuse, and so in this sense are ambiguous (Butler; Cavarero). The responses are also normative, shaped by social and cultural understandings of what hunger is, what its causes are, and whether it is seen as originating in personal or societal failings. The stigmatising of individuals by blaming them for their hunger is closely allied to the feelings of shame that lie at the “irreducible absolutist core” of the idea of poverty (Sen 159). Shame is where the “internally felt inadequacies” of the impoverished individual and the “externally inflicted judgments” of society about the hungry body come together in a “co-construction of shame” (Walker et al. 5) that is a key part of the lived experience of hunger. The experience of shame, while common, is far from inevitable and is open to resistance (see Pickett; Foucault); shame can be subverted, turned from the hungry body and onto the society that allows hunger to happen. Who and what are deemed responsible are shaped by shifting ideas and contested understandings of hunger at a particular moment in time (Vernon).This exploration of corporeal vulnerability through food banks as a historically located response to hunger offers an alternative to studies which privilege representations, objectifying the body and “treating it as a discursive, textual, iconographic and metaphorical reality” while neglecting understandings derived from lived experiences and the responses that visible vulnerabilities elicit (Hamilakis 99). The argument made in this paper calls for a critical reconsideration of classic political economy approaches that view hunger in terms of a class struggle against the material conditions that give rise to it, and responses that ultimately led to the construction of the welfare state (Vernon). These political economy approaches, in focusing on the structures that lead to hunger and that respond to it, are more closed than Butler’s notion of ambiguous and constantly changing social responses to corporeal vulnerability. This paper also challenges the dominant tradition of nutrition science, which medicalises hunger. While nutrition science usefully draws attention to the physiological experiences and existential threat posed by acute hunger, the scientific focus on the “anatomical functioning” of the body and the optimising of survival problematically separates eating from the social contexts in which hunger is experienced (Lupton 11, 12; Abbots and Lavis). The focus in this article on the corporeal vulnerability of hunger interweaves contested representations of, and ideas about, hunger with the physiological experience of it, the material conditions that shape it, and the lived experiences of deprivation. Food banks offer a lens onto these experiences and their complexities.Food Banks: Deprivation Made VisibleSince the 1980s, food banks have become the fastest growing charitable organisations in the wealthiest countries of North America, Europe, and Australasia (Riches), but in Britain they are a recent phenomenon. The first opened in 2000, and by 2014, the largest operator, the Trussell Trust, had over 420 franchised food banks, and more recently was opening more than one per week (Lambie-Mumford et al.; Lambie-Mumford and Dowler). British food banks hand out emergency food relief directly to those who cannot afford to feed themselves or their families adequately, and have become new sites where deprivation is materialised through a congregation of hungry people and the distribution of food parcels. The food relief parcels are intended as short-term immediate responses to crisis moments felt within the body when the individual cannot alleviate hunger through their own resources; they are for “emergency use only” to ameliorate individual crisis and acute vulnerability, and are not intended as long-term solutions to sustained, chronic poverty (Perry et al.). The need for food banks has emerged with the continued shrinkage of the welfare state, which for the past half century sought to mediate the impact of changing individual and social circumstances on those deemed to be most vulnerable to the vicissitudes of life. The proliferation of food banks since the 2009 financial crisis and the increased public discourse about them has normalised their presence and naturalised their role in alleviating acute food poverty (Perry et al.).Media images of food bank queues and stacks of tins waiting to be handed out (Glaze; Gore) evoke collective memories from the early twentieth century of hunger marches in protest at government inaction over poverty, long queues at soup kitchens, and the faces of gaunt, unemployed war veterans (Vernon). After the Second World War, the spectre of communism and the expansionist agenda of the Soviet Union meant such images of hunger could become tools in a propaganda war constructed around the failure of the British state to care for its citizens (Field; Clarke et al; Vernon). The 1945 Labour government, elected on a social democratic agenda of reform in an era of food rationing, responded with a “war on want” based on the normative premise that no one should be without food, medical care, shelter, warmth or work. Labour’s response was the construction of the modern welfare state.The welfare state signified a major shift in ideational understandings of hunger. In the seventeenth and eighteenth centuries, ideas about hunger had been rooted in a moralistic account of divine punishment for individual failure (Vernon). Bodily experiences of hunger were seen as instruments for disciplining the indigent into a work ethic appropriate for a modern industrialised economy. The infamous workhouses, finally abolished in 1948, were key sites of deprivation where restrictions on how much food was distributed served to punish or discipline the hungry body into compliance with the dominant work ethic (Vernon; Foucault). However, these ideas shifted in the second half of the nineteenth century as the hungry citizen in Britain (if not in its colonies) was increasingly viewed as a victim of wider forces beyond the control of the individual, and the notion of disciplining the hungry body in workhouses was seen as reprehensible. A humanitarian treatment of hunger replaced a disciplinarian one as a more appropriate response to acute need (Shaw; Vernon). Charitable and reformist organisations proliferated with an agenda to feed, clothe, house, and campaign on behalf of those most deprived, and civil society largely assumed responsibility for those unable to feed themselves. By the early 1900s, ideas about hunger had begun to shift again, and after the Second World War ideational changes were formalised in the welfare state, premised on a view of hunger as due to structural rather than individual failure, hence the need for state intervention encapsulated in the “cradle to grave” mantra of the welfare state, i.e. of consistent care at the point of need for all citizens for their lifetime (see Clarke and Newman; Field; Powell). In this context, the suggestion that Britons could go to bed hungry because they could not afford to feed themselves would be seen as the failure of the “war on want” and of an advanced modern democracy to fulfil its responsibilities for the welfare of its citizens.Since the 1980s, there has been a retreat from these ideas. Successive governments have sought to rein in, reinvent or shrink what they have perceived as a “bloated” welfare state. In their view this has incentivised “dependency” by providing benefits so generous that the supposedly work-shy or “skivers” have no need to seek employment and can fund a diet of takeaways and luxury televisions (Howarth). These stigmatising ideas have, since the 2009 financial crisis and the 2010 election, become more entrenched as the Conservative-led government has sought to renew a neo-liberal agenda to shrink the welfare state, and legitimise a new mantra of austerity. This mantra is premised on the idea that the state can no longer afford the bloated welfare budget, that responsible government needs to “wean” people off benefits, and that sanctions imposed for not seeking work or for incorrectly filling in benefit claim forms serve to “encourage” people into work. Critics counter-argue that the punitive nature of sanctions has exacerbated deprivation and contributed to the growing use of food banks, a view the government disputes (Howarth; Caplan).Food Banks as Sites of Vulnerable CorporealityIn these shifting contexts, food banks have proliferated not only as sites of deprivation but also as sites of vulnerable corporeality, where people unable to draw on individual resources to respond to hunger congregate in search of social and material support. As growing numbers of people in Britain find themselves in this situation, the vulnerable corporeality of the hungry body becomes more pervasive and more visible. Hunger as a lived experience is laid bare in ever-longer food bank queues and also through the physiological, emotional and social consequences graphically described in personal blogs and in the testimonies of food bank users.Blogger Jack Monroe, for example, has recounted giving what little food she had to her child and going to bed hungry with a pot of ginger tea to “ease the stomach pains”; saying to her curious child “I’m not hungry,” while “the rumblings of my stomach call me a liar” (Monroe, Hunger Hurts). She has also written that her recourse to food banks started with the “terrifying and humiliating” admission that “you cannot afford to feed your child” and has expressed her reluctance to solicit the help of the food bank because “it feels like begging” (Monroe, Austerity Works?). Such blog accounts are corroborated in reports by food bank operators and a parliamentary enquiry which told stories of mothers not eating for days after being sanctioned under the benefit system; of children going to school hungry; of people leaving hospital after a major operation unable to feed themselves since their benefits have been cut; of the elderly having to make “hard choices” between “heat or eat” each winter; and of mixed feelings of relief and shame at receiving food bank parcels (All-Party Parliamentary Inquiry; Beattie; Cooper and Dumpleton; Caplan; Perry et al.). That is, two different visibilities have emerged: the shame of standing or being seen to stand in the food bank queue, and blogs that describe these feelings and the lived experience of hunger – both are vulnerable and visible, but in different ways and in different spaces: the physical or material, and the virtual.The response of doctors to the growing evidence of crisis was to warn that there were “all the signs of a public health emergency that could go unrecognised until it is too late to take preventative action,” that progress made against food poverty since the 1960s was being eroded (Ashton et al. 1631), and that the “robust last line of defence against hunger” provided by the welfare state was failing (Loopstra et al. n.p). Medical professionals thus sought to conscript the rhetorical resources of their professional credibility to highlight that this is a politically created public health crisis.This is not to suggest that acute hunger was absent for 50 years of the welfare state, but that with the closure of the last workhouses, the end of hunger marches, and the shutting of the soup kitchens by the 1950s, it became less visible. Over the past decade, hunger has become more visible in images of growing queues at food banks and stacked tins ready to be handed out by volunteers (Glaze; Gore) on production of a voucher provided on referral by professionals. Doctors, social workers or teachers are therefore tasked with discerning cases of need, deciding whose need is “genuine” and so worthy of food relief (see Downing et al.). The voucher system is regulated by professionals so that food banks are open only to those with a public identity constructed around bodily crisis. The sense of something as intimate as hunger being defined by others contrasts to making visible one’s own hunger through blogging. It suggests again how bodies become caught up in wider political struggles where not only is shame a co-construction of internal inadequacies and external judgements, but so too is hunger, albeit in different yet interweaving ways. New boundaries are being established between those who are deprived and those who are not, and also between those whose bodies are in short-term acute crisis, and those whose bodies are in long-term and chronic crisis, which is not deemed to be an emergency. It is in this context that food banks have also become sites of demarcation, shame, and contestation.Public debates about growing food bank queues highlight the ambiguous nature of societal responses to the vulnerability of hunger made visible. Government ministers have intensified internal shame in attributing growing food bank queues to individual inadequacies, failure to manage household budgets (Gove), and profligate spending on luxury (Johnston; Shipton). Civil society organisations have contested this account of hunger, turning shame away from the individual and onto the government. Austerity reforms have, they argue, “torn apart” the “basic safety net” of social responses to corporeal vulnerability put in place after the Second World War and intended to ensure that no-one was left hungry or destitute (Bingham), their vulnerability unattended to. Furthermore, the benefit sanctions impose punitive measures that leave families with “nothing” to live on for weeks. Hungry citizens, confronted with their own corporeal vulnerability and little choice but to seek relief from food banks, echo the Dickensian era of the workhouse (Cooper and Dumpleton) and indict the UK government response to poverty. Church leaders have called on the government to exercise “moral duty” and recognise the “acute moral imperative to act” to alleviate the suffering of the hungry body (Beattie; see also Bingham), and respond ethically to corporeal vulnerability with social policies that address unmet need for food. However, future cuts to welfare benefits mean the need for relief is likely to intensify.ConclusionThe aim of this paper was to explore the vulnerable corporeality of hunger through the lens of food banks, the twenty-first-century manifestations of charitable responses to acute need. Food banks have emerged in a gap between the renewal of a neo-liberal agenda of prudent government spending and the retreat of the welfare state, between struggles over resurgent ideas about individual responsibility and deep disquiet about wider social responsibilities. Food banks as sites of deprivation, in drawing attention to a newly vulnerable corporeality, potentially pose a threat to the moral credibility of the neo-liberal state. Abstract:
Introduction «I have never worked in the technocratic exaltation, solving a constructive problem and that’s it. I’ve always tried to interpret the space of human life» (Vittorio Garatti). Vittorio Garatti (Milan, April 6, 1927) is certainly one of the last witnesses of one “heroic” season of Italian architecture. In 1957 he graduated in architecture from the Polytechnic of Milan with a thesis proposing the redesign of a portion of the historic centre of Milan: the area between “piazza della Scala”, “via Broletto”, “via Filodrammatici” and the gardens of the former Olivetti building in via Clerici. These are the years in which Ernesto Nathan Rogers established himself as one of the main personalities of Milanese culture. Garatti endorses the criticism expressed by Rogers to the approval of the Rationalist “language” in favour of an architecture that recovers the implications of the place and of material culture. The social responsibility of architecture and connections between architecture and other forms of artistic expression are the invariants of all the activity of the architect, artist and graphic designer of Garatti. It will be Ernesto Nathan Rogers who will offer him the possibility of experiencing these “contaminations” early: in 1954, together with Giuliano Cesari, Raffaella Crespi, Giampiero Pallavicini and Ferruccio Rezzonico, he designs the preparation of the exhibition on musical instruments at the 10th Milan Triennale. The temporary installations will be a privileged area in which Garatti will continue to experiment and integrate the qualities of artist, graphic designer and architect with each other. Significant examples of this approach are the Art Schools in Cuba 1961-63, the residential complex of Cusano Milanino in 1973, the Attico Cosimo del Fante in 1980, the fittings for the Bubasty shops in 1984, the Camogli residence in 1986, his house atelier in Brera in 1988 and the interiors of the Hotel Gallia in 1989. True architecture generates itself1: an approach that was consolidated over the years of collaboration with Raúl Villanueva in Venezuela and is fulfilled in Cuba in the project of the Art Schools, where Garatti makes use of a plurality of tools that cannot be rigidly confined to the world of architecture. In 1957, in Caracas, he came into contact with Ricardo Porro and Roberto Gottardi. Ricardo Porro, who returned to Cuba in 1960, will be the one to involve Vittorio Garatti and Roberto Gottardi in the Escuelas Nacional de Arte project. The three young architects will be the protagonists of a happy season of the architecture of the Revolution, they will be crossed by that “revolutionary” energy that Ricardo Porro has defined as “magical realism”. As Garatti recalls: it was a special moment. We designed the Schools using a method developed in Venezuela. We started from an analysis of the context, understood not only as physical reality. We studied Cuban poets and painters. Wifredo Lam was a great reference. For example, Lezama Lima’s work is clearly recalled in the plan of the School of Ballet. We were pervaded by the spirit of the revolution. The contamination between knowledge and disciplines, the belief that architecture is a “parasitic” discipline are some of the themes at the centre of the conversation that follows, from which a working method that recognizes architecture as a “social transformation” task emerges, more precisely an art with a social purpose. Garatti often cites Porro’s definition of architecture: architecture is the poetic frame within which human life takes place. To Garatti architecture is a self-generating process, and as such it cannot find fulfilment within its disciplinary specificity: the disciplinary autonomy is a contradiction in terms. Architecture cannot be self-referencing, it generates itself precisely because it finds the sense of its social responsibility outside of itself. No concession to trends, to self-referencing, to the “objectification of architecture”, to its spectacularization. Garatti as Eupalino Valery shuns “mute architectures” and instead prefers singing architectures. A Dialogue of Luigi Alini with Vittorio Garatti Luigi Alini. Let’s start with some personal data. Vittorio Garatti. I was born in Milan on April 6, 1927. My friend Emilio Vedova told me that life could be considered as a sequence of encounters with people, places and facts. My sculptor grandfather played an important role in my life. I inherited the ability to perceive the dimensional quality of space, its plasticity, spatial vision from him. L.A. Your youth training took place in a dramatic phase of history of our country. Living in Milan during the war years must not have been easy. V.G. In October 1942 in Milan there was one of the most tragic bombings that the city has suffered. A bomb exploded in front of the Brera Academy, where the Dalmine offices were located. With a group of boys we went to the rooftops. We saw the city from above, with the roofs partially destroyed. I still carry this image inside me, it is part of that museum of memory that Luciano Semerani often talks about. This image probably resurfaced when I designed the ballet school. The idea of a promenade on the roofs to observe the landscape came from this. L.A. You joined the Faculty of Architecture at the Milan Polytechnic in May 1946-47. V.G. Milan and Italy were like in those years. The impact with the University was not positive, I was disappointed with the quality of the studies. L.A. You have had an intense relationship with the artists who gravitate around Brera, which you have always considered very important for your training. V.G. In 1948 I met Ilio Negri, a graphic designer. Also at Brera there was a group of artists (Morlotti, Chighine, Dova, Crippa) who frequented the Caffè Brera, known as “Bar della Titta”. Thanks to these visits I had the opportunity to broaden my knowledge. As you know, I maintain that there are life’s appointments and lightning strikes. The release of Dada magazine provided real enlightenment for me: I discovered the work of Kurt Schwitters, Theo Van Doesburg, the value of the image and three-dimensionality. L.A. You collaborated on several projects with Ilio Negri. V.G. In 1955 we created the graphics of the Lagostina brand, which was then also used for the preparation of the exhibition at the “Fiera Campionaria” in Milan. We also worked together for the Lerici steel industry. There was an extraordinary interaction with Ilio. L.A. The cultural influence of Ernesto Nathan Rogers was strong in the years you studied at the Milan Polytechnic. He influenced the cultural debate by establishing himself as one of the main personalities of the Milanese architectural scene through the activity of the BBPR studio but even more so through the direction of Domus (from ‘46 to ‘47) and Casabella Continuità (from ‘53 to ‘65). V.G. When I enrolled at the university he was not yet a full professor and he was very opposed. As you know, he coined the phrase: God created the architect, the devil created the colleague. In some ways it is a phrase that makes me rethink the words of Ernesto Che Guevara: beware of bureaucrats, because they can delay a revolution for 50 years. Rogers was the man of culture and the old “bureaucratic” apparatus feared that his entry into the University would sanction the end of their “domain”. L.A. In 1954, together with Giuliano Cesari, Raffella Crespi, Giampiero Pallavicini and Ferruccio Rezzonico, all graduating students of the Milan Polytechnic, you designed the staging of the exhibition on musical instruments at the 10th Milan Triennale. V.G. The project for the Exhibition of Musical Instruments at the Milan Triennale was commissioned by Rogers, with whom I subsequently collaborated for the preparation of the graphic part of the Castello Sforzesco Museum, together with Ilio Negri. We were given a very small budget for this project. We decided to prepare a sequence of horizontal planes hanging in a void. These tops also acted as spacers, preventing people from touching the tools. Among those exhibited there were some very valuable ones. We designed slender structures to be covered with rice paper. The solution pleased Rogers very much, who underlined the dialogue that was generated between the exhibited object and the display system. L.A. You graduated on March 14, 1957. V.G. The project theme that I developed for the thesis was the reconstruction of Piazza della Scala. While all the other classmates were doing “lecorbusierani” projects without paying much attention to the context, for my part I worked trying to have a vision of the city. I tried to bring out the specificities of that place with a vision that Ernesto Nathan Rogers had brought me to. I then found this vision of the city in the work of Giuseppe De Finetti. I tried to re-propose a vision of space and its “atmospheres”, a theme that Alberto Savinio also refers to in Listen to your heart city, from 1944. L.A. How was your work received by the thesis commission? V.G. It was judged too “formal” by Emiliano Gandolfi, but Piero Portaluppi did not express himself positively either. The project did not please. Also consider the cultural climate of the University of those years, everyone followed the international style of the CIAM. I was not very satisfied with the evaluation expressed by the commissioners, they said that the project was “Piranesian”, too baroque. The critique of culture rationalist was not appreciated. Only at IUAV was there any great cultural ferment thanks to Bruno Zevi. L.A. After graduation, you left for Venezuela. V.G. With my wife Wanda, in 1957 I joined my parents in Caracas. In Venezuela I got in touch with Paolo Gasparini, an extraordinary Italian photographer, Ricardo Porro and Roberto Gottardi, who came from Venice and had worked in Ernesto Nathan Rogers’ studio in Milan. Ricardo Porro worked in the office of Carlos Raúl Villanueva. The Cuban writer and literary critic Alejo Carpentier also lived in Caracas at that time. L.A. Carlos Raul Villanueva was one of the protagonists of Venezuelan architecture. His critical position in relation to the Modern Movement and the belief that it was necessary to find an “adaptation” to the specificities of local traditions, the characteristics of the places and the Venezuelan environment, I believe, marked your subsequent Cuban experience with the creative recovery of some elements of traditional architecture such as the portico, the patio, but also the use of traditional materials and technologies that you have masterfully reinterpreted. I think we can also add to these “themes” the connections between architecture and plastic arts. You also become a professor of Architectural Design at the Escuela de Arquitectura of the Central University of Caracas. V.G. On this academic experience I will tell you a statement by Porro that struck me very much: The important thing was not what I knew, I did not have sufficient knowledge and experience. What I could pass on to the students was above all a passion. In two years of teaching I was able to deepen, understand things better and understand how to pass them on to students. The Faculty of Architecture had recently been established and this I believe contributed to fuel the great enthusiasm that emerges from the words by Porro. Porro favoured mine and Gottardi’s entry as teachers. Keep in mind that in those years Villanueva was one of the most influential Venezuelan intellectuals and had played a leading role in the transformation of the University. Villanueva was very attentive to the involvement of art in architecture, just think of the magnificent project for the Universidad Central in Caracas, where he worked together with artists such as the sculptor Calder. I had recently graduated and found myself catapulted into academic activity. It was a strange feeling for a young architect who graduated with a minimum grade. At the University I was entrusted with the Architectural Design course. The relationships with the context, the recovery of some elements of tradition were at the centre of the interests developed with the students. Among these students I got to know the one who in the future became my chosen “brother”: Sergio Baroni. Together we designed all the services for the 23rd district that Carlos Raúl Villanueva had planned to solve the favelas problem. In these years of Venezuelan frequentation, Porro also opened the doors of Cuba to me. Through Porro I got to know the work of Josè Martì, who claimed: cult para eser libre. I also approached the work of Josè Lezama Lima, in my opinion one of the most interesting Cuban intellectuals, and the painting of Wilfredo Lam. L.A. In December 1959 the Revolution triumphed in Cuba. Ricardo Porro returned to Cuba in August 1960. You and Gottardi would join him in December and begin teaching at the Facultad de Arcuitectura. Your contribution to the training of young students took place in a moment of radical cultural change within which the task of designing the Schools was also inserted: the “new” architecture had to give concrete answers but also give “shape” to a new model of society. V.G. After the triumph of the Revolution, acts of terrorism began. At that time in the morning, I checked that they hadn’t placed a bomb under my car. Eisenhower was preparing the invasion. Life published an article on preparing for the invasion of the counterrevolutionary brigades. With Eisenhower dead, Kennedy activated the programme by imposing one condition: in conjunction with the invasion, the Cuban people would have to rise up. Shortly before the attempted invasion, the emigration, deemed temporary, of doctors, architects, university teachers etc. began. They were all convinced they would return to “liberated Cuba” a few weeks later. Their motto was: it is impossible for Americans to accept the triumph of the rebel army. As is well known, the Cuban people did not rise up. The revolutionary process continued and had no more obstacles. The fact that the bourgeois class and almost all the professionals had left Cuba put the country in a state of extreme weakness. The sensation was of great transformation taking place, it was evident. In that “revolutionary” push there was nothing celebratory. All available energies were invested in the culture. There were extraordinary initiatives, from the literacy campaign to the founding of international schools of medicine and of cinema. In Cuba it was decided to close schools for a year and to entrust elementary school children with the task of travelling around the country and teaching illiterate adults. In the morning they worked in the fields and in the evening they taught the peasants to read and write. In order to try to block this project, the counter-revolutionaries killed two children in an attempt to scare the population and the families of the literate children. There was a wave of popular indignation and the programme continued. L.A. Ricardo Porro was commissioned to design the Art Schools. Roberto Gottardi recalls that: «the wife of the Minister of Public Works, Selma Diaz, asked Porro to build the national art schools. The architecture had to be completely new and the schools, in Fidel’s words, the most beautiful in the world. All accomplished in six months. Take it or leave it! [...] it was days of rage and enthusiasm in which all areas of public life was run by an agile and imaginative spirit of warfare»2. You too remembered several times that: that architecture was born from a life experience, it incorporated enthusiasm for life and optimism for the future. V.G. The idea that generated them was to foster the cultural encounter between Africa, Asia and Latin America. A “place” for meeting and exchanging. A place where artists from all over the third world could interact freely. The realisation of the Schools was like receiving a “war assignment”. Fidel Castro and Ernesto Che Guevara selected the Country Club as the place to build a large training centre for all of Latin America. They understood that it was important to foster the Latin American union, a theme that Simón Bolivar had previously wanted to pursue. Il Ché and Fidel, returning from the Country Club, along the road leading to the centre of Havana, met Selma Diaz, architect and wife of Osmany Cienfuegos, the Cuban Construction Minister. Fidel Castro and Ernesto Che Guevara entrusted Selma Diaz with the task of designing this centre. She replied: I had just graduated, how could I deal with it? Then she adds: Riccardo Porro returned to Cuba with two Italian architects. Just think, three young architects without much experience catapulted into an assignment of this size. The choice of the place where to build the schools was a happy intuition of Fidel Castro and Ernesto Che Guevara. L.A. How did the confrontation develop? V.G. We had total freedom, but we had to respond to a functional programme defined with the heads of the schools. Five directors were appointed, one for each school. We initially thought of a citadel. A proposal that did not find acceptance among the Directors, who suggest thinking of five autonomous schools. We therefore decide to place the schools on the edge of the large park and to reuse all the pre-existing buildings. We imagined schools as “stations” to cross. The aim was to promote integration with the environment in which they were “immersed”. Schools are not closed spaces. We established, for example, that there would be no doors: when “everything was ours” there could not be a public and a private space, only the living space existed. L.A. Ricardo Porro recalled: I organised our study in the chapel of the former residence of the Serrà family in Vadado. It was a wonderful place [...]. A series of young people from the school of architecture came to help us […]. Working in that atmosphere, all night and all day was a poetic experience (Loomis , 1999). V.G. We felt like Renaissance architects. We walked around the park and discussed where to locate the schools. Imagine three young people discussing with total, unthinkable freedom. We decided that each of us would deal with one or more schools, within a global vision that was born from the comparison. I chose the Ballet School. Ivan Espin had to design the music school but in the end I did it because Ivan had health problems. Porro decided to take care of the School of Plastic Arts to support his nature as a sculptor. Gottardi had problems with the actors and directors, who could not produce a shared functional programme, which with the dancers was quite simple to produce. The reasons that led us to choose the different project themes were very simple and uncomplicated, as were those for identifying the areas. I liked hidden lands, I was interested in developing a building “embedded” in the ground. Ricardo, on the other hand, chose a hill on which arrange the school of Modern Art. Each of us chose the site almost instinctively. For the Classical Dance School, the functional programme that was provided to me was very meagre: a library, a deanery, an infirmary, three ballet classrooms, theoretical classrooms and one of choreography. We went to see the dancers while they were training and dancing with Porro. The perception was immediate that we had to think of concave and convex spaces that would welcome their movements in space. For a more organic integration with the landscape and to accommodate the orography of the area, we also decided to place the buildings in a “peripheral” position with respect to the park, a choice that allowed us not to alter the nature of the park too much but also to limit the distances to be covered from schools to homes. Selma Diaz added others to the first indications: remember that we have no iron, we have little of everything, but we have many bricks. These were the indications that came to us from the Ministry of Construction. We were also asked to design some large spaces, such as gyms. Consequently, we found ourselves faced with the need to cover large spans without being able to resort to an extensive use of reinforced concrete or wood. L.A. How was the comparison between you designers? V.G. The exchange of ideas was constant, the experiences flowed naturally from one work group to another, but each operated in total autonomy. Each design group had 5-6 students in it. In my case I was lucky enough to have Josè Mosquera among my collaborators, a brilliant modest student, a true revolutionary. The offices where we worked on the project were organised in the Club, which became our “headquarters”. We worked all night and in the morning we went to the construction site. For the solution of logistical problems and the management of the building site of the Ballet School, I was entrusted with an extraordinary bricklayer, a Maestro de Obra named Bacallao. During one of the meetings that took place daily at the construction site, Bacallao told me that in Batista’s time the architects arrived in the morning at the workplace all dressed in white and, keeping away from the construction site to avoid getting dusty, they transferred orders on what to do. In this description by we marvelled at the fact that we were in the construction site together with him to face and discuss how to solve the different problems. In this construction site the carpenters did an extraordinary job, they had considerable experience. Bacallao was fantastic, he could read the drawings and he managed the construction site in an impeccable way. We faced and solved problems and needs that the yard inevitably posed on a daily basis. One morning, for example, arriving at the construction site, I realised the impact that the building would have as a result of its total mono-materiality. I was “scared” by this effect. My eye fell on an old bathtub, inside which there were pieces of 10x10 tiles, then I said to Bacallao: we will cover the wedges between the ribs of the bovedas covering the Ballet and Choreography Theatre classrooms with the tiles. The yard also lived on decisions made directly on site. Also keep in mind that the mason teams assigned to each construction site were independent. However the experience between the groups of masons engaged in the different activities circulated, flowed. There was a constant confrontation. For the workers the involvement was total, they were building for their children. A worker who told me: I’m building the school where my son will come to study. Ricardo Porro was responsible for the whole project, he was a very cultured man. In the start-up phase of the project he took us to Trinidad, the old Spanish capital. He wanted to show us the roots of Cuban architectural culture. On this journey I was struck by the solution of fan windows, by the use of verandas, all passive devices which were entrusted with the control and optimisation of the comfort of the rooms. Porro accompanied us to those places precisely because he wanted to put the value of tradition at the centre of the discussion, he immersed us in colonial culture. L.A. It is to that “mechanism” of self-generation of the project that you have referred to on several occasions? V.G. Yes, just that. When I design, I certainly draw from that stratified “grammar of memory”, to quote Luciano Semerani, which lives within me. The project generates itself, is born and then begins to live a life of its own. A writer traces the profile and character of his characters, who gradually come to life with a life of their own. In the same way the creative process in architecture is self-generated. L.A. Some problems were solved directly on site, dialoguing with the workers. V.G. He went just like that. Many decisions were made on site as construction progressed. Design and construction proceeded contextually. The dialogue with the workers was fundamental. The creative act was self-generated and lived a life of its own, we did nothing but “accompany” a process. The construction site had a speed of execution that required the same planning speed. In the evening we worked to solve problems that the construction site posed. The drawings “aged” rapidly with respect to the speed of decisions and the progress of the work. The incredible thing about this experience is that three architects with different backgrounds come to a “unitary” project. All this was possible because we used the same materials, the same construction technique, but even more so because there was a similar interpretation of the place and its possibilities. L.A. The project of the Music School also included the construction of 96 cubicles, individual study rooms, a theatre for symphonic music and one for chamber music and Italian opera. You “articulated” the 96 cubicles along a 360-metre-long path that unfolds in the landscape providing a “dynamic” view to those who cross it. A choice consistent with the vision of the School as an open place integrated with the environment. V.G. The “Gusano” is a volume that follows the orography of the terrain. It was a common sense choice. By following the level lines I avoided digging and of course I quickly realized what was needed by distributing the volumes horizontally. Disarticulation allows the changing vision of the landscape, which changes continuously according to the movement of the user. The movements do not take place along an axis, they follow a sinuous route, a connecting path between trees and nature. The cubicles lined up along the Gusano are individual study rooms above which there are the collective test rooms. On the back of the Gusano, in the highest part of the land, I placed the theatre for symphonic music, the one for chamber music, the library, the conference rooms, the choir and administration. L.A. In 1962 the construction site stopped. V.G. In 1962 Cuba fell into a serious political and economic crisis, which is what caused the slowdown and then the abandonment of the school site. Cuba was at “war” and the country’s resources were directed towards other needs. In this affair, the architect Quintana, one of the most powerful officials in Cuba, who had always expressed his opposition to the project, contributed to the decision to suspend the construction of the schools. Here is an extract from a writing by Sergio Baroni, which I consider clarifying: «The denial of the Art Schools represented the consolidation of the new Cuban technocratic regime. The designers were accused of aristocracy and individualism and the rest of the technicians who collaborated on the project were transferred to other positions by the Ministry of Construction [...]. It was a serious mistake which one realises now, when it became evident that, with the Schools, a process of renewal of Cuban architecture was interrupted, which, with difficulty, had advanced from the years preceding the revolution and which they had extraordinarily accelerated and anchored to the new social project. On the other hand, and understandably, the adoption of easy pseudo-rationalist procedures prevailed to deal with the enormous demand for projects and constructions with the minimum of resources» (Baroni 1992). L.A. You also experienced dramatic moments in Cuba. I’m referring in particular to the insane accusation of being a CIA spy and your arrest. V.G. I wasn’t the only one arrested. The first was Jean Pierre Garnier, who remained in prison for seven days on charges of espionage. This was not a crazy accusation but one of the CIA’s plans to scare foreign technicians into leaving Cuba. Six months after Garnier, it was Heberto Padilla’s turn, an intellectual, who remained in prison for 15 days. After 6 months, it was my turn. I was arrested while leaving the Ministry of Construction, inside the bag I had the plans of the port. I told Corrieri, Baroni and Wanda not to notify the Italian Embassy, everything would be cleared up. L.A. Dear Vittorio, I thank you for the willingness and generosity with which you shared your human and professional experience. I am sure that many young students will find your “story” of great interest. V.G. At the end of our dialogue, I would like to remember my teacher: Ernesto Nathan Rogers. I’ll tell you an anecdote: in 1956 I was working on the graphics for the Castello Sforzesco Museum set up by the BBPR. Leaving the museum with Rogers, in the Rocchetta courtyard the master stopped and gives me a questioning look. Looking at the Filarete tower, he told me: we have the task of designing a skyscraper in the centre. Usually skyscrapers going up they shrink. Instead this tower has a protruding crown, maybe we too could finish our skyscraper so what do you think? I replied: beautiful! Later I thought that what Rogers evoked was a distinctive feature of our city. The characters of the cities and the masters who have consolidated them are to be respected. If there is no awareness of dialectical continuity, the city loses and gets lost. It is necessary to reconstruct the figure of the architect artist who has full awareness of his role in society. The work of architecture cannot be the result of a pure stylistic and functional choice, it must be the result of a method that takes various and multiple factors into analysis. In Cuba, for example, the musical tradition, the painting of Wilfredo Lam, whose pictorial lines are recognisable in the floor plan of the Ballet School, the literature of Lezama Lima and Alejo Carpentier and above all the Cuban Revolution were fundamental. We theorised this “total” method together with Ricardo Porro, remembering the lecture by Ernesto Nathan Rogers.
