Abstract:
The article is devoted to the issue of Japan policy in South-East Asia specifically to Japanese diplomacy within ASEAN Regional Forum (ARF). ARF created in 1994 was the first multilateral forum were regional security issues of Southeastern countries could be discussed. Japan took part in creation of the Forum and is its active participant. Since mid 90th Japanese diplomacy used ASEAN Regional Forum platform to promote its own national security interests in addition to other bilateral and multilateral activities. One of the first subjects for discussion at ARF was China nuclear activity and nuclear tests. The issues of constant concern remain territorial disputes in East China Sea and South China Sea. Specific regional topics like China-Taiwan relations, Cambodia, ideas for Northeastern Asian security forum, India and Pakistan nuclear tests, Asian financial crisis of the 90th were also in focus of ARF discussions. Annual sessions of the Forum gave Japan opportunity to articulate concerns, promote its interests and negotiate topics on bilateral level. Of vital security concern for Japan was and remains to exist North Korean nuclear program. For the last two decades the country took a great activity in the work of ASEAN Regional Forum and it could be stated that ARF remains to be an important mechanism for Japan diplomacy to address important issues security and stability in Southeastern Asia.

Abstract:
In a subsistence agrarian economy of Bangladesh, domestic food production has an important role to play in the quest for food security. The productivity in the agricultural sector is critically important if agricultural production is to increase at a sufficiently rapid rate to meet escalating demands for food. Bangladesh has pursued for decades a strategic goal of self-sufficiency in rice production. The country passed a major milestone in its efforts to achieve food security in the sense of rice grain availability at the national level at the end of the 1990s. Whatever progress been made would be difficult to sustain it due to high vulnerability of climatic shocks and the growing pressure of population on scarce natural resources thus, yet food security has not been achieved. The present study finds that, rice production is secure in Feni district from Chittagong division. Because rice production is greater than the consumption. On the other hand, Chandpur and Cox’s Bazar district shows production insecurity in the very recent years. But Chittagong district has the production insufficiency from the past to present, because the production is insufficient to meet the demand of the vast population in this area. The study reveals that, the production of Aus rice will be increased in the next 5 years in Chittagong district. Aman rice production will be increased in the next 5 years in the districts namely Feni. Abstract:
Pangolins are among the most widely traded taxa in the southeastern Asian illegal wildlife trade because of which they are at great risk of extinction. Yet, little is known of their trade status in Nepal. This research was carried out to unfold the status of pangolin trade in Sankhuwasava District of Nepal. We used mixed methods such as semi-structured questionnaire (n=75) and, focus group discussion (n=4) and key Informant Interview, (n=30) to assess the trade status. Seizure data (2009–2017) were gathered from law enforcement agencies to predict major trade routes. The major threat perceived was hunting especially by unemployed local youth and children. The majority of hunters were opportunistic. Sankhuwasava District has become both source and transit for the illegal pangolin trade rather than for local use. The involvement of non-timber forest product traders was high in the illegal trade business, however, there seems a rapid decline in the seizure of pangolin in the last two years, mainly because of the deployment of the Nepal army in the Makalu Barun National Park, which had long served as a major route to China. Thus, we recommend continuation of strong border security. Our study calls for capacity building of enforcement agencies for detailed investigation of seizure data. For sustainable conservation of pangolin and its habitat we recommend sustained conservation awareness programs in addition to alternative livelihood opportunity. Furthermore, formation of community based anti-poaching units followed by motivation, anti-poaching trainings, security assurance, and incentives for worthy conservation outcomes in pangolin-rich communities might aid in conservation.

The proposition that climate change will engender anxieties for international security has become profound in public discourse over two decades. This paper discusses the concerns of environmental security in South Asia. It examines different meanings of environmental security to explain how it is associated with national security of the states in the region. Three major factors of environmental security problems are considered. Firstly, how environmental change can affect human security. Secondly, how environmental change can turn into violent conflict and thirdly, how the combined impact of these two variables affect the developmental concerns and national security of the individual state in South Asia.

Abstract Over the past three decades we have witnessed an evolution of the concept of security in general and of demographic security as a specific field of security studies. The approach to security has been changing both in regards to a widening of subjects and referent objects of security, and a widening of the security domain. Consideration of the demographic component in the security sphere has evolved in accordance with this development; the scope of perspectives through which demographic security is viewed and defined has expanded - the population composition, population dynamics and human capital paradigm. Aspects of demographics and security are in continuous interaction and interdependence which significantly determines demographic security and national security. The aim of this paper is to establish a specific link between demographic security and security in ten post-socialist countries of South Eastern Europe (SEE). In accordance with this aim, an analysis has been made of the compositional elements and population dynamics in order to determine demographic security of the observed states. The analysis indicates unfavourable demographic security, and negative demographic composition and dynamics in most of observed states, which suggests that demographic security will have a continuing negative impact on the security of the countries analysed and the region as a whole.

Northeast Asia constitutes a “regional environmental security complex” wherein the actors and societies are enmeshed together in a web of positive and negative externalities with respect both to environmental problems and efforts to solve them. The three sets of environmental issues relevant to the security architecture can be summarized as follows: damage to and destruction of peaceful relations, stability and order of the state-based system of international relations caused by environmental decay and resource scarcity; threats to human security rooted in environmental decay and resource scarcity; and damage to and destruction of environmental integrity caused by instability and conflict. Environmental degradation can degrade human security by damaging the health of human populations; economic security by impacting adversely on local, national, regional and international economies; and national security by undermining stable relations among countries. Equally, though, recurring patterns of human, economic and national behavior can deplete the earth's resources and degrade the physical environment.

National security has always been viewed as a precondition for sustainable economic, political, and social development. Any sort of challenges or threats upon national security directly infringes the developmental course. South Asia, has been rampantly facing security-related challenges and obstructions as terrorism, counter-terrorism, militarization, and religious extremism, civil war, and border disputes. Such challenges have not only jeopardized the peace within the region but a seething unrest has been pounded in the development process. This paper primarily focuses on national security challenges faced by countries in South Asia. South Asian nations resort to increment of defense budget, militarization, border security, and struggle for nuclear power to address their security challenge. I have examined the impact of such response upon the course of development in this paper. This is a qualitative research and refers to secondary source of data which includes; books, journals, reports of reputed institutes and think tanks. The analysis finds that increasing militarization and defense budget has been abysmal to address national security threat in South Asia. South Asian nations can resort to bilateral talks and diplomatic measure to address their security threats. This will save larger economic resources which could be utilized for development prospect.

The United States government finds human trafficking to be an important subject and is placing increasing focus on the issue. The Southeast Asian portion of the Western Pacific encompasses a substantial portion of global trafficking, much of which has a final destination in the United States. This thesis asks the following question: How does trafficking in persons (TIP) affect U.S. national security interests and regional stability in Southeast Asia? To answer this question, this thesis examines how trafficking affects U.S. national security; the importance of combatting human trafficking in Southeast Asia to regional stability and to U.S. national security; levels of involvement the United States might seek to address the problem of human trafficking in Southeast Asia; and the possibility of an increase in maritime security efforts and interagency coordination in Southeast Asia to effectively combat human trafficking. U.S. national security is tied to regional stability through effects on economic interdependence and state partnerships. TIP threatens both, through its influence in transnational organized crime and the misuse of humans as an illegal resource. The thesis concludes by considering possible solutions to the problem that could be adopted by the United States military.

The present study provides an analysis of China's foreign policy towards Central Asia to trace ‘culture of China's foreign policy'. The culture of China's foreign policy approach deals with China as an identity and process rather than being static or within boundaries. The present research highlights China's multilateral and cooperative policies in Central Asia and with Russia as an outcome of evolutionary process of construction of China's identity. The complex process of building relations with Central Asian region although within a short period of time (in post-Soviet context) are analysed to make a case for China's innovative (partially) political processes of dealing with frontier security and embracing multilateralism. This is explained by studying the evolution of China's identity and interests and the role of significant events that affect its perceptions of self and that are a prescription for its policy orientations as observed in case of foreign policy towards Central Asia. The theoretical foundation of Peter Katzenstein thesis is helpful premises upon which an argument in favour of the discourse of identity and security is developed to see how culture of national security of China and ‘complementarity' of Central Asian states is at work in security cooperation seen among these states. By problematizing the notion of ‘national interest', the present study argues that interests of the states can be contextualized in a broader environment referred as civilization to trace the relationship between interests and identities of China as at play in Central Asian region. By placing the political state of ‘China' in the broader context of civilization and as evolving, helps understand how Chinese political spectrum seeks to construct and maintain a great power identity while locating ‘self' against ‘others'. It further argues that the cooperative and multilateral policies of China in form of Shanghai Cooperation Organization can be understood best by studying how the configurations of identity of China has guided the policy formation process; that constructs and reconstructs interstate normative structure in form of SCO.

The rise in prominence of transregional security threats has heightened an awareness for an interdependent outlook on security threats, often requiring regional solutions to insure stability. The Asia Pacific security environment is not exempt from these security threats. Strategic challenges such as terrorism, environmental security or nuclear proliferation pervade the region and transcend its countries’ borders. Amongst a myriad of regional security institutions and dialogues with a focus on the region, the sub-regional security dialogue between the European Union (EU) and New Zealand administers an effective contribution to stability in South East Asia and the Pacific. This thesis explores the volume of the EU and New Zealand security dialogue in the Asia Pacific region. The amount of interaction that takes place and the quality of dialogue produced is analysed through constructivist and regionalist tenants; the security-focused identities of each agency is investigated and compared, in order to elucidate the ‘reality’ of the securitybased consultation. It is argued that continual social and political interaction between the EU and New Zealand will formulate a specific security identity and encourage further stability and peace in the Asia Pacific region. Thus, the research question can be formulated as what volume and form of cooperation exist between the European Union and New Zealand on security issues pertaining to the Asia Pacific region, and what efforts have been made to maintain, deepen and improve the relationship since 1999?

The Nabucco Project is a project, which aims to transport rich natural gas resources of the Central Asia, the Caucasus and the Middle East to the European market via Turkey. In this study, the Nabucco Project was evaluated within context of the energy supply security concept and international politics. Firstly, interdependence between national power and energy supply security was investigated. How oil and natural gas became strategic raw materials of world politics beyond being primary energy resources of the global economy was examined. It was found that discovery of rich oil and natural gas resources in the Central Asia and the Caucasus after the Cold War turned the region into a focus of interest of the global and regional actors. In this connection, perspectives of the global and regional actors about the Nabucco Project were examined. As a result of analyses and evaluations, it was concluded that the Nabucco Project is a project that can significantly enhance Turkey’s geopolitical importance and make Turkey one of the key countries of the east-west energy corridor.

Abstract Indonesia has become a net-oil importer since 2004 as the growing internal demand exceeds Indonesia's oil production. As many fields go into mature phase and combined with other challenges, the national oil production in the last decade has been decreasing from 945 MBOPD to 745 MBOPD with a decline rate of 3-5% per year. Thus, the contribution of the oil and gas sector to the state revenues has also shown a downward trend from 21% in 2010 to only 9.2% in 2019. However, oil production is still strategically important for the national economy. It is important for economic value creation, power generation, transportation, and industries as most of the archipelago's infrastructures are still based on fossil energy. If no effort is made to increase production, the country will be fully dependent on crude oil imports, which poses a threat to national energy security. It is therefore in the nation's great interest to enhance oil production, minimizing the deficit gap between export and import. Several key strategies may be considered to achieve this ambitious target. These strategies can be categorized into the following: 1) People and high performing organization; 2) Exploration, as critical factor for future production; 3) Improved oil recovery (including enhanced oil recovery) technologies, to grow production from the maturing fields; 4) Fast track and simplified project to develop small field discoveries; 5) Strong collaboration between government, industry, academia, and professional associations; and 6)Cost conscious culture. The derivatives of the above-mentioned strategies are among others: standardized resource data management, open source & digitalized geoscience data library, reimbursement system for exploration costs, near field/infrastructure exploration, new play concept, cluster license collaboration, infill wells campaign, multilateral wells, waterflooding, gas injection, stimulation and hydraulic fracturing campaign, well interventions, EOR screening, perfect-well optimization, standardize subsea and/or topside production system, digitalization, and attractive fiscal and regulation that encourages not only the ‘big operator’ to participate in the petroleum sector. The foundation of these strategies should be the legal certainty and effective & proactive bureaucracy. Above all, it is also important to emphasize the common ground of having early HSE involvement as part of the solution. In this paper, the authors would like to contribute in sharing the knowledge, technology and perspectives to all petroleum industry professionals in Indonesia based on the authors exposure in the Norwegian petroleum activities. The paper will also review the strategies, short term and long-term opportunities that may inspire Indonesian petroleum authorities and industry in transforming the ambition into action to achieve the national production target of 1 MMBOPD and 12 BCFD gas by 2030.

In order to avoid accidents that could result from an improper storage of spent radium sources, it is necessary to condition and store them safely. The program for a safe conditioning of spent radium sources by the IAEA (International Atomic Energy Agency) has been established to assist the developing countries. The main object of this paper is to summarize the technology that was adapted by the IAEA for the conditioning of spent radium sources in the national inventory of Ra-226 sources in member states and the actions performed by the Korean expert team as a part of the IAEA’s project titled as ‘Radium Conditioning in Southeastern Asia’. The whole inventory of the spent radium sources of 8,671.13mCi was safely conditioned by the Korean expert team according to the guidelines under the supervision of the IAEA’s technical officer. The 1,821 sources of spent radium were encapsulated, welded, and conditioned into 18 concrete-shielded drums.

High activity radioactive sources provide great benefit to humanity through their utilization in agriculture, industry, medicine, research and education, and the vast majority are used in well-controlled environments. None-the-less, control has been lost over a small fraction of those sources resulting in accidents of which some had serious — even fatal — consequences. Indeed, accidents and incidents involving radioactive sources indicate that the existing regime for the control of sources needs improvement. Additionally, today’s global security environment requires more determined efforts to properly control radioactive sources. Consequently, the current regimes must be strengthened in order to ensure control over sources that are outside of regulatory control (orphan sources), as well as for sources that are vulnerable to loss, misuse, theft, or malicious use. Besides improving the existing situation, appropriate norms and standards at the national and international levels must continue to be developed to ensure the long-term sustainability of control over radioactive sources. In order to improve the existing situation, concerted national and international efforts are needed and, to some degree, are being implemented to strengthen the safety and security of sources in use, as well as to improve the control of disused sources located at numerous facilities throughout the world. More efforts must also be made to identify, recover, and bring into control orphan sources. The IAEA works closely with Member States to improve the safety and security of radioactive sources worldwide. Besides the IAEA Technical Assistance Programme and Technical Cooperation Fund, donor States provide significant financial contributions to the Nuclear Security Fund and/or direct technical support to other States to recover condition and transfer disused sources into safe and secure storage facilities and to upgrade the physical protection of sources that are in use. Under the USA-Russian Federation-IAEA (“Tripartite”) Initiative, for example, disused sources of a total activity of 2120 TBq (57251 Ci) were recovered and transported into safe and secure storage facilities in six countries of the former Soviet Union. Additionally, physical protection upgrades were performed in thirteen former Soviet Union republics at facilities using or storing high activity radioactive sources. Other donors have also provided funding for projects related to the safety and security of radioactive sources in the same region. Additionally, the EU and other countries are making regular and significant contributions to the IAEA for projects aimed at upgrading the safety and security of radioactive sources in South-Eastern Europe, the Middle East, Asia and Africa. Depending on the status of the radioactive source (in use, disused, or orphan) and the actual technical, safety and security situation, several options exist to ensure the source is properly brought or maintained under control. This paper will describe those options and the systematic approach followed by the IAEA in deciding on the most appropriate actions to take for the high activity sources that need to be recovered or removed from the countries under that request assistance.

Abstract There are 26 sedimentary basins in Asia divided into four categories on the basis of hydrocarbon prospectivity. A total of about 3.14 million square kilometres area is covered by these sedimentary basins which includes both onshore and offshore. One of the most prominent category-1 (commercially producing) basin of Asia is XXX basin with an estimated hydrocarbon potential of about 1130 million metric tonnes. It covers an area of 15000 square kilometres onshore and about 25000 square kilometrs offshore, upto a water depth of about 1000 m (National Data Repository, DGH-MoPNG, GOI). It is believed that Asia relies heavily on XXX Basin for its energy security. However, one of the major challenges being faced in the XXX Basin offshore field development is Flow Assurance. Since most of the fields offshore basin are in deepwater setting, high pressure and low temperature conditions aggravate flow assurance problems. Flow assurance is identified as a significant deepwater offshore development challenges and hence has emerged as a prominent discipline in the oil and gas industry. There are several definitions of Flow Assurance, one of the most common of which is: Flow Assurance is the analysis of thermal, hydraulic and fluid related threats to flow and product quality and their mitigation using equipment, chemicals and procedure (Makogon T.Y., 2019). It can be understood as an all-encompassing holistic approach of fluid flow from the reservoir to point of sale with an integrated perspective of asset development. In simple terms flow assurance aims to ensure fluid flow irrespective of flow trajectory, fluid chemistry and environmental conditions (Brown L.D., 2002). It has become increasingly important in recent times as the industry has turned to deepwater resources for energy sources. There are multiple examples where the proper utilization of Flow Assurance technology has saved billions of dollars for oil and gas companies. Norske Shell saved approximately 30 billion NOK in the Troll field by resorting to direct electrical heating of produced fluids. The same was utilized by Italian company ENI for its Goliath development and by BP in its Skarv field (Makogon T.Y., 2019). This paper describes a comprehensive workflow to identify and mitigate flow assurance risks for the deepwater block in XXX Basin.
