Abstract:
The National Library of Indonesia launched a social inclusion-based library transformation program based on the library for all movement in collaboration with the Ministry of National Development Planning / BAPPENAS. In 2019, all libraries participating in this program totaled 359 public libraries spread across all provinces in Indonesia. The purpose of this study was to determine the perceptions of general librarians in Indonesia towards social inclusion-based library programs that have been implemented for the last two years. Two previous studies related to librarian perception research and the development of social transformation programs are the basis for the development of this research. The population in this study was 2477 librarians who work in public library institutions in Indonesia from various levels ranging from central to the village, while the determination of the research sample was carried out by simple random sampling technique with a confidence level of 94.5% and a margin of error of 5.7% so that 273 respondents were obtained. The research results are expected to provide input on national strategies and policies for the implementation of a social inclusion-based library transformation program.

Abstract:
Bimbingan Teknis Tenaga Perpustakaan (Bimtek), literally translated as Technical Training for Library Technician, is an activity carried out by the National Library of Indonesia through the Librarian Development Center (P3) unit as an effort to fulfill their responsibilities as a supervisory board. With a target of thousands of participants from all provinces in Indonesia, The Bimtek spent a lot of energy and cost, therefore it would be fruitless when the implementation was far from the target. To avoid this, organizers need to finalize the planning as best as possible, one of which is by assessing the need for Bimtek materials that are in accordance with the interests and needs of the participants. Through this research, the authors conducted a need assessment for the first time at the P3 unit Bimtek involving librarians and library technicians on a national scale.. The research was conducted using a descriptive quantitative approach and survey method of 2.080 Library Technician respondents in Indonesia, the questionnaire was built by adopting the Indonesian National Work Competency Standards in the field of Libraries. The results show that the most chosen Key Functions by the respondents is Library Information and Communication Technology.

Abstract:
Copy cataloging is an implementation of information technology in the cataloging of library materials. The world of international libraries has practiced copy cataloging in processing library materials. This study examines the practice of copy cataloging in Indonesian libraries. This research uses descriptive quantitative method using a questionnaire as a source of data collection. The results showed that 49.5% of respondents did not know the practice of copy cataloging and 50.5% of respondents knew the practice of copy cataloging. It was found that 33% of respondents were aware that the practice of copy cataloging had already done this. Another finding is that librarians who practice copy cataloging are using various library automation systems and 58% are using the National Library database as a source in copy cataloging.

Abstract:
The e-poster is used by the National Library of Indonesia in the context of promoting libraries and a culture of reading fondness, in order to realize a lifelong learning community. The purpose of this study was to study the meaning of one of the 2020 World Book Day commemoration e-posters. This research uses the Charles Sanders Peirce Semiotics analysis to find out the meaning contained in the e-poster. The meaning is done by Barthes Semiotic Theory which is the significance of two hangovers. The sign is seen from the two elements of e-poster namely Visual Elements and Text Elements, then analyzed by looking at objects from the aspects of denotation, connotation and myth. The process of analysis obtains meaning obtained from the point of view interpretation (interpreter). With the following results, the e-poster approves the National Book Day of the Republic of Indonesia National 2020 which is displayed on the Instagram account of the national library of the Republic of Indonesia (National Library of the Republic of Indonesia, 2020) which has represented the national promotion library with its function as an institution responsible for encouraging Indonesian people to spend their lives, mandated in Act 43 of 2007 concerning libraries in article 21 paragraph 3

This research use quantitative content analysis research on recorded text in text reference services. The results showed SMS has the potential to reach a wider market in the community for reference services. Text reference service at Perpusnas needs more planning, implementation, and evaluation which found that sufficient length of the response time and the duration of the transaction. In addition, a reference librarian who runs the text reference service needs to pay attention to aspects of interpersonal communication that is a positive influence in the transaction reference.

Perpustakaan sekolah menyajikan produk terkait dengan pendidikan sekolah dasar sampai SMA, perpustakaan universitas menyajikan produk yang terkait dengan pendidikan di bangku kuliah, perpustakaan pribadi menyajikan bahan bacaan yang disukai yang mencerminkan kepribadiannya, sedangkan perpustakaan nasional seharusnya menyajikan produk-produk yang mencerminkan negara tersebut. Sejarah sebuah bangsa yang besar akan bisa dilestarikan dari generasi ke generasi melalui perpustakaan nasional. Indonesia dikenal sebagai negara yang memiliki indegenous knowledge (kearifan lokal) serta kekayaan budaya yang besar dan tersebar dari sabang sampai merauke. Selayaknya kearifan lokal serta kekayaan budaya yang dimiliki tersebut dapat dikoleksi di- dalam sebuah perpustakaan. Melalui perkembangan teknologi informasi, pengembangan perpustakaan menjadi sebuah jawaban agar koleksi kearifan lokal dan kekayaan budaya tersebut dapat diakses oleh bangsa Indonesia dari sabang sampai merauke dengan harapan mampu memperkuat serta mempertahankan identitas nasional Indonesia. The history of a great nation will be preserved from generation to generation through the national library. Indonesia is known as a country that has indegenous knowledge and great cultural wealth and spread from Sabang to Merauke. Just as well as indegenous knowledge and cultural wealth owned can be collected in a library. Through the development of information technology, library development becomes an answer so that the collection of indegenous knowledge and cultural wealth can be accessed by the Indonesian nation from Sabang to Merauke in the hope of strengthening and maintaining Indonesia’s national identity. But in line with the influence of globalization and technological progress, the more indication of threats to the dissolution of indegenous knowledge among the next generation. Therefore, a new manifestation is needed to make the national library interesting to be accessed and traced by the younger generation of the nation, so that the national identity can be maintained. Abstract:
The virtual reference service (VRS) has been implemented by some libraries in Indonesia. This study aims to identify trends in VRS in some libraries in the Java Island. This research is a qualitative study using descriptive analysis presented as a percentage, then elaborated again with narration or description associated with the field and theory. Using purposive sampling technique, selected 12 libraries to be analyzed on the website. The sample consists of public libraries and special libraries. The results form 12 library samples found to bring trends in the form of presenting referral services if sorted from the most used by the library are email (91%), web forms (75%), chat references (67%), and SMS (8%). Both email and web form used for VSR is using the library's public email. Chat references available on the web library use the Tawk Live Chat App, add on Dalet Galaxy, Whatsapp and Line. VRS in SMS form is only used by the National Library. Email is the most common format used as a communication tool in VRS followed by web forms, chat references and SMS. The results of this study can be used as material for consideration to develop format of VRS in Indonesian libraries

The covid-19 outbreak in the world and in Indonesia since last March 2020, has caused the activities of most people to be carried out from home. The library is an institution that is obliged to carry out work from home. Therefore, a study was conducted to determine the activities carried out during the covid-19 pandemic. This research uses the literature review method. The data source used was EBSCOhost which was accessed fro the E-Resources of the National Library of Indonesia on May 6, 2020. The search used the keyword covid-19 and objectives. The data obtained from the search results are then analyzed against each article with the aim of solving and identifying important information contained therein. Furthermore, the synthesis of all the articles obtained is carried out, namely integrating and identifying conclusions that can be drawn from all articles. Based on the results obtained, it can be concluded that abroad, during the covid-19 pandemic, both public libraries, college libraries, although there are some closed, there are those who postpone activities, but they still provide services to users by utilizing various information technology platforms and social media. In addition to providing information services to users, libraries even provide infrastructure to be used as a place to distribute aid resources to communities affected by covid-19. The experiences of several librarians who are involved in the response to covid-19, such as the participation of a librarian in providing face shield can provide information to the public that librarians are also contributing to the prevention of the covid-19 outbreak.

Abstract:
This study has the purpose of explaining the trend of library development in Indonesia from 2017-2021, studying the significance, and analysing the effects on the development of literacy skills in schools. This study was designed as a quantitative descriptive, comparison, and correlational analysis. The results of this study indicate that the trend of Library Growth in Indonesia continuously increased except in 2018 due to a regrouping policy for primary schools. Secondly, the library growth in Indonesia has shown a significant difference each year in public and private schools. Although in 2018, there was no significant difference in terms of the average percentage of library growth for schools in both public and private environments, what happened in 2019 and 2020 showed different things. Both public and private school libraries have demonstrated significant differences in the average percentage growth of libraries to schools in 2019 and 2020. Even in 2021, the average accumulation percentage of growth in the number of libraries in public schools is already above 90%, while in private schools, it is still below 90%. Lastly, a significant moderate positive relationship between the national average libraries to school ratio and Alibaca Index/Reading Literacy Score means that a library's presence in schools has moderately influenced students' literacy skills.

Abstract:
This paper was written to find out the state of application of international legal instruments regarding refugee cases in a cross-brick country and to find out why there was a flow of refugees across Indonesian borders. By conducting studies in several libraries so that a written paper is created which has several important points, namely first, the State of Indonesia as a developing country does not have to justify the contents of the 1951 convention and the 1967 Protocol, because the Indonesian state has practiced the contents of the international agreements that have been mentioned. And refugees will continue to enter and make Indonesia a transit point to occupy destination countries that have been targeted by refugees. Second, cooperation between the Indonesian government and international institutions such as IOM and UNHCR is believed to be able to solve the problem of refugees which continues to be present in the territory of the State of Indonesia even though in practice it is often problematic in the realm of immigration because there is no governing law in Indonesia or the Indonesian authorities that determine it. Refugee status for those who enter Indonesian territory without holding official letters or documents related to entry into Indonesian territory. Therefore, the Immigration Service classifies them as legal immigrants if they are part of the refugees and cooperate with UNHCR, which is an international institution as a follow-up to determine the status of immigrants.

The issue of leadership today is an interesting one to discuss in management. Leadership in organizations / agencies in the public sphere is more widely discussed, because it is directly related to the surrounding community. The library is one of the institutions in the service and service sector that is directly related to the community. Libraries are then divided into two, namely public libraries and special libraries. The UPT of Bung Krno's Proclamator Library is a special plus library managed by the National Library of Indonesia (PNRI) for the people of Blitar City in particular and in general Indonesian people, tasked with improving Indonesian culture and civilization through the thoughts and actions of great people. This research uses a case study research method with a qualitative design. Data obtained from observations, interviews and literature studies, constrained access to and from outside the city due to the Covid-19 pandemic, this paper conducts interviews via online media with assistance from customer service. Interviews were replaced by filling out closed questionnaires to 10 (ten) employees in the UPT Bung Karno Library. The result of this research is that the head of Bung Karno Library's UPT uses democratic leadership in leading agencies.Key words: leadership, special library, UPT Bung Karno Library, democratic leadership.

Abstract:
This research aims to understand new virtual services developed by Islamic university libraries viewed from the perceptions of library and information science students. The concepts of services and functions of libraries, social media, and virtual technology, are used to understand this objective. This research employs a qualitative method with data collection techniques covering online observation and interviews. Before determining the object of research, observations were made daily on local and national online newspapers, to get an overview of the phenomena of library services during the COVID-19 time. Online interviews employed Google forms reinforced by direct communication via WhatsApp and Phone Calls with several informants, to obtain and validate data through triangulation techniques. The data analysis employed Miles and Huberman analysis techniques, including data reduction, data display, and verification or conclusions. The results of this study show three main issues: firstly, general phenomena around educational issues of students, indicating various social practices from internal to the external environment. Secondly, library usage becomes based on access development to information resources, service innovation, library response, and intensity of library use. Finally, newly identified service developments cover innovations in social media, librarians before virtual cameras, virtual recreation functions, and library collaboration.

Abstract:
Objective. The National Press Monument is a part of the Indonesian Ministry of Communication and Information (KOMINFO) which has the sole responsibility of developing the communication and information sectors of the government including media and journalism. This research explains the preservation process of the Indonesian Journalism newsprint implemented at the National Press Monument. The purpose of this study is to give an overview of the importance of Indonesian Journalism newsprint to users of the National Press Monument. Indonesian Journalism newsprint is a vital source containing Indonesia’s press history and information about the Indonesian Journalist Association before Indonesia gained its independence. National Press Monument collects and preserves old Indonesian newsprint and journals on various subjects. Methods. The qualitative approach and observation methods are used for this research. The observation method is used to focus on the preservation practices. Alongside the observation, the technique is the application of in-depth interviews. These methods are used to explain the processes of newsprint preservation. Results. The results of the study have found that National Press Monument used four approaches to preserve newsprint material: preventive, curative, restorative, and digitalization. Preventive action is carried out by controlling temperature, humidity, light, preventing human-caused damage and conducting bookbinding action. The curative operation was done by fumigation using Sulfuryl Fluoride (S02F2). The restorative step is done by connecting parts of torn/perforated paper, and repairing damaged binding. Finally, digitalization. National Press Monument also developed a new method to preserve newsprint material which is called freezing. This new method is aimed to protect the manuscript from any harmful organism. Conclusions. These methods can also be used in libraries. The National Press Monument not only contributes to preserving newsprint material in Indonesia but also to develop new ways in protecting the manuscripts through various policies.

This study aims to determine the number of human resources needed by the library of UIN Raden Fatah Palembang. This research was conducted using a quantitative descriptive method. The data is processed by referring to Law Number 43 of 2007 concerning Libraries and the Regulation of the Head of the National Library of the Republic of Indonesia Number 26 of 2017 concerning Guidelines for the Preparation of the Functional Position Formation of Librarians. The results of this study indicate that the ideal number of librarians in an agency is 24 people. Meanwhile, the number of librarians in the central library of UIN Raden Fatah Palembang is only 4 people. So it is recommended that there is an increase in the number of librarians who have a D II, D III and D IV background or a bachelor (S1) in Library Science.

The end of this study is to realize the effects of corporate culture, transformational leadership, and job satisfaction on organizational citizenship behavior (OCB) of the National Library of Indonesia. The resource persons in this study involved 280 ASN informants who had served at the National Library for at least three years—used linear regression method to analyze the data and SPSS version 17.0 for data analysis. The results of the analysis of this study instruct organizational culture, transformational leadership, and organizational citizenship behavior (OCB). The village library as a provider of reading material facilities closest to the community is very important, but its existence has not received serious attention. Therefore the National Library of Indonesia has a Social Inclusion-Based Library Transformation program which will provide a new understanding of the existence of village libraries, so that they are better known by the community and can be used properly. For this reason, it is necessary to design a village library information system so that the existence of the library is well organized in accordance with the standards set by the National Library of Indonesia. The analytical method used is descriptive qualitative with a literature study approach, this article provides an overview of the current condition of village libraries that still use conventional library concepts and an overview of library information designs that run social inclusion-based library programs. Social inclusion-based village libraries do not provide loan services and help books, but also provide ICT-based community activities. From the research, it can be concluded that: 1.) the rural library information system design is important to be developed, so that the library is able to fulfill people’s need; 2.) the rural library information system design is important to be developed to be able to give enough facilities for the variations of people empowerment using the library collections; 3.) the implementation of ICT (Information and Communication Technology) in the library is more directed in the promotion and documentation activities to promote the literation development and library activities.

Background of the study: The National Library of Indonesia organizes competition for high school/madrasah libraries in the form of the High School/Madrasah Library Competition. In 2020, online competitions were organized due to the Covid-19 pandemic conditions. Purpose: The problem in this research is the point of view of the jury and the participants on the implementation of the High School/Madrasah Library Contest. Method: The research was conducted using a descriptive qualitative approach. The results showed that the top three winners of the competition from 2017-2020 were high school/madrasah libraries from the Yogyakarta, Riau, Central Java, East Java and East Kalimantan regions. Findings: The jury of the 2020 high school/madrasah library competition considered that the online competition was not good enough and the majority of the jury wanted the 2021 competition to be held offline. Meanwhile, the 2020 high school/madrasah library competition participants considered that the online competition was good and half of the participants wanted the 2021 competition to be held offline. However, the jury's opinion was in line with the participants that it should took longer time for the competition assessment process. Conclusion: The online competition is a solution to the Covid-19 pandemic, but the judges feel that they are unable to see the data needed to give an participants feel they are unable to show the evidence needed

National Library of Indonesia in coordination with the provincial library has been facilitated by information and communication technology such as telephone, fax and internet. In addition, coordination can also be done through conventional correspondency or direct face to face. This study tried to define which communication system that is commonly used by the National Library of Indonesia when coordinating with the provincial library and the reasons that lie behind them. The method used in this research is descriptive with a participatory approach, the researchers and respondents are equal and shared a mutual cooperation. Because the librarian is a profession that has a major contribution in realizing the noble ideals of the Indonesian nation in the intellectual life of the nation. Based on this, the Ministry of Health Library held a Selection of the Best Innovative Librarian. The method used in writing this scientific paper is best practice. Best Practice is an idea or new steps that make an outstanding, sustainable and innovative contribution in improving the process development and quality of education. Best Practice needs to be disseminated to others with various strategies in various places repeatedly so that it can be imitated and adopted by others. The selection of the Best Innovative Librarian was carried out in several stages. Starting from making the TOR for activities, entering activity items into the RKAKL, determining the theme of the activity, making guidelines, compiling a Committee Decree. The Best Innovative Librarian Assessment is done by looking at the completeness of documents, innovation papers and presentations. The one who gets the best score from the jury will be designated as the Best Innovative Librarian within the Ministry of Health. The Best Innovative Librarian 1 to 3 and expectations 1 to 3. The Best Innovative Librarian received awards and prizes at the Publication and Public Service Award Night of the Ministry of Health which was attended by the Minister of Health, Menpan-RB and the Head of the National Library. Librarians are the main key to the sustainability and success of a library. The selection of the Best Innovative Librarian was held as a form of appreciation and appreciation for librarians within the Ministry of Health. Purpose – The purpose of this paper is to report on performance measurement and impact assessment progress made in 14 countries as part of the Global Libraries initiative, starting with the early country grants in Mexico and Chile. For the mature grants in Bulgaria, Botswana, Poland, Romania, Ukraine and Viet Nam which were recently completed or are approaching completion, the nature of the country program is outlined, before the impact assessment work is described and some recent results and conclusions are reported. A similar approach is adopted with pilot and new grants in Colombia, Indonesia, South Africa, Turkey and Lithuania. Design/methodology/approach – The country reports are presented as a series of case studies, in some cases supplementing those in an earlier special issue of this journal. Findings – Where appropriate, recent country-specific survey findings are reported. Practical implications – This paper shares Global Libraries IPA learning at country level with people in other countries who may be contemplating public library evaluation at regional, national or local level or who are interested in performance measurement and impact evaluation. Originality/value – These cases studies reflect concentrated impact assessment and performance measurement work at country level across a range of countries over more than 12 years.

Mapping educational management is critical for improving national education quality. This study aims to classify Indonesian provinces in terms of secondary education management within quality standard parameters. Framed in a quantitative approach with the K-means cluster analysis, this study applied eleven parameters to classify the provinces into three main clusters. These parameters were schools, new entrants, students, repeaters, drop-outs, graduates, teachers, classrooms, laboratories, libraries, and school health services. Secondary data related to secondary education in Indonesia published by the Ministry of Education and Culture were analyzed. With the R software, the clusters were formed based on the shared characteristics of the provinces. This study found that Cluster 1 had twenty-two provinces, Cluster 2 two provinces, and Cluster 3 ten provinces. Cluster 2 was found to be the best cluster, while West Java and East Java shared similar characteristics, hence in the same cluster. Further, 5.88% of the provinces were eligible to be pilot models for the standard quality management of education in Indonesia. There is, therefore, a pressing need for the improvement of education infrastructure to support a better-quality education.

The Law of the Republic of Indonesia Number 43 Year 2007 concerning Libraries states that schools are required to have school libraries based on the National Standards of Library (SNP). This condition forces every school to develop a library, even though the conditions are still far from the standard set. To realize the existence of library, each school uses various resources in its school to establish a school library. This study aims to explore the efforts of primary schools in Singaraja City to fulfill their obligations in providing library space. This study uses a qualitative approach based on critical social theory commonly used in the Cultural Studies approach. The data collection was carried out by in-depth interviews, involved observation and document study. Data analysis in this study follows Peter Berger's model with the following steps: conceptualization, conceptualization results, verification, and objectivation. The results show that the obligation to have a school library at the primary school level is not easy due to various obstacles. This gave rise to the ideology of permissivism or in Balinese it is called dadi dadi dogen. This ideology allows schools to use various types of spaces to become libraries, for example classrooms, teacher rooms, warehouses, UKS, and so on. Research limitations/implications This paper demonstrates how the adoption of a common approach to library service evaluation across several countries can strengthen research practice at country level beyond the Global Libraries Initiative itself. Practical implications This paper shares Global Libraries IPA learning at country level with people in other countries who may be contemplating public library evaluation at regional, national or local levels or who are interested in performance measurement and impact evaluation. Social implications The paper shows how focusing on the impact of public library services on users can enhance the understanding of community requirements and inform the development of more effective services to library users and communities. The main purpose of this study is to compare the efficiency performance of high school education in Indonesiabased on its specialization groups, namely natural and social sciences. This study uses secondary data of high school published by Ministry of Education and Culture of Republic of Indonesia in 2016 which covers general description such as the numbers of schools, students, teachers, graduates, classes, et cetera. This study uses a bootstrap approach that is applied in Data Envelopment Analysis (DEA) method, which compares the efficiency of each Decision Making Unit (DMU). To compare its efficiency, as many as 34 provinces are used as DMUs by using six input variables, namely the number of participants of national exam, students, schools, teachers, libraries, and the number of classrooms. The output variables are the number of graduates, the average score of national exam in Indonesian, English, and mathematics.The results indicate that all provinces have very good performance in organizing high school education for both natural and social sciences where the average efficiency scores of the traditional DEA are .99 and .98 for natural and social sciences, respectively. Meanwhile, its average scores from bootstrapped DEA are .98 and .96 for natural and social sciences, respectively. The empirical results also reveal that bootstrapped DEA provides better accuracy of efficiency scores than the traditional DEA. Overall, the provinces in Indonesia have better performance in organizing natural science than social science.

<p>Resequencing of the soybean genome facilitates SNP marker discoveries useful for supporting the national soybean breeding<br />programs. The objectives of the present study were to construct soybean genomic libraries, to resequence the whole genome of<br />five Indonesian soybean genotypes, and to identify SNPs based on the resequence data. The studies consisted of genomic<br />library construction and quality analysis, resequencing the whole-genome of five soybean genotypes, and genome-wide SNP<br />identification based on alignment of the resequence data with reference sequence, Williams 82. The five Indonesian soybean<br />genotypes were Tambora, Grobogan, B3293, Malabar, and Davros. The results showed that soybean genomic library was<br />successfully constructed having the size of 400 bp with library concentrations range from 21.2–64.5 ng/μl. Resequencing of the<br />libraries resulted in 50.1 x 109 bp total genomic sequence. The quality of genomic library and sequence data resulted from this<br />study was high as indicated by Q score of 88.6% with low sequencing error of only 0.97%. Bioinformatic analysis resulted in a<br />total of 2,597,286 SNPs, 257,598 insertions, and 202,157 deletions. Of the total SNPs identified, only 95,207 SNPs (2.15%) were<br />located within exons. Among those, 49,926 SNPs caused missense mutation and 1,535 SNPs caused nonsense mutation. SNPs<br />resulted from this study upon verification will be very useful for genome-wide SNP chip development of the soybean genome to<br />accelerate breeding program of the soybean.</p>

Peran pustakawan sangat dipengaruhi oleh kompetensi yang dimiliki oleh pustakawan dan juga kondisi perpustakaan sebagai tempat pustakawan bekerja. Perpustakaan sebagai institusi pengolah informasi sangat besar pengaruhnya terhadap kinerja pustakawan dalam meningkatkan peran perpustakaan sebagai knowledge repository. Kondisi perpustakaan di lingkup KKP pada saat ini secara struktural kedudukannya masih rendah dan juga belum memenuhi Standar Nasional Indonesia (SNI) tentang penyelenggaraan perpustakaan di lingkup Instansi Pemerintah. SNI tentang perpustakaan ini telah diadopsi oleh KKP dalam bentuk Permen KP No.8 2014 tentang penyelenggaraan perpustakaan di lingkup KKP namun belum diimplentasikan secara optimal. In building the Knowledge repository, the role of librarians is very large in capturing local content and process information digitally. The role of librarians is strongly influenced by the competencies possessed by librarians and library conditions as a place to work. Library as an institution of information processing has very large influence on the performance of librarians in enhancing the role of the library as a knowledge repository. The Conditions of libraries in the scope of the MMAF at this time structurally position is still low and do not meet the Indonesian National Standard (SNI). SNI of the library has been adopted by the MMAF in the form of ministry regulations KP No.8 year 2014 on the administration of the library in the scope of MMAF. In order Librarians do more to support the MMAF Knowledge Repository, it is necessary to optimize the implementation of ministry regulations KP No.8 Year 2014, and improve the position of library as structurally in all work units / work units in the scope of the MMAF.

The utilization of copyrighted works for educational purposes under the doctrine of fair use is globally accepted, however, the limit and the implementation measures are not clearly defined. In the age of digital learning where the creation, utilization, and dissemination of information in general and copyrighted works, in particular, have become borderless, it’s critical to analyze the proper implementation of educational fair use. Using juridical normative approach combined with analytical study and comparative study between Indonesia and Myanmar Copyright Law, this research found that both Indonesia and Myanmar Copyright Law provide important exceptions that are specifically aimed at non-commercial educational purposes and public library archival context, however, the implementing regulations of the educational fair use still non-existence. To optimally and effectively implement the doctrine of fair use for educational purposes in the digital age it’s important to adopt globally accepted official guidelines to determine educational fair use more comprehensively followed by synergy, partnership, and collaboration between government, academics, and libraries in formulating both legal and digital infrastructures to guarantee that the implementation of educational fair use in digital age learning complies with national legislation and compliance with international copyright regulations. The library is a gate of science and a heart of civilization. Indonesia already has a Perpustakaan Nasional consisted of 27 floors and is equipped with facilities that are adequate for user needs. Apart from that, we need to see opinions from the community as users. Public opinion about the library is critical for library managers to evaluate services and facilities from the library. One way to find out the views of the community is by using social media twitter. Twitter social media is often used in channelling opinions or expressing opinions about specific topics; besides social media, twitter is commonly used for digital campaign movements. Submission of views and even digital campaigns on Twitter social media greatly influence the opinions and even behaviour of society in various ways. This study analyzes tweets about national libraries by classifying, positive opinions, negative opinions and neutral opinions. In this study, twitter data will go through the preprocessing, weighting, and classification stages. TF-IDF and TF binary are used in weighting in this study. The classification used in this study is Naive Bayes and KNN. Accuracy, precision, and recall values were also used in this study to evaluate classification performance. The highest classification performance using KNN classification with TF-IDF weighting resulted in the value of accuracy, precision, and recall of 83.33%, 79.2%, and 83.3% respectively.

In Indonesia's policy must have been regulated through LAW No. 6 of 2011 on immigration, which is where there is a solution in the case of dark immigrants. But this is still not effective in handling the issue of illegal immigrants and is a partial where it still makes illegal immigrants or illegally victims of casualties and the absence of sanctions and deterrent effects against them. Indonesia should make the national sovereignty principle a guideline for making regulatory policies regarding illegal immigrants.

Background Trichoptera are one of the most diverse groups of freshwater insects worldwide and one of the main bioindicators for freshwater quality. However, in many areas, caddisflies remain understudied due to lack of taxonomic expertise. Meanwhile, globally increasing anthropogenic stress on freshwater streams also threatens Trichoptera diversity. Methods To assess the Trichoptera diversity of the area within and around the Mount Halimun Salak National Park (MHSNP or Taman Nasional Gunung Halimun Salak) in West Java (Indonesia), we conducted a molecular-morphological study on Trichoptera diversity using larvae from a benthic survey and adults from hand-netting. In addition to morphological identification, we applied four different molecular taxon delimitation approaches (Generalized Mixed Yule Coalescent, Bayesian Poisson Tree Processes, Automatic Barcode Gap Discovery and Assemble Species by Automatic Partitioning) based on DNA barcoding of Cytochrome-C-Oxidase I (COI). Results The molecular delimitation detected 72 to 81 Operational Taxonomic Units (OTU). Only five OTUs could be identified to species level by comparing sequences against the BOLD database using BLAST, and four more to the genus level. Adults and larvae could be successfully associated in 18 cases across six families. The high diversity of Trichoptera in this area highlights their potential as bioindicators for water quality assessment. Conclusions This study provides an example of how molecular approaches can benefit the exploration of hidden diversity in unexplored areas and can be a valuable tool to link life stages. However, our study also highlights the need to improve DNA barcode reference libraries of Trichoptera for the Oriental region.

Reading is one of the language skills that must be mastered by every student, the ability to read becomes one of the mandatory components in the national education curriculum. However, assessment programs of various international institutions and the Ministry of Education & Culture show that students in Indonesia are still low in their reading ability, in this case reading comprehension skills. For this reason, through this literature study, the problems and solutions are examined based on various library sources. The results of the literature study show that there are different standards between the teaching of reading in education in Indonesia and the standards used by various international institutions in measuring students' reading skills. In addition there are various factors driving the low ability & reading culture of students in Indonesia, namely: 1) Reading has not become a necessity, let alone become a culture, 2) Misperception about the concept of reading ability in most societies including students and teachers, 3) Capacity building reading is still perceived as part of the responsibility of language courses only, 3) The learning process still does not utilize models, methods, learning strategies that are diverse and suitable for reading comprehension learning, 4) reading material, learning activities and practice / evaluation questions there are teaching materials in schools that tend to still dwell on low order thinking skills, 5) Not yet the maximum facilities and infrastructure of school libraries as a center for developing the ability and culture of reading students, and 6) Program of Gerakan Literasi Sekolah (GLS) has not shown the progress expected to build a reading culture.

The expansion of digital technology presents both obstacles and opportunities, particularly for young people. Consequently, educational institutions have been developing digital literacy curriculums. Since digital literacy is not yet included in the national curriculum as a compulsory subject, private schools have constructed digital literacy programmes based on local resources. This study investigates how digital literacy practices are carried out in selected private elementary schools in Yogyakarta, Indonesia, based on ICT learning, an information and media literacy approach, educators' role, and learning points. The data were collected in interviews with: (1) principals, (2) Information and Communication Technology (ICT) teachers, (3) librarians and (4) classroom teachers because, according to previous research, they are the main actors of digital literacy in school. The structured interviews use research instruments derived from two earlier studies and are tailored to the study's needs. This study demonstrates that (a) the digital literacy approach is implemented mainly through an ICT learning and media literacy approach while the information literacy approach is undermined; and (b) principals, classroom teachers, and ICT teachers are the three actors who play the most important roles in digital literacy, while librarians play a minor one. The majority of digital literacy training takes place in computer laboratories, while training in classrooms and libraries is less frequent. The study recommends the school blend ICT learning, information literacy, and media literacy pedagogy more comprehensively, with the library serving as the primary locus. In parallel, school principals should encourage school librarians to collaborate with the computer and class teachers to enhance the inclusive digital literacy curriculum.

KIN merupakan hasil konsolidasi katalog dari setiap perpustakaan anggota. Perpustakaan Nasional RI (Perpusnas), yang bertanggung jawab untuk membangun KIN, saat ini menggunakan sebuah platform tunggal dalam konsolidasi tersebut. Semua perpustakaan anggota harus menyediakan sistem yang sama, baik perangkat keras maupun perangkat lunak, untuk bisa berkolaborasi dalam KIN. Arsitektur monolitik seperti ini sangat berpotensi menghalangi perpustakaan yang belum siap dengan sistem yang dibutuhkan untuk berkontribusi dalam pengembangan KIN karena membutuhkan biaya yang tidak sedikit. Artikel ini membahas arsitektur <em>Observable</em><em>-SOA</em> untuk menjadi alternatif arsitektur yang fleksibel sehingga memungkinkan beberapa perpustakaan anggota yang berjalan pada berbagai platformnya masing-masing yang saling berbeda untuk bisa melakukan interoperasi secara efektif dalam mengembangkan KIN. Arsitektur tersebut memanfaatkan konsep yang ada pada SOA (<em>service-oriented architecture</em>) dan pola perancangan <em>Observer</em>. Arsitektur yang diusulkan, berikut algoritme dari beberapa layanan (<em>service</em>) dasar, telah berhasil diuji fungsionalitasnya dalam melakukan konsolidasi KIN dan pencarian katalog pada lingkungan simulasi yang merepresentasikan interoperasi antara Perpusnas dengan setiap perpustakaan anggotanya. Lingkungan uji tersebut melibatkan 4 perpustakaan digital yang diimplementasikan dengan menggunakan 3 sistem perpustakaan terintegrasi yang bersifat <em>open source</em>. KIN is consolidated from the catalogs of its various constituent libraries. The National Library of Indonesia (Perpusnas), which is responsible for building KIN, is currently using a single platform built for such consolidation purposes. All constituent libraries must provide the same system, which includes hardware and software, to collaborate in KIN. This monolithic setting may prevent some libraries, which are not ready with the required system, to contribute in developing such KIN since it costs a lot. This article discusses the Observable-SOA architecture to provide a flexible setting allowing some constituent libraries with various different platforms to effectively interoperate in developing such catalog within a NIDL. Such architecture leverages the Observer design pattern and SOA (service-oriented architecture) concepts. The proposed architecture and some basic services algorithms were successfully tested for its functionalities in consolidating KIN and searching a particular catalog within a simulated environment representing the interoperability between the Perpusnas and its constituents. Such environment involved 4 digital libraries implemented by using 3 open-source integrated library systems (ILSs). This Observable-SOA architecture may be used to replace the monolithic architecture currently used by the Perpusnas to develop KIN without burdening the constituent libraries with various additional systems</em></p>

The issue of the nationalization of Dutch companies (railroad), which strengthened in the early 1950s, had caused some concern among Dutch companies. The issue was rolled by leftists who were disappointed with some of the results of the Round Table Conference (RTC) in December 1949. There was a phenomenon of xenophobia among natives of something that smelled of foreign (Western) so that the government policies that emerged were rooted in this matter, starting from the Benteng program and the nationalization of the company foreign. This paper aims to parse the anti-foreign phenomenon before nationalization by emphasizing the socio-cultural aspects. If the political process is carried out by the state political elite, then the social process is carried out by other elements of society such as trade unions in the form of boycotts, strikes and demonstrations. While cultural action is carried out by elements of society such as artists and humanists who carry out a variety of artistic actions such as murals, propaganda graffiti, advertisements in the mass media or images that burn the spirit of warriors on the walls in the city area. Particularly among railways, various socio-cultural activities were carried out by the Djawatan Kereta Api (DKA) in the 1950s. This research uses historical research methods based on primary sources traced from archival institutions and libraries. Research results show that the phenomenon of xenophobia that occurred in the decade of the 50s is part of the national socio-political criticism expressed through various forms of social culture.

Library as one of the supporting units in college must provide good services to its customers. Therefore, a library must comply with the laws, regulations, and standards that have been made. Three institutions creating the standards of college libraries for improving the services are Standar Nasional Indonesia (SNI), Perpustakaan Nasional Republik Indonesia (PNRI), and Direktorat Jendral Pendidikan Tinggi (DIKTI). Among those three institutions, PNRI should be as a reference since its assessment has the most details. Politeknik Negeri Bandung (Polban) as higher education that has been established for more than 20 years should meet PNRI standard. This study used the descriptive method to describe the condition of the library associated with the nine components in the accreditation guidelines which are Service, Cooperation, Collection, Organization of Library Material, Human Resources, Infrastructure Building/Room, Budget, Library Management, and Library Collection Care. The data was obtained through interviews, observation based on nine components of PNRI standard, and document analysis with the solutions. The results from this research show that Polban Library has met the two components of the nine components that are Organization of Library Material and Library Collection Care. This is because the library has implemented its activities in accordance with the guidance of the University Library Accreditation Standard set by National Library of Indonesia (SNI). Meanwhile, the other seven components have not been met yet by Polban. They need to be fixed and adjusted to the prevailing standards.

The key performance indicators of library affairs are carried out by measuring the culture of the people’s love of reading, related to the basis of program preparation, library development strategy, as well as the basis for preparing library policy directions. The high level of love for reading in the community has an impact on the level of welfare of the community. The phenomenon of people’s fondness for reading can be seen from the results of the study of their love of reading with their index value. To increase the love of reading, scientific research standards are needed which are the basis for making decisions or policies. Surveys must be in accordance with scientific principles so that research results can be justified. The high community literacy development index and the reading love index will realize a high community literacy index. Libraries can contribute in measuring the reading love level to measure the community’s reading fondness index, both nationally and regionally, in a comprehensive and precise manner. The results of the study of the level of interest in reading can be used as a reference and guide for the National Library of Indonesia, the provincial library service, as well as the regency/city library in making policy for programs to increase the love of reading for people throughout Indonesia.

This study explains the values of ukhuwah wathoniah in the poem Gurindam 12 by Raja Ali Haji. Researchers used a literature review method with three steps. First the exploration of Malay cultural texts related to ukhuwah wathoniah, and data collection through the internet, libraries, and scientific dialogues with experts. The second, uncover the meanings of the essential phrases found in Gurindam 12. The third, constructs the values found. The study's results found that the values of ukhuwah wathoniah in Gurindam 12 contain fundamental values, practical operational values, and reflective meta-values. The fundamental values in building ukhuwah wathoniah are; knowledge, nobility, language, the goal is happiness and glory. In practical operational values, one can understand textual and contextual issues, issues of humanity and unity, and issues of justice and welfare. The Meta-Reflective Approach Gurindam 12 values can be reflected in building nationalism in the era of Industry 4.0. In conclusion, the values of ukhuwah wathoniah are relevant to understanding the phenomenon of the Unitary State of the Republic of Indonesia as a country. Diabetes di Indonesia dianggap sebagai masalah kesehatan utama dan telah menjadi perhatian sejak awal 1980-an. Diabetes adalah salah satu penyebab utama kematian di indonesia. Indonesia dinilai sebagai salah satu dari sepuluh negara teratas secara global dengan jumlah individu pengidap diabetes yang tinggi pada tahun 2013. Diperkirakan bahwa pola yang sama akan berlanjut kecuali intervensi untuk mencegah dan mengelola diabetes diterapkan. Metode yang digunakan pada penelitian ini adalah studi literature review. Sumber pustaka yang digunakan dalam penyusunan melibatkan 19 pustaka yang berasal dari 2 buku dan 17 jurnal internasional. Tahun penerbitan sumber pustaka yang digunakan dalam penulisan artikel adalah dari tahun 2010 sampai tahun 2018. Berbagai penelitian menunjukkan hasil yang cukup signifikan mengenai pengaruh daun kemangi terhadap penurunan kadar gula darah. Ergunol pada daun kemangi memiliki beberapa mekanisme sebagai antidiabetik seperti inhibisi aktivitas dari α-glucosidases, Inhibisi dari formasi AGE, mencegah perlekatan glukosa terhadap serum albumin dan meningkatkan konsentrasi dari enzim antioksidan. Asam ursolat dalam daun kemangi menstimulasi pengambilan glukosa melalui berbagai cara. Kata Kunci: daun kemangi, diabetes, eugenol, asam ursolat DECREASED BLOOD SUGAR LEVELS USING TULSI LEAVES ABSTRACT Diabetes in Indonesia is considered a major health problem and has been a concern since the early 1980s. Diabetes is one of the leading causes of death in Indonesia. Indonesia is rated as one of the top ten countries globally with a high number of individuals with diabetes in 2013. It is estimated that the same pattern will continue unless interventions to prevent and manage diabetes are implemented. The method used in this study is a literature review. Literature sources used in the preparation involved 18 libraries originating from books, national journals and international journals. The year of publication of library sources used in article writing is from 2010 to 2018. Various studies have shown significant results regarding the effect of tulsi leaves on reducing blood sugar levels. Eugenol on basil leaves has several antidiabetic mechanisms such as inhibitory activity of α-glucosidases, inhibition of AGE formation, prevent glucose attachment to serum albumin and increase concentration of antioxidant enzymes. Abstract:
Partners in the implementation of this community partnership program are SMK 17 Agustus 1945 which is located on Jalan Nginden Semolo no.44 Surabaya. The facilities owned are IT-based, it's just that the obstacles faced by schools in supporting the teaching and learning process, especially the facilities and convenience of libraries, have not met the national library standards. Based on the input of teachers and library staff as well as direct observations made by the service team, there are several problems, namely: 1) There is no arrangement of library material collections according to their field of knowledge; 2) There is no book cataloging in accordance with the field; 3) Inventory of library materials has not been managed properly and correctly, by providing a book slip for each book; 4) There is no circulation service yet, because officers are burdened with routine public relations activities and lack of library personnel; 5) There is no guidebook in managing library materials, officers have not used standard guidelines. There are two stages in implementing the solution that must be completed with partners, namely: 1) the planning stage which includes: coordination with library staff, teachers, and school principals as initial input, direct observation to obtain evidence related to initial input; 2) Implementation phase which includes: Arrangement and classification of library collections, cataloging library collections, inventory, making library circulation services, making manuals. The results of the community service activities concluded that there were significant differences before and after the procurement and management of the library. This is evident from the results of activities in the form of classification, the arrangement of library collections has been well realized, the room layout is neatly arranged, cataloging library collections, numbering and installation of slips have been installed properly, making library circulation services, and making library management manuals. manual has been realized. From a series of community service activities, it has a success rate of 100%. This is shown from all activities that have been completely completed and the results can be enjoyed by students, teachers and visitors to the SMK 17 August 1945 Library and no less important for the sake of school accreditation.
