Abstract:
Educational environment and education system in particular are the key institutions participating in human resources quality formation and development. Reforms undertaken in these spheres are aimed to enrich and improve qualitative characteristics of population regarding its educational, cultural and professional components. National educational system has developed its own rich traditions and methodological instruments. However, global processes taking place in the world require international trends in educational sphere consideration and analysis. The purpose of this article is to research the degree of educational services market subjects involvement in international educational projects implementation as well as to analyze the effectiveness of international cooperation expansion of in the field of education. The research methodology includes bibliographic, analytical and statistical research methods. The findings are based on statistical data, collected and provided by official statistics bodies, research centres and agencies, analysis. The results of this research have made it possible to identify factors that reduce the effectiveness of international educational projects realization. Consequently, these factors elimination will lead to an increase in professional and academic mobility, quality of education and the competitiveness of Russian educational organizations improvement

The article deals with social and geographical theoretical questions of formation and development of local educational systems (LESs), general methodological approaches of their studies and results of organizational and functional development. The determining position of local educational systems as lower element of educational process organization in the structure of national educational complex is also described. Abstract:
Institutional theory, an important research tradition in analysis of schooling, has examined the development of mass schooling in the United States and worldwide. But research in this tradition has given little attention to the internal working of mass school systems, to problems of inequality and the quality of instruction, or to relating those problems to the organization and management of mass school systems. Building on the first three articles, which document how education system building has become a key instrument in efforts to improve the quality and equality of educational opportunity for students, we argue for a program of comparative research on education system building cross-nationally. We outline a program of research that would extend our comparative approach to studying school systems’ efforts to build, use and manage educational infrastructure as they attempt to transition to education systems in the United States by including such efforts in several other nations.

The national Romanian curriculum challenges practitioners to apply it through educational and structured activities so as not to delineate the structure indicated by the national curriculum. Due to a common dialogue with other educational systems, the current Romanian educational system addresses at the micro-pedagogical level educational practices specific to other educational systems. The Finnish educational system manages to effectively combine current curriculum structures, the social vision based on trust and the implementation of educational software. This triad of components provides Finnish practitioners and foreign practitioners with the Finnish educational system, a design of educational activities validated by the educational outcomes. We wanted to discover the Romanian teachers' vision of the opportunities of the Finnish education system, as well as finding out about the continuous training of teachers in the national educational system. Abstract:
The article discusses the problems of developing new educational programs for universities and issues that need to be addressed by coordinating with various system institutions under the influence of transhumanism. The methods of analysis, generalization of the regulatory and methodological framework, and external expertise in interaction with employers were used. The scheme of interaction of elements of the national qualifications system in developing an educational program is presented. The hypothesis of the need to include all elements for the development of educational programs has been tested. The correlation dependence and percentage approximation results proved the need to use all components to develop educational programs. Several issues related to universities' development of educational programs and requiring further clarification are highlighted, including issues of harmonization of professional and educational standards under the influence of transhumanism. The work results determine the following directions for the further development of educational programs: 1. normative and methodological development, 2. the use of external expertise and evaluation, and 3. expanding opportunities for further development of unique programs with active cooperation with employers.

Program "Rukhanizhangyru" is a new stage in thehistorical development of modern Kazakhstan. Modernization of the public consciousness of each individual involves the revision of young people's attitude to themselves in order to achieve success in professional activities and consolidate their competitiveness. At the same time, it is important to preserve all the positive experience that has accumulated over the centuries, the characteristics of the people and the country, and education plays a system-forming role in this process. Today, in Kazakhstan and Russia, there is an acute issue of promoting values in the student environment, developing a sense of belonging to the present and past of the Motherland, responsibility for its future, but the potential of the educational space in the implementation of this process is not fully revealed. In the conditions of the changed educational space of these States, the process of forming a new generation of socially active, responsible for the development and preservation of spiritual values of young citizens who have all the values put forward by the States is relevant. The Purpose of this article is to study, analyze and generalize domestic and foreign experiences in the issues of introducing students to the system of national values, revealing the potential of the educational environment in promoting values in the youth environment and strengthening its competitiveness. Abstract:
The paper applies the conception of social hybridization as an instrument for scientific analysis of national educational reality. This work provides a rationale of the hybrid nature of the national higher education system modernization. The influence of integration preferences on the formation of hybrid educational structures in the system of national higher education is revealed. The hybrid system’s definition is given and the processes of education sphere hybridization are considered. Various aspects of educational hybridization are discussed. In particular, the hybrid nature of the competence approach is emphasized. The authors dwell on the features of hybrid transformations in connection with educational reality and come to a conclusion that today there is an artificial education system in Russia, which generates the distorted educational forms distorting the Russian education system due to a shift of educational activity meanings and the creation of inverted structures. The paper considers the models of hybrid systems based on converted forms. Inversion, like a virus, generates hybrids everywhere. The society and the basic social institutions have been “hybridized” to a large extent. The realistic description of the arising hybrid educational models requires bearing in mind the principle of additionality; otherwise we will have a distorted idea about the transformations of educational reality. We may observe this on the example of the forced implementation of foreign educational models in domestic educational environment. Hybrid educational systems should be “grown” but not implanted.

The implementation of national sports development must be in line with the national sports policies. TARSIL which is an abbreviation for trust, authority, responsibility, supervision, integration and local wisdom is considered as an ideal formula for policy making-regional autonomy related. The purpose of this study was to analyze the Indonesian Sports System (policy product) based on TARSIL values. This is a qualitative study whereby data were collected through observation, documentation, and interview. The Indonesian Sports System was used as the object of sports policy. Seven people actively participated in this study. Data analysis consisted of reduction, presentation, and conclusion drawing. The results showed that the Indonesian Sports System has been implementing TARSIL values. All components of TARSIL are stated in the Indonesian Sports System. However, not all indicators of those components were stated. We suggested that TARSIL values may be used as the consideration for the upcoming sports policies at either national or regional levels.

Abstract:
Under a democratic system, the policy is the most crucial factor that made the party is selected to be representative of the citizen. Furthermore, “Favorited” policy is a key success factor to indicate which party would be selected as “Government” or “Opposition.” Similarly, in Thailand, all parties propose the policies that hopefully would gain a number of voters. Regarding to official Thailand national statistical office report 2015, there are 696,321 voters (who work for school, both public and private school, ministry of education’s staff are included) in educational system and 13,954,735 related voters (students from primary school, secondary school, undegraded students and graduated students) that is around 29.7 % of total voters. As the historical data from 2001 to 2011, all of Thailand’s government came from the party got 11,637,495 – 15,387,223 voters then voters from the educational system was being focused from all parties. Educational policy was used as the key attractiveness for the party from the democratic system. Every composition of the educational system was defined and typed for understanding that finds “How to assess them?” Especially in school level, government welfare was created for teacher and more increasing in every government. Finally, the teacher’s average total income was higher than others who similarly work for the government. By theoretical assumption, the performance of teaching process should vary with input on return to someone who is responsible. The empirical results from national testing examination show controversy on the assumption, result from national testing examination stable and trend to die-down while total return to staff of teaching process is significantly increasing and still trend to higher. But not for the coup, educational policy from the revolutionary party look like base on idealism, focus on problem-solving by theory, that sounds good by logic at the first but there are many limitations to the theory. National testing’s result increased scores by the revolutionary party’s administration but not significant gain scores as people’s expectation. Although, the coup’s policy on education was not canceled or inhibit the favorite educational policy but is not the same advantage as a democratic party. Outcomes from teaching process required more than during democratic government that effect to educational staff’s norm, more strictly control process and more systematic process (also create some non-skill and time consumed in the same time). Finally, resistance to enforcement/punishment was the major cause to create “Ignorance.” The primary purpose of the study is to explore the adverse effect of the educational system by the relationship between cause, educational policy, and education output, historical result from Thailand’s national testing score. Analysis of data was based on documentary research methodology from empirical evidence, both official and un- official documents were analyzed, the content analysis was used in this study. The bias of pollical interest is declared by self-support in the study; without any support by both democratic and revolutionary parties.

The article deals with the potential of the international systems of educational statistics for the national systems of educational analytics, namely: Sustainable Development Goals (SDG), UNESCO; the Indicators of Education Systems (INES), OECD; Eurostat, EU. The study is based on empirical and theoretical research methods: analysis of practical experience with these international systems of educational statistics, the study of scientific literature, comparative analysis and synthesis. The practical significance of the work lies in describing the functionality and features of these systems, the structure of their sets of indicators, as well as their potential for use in national systems of educational statistics and analytics: analysis of the current state and dynamics of education systems in different countries and their comparative analysis. As an example of the effective use of the international systems of educational statistics at the national level, a description of the system of educational analytics «The Conditions of Education» (USA) is presented. The main goal of the article is to provide information on the international systems for educational statistics and analytics to a wide range of citizens: the active members of the civic society, educators, researchers, experts in the field of national statistics and analytics, education leaders and policymakers for promoting the integration of Ukrainian education systems into the world and European education communities. In conclusion, the proposals are made to harmonize the national system of educational indicators with the systems of indicators of international systems of education statistics (in particular SDG, INES, Eurostat), the widening of Ukrainian participation in the international education quality surveys (in particular PISA, TALIS, PIAAC, TIMSS, PIRLS, etc.), effective use of data from international systems of education statistics in the national system of education statistics and analytics, as well as the application of best practices by countries, in particular the USA.

Abstract:
The authors analyze the current system of educational needs of national minorities in Ukraine by defining the system of education, including legal policy, institutional and organizational guarantees, identifying problematic aspects in the sphere of Ukrainian education and identifying opportunities to overcome them, analyzing the status of educational needs of national minorities. It is indicated that global transformations have intensified the tendencies of the number of national minorities due to global demographic processes, including migration and refugees. It is argued that the elements of the system of educational needs of national minorities in education in Ukraine are international, European regional, and national legal acts, the functioning of public authorities, the complex structure of educational institutions at all levels, and additional organizational and economic guarantees of educational rights. International, regional, and national legal norms are analyzed. Positive aspects and shortcomings of the legal regulation of the educational sphere of national minorities are indicated. A number of improvements to the current ethnopolitics of Ukraine in the context of the implementation of international and European standards and the positive practice of democratic states, including Romania, are proposed. The methodological basis of the study is a system of philosophical, general scientific, and specifically scientific methods. The sociological survey, conducted on the author's questionnaire, represents the real state of national minorities education in Ukraine. The Russian, Hungarian, Slovak, and Polish national minorities are taken into account. The authors proved that the pandemic crisis has a particularly negative effect on the education of national minorities.

The purpose of scientific exploration is to determine the factors influencing the processes of modernization of education in the national cluster. The task of the article is to characterize the socio-economic, political, and cultural elements of national development that influence the educational space, forming the basis for the implementation of innovative transformations in the practical learning activity and their prospects in the strategies of educational development. Abstract:
The article deals with the issues of integration of individual national educational systems and the formation of a single Eurasian educational space. The purpose of the article is to assess the degree of readiness of the national higher education systems of the Eurasian Economic Union (EAEU) member states for consistent integration. The assessment was conducted employing the tools of mathematical statistics. At the first stage, the authors formalized the national education system parameters in the form of a scorecard. At the second stage of the study, a comparative analysis of educational systems was carried out based on enlarged groups of quantitative and qualitative indicators. To conduct a comparative analysis of educational systems the authors used comparative logical, descriptive, and cluster analysis methods. According to the analysis results, Armenia and Belarus turned out to be the countries, most close to each other in terms of the totality of qualitative and quantitative indicators of national higher education systems. The conducted analysis allows concluding that Belarus can integrate with other countries most easily. Armenia is ranked the second country capable of such integration. Kazakhstan and Kyrgyzstan are in the third and fourth places, respectively. According to the results of the cluster analysis, Russia has shown a minimal degree of integration of the higher education system with other EAEU countries, as it is the leader in terms of several qualitative and quantitative indicators. With the strengthening of the global economy, contemporary societies have come to view the educational achievements of their young people as a major component of national competiveness. But there are substantial variations in the strategies employed by different nations. To maximize educational achievements, some nations believe that the provision of a stratified system of schooling is effective, at least for the minority who are able to gain entry to the elite academic stream. In contrast, other nations prefer a more egalitarian strategy to education where all students attend a common school devoid of ability streams until well into their secondary level studies. The egalitarian strategy is believed to be just and fair. But does it enhance educational achievement? Several other strategies are also being advanced, and the same questions can be asked about them. There are a number of studies that explore the academic consequences of different strategies within particular national systems, but there are relatively few studies that explore these questions across several national systems. The Organisation for Economic Co-operation and Development-supported Programme for International Student Assessment (PISA) studies enable a cross-national analysis; but the official reports from the Organisation for Economic Co-operation and Development primarily provide bivariate analyses of these relations whereas a multivariate strategy taking into account several system level variables is preferred. In this paper we examine the historical origins of six contemporary strategies, and draw on the PISA studies to compare the relative efficacy of these strategies relying on path modeling.

This resulted in the gradual increase in the percentage of literacy rate. But, perhaps tribal groups, especially PVTGs, could not come up effectively in full pace with their cohabitants and become part of this developing change in their villages and surroundings, due to their situational demerits. Moreover, there is a need of reform in educational policy and system for tribal communities, especially PVTGs as per their cultural needs and expectations for increasing literacy rate along with better awareness and cultural sustainability. The article considers the main aspects and problems of transforming an educational network in the current context of decentralization. Reference is made tothe urgent need of restructuring the responsibilities in education management between the center and regions providing the latter with independence in finances, organization and management at the regional level. It is emphasized that extending powers of the local executional bodies in management of educational institutions is the primary purpose of decentralization process. There was examined a pattern of decentralizing the basic education in Poland, according to which it was recommended to oblige the local self-government bodies to implement the education politics according to the local needs, finding the school administration and continually appraise the quality of education. It has been observed that currently the essential functions of state in education are assigned to the regional state administrations, regional and local educational departments. The local authorities are burdened with responsibilities of financing and providing the social security for children, defining the network of training institutions, maintaining their records and performing control over their activities. The author points out that at present the local and regional authorities duplicate the functions of the Ministry of Education and Science of Ukraine, which is non-effective. The author believes that the local government officials are able to perform political management well up to the officials of educational departments and administrations. However, prior to assignment of new obligations, it is necessary to develop and implement an effective retraining program for personnel and staff of the municipal structures. There have been reviewed the results of the pilot project: «Decentralization: education reforms at the local level», which experts had been analyzed the consistency of educational network. It pointed to the major areas of concern for the education reforms in local communities, namely a significant expense side of budget for education financing, low level of education in rural students according to the data obtained from the independent external assessment, and lack of subject oriented teachers. The author makes a conclusion that the purpose of decentralization in education should be an overall improvement of educational services and be based upon the following basic principles: students’ right to have a free choice of educational institution, equal access to good-quality education services, decent conditions to develop their abilities, improving the quality and efficiency of the educational process, effective use of types of resources.

The national progressives who have appeared in the majority of the countries of the East at the end of the XIXth beginning of the XXth centuries estimated the Central Asian Jadidism as reflection of the reformatory movement of the local intellectuals. The concept «jadid» formed from Arab «usul-and-jadid» («new method») designates new ways of learning in an example of the European education. Such educational maintenance of Jadidism in the course of social and political development of the country has changed the status of old social and political system, having provided her new, original character. Together with it, process of formation and high-quality changes of Jadidism in the country can be divided into two periods: cultural and educational and period of political struggle. The educational ideas of Jadidism have generated need to reform an education system in the country according to modern models. Naturally, such reforms have adopted also the colonial authorities in the country. In the course of education system reform realization the imperial government protecting colonial interests in the actions relied on the principles of Great Russian chauvinism. This article deals with the new views on jadid movement, educational ideas which created national liberation ideology in Central Asia and also political programs and strategic objectives of national liberation movement.

This article presents results from different research investigations which have explored the relations between the technical and the political dimension of the assessment of educational systems. The case study taken on for this matter is the national evaluation system in force in Argentina since 1993. In the first part we present some technical problems which the implementation of this system has encountered in this country. In the second part we carry out an analysis of these technical inconveniences, within the political context of educational reform in which the evaluation system arises and develops. In addition, we present an analysis of the effective use of the information provided by the evaluations. Finally, in the conclusions, we present some considerations on the role of national evaluations in educational reform contexts, and on the prospects of their consolidation as systems which inform in a valid and reliable form about the course of education in the mid and long term.

Higher education in Ukraine, as one of the prerequisites for national security and competitiveness of the country, needs to be reformed, first of all in the context of improving the quality of educational services. Educational quality studies have confirmed that the educational system does not adequately address the needs of customers and those who receive education. In this regard, the purpose of the article is to study the theoretical aspects of the institutional provision of the quality management process of higher education. Methods of dialectical cognition, comparative analysis, content analysis and a comprehensive approach to the analysis of transformations in the field of higher education are used in this work. A prerequisite for ensuring the quality of higher education is the definition of the hypostasis of the relevant procedures, among which process, functional and evaluation are identified. It is established in the article that the institutional environment in the field of education is an ordered set of legally established norms and informal rules that determine the conditions for the functioning of institutions of higher education, structure the relationship between the subjects of the educational process and are formed within the educational system. The article deals with a wide network of organizations that form the institutional environment of the national higher education, which, according to the levels of government, are divided into international, national, regional and local. It is noted that state agencies for ensuring the quality of education have the largest share in the formation of the institutional environment of the educational sphere. This often leads to a conflict of interest of stakeholders, which can be solved by the introduction of the Institute of Independent Educational Auditors.

The author has analyzed the problem aspects of public administration of educational change in modern Ukraine. Special frameworks of public administration of educational change in an information society have been determined. The author has analyzed the categories of the implementation process of educational change. The author has explored the key features of external environment of such activity, formed by regulatory acts for settling relations in a particular area. The author has highlighted a set of contradictions of public management of educational change and recommendations for state agencies regarding the organization of an effective process of implementation of educational change as a social and political process with an emphasis on peculiar properties of the educational change.It is determined that the updated legal and regulatory framework of the educational sector, at the same time, extends the scope of professional freedom of teaching and, hence, sets high requirements for the professionalism of teachers. The change in the focus of educational activity by innovations is declared in terms of practice, interactivity and functionality. The teacher will now create educational and training programs tailored to the needs of students and local communities, will create an open learning environment, taking into account the potential of the school and involving the partners in the educational process. However, it has been proved that the methods of active and problem-searching approach defined in the updated normative provision of education in Ukraine require appropriate conditions for the educational process. An active student becomes an active citizen; school, school environment and class become a micro-society. Like the society itself, the school environment is not devoid of conflicts or problem situations. It is in these conditions that students have the opportunity to learn to consciously identify their own interests and gain experience in civic activity.

Purpose Modern educational environment in the system of vocational education focuses on the requirements of labour market and those of employers to the content of graduates’ professional competencies. Thus, the purpose of this paper is to develop practical guidance on the arrangement of cooperation between labour market and regional vocational education system. Design/methodology/approach Participative approach allowed considering the cooperation between labour market and regional system of vocational education as the process aimed at creating management tools for formation, use, development of human resources. The research involved 300 teachers, 400 students, 100 employers, who found out the effectiveness criteria for the cooperation between labour market and vocational education system. Findings The findings reveal national models characteristics and universal tools for cooperation between vocational education institutions and enterprise. National models characteristics allow identifying the most advantageous cooperation tools; comparing suggested tools with the experience of others and thereby assessing their relevance and implementation risks. Research limitations/implications The research results allow us to plan strategies for further studies of this problem, which are related to the development of models for cooperation between labour market and vocational education system. Practical implications The identification of universal tools for cooperation between vocational education institutions and enterprise promotes the integration of national vocational education systems into national educational space. The materials of the paper can be useful for university leaders and professors; employees of centres for professional advancement and retraining in selecting and structuring the content of academic and teaching staff’s advanced training. Social implications The revealed criteria contribute to vocational education programmes integration, connection between professional and educational standards, students’ professional identity. Originality/value The effectiveness of the cooperation between labour market and vocational education system will be improved by studying national models and identifying the most advantageous cooperation tools (modular training, voluntary social/ecological year, educational resources integration, state and public management, clustering vocational education institutions and industry companies). This will allow comparing the suggested tools for collaboration between labour market and vocational education system with the experience of others and thereby assess their relevance and implementation risks. Improving the cooperation between labour market and vocational education system will be successful provided that universal tools for cooperation (socio-economic, educational, practical, innovative and technological) are identified, which promotes the integration of national vocational education systems into national educational space. The effectiveness of cooperation between labour market and vocational education system will increase on condition of criterion assessment (clustering, subjectivity, transdisciplinarity), promoting vocational education programmes integration, connection between professional and educational standards, students’ professional identity, students’ engagement in the development and implementation of research and production projects, stepped formation of professional competencies.

The world economy is in an unprecedented situation, caused by the COVID-19 pandemic and the health care crisis. It’s currently difficult to predict all the consequences, but there are undoubtful changes in migration flows, unemployment and poverty increase, and their impact on national economies and globally. The paper aimed at analyzing the cases of educational reforms in different countries, revealing new trends in education and learning that may prevent labor migration or mitigate it. To support feasibility of the study, a bibliometric analysis was implemented on the basis of Scopus tools and VOSviewer software. In this paper, the content analysis of several cases in a sphere of educational reform was performed, namely educational systems of some EU countries and their former members (UK, France, Finland) as well as the most developed world economies (USA, China, and Japan). The distance learning is considered as fundamentally necessary in today’s conditions and a milestone of the global educational system development. The paper investigates the essence and distribution of mass online courses as a typical type of distance learning. The case of virtual exchange that was managed and organized by several institutions within the COIL initiative was also analyzed the alternative to traditional learning. The recommendations about the further development of educational systems were made, as well as suggestions about the competitiveness of national economies due to the migration process.
