Abstract:
In the conditions of intensification of world globalization processes the role of international tourism in the system of international economic relations grows. Such activities provide an opportunity to intensify the socio-economic processes of development of developing countries and affect the growth of their competitiveness. In an environment where the service sector is becoming dominant, tourism plays a key role in international society, as it contributes to sustainable economic development, employment and poverty reduction, resource management, exchange of mental values, and mutual understanding between peoples. Therefore, special attention is paid to socio-economic transformations in developing countries, the search for new forms of international tourism in order to form a developed market for international tourism services. The experience of different countries shows that the success of tourism development directly depends on how the industry is perceived at the state level, to what extent it is provided by state support. The potential of tourism in many countries allows to attract significant funds to the state budget, increase the income of related sectors of the economy, promote employment, improve the state of tourism infrastructure. Various organizational systems for tourism management are now in place, from independent or related ministries to national administrations directly subordinate to the government. In addition, some countries in the world regulate tourism activities only at the level of regional government, others – do not have government leverage over tourism. The tourism policy of the countries, regardless of the chosen model of state regulation, is aimed at strengthening the tourism economy and increasing the economic efficiency of this sector of the national economic complex. And the final positive result of such a policy largely depends on the effectiveness of management decisions and the interest of the authorities in their further implementation for the sustainable development of the tourism sector.

Abstract:
Unstable external environment, unfavorable market conditions and escalating global competition necessitate developing new management technologies to overcome the disproportionality in the economic systems functioning. The polystructural properties of the national tourism system (NTS), as a significant component of the national economic system, require multisubject management. The mutisubject management process ensures a balanced interplay of its constituent elements and the coherence of economic entities’ interests. Accordingly, the purpose of the article is to study the essence of multisubject NTS management.It is revealed that multisubject NTS management is the process of forming and developing mutually coordinated and effective interaction of subjects of the public and private sectors, as well as consumers for the consolidated creation of tourism product based on constructive inter-subject communication.The main groups of entities that have a managerial influence on the national tourism system, that is form multisubject management, are identified. On this basis, the configuration of multisubject NTS management and the structural and logical scheme for coordinating its participants’ interests are proposed. Given the NTS polystructural properties, the definition of the synergistic effect of integrated cooperation in the format of multisubject management is proved. According to the study results, a step-by-step procedure for estimating multisubject management is proposed, which determines the interaction level and the vector of equilibrium of the NTS entities.

Abstract:
The insufficient level development of the theoretical and methodological foundations of modernization transformations of economic systems in the conditions of European integration and globalization is substantiated. Modernizing transformations of socio-economic systems determined the relevance of the scientific discourse regarding the role and ratio of influence of the key driving forces of economic dynamics (state, market, society). It has been established that the implementation of transformational changes in the national economy in the direction of the formation of a more perfect structure and institutional support for the effective functioning of the economy is a process of its modernization. It was established that the goal of modernization transformations is the formation of a postindustrial economy, which should solve the fundamental problem of the industrial economy (limited resources), where innovative business and the service sector, non-material production, and nonmaterial needs dominate. It has been proven that in domestic economic history the driving forces of modernization transformations were in different initial conditions: from the dominance of state influence at weak market mechanism and weak democratic institutions to a key role of civil society with increasing market influences and ineffective institutional influence. It is emphasized on the importance of changing the institutional role of the state in the modernization process. In the modern realities functioning of the economic system of Ukraine, the change of the institutional role of the key institute is related to the need to ensure structural restructuring and intensity of production, accelerating the mobility of resources and the importance of taking into account global trends, heritage of the information revolution. It is established that modernization transformations of the national economy require measures to improve the efficiency of basic institutions, support market mechanisms, mobilize innovative resources and scientific potential to intensify the innovation process. Theoretical and methodological provisions deepen the practical foundations of institutional support for modernization of the national economy.

Abstract:
The correlation between the development of a regional economy and the degree of infrastructural development of a country or its territory is a common practice. Considering this, the paper is aimed at studying the impact of water infrastructure on the economic security of regional socio-economic systems in order to develop a water security system for them. A variety of threats against key waterworks can seriously undermine the national economy and water security of regions and cities. Thus, the study analyzes the process of transformation of water infrastructure in the context of ensuring the economic security of regional socio-economic systems. It offers the definition of such categories as “water infrastructure” and “water security of a regional socio-economic system” to formulate a relevant economic policy in Ukraine based on world experience. The study proves the need to attribute water infrastructure to the critical infrastructure sectors of Ukraine and its regions, based on the best world practices in managing water resources and protecting the water infrastructure itself from technogenic, physical, and cyber-physical threats. According to the study results, conceptual bases for ensuring the economic security of regional socio-economic systems are developed, which differ in view of the water security system of the regional socio-economic system, giving priority to the engineering and technical infrastructure of a region.

Abstract:
The article examines the features of the globalization process and reveals its essential characteristics. The positive and negative impact of globalization processes on the development of national economies is analyzed. It is pointed out that globalization, from the economic point of view, is characterized by increasing influence of external economic factors, where a single world market is formed, which dictates equal conditions for all its participants. It is emphasized that competition, which increases due to the introduction of advances in science and technology, accelerates production, generates new ideas for products and services, the formation of knowledge about the effective functioning of capital markets and technology. It is proved that the functioning of the national economy in the context of global world relations is largely reflected through international trade. Today, world trade is the most active form of international economic relations. It is pointed out that in the conditions of intensification of globalization processes the state economic policy should be formed in the direction of transition from export-oriented development strategy, where raw materials are dominant, to strategy of intra-oriented development with saturation of domestic consumer market. It is generalized that globalization as an objective process has a direct impact on the development of the national economy in general and the domestic consumer market in particular. It is emphasized that the essence of economic globalization is to strengthen the role of investment, industry, individuals and information. It is stated that international competition leads to contradictions between the national economies of different states. It is concluded that globalization and increasing international competition require new approaches to the development of national economies. The study of the essence of globalization was further developed and the need to develop appropriate concepts for the functioning of national economies in these conditions.

Abstract:
Even though corruption continues to mar economic progression, worker enthusiasm, and societies' moral constitution, most studies of corruption have been confined to the fields of economics and political science. However, psychological variables, such as personality and cultural values, are likely to be relevant to studying corruption. In the present study of 62 countries, we examined how national averages on the Big Three personality traits, a measure of social desirability, and Hofstede's cultural dimensions relate to perceptions of a nation's level of corruption. The Big Three personality traits showed modest relationships with corruption. However, national averages on a social desirability measure were strongly and positivel correlated with corruption, suggesting that national dishonesty in responding to personality items is related to national dishonesty in corruption. In addition, the discrete, combined, and unique effects of personality and culture on corruption were compared. The findings suggest that both cultural values and personality have relevance for understanding corruption. As globalization continues to promote the exchange of cultural values and the assimilation of both individuals and organizations into new cultures, these findings highlight the need for I/O psychologists to be attentive to both culture and personality in designing human resource systems.

The task of the authors was to identify the role of country economic security in the Eurasian integration. To this end, the approaches to economic security in Europe, Russia and Asian countries are analyzed. The differences in the systems of national economic security and in the key approaches to its provision are primarily due to the historically established internal economic and geo-economic conditions. There is a fairly wide range of paradigms of national economic security, primarily the differences between the European approaches and the approach of Russia. Information on the state, principles and mechanisms of organization of national economic security systems in Asian countries is practically absent in Russian science. It was also necessary to analyze the typology of threats in order to clarify the prospects of integration of national economic security systems. The authors substantiate the position that ensuring national economic security is an important imperative of integration and development in the Eurasian space, competitiveness and economic sovereignty of countries. The article systematically organizes the facts about the types of organization of national economic security, explains the need for the countries of Eurasia active system of economic security as a response to the challenges of our time. The authors formulate the basic principles of Eurasian integration in the field of national security, involving both sovereignty and harmonization of national systems aimed at protecting economic interests.

Purpose. The purpose of this research is to prove the importance and necessity of further development of national inventories by implementing 3D/4D inventories that will improve the management decision-making process, the proposed technology will measure and update national inventories in real time. A robust verification system must continue to ensure the integrity of the inventory. Methodology. National cadastral systems play a special role in land management, and cadastral information is the basis for taxation and investment for the rational use and protection of land. The latest multifunctional cadastres form a comprehensive land information system of real estate, which includes the inclusion in its structure of basic registers (land register, register of rights and register of capital construction objects) and general registers containing information about objects, types of lands, natural and qualitative characteristics of lands, and other data that are the basis for economic and territorial planning and land management [Perovych L., 2003]. Results. The main direction of development of national cadastral systems is the collection of data and generalization of information on the state, quantitative and qualitative indicators of land resources, but these stages of the study are not the ultimate goal of creating cadastral systems. Emphasis should be placed on the convenience and feasibility of using such information. To increase the efficiency of national land cadastral systems, it is necessary to expand the cadastral system with information on land resources that for some reason were left without an owner, or have errors in design; plots that have an owner, but are not used in economic activities. Such information will ensure the formation of a multilevel structure of the land market and increase the efficiency of state regulation. Scientific novelty and practical significance. The importance of development of modern national cadastral systems is proved, which will further increase their potential in order to solve critical state tasks, namely: emergency management, economic processes, effective management in the field of public utilities and many other public administration functions. The proposed approach allows to properly understand and assess the legal situation on the ground, to improve the trends of intensification of land use and technologies for defining the boundaries of real estate. The introduction of the latest technologies will reduce the time of spatial planning and real estate development.

The article examines the process of digitization in two contexts: first, as the transition of technical and economic systems from analog to digital methods of recording information; secondly, as a phase transition to a new model of organization of economic systems, which can be conditionally called the "digital economy". The economic effects of digitalization (in the first sense) are analyzed: the advantages of digital storage of information (in particular, the effects of quality and cost); savings on technological simplification; effects of using digital clones; communication effects from the universality of digital language; effects of dematerialization of technological and transport operations; effects of virtualization of production systems. Characterizing the digital economy, which is aimed at the transformation of economic systems, the authors identify the following key components: alternative energy, additive technologies (3D-printing); digital communication channels; horizontal distributed networks, information technologies in production and consumption; digital business models and platforms; globalization of society, new social relations and solidarity economy, artificial intelligence and the Internet of Things, cloud technologies, digitalization of public life. Depending on the links between the three types of entities (consumers, business structures of business and government organizations), different business models of economic activity are characterized. Factors of increase of efficiency of economic subjects in the conditions of digital economy are allocated, in particular, at the expense of: economy of expenses, increase in production volumes, growth of labor productivity, optimization of processes of pricing. Emphasis is placed on the growing role of man in the processes of digitalization of the economy. The components of digital human competencies are characterized. It was also necessary to analyze the typology of control monitoring system in order to clarify the prospects of integration of national economic security systems. The authors substantiate the position that ensuring national economic security is an important imperative of integration and development in the Eurasian space, competitiveness and economic sovereignty of countries. The article systematically organizes the facts about the types of organization of national economic security, explains the need for the countries of Eurasia active control system of economic security as a response to the challenges of our time. Abstract:
Subject. The article discusses the specifics of innovative subsystems within national catch-up economic systems, while AI technologies gain momentum. Objectives. The study evaluates mechanisms the State uses to provide aid to innovative subsystems in national catch-up systems. I determine characteristics of the general mechanism for supporting the transformation of intellectual property into intangible assets in national catch-up economic systems, and unveil distinctions of such systems. Methods. The study relies upon methods of logic, statistical analysis. Results. What distinguishes the development of innovative subsystems in national catch-up economic systems and local catch-up socio-economic systems is the focus of the national policy on high-tech export and generation of their own intellectual property to covert it into intangible assets that are usually concentrated by multinational companies of the country. Conclusions and Relevance. Being the main exporters of high-tech products, multinational companies with national economic subsystems and local catch-up socio-economic subsystems deal with the patent protection of their intellectual property worldwide. The open innovation method is a distinctive characteristic of such subsystems. It proves to be very effective in China, South Korea, Japan as large business and multinational companies rapidly evolve, using their own intellectual property and converting them into intangible assets through the AI technologies.

Organic agriculture is a promising and increasingly demanded direction of “greening” agricultural activity, which has a great potential due to natural production technologies. Significant segments of organic products have been formed in the food markets of the developed countries; various institutional systems of the industry have been functioning for decades. Russian agribusiness is globally lagging behind in these matters, but the development of the economic environment has led to the objective necessity of adopting a law and a state standard that would define the requirements for the organic agriculture. Research on the prospects of the Russian food market in the global organic production system is becoming relevant. This work is a two-sided quantitative and qualitative approach to the study of existing production systems of organic food from the standpoint of the results and dynamics, on the one hand, and their organizational and economic structure, on the other. The findings and results are confirmed by the presented and systematized absolute and relative indicators of land areas certified for organic agriculture, the number of market entities, the consumption of organic food per capita and retail sales in the domestic markets. The qualitative characteristic of organic agriculture systems was reflected in constructing a set of schemes that clearly illustrate national features of the conduct methods, state regulation of production and turnover, research support, regulatory and supervisory support of the business under study. As a result, a comparative analysis of the leading world markets for organic food (USA, Germany, Canada and Austria) in comparison with the emerging market of Russia. The study is addressed to the global business community operating in the organic food market and to special research institutions.

Introduction: The competitiveness of national transport systems in the global economy is primarily determined by their innovativeness, which influences the quality, cost of transport services and, as a consequence, the degree of customer satisfaction. The innovative capacity of an economic agent, in turn, depends largely on the size and quality of intellectual capital. Method: The "Economics of Transport of high speeds". Result: In modern Russia the vector of transport system innovation development is determined by such an important indicator of the transportation process, as the delivery time of goods and passengers. An obvious consequence of the actualization of this vector of development of national transport system is the need of the Russian economy in its own personnel and scientific support for high-speed traffic development projects. One of the leading transport universities of the Russian Federation, training industry experts, is the Petersburg State Transport University. Scientific and personnel potential of the University can be successfully used in the formation of the Eurasian economic space high-tech network of high-speed traffic. Since 2015, in order to generate the intellectual capital for the Russian transport industry development, needed for creation of the national competitive innovative transport system, a new master's program "High-speed transport economics" has been implemented on the basis of the Transportation Economics Department, the PGUPS. This program is aimed at proactive quality training of competitive highly qualified specialists with innovative thinking, modern in-depth knowledge, skills and competences in the field of economics and management of transport companies (all modes of transport). Conclusion: The socio-economic impact as a result of the implementation of the program is that the use of intellectual capital and organizational and managerial skills of its graduates for creation in Russia the competitive high-speed intelligent transport system will help to speed up delivery of goods and passengers, increase population mobility, enhance the economic and socio-cultural integration of the regions of the country, the sustainable territorial development of Russia, growth of labor productivity, improvement of transport services quality, the competitiveness of the national transport system in the global market of transport services, increase the use of transport-transit potential of the Russian Federation, its budget revenues from the export of transport services.

The next step is no less complex reform due to the integration of Ukraine into the European economic, social, legal, civilisational space. Today, Ukraine's European integration has become a national idea, a strategic vector of geopolitical development, which is a criterion for the success or failure of reforms in all areas of national economic governance. In this article, we examined the change in the socio-economic paradigm in connection with Ukraine's European integration development priority. We analysed the conditions for forming the European integration paradigm, explored the critical European values and the content of modern management of socio-economic systems. We have described approaches to assessing the effectiveness of socio-economic systems management at the national and regional levels. Considering the directions of European integration processes, we concluded that the European integration paradigm should become a methodological guideline for reforms in the management of socio-economic systems

This paper develops a new framework for analysing how and why IT is being applied to the infrastructure of the‘information economy’. The interaction of micro and macro aspects of IT provides an economic rationale for the IT community to go beyond questions of firms’ operations and strategies and to look towards national and international economic change. The micro-economic roles of transactions, communication and information infrastructure are analysed. These are then considered in terms of IT-related policy, from the local to the international level, illustrated by property rights legislation and changes in the European economic environment. It is concluded that the significance of IT lies primarily in its role as the very means by which markets and other economic mechanisms operate.

Recent global economic and social challenges confirm the existence of a number of systemic problems in socio-economic relations. Thus, the spread of the concept of sustainable development, which combines social, environmental and economic aspects, became a characteristic feature of the global development trend in recent decades. Highly developed world countries are currently implementing the principles of social economy (a special state management model for socio-economic development) in their policies with the aim to overcome abovementioned challenges and to reach the millennium development goals. The implementation of these principles, realized by the state management in these countries during the last decades, enables us to evaluate the available results and highlight the characteristics of individual national business models of social economy. The study of the most important social and economic global indicators by means of modeling, clustering and regression analysis made it possible not only to emphasize the most important indicators characterizing socio-economic development, but also, taking into account the establishment of interrelationships between social and economic parameters, to single out separate groups of countries (exclusively the European region has been selected for the research) united by common principles and methods of social and economic policy and its implementation outcomes. The obtained results allow us to predict further trends of socio-economic development of separate groups of countries taking into account the available material and technical resources, the situation on the labor market and the level of competitiveness of national labor resources, the features of the functioning of the monetary and tax systems, etc. Given the results of clustering, it was possible to identify both specific models for socio-economic development specific to certain groups and their inherent tendencies of functioning. Besides, a set of specific methods and mechanisms of government control which are common and the best suitable for these systems is determined.

The object of the research is the issues of digital transformation, which must be taken into account in the national policy of the Russian Federation for the successful implementation of ambitious national goals of technological development of society and the state. The article analyzes the experience of foreign countries in topical issues (digital agenda; digital government; digital divide), which are defined as an integral part of digitalisation and have mutual influence. The author came to the conclusion that in the digital agenda, only comprehensive measures to improve citizens’ living standards can become effective tools for solving the problem of public resistance to technological development. The successful functioning of digital government is based on nine components of evolutionary development, where the final stage should be the digital ecosystem of the state. The digital divide, which significantly affects the stability of socio-economic systems, is the most difficult issue to focus on when developing roadmaps for technological improvement.

Nowadays, it is imperative to use forecasting technologies that are most likely to predict the development of economic systems. Foresight technologies based on a combination of strategic analysis and forecasting of key indicators provide a high level of probability of achieving certain results and contribute to shaping conditions for their achievement. Among economic systems, tourism sector is the most vulnerable to the negative impact of the global pandemic. In 2020, its revenues fell by 70%, leading to an unprecedented crisis. Accordingly, questions arise about the Ukrainian tourism sector’s ability to use the crisis as a prerequisite for recovery and growth.Based on the results of a two-round survey using the Delphi method among experts (56 at the first stage and 42 at the second) representing various tourism directions for Ukraine’s tourism sector up to 2030, six strategic development priorities were formed. Key indicators were identified, such as contribution to GDP (7-8%), place in the global tourism competitiveness rating (60-70th position among 140 countries), and average annual growth rate of international arrivals (5-10%). It has been determined that in case of the end of the world pandemic, the Ukrainian tourism sector can achieve the indicators of “pre-crisis” functioning in 1-3 years.The proposed architectonics of the foresight platform in the context of digitalization of network communications will ensure the adoption of management decisions to develop Ukraine’s tourism sector in the domestic and international markets. It will strengthen its position, image, and strategic sustainability in the markets for tourist services. Рассматриваются модели эндогенного роста и имитационного инновационного развития и интенсивного инновационного роста. При рассмотрении двух подходов к природе зарождения инновации: модель technology – push и модель market-pull, авторами выдвигается и подтверждается гипотеза о том, что фактором развития национальной инновационной системы является, прежде всего, реализация технологических инноваций. Авторами доказывается, что особое внимание необходимо уделить развитию научно-технической инновационной инфраструктуры. Развитие национальных инновационных систем может иметь секторальный характер: применение соответствующей экономической политики, стимулирующей развитие науки, технологий, инноваций в отдельных секторах экономики и кластерах, в которых под влиянием различных факторов сложились наиболее благоприятные условия для развития в сфере технологий. To achieve the required level of competitiveness of the country's economy, the development of a national innovation system, identification and updating of factors that influence the national innovation system and its successful functioning is required. Of the many factors affecting innovative development, it is necessary to distinguish the main and secondary. The article discusses the main characteristics of the innovation process, the mechanisms of interaction between economic entities and science. The models of endogenous growth and imitation innovative development and intensive innovative growth are considered. When considering two approaches to the nature of the origin of innovation: the technology-push model and the market-pull model, the authors put forward and confirm the hypothesis that the factor of development of the national innovation system is, first of all, the implementation of technological innovations. The authors prove that special attention should be paid to the development of scientific and technical innovation infrastructure. The development of national innovation systems can be of a sectoral nature: the application of appropriate economic policies that stimulate the development of science, technology, innovation in individual sectors of the economy and clusters, in which under the influence of various factors the most favorable conditions for development in the field of technology have developed.

The theory of economic dominance in a multilevel economy, developed by Blokhin A.A. and Lomakin-Rumyantsev I.V., has been actively tested by researches on different markets since 2019 — the distribution of players in the markets allows to formulate different strategies for their development. This article is a development of studies devoted to the study of competition in the education market and presents the result of economic dominance of national higher education systems in the international market. This research aims to analyze the subject areas of social sciences and management, for further identifying dominance in the QS ranking. The sample consists of 58 QS subject rankings for 2018–2021. The main instrument is the SV-matrix (strength/variety). The analysis outlines areas of subject ratings where there is dominance of national educational systems and characterizes its level. In addition, an interpretation of the situation when constructing the SV matrix, where Lind index shows boundary values when determining dominant group size. The SV matrix gives valid results and allows both qualitatively and quantitatively assessing the positions of countries in educational rankings. Analysis using SV-matrix made it possible to identify 8 out of 15 subject areas, in which there is clear dominance and determined positions of Russian universities relative to the dominant group. The hypothesis of United States presence in the dominant group in most areas of social sciences and management was confirmed, however, several subjects were defined, where the higher education system of anther countries were in the lead. The scientific novelty of this study lies in the proposal and testing of a method for assessing the level of dominance of national educational systems in the international education market. The SV matrix allows to analyze the positions of different countries in the international educational space, both in dynamics and in statics (to assess the level of competitiveness of national educational systems); to understand theoretically the level of differentiation of national educational systems in certain subject ratings; to assess the concentration (barriers to enter the rating) and the strength of competition (how strongly the players differ) of subject areas.

Cross-national assessment of students’ competences in higher education is becoming increasingly important in many disciplines including economics but there are few available instruments that meet psychological standards for assessing students’ economic competence in higher education (HE). One of them is the internationally valid Test of Understanding in College Economics (TUCE), which has been adapted and employed successfully in HE systems in various countries, but the test results have seldom been used for international comparisons of students’ Economic Content Knowledge (ECK). Here, we compare the German and the Japanese test adaptations of the TUCE with reference to the American original in order to determine their suitability for comparative analyses of ECK in HE among these countries. Having critically examined the two test adaptations, we present a comparative analysis of students’ test scores in Germany and Japan and evaluate potential differences with regard to students’ acquisition of ECK while investigating country-specific influence factors.

Originality of the research. When considering the transformation of economic systems, due attention is not always paid to the interconnection and complementarity of the processes of forming economic relations and developing institutions. Institutional, socio-cultural, and post-industrial characteristics are very difficult to penetrate into the existing overly economized models of economic transformation. The issues of adaptation of economic development trends in highly developed countries to the national, socio-cultural conditions of post-socialist States undergoing a systemic transformation are relatively poorly developed. The results of the research consist in a conceptual analysis and theoretical definition of the transformation of economic systems in the context of globalization processes, taking into account current trends in the development of the national economy.

Abstract:
The purpose of the article is to analyze the role of Komsomol in the implementation of economic transformations in the USSR in the second half of the 20th century. In the sixties, the economic reforms were begun. They were aimed at using economic management methods. The reforms were reasonable practical measures to stimulate the development of industry and agriculture in Sovi-et society. They implied changes in the man-agement structure, in the planning system, introduced new economic incentives. As a result of the research, the author draws the conclusion that the results of this process in the end, the producer's interest in both general and individual labor results, the emergence of mutual financial responsibility between economic entities, the development of inter-economic relations, and planning systems should have appeared.
