Abstract:
In the conditions of intensification of world globalization processes the role of international tourism in the system of international economic relations grows. Such activities provide an opportunity to intensify the socio-economic processes of development of developing countries and affect the growth of their competitiveness. In an environment where the service sector is becoming dominant, tourism plays a key role in international society, as it contributes to sustainable economic development, employment and poverty reduction, resource management, exchange of mental values, and mutual understanding between peoples. Therefore, special attention is paid to socio-economic transformations in developing countries, the search for new forms of international tourism in order to form a developed market for international tourism services. The experience of different countries shows that the success of tourism development directly depends on how the industry is perceived at the state level, to what extent it is provided by state support. The potential of tourism in many countries allows to attract significant funds to the state budget, increase the income of related sectors of the economy, promote employment, improve the state of tourism infrastructure. Various organizational systems for tourism management are now in place, from independent or related ministries to national administrations directly subordinate to the government. In addition, some countries in the world regulate tourism activities only at the level of regional government, others – do not have government leverage over tourism. The tourism policy of the countries, regardless of the chosen model of state regulation, is aimed at strengthening the tourism economy and increasing the economic efficiency of this sector of the national economic complex. And the final positive result of such a policy largely depends on the effectiveness of management decisions and the interest of the authorities in their further implementation for the sustainable development of the tourism sector.

Abstract:
Infrastructure network systems support society and the economy by facilitating the distribution of essential services across broad spatial extents, at a range of scales. The complex and interdependent nature of these systems provides the conditions for which localised failures can dramatically cascade, resulting in disruptions that are widespread and very often unforeseen. This systemic vulnerability has been highlighted multiple times over the previous decades in infrastructures systems from around the world. In the future, the hazards to which infrastructure systems are exposed are set to grow with increasing extreme event risks caused by climate change. The aim of this thesis is to develop methodology and analysis for understanding and reducing the risk of failure of national interdependent infrastructure network systems. This study introduces multi-scale, system-of-systems based methodology and applied analysis that provides important new insights into interdependent infrastructure network risk and adaptation. Adopting a complex network based approach; real-world asset data is integrated from the energy, transport, water, waste and digital communications sectors to represent the physical interconnectivity that exists within and between interdependent infrastructure systems. Given the often limited scope of real-world datasets, an algorithm is presented that is used to synthesise missing network data, providing continuous network representations that preserve the most salient spatial and topological properties of real multi-level infrastructure systems. Using the resultant network representations, the criticality of individual assets is calculated by summing the direct and indirect customer disruptions that can occur in the event of failure. This is achieved by disrupting sets of functional service flow pathways that transcend sectorial and operational boundaries, providing long-range connectivity between service originating source nodes and customer allocated sink nodes. Kernel density estimation is used to integrate discrete asset criticality values into a continuous surface from which statistically significant infrastructure geographical criticality hotspots are identified. Finally, a business case is presented for investment in infrastructure adaptation, where adaptation costs are compared to the reduction in expected damages that arise from interdependency related failures over an assets lifetime. By representing physical and geographic interdependence at a range of scales, this analysis provides new evidence to inform the targeting of investments to reduce risks and enhance system resilience. It is concluded that the research presented within this thesis provides new theoretical insights and practical techniques for a range of academic, industrial and governmental infrastructure stakeholders, from the UK and beyond.

Abstract:
This thesis is an attempt to estimate the regional and national economic consequences of a wholesale move to sustainable agricultural systems in the UK. The study reviews definitions of agricultural sustainability, and draws a distinction between sustainable and organic farming systems. Farm-level definitions of sustainability are developed for all the main farm types encountered in the UK, and key indicators with targets are developed to assess and monitor any move towards sustainability. Linear Programming models are constructed, for 23 representative UK farm types under conventional and sustainable farming scenarios, to estimate the farm-level impacts of the adoption of sustainable farming at some point in the future. The farm-level models are aggregated to regional and national levels to estimate the likely changes in UK agricultural production of a more widespread adoption of sustainable farming practices. The wider economic effects of these changes at the regional and national levels are then examined by the use of output, income and employment multipliers. The study found that the biggest financial losses were predicted to be on intensive livestock farms, and in the more productive agricultural regions in the East and the South. Losses in net farm income were greatest on pig and poultry farms on which incomes fell to 33% of the conventional incomes, specialist dairy incomes fell to 47%, and on mainly dairy farms they fell to 58%. Average incomes on cropping and large LFA farms fell only slightly to 97% of the conventional scenario, whilst incomes on small LFA farms rose slightly to 102% an on mixed lowland farms they increased to 119% of the conventional scenario. The aggregated results project a fall in total net farm income for the UK to 85% of that under conventional farming. However, the total net farm income for Scotland would rise, whilst the biggest losses would be projected for Wales and Northern Ireland. Agricultural output was projected to fall by £2.42 billion, leading to an indirect fall of £1.58 billion in the farm supply industries, and a further induced fall of £1.68 billion in household spending, totalling a net loss of output of £5.66 billion. There would be a negative direct effect on household incomes however of £167 million, with indirect losses of £84 million and induced losses of £565 million. Direct employment in agriculture was also projected to fall by 28,830 FTEs, which would lead to an indirect loss of 31,740 FTEs in industries supplying farming, and induced losses of 30,292 FTEs in the wider economy leading to an overall loss of 90,862 FTEs. Gains in direct agricultural employment were however projected for the South East of England, and the West of Scotland. The North West of Scotland being the only region, where there would be a net overall increase in employment. Nationally sustainable agriculture would lead to a significant fall in the total income from farming, yet there would be substantial variations around the country, and between farm sectors. Indirect effects on the farm supply industries, and induced effects on households spending would lead to substantial losses, which would need to be offset against the environmental gains. The implications of these results for agricultural policy are discussed.

Abstract:
Since the 1960s the government of Burkina Faso has consistently sought to implement new development policies to improve the economic and social conditions of its people. Until the end of the 1990s these efforts have been disappointing and unsatisfactory. In the early 2000s there was a shift towards a knowledge-centred development policy and policy makers trusted that it would bring about the sough-after improvements. In 2006 Burkina Faso chose to adopt the National Innovation Systems (NIS) framework as a policy tool to implement this new policy. Drawing on a broader definition of technology that covers social technologies, this thesis used the ST-Systems analytical concept to chart the adoption and diffusion of the NIS policy tool at two levels, namely at strategic policy level and at the operational level, focusing here on the case of Bt cotton which was officially introduced to Burkina Faso in 2003. Ethnographic methods, including in-depth interviews with policy makers, farmers, Monsanto representatives, civil society actors and researchers, were used to gain new insights into the difficulties encountered by these actors when trying to implement the NIS policy tool. 60 interviews were analyzed against a backdrop of detailed historical studies, based on examining a large amount of grey literature, published between 1961 and 2016. Findings show that the implementation of the NIS policy for innovation diffusion for socio-economic development in Burkina Faso was shaped by local actors competing for control of financial resources and power positions. The new tool also had to compete with older, more familiar tools. In the end, it failed to bring about the expected improvements in policy design and practice at sectoral level. The thesis is among the first to have studied empirically the transfer processes of the NIS policy tool for innovation diffusion in an African country (Burkina Faso) through a case study focusing on the introduction of Bt cotton. The results achieved should contribute to more informed development policy-making in Burkina Faso.

This thesis was motivated by the importance of technological capability for economic growth process in developing countries. The main objective of this study is to analyze the creation of technological capability in the Turkish manufacturing industry
and to set out opportunities and impediments for technological development by ascribing special emphasis to MNCs in this process within the framework of national innovation system. The technology policy advice relying on attracting foreign firms is also questioned. In order to shed light on how technological capability is accumulated in the Turkish manufacturing industry
and to understand the role that MNCs play in this process, the thesis investigates static and dynamic spillover effects of MNCs in the Turkish manufacturing industry. The study also focuses on the factors that determine innovativeness of, and the technology transfer by the firms in Turkey, and the role of MNCs in this context. The probable effects of firm and technology specific characteristics such as size and technology level are taken into consideration in the analyses. Our results suggest that foreign firms are superior to domestic firms in many respects. There are no horizontal or vertical spillovers from MNCs in Turkey for the 1983-2000 period. We found lagged positive horizontal spillovers, though. However, these spillovers are far beyond to register a net dynamic benefit for the whole Turkish manufacturing industry to be felt in the current period. This lagged spillover is found for large firms
and one can mention net dynamic positive spillovers for the large firms. We also found positive spillovers from labor transfer from MNCs to domestic firms for the 1995 and 2000 period. We conclude that technological capability is limited in domestic firms
and it can be improved by on-the-job training and general education policies as well as increasing domestic R&
D. The technology policies relying attracting more FDI should be reviewed given the insights provided by the analysis conducted in this thesis.

Abstract:
Political and environmental chaos recently experienced in Haiti has damaged the economic sector and telecommunication infrastructure. Developmental data from Haiti show 3 major trends: inadequate social and economic development, insufficient benefits from the global economy, and poorly planned information technology infrastructure (ITI). The specific problem addressed in this study is a knowledge gap in the views of stakeholders within Haiti's national culture on how the country's ITI can be developed to better engage Haiti in 21st century global and digital economy. The purpose of this qualitative case study was to explore the views of 48 expert participants regarding ITI development within Haiti's national culture to better engage Haiti with the 21st century global and digital economy. To satisfy the goal of this exploratory research a case study research design was used, and data were collected from multiple sources including in-depth interviews of 48 participants, observational field notes, and archival documentation. The analysis of the archival data, online surveys, and semi-structured interviews of expert informants revealed that nationwide broadband internet availability has been achieved, which has resulted in internet usage increasing from 2% in 2002 to 12% in 2009. The study participants noted the lack of reliable access to electricity limits the implementation of ITI in the nation. Legislation and financial investment are needed to improve ITI in Haiti. The academic significance and social change implications of the study include filling the knowledge gap of the status of ITI in Haiti, helping the national development of a modernized ITI well-connected to the global economy, and a better quality of life for Haiti's people.

The practice of forcing onto developing countries policies developed in other contexts assumes standardised paths to social and economic growth. These policies should enable rapid economic development by “correcting” local market inefficiencies, without considering the role these may have in preserving stability and preventing violence. Moreover, this approach does not address the compatibility of such policies with the culture, values and norms of the receiving country. The thesis aims at extending our understanding of success factors for policy transfer, focusing on organisational schemes for innovation support. It follows the pragmatic Research paradigm and adopts a deductive approach using mixed methods to study the link between administrative efficiency and innovation performance in developing countries, an under-researched area. This thesis argues that policies successfully implemented in culturally proximal contexts are more likely to lead to similar results in the receiving context. The results of the quantitative analysis indicate a strong relationship between administrative efficiency and innovation performance in low-middle income countries in the Middle East and North Africa. The performance of organisational schemes supporting innovation in the national innovation systems of Egypt and Morocco is qualitatively assessed on the basis of 72 face-to-face interviews with entrepreneurs, policy makers and academics. The research finds that similar organisational schemes have produced similar results in the two case studies, confirming the working hypothesis and supporting an approach to policy transfer based on “relevant” good practice.

Low- and middle-income countries around the world face a profound educational challenge. At stake in meeting this challenge is their ability to participate effectively in an increasingly interdependent global economy, society, and polity, and to meet many other goals set out in the International Declaration of Human Rights. Turning the current challenge into an important opportunity will, by definition, require significant improvements in the productivity of national education systems. Productivity changes on this scale require innovations at all three levels of the national systems: micro (classroom pedagogy), meso (school and district management), and macro (national politics and policy) levels. This paper sets out principles for designing a process initiated and supported at the national level that can animate, guide, and evaluate the varied innovations that will help national government meet their educational goals along a path that supports their economic, social, and political goals as well.

Any analysis of a “National Educational System” reveals a highly complex social production system that is neither a hierarchical organization, nor a market, nor simply a misaligned system of principals and agents. It is, instead, a complex array of social actors bound together through various social structures and processes on one hand, and important functional relationships on the other. In approaching the challenge of moving that system towards sustained productivity gains, national governments naturally fall prey to the assumption that, in the principal/agent framework they are the principals of the system. But, as we have seen empirically, this idea overestimates the capacities of most central governments in developing countries (Pritchett 2013, Pritchett 2015, Moore and Spivack 2022). The world at large has learned that it is hard to centrally manage complex economies to produce economic prosperity and social equity. It is not obvious that the search for educational improvement is any less difficult. Of course, it is not wrong to imagine that the national government can become an important catalyst, motivator, and director of the system that will enhance its productivity – broadly understood. The important question, however, is how exactly it should practically do so? How can the central government develop a “strategic capacity” that can keep the widely distributed system as a whole moving towards improved performance with respect to both educational goals, and the wider economic, social, and political purposes that a polity hopes to advance through the provision of educational services. Answering that question for a broad class of national governments seeking to promoted sustained educational productivity relative to their goals is the task we will tackle in this essay (Moore and Spivack 2022).

- To understand contemporary challenges to European democracy, it is crucial to look beyond the surface of politics and consider the deeper relationship between democracy and the economy. Instead of focusing exclusively on the rise of ‘populism’, it is necessary to acknowledge the multiplicity of threats to European democracy, in particular those arising from the structure of European economies and economic policymaking. - Understanding these weaknesses in the functioning of European democracies is crucial to an effective approach to future economic transformations, in particular the green transition, but also for dealing effectively and equitably with challenges such as higher inflation. It is important that the relevant policy changes and responses are democratically legitimate and do not foster the kind of political backlash that previous economic transformations did. - Over the past 40 years, economic inequality – ranging from income inequality to discrepancies in wealth and economic security – has widened throughout developed economies. In turn, these developments have generated increasing political inequality, as economic policymaking has served the interests of the well-off. - Democratic systems have also been made less responsive to electorates through the ‘depoliticization’ of policymaking, in particular economic policy, as a result of its insulation from national-level democratic scrutiny. The expansion of technocratic modes of governance – notably through independent central banks and EU-level institutions – has in many cases entrenched the policy preferences of specific groups in institutions removed from direct democratic control. - As this depoliticization has to a large extent made democratic contestation over economic policy redundant, politics has increasingly been polarized around ‘cultural’ questions. But such a focus on culture is unlikely to address the inequalities behind the dysfunction of democracies in Europe. - Strengthening European democracy requires a ‘repoliticization’ of economic policymaking, including both fiscal and monetary policymaking. In the specific context of the EU, this would mean opening up more policy space for national decision-makers and parliaments – in particular by giving them a more influential role in fiscal policy, and by making monetary policy more democratic.

The National Park Service (NPS) manages the Nation’s most iconic destinations that attract millions of visitors from across the Nation and around the world. Trip-related spending by NPS visitors generates and supports economic activity within park gateway communities. This report summarizes the annual economic contribution analysis that measures how NPS visitor spending cycles through local economies, generating business sales and supporting jobs and income. In 2020, the National Park System received over 237 million recreation visits (down 28% from 2019). Visitors to national parks spent an estimated $14.5 billion in local gateway regions (down 31% from 2019). The estimated contribution of this spending to the national economy was 234,000 jobs, $9.7 billion in labor income, $16.7 billion in value added, and $28.6 billion in economic output. The lodging sector saw the highest direct effects, with $5 billion in economic output directly contributed to this sector nationally. The restaurants sector saw the next greatest effects, with $3 billion in economic output directly contributed to this sector nationally. Results from the Visitor Spending Effects report series are available online via an interactive tool. Users can view year-by-year trend data and explore current year visitor spending, jobs, labor income, value added, and economic output effects by sector for national, state, and local economies. Abstract:
Recent literature on the political economy of education highlights the role of political settlements, political commitments, and features of public governance in shaping education systems’ development and performance around learning. Vietnam’s experiences provide fertile ground for the critique and further development of this literature including, especially, its efforts to understand how features of accountability relations shape education systems’ performance across time and place. Globally, Vietnam is a contemporary outlier in education, having achieved rapid gains in enrolment and strong learning outcomes at relatively low levels of income. This paper proposes that beyond such felicitous conditions as economic growth and social historical and cultural elements that valorize education, Vietnam’s distinctive combination of Leninist political commitments to education and high levels of societal engagement in the education system often works to enhance accountability within the system in ways that contribute to the system’s coherence around learning; reflecting the sense and reality that Vietnam is a country in which education is a first national priority. Importantly, these alleged elements exist alongside other features that significantly undermine the system’s coherence and performance around learning. These include, among others, the system’s incoherent patterns of decentralization, the commercialization and commodification of schooling and learning, and corresponding patterns of systemic inequality. Taken together, these features of education in Vietnam underscore how the coherence of accountability relations that shape learning outcomes are contingent on the manner in which national and local systems are embedded within their broader social environments while also raising intriguing ideas for efforts to understand the conditions under which education systems’ performance with respect to learning can be promoted, supported, and sustained.
