Abstract:
The aim of this paper is to examine the correlation between regime socialisation and censorship support in South Korea. The National Security Act is a policy that has been active in the country mentioned, since the 1950’s and restricts the freedom of speech. In a country like South Korea, which is a democracy, it is hard to understand the dual values that are being portrayed in the society. With the help of a theory about political socialisation by individual experience and by using a linear regression, this paper hypothesises that there will be people who are more supportive or completely against the backing for censorship if they have lived through an authoritarian regime. In the bivariate linear regression, the results indicate that there is a relation between the independent, regime socialisation and the dependent variable, support for censorship. However opposed to the theory of this paper, that inhabitants of countries with former authoritarian rule should be more supportive of censorship, the results from the multivariate linear regression show that with the control variables, gender, education, income and Asian values, the correlation between regime socialisation and the support for censorship is not statistically significant. Instead it shows that gender, education and income confound the relationship between regime socialisation and support for censorship.

Global competition is increasing as a result of trade Iiberalisation, evolving technology and increasing customerdemands for quality products and services, and Design plays an important role in the competitiveness and economies. Consequently, it has become a high priority for governments to encourage businesses to develop and implement new products and services through design. This research project, 'A comparative study of national design policies in the UK and South Korea', focuses on national design policy in the UK and South Korea and in particular on the support of small and medium sized enterprises to improve competitiveness. The aim of this study is to understand national design policy, especially national business support programmes in design. The research (1) identifies the relationship between design, design policy and global competitiveness, (2) compares government policy in the UK and South Korea to support and promote design in industry, (3) compares national lnitiatlves and design support programmes, and (4) recommends models for alternative design policies with particular reference to national business support programmes in design. This research reviews the historical development of design policy, and investigates the relationship between national design policy and industrial development in the UK and South Korea. The study considers the implementation of strategic high level policy at government level through national design bodies: the Design Council (UK) and the Korean Institute of Design Promotion (South Korea). This research then goes on to investigate national business support programmes in design: Designing Demand in the UK and Design Innovation in South Korea. The research findings are compared and contrasted and critically analysed. Finally, recommendations are made for: (i) the development of national design polices, (ii) national business support programmes in design, and (iii) alternative structural models for the development and implementation of the national design policy.

Abstract:
This study is an analysis of the development of junior colleges in South Korea from 1963 to 1991 based on a survey of junior college presidents. It also identifies current problems facing junior colleges and future plans of junior college presidents. Chapter I states the problems and the purposes of the study. A brief background, the significance of the study, and methodology are also contained in this chapter. Chapter II contains a review of the literature. Sources related to the background of this study are somewhat limited. However, several studies are reviewed in this chapter. Chapter III describes the evolution of higher education, including modern education, Japanese colonial education, education after the liberation from Japan, effects of the Korean War, higher education reform under the military revolutionary government, 2-year colleges, 5-year higher vocational schools, professional schools and junior colleges. Chapter IV explores political, economic, and social factors influencing the establishment of the junior colleges, as well as societal obstacles to the development of junior colleges. Chapter V explores the problems facing junior colleges. Current academic facilities, including laboratories, gymnasiums, classrooms, computers, library materials, and teaching machines, are evaluated in this chapter. Chapter VI describes the junior college presidents' efforts to solve the problems. The future plans of junior college presidents are explored in this chapter. Chapter VII contains the summary, presentation of findings, conclusions, and recommendations. Recommendations for the future development of junior college education are also included.

Abstract:
This study examined the prospects of Korean reunification. The study explores how the factors of integration affect North and South Korea after the country was divided into the two sides despite its millennium of unity. A sample of both North and South Korean newspapers covering a 47-year period of Korean reunificational efforts were analyzed as a major source of data to discover if there is any evidence of Korean national will to integrate among Koreans in the two countries. Content analysis is a major method of this research. The most obvious findings of this study are that the newspapers in North Korea did not show any significant change in their tones or attitudes throughout 47-year period studied. The North Korean regime which controls what is published in the papers is still fiercely ideological and hostile toward South Korea. The South Korean papers, on the other hand, showed marked changes in their tones and attitudes toward reunification during this period. Korean reunification remains a matter of time because the political development of South Korea, combined with remarkable economic progress, can surely heal the broken unity and national will among Koreans. The enormous financial burden to rebuild the North Korean economy which will fall upon South Koreans is a major challenge. The road to Korean reunification and the future of reunified Korea depend upon the willingness, wisdom, patience, freedom and courage of the South Koreans to assume the tremendous burden to rebuild North Korea and to strengthen diplomatic relations with the United States as well as neighboring countries to develop more positive inter-Korean relations based upon their cultural, social and economic contacts, cooperations and transactions between the two sides. If Koreans have such willingness, wisdom, patience and courage to accomplish their freedom and hope of unity, the divided Korean peninsula will be reunified and will become one nation again.

Abstract:
This study attempts to identify and explore the psychodynamics of Australian and Korean business encounters in Seoul, Republic of Korea, by describing and discussing 'Australian-ness' and 'Korean-ness' as representations of what I will call 'National character in-the-mind'. A guiding hypothesis is that in highly charged emotional settings, like those associated with foreign business encounters, National character in-the-mind acts as a psychological and emotional container, and a protective screen to hide more intricate institutional anxieties and defences. The data supporting the study is drawn from my interviews with 12 Australian and 6 Korean business people conducted between 3 and 14 June 1996 in Seoul, Republic of Korea. The study also reflects my experience and role as researcher in the research as a source, creator and interpreter of data through the exploration of my own introspection. The findings demonstrate how Australian-ness and Korean-ness appear to represent projections of the human imagination, willed within the bounds of individual experience and perception. A model for evaluating Cultural Misunderstanding and Defensive/Adaptive Behaviour is proposed with the aim of seeking improved understanding of the Australian and Korean National character. The model applies learning from the research experience which emphasises the need for Australian and Korean business people to take a more adaptive approach to the contrary behaviours they encounter. The model also acknowledges the value of investing time to establish and maintain cross-cultural business relationships based on access, whereby Australian and Korean business people see themselves as resources of mutual gain, reducing the potential for misunderstanding, fear and mistrust and the subsequent invocation of defensive responses.

Abstract:
This study addresses public sector intermediaries and their role in facilitating innovation in Small and Medium Sized Enterprises (SMEs) in South Korea. The primary aim is to understand and address the informational and relational barriers that SMEs face during the innovation process and how these are resolved through interaction. Although the government has been implementing SME support policies for several decades, the Korean National Innovation System (KNIS) has been characterised with six words: ‘strong large firms, weak small firms’. Korean Government policies for R&D have not been effective in enhancing the economic performance and innovative capabilities of SMEs and the ‘low level of competitiveness’ of SMEs obstructs knowledge interaction between firms. Policies directed at SMEs mainly focus on direct support and do not reflect the interactive nature of the innovation process. This mismatch between policy and desired outcomes has led this study to go beyond examining the informational and relational constraints. It analyses the factors influencing successful (or less successful) innovation and asks whether public intermediaries have provided an effective mechanism in resolving innovation barriers (i.e. system failures). Yet, there has been a lack of research into public intermediaries and SMEs within the National Innovation Systems (NIS) framework. The NIS approach is a loosely configured framework and the intermediary literature is fragmented and has rarely been integrated with the NIS literature. Research has tended to focus on specific functions of private intermediaries and far less on the public intermediaries, which have been playing a crucial role in facilitating innovation in Korean industry for several decades. The central focus of this study is on the knowledge interaction process between public intermediaries and SMEs occurring at multiple levels of interaction in the Korean NIS. This study therefore attempts to integrate the NIS concept and the intermediary approach to provide a robust way to explore the knowledge interaction process at meso- and micro-levels. Four functions of the intermediary are constructed to explore how they might influence SME innovation: knowledge facilitation, learning facilitation, knowledge enabling and managing interfaces. Through in-depth analysis of five case studies encompassing firms in mechatronics and IT, this study explicates the knowledge interaction process and influential factors of successful innovation. The analysis addresses a series of issues that the generic NIS concept cannot fully explain: (1) knowledge interaction at meso- and microlevels; (2) multiplicity of relationships and their evolving nature; (3) the role of public intermediaries in a specific cultural context; and (4) the heterogeneity of SMEs with their pre-existing resources and routines. Sociological perspectives especially provide insights for investigating not only the dynamic nature of interactions but also micro-level factors that determine successful interactions and innovation that are largely neglected in both NIS and intermediary studies; e.g. productive combination of competing rationalities, social learning, and the importance of reflexive individuals. Focusing on a modulated NIS concept for public sector intermediaries and SMEs in a Korean context, the study opens the ‘black box’ of knowledge interaction and learning that resolves the barriers, shapes the successful innovation environment and hence strengthens the innovation system. The findings have implications for policy, including the need to establish new policy measures aimed not simply at achieving a set goal but rather at facilitating the interaction process with a long-term view. The study recommends that public intermediaries need to focus on monitoring activities that integrate and support the knowledge interaction process by facilitating ‘associativeness’ among actors. Furthermore, the heterogeneity of the local contexts and SMEs in the innovation process need to be taken into account in designing the programmes, moving away from one-size-fits-all type services.

Abstract:
This thesis investigates the dynamics, debates, and contexts of the making of the National Museum of Modern and Contemporary Art in South Korea (MMCA). An interdisciplinary history, it examines and deconstructs particular episodes, events, and relationships. This thesis interrogates the dialogues of internal and external agents that drove change, influenced developments, and negotiated the form and operation of the museum against a background of socio-political change. The thesis illuminates several interrelated factors, such as trends in art production, national political change, policy development, and so on, revealing an institution shaped by its system, constant negotiation, and dynamic change. Rather than pursuing a linear developmental path of the kind commonly used to describe the histories of the world’s great museums, the museum reveals a complex and, at times, disjointed narrative that shows an institution adapting to the rapid political development of South Korea. As such, the thesis sheds light on the contexts and associated agents that repeatedly configured and reconfigured its identity, practices, norms, and discourses. Since the opening of the museum in 1969, there have been a number of scholarly debates that provide a chronological history of its ‘troubled’ identity. Instead of pursuing a biography, this thesis adopts an interpretive lens to probe more deeply into the history of the museum. Drawing upon historiographic and ethnographic research methods, this thesis contends that the museum has been an active art institution which moves and interacts dynamically with the society rather than situates itself as a remote, static, and bureaucratic system.

Abstract:
After colonial liberation from Japan in 1945, Koreans have been eager to establish their sovereignty and to elevate national pride through nationalism. In South Korea, the nationalist discourse is ubiquitous, and generated top-down directly from the government as well as bottom-up in both traditional media and new social media. Emphasizing the unity, longevity, and distinctiveness of the Korean people by promoting nationalism based on the idea of ethnic homogeneity was a way of both redressing a traumatic colonial past and integrating modern social theories. While the nationalist discourse in South Korea constantly reinforces the uniqueness of Korean people and the worthiness of its splendid culture asserted to be of “five thousand years,” South Korean nationalism is far from being self-sufficient. One of the most significant motivational forces for nationalist consciousness in South Korea is not self-determination but its postcoloniality. South Korea’s anticolonial self definition is a direct reaction to Japanese colonialism (1910-1945), and the aggressive pervasiveness of nationalism in contemporary South Korean society is the prescribed way of rejecting and erasing a past both undesirable and regrettable. This prescribed ethnic nationalism is extremely problematic in both its ahistoricity and increasingly conspicuous irrelevancy in the face of an increasingly multiculturalizing contemporary South Korean population. By examining the interplay between postcoloniality and nationalism, this dissertation examines the two major national museums of South Korea, the National Museum of Korea and the National Folk Museum of Korea. Conceptualizing museums as complex sites where different social, political, and cultural agendas are projected and contested, this dissertation attempts to contextualize the discourses and phenomena of nationalism and postcoloniality in contemporary South Korea within the “contact zone” of museums. While the use of “contact zone” in understanding the nature of museums is strongly informed by James Clifford’s (1997) adoption of Mary Louise Pratt’s term (Pratt 1992), this dissertation aims to broaden the scope of the concept by not limiting the discussion to the dialogue between the exhibited and the exhibitor, but by extending it to mean the process by which museums, the audience, and the society interact to generate and reinforce anticolonial nationalism in South Korea.

Abstract:
This thesis analyses the causal pathway through which the National Pension Scheme (NPS) in South Korea has been transformed. The scheme that was introduced in 1988 experienced two major reforms in 1998 and 2007, and they took place even before full pensioners who met minimum years of pension contributions existed. The aim of this thesis is to illuminate the way in which the two reforms unfolded, by investigating whether existing theories of welfare states can have explanatory power. Founded on historical institutionalism emphasising the dynamic interplay between institutions and actors, the research employs a process tracing method to unpack the causal mechanism of the NPS reforms. Given that current scholars discuss its methodological aspects mainly, this thesis attempts to put process tracing in practice. The thesis formulates the causal mechanism from Kim and Choi’s theory (2014) that pays attention to the role of welfare bureaucrats in the reform process, while examining the validity of other theoretical approaches too. Based on internal documents and elite interviews with those involved directly in the NPS reforms, the findings suggest that the welfare bureaucrats did play a primary role in reforming the scheme in a parametric way. Several welfare state theories are also tested to address the issue of equifinality. The findings indicate that Kim and Choi’s theory is highly likely to be the sole approach encompassing “both” reforms, while the 2007 reform requires further research for the validity of alternative theories such as policy transfer via international organisations and the impact of neoliberalism. Consequently, profound differences existed in pension politics between the pre-reforms and the period of the reforms. Through the case study, the research also reveals the strengths and weaknesses of process tracing as well as its application to political research, and makes suggestions for further research.

Abstract:
The purpose of this research is to analyse the process of South Korean nationalism and national identity construction through studying Chinese table tennis players that have become naturalised citizens of South Korea. Based on an Eliasian theoretical and methodological prospective, this research employs three different methods of analysis. First, it employs archival analysis in the historical context chapter to determine the origins of table tennis and its spread to Northeast Asia, the political and societal role of table tennis in China and South Korea, and the appearance of the first naturalised player in South Korea. Second, this study employs newspaper text analysis to investigate newspaper reports of the South Korean and Chinese table tennis matches from the 1988 Seoul Olympics Games to the 2012 Games in London. This section first examines the flow of Korean nationalism through the table tennis matches between Korea and China, and then explores how the newspaper reports expressed nationalism in regard to the Korean players and naturalised players. Third, this study employs an interview method to gather data from 17 interviewees who have been associated directly or indirectly associated with the Chinese naturalised table tennis players in order to further examine the process of the formation of South Korean national identity. The first analysis regarding historical findings identifies that table tennis has evolved precisely alongside Elias s sportisation theory. In South Korea and China, table tennis has played the role of a national sport. Especially in South Korea, table tennis was a nationalistic sport that opposed anti-colonialism and anti-communism. It was in table tennis that the first naturalised athlete in the history of South Korean sport was selected for the Olympics. In the second analysis, through examining news reports of the Olympic table tennis matches between China and South Korea, this research identifies that South Korean newspapers continue to generate a strong image of nationalism. Moreover, the newspaper reports do not use the same nationalistic sentiments and personal pronouns for South Korean players and naturalised players. Finally, the interview analysis investigates the formation of South Korean identity through the naturalised table tennis players in South Korea. Three national identities groups have arisen in South Korea in response to the emergence of naturalised athletes. The first group approves of globalisation and naturalisation. The second group opposes globalisation and naturalisation. The third group, which comprises the media, has no specific interest in globalisation and naturalisation, but has an identity that changes based on the interests of the media company. In other words, the evidence from the interviews carried out for this thesis shows that South Korean national identity in regard to naturalised athletes remains diversified and not unified.

Abstract:
A number of alternative economic and economic geography theories have been developed to account for the divergence of national political economy and industrial dynamics. These include the varieties of capitalism, developmental state, neo-Schumpeterian innovation, and Gerschenkronian catching-up theories. In this thesis I shall argue that in these theories a core and often shared concept of "institutional advantage" plays a central role in explaining different economic performances across nations. This concept is elaborated as a means of examining the causal relationships between institutional advantages and four necessary functions (market creation, capital mobilisation, process innovation and cost reduction) in the development of the photovoltaic (PV) industry of Germany, China, and South Korea. The development of these industries is examined in detail on the basis of empirical evidence in the form of archival and interview based data. Two main conclusions are reached. Firstly, domestic market creation is not a generally necessary condition for the development of a local PV industry at a national level. China's PV industry grew fast without a sufficient domestic market unlike in Germany. However, domestic market creation is important, because the domestic PV industry, national support policy and the domestic market are interrelated. Secondly, capital mobilisation is a core function in establishing the PV industry. In the 2000s, Korea failed to establish its local PV industry despite an institutional advantage in creating domestic markets, mainly due to the fact that it had an institutional disadvantage in mobilising capital. However, Germany and China succeeded in mobilising capital in their PV sectors, governments playing a decisive role in facilitating the raising of funds in both cases. This research contributes to a better understanding of the nature of industrial dynamics in the context of institutional configurations of a national political economy, broadening the usage of "institutional advantage" by applying this concept to comparative analysis on the national PV trajectories. Moreover, from the perspective of the social system, four necessary functions for the PV industry have been proposed and investigated.

The main purpose of this thesis is to explore the complex relations between South Korea's national security, state identity, and engagement policy towards North Korea over the years, with the primary temporal focus on the Kim Dae Jung administration (1998-2003) and in terms of the conventional and critical constructivism in International Relations (IR). Related to the South's engagement with the North, this thesis also aims to critically examine Pyongyang's Korean nationalism and National Cooperation (Minjok Gongjo) Doctrine directed at South Korea (and even the United States) at the dawn of the 21 century. Before embarking on the above empirical analyses, the thesis theoretically considers constructivist security studies as an analytical framework for examining Korea's identity politics during the Kim Dae Jung administration. The thesis also considers the historical context of South Korea's national security until the late 1990s, just before the advent of the Kim Dae Jung administration in 1998.

This paper seeks to examine how South Korea news medias portrayed mixed-race South Koreans in Korean society by checking articles from the newspapers Dong-A Ilbo and Kyunghyang Shinmun. The paper explores the process of formation of discourse on mixed-race in South Korea, and the contextual background that related to it by analysing about 800 newspaper articles from 1950 to 2019 through critical discourse analysis. The research is conducted within the theoretical frames of imagined community, the concept of ‘othering’, and race and ethnicity in the discourse analysis of the newspapers. The results of the study show that mixed-race people in South Korea are often stigmatised and discriminated for their difference in society as ‘others’ in the newspaper portrayals. Furthermore, the paper highlights that such portrayals of mixed race are based on ethnic nationalism and patriarchal ideas that influenced the discourse around them in South Korea.

Abstract:
The main purpose of this study is to analyze the effects of social capital on organizational performance of local government and whether the effect varies across national cultures. The study hypothesized that organizational level social capital in a public sector organization has a positive influence on organizational performance. To investigate the relationship, surveys were sent to public officials of local government organizations in the city of Omaha in the United States and Wonju city in South Korea. Based on Hofstede’s definition of national culture, these two countries contrast strongly on important cultural characteristics. The two cities were selected as typical representatives of each country. Social capital was operationalized as structural, relational, and cognitive, and organizational performance was measured in terms of efficiency, effectiveness, responsiveness, and equity. The surveys were distributed to public officials working in various city departments. The departments were chosen to represent the three main policy types (as defined by Lowi): regulatory policies, distributive policies, and redistributive policies. Out of 407 surveys sent, 294 usable and valid responses were received. The data were analyzed using SPSS computer software and included descriptive statistics, ANOVA, Pearson’s simple correlation, t-test, factor analysis, linear regression analysis, dummy regression analysis, and moderator regression. The results showed that organizations with higher levels of structural, relational, and cognitive social capital achieve higher levels of organizational performance. However, the effect of social capital in a public sector organization on organizational performance did not differ across cultures. Rather, within a given culture, the relationship varied by policy type. The findings provide some practical guidelines to government leaders on how to increase social capital to enhance organizational performance. By integrating public organizational theories with social capital literature, this study suggests the determinants of public sector performance.

South Korea has recently adopted a new national curriculum (the new NC, 2009 NC), emphasising the development of students’ creativity, their interest in learning, and self directed learning. However, it seems that some confusion exists in local schools as to how to follow the emphasised points of the new NC. This study started under the hypothesis that the adoption of drama and story would contribute to schools following the main ideas of the new NC, facilitating an enjoyable and effective curriculum in local Korean schools. To examine this hypothesis I created a workshop which actively adopted drama and story, with a focus on teaching selective parts of the new NC to year one classes. I wanted to intensively observe what happened during these workshops. I had a total of six or seven sessions to teach the workshop to five year one classes in two Korean schools. I adopted the case study as my research methodology, studying the five cases (the five year one classes) in depth with a mixed method approach, which allows the use of both qualitative and quantitative research methods. After the workshop those students, class teachers and head teachers who participated in the study provided positive responses regarding the adoption of drama and story within the new NC. It can be said that this study shows the possibility that adopting drama and story can be a way to teach the new NC in an enjoyable and stimulating manner. However, it has also found that the class and teacher require certain conditions in order for the effects of adopting drama and story to be fully realised. In particular, it is very important to develop school teachers’ understanding of drama in the classroom and to support them in their practice if they want to adopt drama in their teaching. Therefore individual schools, the Ministry of Education and the Local Ministry of Education need to cooperate to provide proper support for teachers. It is expected that this study will result in more active future research in this area, since there is still no published research about drama and story for both an integrated curriculum and, more specifically, for the new NC design in Korea.

Abstract:
From the dynamic landscape of contemporary South Korean cinema, one trend that stands out is the palpable revival of the historical drama (known as the ‘sageuk’ in Korean). Since the early 2000s, expensive, visually striking, and successful costumed pieces have been showcased to the audience. Now rivalling the other mainstream genres such as gangster action, romantic comedy, and the Korean blockbuster, the sageuk has made an indelible impact on the national film industry. Even so, the cycle has yet to receive much critical attention. This thesis addresses the gap, driven by the question, what is the impetus behind the surge of the ‘historical’ witnessed in recent sageuk films? For this, I first take a diachronic view of the historical context of the genre, which later serves as the reference point for the genre memory. Adopting a synchronic approach, I then examine the industrial, political, and social contexts in Korea at the turn of the new century that facilitated the history boom. While national memory and transnational politics fuelled Koreans’ interest in their past, the popular media – cinema, television, publishing industry, and performance theatre – all capitalised on this drive. The government also took part by supporting the ‘culture content industry’ as a way to fashion an attractive national image and accelerate the cultural export system. Collectively, these efforts translated to the emergence of history as a commodity, carving a unique space for historical narratives in the national heritage industry. As such, different agents – the consumers, the industry, and the state – had their stakes in the national mobilisation of history and memory with competing ideological and commercial interests. Ultimately, the sageuk is the primary site in which these diverging aspirations and desires are played out. In chapters that follow, I engage with four main sub-types of the recent historical drama, offering textual and contextual readings. The main discussion includes the ‘fusion’ sageuk (Untold Scandal), the biopic (King and the Clown and Portrait of a Beauty), the heritage horror (Blood Rain and Shadows in the Palace), and the colonial period drama (Rikidozan, Blue Swallow and Modern Boy). While analysing the generic tropes and narrative themes of each film, I also pay attention to contemporary discourses of gender, and the cultural treatment of masculinity and femininity within the period setting. Such investigation, in turn, locates the place of the historical genre in New Korean Cinema, and thus, offers a much-needed intervention into one of the neglected topics in the study of cinematic trends in South Korea.

This research focuses on agencification and quangocratisation (AQ) through a comparison of the experiences of South Korea and the UK. Although a number of studies of AQ have been produced recently, these reforms remain inadequately understood. Since AQ involves the structural disaggregation of administrative units from existing departments, executive agencies and quangos have distinct characteristics which are quite different from ordinary core departments. There are a number of factors which influence these changes; and this thesis explores nine existing theories which are available to explain these phenomena. Case studies are presented of Tate Modern in the UK and the National Museum of Modern and Contemporary Art (MMCA), which are carefully analysed to examine the validity of those nine arguments. Although cultural agencies, which show some unique features, have become increasingly an essential part of the national economy, they have scarcely been researched from the viewpoint of public policy. This thesis endeavours to explore distinctive characteristics of this policy area; and moreover, it examines the diverse variables which have an impact on policy formation and its results through the process of comparison of arguments. The major tasks of this thesis are to investigate the applicability of the nine arguments and to weigh their merits. As a corollary of this comprehensiveness, it examines the whole public sectors of both countries, in order to show the broader picture and to understand the processes of changes and their backgrounds. More profoundly, similarities and differences between both countries are compared from both macro and micro perspectives. At the same time, the results of AQ are analysed through the comparison of outputs or outcomes before and after these changes, with a view to exploring whether their rationales are appropriate. Furthermore, it also examines the institutional constraints which influence not only the change of agencies but also their performances. Besides which, it seeks to find strategies for overcoming these constraints. This thesis adopts systematic and comprehensive approaches regarding basic concepts and data. It draws on theories of comparative research, the scope of the public sector, the classification and analysis of agencies and quangos, and theories underlying the detailed components of each argument and epistemological assumptions. Therefore, it suggests various aspects which enable us to broaden our understanding of the changes within the public sector; and to generate practical understanding to inform real world reform.

This thesis particularly focused on regional innovation policies, specifically industry-academia collaboration (lAC) policies in South Korea, a politically centralised country in which an attempt to enhance the role and interaction of local agencies fi:om a perspective of a bottom-up approach was emerging. By utilising an analytical framework underpinned by agency-structure relations, implementation models anc the notion of demand-side coherence, this thesis attempted to gain a better understanding of the behavioural differences between diverse agencies in the policy implementation process and the influence of policy delivery systems on their actions.

Since 1994 fundamental transformation has taken place in South Africa in terms of disaster risk management. The transformation process gave rise to the promulgation of the Disaster Management Act (57/2002) that heralded a new era for disaster risk management in South Africa. Consequently the National Disaster Management Framework, published in 2005, set clear guidelines for the implementing of the mentioned act. The National Disaster Management Framework emphasises the importance of the integration and coordination of disaster risk management activities in all spheres of government. Die Disaster Management Act (57/2002) calls for the establishment or certain disaster risk management structures like interdepartmental commitees, disaster management centers, disaster management frameworks, and disaster management advisory forums. Furthermore the National Disaster Management Framework sets certain guidelines in compliance with the Disaster Management Act (57/2002). Municipalities in South Africa have had time since the promulgation of the act in 2003 to get all the mentioned structures in place. This study tried to deretmine the degree in which municipalities complied with the requirements of the Disaster Management Act (57/2002). The municipalities were handles per procvince and the research is based on a 20% representative sample of all the municipalities in South Africa. A mixed method of research was followed. That means that qualitative (telephonic and semi-structured interviews) and quantitative (questionnaires with Likert scale questions) research was used. The result of this research is that there are big failings in terms of the implementing of the Disaster Management Act (57/2002) across the country. In certain provinces the situation is better than in others, but of none of the provinces it can be said that they comply with all the recuirements of the act.

Colorectal cancer (CRC) is the third most common cancer amongst South Koreans. Indirect evidence suggested CRC can be prevented, if not cured through the early detection and the subsequent removal of the precursor of CRC using colonoscopy (COL), the colorectal adenoma (polypectomy). The main aim of this thesis is to identify cost-effective strategies in the follow-up of people with confirmed colorectal adenomas (COL surveillance) for the prevention and early detection of colorectal cancer in the colorectal cancer screening (CRCS), National Health Insurance in Korea. To fulfil the main aim of this study, the following specific objectives were carried out: Estimation of adenoma recurrence post-polypectomy, identification of resources used in the CRCS and CRC treatment and the mapping of common pathways in the CRCS – this was achieved through a collaboration with a researcher in Korea by constructing a CRC cohort utilising the NHI data (2009-2012); Examination of the relevant cost-effectiveness evidence of COL surveillance in individuals with adenomas – this was achieved by conducting a review of the cost-effectiveness evidence in the prevention and early detection of CRC; A literature review of the Health State Utility Values (HSUVs) was conducted to identify methodologically robust HSUVs with health states of interest, this information was used for economic evaluation of COL surveillance; Identification of cost-effective strategies for COL surveillance utilising the findings from previous objectives. Results from a de novo cost-utility analysis indicated that a 0LR3HR (a COL 3 years post- polypectomy for high-risk) strategy is expected to be the most cost-effective in the follow-up of people with confirmed adenomas in the CRCS, NHI. The findings of this study will inform the COL surveillance policy in the CRCS, NHI. Approaches taken in this study and the findings can provide a foundation for further comparative policy analyses in other Asian countries where similar rates of CRC are observed.

The purpose of this thesis is to analyze the dynamics of family support and public pension systems, and their impact on late-life happiness in contemporary South Korea. For this, three specific research questions, namely (1) the dynamics of intergenerational solidarity, public pension systems, and happiness; (2) the association between intergenerational solidarity and happiness; and (3) the association between public pension systems and happiness, are analysed by exploiting the Korean Longitudinal Study of Ageing. The analyses show that (1) the structural solidarity of older people is relatively stronger than of middle-aged people; (2) contacting is the key player in associational solidarity in later life; (3) middle-aged people supply more financial aid to their adult children than they receive from them, but the reverse applies to older people. Both middle-aged and older people actively exchange food, household items, and health-care supplies; (4) more older men receive the National Pension Scheme benefit than older women but the reverse is true for the Basic Old-Age Pension benefit; (5) the level of happiness in later life is very high but decreases as people age; (6) the number of adult children, frequency of contact, and amount of financial support are positively associated with the happiness of older people; and (7) the National Pension Scheme is positively associated with the happiness of older men while the Basic Old-Age Pension is negatively associated with the happiness of older people. The results suggest some policy implications for late-life happiness in contemporary South Korea. At the individual level, increased frequency of contact, availability of the children, and the amount of financial support can enhance late-life happiness. At the governmental level, the research suggests that the gendered structure of the National Pension Scheme and means-tested structure of the Basic Old-Age Pension should be reformed.

Negotiations are a frequent part of international business. Parties involved in a negotiation face different problems in reaching a successful outcome. When the parties have different cultural backgrounds the faced problems become more complex.

The study provides for an understanding of the negotiation and influencing factors in head office subsidiary relationship. The relationship is complex since the head office and the regional subsidiaries have different cultural backgrounds. One case study is performed between a global Dutch company and two of their local subsidiaries in Japan and Korea. A framework for the analysis is developed and the factors that influence the negotiation are identified. The data were compiled from interviews from the Dutch side.

The study reveals that the negotiation between the head office and their subsidiaries is complex. Culture is not the only barrier but the cultural awareness becomes critical. Other major influences between the head office and the subsidiaries are the organisation itself, status of the atmosphere and the relationship.

The Korean Peninsula is situated in an important location in the Northeast Asia. Shortly before the Second World War, the Korean Peninsula was Japan’s strategic springboard for invading China. During the Cold War, the United States of America and the Union of Soviet Socialist Republics confronted in the Korea War. The hostility between the USA and the USSR resulted in the division of rules in the Korean Peninsula. North Korea chose communism, while South Korea, allied with the USA, joined the Western bloc. This thesis discusses South Korea’s diplomatic strategy. It’s hypothesized that, when a state’s power is weak, it tends to depend upon external help to resist external threat. However, when the existence of such an alliance harms its national interest, the national security strategy of the small state would therefore be adjusted. Using South Korea as a case study, South Korea deeply fears that the U.S.-R.O.K alliance will make North Korea out of control, thereby pushing the Korean Peninsula into conflict. Accordingly, South Korea began to adopt a flexible diplomatic policy of acting as a balancer, taking into account the external environment and complicated economic interests among Russia, Japan, China and America in Northeast Asian region. Based on the unique geographical position, the U.S.-R.O.K alliance continues to exist and the decade-long vertical relationship gradually transformed into a parallel one. Therefore, South Korea greatly increased its diplomatic influence in the Northeast Asia, and elevated its status.

The national power of a country is in itself a process of mobilizing the human and material resources of the whole society. The Power in the international arena can be simply defined as the ability of the government of one state to cause the government of another state to do something which the latter otherwise would not choose to do, or to cause the government of another state to refrain from doing something it wants to do, whether by persuasion, coercion, or outright military force. As a result, it is urgent for the state to research nation power. Especially, with the radical change of international situtation, we might as well speed up the development of science and technology, lift our national power.
