Abstract:
PurposeCOVID-19, an infectious disease first identified in China, has resulted in an ongoing pandemic all over the world. Most of the countries have been experiencing a difficult period during the fighting of this pandemic. The purpose of this study is to explore the effect of privacy concerns and cultural differences on public opinion related to the pandemic. The authors conducted a comparative analysis of public opinion in the US and in China as a case study, in order to determine the results.Design/methodology/approachNational policies on important issues faced during the COVID-19 pandemic in the US and in China were examined through a comparative analysis. The authors used text clustering and visualization to mine public opinion on two popular social media platforms, Twitter and Weibo. From the perspectives of concern for privacy and of national culture, this study combines qualitative and quantitative analysis to discover the acceptance level of national policies by the public in the two countries.FindingsThe anti-pandemic policies and measures of the US and China reflect the different characteristics of their respective political systems and national cultures. When considering the culture of the US, it is hard to establish and enforce a rigorous regulation on either mask wearing in public or home quarantine on the national level. The opinions of US people are diverse, regarding national COVID-19 policies, but they are rather unified on privacy issues. On the other hand, Chinese people show a high acceptance of national policies based on their mask-wearing customs and their culture of collectivism.Originality/valuePrior studies have paid insufficient attention to the ways in which user privacy and cultural difference affect public opinion on national policies between the US and China. This case study that compares public opinion on current and topical issues which are closely bound up with public life shows originality, as it innovatively provides a cross-cultural perspective on the research of public opinion dissemination during emergencies by considering the ongoing COVID-19 pandemic.

Abstract:
Abstract Background Compared with the public opinion in the era of traditional media, microblog public opinion shows different characteristics, among which the strong expression of public emotion and behavior is important and has practical impact. The important factor that microblog public opinion has a significant influence is that microblog directly reflects the public mood. Unlike traditional mass media, microblog is a direct point-to-point communication, and the influence comes from the nested microblog relationship. This exponential communication influence enables the public mood to spread to every corner of the world in a short time. In an article entitled “Public opinion formed by anger”, the author quoted the research results of Beijing University of Aeronautics and Astronautics as saying that anger spreads faster on microblog than any emotion. The article also points out that microblogging has become the most convenient channel for Chinese people to participate in social discussion and express concern. The anger expressed in social contacts has promoted the dissemination of relevant news and accelerated the formation of public opinions and collective action. In fact, in many social fields in china, the trend of emotion in microblog has become an important aspect of public opinion prediction, even in crime prevention and economic development. Unfortunately, while people are keen to feel and use the emotional factors in microblog, they have not made a rational exploration of it. Based on the above background, this study intends to start from four aspects: First, why there are obvious emotional characteristics in microblog public opinion compared with traditional mass media; second, what kind of emotions exist in microblog public opinion and what is the relationship with the current social reality; third, how to express the emotions in microblog public opinion and how to present them; fourth, what are the social effects of emotional behavior in microblog public opinion and how to deal with the negative social effects. Subjects and Methods This paper takes psychological research as the main orientation, and pays attention to the public emotional factors in microblog public opinion. The main research methods are as follows: 1 literature method, through the collection and analysis of public opinion research, microblog research and public sentiment research, this paper selects the content related to this research and analyzes, arranges, synthesizes and uses it. Based on the above research, this paper puts forward a new dimension of public opinion research, and tries to innovate in research content, research perspective and research methods. 2. Case analysis method: On the basis of combing the context of the event, conduct text analysis and data statistics, register microblog through real name and interact with other users, and observe and collect relevant materials in the process of interaction. Questionnaire survey method in order to catch a glimpse of the leopard. 3. Questionnaire survey, using scl-90 questionnaire, 208 microblog creators were selected to investigate and analyze the emotional and behavioral factors. Ten factors include somatization, anxiety, compulsion and so on. Results The research found that with the continuous development of the internet, public emotional behavior will have an important impact on microblog public opinion. There are two directions: One is the top-down impact, the other is the bottom-up impact; it is mainly manifested in two typical ways: Social mobilization and emotional social struggle in microblog public opinion. The main expressions of their emotional behavior are: Weakness, anger, sadness and anger, etc. On the basis of combing the collective behavior and emotional struggle, the research finds that the communication framework of emotional behavior mainly includes the communication paths of discourse co meaning, identity co meaning and emotional co meaning; functional analysis includes target function, attribution function and ideographic function. From the tendency of public sentiment, microblog public opinion shows criticism, populism, nationalism, pragmatism, patriotism and justice. The social expression of public sentiment in microblog public opinion includes the spiral phenomenon of silence, butterfly effect, herd effect, resentment and so on. From the perspective of psychology, the public emotions in microblog public opinion are expressed as fear, anxiety, anger and sadness, while in terms of expression, the public express their feelings through direct expression, folk language and other ways. Conclusion The social effects of negative emotions in microblog public opinion have their own paths and standards of research and judgment, and we need to deal with the social effects of negative emotions. In the process of response, we should follow the principles of first time, multi opinion space construction, affinity and self-centered, strengthen the construction of service-oriented government, establish a three-dimensional communication pattern, and establish monitoring, early warning and feedback mechanisms. Abstract:
AbstractDespite Australia's increasing economic ties with Asia, little is known about how it is perceived by the typical citizen in the region. This paper seeks to contribute to the Australian discussion on ‘Asian engagement’, as well as to a general understanding of the structure of foreign policy beliefs, by examining perceptions of Australia's influence among the mass publics of 14 Asian polities. Despite some anxiety in Australia on national op-ed pages and among political leaders over how the country is perceived, we find that the average person in Asia probably does not have a strong or meaningful opinion about Australia's foreign policy. Using survey data covering the years 2006 through 2008 from the AsiaBarometer project, we find that, on average, far more people view Australia's influence on their country favorably (40.5%) than view it unfavorably (6.1%). A similar percentage (41.5%), however, have neutral views of Australia's influence, and 12% of people in Asian nations express no opinion on the topic. We suggest these high frequencies of neutral perceptions and non-response are evidence of considerable indifference towards Australia. Furthermore, we investigate the correlates of perceptions of Australia's influence and find that in almost all cases citizens’ views about US and Chinese influence on their country are much better predictors of their views of Australia's influence than core values, identity, information, and demographic characteristics. We posit that opinions about Australia, even those that are favorable, may have less to do with perceptions of Australia specifically, and more to do with respondents’ general internationalist sentiment or perceptions of major powers.

Abstract:
Abstract Background With the development of various information technologies and the popularization of the Internet, great changes have taken place in human life. In particular, social media has become an important channel for people to obtain information and generate event awareness, attitude and emotional tendency. Personal real-time comments on social media have a potential role in guiding public opinion and guiding network public opinion. As one of the most representative online social media, microblog contains a lot of public emotional information. The heterogeneity of microblog users' personal characteristics such as age, work and education leads to their different views, attitudes and values, making their views more representative and universal. Emotional analysis of these information is of great significance for us to understand the spread of public opinion events. By constructing a personal cognitive emotion classification model based on the optimized distributed gradient enhancement library, the emotion classification of microblog short text is realized. The model mainly includes text data collection and preprocessing, text feature extraction based on word embedding model word2vec, high fitting emotion classification model established through training corpus, and emotional tendency judgment according to the emotional tendency results obtained from the model. This paper takes 5 million microblog data and the data set released by CCF international natural language processing and Chinese Computing Conference as the word vector training corpus of word2vec to train the emotion classification model. Research Objects and Methods In order to investigate the semantic analysis of emotion, we formed an open-ended questionnaire by consulting relevant literature, sorted out the recovered effective scales, and conducted data semantic analysis. On this basis, combined with the previous theoretical concepts, the preliminary measurement table of emotional information is compiled; Secondly, the preliminary test is carried out according to the items of the scale, and the data are analyzed through item analysis, exploratory factor analysis and reliability test of the scale; Finally, the formal scale is compiled, tested and recovered, and verified by confirmatory factor analysis and reliability and validity test. In order to test the relationship between emotional information and emotional regulation, the cognitive bias questionnaire (CBQ) was used to measure the negative cognitive bias assumed to be related to depression. The scale measures two dimensions: (1) depression and (2) cognitive distortion. “Depression” expressed by CBQ refers to depressive emotion, or bad mood, rather than a depressive syndrome containing all relevant symptoms. Cognitive distortion is defined as reasoning that is clearly incorrect in terms of known facts. CBQ attempts to evaluate the specific cognitive distortions proposed by Beck (19671970), such as over generalization, out of context, arbitrary and speculative reasoning and judgment, ignoring advantages or good results and exaggerating disadvantages or bad outcomes. The scale describes six situations common to college students or psychiatric patients, three for interpersonal relationships and three for self-achievement. After each situation, three or four questions are put forward. These questions represent four possible combinations of the two dimensions of depression and distortion: depression non distortion, depression distortion, non depression non distortion and non depression distortion. Subjects were asked to answer how they experienced when they were in this situation. The score is to compare the scores of the four combinations of depression and distortion respectively, and the score range is 0-23 points. At the same time, independent sample t-test and analysis of variance were carried out with college students' gender, grade, family location, major, one-child situation, student cadres, family status and parental education as independent variables. Whether it is a student cadre or not has a certain impact on the emotional regulation and self-efficacy of college students. Results The improved model overcomes the shortcomings that the general methods can not explain the context and capture the semantic relationship of the context, and improves the efficiency and accuracy of emotion based classification. The effectiveness of different models can be evaluated according to confusion matrix or ROC curve. In this paper, the classification effect of xgboost emotion classification model is obviously better than that of SVM classification model. Conclusion Our empirical results show that most netizens hold a negative attitude towards yumengyao wrestling competition. Due to its limitations, this paper only uses xgboost model to study the text emotion classification. In the future, deep neural network can more accurately understand the characteristics of microblog short text, realize higher precision emotion analysis, and help practitioners and decision makers comprehensively and effectively identify the public's views and attitudes towards national policies and current events. This paper is of great significance to the real-time public opinion analysis in the network social media environment, and emphasizes the necessity of promoting the establishment of network public opinion early warning mechanism. Abstract:
Since 2014, there have been increasing numbers of undernourished people in the world, mainly distributed in developing countries. At the same time, the rapid growth of China’s agricultural FDI (Foreign Direct Investment) has attracted international attention. There are different opinions on whether China’s fast-growing agricultural investment can contribute to promoting global food security. The objective of the article is to clarify the consensus and differences of current research, and explore the actual impacts of China’s agricultural FDI. This paper adopts the Grounded Theory to sort out the characteristics, reasons, and impacts of China’s agricultural FDI and their intrinsic relationship. The results show that private enterprises are the mainstay of China’s agricultural FDI, mainly concentrated in developing countries in Asia and a few developed countries such as Singapore, New Zealand, and the United States. As the investment model is transformed from land leasing to mergers and acquisitions, China’s agricultural investment links are transformed from planting to full-industry chain operations. The motives of Chinese agricultural FDI are affected by corporate goals, national strategies, and the international environment. For China, overseas agricultural investment guarantees national food security, helps expand the agricultural product market, and enhances China’s influence. For the host country, China’s agricultural investment brings about agricultural technology, management experience, and employment opportunities. However, in the actual investment process, the investment model of land leasing has caused the instability of local farmers’ livelihoods, and the excessive pursuit of profits by Chinese companies has also led to an unfair distribution of agricultural products. All of these may bring some challenges to the social and economic development of the host country to a certain extent, affecting the realization of win-win goals. In order to achieve a win-win goal, at the enterprise level, Chinese companies should make the investment model fit the interests and development goals of the host country, rationally choose the investment location, and abide by local rules. At the government level, the Chinese government should guide enterprises to focus on the less developed countries and regions that are most in need of introducing agricultural investment, and provide enterprises with risk protection. At the international level, it is necessary to strengthen the formulation and improvement of international agricultural investment rules, guide the public to form an objective understanding of agricultural investment behavior and impact, and create a suitable environment for international agricultural investment.

Abstract:
Abstract Background In modern society, the self media era brought by the rapid development of the Internet provides a new way for the construction of the psychological environment of patriotism education, which is widely favored by psychological researchers. At the same time, due to its regularity, universality and flexibility, as well as the in-depth development of globalization, the psychological environment construction of patriotism education has become more complex, changeable and difficult to control, which is particularly obvious in the positions and views of specific cases based on the cultural differences between China and the West. The primary problem of constructing the psychological environment of patriotism education is to find out the differences between Chinese and Western patriotism education and further explore the feasible ways to construct the psychological environment of patriotism education. How to carry out patriotism education in the context of globalization will become useful from the perspective of emotional and behavioral changes. Research Objects and Methods Using the method of literature research and taking western patriotism education as the comparative object, this study makes a multi-dimensional and multi-dimensional comparative study on the characteristics of Chinese patriotism education, including the importance, main contents, development scope, cultural background, methods and approaches of patriotism education, as well as the main psychological concepts, and analyzes the similarities and differences between Chinese and Western patriotism education. This paper also uses Hill & bale's mental health locus of control scale. MHLC measures people's evaluation of the treatment effect from two poles. One pole reflects the patient's view of being responsible for the curative effect, that is, internal control, and the other pole reflects the role of the healer, that is, external control. MHLC is a self-assessment scale with 22 items and 6 insertion questions (no score). The original version included 61 items, which were tested in college students and simplified into the current scale through statistical processing. The scale is scored on a 6-point scale. 6 points represent the most external control and 1 point represents extreme internal control. In this way, the score range of the scale is between 22 (extreme internal control) and 132 (extreme external control). Results the analysis shows that there are similarities between China and the West in patriotism education, which is mainly reflected in that both sides attach great importance to education and put education in the forefront of civic education. Civic education widely runs through the life of citizens. This difference is mainly reflected in the differences in the setting of mainstream values and basic contents caused by cultural background, which leads to great differences in the importance of civic thought and educational methods. Therefore, the psychological concepts of Chinese and Western patriotic education show great differences in practice, mainly in the conflict of three psychological concepts: collectivism and individualism, national unity and enterprising priority, explicit education and implicit education. The results also show that emotional coping plays a mediating role and psychological elasticity plays a regulatory role. The mediating effect of life events on anxiety through emotional coping is regulated by psychological elasticity. That is, the higher the psychological elasticity, adjust the impact of life events on anxiety through coping style, so as to reduce anxiety; On the contrary, the lower the level of psychological elasticity, adjust the impact of life events on anxiety through coping style, and increase its impact. Conclusion In the face of such complex differences and conflicts, according to the characteristics of the we media era, we must create a psychological environment for patriotism education according to the national history and culture and the current problems to be solved. Therefore, we must effectively deal with all kinds of new problems and challenges brought by the complex and changeable national network environment. Exploring this path from three aspects has important theoretical reference significance for constructing the psychological environment of patriotism education: paying attention to the construction of network patriotism platform, innovating the content and activities of patriotism education in the era of self media, and strengthening the guidance of public opinion on the network platform of self media. The results of this study are committed to thinking about the construction of the psychological environment of patriotism education in the era of we media from a comparative perspective, emphasizing the importance of its construction, and improving its construction efficiency through more empirical research. Strengthen active patriotic education, carry out targeted patriotic education, correctly guide patriotism and guide them to carry out relevant activities according to their own advantages and characteristics. Abstract:
The “Nixon China Shock” (the July 15, 1971 statement by the U.S. President R. Nixon about the recent trip of his National Security Advisor H. Kissinger to the PRC and about the President’s upcoming visit there) became one of the pivotal points in the history of Japanese foreign policy and contributed to Tokyo becoming more independent from Washington in its diplomatic course. Using the case of Japan’s reaction to this event, the article explores the characteristic features of the foreign policy making process in post-war Japan and demonstrates the considerable influence of these features on the character of Japanese foreign policy of the so-called “1955 System” period (the prolonged and continuous dominance of the conservative Liberal Democratic Party in 1955-93). The paper shows the decentralization of the foreign policy making process, expressed in the limited ability of the Prime Minister to determine foreign policy, the presence of considerable internal contradictions in the MoFA of Japan, the factionalism of the ruling party, and the high degree of dependency of the government’s policy course on the public opinion. It proves that these factors were one of the reasons for Japan’s political leadership avoiding decisive actions to normalize relations with the PRC before the “Nixon shock”, cautious that it might damage its relations with the U.S. and unable to discern the signs of upcoming U.S.-Chinese détente, and after this event, vice versa, making every effort to normalize its relations with Beijing as soon as possible, reaching this goal even before their American partners did. Given the historical importance of the “1955 System” for contemporary Japanese politics, the article’s conclusions are significant for the understanding of the logic of Japan’s domestic politics and foreign policy of the entire post-war period.Author declares the absence of conflict of interests.

General Secretary Xi Jinping stressed during the 30th collective study of the Political Bureau of the CPC Central Committee that we should have profound understanding on the importance and necessity of strengthening and improving international communication work under the new situation, and make great efforts to strengthen international communication capacity building and form an international discourse that matches our comprehensive national power and international status. International communication capacity building has become an important task for China at present. This paper makes intellectual inquiries to explore three paths for strengthening international communication capacity building in an hope to providing references and lessons for strengthening international communication capacity building: (1) Breaking the discourse construction of China by the Western discourse system and building a Chinese discourse system based on Chinese perspective and human perspective. (2) Telling Chinese stories with Chinese discourse and forming a Chinese narrative system. ABSTRACTThis paper examines the nature of public opinion concerning the National Health Service. Data from two series of national surveys covering the period 1983–92 are used to analyse trends in opinion. OPCS data for 1991–2 are examined in more detail to investigate the determinants of satisfaction with health services. A range of demographic, socio-economic and health status characteristics, as well as media coverage of health-related issues, are found to be significantly related to expressions of satisfaction with the NHS, in addition to recent experience of using health services. The complexity of the formation and expression of public opinion is acknowledged. In particular, the importance of taking note of the methodological implications and political context associated with expressions of public opinion is emphasised.

AbstractSports victory constitutes an important part of propaganda in authoritarian states. The heavy state investment in sports industries and sports culture in China illustrates the political importance of sports. However, few studies have systematically examined the exact impact of sports propaganda on public opinion. Using a survey experiment conducted in two Chinese cities, this article finds that broadcast highlighting national sports achievements has significant positive effects on general satisfaction and compliance with the local governments. These results expand on the small, but growing, literature on the effects of sports on political opinions and help detail the specific ways in which sports can affect political attitudes.

Abstract:
In recent years, with the rapid development and wide application of the Internet, it has become the main place for the generation and dissemination of public opinion. To grasp the information of network public opinion in a timely and comprehensive way can not only effectively prevent sudden network malignant events but also provide a reference for the scientific and democratic decision-making of government departments. Therefore, in view of the practical application needs, this article studies the emotional characteristics and the evolution of public opinion over time based on the emotional feature words of network public opinion participants. Firstly, the positive and negative emotional lexicon of HowNet emotional dictionary is used, and the commonly used emotional lexicon and expression symbols are added to the lexicon. At the same time, the polarity annotation method of Chinese emotional lexicon ontology is used to construct the emotional lexicon of this article. Secondly, considering other emotional polarity characteristics in the dictionary, an emotional tendency analysis model is proposed. In this article, emotional analysis is applied to the evolution analysis of network public opinion, and the change of network public opinion characteristics with time series is obtained. The simulation results show that the emotional dictionary constructed in this article and the proposed model of emotional orientation analysis can effectively analyze the emotional characteristics of network public opinion participants and apply emotional analysis to the evolution analysis of network public opinion, which can get the change of emotional characteristics of public opinion participants with time series.

Abstract:
Purpose The purpose of this paper is to use Weibo as a window to examine the Chinese netizens’ online attitudes and responses to two sets of population policy: the Selective Two-Child Policy (Phase 2) and the Universal Two-Child Policy. The population policy change from the rigid One-Child Policy to the Selective Two-Child Policy then to the Universal Two-Child Policy aroused great attention of the Chinese people. Design/methodology/approach This research uses the crawler technique to extract data on the Sina Weibo platform. Through opinion mining of Weibo posts on two sets of population policy, the Weibo users’ online opinions on the Two-Child Policy are analyzed from two perspectives: their attention intensity and sentiment tendency. The research also use the State Bureau of Statistics of China’s national population data between 2011 and 2016 to examine the Chinese people’s actual birth behaviors after implementing the two different sets of the Two-Child Policy. Findings The research findings indicate that the Selective Two-Child Policy (Phase 2) and the Universal Two-Child Policy are good examples of thematic public sphere of Weibo. Weibo posts on the two sets of the Two-Child Policy have undergone different opinion cycles. People from economically developed regions and populous regions have paid more attention to both sets of Two-Child Policy than their counterparts in the less developed and less populated regions. Men pay more attention to the Two-Child Policy than women do. Despite people’s huge attention to the new population policy, the population growth after the policy is not sustainable. Research limitations/implications The new population policy alone is difficult to boost China’s population within a short period of time. The Chinese Government must provide its people with enough incentives and supporting welfare to make the population growth happen. Originality/value These findings have important implications for understanding the dynamics of online opinion formation and changing population policy in China.

Abstract:
With the advent of the era of globalization and the rise of the wave of the information revolution, international public opinion and national image have become necessary considerations for a country to realize its national interests in the international community. The outbreak of the global epidemic in the past two years has pushed China to the center of public opinion again, threatening China's national image. This once again reminds us that we should use public diplomacy to carry out the long-term strategic task of building an excellent national image. My country has used national image propaganda films to shape the image of a peaceful, open, and friendly big country. Some of these experiences are worth learning from, and some problems are worth reflecting on and discussing. Taking the Chinese national image propaganda films "Character" and "Angle" as examples, combined with Lasswell's 5W theory, this paper discusses the advantages and difficulties of using national image propaganda films to shape national image in China's public diplomacy. We provide some constructive solutions to the difficulties and problems encountered by our predecessors, look to the future, and look forward to the development direction of shaping China's national image.

AbstractEver since the introduction of the national political programme of “Building a new socialist countryside” (BNSC) in the early 2000s, renewed focus has been cast on how the Chinese government manages the gap between its rural and urban areas in the new millennium. Previous research has mostly studied the social and political consequences of the BNSC initiative without paying particular attention to its effects on public opinion. In this article, we present an analysis of the 2002 and 2008 waves of the mainland China subset of the Asian Barometer. Our results show a significant shift in the perceptions of the rural population in respect to how much impact government policies have on daily life. This shift brings rural perceptions more in line with those of the urban population in 2002. The paper concludes with the implications of our findings for the study of the relations between public opinion and public policy in China.

The current researches are lack of structural and quantitative analysis on network opinion coping strategies, thus, they cannot provide practical and operational practices in dealing with network opinion. As echoing to the deficits of the research and based on Chinese situations, this paper proposed six stages model of network opinion on public events, that is brewing stage, outbreak stage, diffusion stage, iteration stage, regression stage and long-tail stage. Then, knowledge element based descriptive model were put forward by adopting the theory of “situation-response” decision model and the method of knowledge engineering theory. And finally, the cross-case dynamic evolutionary analysis were carried out in terms of public emergencies and the results showed that the two proposed models were effective in describing the events changes and the dynamic evolutionary characteristics of government’s response capability, which indicate that they can provide government with some operational suggestions in coping with network opinions.

Abstract:
The Sustainable Urban Mobility Planning (SUMP) process deals with barriers to improve accessibility and quality of life in urban mobility. Public opinion is highly essential for this process because it presents the real needs of road users. This paper illustrates the influence of public opinion on using Private Mobility Vehicle (PMV) in urban. A survey was carried out with 400 participants in Palermo, Italy. The results suggested that there was heterogeneity in gender and age groups in subcategories which represented people who use, do not use, and completely reject, using PMVs in urban. In addition, it was explored that there was a statistically significant relationship at 95% confidence level between sociodemographic characteristics (gender and age groups) and public opinion on PMV using. Employment status was found as an important parameter in transport planning. It was also showed that there was an inconsistency between local and national results. The results suggested that sociodemographic characteristics and public opinion should be investigated in further studies. In addition, a participatory planning process should be carried out to monitor for reliable evaluation in urban transport planning.

Abstract:
The internet provides a free and convenient platform for the public to obtain political information and participate in political life. Meanwhile, there occurs fierce confrontation of various values and ideologies, shaping a complicated and changeable field of public opinion. The strategies of civic participation and the generation of public opinion show quite different characteristics in such a mediatized society. This article aimed to study civic participation in Chinese cyberpolitics and to find its patterns and the logic behind it. Due to the natural advantage of the environmental issues in its commonality, the internet events in the last decade related to the PX (para-xylene) project were selected as the research object. This study used grounded theory as the method and conducted a cross-case analysis on the original data captured on Weibo—one of the most popular social media sites in China. Finally, four patterns of civic participation in internet events were found and summarized, as well as the intervention and influence of media logic in different modes. However, it is political logic, rather than media logic, that reveals greater vitality in the civic participation of cyber deliberation. Mediatization does exist but is far from dominance. It has certain significance for the supervision and management of public opinion and the rational and harmonious development of civic participation in public issues.

Abstract:
Background Violence against doctors in China is a serious problem that has attracted attention from both domestic and international media. Objective This study investigates readers’ responses to media reports on violence against doctors to identify attitudes toward perpetrators and physicians and examine if such trends are influenced by national policies. Methods We searched 17 Chinese violence against doctors reports in international media sources from 2011 to 2020. We then tracked back the original reports and web crawled the 19,220 comments in China. To ascertain the possible turning point of public opinion, we searched violence against doctors–related policies from Tsinghua University ipolicy database from 2011 to 2020, and found 19 policies enacted by the Chinese central government aimed at alleviating the intense patient–physician relationship. We then conducted a series of interrupted time series analyses to examine the influence of these policies on public sentiment toward violence against doctors over time. Results The interrupted time series analysis (ITSA) showed that the change in public sentiment toward violence against doctors reports was temporally associated with government interventions. The declarations of 10 of the public policies were followed by increases in the proportion of online public opinion in support of doctors (average slope changes of 0.010, P<.05). A decline in the proportion of online public opinion that blamed doctors (average level change of –0.784, P<.05) followed the declaration of 3 policies. Conclusions The government’s administrative interventions effectively shaped public opinion but only temporarily. Continued public policy interventions are needed to sustain the reduction of hostility toward medical doctors.

AbstractThe conventional wisdom on evangelical American Protestant support for the use of torture on suspected terrorists is incorrect. With data from the 2008 American National Election Studies survey, we specify the interactive influence of religious traditions on attitudes toward torture by religious commitment and belief orthodoxy. Only at low orthodoxy, and low to average commitment, are Catholics, mainline, and black Protestants more likely to support torture than the unaffiliated; the effect for evangelical Protestants is null. Greater commitment moves most traditions and the unaffiliated toward increased opposition to torture. Stronger orthodoxy, however, leads to support for torture only for the unaffiliated. The findings persist given controls for demographic characteristics, party identification, left-right self-placement, and authoritarian values.

Abstract:
Background: During the outbreak of COVID-19, online public opinion related to the epidemic was rapidly generated and developed rapidly. If some online public opinions cannot be effectively responded to and guided, it will bring risks to social order. The government should understand how to use information on social media to grasp public demands, provide useful information in a timely manner and take countermeasures. Studying the formation mechanism of online public opinion during the outbreak can help the government make scientific decisions and improve risk management capabilities. Methods: The research selects the public opinion information of online platforms represented by WeChat, online communities, Sina Weibo and search engines, involving 75 relevant texts (1 January to 31 March 2022). According to the grounded theory method, using the QSR NVivo12 qualitative research software, the collected network texts were successively researched using open coding, axial coding and theoretical coding. Results: The structure of online public opinion during the COVID-19 epidemic was obtained. The operation mechanism of the online public opinion system about COVID-19 was mainly affected by the interaction of online public opinion objects, online public opinion subjects, online public opinion intermediaries and government forces. It was based on social facts and citizens’ appeals as the starting point, subject behaviors and prevention and control measures as the focus, government’s governance as macro-control and citizens’ evaluation as the guide. Conclusions: Scientific analysis of online public opinion is an important tool to identify and manage risks and improve the quality of government activities. Online public opinion has the function of assisting government decision-making, and the government can identify the important information reflected in it, especially the mainstream public opinion, as a reference for decision-making. By taking effective measures and properly responding to citizens’ reasonable demands, the government can prevent social risks and avoid new negative public opinions. Contributions: According to the characteristics of the basic model of online public opinion, this study provides risk mitigation suggestions for Chinese public sectors to use online public opinion, optimize epidemic prevention policies and formulate strategic measures.

Abstract:
The strictest water resources management (SWRM) policy is a critical policy to address China’s severe water shortage and pollution problems, and aims to promote sustainable water development and water governance. Based on data mining from multiple sources, including policy text from the strictest water resource management policy from 2011 to 2021, the reports of major media websites, and the Baidu Index, this study used the ROST-CM6 text-analysis tool to analyze the policy content, public opinion, and public perception of the strictest water resources management policy quantitatively and visually. The results found that the policy text and public-opinion are given high attention to the water resources assessment, water control management, and water resources protection, but the policy text focuses on the macro level, and pays more attention to national development and long-term planning. The public opinion belongs to the micro level and is more economic, and there is a certain degree of media bias. With notable regional disparities, the general public’s opinion of the harshest water resource management policy has been rising every year. This research adds to the global body of knowledge on water governance, and serves as a guide for Chinese and other governments looking to improve their water resource management strategies.

Abstract:
The influence of national health level in the stability and sustainable development of national society is increasingly prominent. The purpose of this study is to examine whether, when, and how national fitness policies exert influence on national health. Panel data from 2008 to 2017 of 30 Chinese provinces (cities) (except the Tibet autonomous region) were used to systematically reveal the direct impact of national fitness policies on national health and its characteristics in different regions, as well as the interaction mechanisms of human capital and finance health expenditures in public sports. This study found that first, national fitness policies had a positive effect on adult health. Second, sports human capital weakens the health effect of national fitness policies, while public finance health expenditures strengthen this effect. Lastly, the health effect of national fitness policies varies significantly across regions due to uneven regional economic development, and the differences in the effects on different age groups (adults and children) are equally pronounced. This study suggests that national fitness public service system and diverse national fitness plans improving national health level are important for a new dynamic balance and high quality coordinated development in both Chinese economic growth and social welfare.

Abstract:
Although mass opinion on many political issues is generally stable, Americans’ beliefs about environmentalism have undergone dramatic changes in recent decades. Many studies of attitudinal change identify cohort- or period-based effects as contributing to large-scale opinion changes. However, limited research exists that considers both explanations simultaneously. This study estimates variability in environmental spending support across cohort and periods while also testing the role of compositional and contextual causes of this variability. Our findings contribute to understanding mass opinion change, as well as variations in the American public’s concern about the environment. Furthermore, the modeling approach addresses the question of which macro- and micro-level characteristics are influential for pushing forward a green agenda. The evidence presented casts doubt on studies that see pro-environmentalism as dependent on personal or national wealth as well as findings that view shifts in concern as stemming from generational replacement. Yet, among the major explanations identified in public opinion research, we find support for elite cues and, to a lesser degree, subjective economic security as important factors that drive shifts in public concern about the environment. Given these results, we argue that theories of postmaterialist environmentalism and theories of global environmentalism are incomplete on their own.

<p>This paper aims to measure the impacts of environmental policy uncertainty on green innovation and explore the transmission channel that is less understood in past scientific works. In this paper, we use a newspaper-based sentiment mining approach to establish an index of environmental policy uncertainty in China and implement web crawlers and text analysis techniques to construct a network public opinion index of the Chinese financial market. Then, we explore the relationships between environmental policy uncertainty, network public opinion, and green innovation through the time-varying parameter structural vector autoregressive with stochastic volatility (TVP-VAR-SV) model. The transmission channels of environmental policy uncertainty to green innovation are depicted by selecting different timing of policy release. Our empirical study results show that the fluctuations of environmental policy uncertainty, network public opinion, and green innovation have time-varying characteristics. Furthermore, the findings reveal interactions among the three variables: 1) The environmental policy uncertainty can influence green innovation through network public opinion. 2) The environmental policy uncertainty has both inhibited and promoted effects on network public opinion and green innovation. 3) There are differences in the direction and the degree of impulse responses among the above three variables in the context of uncertainty shocks. Abstract:
In recent years, the United States has increasingly tried to change other governments’ economic policies by threatening to punish those countries if they do not change course. To better understand the political consequences of these tactics, this paper examines how external threats influence public support for policy change in targeted states. We consider three mechanisms through which economic coercion might alter public opinion: by changing individuals’ interests, by activating their national identities, and by providing them with new information about a policy’s distributive effects. To test these rival explanations, we focus on the case of China–US currency relations. Using data from a survey experiment of Chinese internet users, we find strong support for the informational updating theory. Our evidence suggests that economic coercion can reduce support for policy change because it leads individuals to update their beliefs about who wins and loses from economic policy changes.

PurposeThe outbreak and continuation of COVID-19 have spawned the transformation of traditional teaching models to a certain extent. The Chinese Ministry of Education’s guidance on “keep learning and teaching during class suspension” has made OTC and learning (OTC) become routinized, and the public’s emotional attitudes toward OTC have also evolved over time. The purpose of this study is to segment the emotional text data and introduce it into the topic model to reveal the evolution process and stage characteristics of public emotional polarity and public opinion of OTC topics during public health emergencies in the context of social media participation. The research has important guiding significance for the development of OTC and can influence and improve the efficiency and effect of OTC to a certain extent. The analysis of online public opinion can provide suggestions for the government and media to guide the trend of public opinion and optimize the OTC model.Design/methodology/approachThis paper takes the topic of “OTC” on Zhihu during the COVID-19 epidemic as an example, combined with the characteristics of public opinion changes, chooses Boson emotional dictionary and time series analysis method to build an OTC network public opinion theme evolution analysis framework that integrates emotional analysis and topic mining. Finally, an empirical analysis of the dynamic evolution of the communication network for each stage of the life cycle of a specific topic is realized.FindingsThis paper draws the following conclusions: (1) Through the emotional value table and the change trend chart of the number of comments, the analysis found that the number of positive comments is greater than the number of negative comments, which can be inferred that the public gradually accepts “OTC” and presents a positive emotional state. (2) By observing the changing trend of the average daily emotional value of the public, it is found that the overall emotional value shows a stable development trend after a large fluctuation. From the actual emotional value and the fitted emotional value curve, it can be seen that the overall curve fit is good, so ARIMA (12, 1, 6) can accurately predict the dynamic trend of the daily average emotional value in this paper. Therefore, based on the above-mentioned public opinion, emotional analysis research, relevant countermeasures and suggestions are put forward, which is conducive to guiding the development direction of public opinion in a positive way.Originality/valueTaking the topic of “OTC” in Zhihu as an example, this paper combines Boson emotional dictionary and time series to conduct a series of research analyses. Boson emotional dictionary can analyze the public’s emotional tendency, and time series can well analyze the intrinsic structure and complex features of the data to predict the future values. The combination of the two research methods allows for an adequate and unique study of public emotional polarization and the evolution of public opinion.

Abstract:
The article presents the results of the research project on the reputation of the Russian power, which aimed at identifying and explaining the content of the concepts ‘Russian power reputation’ (state and municipal power) and ‘reputation of the levels and branches of the Russian power’ (on the example of the regional executive power), and at assessing their closeness in the conceptual field. The author developed and empirically tested (expert and public opinion polls were conducted in the regions of Central Russia in August - November 2021) a theoretical model of the ‘Russian power reputation’, which has not been independently studied before. The article presents the structure and content of the information field of this concept, which (with a certain degree of convention) is defined as twocored. The basic core is a semantic field of the category ‘reputation’, the substantive core includes characteristics of the concept ‘Russian power reputation’. The author identifies key characteristics constituting the basis of the substantive core or the near periphery of the basic core, and characteristics of the far and extremely far periphery. The content of the concept ‘Russian power reputation’ consists of two main blocks - institutional and activity - in their integrating characteristics (service to the people and effectiveness/efficiency of power). The institutional block characteristics prevail (especially in public opinion), which indicates the priority of the value content of reputation over the pragmatic one. Thus, a new concept is introduced into the scientific discourse - ‘Russian power reputation’, which means a complex national phenomenon of the historically determined social and political reality - it represents a value perception and relatively stable opinion of citizens about the authorities as based on certain experience of communication and estimates of their real actions which determine a sense of trust and embody the purpose of government - to serve the people - in a productive, effective way; and it reflects the system of citizens’ expectations and perceptions of a proper power (honest, responsible, fair, caring and protective).

Abstract:
The China Lobby in the United States attracted much scholarly attention after 1945, yet it found its footing in the late 1930s and played a critical role in re-shaping American public opinion prior to World War ii. Historians have devoted relatively little time to investigating this earlier period. The overwhelming majority of China’s lobbyists during these early years were American missionaries who the Chinese government often funded and managed. This article examines the role of two of those missionaries—Frank and Harry Price—and their American Committee for Non-Participation in Japanese Aggression. It relies on research in Taiwan, China, and in archives across the United States. The author also has interviewed members of the Price family, as well as former associates of Frank Price in the United States, Taiwan, and China. The evidence this article presents demonstrates that while difficult to quantify, the Price brothers played a crucial role in helping to re-shape American public opinion about China between 1938 and 1941.

Abstract:
Ecological civilization is the only way for the development of human civilization, and also something required for human overall development and our national interests. Ecological civilization with Chinese characteristics includes five aspects: understanding ecology, managing ecology, constructing ecology, advocating ecology and tasting ecology. It’s characteristic of Chinese ecological civilization to protect environment while developing. To carry out the ecological civilization construction effectively in China, we must try hard to strengthen the ecologically ruling construction of the party and the government, reinforce the ecological civilization education and grasp the key points and actively mobilize the public.

Abstract:
In view of the recent developments in public attitudes toward the use of investigative reporting, this study compares past findings on perceived public importance of investigative reporting and the acceptability of different reporting methods with findings from a national telephone survey of 1,211 respondents conducted in February 1997 by Princeton Survey Research Associates. While past studies only found weak relationships between approval of investigative reporting and respondents' individual-level characteristics, this study hypothesizes that the increased use of these techniques in popular television shows and local evening news has created a highly divided audience which, while paying great attention to reports that use investigative reporting techniques, either strongly approves or disapproves of their use. Findings indicate that the best predictor for whether people approve or disapprove of investigative reporting is their general attitude toward the media's role in society, rather than increased exposure to investigative news stories.

Abstract:
The article analyzes the main approaches to the study of such a phenomenon as political leadership, its understanding in the context of Chinese philosophy and also makes an analysis of presence of the political leadership topic in the national media discourse. In today’s context, political leadership plays a crucial role in development of each country, since in terms of globalization processes it is one of the key moments of the spread of state influence on society. Thanks to the media, the activities of the political leader become public, and China is no exception — here also the representation of political leadership occupies a prominent place in the national media discourse. The scientific novelty of the article lies in the fact that no philosophical aspects of political leadership in the national media discourse have been previously studied. The article also focuses on the influence of media discourse on the process of change in the perception of political leadership in China. The research methodology consists in the analysis of scientific publications and practical experience in the functioning of Chinese society. It also carries out a content analysis of media publications on a given problem. Based on the results of the analysis, it makes a conclusion that that the institution of political leadership in China has many specific characteristics arising from the doctrine of «paternalism with Chinese characteristics». It also confirmed the hypothesis that modern ideas about political leadership in China have a close relationship with Chinese philosophy and this relationship is traced in the national media discourse.

Abstract:
Assessing the health of the ecosystem based on the landscape pattern of national parks can facilitate policy makers in formulating more targeted conservation policies to better manage national park ecosystems. To analyze the landscape patterns and characteristics of the national park, the ecosystem health evaluation index system of the national park was constructed using the vigor-organization-resilience (VOR) model to evaluate the health status. In this study, the Shennongjia National Park in China was selected as a case study area to be assessed using the index system. The results revealed that the patches of construction land and farmland are the largest in number and the most complex in shape, reflecting the obvious fragmentation of construction land and farmland patches. All patch types in this national park were evenly distributed. The results of the analysis showed that the comprehensive index of national park heath, according to the VOR model, is 0.74, indicating that the ecosystems in this study area were in a good state of health. Ecosystems in strictly protected areas of this park had the highest ecosystem health index levels, while the traditional utilization areas had the lowest. Ecosystem health levels were characterized by significant spatial agglomeration characteristics, with high-high aggregation distribution areas, mainly clustered in strictly protected areas, and low-low aggregation distribution, mainly clustered in traditional utilization areas and marginal areas. This study provided a set of ecosystem health assessment systems and their practical use in China’s newly established national parks.

Abstract:
The frequent occurrence of doctor-patient disputes in pediatrics departments in China has led to more doctor-patient online public discussions. The effects of comprehensive evolution have become the focus of public opinion governance. This paper obtains social media data regarding pediatric care from Sina Weibo, and analyzes changes in emotional tendencies and the evolutionary characteristics of public emotional events. Simulation experiments are conducted by constructing a comprehensive evolution model of public emotion to reveal the derivation rules of the information community. The results of the study show that: (1) the Chinese public’s attention in the field of pediatrics in recent years is focused on children medicine; (2) emotional tendencies show a small fluctuation, and the positive emotions are mainly stable; (3) when the public opinion evolves, the evolution effect of the community has a great effect on the topic escalating and social emotions strengthening; (4) other relevant events could promote the exacerbation of current events, making the expansion of the topic larger and longer. Research on pediatric doctor-patient online public emotional events is beneficial to the public’s key needs for pediatric medical care, and provides effective information for stakeholders to effectively monitor and guide public emotional events.

Abstract:
In an important speech delivered at the 2018 National Propaganda and Ideological Work Conference, General Secretary Xi Jinping pointed out: "Tell Chinese stories well, spread China’s voices, and increase the national cultural soft power and influence of Chinese culture." National soft power is mainly manifested in the attractiveness of a country, and the improvement of national soft power is conducive to enhancing the international voice. All along, China's hard power and China's soft power development are very unbalanced. China's hard power has not yet been reflected in China's cultural soft power and cultural influence, so that it cannot display China's national image well. Although China has the confidence and self-confidence to tell a good Chinese story, under the environment of international public opinion that "the west is strong and China is weak", it dares not take the initiative to speak up and has been in a dilemma of "being scolded". One of the most important reasons is that China ’s international communication capabilities are not enough. In the current era of highly developed information technology, whoever has advanced communication methods and strong communication capabilities, whoever has the cultural ideas and values can spread out, and who can master the right to speak internationally, it can be said that if there is no effective communication channel, it will fall into the dilemma of "justification is nowhere to be said, and there is no way to spread it."

Abstract:
In the context of the "post-truth" age, fake news and news reversal will appear from time to time on the Internet, highlighting the uncertainty of the spread of truth as well as the spread of rumors, which have a negative impact on online public opinion. Therefore, the ability to explore the truth, exactly the core of media literacy, turns to be important now. In this paper it is found that the formation mechanism of the "post-truth" age in China lies in the interaction between the "post-modern" social characteristics and the characteristics of cyberspace. In order to deal with various existing problems that Chinese college students present in the cyberspace, it is suggested to build the media literacy training system of Chinese college students from three levels: the media literacy training system of Chinese college students should be constructed from the knowledge dimension; the six major media literacy abilities of college students should be cultivated from the skill dimension; and the media culture communication platform in campus should be built from the comprehensive dimension to build the media literacy training system of Chinese college students.
