PurposeCOVID-19, an infectious disease first identified in China, has resulted in an ongoing pandemic all over the world. Most of the countries have been experiencing a difficult period during the fighting of this pandemic. The purpose of this study is to explore the effect of privacy concerns and cultural differences on public opinion related to the pandemic. The authors conducted a comparative analysis of public opinion in the US and in China as a case study, in order to determine the results.Design/methodology/approachNational policies on important issues faced during the COVID-19 pandemic in the US and in China were examined through a comparative analysis. The authors used text clustering and visualization to mine public opinion on two popular social media platforms, Twitter and Weibo. From the perspectives of concern for privacy and of national culture, this study combines qualitative and quantitative analysis to discover the acceptance level of national policies by the public in the two countries.FindingsThe anti-pandemic policies and measures of the US and China reflect the different characteristics of their respective political systems and national cultures. When considering the culture of the US, it is hard to establish and enforce a rigorous regulation on either mask wearing in public or home quarantine on the national level. The opinions of US people are diverse, regarding national COVID-19 policies, but they are rather unified on privacy issues. On the other hand, Chinese people show a high acceptance of national policies based on their mask-wearing customs and their culture of collectivism.Originality/valuePrior studies have paid insufficient attention to the ways in which user privacy and cultural difference affect public opinion on national policies between the US and China. This case study that compares public opinion on current and topical issues which are closely bound up with public life shows originality, as it innovatively provides a cross-cultural perspective on the research of public opinion dissemination during emergencies by considering the ongoing COVID-19 pandemic.

Abstract:
Objectives The purpose of this study is to provide basic data and implications for gifted education in China by identifying the degree of awareness of Chinese parents about the characteristics of gifted children, gifted children indentify, gifted education according to the general characteristics of parents. Methods To this end, ‘wenjuanxing’ (https://www.wjxcn/jq/101862383.aspx) surveyed 1,028 parents of Foreign Language School A in Anqing City, Anhui Province and School B in Wufu City, Anhui Province. For the collected data, percentage and frequency analysis was performed on the general characteristics of Chinese parents, and a chi-square test was performed to analyze the results of Chinese parents' perceptions of gifted characteristics and giftedness identify and gifted education according to general characteristics. Results The results of this study are comprehensively summarized as follows. First, in Chinese parents' perceptions of giftedness, parents recognized ‘children with excellent academic performance and high intelligence’ as gifted, and viewed ‘high intelligence’ as the greatest characteristic of gifted children. And area of gifted children, the highest question was about ‘what characteristics gifted children exhibit’, and they recognized that ‘both genetic and environmental factors are important’ in order to develop giftedness. Second, regarding the identification of gifted children, it was recognized that ‘3 - 5 years old’ was the most appropriate time to identify gifted children. Lastly, in the perception of gifted education, fathers and mothers agreed on the perception that gifted education is ‘education to cultivate creative thinkers’, but they showed a difference of opinion on the necessity of gifted education. As for the reason why it was necessary, it was confirmed that there was a common view that ‘Gift education is necessary for the development of potential’, but opinions differed as to the reason why it was not necessary. In addition, 86.6% of the survey subjects expressed their intention to participate in parenting education in order to make their children gifted, but the reason why they would receive parental education was had different opinions. Conclusions Chinese parents did not have a diverse understanding of gifted children and gifted education. To this end, there is a need to manage important issues such as public education and national standards for gifted education and establishment of an education system.

Abstract Background Compared with the public opinion in the era of traditional media, microblog public opinion shows different characteristics, among which the strong expression of public emotion and behavior is important and has practical impact. The important factor that microblog public opinion has a significant influence is that microblog directly reflects the public mood. Unlike traditional mass media, microblog is a direct point-to-point communication, and the influence comes from the nested microblog relationship. This exponential communication influence enables the public mood to spread to every corner of the world in a short time. In an article entitled “Public opinion formed by anger”, the author quoted the research results of Beijing University of Aeronautics and Astronautics as saying that anger spreads faster on microblog than any emotion. The article also points out that microblogging has become the most convenient channel for Chinese people to participate in social discussion and express concern. The anger expressed in social contacts has promoted the dissemination of relevant news and accelerated the formation of public opinions and collective action. In fact, in many social fields in china, the trend of emotion in microblog has become an important aspect of public opinion prediction, even in crime prevention and economic development. Unfortunately, while people are keen to feel and use the emotional factors in microblog, they have not made a rational exploration of it. Based on the above background, this study intends to start from four aspects: First, why there are obvious emotional characteristics in microblog public opinion compared with traditional mass media; second, what kind of emotions exist in microblog public opinion and what is the relationship with the current social reality; third, how to express the emotions in microblog public opinion and how to present them; fourth, what are the social effects of emotional behavior in microblog public opinion and how to deal with the negative social effects. Subjects and Methods This paper takes psychological research as the main orientation, and pays attention to the public emotional factors in microblog public opinion. The main research methods are as follows: 1 literature method, through the collection and analysis of public opinion research, microblog research and public sentiment research, this paper selects the content related to this research and analyzes, arranges, synthesizes and uses it. Based on the above research, this paper puts forward a new dimension of public opinion research, and tries to innovate in research content, research perspective and research methods. 2. Case analysis method: On the basis of combing the context of the event, conduct text analysis and data statistics, register microblog through real name and interact with other users, and observe and collect relevant materials in the process of interaction. Questionnaire survey method in order to catch a glimpse of the leopard. 3. Questionnaire survey, using scl-90 questionnaire, 208 microblog creators were selected to investigate and analyze the emotional and behavioral factors. Ten factors include somatization, anxiety, compulsion and so on. Results The research found that with the continuous development of the internet, public emotional behavior will have an important impact on microblog public opinion. There are two directions: One is the top-down impact, the other is the bottom-up impact; it is mainly manifested in two typical ways: Social mobilization and emotional social struggle in microblog public opinion. The main expressions of their emotional behavior are: Weakness, anger, sadness and anger, etc. On the basis of combing the collective behavior and emotional struggle, the research finds that the communication framework of emotional behavior mainly includes the communication paths of discourse co meaning, identity co meaning and emotional co meaning; functional analysis includes target function, attribution function and ideographic function. From the tendency of public sentiment, microblog public opinion shows criticism, populism, nationalism, pragmatism, patriotism and justice. The social expression of public sentiment in microblog public opinion includes the spiral phenomenon of silence, butterfly effect, herd effect, resentment and so on. From the perspective of psychology, the public emotions in microblog public opinion are expressed as fear, anxiety, anger and sadness, while in terms of expression, the public express their feelings through direct expression, folk language and other ways. Conclusion The social effects of negative emotions in microblog public opinion have their own paths and standards of research and judgment, and we need to deal with the social effects of negative emotions. In the process of response, we should follow the principles of first time, multi opinion space construction, affinity and self-centered, strengthen the construction of service-oriented government, establish a three-dimensional communication pattern, and establish monitoring, early warning and feedback mechanisms. The global positive change in public opinion about China has been constantly growing in recent years. However, there is still some misunderstanding of China and the Chinese culture in the world due to ideological and cultural differences. The relevance of the development of theoretical innovations and their application in practice to disseminate traditional culture is an essential moment of state and public life in China. The article represents the natural transmission of traditional Chinese culture, the characteristics of which are clearly reflected within moral civilization and affirmed in the philosophy of a new stage of modern Chinese society development called the ‘New Era’. The importance of traditional spiritual culture of Chinese people in the process of realizing the value of human life towards the development of socialism whereas the Chinese specificity is shown. Historical and retrospective analysis determines the role of the stages of civilization and personalities in the formation of the spiritual values system of the Chinese nation. The semiotic method, as a basic one, is aimed at interpreting the elements of traditional Chinese culture, in particular the symbolic system. The article highlights the main spiritual characteristics and defines the meaning of the traditional Chinese culture in modern culture, defines the specific feature of the concept of ‘cultural gene’ as the Chinese spiritual culture, covering varied and differentiated content and characteristics of the Chinese national culture and defining the difference between the Chinese nation and other ethnic groups in the world. The value of harmonious and unified relations between a man and nature in the Chinese culture is considered using the example of bamboo, a typical traditional symbol that actively transfers traditional cultural information into modern everyday life in China and determines the continuity of the foundations of Chinese moral philosophy. The analysis of the expansion of Chinese cultural symbols to the west is given and the main problems in the work on the popularization of Chinese cultural symbols abroad are identified. The contemporary Chinese culture is represented as an open system that recreates a comprehensive hands-on process that effectively enhances the influence of the Chinese culture.

AbstractDespite Australia's increasing economic ties with Asia, little is known about how it is perceived by the typical citizen in the region. This paper seeks to contribute to the Australian discussion on ‘Asian engagement’, as well as to a general understanding of the structure of foreign policy beliefs, by examining perceptions of Australia's influence among the mass publics of 14 Asian polities. Despite some anxiety in Australia on national op-ed pages and among political leaders over how the country is perceived, we find that the average person in Asia probably does not have a strong or meaningful opinion about Australia's foreign policy. Using survey data covering the years 2006 through 2008 from the AsiaBarometer project, we find that, on average, far more people view Australia's influence on their country favorably (40.5%) than view it unfavorably (6.1%). A similar percentage (41.5%), however, have neutral views of Australia's influence, and 12% of people in Asian nations express no opinion on the topic. We suggest these high frequencies of neutral perceptions and non-response are evidence of considerable indifference towards Australia. Furthermore, we investigate the correlates of perceptions of Australia's influence and find that in almost all cases citizens’ views about US and Chinese influence on their country are much better predictors of their views of Australia's influence than core values, identity, information, and demographic characteristics. We posit that opinions about Australia, even those that are favorable, may have less to do with perceptions of Australia specifically, and more to do with respondents’ general internationalist sentiment or perceptions of major powers.

Abstract Background With the development of various information technologies and the popularization of the Internet, great changes have taken place in human life. In particular, social media has become an important channel for people to obtain information and generate event awareness, attitude and emotional tendency. Personal real-time comments on social media have a potential role in guiding public opinion and guiding network public opinion. As one of the most representative online social media, microblog contains a lot of public emotional information. The heterogeneity of microblog users' personal characteristics such as age, work and education leads to their different views, attitudes and values, making their views more representative and universal. Emotional analysis of these information is of great significance for us to understand the spread of public opinion events. By constructing a personal cognitive emotion classification model based on the optimized distributed gradient enhancement library, the emotion classification of microblog short text is realized. The model mainly includes text data collection and preprocessing, text feature extraction based on word embedding model word2vec, high fitting emotion classification model established through training corpus, and emotional tendency judgment according to the emotional tendency results obtained from the model. This paper takes 5 million microblog data and the data set released by CCF international natural language processing and Chinese Computing Conference as the word vector training corpus of word2vec to train the emotion classification model. Research Objects and Methods In order to investigate the semantic analysis of emotion, we formed an open-ended questionnaire by consulting relevant literature, sorted out the recovered effective scales, and conducted data semantic analysis. On this basis, combined with the previous theoretical concepts, the preliminary measurement table of emotional information is compiled; Secondly, the preliminary test is carried out according to the items of the scale, and the data are analyzed through item analysis, exploratory factor analysis and reliability test of the scale; Finally, the formal scale is compiled, tested and recovered, and verified by confirmatory factor analysis and reliability and validity test. In order to test the relationship between emotional information and emotional regulation, the cognitive bias questionnaire (CBQ) was used to measure the negative cognitive bias assumed to be related to depression. The scale measures two dimensions: (1) depression and (2) cognitive distortion. “Depression” expressed by CBQ refers to depressive emotion, or bad mood, rather than a depressive syndrome containing all relevant symptoms. Cognitive distortion is defined as reasoning that is clearly incorrect in terms of known facts. CBQ attempts to evaluate the specific cognitive distortions proposed by Beck (19671970), such as over generalization, out of context, arbitrary and speculative reasoning and judgment, ignoring advantages or good results and exaggerating disadvantages or bad outcomes. The scale describes six situations common to college students or psychiatric patients, three for interpersonal relationships and three for self-achievement. After each situation, three or four questions are put forward. These questions represent four possible combinations of the two dimensions of depression and distortion: depression non distortion, depression distortion, non depression non distortion and non depression distortion. Subjects were asked to answer how they experienced when they were in this situation. The score is to compare the scores of the four combinations of depression and distortion respectively, and the score range is 0-23 points. At the same time, independent sample t-test and analysis of variance were carried out with college students' gender, grade, family location, major, one-child situation, student cadres, family status and parental education as independent variables. Whether it is a student cadre or not has a certain impact on the emotional regulation and self-efficacy of college students. Results The improved model overcomes the shortcomings that the general methods can not explain the context and capture the semantic relationship of the context, and improves the efficiency and accuracy of emotion based classification. The effectiveness of different models can be evaluated according to confusion matrix or ROC curve. In this paper, the classification effect of xgboost emotion classification model is obviously better than that of SVM classification model. Conclusion Our empirical results show that most netizens hold a negative attitude towards yumengyao wrestling competition. Due to its limitations, this paper only uses xgboost model to study the text emotion classification. In the future, deep neural network can more accurately understand the characteristics of microblog short text, realize higher precision emotion analysis, and help practitioners and decision makers comprehensively and effectively identify the public's views and attitudes towards national policies and current events. This paper is of great significance to the real-time public opinion analysis in the network social media environment, and emphasizes the necessity of promoting the establishment of network public opinion early warning mechanism. Abstract:
Since 2014, there have been increasing numbers of undernourished people in the world, mainly distributed in developing countries. At the same time, the rapid growth of China’s agricultural FDI (Foreign Direct Investment) has attracted international attention. There are different opinions on whether China’s fast-growing agricultural investment can contribute to promoting global food security. The objective of the article is to clarify the consensus and differences of current research, and explore the actual impacts of China’s agricultural FDI. This paper adopts the Grounded Theory to sort out the characteristics, reasons, and impacts of China’s agricultural FDI and their intrinsic relationship. The results show that private enterprises are the mainstay of China’s agricultural FDI, mainly concentrated in developing countries in Asia and a few developed countries such as Singapore, New Zealand, and the United States. As the investment model is transformed from land leasing to mergers and acquisitions, China’s agricultural investment links are transformed from planting to full-industry chain operations. The motives of Chinese agricultural FDI are affected by corporate goals, national strategies, and the international environment. For China, overseas agricultural investment guarantees national food security, helps expand the agricultural product market, and enhances China’s influence. For the host country, China’s agricultural investment brings about agricultural technology, management experience, and employment opportunities. However, in the actual investment process, the investment model of land leasing has caused the instability of local farmers’ livelihoods, and the excessive pursuit of profits by Chinese companies has also led to an unfair distribution of agricultural products. All of these may bring some challenges to the social and economic development of the host country to a certain extent, affecting the realization of win-win goals. In order to achieve a win-win goal, at the enterprise level, Chinese companies should make the investment model fit the interests and development goals of the host country, rationally choose the investment location, and abide by local rules. At the government level, the Chinese government should guide enterprises to focus on the less developed countries and regions that are most in need of introducing agricultural investment, and provide enterprises with risk protection. At the international level, it is necessary to strengthen the formulation and improvement of international agricultural investment rules, guide the public to form an objective understanding of agricultural investment behavior and impact, and create a suitable environment for international agricultural investment.

Abstract Background In modern society, the self media era brought by the rapid development of the Internet provides a new way for the construction of the psychological environment of patriotism education, which is widely favored by psychological researchers. At the same time, due to its regularity, universality and flexibility, as well as the in-depth development of globalization, the psychological environment construction of patriotism education has become more complex, changeable and difficult to control, which is particularly obvious in the positions and views of specific cases based on the cultural differences between China and the West. The primary problem of constructing the psychological environment of patriotism education is to find out the differences between Chinese and Western patriotism education and further explore the feasible ways to construct the psychological environment of patriotism education. How to carry out patriotism education in the context of globalization will become useful from the perspective of emotional and behavioral changes. Research Objects and Methods Using the method of literature research and taking western patriotism education as the comparative object, this study makes a multi-dimensional and multi-dimensional comparative study on the characteristics of Chinese patriotism education, including the importance, main contents, development scope, cultural background, methods and approaches of patriotism education, as well as the main psychological concepts, and analyzes the similarities and differences between Chinese and Western patriotism education. This paper also uses Hill & bale's mental health locus of control scale. MHLC measures people's evaluation of the treatment effect from two poles. One pole reflects the patient's view of being responsible for the curative effect, that is, internal control, and the other pole reflects the role of the healer, that is, external control. MHLC is a self-assessment scale with 22 items and 6 insertion questions (no score). The original version included 61 items, which were tested in college students and simplified into the current scale through statistical processing. The scale is scored on a 6-point scale. 6 points represent the most external control and 1 point represents extreme internal control. In this way, the score range of the scale is between 22 (extreme internal control) and 132 (extreme external control). Results the analysis shows that there are similarities between China and the West in patriotism education, which is mainly reflected in that both sides attach great importance to education and put education in the forefront of civic education. Civic education widely runs through the life of citizens. This difference is mainly reflected in the differences in the setting of mainstream values and basic contents caused by cultural background, which leads to great differences in the importance of civic thought and educational methods. Therefore, the psychological concepts of Chinese and Western patriotic education show great differences in practice, mainly in the conflict of three psychological concepts: collectivism and individualism, national unity and enterprising priority, explicit education and implicit education. The results also show that emotional coping plays a mediating role and psychological elasticity plays a regulatory role. The mediating effect of life events on anxiety through emotional coping is regulated by psychological elasticity. That is, the higher the psychological elasticity, adjust the impact of life events on anxiety through coping style, so as to reduce anxiety; On the contrary, the lower the level of psychological elasticity, adjust the impact of life events on anxiety through coping style, and increase its impact. Conclusion In the face of such complex differences and conflicts, according to the characteristics of the we media era, we must create a psychological environment for patriotism education according to the national history and culture and the current problems to be solved. Therefore, we must effectively deal with all kinds of new problems and challenges brought by the complex and changeable national network environment. Exploring this path from three aspects has important theoretical reference significance for constructing the psychological environment of patriotism education: paying attention to the construction of network patriotism platform, innovating the content and activities of patriotism education in the era of self media, and strengthening the guidance of public opinion on the network platform of self media. The results of this study are committed to thinking about the construction of the psychological environment of patriotism education in the era of we media from a comparative perspective, emphasizing the importance of its construction, and improving its construction efficiency through more empirical research. Strengthen active patriotic education, carry out targeted patriotic education, correctly guide patriotism and guide them to carry out relevant activities according to their own advantages and characteristics. The “Nixon China Shock” (the July 15, 1971 statement by the U.S. President R. Nixon about the recent trip of his National Security Advisor H. Kissinger to the PRC and about the President’s upcoming visit there) became one of the pivotal points in the history of Japanese foreign policy and contributed to Tokyo becoming more independent from Washington in its diplomatic course. Using the case of Japan’s reaction to this event, the article explores the characteristic features of the foreign policy making process in post-war Japan and demonstrates the considerable influence of these features on the character of Japanese foreign policy of the so-called “1955 System” period (the prolonged and continuous dominance of the conservative Liberal Democratic Party in 1955-93). The paper shows the decentralization of the foreign policy making process, expressed in the limited ability of the Prime Minister to determine foreign policy, the presence of considerable internal contradictions in the MoFA of Japan, the factionalism of the ruling party, and the high degree of dependency of the government’s policy course on the public opinion. It proves that these factors were one of the reasons for Japan’s political leadership avoiding decisive actions to normalize relations with the PRC before the “Nixon shock”, cautious that it might damage its relations with the U.S. and unable to discern the signs of upcoming U.S.-Chinese détente, and after this event, vice versa, making every effort to normalize its relations with Beijing as soon as possible, reaching this goal even before their American partners did. Abstract:
This thesis is concerned with attitudes towards supra-national bodies, and more specifically with Scots' attitudes towards union in Britain and Europe. Firstly, it is suggested that support for, or opposition, to integration in a supra-national body depends on the extent to which this body is believed to enhance or undermine the ability to express national identity {identity enhancement vs. identity undermining). Identity undermining, in turn, depends upon a combined sense of incompatibility with outgroup identities/interests and of ingroup powerlessness within the supranational body. Secondly, it is suggested that these features of the social context and of identity meanings can be actively constructed in order to fulfil strategic purposes, such as persuading audiences in favour of separatism or integration. Five studies are reported which investigated these hypotheses. In study 1, we looked at the discourses of Scottish politicians and at the way their accounts of group identities and social reality could be understood in strategic terms, i.e. in relation to their political projects regarding Scotland's status in Britain and in Europe. In the second study, a survey design was used in order to provide quantitative evidence of the relationship between identity undermining, incompatibility, powerlessness and separatism. The third (experimental) study sought to clarify the causal relationship between these variables and showed that manipulating identity undermining lead to increased support for separatism. Finally, the fourth and the fifth (experimental) studies suggested that identity constructions, in the form of judgements of group prototypicality, can vary as a function of the strategic claim made by participants. In conclusion, the merits are stressed of an approach to identity processes and attitudes towards supra-national bodies that is sensitive to both context and content. It is also stressed that context and contents should not be taken as perceptual givens but as actively constructed by social actors.

Abstract:
This thesis analyses China's national identity construction and its foreign policy implications especially towards Japan and the United States during the Hu Jintao period 2002-2012. The vast literature on China's rise takes “rising nationalism” in China as one of the key indicators of increased likelihood for aggressive behaviour in the future. This work problematizes some of the simplified assumptions made in this literature by emphasising the domestic context from which foreign policies rise. I argue that culture specific values deriving from national identities shape attitude structures and affect the whole thinking and conceptualisation related to foreign policy with wide-ranging consequences. Thus, in this research national identity is operationalised through values and attitudes deriving from it. With empirical evidence, I show in my thesis that most things discussed as "nationalism" in China studies literature can be analytically separated into at least two components, each with different foreign policy relevant correlates. Analysing two sets of survey material with statistical methods I show that the type of national attachment in China constrains foreign policy preferences in a different way than often assumed in the literature: "patriots" support an internationalist stance in contrast to "nationalists" who favour more assertive behaviour towards Japan and the US as well as generally protectionist economic policies. In addition to analysing the associations between core values and foreign policy preferences, I also provide other examples of cultural factors shaping Chinese foreign policy context including the role of historical legacies and their political use, and the role of the media in the formation of foreign threat perceptions and foreign policy preferences. The need to better understand these national identity dynamics is emphasised because of the ongoing pluralisation of Chinese foreign policy establishment, which gives more space to domestic input from various levels of society.

This study presents a detailed and comprehensive overview of the context and domination of the "American Dream House" in the United States of the past one hundred years. Additionally, It investigates the present day status and effects of this dependence. This inquiry uses an alternative method of investigation that involves the use of the popular media and extensive research of the past presentation of the "American Dream House" in it. It also involves research into the effects of promotional campaigns on the public perception of the "American Dream House." The research suggests that there exists a crisis in this country in the form of a severe attachment to the mythological and historical nature of this limited housing form. The investigation further suggests that the characteristics and elements of the "American Dream House" have not substantially changed in the past fifty years. This severe attachment to the characteristics of the past both threatens and confines a search and pursuit for a cure to this country's housing problems of the late 20th and early 2131 century.

AbstractTo gather public opinion data on sensitive topics in real-time, researchers are exploring the use of Internet search data such as Google Trends (GT). First, this chapter describes the characteristics and nature of GT data, and then provides a case study that examines the salience of perceived threats related to immigration in Germany based on the share of Google search queries that include language about these threats. Last, we discuss the advantages and possible challenges of utilizing GT data in social scientific research. We used the national polling results for the German right-wing party Alternative für Deutschland (AfD)—which runs on a largely anti-immigrant platform—as a criterion measure. GT data did not consistently predict polling data in the expected direction in real-time, but it was consistently predictive of future polling trends (35–104 weeks later) at a moderate level (r = .25–.50), although the size of the correlations varied across time periods and groups of keywords. Our mixed results highlight the low reliability of GT data, but also its largely untapped potential as a leading indicator of public opinion, especially on sensitive topics such as the perceived threats of immigration.

Entity-relationship extraction can obtain key information elements from texts. Electricity opinion texts have the characteristics of complex entity relationships and less annotated data, so it is difficult to find entity information with mutual relationships from text data in the field of electricity opinion. To solve the above problems, we propose the ABAC (ALBERT-BiLSTM-ATT-CRF) model to extract entity relationships in electric power opinion texts. By using the pre-training model of ALBERT and combining the five-stroke sequence, radicals and pinyin of Chinese characters to extract features, and the features of these parts are fused to enhance the ability of extracting text feature vectors. The experimental results show that the accuracy of entity-relationship extraction has been significantly improved, which verifies the effectiveness of the model designed in this paper for entity-relationship extraction in the field of electric power public opinion.

By analyzing recent evolutions in China’s approach to disinformation, the unique characteristics of India’s digital public sphere, the proliferation and dominance of Chinese apps in India, and tensions in the Sino-Indian relationship, the chapter argues that China has multiple levers to interfere in India’s elections and has shown an increasing willingness to exercise them elsewhere. Although evidence is scarce that China has already done so, the chapter calls for heightened scrutiny from India’s local and federal governments, national security apparatus, technology companies, international watchdogs, and other actors tracking the resilience of democratic processes in the digital age.

This chapter investigates individual-level microfoundations of resolve in the context of public opinion about military interventions by conducting a national survey of American adults. The survey consisted of three parts: a factorial experiment manipulating the human and reputational costs of a hypothetical military intervention; a dispositional questionnaire measuring time preferences, risk preferences, and honor orientations; and a concluding questionnaire measuring general demographic characteristics. The results suggest that the costs of fighting have relatively little effect on the amount of resolve displayed by participants, while the reputational costs of backing down play a relatively significant one. The largest effects are dispositional: time and risk preferences are strongly correlated with resolve, as is a behavioral measure of trait self-control.

Abstract This chapter compares absolute levels of trust in public opinion across a wide range of societies worldwide to establish the cross-national patterns, especially contrasts in a range of open and closed societies, as well as establishing the dynamics of trends over successive decades. Section I considers debates about whether any long-term decline in trust has occurred. To update previous analysis of the evidence, Section II compares global patterns of trends in trust, using data from the pooled European Values Surveys/World Values Surveys/ (EVS/WVS), 1981–2021. Section III describes the individual-level social and demographic characteristics most closely associated with the dimensions of trust. The conclusion in Section IV summarizes the key findings from this chapter and considers their implications for theories seeking to explain trust and trustworthiness. This lays the foundation for subsequent chapters, seeking to understand some of the key drivers influencing judgments of relative trustworthiness.

Although the government admit the benefit of construction of a nuclear facility for national electric source, related policy could be developed and carried out only if the public, especially who have some stake on it, recognize the benefit and accept the policy. For public participation, Korea has a system of public-hearing in accordance with the law. Because of the absence of the detailed way for public opinion aggregation and for the reflection of the aggregated opinion, Korean public-hearing system is only a conceptual model. Therefore, some specific system for Korean Public-Hearing should be developed and applied. In this study, to share the right of decision making, which is an ultimate concept for public participation, decision making components and the characteristics of each phase are analyzed. The criteria weight for assessment and comparison with alternatives are founded as a valuation factor of the decision making components, which should be based on the social consensus. On these foundations, a system for aggregation and reflection of the public opinion was proposed. The system named “CPDM” (Consensus based Participatory Decision Making) has three authority groups for decision making. At first, “advisory experts group” play a role for the technical assessment and the serve utility value on the criteria for each alternatives. Next, “participatory deliberation group” play a role for consensus building on the relative-importance (weight) between the criteria by feedback to promote degree of consensus. Lastly including gentlemen of the long robe, “expert group for decision making” paly a role to reflect the utility and weight and make a decision with agreement for performance of it. Also, in this study, a mathematical model for the quantification of the degree of consensus was conceptualized using Ordered Weighted Averaging (OWA) aggregation operator and fuzzy similarity theory, which is a comparison concept. Since this model enables influence of each criteria and each participant on collective consensus to be analyzed, a direction to promote consensus building can be derived. That is to say, this model can support consensus building and promote public acceptance for the nuclear industry and related policy.

In what way can the study of megablock typologies in the PRD deliver better insight in terms of process and scales of Chinese urbanization? In the Chinese context, the ‘collective’ has stood central to its urbanisms and processes of urbanization (Lu, 2006). As a state where ownership and territoriality are retained by a socialist system, the basic elements of this (urban) model have remained the creation of collective housing founded on publicly owned land. From the ‘neighbourhood-unit' (邻里单位) and ‘working-unit’ (单位大院), to ‘commodity housing’ (商品房) (Lu, 2006), these practices gradually shape Chinese cities in “Socialism with Chinese characteristics” into what can only be termed ‘megablock’ urban fabrics. Where, ‘Mega’ infrastructure in cities, or better yet, megablocks, embody the antithesis of open and transparent entities. Beyond its organization with the physical network (transportation or public service), they impact the urbanization process in terms of speed and scale. The Chinese urban population has risen from 18% in 1978 to 58.5% in 2017 (National Bureau of Statistics of China, 2018). Between 1991 and 2000, 83% of Shanghai’s residential compounds became enclaves, with the Guangdong Province alone witnessing the formation of 54,000 closed-off compounds, covering more than 70% of the city surface and housing more than 80% of its population (Miao, 2004). Broadly speaking, former and ongoing studies of Chinese urbanization are yet to provide a clear perspective of megablock development, both in terms of the unprecedented context and its spatial impact. This paper aims to address concerns pertaining to the megablock phenomenon: its impacts on urban morphology as well as its prevalent strategies as an urban model. The argument presented here hopes to touch upon the links between planning and the eventual morphological expression of megablock development, and possibly argue for the cultivation of an urbanization practice that needs to become systematic in its sustainable focus and outcomes

Abstract On March 26, 1999, the United States (U.S.) Department of Energy (DOE) opened the nation’s first deep geological disposal system (repository) for long-lived radioactive wastes/materials (LLRMs) at the Waste Isolation Pilot Plant (WIPP) site, New Mexico, United States of America (USA). The opening of WIPP embodies gradually achieved acceptance, both local and global, on scientific, institutional, regulatory, political, and public levels. In the opinion of the author, five significant determinants for the successful siting, certification, and acceptance of WIPP, were the existence of: • A willing and supportive host community; • A strong, independent regulator; • A regulatory framework widely perceived to (over)protect public health and the environment; • A structurally simple, old, stable, host-rock with excellent radionuclide containment and isolation characteristics; and • An open siting, site characterization, repository development, certification and recertification process with regularly scheduled opportunities for information exchanges with affected and interested parties, including a) prompt responses to non-DOE concerns and b) transparency/traceability of external-input into, and the logic behind, the DOE’s decision-making process. The nation’s and the world’s next deep geological repository for LLRMs is currently scheduled to open in 2010. As follows, in addition to providing a national solution to safe disposal of LLRMs, the opening and continued safe operation of WIPP provides an international role model that effectively dispels the global myth that LLRMs cannot be safely disposed in a deep geological repository.

As the main body of city users, ordinary people entering into the deep and substantial participation from the superficial and symbolic is the only way for urban design to transform from the expert-led "optimal scheme" to the "reasonable scheme" recognized by pluralistic bodies. In the process of western democratic politics, the participation theory that focuses on the construction of micro democracy is prevalent, and the public participation based on pluralism has become the theoretical basis for the planning participation. Besides, the concept of communicative planning and collaborative planning, which emphasize cooperation and consultation, also enriches the connotation of multiple participation. Due to different systems and awareness, it is difficult to promote public participation under China's national conditions. Community building, the interdisciplinary product of urban design and social governance under communities, is regarded as the experimental field for participating in the reform. Therefore, under the current administrative system and regulations, this paper tries to make use of the grass-roots management mode with Chinese characteristics to establish an inclusive multi-participation mechanism. It allows residents of different ages can go deep into the process of community building by taking the family unit. Meanwhile, some suggestions and strategies are raised for effective participation. We hope the bottom-up process of urban design in microscale can be an effective instrument to reflect the public's will and repair social relations at the same time, while explore and solve urban problems in diverse cooperation.

Abstract:
This report summarizes the results from the twelfth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally-representative sample of 2,516 respondents completed the online survey from February 5 to 23, 2021. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. In addition to asking directly about support for these tax options, the survey collected data on respondents’ views on the quality of their local transportation system, their priorities for federal transportation spending, their knowledge about gas taxes, their views on privacy and equity matters related to mileage fees, travel behavior, and standard sociodemographic variables. This large set of variables is used to identify personal characteristics and opinions correlated with support for the tax options. Key findings include that large majorities supported transportation improvements across modes and wanted to see the federal government work towards making the transportation system well maintained, safe, and equitable, as well as to reduce the system’s impact on climate change. Findings related to gas taxes include that only 2% of respondents knew that the federal gas tax rate had not been raised in more than 20 years, and 71% of respondents supported increasing the federal gas tax by 10 cents per gallon if the revenue would be dedicated to maintenance. With respect to mileage fees, roughly half of respondents supported some form of mileage fee, whether that was assessed on all travel or just on commercial travel, 62% believe that low-income drivers should pay a reduced mileage fee rate, and 52% think that electric vehicles should pay a lower rate than gas and diesel vehicles. The analysis of trends across the survey series, which has run from 2010 to 2011, shows that support for both higher gas taxes and a hypothetical new mileage fee has risen slowly but steadily, and Americans’ experience with COVID over the past year has not disrupted those trends. Finally, support for the tax and fee options varies mostly by most personal characteristics, but there are frequently large differences correlated with age, community type, and political affiliation.
