Abstract:
The goal of this article consists in the analysis of phenomenological characteristics and legal correlation of the definitions “national interests” and “national security”. The author highlights doctrinal and conceptual peculiarities of consolidation of national interests in the modern Russian legal system, determines the priorities of establishment of the system of national interests, as well as proposes optimal means for formation of the system of national interests through the integrated model that ensures adequate inclusion of the objectively nationwide interests, creation of mechanisms of their protection and implementation. The efficiency of international legal mechanism of ensuring national interests in Russia on the regional and global scale is being analyzed and assessed. The priorities of international legal cooperation in the context of ensuring national security and protection of national interests are determined. The scientific novelty lies in the statement that sequential analysis of the problems, which emerge in terms of building the system of national security and in the sphere of fulfilling national interests, may significantly affect the theoretical-substantive  and technical-legal aspects of the regulatory-protective activity, establish a closer correlation between the fundamental elements of Russian legal system, including elements of the mechanism of ensuring national security.

Zhang, Howard. "National Leaders and Economic Growth: What Characteristics Matter?" Thesis, Harvard University, 2015. http://nrs.harvard.edu/urn-3:HUL.InstRepos:14398543.

Full text
Abstract:
This paper uses data on more than 1000 national leaders between 1875 and 2005 to examine how four key individual characteristics – military experience, being a member of a political dynasty, belonging to the ethnic majority, and the number of daughters – influence the rate of economic growth. Following Jones and Olken (2005), I identify leadership transitions caused by natural deaths and illnesses to isolate the effect of leaders on economic growth, sidestepping the causality that runs between economic growth and the timing of leadership transitions. I find that even though leaders do seem to matter for economic growth, there does not seem to be substantial evidence that the identified characteristics systematically influence national growth. I then examine if these characteristics affect relevant policy outcomes. Although I do not find substantial evidence that the identified characteristics systematically influence the policy outcomes, I do find some evidence of a relationship between a leader’s ethnicity and the infant mortality rate, as well as between the number of daughters a leader has and the female and male adult mortality rates.

Full text
Abstract:
This dissertation considers Thai cinema as a national text. It portrays and analyses Thai film from the introduction of cinema to Thailand during the reign of King Chulalongkorn (1868-1910) up until the present day (2004). At its core, this thesis adopts the ideas of Higson, O'Regan and Dissanayake in considering the cultural negotiation of cinema and the construction of nation. In this study of Thai National Cinema two principal methods are employed - economic and text-based. In terms of political economy Thai National Cinema is explored through the historical development of the local film industry, the impact of imported cinema, taxation, censorship and government policy, and the interplay between vertically and horizontally integrated media businesses. Special attention is paid to the evolving and dynamic role of the ruling class in the local film industry. The dissertation's text-based analyses concern the social and ideological contexts of these national productions in order to consider extant characteristics of Thai nationhood and how these are either reflected or problematised in Thai Cinema. Of particular relevance is this dissertation's emphasis on three resilient and potent signifiers of Thai identity- nation, religion, and monarchy - and their interrelationship and influence in the development of Thai National Cinema. These three 'pillars' of Thai society form the basis for organising an understanding of the development of Thai cinematic tradition, now over a century old. This thesis argues that any discussion of the historical, or current, development of Thai National Cinema must accommodate the pervasive role that these three principal forms of national identity play in formulating Thai society, culture, and politics. The recent challenges of globalisation and postmodernism, as well as the rise of an educated middle-class, provide opportunity for reconceptualizing the relevance of these three pillars. In this way Thai National Cinema can be considered a useful barometer in both reflecting and promoting the construction of Thai identity and thought.

Howard, Natalia V. "Kazakh and Russian identities in transition : the case of Kazakhstan." Thesis, University of St Andrews, 2011. http://hdl.handle.net/10023/1907.

Full text
Abstract:
This dissertation concerns the development and interaction of Kazakh and Russian identities in post-Soviet Kazakhstan. My research questions were: (1) what was the character of these identities in 2003/04 (the time of my research); (2) how have these identities interacted to form dominant and subordinate identities, and (3) how can the character of these identities and their interaction be explained? In order to research these questions I used a general questionnaire followed up by open ended interviews of a representative sample of Kazakhstani citizens. While my research findings show continued uncertainty and provisionality in both Kazakh and Russian identities, which confirms the broad trend of previous surveys, they also indicate signs of change in the emergence of more consolidated dominant and subordinate identities in the less Russianised areas like Chimkent and among the younger generation, while by contrast the older generations of Russians, particularly in the more Russianised areas, find it difficult to accept the delegitimation of their dominant status as reflected in the nationalizing policies pursued by the new state. In theoretical terms these findings confirm the importance of the study of ethnic stratification, which has not received sufficient attention in previous research in this area. In explaining these developments I found that the character of the transition and also of the ‘prior regime type’ in Kazakhstan has had a significant effect on ethnic relationships, but also that international factors, such as those presented in Brubaker’s triadic model, and internal factors, elaborated by Schermerhorn and Horowitz, were also important.

Kelly, Luke. Characteristics of Global Health Diplomacy. Institute of Development Studies (IDS), June 2021. http://dx.doi.org/10.19088/k4d.2021.09.

Full text
Abstract:
This rapid review focuses on Global Health Diplomacy and defines it as a method of interaction between the different stakeholders of the public health sector in a bid to promote representation, cooperation, promotion of the right to health and improvement of health systems for vulnerable populations on a global scale. It is the link between health and international relations. GHD has various actors including states, intergovernmental organizations, private companies, public-private partnerships and non-governmental organizations. Foreign policies can be integrated into national health in various ways i.e., designing institutions to govern practices regarding health diplomacy (i.e., health and foreign affairs ministries), creating and promoting norms and ideas that support foreign policy integration and promoting policies that deal with specific issues affecting the different actors in the GHD arena to encourage states to integrate them into their national health strategies. GHD is classified into core diplomacy – where there are bilateral and multilateral negotiations which may lead to binding agreements, multistakeholder diplomacy – where there are multilateral and bilateral negotiations which do not lead to binding agreements and informal diplomacy – which are interactions between other actors in the public health sector i.e., NGOs and Intergovernmental Organizations. The US National Security Strategy of 2010 highlighted the matters to be considered while drafting a health strategy as: the prevalence of the disease, the potential of the state to treat the disease and the value of affected areas. The UK Government Strategy found the drivers of health strategies to be self-interest (protecting security and economic interests of the state), enhancing the UK’s reputation, and focusing on global health to help others. The report views health diplomacy as a field which requires expertise from different disciplines, especially in the field of foreign policy and public health. The lack of diplomatic expertise and health expertise have been cited as barriers to integrating health into foreign policies. States and other actors should collaborate to promote the right to health globally.
