Abstract:
This dissertation attempts to explain why cross-national variation exists in government approaches to dealing with illegal drugs. As other scholars have shown, several domestic and international political factors do account for some of this variance. However less is known of the effect that bureaucratic dominance and political institutions may have on drug policy. This research argues that bureaucrats define problems in ways that make their services the best possible solution to policymakers. Mediating the ability of bureaucrats to influence drug policy outcomes are political institutions. Certain institutional structures foster a competitive policymaking environment while others foster a more cooperative policymaking environment. In the former of these, law enforcement approaches to the drug problem are often retained as the status quo because competition between policy actors prevents consideration of alternatives. In the latter environment however, prevention, treatment, and harm reduction approaches to the drug problem are developed because cooperation between policymakers allows other actors. namely public health bureaucrats.to influence drug policy decision making. To test this argument, I constructed an original dataset that includes over 4,000 observations of drug policy in 101 democracies. Institutional data on intergovernmental relations, regime type, political bargaining, electoral design, and cameralism were regressed on 6 different drug policy indices: law enforcement, deterrence-based prevention, abstinence-based treatment, educationbased prevention, substitution-based treatment, and harm reduction. While controlling for government resource capacity, severity of the drug problem, international pressure, and political ideology, I found that institutions explain a portion of the variance in drug policy outcomes. Providing in-depth information about these phenomena is a large amount of field data I collected while interviewing 155 politicians, bureaucrats, interest group leaders, and service providers. Respondents from all four of the case countries examined in this research.including United States, Canada, Austria, and Netherlands.report that bureaucrats play a major role in the formation of drug policy. Which bureaucrats have the most influence on policymakers is largely a function of domestic political conditions, international political factors, and political institutions.

Abstract:
My thesis addresses how Christianity can constitute itself as a creative force and a form of governance across different scales. I carried out 12 months of fieldwork between 2013 and 2015 in Papua New Guinea's National Parliament (Port Moresby). My interlocutors were bureaucrats, liberal professionals and pastors who formed a group known as the Unity Team. The Unity Team, spearheaded by the Speaker of the 9th Parliament, Hon. Theodor Zurenuoc, were responsible for controversial initiatives, such as the destruction and dismantling of traditional carvings from Parliament in 2013, which they considered ungodly and evil, and the placement of a donated KJV Bible in the chamber of Parliament in 2015. My interlocutors regard Christianity as central to eliciting modern subjects and institutions. They consider Christianity to be a universal form of discernment, contrasted to particularistic forms of knowing and relating which are thought to create corruption and low institutional performance. I show how the Unity Team regarded Christianity as more than a way of doing away with satanic forces and building a Christian self. They expected Christianity to be a frame of reference informing work ethics, infusing citizenship and, finally, productive of a public and national realm. By exploring Christianity ethnographically, I offer a contribution to Anthropological discussions concerning politics, bureaucracy, citizenship, and nation-making.

Abstract:
Since the latter half of the twentieth century patterns of economic flows and the deployment of systems of production have encouraged greater political and social integration between nation states. This phenomenon, called globalisation, has reinvigorated debate about the nation state as a mode of organisation, and created the conditions for an ongoing natural experiment concerning state adjustment. This experiment, while on a global scale, has led to different responses from national governments, as each grappled with how best to accommodate both domestic and international interests. One neglected aspect of analysis in these processes is the role played by national bureaucracy in state adjustment as a means to move with globalising pressures or to resist their impact. This thesis presents a qualitative analysis of the interaction of one globalising process, foreign direct investment (FDI), and the workings of the nation state, as a means of assessing the way in which the national government has used regulatory processes and its bureaucracy to control FDI. An extended historical case study is used to examine changes in policy, regulation and the organisation of the national bureaucracy concerned with FDI in Australia. The period examined is from 1968 to 2004 enabling comparisons to be made across the experience of seven successive national governments (those led by prime ministers Gorton, McMahon, Whitlam, Fraser, Hawke, Keating and Howard) in the way they managed the domestic and international circumstances that impacted on FDI. This thesis makes a contribution to the literature on the interaction of globalising processes, the nation state and the role played by national public bureaucracies where national and transnational interests intersect. In particular, this thesis identifies the national bureaucracy as a key agent for government in enabling and domesticating the processes of globalisation. This finding demonstrates that national bureaucracy is significant as both a facilitator and the inhibitor of processes of globalisation, and therefore is a key factor in understanding the issues of state adjustment in studies of globalisation.

Abstract:
Architecture’s Red Tape is a critical study of the relation between public architecture and public administration in the 1960s and 1970s. The thesis focuses on the work of the Swedish National Board of Public Building, KBS, which was a government agency in charge of providing premises for the Swedish state at that time. KBS expanded its construction of new buildings during the 1960s and did extensive research and development work to find new rational and efficient working methods and building systems. The development of KBS culminated in the implementation of an official architectural philosophy in 1968, called the “structure philosophy.” The architectural ideas were drafted parallel to new administrative systems that were in turn based on rational choice theories. The thesis studies the developments of KBS’ architecture, both as processes of building production (architecture practice) and as the built result of these processes (buildings), through the analysis of four different instruments. These instruments – Program Budgeting, KBS’ Structure Philosophy, Incentive Contract, and System Building – were important means in KBS’ efforts to rationalize building production and make operations more efficient. KBS highlighted new features in the practices of architecture – emphasizing process, the user, functionality, performance, evaluations, results, etc. – that could be reviewed as a redefinition of the architectural project. This review is explicit on two different levels: firstly, as a redefinition of the architectural object most clearly found in KBS’ publicly announced shift from building construction to “premises production.” Secondly, there is a redefinition of architectural practice that relocates the interest of design, making it more about programming with a heightened interest in the processes of defining the scope and problems of design.

Abstract:
Western governments face increasing demands to achieve both cost efficiency and responsiveness in their public services leading to radical and challenging transformations. Following the imposition of New Public Management (NPM) approaches within England, it is argued that similar elements of NPM can be also seen within Scottish healthcare, despite policy divergences following devolution. This thesis considers the influence of NPM on Scottish hospital frontline nursing staff in their work. It explores the ways in which managerial practices (specifically professional management; discipline & parsimony; standard setting & performance measurement; and consumerism) have shaped the working relationships, interactions, and knowledge-exchange between managers, staff and patients and the ability of staff to carry out nursing duties within an acute hospital setting. The study is a qualitative interpretivist study grounded in the methodology of adaptive theory and draws upon the works of Lipsky (1980) in order to explore how the front-line nurses cope with and resist the demands of the workplace. Based on thirty-one qualitative interviews with front-line nursing staff in an inner city hospital in Scotland, this thesis presents the findings resulting from nurses’ views of management, finances, policies, targets, audits and consumerism. The findings show that these nurses believe there has been a proliferation of targets, audits and policies, an increasing emphasis on cost efficiency and effectiveness, a drive for professional management and a greater focus on consumerism in NHS Scotland. These are all closely linked to the ethos of NPM. From the findings it can be seen that many elements influence the working relationships of the frontline hospital nursing staff. The study suggests that the main reason for conflict between managers and nursing staff is due to their differing foci. Managers are seen to concentrate on issues of targets, audits and budgets with little thought given to the impact these decisions will have on patient care or nurses’ working conditions. Furthermore the findings highlight high levels of micro-management, self-surveillance, control and the regulation of the frontline nursing staff which has led to tensions both between nursing staff and managers, but also with patients and the public. Finally, although there has supposedly been policy divergence between Scotland and England, this thesis has identified many similarities between Scottish and English polices and NPM approaches continues to influence the working relationships of front-line nursing staff within this study despite the rhetoric that Scotland has moved away from such practices.

Abstract:
Unelected bureaucrats make a broad range of important policy decisions raising concerns of accountability in a democratic society. Many classics in the literature highlight the need to understand agency decisions at stages prior to the final vote by agency appointees, but few studies of the bureaucracy do so. To this point, scholars have treated the issue of shirking as one where laziness and inefficiency are the driving forces. However, it is more realistic to expect that shirking comes in the form of ideological resistance by administrators. I develop a theory that the independence afforded to the bureaucracy is functionally comparable to that of the judiciary, allowing for the insertion of individual attitudinal preferences by bureaucrats. Drawing from the attitudinal model of judicial research, I look at whether attitudes affect the decision making of administrative law judges at the National Labor Relations Board, the influence administrative law judge decisions have on reviewing bodies, and whether attitudinal decision making can be controlled by external political and legal actors. Results demonstrate that Democratic judges are more likely than Republican judges to rule for labor in unfair labor practice cases, administrative law judge decisions provide the basis for subsequent decisions of reviewing bodies, and that few political and legal controls exist over this set of bureaucrats. This research provides evidence that lower level bureaucrats make decisions based on their own political preferences and that these preferences have far ranging consequences for policy and law.

Abstract:
During the 19th century the European states experienced a new kind of threat to their existence. The military threats from other countries were now accompanied by civilian threats that inspired mass protest, terrorism and other menaces to the established order. In Sweden, these threats were mainly seen as connected to the rising labor movement and to a growing number of foreign citizens. The aim of the dissertation is to examine surveillance for national security carried out by the Stockholm Criminal Investigation Department and its Police Bureau between 1885 and 1922. Apart from examining what specific surveillance methods that were used, the dissertation gives an answer to the question why the surveillance was carried out, and why it was carried out the way it was. It also discusses how differences and similarities between the surveillance in Sweden and other countries can be explained and how the surveillance between 1885 and 1922 relates to the corresponding activities during the latter part of the 20th century. The main conclusions are that there was a lack of formal rules regulating the surveillance, and that it therefore was based on the following of routines. The bureaucratization process that characterized the period influenced the surveillance, which came to be performed as a bureaucratic machine, characterized by a tendency of expansion. This meant that the surveillance activities were constantly expanded and became more and more extensive. The expansion is connected to the surveillance phenomenon, which could be said to have an unlimited scope. Furthermore, it is suggested that this specific historic legacy has affected the development of Swedish security police activity during the second half of the 20th century.

Abstract:
The central aim of this thesis is to provide a detailed ethnographic account of the human ecology of the Broads - a protected wetland region in the East of England - focussing upon how working lives shape and are shaped by this reedy landscape. In conversations about the management of the Broads, the concept of "common sense" is a frequent trope; encompassing a wide range of associated meanings. But what are these meanings of "common sense" in English culture, and how do they influence the peoples of England, and landscapes in which they work? This thesis addresses these questions ethnographically; using academic and lay deployments of common sense as a route into the political economy of rural Norfolk. Based on 12 months of fieldwork in the Broads National Park, this thesis draws together interviews and participant observation with land managers of various kinds - including conservationists, farmers, gamekeepers, volunteers, gardeners, and administrators. Chapter 1 dissects the differences between academic and popular understandings of "common sense" as a phrase, and produces an ethnographically-derived, working definition. Chapter 2 examines the attitudes of farmers, establishing "the common" as a root metaphor for social and practical rectitude, actualised through labouring in a shared landscape. Chapter 3 explores how the common is sensed, reflecting upon the diverse sensoria afforded by different degrees of enclosure on a single nature reserve. Chapter 4 explores how the concept of common sense intersects with a prevailing culture of possessive individualism, creating a fragmented society in the Park, wracked by controversies over management. Chapter 5 examines bureaucracy in Broadland - frequently cast as the very antithesis of common sense. In the conclusion, we return to the title, and ask - what do the reeds have to say about land, labour, and human nature?

Abstract:
This study focuses on teachers' implementation work based on the national digitization strategy 2017 in Swedish primary schools. The purpose of the study was to study teachers' limitations and possibilities in the implementation of the digital tools. The study is based on interview responses from five primary school teachers. We have used Lennart Lundquist's implementation theory to analyze our data. The results of the study showed that the teachers had the digital tools that were needed, but what was lacking was time and resources for a successful implementation process.

A regulação financeira, especialmente a regulação bancária, tem um papel central na organização da vida social. As modernas técnicas regulatórias, altamente sofisticadas, são o resultado de décadas de evolução. Elas exigem técnicos especializados, orçamentos específicos e uma estrutura institucional complexa. Mais que isso: para promover as regulações sistêmica e prudencial, os reguladores necessitam de amplos poderes normativos uma capacidade normativa de conjuntura. A atribuição de tais competências a órgãos que não contam com a legitimidade das urnas é considerada por alguns autores uma espécie de anomalia no direito constitucional. Para outros, ao contrário, ela é um elemento necessário do desenho institucional do Estado Regulador contemporâneo. É nesse ponto que se cruzam os debates sobre o processo de burocratização da vida social e sobre o desenvolvimento dos cânones do direito ocidental, especialmente a doutrina da separação dos poderes. A juridificação das esferas sociais suscita o tema do déficit democrático da formulação de políticas pela burocracia. A presente tese desenvolve, a partir do modelo de democracia deliberativa de Jürgen Habermas, a premissa normativa segundo a qual o controle judicial é necessário para garantir a legitimidade democrática do processo administrativo normativo. Como o cidadão comum não dispõe nem do conhecimento técnico nem dos meios materiais necessários para acompanhar o processo de tomada de decisões, o controle judicial deveria funcionar como um mecanismo de controle democrático da regulação financeira. A tese analisa esse déficit democrático a partir da jurisprudência constitucional do Supremo Tribunal Federal (STF) relativa à separação dos poderes e às disputas doutrinárias sobre delegação legislativa e poder regulamentar. Os estudos de caso, focados no sistema financeiro, buscam investigar se a atuação do STF tem garantido de forma adequada um equilíbrio entre a racionalidade tecnocrática e as exigências normativas de uma democracia deliberativa.
Financial regulation, specially banking regulation, plays a central role in the organization of social life. The current regulatory techniques, highly sophisticated, are the result of decades of evolution. They require well-trained public officials, specific budgets and a complex institutional framework. Moreover, in order to carry on the systemic and prudential regulations, regulators need broad rule-making powers. The assignment of such authority to non-majoritarian bodies is considered by some authors as a sort of anomaly in Constitutional Law. To others, it is seen as a necessary element of the institutional design of the contemporary Regulatory State. This is the stage where the debate about the process of bureaucratization of social life meets the intellectual concern about the current developments of western public law, namely the issue of the separation of powers. The juridification of the social spheres brings the issue of the democratic deficit of bureaucratic policymaking. Since ordinary citizens lack the expertise as well as the material and financial resources which are necessary to monitor the decision-making process, this dissertation develops the normative assumption that judicial review is necessary to ensure the democratic legitimacy of the administrative process. The dissertation analyses that democratic deficit from the viewpoint of the constitutional jurisprudence of the Brazilian Supreme Court (Supremo Tribunal Federal STF) regarding separation of powers, the rule-making authority of Brazilian non-majoritarian bodies and the doctrinal disputes about legislative delegation. The case studies show that the judicial review by STF has in practice rejected the Brazilian public law non-delegation doctrine, but has done it in a way that does not strike a balance between technocratic rationality and the normative claims of deliberative democracy.

Abstract:
This study presents a qualitative analysis of the dichotomy between official HIV and AIDS policy and its implementation in a Human Rights based, United Nations (UN) agency, located in South Africa. The study demonstrates that although HIV and AIDS policy is an intrinsic part of the commitment of this large organisation, the implementation of the policy, in the form of a Workplace Wellness Programme supported by budgetary resources, is weak and incomplete. The thesis integrates detailed vignettes in drawing attention to how personnel in the South Africa office perceive and experience the implementation of HIV and AIDS policy. Additionally, the voices of bureaucrats are also integrated in an effort to interrogate management attitudes and mindsets on matters of policy and treatment of staff. The study explores staff members’ sense of being stigmatised and discriminated, when living with the virus and their responses to it. In this, I bring a personal perspective to the study, by relating my own views of living with a potentially life-threatening disease to the views of the participants in the workplace in which the study is conducted. Classical Weberian and contemporary accounts of ‘bureaucracy’ and the organisational ‘rule book‘ are drawn upon. It is argued that whilst the value systems and politics of managers in the United Nations system lead them to be defined as progressive, some of the practices within their own institutions are contradictory, indifferent and manipulative leading to the perpetuation of discrimination and anxiety amongst HIV-positive staff. Thus, human agency and ingenuity supersedes organisational structure and the rigour of organisational policies and rules. The contradictions highlighted necessitate a careful scrutiny of organisational dynamics, within the wider international development scenario, and organisational introspection within individual UN offices vis-à-vis HIV and AIDS policy implementation. It is envisaged that the study will induce the commissioning of a larger study carried out by an independent body and funded by the United Nations, enabling the validation and enhancement of the argument presented in the case study and provide more recommendations for the way forward for the United Nations.

Abstract:
My thesis explores changes in media technologies and the way alternative media affect the dynamics of power in totalitarian societies. How totalitarian states respond to these media trends and the security importance of the information coming from the inside of the totalitarian territory are the main interests of my essay. My primary sources in this research are Animal Farm, a novella by George Orwell; the film The Lives of Others (2006) by Florian Henckel von Donnersmarck; and the recently published novel, The Revisionists, by Thomas Mullen. My primary goals in this essay are firstly to argue that the social and political conditions presented in these works match definitions of totalitarian societies. Using my secondary sources, I introduce the main characteristics of totalitarian societies and highlight their mechanism in my primary sources. Secondly, I investigate the role of media in such societies along with technological changes that have added new items to security concerns. Este estudo analisa a situação do quadro de trabalhadores do Ministério da Saúde e entidades vinculadas Agência Nacional de Vigilância Sanitária (ANVISA), Agência Nacional de Saúde Suplementar (ANS) e Fundação Oswaldo Cruz (FIOCRUZ) _ noperíodo de 2000 a 2008, segundo algumas variáveis selecionadas, com destaque para o tipo de vínculo desses trabalhadores. Além da análise da evolução quantitativa da força de trabalho federal em saúde, procurou-se relacionar a situação atual com os condicionantes históricos e as políticas recentes voltadas para o funcionalismo público federal. O institucionalismo histórico é a principal corrente utilizada como referencial teórico do estudo, por reconhecer a importância do Estado como ator político e valorizar os condicionantes históricos, o papel das instituições e dos atores na conformação das políticas. As estratégias metodológicas utilizadas foram: revisão bibliográfica, análise documental e análise de dados primários e secundários sobre o quadro de trabalhadores federais em geral e na saúde. Os resultados sugerem que, no período recente, após o início do governo Lula em 2003, houve uma inflexão na tendência de redução do funcionalismo público federal, a qual vinha sendo observada desde os anos 1990, relacionada ao aumento dos concursos públicos para reposição de quadros. Tal movimento não atinge de forma homogênea todas as áreas,sendo que a saúde apresentou um aumento no quadro de servidores ativos inferior à média total do Executivo Federal. Foram observadas diferenças na situação do quadro de trabalhadores do Ministério da Saúde e entidades vinculadas incluídas no estudo. O nível central do Ministério foi pouco beneficiado com a realização de concursos e o funcionamento de áreas estratégicas do nível central do Ministério permanece dependente de profissionais inseridos como consultores ou por contratos temporários. As agências reguladoras da saúde, criadas no início dos anos 2000, foram beneficiadas com concursos para a contratação de servidores de carreiras específicas, principalmente a partir de 2005, mas ao final do período ainda apresentavam uma quantidade expressiva de trabalhadores com outros tipos de vínculos. Já na FIOCRUZ, observou-se um aumento do número de servidores no período, porém um aumento ainda maior na incorporação de trabalhadores terceirizados. Por fim, discutem-se os desafios de conformação de uma força de trabalho federal na saúde suficiente, estável e adequada para dar conta das atribuições estratégicas do Ministério da Saúde e entidades vinculadas, visto que, no Brasil, a esfera federal tem um papel fundamental para a consolidação do Sistema Único de Saúde, mesmo em um contexto de descentralização político-administrativa.
This study investigates the staffing of the Brazilian Ministry of Health and associated entities – namely, the National Public Health Surveillance Agency (ANVISA, National Agency for Supplementary Health Care (ANS) and the Oswaldo Cruz Foundation (FIOCRUZ) – during the period from 2000 to 2008, in terms of a selected set of variables,with particular focus on the types of employment relation. As well as an analysis of the quantitative growth of the federal work force in health, the study involved relating the current situation to historical factors and recent policies aimed at the federal civil service. Historical institutionalism is the main theoretical branch referenced in the study as it recognizes the importance of the State as a political actor and values the historical conditioning factors and the role of the institutions and actors in policy making. The methodological techniques used were a bibliographical review, documental analysis and analysis of primary and secondary data on federal staffing in general and in health care. The results suggest that since the dawn of the Lula government in 2003, the trend of a shrinking federal civil service observed since the 1990s has been reversed as a result of increased civil service admissions to replenish staffing levels. However, this movement has not affected all the different areas in a uniform manner, and the increase in active public health workers is lower than the average increase of the Federal Executive. Differences were found in the staffing situations of the Ministry of Health and of the associated entities included in this study. The central office of the Ministry benefitted only slightly from the civil service admission examinations conducted and the operations of strategic areas of the Ministry central office remain dependent on professionals hired as consultants or by temporary contracts. The health regulatory agencies, created in the early 2000s, have benefitted from civil service admission examinations for the admission of specific professions, especially since 2005, but at the end of the period there was still a considerable proportion of workers employed under alternative types of engagement. Meanwhile at FIOCRUZ, although an increase was observed in the number of civil servants in the period, there was an even greater increase in the number of workers employed under other types of contracts. Finally, a discussion is developed on the challenges involved in forming a federal work force in health which is large enough, stable and adequate to address the strategic 10 responsibilities of the Ministry of Health and associated entities, bearing in mind that in Brazil the federal governmental sphere plays a fundamental role in consolidating the Unified Health System (SUS), even against the backdrop of political-administrative decentralization.

Este trabalho se insere nas discussões sobre governança global ambiental e debate o papel dos líderes burocráticos nas organizações para o meio ambiente, em face à condições externas que desafiem o exercício de sua função política, sob a hipótese exploratória de a despeito de um ambiente desafiador, o tipo de liderança e características pessoais e de formação do líder podem contribuir para a criação e fortalecimento do poder de agenda de uma organização. O caso a ser estudado é o do Programa das Nações Unidas para o Meio Ambiente, no qual se analisa a liderança de três Diretores Executivos (Maurice Strong, Mostafa Tolba e Achim Steiner) durante três marcos históricos (Conferência de Estocolmo, Rio 92 e Rio+20). A forma de liderança empregada é estudada através da tipologia de Oran Young. Características pessoais serão analisadas através do conceito de liderança transformacional. Neste estudo, a formação profissional destes líderes também serão consideradas a fim de compreender sua contribuição para o fortalecimento da função politica ou técnica desta organização. A análise tem como base produções acadêmicas sobre o tema, materiais oficiais e relatórios acerca dos momentos históricos, declarações públicas e percepções de personalidades acerca da atuação e formação dos líderes, além de entrevistas realizadas exclusivamente para esta dissertação.
This dissertation is inserted in the discussions on global environmental governance and it debates the role of international leadership in international organizations for the environment, under the assumption that in face of challenge external conditions, the kind of leadership and the leaders\' personal characteristics and background can positively impact the power of agency of an organization. The case of study is the United Nations Environment Program, analyzing the leadership of three Executive Directors (Maurice Strong, Mostafa Tolba and Achim Steiner) over three historical milestones (Stockholm Conference, Rio 92 and Rio + 20). The kind of leadership performed by individuals is studied using Oran Young\'s typology. Personal characteristics will be analyzed through the concept of transformational leadership. Besides, in this study, leader\'s professional experiences will, also, be considered in order to understand their contribution in strengthening organizations political or technical function organization. The analysis is based on academic contributions on the subject, official materials and reports on the milestones, public statements and perceptions of individuals about leaders\' performance and professional background, as well as interviews conducted exclusively for this dissertation.

Abstract:

I study three contemporary Chilean works of visual culture that appropriate and re-assemble visual material, discourse, and atmosphere from the bureaucracy of the military state. I examine Diamela Eltit’s textual performance of legal discourse in Puño y letra (2005); Guillermo Núñez’s testimonial art Libertad Condicional (1979-1982) based on the documents pertaining to his imprisonment, parole and forced exile; and Pablo Larraín’s fictional film Post Mortem (2010) inspired by Salvador Allende’s autopsy report. I argue that they employ a framework that exposes both the functional and aesthetic modes of bureaucracy complicit in state terror that operate within the spectacular and the mundane. Furthermore, I trace bureaucracy’s origins from the founding of the nation to its current practices that enabled the societal conditions for dictatorship and continue to uphold dictatorial legacies into the present.

In my analysis, I engage theories from performance, legal and media studies to interpret how Eltit critiques the press coverage of human rights trials, Núñez informs institutionalized preservation of memory, and Larraín demonstrates the power of fiction in our documentary reconstruction of the past. I conclude by arguing that this examination of bureaucracy is imperative because state bureaucracy anchors vestiges of the dictatorship that persist into the present such as the dictatorship-era constitution and the newly revived preventative control of identity documentation law.

This thesis attempts to apply the Representative Bureaucracy theory established and developed within the Public Administration scholarship addressing the lack of formal accountability of bureaucratic bodies on the case of the largest international bureaucracy in the world - the United Nations Secretariat. It builds on the normative presumption that it is necessary to staff the bureaucracy proportionally from all the societal groups so that it reflected the values of the society in whole and the policy outcomes corresponded to those produced if all the society participated in the process. Accordingly, we aspire to find out whether the UN Secretariat is a representative sample of the world population in terms of its bureaucrats' national affiliation, and, if not, what are the factors associated with a better relative representation of a Member State in the UN Secretariat. Through the usage of descriptive statistics tools and Ordinary Least Squares Multiple Linear Regression, we find out that the per capita representation of different Member States in the UN Secretariat is by no means equal and, thus, the UN Secretariat is not a representative sample of the world population. Abstract:
Interest in the power of heads of field offices in the United Nations Organization (UN) began with the researcher's appointment to such a position and with anecdotal suggestions that any explanation of the powers they held would be complex. For these reasons, this study has the research aim of explaining the power of some UN heads of field offices. The study focusses on seven heads of field offices in the United Nations Educational, Scientific and Cultural Organization (UNESCO). Literature searches indicated that no academic study had been made of any UN field work but the searches produced considerable literature on the UN and a wide range of theories about organizations, leadership and power, related issues of ethics and rationality and useful concepts from the work of Weber and Foucault. The research is interpretive. A case study and an appropriate conceptual framework were designed to reflect both the literature and the three research questions that promote the aim: organizational bureaucracy, organizational capital and frontline work are the guiding concepts. Because case studies may be challenged for possible lack of rigour and for validity, a number of data collection and analysis methods were used to promote reliability: both the data sources and the analysis checks included participants, UNESCO documents and information from other international bodies. Appropriate literature is also used for theoretical analysis. The results are presented progressively in three chapters, each chapter focussing on one framework concept and its appropriate question. The relevant data are presented and theoretical analysis, including selected concepts from Weber and Foucault, suggests answers to each question posed. The research results suggest that in the organization the participants gain power from UNESCO's intellectual and ethical purpose but are constrained in its use by processes of the bureaucracy, especially its lines of communication. The participants also have considerable power in organizational capital that includes tangible capital of qualifications, experience, skills, high level of position, the resources of the post in which they work and the intangible capital of the assumptions they hold about their work. At the frontline, although constrained by bureaucratic processes that limit their time for programme work, participants report valuable contributions to UNESCO's development and advocacy work: they gain power fiom proximity to the countries they serve and from their ethical motivation. They also gain some power in the freedom of distance from their headquarters, thus weakening the possible double jeopardy by being in a class-at-the-frontline and being in a group-not-in-headquarters. The final chapter brings all suggestions together and examines participants' power for sources (as rights or capacities), limitations (as control or domination) and agency (with compliance and resistance); when these perspectives are combined in a circle of power, the study suggests a Janus syndrome in which participants paradoxically are powerful/powerless agents, sited as they are between the power provision and constraints of both their bureaucracy and the governments and other bodies with whom they work.

Le recueil de brèves théâtrales "Les Journées nationales" rassemble trois courtes pièces ("La Journée nationale du pardon", "La Journée nationale de la lutte contre l’embonpoint" et "La Journée nationale de la frivolité") qui reposent sur une prémisse commune, en apparence farfelue : l'obligation de célébrer un quelconque impératif social dicté par la majorité. À travers un humour parfois noir, "Les Journées nationales" se présentent comme de courtes satires sociales qui, en judiciarisant une conduite morale implicitement imposée, entreprennent de disséquer et de décomposer les normes sociales et les valeurs généralement admises afin d’en souligner les incohérences. "Quand les huissiers se saisissent de la scène : l’absurde bureaucratique dans le théâtre contemporain" est un essai qui vise à analyser les procédés et à identifier les enjeux à l’œuvre dans les pièces de théâtre de l’absurde bureaucratique. Cette expression désigne des œuvres dramatiques qui, à travers un comique de décalage, une utilisation ludique et créative du jargon bureaucratique et une importance accordée au référent social du lieu et des personnages, expriment la terreur ressentie par leurs auteurs à l’endroit de l’institutionnalisation des relations humaines. "La Journée nationale du pardon", "La Journée nationale de la lutte contre l’embonpoint" and "La Journée nationale de la frivolité", the three short plays collected in "Les Journées nationales", all spring from the same, seemingly eccentric idea : the obligation to celebrate any social aspect as long as it is dictated by a majority. By "legalizing" an implicitly imposed moral conduct, "Les Journées nationales", short social satires laden with black humour, dissect and analyze social norms and generally acknowledged values in order to highlight their incoherencies. "Quand les huissiers se saisissent de la scène : l’absurde bureaucratique dans le théâtre contemporain" is an essay that analyzes the processes and also points out the stakes at work in the theatre of the "bureaucratic absurd". The "bureaucratic absurd" is a phrase used to designate plays that, through nonsense, a playful and creative use of bureaucratic jargon and through the importance given to the characters’ and locations’ social connotations, express the terror felt by the playwrights towards the institutionalization of human relationships. Using four plays (Arthur Adamov’s "Le Professeur Taranne", Michel Vinaver’s "Les Travaux et les Jours", Lydie Salvayre’s "Quelques conseils utiles aux élèves huissiers" and Normand Chaurette’s "États financiers"), theoretical works on the theatre of the absurd (Esslin, Hubert), sociocriticism (Duchet) and sociology (Crozier and Friedberg, Le Breton), we will show that, through the expression of a constant tension between the intimate and the professional, the bureaucratic absurd offers a glimpse of the individual’s power and of the persistence of personal responsibility within social organizations.

Educational institutions have not yet succeeded in their quest to formally educate Aboriginal students with success. In an effort to increase the graduation levels, many school districts have implemented mandates to hire more Aboriginal teachers and administrators. Through sharing her lived experience as an Indigenous elementary principal the researcher argues that although many bureaucratic organizations have formal policies to hire Aboriginal people into leadership positions, they still seek to maintain their power to keep the status quo in their organizations. This qualitative autoethnographic study acknowledges Indigenous ways of knowing through the sharing of stories and experience. The experiences will highlight emotional and cultural struggles that one can face when differing cultures and values emerge in a bureaucratic system based on colonialist viewpoints. Due to the vantage point of an insider, the researcher has traced her life from childhood and shared experiences and stories as a mixed-blood Mohawk woman and leader in the education system. Through an examination of signifying moments these stories depict a personal struggle for identity in her role as a female Mohawk principal in a school with a predominant Aboriginal student population. Chosen stories and incidents are recounted to reveal the social, political, historical, institutional, and cultural systems that are embedded within society. Both the researcher and her mother’s stories are universal in terms of experience that transcends understanding among Aboriginal people who are aiming to create organizational change. This genre of qualitative research will allow the reader to see the ongoing transformation that has occurred in the researcher’s first five years as an administrator in the public school system. Her upbringing and her mother’s teachings are internalized and become the catalyst for navigating through turbulent times and allow for continuing growth as an Indigenous leader in education.

Government human service organizations regularly attempt to recruit ethnically and culturally diverse professionals to improve services to diverse communities. The assumption here is that organizational culture and structure support this organizational practice. This study considers the unique challenge for Aboriginal professionals who work in a government child welfare system responsible for the oppression of Aboriginal children, families, and communities. As a non-Aboriginal organizational insider and researcher, I use a combined Indigenous/ethnographic approach to explore these issues with Aboriginal professionals within the British Columbia Ministry of Children and Family Development (MCFD). This study involves a dual focus that examines the history, identity, values, motivations, and practice approaches of Aboriginal professionals as well as how organizational structural and environment variables support or impede their representation of community needs and interests. Analysis of these two areas results in significant findings for the organization, the social work profession, and various practice and organizational diversity literatures. Aboriginal participant descriptions of values, beliefs, and practices contribute to literature exploring contemporary Indigenous practice approaches that integrate traditional knowledge with professional practice. Consistent with some representative bureaucracy studies, participant descriptions of personal history, experience, practice, and motivation to work in MCFD indicate values, beliefs, and motivations strongly shared with their representative group: to reduce the number of Aboriginal children in government care and reconnect them to community. Aboriginal participant role tensions and dual accountabilities, resulting from their unique community/Ministry insider/outsider position, provide context to studies that explore tensions and contradictions that exist for diverse professionals working in their communities through mainstream organizations. Findings also contribute to studies in representative bureaucracy and other organizational diversity approaches concerned with the ability of diverse professionals to actively represent community interests. Organizational variables, such as low Aboriginal practice support, racism, cultural incompetence, hierarchical structure and decision making, risk-averse practice norms, poorly implemented rhetorical change initiatives, and institutional physical environments, among others, impede the ability of Aboriginal participants to actively represent community interests. Mitigating factors were found where some Aboriginal participants describe significant organizational support at the worksite level through dedicated culturally competent Aboriginal management and practice teams.
