Abstract:
Tourism is an important factor in the development of the national economy. The share of tourism in the structure of Ukraine’s GDP is 7.8%. Ukraine, having a considerable tourist potential for the formation of tourist flows, is ranked 85th among 139 countries of the world in terms of tourism attractiveness. According to the findings of the World Tourism Organization (UNWTO), the concentration of natural and recreational resources, objects of the world cultural and historical heritage can provide an annual increase in tourist flows to Ukraine by 4-6%.Under the conditions of unstable external environment and unfavorable conditions of the tourism market, an actual scientific task is to develop the theoretical and applied basis for the formation of the national tourism system. Conceptually, this process must be consistent with the strategic understanding of the need to take into account the mental, institutional, cultural and informational influences on the economic interests of entities, which form a functional, sectoral, socio-economic, institutional and environmental subsystem of the national tourism system. This will make it possible to determine target priorities of such activity not only in accordance with the development of destinations, but also taking into account the possibility of obtaining socio-economic effects, in particular, synergistic, multiplicative and cumulative ones.The goal of the study is to substantiate the essence of the national tourism system (NTS) based on the comparative analysis of the definitions of “tourism”, “tourism system”, “economic system”, “national socio-economic system”, which became a scientific foundation for determining the scientific basis of the national tourism system, its subjects and objects, conditions, goals, and results of formation. For the science development it is also important to obtain results on the structure and evaluation of the national tourism system effectiveness.

Abstract:
The paper describes the models for opening accounts in the national budgetary payment transaction system. The choice of the most effective model is an issue in the science of budget law. Therefore, the author describes different models for opening of accounts. The first model is personal accounts, which has many similarities with bank accounts. This model used now. The second model is treasury accounts. This model is new to the national system of budget payments. The paper describes the features and benefits of both models. The author reaches to the conclusion that the system of budget payments has elements of both models. Therefore, the Treasury of Russia has more effective financial management tools. In turn, Treasury’s clients can conduct transactions faster and easier.

As reflected in the April 2006 issue of the Financial History Review, monetary historians remain divided over the central features of the US monetary union and their contribution to US economic development. In that issue – which focused on the monetary union formed by the Constitution and early federal monetary legislation – Ronald Michener and Robert E. Wright focused on the creation of a uniform unit of account defined in terms of specie. The establishment of a uniform unit of account ‘simplified domestic and international transactions’ compared with the colonial period when ‘[e]conomic calculations across regions were complicated by the fact that people had to reckon with different units of account, without the aid of electronic calculators’. By contrast, Richard Sylla emphasised the role the Bank of the United States played in reducing the costs and risks of clearing and settling interregional payments. An institution, like the Bank, that operated on a national scale was particularly important in the United States because of the limited geographical scope of state bank operations. The Bank's notes and deposits became a truly national monetary standard, and the Bank helped to maintain the value of state bank notes, the principal means of cash payment in the antebellum economy, by enforcing par redemption.

Based on the analysis of international organizations recommendations, key aspects of improving the methodology for constructing this indicator taking into account the innovations in the System of National Accounts 2008 have been determined. The paper presents a general approach to modelling traffic organization within the network of national transport system and with taking into account environmental aspects. General description of the model and necessary data for modelling are presented. The exact mathematical formulation of constrains and criteria functions assessing quality of traffic organization and taking into account level of emission of harmful compounds of exhaust gases are provided. The assessment of traffic organization in transport network is made in aspect of programming transport system development in ecological terms. Particular attention was paid to technical and ecological features of infrastructure and means of transport. What is important, model uses emission indexes set in real traffic conditions. The example of multi-variant distribution of freight traffic into the transport network is provided. Example was prepared with regard to environmental factors in simulation modelling tool EMITRANSYS developed in PTV VISUM.

NSDL was registered by the SEBI on June 7, 1996 as India’s first depository to facilitate trading and settlement of securities in the dematerialized form. NSDL has been set up to cater to the demanding needs of the Indian capital markets. NSDL commenced operations on November 08, 1996. NSDL has been promoted by a number of companies, the prominent of them being IDBI, UTI, NSE, SBI, HDFC Bank Ltd., etc. The initial paid up capital of NSDL was Rs. 105 crore which was reduced to Rs. 80 crore. During 2000-2001 through buy-back programme by buying back 2.5 crore shares @ 12 Rs./share. It was done to bring the size of its capital in better alignment with its financial operations and to provide same return to shareholders by gainfully deploying the excess cash available with NSDL. NSDL carries out its activities through service providers such as depository participants (DPs), issuing companies and their registrars and share transfer agents and clearing corporations/ clearing houses of stock exchanges. These entities are NSDL's business partners and are integrated in to the NSDL depository system to provide various services to investors and clearing members. The investor can get depository services through NSDL's depository participants. An investor needs to open a depository account with a depository participant to avail of depository facilities. Depository system essentially aims at eliminating the voluminous and cumbersome paper work involved in the scrip-based system and offers scope for ‘paperless’ trading through state-of-the-art technology. A depository can be compared to a bank. A depository holds securities of investors in the form of electronic accounts, in the same way as bank holds money in a saving account. Besides, holding securities, a depository also provides services related to transactions in securities.

Nowadays, in the majority of cases, speed limits are defined by experts, who take into account the qualitative and quantitative parameters of the examined roads. The process of setting speed limits is often complex, because technical, social, and legal aspects should be taken into account. The paper presents a developed rule-based system for setting maximum speed limits, and results of the research with an unified data model describing roads and their surroundings. Analysis of the possibility of obtaining relevant data and automation of the process of their collection are also described. The set of the rules was developed on the basis of the methodologies used in Poland, United States, Germany, and New Zealand.

During 2002–03 Statistics Netherlands (CBS) conducted the pilot project ‘Tourism Satellite Accounts for the Netherlands’. This article describes the main results of this project. A Tourism Satellite Account (TSA) provides a systematic and consistent description of the economic effects of tourism based on an internationally recommended method in accordance with the system of National Accounts (UN et al, 1993). Roughly, tourism accounted for 2.5% of the Gross Domestic Product (GDP) of the Netherlands in 1999. In total, visitors spent about ₠21 billion in the Netherlands that year, which generated some 330,000 jobs, almost 4% of the total number of jobs in the country.

The paper addresses methodological and practical issues of statistical evaluation of the digital economy in macroeconomic calculations. The UN Statistical Commission has determined the statistical description of digitalisation processes as one of the priorities of the SNA research programme.The author examines the problems and structure of Digital Economy Satellite Account (DESA) proposed by OECD as a complex tool for measuring digitalisation processes. Compiling this account will enable statisticians to evaluate all measurable phenomena in a digital economy and expand the production boundaries by including free digital services into the evaluation.Compilers of the new SNA satellite account now focus on Digital Supply and Use Tables (DSUT) that play the role of core structure for the future DESA. In the process, the traditional SUT structure is revised by including new groups of specific products and extracting digital components of several products of CPA classification. Moreover, developers add new industries that form by reclassifying producer units en­gaged in digital production.The author explores the issue of measuring «digital» value added and outlines approaches to solving it used, for example, by the US Bureau of Economic Analysis. He also gives a summary of the relevant methodological challenges affecting DESA compilation.Special attention in the paper is paid to the problem of valuation of data (information) which is not covered by the existing 2008 SNA methodology. The author proposes to evaluate data as a non-produced asset, using the Net Present Value (NPV) approach. According to it the value of information (non-produced asset) at a specific moment is equal to the difference between the sum of discounted future incomes of the organisation and the value of its fixed capital. Such an approach could be applied to the valuation of data used as a principal subject of activity by organisations producing digital products.The paper also presents various aspects of statistical evaluation of free digital products.It is the author’s opinion that approaches to statistical evaluation presented in this article could serve as a basis for creating the system of such measures in the Russian Federation.

Abstract This is the first account of the relationship between select committees and the National Audit Office (NAO). The relationship has been often dismissed, but this article argues that it has been vital for the success of the committee system. Initially, both the committees and the audit office were established to strengthen the scrutiny of public administration. Despite the intentions of the early reformers, they did not initially collaborate. In the 1990s and 2000s, early reluctance gave way to enthusiastic collaboration between the two institutions. Initially, this collaboration focussed on financial and environmental scrutiny, but it has since expanded as the auditors have gained more confidence and the committees more familiarity with their work. Now the NAO advises committees on subjects such as European Union exit, which it would have never discussed with them only 40 years previously. This article provides both an account of that collaboration and an explanation for why the NAO and the committees have become so closely associated.

This case illustrates why a major segment of the service sector—banks—needs accurate cost information to make strategic decisions, and how more refined accounting systems help fulfill this need. This article discusses a set of issues relevant to the current state of the health care system of the Republic of Cuba. The purpose of the study is to give an idea of the dynamics of national health development and compare the results achieved in this sector from 2010 to 2018. The consideration of these problems begins with a description of the demographic context that reflects the general health status of the population. The basic structure of the health system, beneficiaries and benefits in the field of health, sources of financing and expenditures on health, available resources and user satisfaction with the services received were also taken into account. The paper also provides an assessment of the main problems that the Ministry of Health will have to solve in the short and medium term, which will entail the need to develop and implement new management strategies for health institutions. The study was based on a theory of analysis of the health sector adapted to the specifics of Cuban public health, providing guidance to the work of the Ministry of Health and health managers in order to achieve a higher level of satisfaction and quality.

The postulates that the systems complement each other, and the primary objective of their functioning is to act for the benefit of citizens’ and state security.

The main current trends of the Ukrainian banking system development for the period 2016–2017 were researched, which was expressed in accelerating lending to businesses and the population; a key interest rate cut by the National Bank of Ukraine, which creates positive conditions for improving the economy, reducing interest rates on deposits, increasing retail lending and portfolio growth loans to individuals. The scientific novelty of this work is formed from a complex of analytical characteristics of the Federal Security Service activi-ties and comes down to the fact that it presents the special aspects of the professional work of the Federal Security Service, in addition, a comparative assessment of legal norms is carried out. Due to the democratization of Russian society, significant changes are taking place in the law enforcement agencies system. The constitutional consolidation of human and civil rights and freedoms as basic values determines their supremacy in relation to public law values. We emphasize that the Federal Security Service is the leading central body in the system of executive power, whose activities to ensure national security are built taking into account the fundamental principles of legality, respect, observance of human and civil rights and freedoms, conspiracy, in a combination of overt and covert methods and means. We indicate our own position in understanding the essence and characteristics of national security.

The article defines possible boundaries for forest accounts under the System of Environmental-Economic Accounting (SEEA) in accordance with the legislation of the Republic of Belarus. Under the designated boundaries and in line with the recommendations of the United Nations, the Food and Agriculture Organization of the United Nations, and others in the field of Environmental-Economic Accounting, a list of possible SEEA accounts for forest resources is proposed: asset account for forests and other wooded lands, asset account for timber resources, flow accounts for timber resources as well as ecosystem accounts for carbon and forest services.The proposed standard SEEA accounts characterizing forest resources are adapted by the author in accordance with the legislation in force in Belarus and the accounting methodology, as a result of which the author has proposed the following layouts of forest resources accounts: asset account for forest land, asset account for timber resources for forest stands, flow account for marketable timber resources. For each of the accounts, a comparative characteristic of national and international terminology is presented; in some cases, the authors name the phenomena and processes.In the case of ecosystem accounts, in view of the methodological gaps and difficulties of accounting at the national level, the author proposed creating tables of key indicators of ecosystem assets and ecosystem services for forest resources.The article concludes with the structural-logical model “SEEA-Forest Resources” through which the relationships between the generated accounts are described.

A number of recent Executive Office mandates have outlined the need for U.S. government agencies, including the Federal Aviation Administration, to conduct benefit-cost analyses for policy decisions. Policy decisions concerning local airspace system infrastructure could result in national airspace benefits. If the benefit-cost analyses are to be conducted properly, there is a need to account for these benefits. A method for conducting simulations is developed within a benefit-cost framework to examine the social welfare implications when localities act unilaterally without internalizing potential national airspace system benefits. Rates of return, compensating variation, and equivalent variation are simulated for a hypothetical economy, and social welfare as measured by these techniques improves when localities account for national airspace system benefits. The equivalent variation method enables policy makers to distinguish some equity implications from efficiency improvements that may occur simultaneously when localities move to account for national airspace system benefits in their aviation infrastructure decisions. Other issues in conducting benefit cost analyses for aviation infrastructure projects are discussed, and suggestions concerning how to attain efficient outcomes in compliance with institutional guidelines are made.

Te article deals with the specifcs of teaching Russian as a native language in the Russian school and as a non-native language in non-Russian schools. Tis specifcity is determined by the fact that with the same content of the subject “Russian language”, the ways of mastering language units and the formation of speech skills in native and non-native speakers are different. In this regard, the problems of motivational and informative character are considered. Te authors conclude that the assimilation of the second language is accompanied by the assimilation of a new linguistic picture of the world. Te interrelated study of language and culture ultimately contributes to the formation of a bilingual person capable of using the means of Russian and native languages, taking into account the specifcs of national cultures. Te necessity and expediency of the development of various methods of teaching Russian as a native and as a non-native language, as well as the need to create special textbooks of the Russian language for Russian and non-Russian schools are considered. The research presented here evaluated road safety on the road sections included in the Intelligent Traffic Control System of the Podhale Region (ISSRRP) in Poland. This travel time information system consists of a remote traffic microwave sensor, cameras, as well as automatic plate number recognition on national roads with variable message signs and a mobile app to suggest alternative routes in the regional road network. The study analyzed changes in safety caused by transferring traffic volume from national to regional rural and suburban road networks. The assessment of the safety performance was performed with an empirical Bayes study, with periods of three years before and after the implementation of ISSRRP. No changes were identified in the safety performance of the national road network after to the introduction of ISSRRP. However, when the overall network is considered, a potential increase in the number of crashes may be expected, depending on the volume of traffic transferred from national to regional roads, and rural or suburban areas. Therefore, a new approach for system management was proposed, taking into account not only improvement in traffic flow, but also safety performance.

The hypotheses of retrospective voting and moderating elections rationalize some empirical regularities in U.S. presidential and congressional elections that posed a challenge for the party identification hypothesis. Here, these hypotheses are applied to the German federal system that is characterized by staggered national and Land (provincial) elections. They are tested using data on real GNP growth at the national and Land levels, party vote shares in national and Land elections, party seat shares in national and Land parliaments, and the party composition of national and Land governments over the time period 1961-1989. Perhaps surprisingly, all three hypotheses—party identification, retrospective voting, and moderating elections—find empirical support when applied to the German federal system. Although these hypotheses were formulated with reference to U.S. political institutions, they travel well—bar some modifications that take into account special features of the German political system.

The article is devoted to the problem of improving the system of forecasting tax revenues in Ukraine. Forecasting tax revenues in the budget system is a key tool for implementing the state tax policy. This process represents a systematic work on the calculation of tax revenues for the future. The purpose of tax forecasts is to identify, for a certain time period, tax revenues, taking into account their economically justified level.The author proved that this sphere of public administration and economic-analytical practice requires improvement, taking into account progressive developments, which proved their effectiveness in the western countries. The analysis of the forecasting errors of the main budget-generating taxes in Ukraine is carried out by comparing the forecast indicator at the end of the period (taking into account changes that were made during the budget year) with actual values.The article describes the method of forecasting tax revenues. In the given model the level of VAT is influenced by GDP growth, the national currency rate and the growth of VAT in the previous period. The individuals' income depends on the growth of GDP, the dynamics of the national currency rate and the growth of VAT, on the dynamics of excise tax. As for the corporate income tax, it is influenced by the growth of the national currency, the growth of VAT, while this indicator is related to GDP.The method of forecasting tax revenues proposed provides more accurate forecast data than the officially approved Method for predicting budget revenues, which gives grounds for considering it as a promising forecasting tool that deserves further study and improvement.

System of National Accounts (SNA) data on the financial and non-financial assets of the household sector are not currently being compiled by official statistics in Serbia, but this situation will change on the path of convergence to the standards of EU economic and monetary union. This paper, starting from models of consumption in developed and some former transition countries that take into account the wealth effect based on the whole SNA, analyses if this effect is taking place in Serbia. Research, based on available data sources, has shown that the wealth variables of securities and net financial wealth enter the consumption function in Serbia and it is yet to be seen if this model will be different at some higher stage of economic development or with better data.

The article offers an insight into an epistemological perspective of establishing the national qualifications system in Russia that is critical for creating a “market of qualifications in the country that would be adequate to the current context.The aim of the research was to examine the context and factors underpinning the formation and evolution of the structure of knowledge relating to the national qualification system in Russia.Methodology and research methods. The methods applied comprise a mixed-method approach that included: review and analysis of official documents, semi-structured background and individual interviews with key stakeholders (line ministries, experts from industry and qualifications awarding bodies etc.) and desk research.Results and scientific novelty. The performed analysis of documents and of research data has revealed that the process of generating and enhancing knowledge about the national qualifications system semantically and methodologically is in broad terms contingent on the needs and objectives of social and economic development, and in narrower terms – on the development of occupational standards that underpin the standards of vocational and higher education, as well as on the enhanced institutionalisation of employers’ involvement in the training of personnel and in the search of effective mechanisms and instruments of independent assessment of qualifications.It also offers an insight into current key paradigmatic gaps in the NQF-related epistemology in Russia that account for the specificity of the observed state of play and for the key conceptual epistemological contradiction that has been identified by the authors as the opposition of and conflict between occupational and education qualifications. The authors propose ways out of the situation based on international practices in this area starting from aligning the terminology and conceptual approaches with international ones. The performed epistemological research and the conclusions made by the authors contribute to the national qualifications system discourse. It is stressed that core principles underpinning the development of the national qualifications system should be adapted to the social and economic and local factors.Practical significance. The material of the article can be used by policy-makers dealing with the NQS development and implementation of the NQS.

BACKGROUND: In Japan, as in other countries, medical accidents arising from human error can seriously damage public confidence in medical services, as well as being intrinsically undesirable. OBJECTIVE: Errors voluntarily reported by the healthcare practitioners in our institution (Kanazawa University Hospital) were considered to assess the contributory factors by using the accumulated error database in the hospital information system. METHODS: Medical errors in our institution during the period from July 1, 2000, to June 30, 2002, were counted using the error reporting system database and were classified. RESULTS: The number of errors reported during the investigation period was 1378, of which 78% were reported by nursing staff. Medication errors involving administration of injectable or oral drugs to inpatients, dispensing, and prescription accounted for about 50% of that number. Among dispensing errors, 53% were detected by patients or their families and 36% by nurses. CONCLUSIONS: The best method of error prevention is to learn from previous errors. For this purpose, the error reporting program is effective. In patient safety management, it is important to take into account the potential risks of future errors, as well as to capture information about errors that have already happened. For safety management, adoption of appropriate information technology (e.g., implementation of a prescription order entry system) is effective in reducing medication errors. However, it is important to note that serious errors can also arise in computer-based systems.

The urgency of the issue is related to changes in the Ukrainian banks’ business environment, taking into account the impact of domestic and global financial instability and the implementation of the regulatory framework for banking regulation of the National Bank of Ukraine in accordance with the Basel Committee on Banking Supervision recommendations. The main goal of this research is to analyze the degree of implementation and compliance with the Basel III regulations in Ukrainian banking system. To carry out the research, regulatory and legislative documents of the National Bank of Ukraine, the Basel Accords, statistic data of the Ukrainian banks and the National Bank of Ukraine were used. For this purpose, the analysis of main indicators of Ukrainian banks’ financial stability within the period of 2014–2017 is made. Thus, post-crisis regulatory changes have aimed at restoring bank stability. The results seem to suggest that bank regulatory changes may be repressive, for instance, cleaning and optimization of the banking system as an effective tool for anticrisis management. As a result, it was concluded that banks with foreign capital are the most stable in the banking system of Ukraine in comparison with domestic banks.

The explicit criminalisation of international crimes is commendable as it provides a legal basis for holding members of the SAF to account for the international crimes allegedly committed. The question left unresolved, however, is whether, given the dominant role of commanders in the Sudanese military justice system, it is feasible to hold commanders of the SAF to account. By critically analysing selected aspects of Sudan's Armed Forces Act, this article argues that the dominant role of commanders in Sudan's military justice system makes holding commanders to account unviable at the national level. The article, however, questions whether making reforms to the dominant role of commanders would create lasting solutions to this accountability gap. Could, perhaps, the dominant role of commanders create an entry point for other forums such as the International Criminal Court (ICC) to hold commanders to account, on the basis of the principle of command responsibility?

The seminal contributions of the neoclassical economic theory, the evolutionary and neo-Schumpeterian approaches in establishing the concept of national innovation system (NIS) are considered. The study is aimed to identify the challenges that the new concept has met. The advantages and bottlenecks of the emerging theory and practice are taken into account. In the study, an attempt is made to offset the shortcomings of the NIS approach and reveal its weaknesses. As a result, an approach to developing research methodology of NIS is proposed. The system structure-object and functional approaches give a basis of this concept.

Basic concepts of professional pedagogical discourse: ‘linguistic personality’, ‘bilingual personality’, ‘communicative behavior’ are defined in the article; they are examined as preparation of a teacher for teaching the Russian language in bicultural national-Russian environment. Peculiarities of Komi-Permyak bilingual students - future teachers of the Russian language, who are representatives of two cultures and speakers of two languages - Komi-Permyak and Russian, are revealed in the article. The relevance of the research is determined by the fact that the study of bilingual personality of the future teacher of the Russian language in pedagogical discourse requires conceptual questions that define and take into account peculiarities of bilingual personality formed in native and Russian cultures and speaking native and the Russian languages. Preparation of such a teacher for teaching should take into account peculiarities of educational environment. The goal is to provide quality training for the future teacher of the Russian language - national-Russian bilingual taking into account bicultural environment at the national department of the pedagogical university. Conclusions are the following: preparation of the future teacher should be based on the term system, which is determined by the basic concepts that characterize bilingual personality and professional pedagogical discourse; the system of linguistic and methodological preparation of the future Russian language teacher - national-Russian bilingual - should take into account ethno-national peculiarities of bilingual personality, revealed in communicative behavior while teaching the state Russian language in environment that can be mono/bi/multicultural.

Abstract:
The article deals with the main elements of the modern system of civil servant professional training, taking into account changes in the legal field as a result of the implementation of public administration reforms. The purpose of this article is to highlight the current state of the of civil servant professional training system in Ukraine, taking into account the updated legal framework.It is established that the main subjects of the modern system of civil servant professional training in Ukraine are: The National Agency of Ukraine on Civil Service (Natsderzhsluzhba), The National Academy and its regional institutions of public administration, higher education institutions, providing training for educational program of the specialty “Public management and administration”. The main legal documents adopted over the past three years have identified strategic directions, mechanisms, funding sources and the time frame for the formation of an effective and efficient system of civil servant training. The lack of professional standards in the field of public service and educational-professional program standard of master training in specialty “Public management and administration” make it impossible to unify training programs for quality training of future civil servants and pass the unified state qualification examination upon completion of the master training program in specialty “Public management and administration”.
