Abstract:
Public Over the years, the efficiency and effectiveness of Nigeria’s public sector has been a subject of debate. However, in recent time, the organizational performance and service delivery of National Agency for Food, Drug Administration and Control (NAFDAC) have been a success story. Within the framework of New Public Management (NPM) theory, the study investigates the secrete behind the degree of success achieved by NAFDAC with the aim of recommending such to other public sector organizations in Nigeria which has over the year’s demonstrated lack of zeal for service delivery. The study relied heavily on primary and secondary data. Yamani’s formula for sample size determination was used to select a sample of 133 employees from NAFDAC Lagos office out of a total of 200. Weighted mean and chi-square statistical tools was used to determine the independence or otherwise of the variables under investigation. It is the position of the study that NPM has enhanced NAFDAC’s performance and service delivery. It concludes that since the traditional public administration theories has failed to deliver the much needed public goods and services, it is therefore imperative to reinvent Nigeria’s public sector in line with (NPM) international best practices so as to reposition the Nigerian public sector for the challenges of a modern and rapidly changing world. However, while change is desirable, we feel there is need to exercise caution on account of the peculiar nature and character of the Nigerian state and society. Reinventing the country’s public sector should progress slowly and wisely.

Abstract:
Literature on regulation concentrated on the analysis of the policy on regulating agencies and the rules and guidelines associated with the policies. The effects of regulation on specific firm or industry have not been fully discussed. This study assesses the situation by examining the effects of regulation on project success in pure water production. Survey research design was adopted for this study. Copies of the questionnaire used for the study were administered to members of staff of NAFDAC Lagos State, owners of pure water companies in Lagos state and pure water sellers. Members of staff of NAFDAC, Lagos State, were selected using stratified random sampling technique and purposive sampling technique, while pure water sellers were selected using judgmental sampling technique. The questionnaire for this study was validated using content validity. The reliability of the questionnaire was also confirmed by determining the reliability correlation coefficients of the data collected at two different periods, which was equal to 0.851. The data collected for the study were presented using charts, tables, percentages and frequencies, while the stated hypotheses were analysed with the aid of correlation analysis and regression analysis. The findings revealed that 85% of the variation in product quality is accounted for by consumer protection policies; 72.6% of the success recorded in operations and activities of pure water manufacturers is accounted for by efforts of NAFDAC regulation; and that there is a significant relationship between regulatory processes and client satisfaction (r = 0.775, p = 0.000). Based on these findings, the study therefore recommended that NAFDAC should partner with state governments to create State-NAFDAC so that the gains will permeate all the nooks and crannies of the country and that pure water producers must have project management skills and knowledge as they carry out their work in the community.

Abstract:
The study involved the determination of some physiochemical and bacteriological properties in sachet-water samples taken within selected geopolitical wards in Jere and Maiduguri Metropolis. The purpose was to ascertain the quality of sachet water sold for consumption within the area. Ten samples were drawn, five from each study area. The samples were analysed for temperature, colour, turbidity, pH, conductivity, iron, total alkalinity and total dissolved solid. Bacteriological analysis was also carried out using multiple tube (most probable number) technique for enumeration of both total coli form count and differential Escherichia coli count. Other physical examination like volume, National Agency for Food and Drugs Administration and Control (NAFDAC) registration number, batch number, production date and expiry date were also examined. The results obtained were compared with World Health Organization (WHO), NAFDAC and Nigeria Standard of Drinking Water Quality (NSDWQ). Variations were observed among the entire samples in comparison with the standard. Some of the parameters conform to the standard like the Tempreture, pH, colour, odour, iron content and NAFDAC registration number while others like TDS, total alkalinity and volumetric quantity fell below the standard. The bacteriological analysis also showed that 80% of the samples studied revealed the presence of coliforms. PurposeThis study empirically examined and investigated the relationship between sustainable manufacturing practices (SMPs) and performance of table water industry (TWI) in Nigeria.Design/methodology/approachCross-sectional survey research design was adopted for this study. The population of this study covers all the registered table water firms in Delta and Edo states by National Agency for Food and Drug Administration and Control (NAFDAC). Convenience sampling, a nonprobability sampling method, was used in administering the questionnaire to selected table water firms in the two states used for the study. The sample can be considered as experimental group used for the research and analysis. Data collected through questionnaire administration were analyzed using descriptive statistics. Structural equation modeling (SEM) was used in estimating the research models, through the use of Analysis of Moment Structures (AMOS version 24) software.FindingsThe study found that SMPs are adopted by table water firms registered by NAFDAC. It was also found that sustainable packaging and waste management significantly influence the different dimensions of sustainable performance of table water firms.Practical implicationsThe study recommends that table water producers should ensure they consistently adhere to NAFDAC standards after product registration and certification to make the products safe for consumption. Also, NAFDAC should promote a regulatory environment with appropriate incentives to table water firms that consistently comply with stipulated regulations that can promote the sustainability of the environment while any table water firms found engaging in unwholesome activities that can undermine the health status of consumers should be severely sanctioned.Originality/valueThe study provides a comprehensive analysis of sustainability practices in the Nigerian TWI by examining four manufacturing practices and how they impact on sustainability performance of the industry. The study will help to reinforce the need for stakeholders in the TWI to be more environmentally conscious.

Abstract:
The Ibiekuma River is an important source of livelihood to its catchment. It contributes enormously to research success and living standard of students and staffs of the Ambrose Alli University Ekpoma, Nigeria. The aim of the study was to determine the impact of anthropogenic activities on the physicochemical properties of Ibiekuma River. Twenty seven water samples were collected at four stations during the study period and analyzed accordingly. The results obtained shows that the physicochemical parameters of the river were in conformity with the World Health Organization (WHO), National Agency for Food, Drug Administration and Control (NAFDAC) and Nigerian Industrial Standard (NIS) safe limits, except for pH values which ranged from 4.69 to 4.81. The heavy metal concentrations were found to be within the limit of the guidelines prescribed by WHO and NAFDAC. Also, there was no significant difference (P > 0.05) in the concentrations of the physicochemical parameters across the four stations sampled along the Ibiekuma River. Despite Nigeria‟s large Muslim population of 77.3 million citizens, very little research has been carried out in terms of addressing Halal needs in Nigeria. This study reviewed the perspective of abattoir workers‟ involved with Halal beef in two abattoirs in Abuja. The research made use of primary data gathered by conducting telephone interviews, using semi-structured interview questions. Although the National Agency for Food and Drugs Administration Control (NAFDAC) guidelines which govern Halal beef handling in Nigeria proved to have commonalities with those recommended by the Jurisdiction of Department of Islamic Development in Malaysia, (JAKIM), the findings revealed that there was a general lack of awareness about either of those guidelines amongst the abattoir workers interviewed. The abattoir workers that participated indicated that their perception of what constitutes Halal beef handling best practice was based on personal opinion. Thus, there is the need to create better awareness on the current guidelines for Halal beef handling provided by NAFDAC. Furthermore there is a need for Halal beef handling training for the abattoir workers in Nigeria. This was evidenced in the fact that additional Halal beef logistics activities such as packaging, storage and transportation were found to be carried out by third party logistics (3PLs) organizations which made it difficult to ascertain the Halal integrity of the Halal beef supply chain.

Abstract:
Nutrition labelling is a topical issue, being a vital aid that shapes consumers’ food choices and could be an efficient tool for the prevention of consumer vulnerability to diet-related diseases such as cancer, high blood pressure, hypertension, and obesity. However, data on the public use of nutritional labels as an information source on nutritional properties of foods and health claims, especially as it relates to Nigeria, are not popular in the literature. This study seeks to examine consumers’ use of labelling information: knowledge; attitude, and practice. A cross-sectional study with the aid of a survey elicited information from 374 randomly selected shoppers in five shopping malls in Lagos State. Data were analysed using the T-test method. Findings show that while the majority of the respondents (70.6%) read the nutritional information, only 64.9% understand the information presented on food labels. The study also reveals that the majority of the respondents (57.5%) do not know that information on food labels should be presented in the English language before any other language as recommended by the National Agency Food and Drug Administration and Control (NAFDAC). While 57.9% of consumers have a positive attitude towards using food labels, 58% of the respondents’ buying decisions are influenced by food labels. The study concludes that consequent upon the importance of nutritional knowledge and wellbeing, consumers of Fast Moving Goods in Nigeria are beginning to consciously pay attention to nutritional labels. The study recommends that producers of Fast Moving Consumer Goods (FMCG) products in Nigeria should adopt the total disclosure of ingredients and nutritional content of their products. Also, regulatory bodies in charge of pre-packaged food products in Nigeria (NAFDAC) should go the whole way and make nutritional labelling mandatory.

Frihandelsavtalet Nafta (North American Free Trade Agreement) slöts den 1:a januari 1994 mellan USA, Kanada och Mexiko.Synen på fri handel har alltid varit en laddad ideologisk fråga och det var främst fackföreningsrörelsen och miljörörelsen som kom att rikta den skarpaste kritiken mot Nafta. Den handlade bland annat om den höga mexikanska immigrationsnivån till USA, ökad arbetslöshet, att miljöfrågorna inte prioriterades och att avtalet skulle leda fram till större ekonomiska klyftor. Syftet med uppsatsen är att med enkomparativ ansats undersöka hur det mediala språkbruket i New York Times konstruerar och ramar in bilden av Nafta under åren 1993 och 2009/2010 och vilken ideologisk konsensus som dras.Genom att använda Entmans inramningsanalys (framing), van Dijks kritiska diskursanalys och Fowlers konsensusideologi, kunde bakomliggande ideologier och diskurser komma upp till ytan och intressanta iakttagelser av Nafta göras. Problemdefinitionen 1993 speglade ett Mexiko i djup ekonomisk- och social kris och USA:s ekonomiska problem med bland annat hög arbetslöshet och stora mexikanska immigrationsvågor. Problemet låg främst i den okunnighet och rädsla som genomsyrade den amerikanska befolkningens inställning till Nafta. I 1993 års artiklar fanns en genomgående repetition av den dominerande och homogena inramningen som bestod av en liberal marknadssyn där frihandel lyftes fram som det främsta framgångsreceptet och därmed blev Nafta den enda utvägen ur krisen. Genom ”salience” repeterades detta budskap genom nyhetsdiskursen, till exempel genom referenser till elitpersoner och USA som elitnation. Problemdefinitionen 2009/2010 fokuserade på president Obama och den ekonomiska krisen som hade drabbat USA mycket hårt. Problemet låg i Obamas osäkerhet och ambivalens inför att genomföra viktiga och nödvändiga reformer inom Nafta. Den moraliska utvärderingen var delvis homogen, där samtliga artiklar var överens om att Nafta var i behov av nya reformer. Men synen på Obamas ledarskap skiljde sig åt. Den dominerande inramningen bestod fortfarande av en liberal marknadssyn, men som ställde sig mycket kritisk till frihandelns utformning. Vad som skedde i källanvändningen 1993 var att en gränsdragning gjordes mellan anhängare och motståndare till Nafta, som i högsta grad exkluderades på grund av att de ifrågasatte den rådande politiska konsensus. Främst skedde en gränsdragning till de aktörer som ställde sig mycket kritiska till Nafta och såg avtalet som ett hot, här ingick arbetare och fackföreningsrörelsen. Konsensusideologin var inte lika självklar i artiklarna från 2009/2010. Den segmenterade politisk elit som tillhörde förespråkarna av Nafta som tidigare hade uteslutande majoritet i källanvändningen hade nu fått kliva åt sidan. Artiklarna skiljde sig åt och gränsdragningarna mellan ”Vi” och ”de andra” var inte lika tydlig. Här fick de kritiska Nafta-rösterna ett bredare respekterat utrymme, men det skulle inte gälla för alla, samma aktörer som var uteslutna i periferin 1993 var också utelämnade från källanvändningen under 2009/2010, nämligen arbetare och fackföreningsrörelsen. Trots detta är förhoppningen att 2009/2010 års artiklar ändå är ett tecken på att den nya tiden har lett fram till en ödmjukare, mindre cynisk och kapitalistiskt styrd amerikansk journalistik, som låter de stigmatiserade grupperna ta ett större medialt utrymme.

Abstract:
NAFTA is turning 25 years old and is in desperate need of modernization. The contentious yet game-changing multilateral free trade agreement has had no shortage of political detractors and proponents over the years, but on May 18, 2017 President Donald Trump officially signaled its renegotiation to the U.S. Congress. Agricultural producers from all three countries have greatly benefited from free trade with their North American neighbors, but Canada insists on maintaining their restrictive supply management system and tariff rate quotas on dairy imports. The Dairy Farmers of Canada (DFC) fear a NAFTA renegotiation could not only threaten their lucrative system but also remove an important check against unfettered subsidization of U.S. dairy producers. The DFC have repeatedly criticized the magnitude of U.S. dairy subsidies, especially during the Farm Bill legislation process every four years, attributing rising milk supply glut and lower global dairy prices to their size. Although subsidies do aid U.S. producers’ bottom line and global competitiveness, they do little to explain efficiency discrepancies between nations or justify Canadian protectionism. Using empirical research and statistical analysis, the validity of these arguments will be tested to better determine the future of dairy production within NAFTA and beyond.

Les années 50-60 correspondent à l’âge de maturité de la poésie francophone libanaise. Devant beaucoup au surréalisme, cette maturité trouve pourtant un de ses représentants les plus authentiques à contre-courant de ce mouvement. Fouad Gabriel Naffah (1925-1983) s’est voué totalement à la poésie sans être toutefois reconnu. Marginalisé sur les plans social et littéraire, il se saisit pourtant du réel et inscrit le paysage libanais au cœur d’une démarche spéculative qui se fait mode d’habitation poétique. La création d’une langue poétique propre élève la description au rang d’une création cosmogonique. La représentation de l’espace, structurée et paradoxale, est avènement de rapports inédits du sujet au monde régis par un principe d’immanence. De ce fait, l’œuvre crée une approche originale du lyrisme, à priori renié, et la création poétique, actualisée ou expliquée, se comprend comme une phénoménologie spontanée. Mais l’ambition de la poésie de Naffah forge aussi ses propres écueils pour devenir à la fois lieu de plénitude et cause de naufrages
The Lebanese French speaking poetry reached maturity in the fifties and the sixties. Deeply influenced by surrealism, the modern generation of authors is yet represented by a poet whose art and views go against the surrealist sensibility of his contemporaries. Fouad Gabriel Naffah (1925-1983) was a poet in all means, but never got the recognition he hoped for. On the fringes of the Lebanese society as well as of the literary context, yet, he seizes the real and integrates the Lebanese landscape into a speculative creative process allowing “poetic living”. The creation of an intellectual poetic language raises description to the rank of cosmogony. Representing space as highly structured and paradoxical brings out new relationships between the subject and the world that are governed by the principle of immanence. Therefore, Naffah’s work can be read, oddly enough, as an original approach of lyricism, and poetic creation, brought into actualization or explained by the author, can be understood as a spontaneous phenomenology. Nevertheless, obstacles to such an ambitious conception of poetry rise mostly in itself, so much so that Naffah’s poems are, at the same time, a demonstration of fullness and a scene of collapse

Abstract:
NAFTA's Article 2005 prescribes that the NAFTA governments, being Canada, Mexico and the US, may choose either a multilateral or a regional forum within which to solve their trade disputes. Thus, they may choose between either the new WTO dispute settlement mechanism or the NAFTA Chapter 20 dispute settlement mechanism. Nevertheless, in order to have an effective choice of forum, there is one essential condition: the subject matter of the dispute must be similar or identical, and there must be some degree of subject matter overlap in both the NAFTA and WTO provisions. The relationship between NAFTA, the WTO and GATT is complex. The core problem is whether there is a legal distinction between the GATT 1947 and the GATT 1994, incorporated into the WTO Agreement, in order to establish either NAFTA or WTO primacy. The latter-in-time treaty general rule will decide the issue. Nevertheless, a decisive conclusion cannot be drawn, as this should be studied on a case-by-case basis.

Since 1994, when the North American Free Trade Agreement (NAFTA) began functioning as a mechanism that aims to reduce trade barriers between Canada, the United States, and Mexico, it has become apparent that the differences and formalities inherent in the Member Countries' legal and notarial systems constitute significant obstacles to trading, particularly in terms of the rendering of services. This paper seeks to elucidate the difficulties that Member Countries commonly face when they attempt to apply foreign notarial documents to their own legal system, to discuss the requirements for the notaries to render services in the NAFTA territory, and to propose modifications that the notarial function must adopt in order to adapt to the technological and cybernetic tendencies that the modern world demands.

Abstract:
This thesis examines the record of development and the prospects for national ascent in the anglophone Caribbean. It argues that a transformative dialectic is operating through the restructuring of political-economic relations in the Americas. NAFTA and its expansion open up possibilities for business linkages, joint venture arrangements, and investment and trade creation opportunities for participating countries. This is a structural development opportunity that Caribbean state managers can least ignore. Indeed, a record of missed or squandered opportunities extends backwards into the region's colonial past. Since the independence period, developmentalist projects have been stultified by populist-statism and the circulationism of merchant capital in the individual countries. In spite of this, the national option appeared a secure one. Economic viability rested on the sale of one or two cash crop exports; the securing of non-reciprocal trading arrangements in the international arena; the promotion of the individual countries as cheap labour platforms for foreign manufacturing; a dependence on incomes from tourism and offshore services; and easy access to international loan capital. Today, the shifting competitive dynamics of the international system have yery far reaching implications for the nature of the Caribbean political economy. Economies of scope and scale are increasingly being favoured. The region has been caught napping because capital accumulation remains rooted in distribution infrastructures and not production ones. Indeed, the hegemony of circulation over production in the Caribbean points to the special circumstances that attended the new political class at the time of independence in the 1960s. The stability goal took paramount importance. State managers and the old commercial oligarchy became united by a lowest commondenominator interest, i.e. to reap and extend the benefits of the status quo. The nature of this postcolonial arrangement meant that state managers would fail to deepen the process of capital accumulation and industrialise. This thesis suggests that in light of the present balance of global socio-political forces, and the region's economic malaise, the Caribbean will be on better ground to pursue economic recovery through a deeper form of regionalism. It argues that export-orientated development is a social transformation venture that goes beyond new fiscal measures and market reforms. Hence the need to engender the rise of a new economic class of industrial entrepreneurs. Accordingly, this thesis concludes that a regionalised developmental state in the Caribbean will be vital for altering the region's status in the international system and the hemisphere, and for pursuing a 'nurture industrial capitalism' project.

Esta pesquisa tem como tema a aproximação entre as agendas internacionais de comércio e meio ambiente, mais especificamente a inserção de cláusulas ambientais em acordos internacionais de comércio, a partir da experiência do Nafta. Busca as origens deste fenômeno na sociedade civil dos EUA, utilizando-se do conceito neogramsciano de hegemonia. Argumenta-se que o projeto de integração econômica regional é parte da estratégia de consolidação da hegemonia dos EUA, mas que a negociação do Acaan - acordo paralelo para tratar a questão ambiental - é resultado da atuação de ONGs ambientalistas desta sociedade civil. Examina-se o desenho institucional do Nafta e do Acaan, concedendo especial ênfase aos mecanismos de solução de controvérsias. Explorando os traços do desenho institucional e as contradições geradas principalmente a partir do Capítulo sobre investimentos, conclui-se que os interesses econômicos vêm prevalecendo sobre os ambientais.
This Project concerns with the approach of the international agendas of trade and environment, working with the Nafta´s experience. Making use of the neo-gramscian concept of hegemony, the search look for these phenomenon origins in the US civil society. It argues that the economic regional integration is part of the US strategy of hegemonic consolidation, but in respect of Naaec - the side agreement negotiated to deal with de environment issues - it argues that it results from the US environmetalist NGOs actions. It examinate the Nafta´s and Naaec´s institutional design, giving special attention to the dispute settlement procedures. Exploring the institutional design characteristics and the contradictions that born from the agreements, mainly in respect of the investment Chapter, it concludes that the economic interests have being prevailing over the environmental ones.

Abstract:
A research on organoleptic properties and nutritional composition of ready-to-eat Soya bean curd (Awara) was carried out. A total of fifty (50) samples of Awara were purchased from different locations in Wudil town within the period of eight weeks, in which ten (10) samples were purchased for five times at an interval of two weeks. The samples were subjected to sensory analysis to determine consumer preference using 9-point hedonic scale, Proximate analyses were also carried out on the 50 representative samples using the official method of analysis of the AOAC, 2005. The results of proximate composition shows that sample J had the highest mean moisture content (28.94%) while sample B had the least mean moisture content (9.96%), sample D had the highest mean ash content (5.31%) while sample G had the least mean ash content (2.67%), sample D had the highest mean protein content (32.00%) while sample A had the least (5.31%), the sample G had the highest mean fat content (43.12%) while the sample J had the least (28.89%), the sample J had the highest mean crude fibre content (1.26%) while the sample A had the least and the sample J had the highest mean carbohydrate contents than the sample B had the least. Values obtained from the samples analyzed in table 1 (organoleptic properties) were subjected to Kruskal Wallis-H test at 95% confidence interval, significantly different variables were subjected to LSD to determine the source of variation, the result of the analysis shows that there is no significant difference between the samples in terms of colour, tenderness, thickness, flavor and overall acceptability but differs significantly in spices and saltiness. The result obtained in table 2 (Nutritional composition) was subjected to Analysis of Variance (ANOVA one way) and the result shows that there is no significant difference in terms of fat and carbohydrate but all the remaining component (ash, protein, crude fibre and moisture) differs significantly from one another within the samples analyzed. The qualities of some Awara samples analyzed do not conform to the NAFDAC standards. The organoleptic variation observed with the NAFDAC’s standards indicated the likelihood of poor sanitation and handling procedure during production, storage and selling of the product. The result of this study is of public health concern and call for effective quality control in Awara production by the producers. It is thus recommended that appropriate government regulatory bodies ensure that quality compliance is enforced.
