Abstract:
The knowledge of the fissile material mass is a key challenge to enhance radioactive waste management and to ensure a high level of safety in nuclear industry. Data is analyzed according to the principles of the neutron measurement techniques. As proportional counters filled with 3He gas display high neutron detection efficiency and a good gamma-ray discrimination, they are the reference detector for passive neutron coincidence counting. A charge preamplifier or a current amplifier, depending on applications, collects the electric pulse produced by neutron interaction in the 3He gas and a threshold discriminator produces a logic pulse used for neutron counting. This paper describes the performance assessment of different commercially available electronics from Mirion Technologies, Precision Data Technology (PDT), Mesytec, as well as MONACO electronics originally developed by CEA LIST for fission chamber measurements in experimental reactors. Comparative passive neutron measurements are carried out with these electronics at CEA/DEN Nuclear Measurement Laboratory in Cadarache. Overall, PDT and Mesytec electronics show similar detection efficiency as the ACH-NA98 charge amplifier, which is commonly used in our laboratory for such applications. However, MONACO electronics have a lower detection efficiency, similar to Mirion 7820 current amplifier used in specific high-count rate applications. An optimisation of MONACO settings would probably be necessary to adapt to 3He counters instead of fission chambers.

Abstract:
Abstract Recycling waste materials, such as partial replacement of WCA for natural aggregates in hot-mix asphalt, could be an option for addressing problems such as environmental pollution and the increasing demand for natural resources. Due to continual development and renovation in the construction industry, the generation of concrete waste has become one of the major challenges. Consequently, the purpose of this study was to develop an asphalt mix design utilizing waste concrete aggregate (WCA) as a partial substitute for natural aggregates (NA). The ratios of WCA10:NA90 and WCA30:NA70 are utilised to design the asphalt mixtures. In this study, asphalt mixtures containing 10 and 30 percent WCA are referred as WCA10 and WCA30, respectively. The density-voids analysis enables the determination of the optimum asphalt content that satisfies the criteria of the Malaysian Public Works Department (PWD). Results indicates that the criteria and design parameters of both mix conforms to the PWD specifications. The optimum asphalt content determined for both WCA10 and WCA30 asphalt mix is 5.7 and 5.8 percent respectively. The moisture sensitivity test is then performed on both WCA10 and WCA30 asphalt mixtures to determine how susceptible these mixtures are to moisture-induced damage. The tensile strength ratio (TSR) for WCA10 and WCA30 asphalt mixtures is 83.6 and 97.4 percent, respectively, which is greater than the minimal requirement of 80%. This investigation revealed that the use of WCA in hot-mix asphalt satisfies the moisture susceptibility requirements.

We wished to characterise patients attending our clinics with NG, and audit management against BASHH standards.Methods300 sequential NG patients attending in 2016 were reviewed. Abstract:
This thesis is in four parts and documents the redevelopment in the nineteenth century of the dilapidated University buildings of St. Andrews, Glasgow and King's and Marischal Colleges at Aberdeen. The period under examination dates from 1808 through to the Scotland (University) Act of 1889. The areas researched included the reasons why the University authorities failed to keep their buildings in good repair and the steps taken by their governing bodies to rectify the situation. It was found this problem was caused by a continuing yearly fall in their income and it was imperative that government funding was made available to alleviate the situation. Similarly researched in detail was the part played by the Office of Works in Scotland along with the private architects who were responsible for the rehabilitation of the old buildings and the erection of new purpose built accommodation. Part One looks at the historical background leading to the formation of the Scottish Office of Works in January, 1827 and its subsequent downgrading to that of a regional office of the Office of Woods and Forests in 1840. The Office of Woods and Forests was under the control of H.M. Treasury until 1857 when a major change took place with the appointment of a First Commissioner of Works responsible to parliament. Parts Two, Three and Four, examine the situation relevant to each individual University and College. Their protracted negotiations with the Treasury are highlighted, as are the subsequent delays in releasing the necessary funding, due in some measure to the bureaucracy of the period. The review of the building process is completed by examining the details surrounding the appointment of the architects and contractors involved in the construction of these new buildings. By mid century architects were having to cope with new technological advances, new materials, new methods of construction and new revived architectural styles which are dealt with in the text.

Under its ‘One China’ principle, the People’s Republic of China (PRC) has avoided not only cooperation with Taiwan through multilateral WTO mechanisms but also the resolution of economic and trade frictions and disputes. Between 2001 and 2008, cross-strait relations had depended entirely on the PRC’s adjustments to its economic strategy towards Taiwan, as well as negotiations between the semiofficial Straits Exchange Foundation (SEF) and Association for Relations across the Taiwan Straits (ARATS). Under this framework, both Taiwan and China were unable to interact under multilateral economic and trade frameworks and bilateral interaction mechanisms. Since the resumption of cross-strait talks in 2008, the two sides signed a total of 21 agreements, including the cross-strait Economic Cooperation Framework Agreement (ECFA) in addition to reaching two consensuses which developed a new type of cross-strait relationship. However, faced with the rising of the PRC, the world’s largest exporting country and the second-largest trading nation, it is important to look at the strategies and mechanisms Taiwan should use to ensure cross-strait stability and security. Based on neoliberal institutionalism and international regimes, this study attempts to clarify the features of different mechanisms for interaction. It does so by looking from four current different levels-of-analysis: international institutions, cross-strait institutions, nations and governments, as well as the party and the public. The study finds that through Kenneth N. Waltz’s levels-of-analysis model-based theory, the key factors of trade interaction between PRC and Taiwan can be referred to as international and cross-strait institutions. More specifically, the cross-strait interaction is influenced by international institutions and by cross-strait institutions as well. Furthermore, it finds that the function degree of nations and governments as well as the party and the public is also impacted. As a result, if institutionalism and scale of international and cross-strait institutions are not improved at the same time that Taiwan goes through another change in government, it becomes highly possible that neoliberal ideas of mutual trust, cooperation and interdependency may fail as the PRC returns to its arguments under the ‘one China’ principle.
