Abstract:
Local governments play an important role as the main contact point for citizens and deliver many more and varied services than any other public administration. Nevertheless, the field of local e-government services (or local e-administration) lacks benchmarking methodologies and rigorous surveys. Existing e-government benchmarks mostly address the national level and do not cater for this wealth of locally provided e-services. Cities are also very diverse, but research shows that European cities share an important number of common services, making benchmarking look feasible. The paper proposes a benchmarking methodology to fill this gap, facing the complexity of this multiplicity and variety. It starts by a bottom-up hierarchical catalogue of services created through participation of the cities. The benchmarking goes beyond service provision, so far measured through maturity, and analyses acceptance by users. The paper discusses the parameters introduced and how to measure them. The paper addresses the issue of the presentation of the results, which is important to help city managers to improve the service provision, its quality and acceptance. The methodology was applied in a pilot study of 15 quite diverse medium and large European cities, and its results are presented within the context of validating the methodology introduced.

Esse manuscrito descreve as etapas de adaptação e validação de indicadores para avaliação da Assistência Farmacêutica municipal na região amazônica. Considerar o contexto dos municípios em avaliações indica o reconhecimento de suas particularidades aumentando a consistência e legitimidade da avaliação. Os indicadores passaram validação de conteúdo em duas etapas: consulta aos especialistas e oficina de consenso. Participaram representantes de dois municípios do estado do Pará, da 9°Regional de Saúde do Estado, instituições formadoras da região e pesquisadores da área. Foram feitas adaptações quanto ao contexto, atualização da legislação e síntese de alguns pontos para aumentar a clareza das análises. Destaca-se a inclusão das unidades de saúde ribeirinhas e fluviais no objeto de estudo; nos indicadores logísticos, a verificação de adequações na programação e aquisição de medicamentos considerando as distâncias e estações sazonais, e diferenças na distribuição entre as unidades de áreas urbanas, rurais e ribeirinhas. Além disso, incluiu um indicador que avalia a existência de ações de saúde relacionadas às práticas tradicionais da população. As discussões na oficina pautaram a importância de contemplar o impacto do fator amazônico na logística e acessibilidade da Assistência Farmacêutica. Este processo e permite análises adequadas para subsidiar o planejamento de ações visando superar as fragilidades da região.

Abstract:
The aim of the work is to substantiate proposals for improving the mechanism of production and provision of state (municipal) services in the Russian Federation. The research method consists in a critical rethinking of the world experience in organizing production and providing consumers with state and municipal services. The practice of public services is analyzed, the ranking of countries by the level of development of the e-government and the assessment of the quality of state (municipal) administration for the period 2016–2019 are presented. The analysis of world experience made it possible to substantiate the main directions of improving the system of providing state (municipal) services in the Russian Federation. The research results can be used by federal, regional, municipal authorities, public organizations. The novelty of the research is made up of institutional, administrative-legal and organizational-economic proposals for improving the mechanism for the provision of state (municipal) services in the Russian Federation. In modern conditions, the drivers of the intensification of the mechanism of public services in the Russian Federation are the development of electronic services by expanding the range of municipal services, as well as expanding the outsourcing of public (municipal) services.

In today´s world there is urgency to improving the scope of government (municipal) services, updating their delivery mechanisms by bringing them in line with modern requirements of society, under the influence of the rapidly developing information technology. State policy in Russia in the sphere of state (municipal) services includes a range of activities, the implementation of which aimed at improving the legal regulation of this sector, the introduction of new forms of state (municipal) services, streamlining the organization of supply and improving the quality of the services. These activities are implemented in stages within the framework of state reforms that are going on in Russia for more than a decade. The article analyzes a specific budget measures and administrative reforms in state (municipal) services. The analysis of the concepts "public service" and "public function" within the legal format allowed the author to distinguish between measures to improve the organization of state (municipal) social services provided by the state (municipal) institutions and public services provided directly by state executive bodies ( "administrative " services). For example, in the area of social services the ratio of the planned amount of state (municipal) services and their financial security remain key issues. In order to improve "administrative" services innovation in recentyears are rapidly introduced new forms of delivery of these services, which are key objectives of the possibility of application for state (municipal) services in electronic form, as well as creating a network of institutions authorized for the provision of public ( municipal) "administrative" services — multipurpose centers. However, the general unsolved problem within the scope of public administration (municipal) services is improving their quality and accessibility.

Abstract:
This study aims to investigate the social importance of sport in L’Hospitalet de Llobregat. As an instrument for social cohesion and integration, sport has become a very important part of municipal activity. We use two surveys: the Baròmetre, which gathers opinion about municipal services; and satisfaction surveys completed by the users of sports facilities. The sports offer (6.5) receives a better rating than overall municipal management (5.9), and counts for 20.4% of the global assessment of the municipal management. Satisfaction with facilities is 7.3 out of 10, while price receives the lowest mark. Detailed analysis of satisfaction surveys conducted among the population can help the municipal management of sports facilities. Policies that focus only on prices are unlikely to be as effective at improving members’ perception of sports facilities as those that also take other aspects into account.

Abstract:
Purpose The purpose of this paper is to focus on the determinants of satisfaction with municipal services by local inhabitants in Lithuania. Specifically, the paper seeks to disclose the relations between the importance that citizens attribute to the objectives of a municipality, satisfaction with services, the perception of quality of life and socio-demographic characteristics of local inhabitants. Design/methodology/approach The theoretical assumptions were tested using the quantitative data of public opinion survey in Lithuania conducted in 2016. The representative sample (n=1,006) consisting respondents over the age of 18 years old was collected using the personal interview method in households from different municipalities. The exploratory and confirmatory factor analysis was employed to specify the constructs of the model. The structural equation modeling allowed revealing the relations between the importance of municipal objectives, satisfaction with services and infrastructure, the perception of quality of life and socio-demographic characteristics of citizens. Findings The findings indicate that there is a weak positive relation among the importance of municipal objectives and satisfaction with municipal services and infrastructure in case of Lithuania. There is a medium positive relation between satisfaction with services and infrastructure and perception of quality of life. The authors find that citizens living in cities attribute higher importance to the objectives of a municipality. The expectations increase within the age. The authors also find that residents living in cities are less satisfied (comparing to citizens living in towns and rural areas) with municipal services. The results indicate that citizens working in the private sector are less satisfied (comparing to unemployed citizens) with municipal services. The authors also find that such variables as education, age and income has a positive influence on the perception of quality of life. Research limitations/implications Further research may specify the connection between the importance of municipal objectives, satisfaction with services, quality of life and socio-demographic characteristics more precisely. Specifically, the construct of the importance of municipal objectives was explained best as one factor due to the selection of objectives constituting the construct in the questionnaire. More precise measurement of the construct may reveal the agenda pursued by citizens and its relation to the socio-demographic factors. Practical implications The research reveals that satisfaction with municipal services and infrastructure is an important predictor of perceived quality of life for Lithuanians citizens on the local level. It sends an important signal to policymakers indicating that citizens that are living in cities, working in private sector feel less satisfied compared to other groups of inhabitants in rural areas. It also provides evidence that different profiles of socio-demographic characteristics should also be considered more carefully while designing responsive service provision systems in municipalities. Originality/value The paper provides a theoretical and methodological perspective that relates importance of municipal objectives, satisfaction with municipal services, infrastructure and perceived quality of life of local inhabitants. Moreover, it emphasizes the importance of socio-demographic characteristics of for municipal agenda and design of provision of public services.

Abstract:
The payment for municipal services by the residents in South Africa has been a much-deliberated issue as consumer debts in many municipalities continue to intensify due to payment default or non-payment. The main aim of this study was to investigate the development of non-payment culture for municipal services, the main causes of non-payment for municipal services, and the measures to improve the payment culture for municipal services. This study adopted a mixed-methods research approach incorporating both quantitative and qualitative research approaches. A convergent parallel mixed methods design was adopted which enhanced the richness of data by triangulating the findings from quantitative and qualitative datasets. Data was collected from the residents using questionnaires and online interviews with executive municipal employees. Findings obtained from the study indicate that the non-payment culture for municipal services has its origin from the anti-apartheid struggle. Furthermore, it was disclosed that the reasons for non-payment for municipal services are compounded as poverty, unemployment, the culture of entitlement, dissatisfaction with service provision, corruption of municipal workers, rise in the cost of municipal services, communication gap issues, and problems associated with the municipal decision-making process. The study recommends that the municipalities should provide adequate services to the residents and adequately engage in a wide outreach to residents through various electronic media or IDP programmes to educate them on the advantages of paying for the services consumed.

A survey was conducted (2012 to 2014) in the City of Tshwane in order to assess and evaluate determinants of adequate municipal services that are routinely provided to operators of start-up business enterprises. Data used in the report come from 1.058 small businesses. The aim of research is to assess and evaluate the relationship between the quality of services and sustained viability in small business enterprises. The study was conducted against the background of a high failure rate among newly established small businesses in the City of Tshwane. The study showed that there was a significant association between positive perception of business operators on the quality of municipal services provided to them and viability of businesses. The percentage of viable business enterprises that were satisfied with the quality of services provided to them was 87%. The percentage of non-viable business enterprises that were satisfied with the quality of services provided to them was only 13%. Profitability in business enterprises was significantly affected by lack of capacity for fulfilling the business and entrepreneurial needs of newly established businesses [hazard ratio = 3.58; P = 0.000; 95% C. I. = (1.45, 5.46)], inappropriate policy [hazard ratio = 3.19; P = 0.000; 95% C. I. = (1.39, 5.28)], and lack of tailor made training programs directed at newly established small businesses [hazard ratio = 2.89; P = 0.000; 95% C. I. = (1.24, 4.77)]. Information and communication technology (ICT) has become an integral part of the daily municipal administration, production and development of municipal services. Social services and health care account for ≥ 50% of municipal ICT expenditure. Municipalities operate and develop their ICT activities with limited ICT resources. This is an incentive for inter-municipal ICT cooperation. Four sets of secondary data are analysed in this article to evaluate how ICT cooperation is carried out in 20 Finnish municipal regions. Transaction cost economics (TCE), resource-based view (RBV), resource dependency theory (RDT) and the concepts of Granovetter’s social network theory are reviewed. The data are used to describe the expected and perceived economic and social benefits of inter-municipal ICT cooperation, and to understand the social connections that influence the execution of inter-municipal ICT cooperation. The data analysis revealed distinctive differences in the amount and forms of ICT cooperation, and regarding its governance. The results suggest that public organisations were able to benefit substantially from well-organised ICT cooperation. The characteristics of social networks were also found to relate to variations in the degree to which ICT cooperation was performed.

Abstract:
The action evaluation of the Public Administration emphasizes the compromise with the appropriate management and results; therefore, it is necessary to get the instruments that evaluate it. In Mexico, the inclusion of the evaluating process has been differentiated in the local area since heterogeneity of the municipal governments, and the capacities of the institutions have caused as a consequence that at this level there are no specific instruments that help the evaluating processes, in this way information becomes learning. In the case of performance, indexes can contribute to strengthening decision-making, because they are based on the information gathered from these instruments, so the results of actions are related directly to the increase in the quality of people’s lives. The main objective of this article is to do a diagnostic evaluation of the public services of the 84 municipals of Hidalgo State. Consequently, in constructing the performance index, it was possible to identify through three sub-indexes the services with a greater supply. According to the literature checked, the reasons or motives that caused the public administrations to have better attention were explained through the identification of the generation of own resources, symbolic value, and the importance of taking care of the inhabitants’ health with the correct benefit.

Recent years have seen Spain and many other developed countries move more and more into outsourcing public service management on the grounds that production costs are higher in the public sector than in the private. However, there is often no empirical support that this is always the case. This paper shows that the private sector is not always more economical or better managed than the public one and, to the best of our knowledge, such a study had never been made in Spain. It draws on a survey by the Spanish Court of Auditors for a sample of municipalities, which analyzes public services like drinking water supply, street lighting, street cleaning and urban solid waste collection. Only in the case of lighting is private management cheaper and more efficient, although in larger municipal populations the opposite is true.

Citizen demand for quality public services is increasing, and improvements in the provision of public services affect citizen satisfaction and loyalty. This research is to evaluate citizens’ loyalty to municipal officials on the quality of public services provided by the municipality. The measurement is made through a household-level survey, with a sample of 428 valid questionnaires, in a rural parish of Tengel in Guayaquil, following the American Customer Satisfaction Index (ACSI). This study used the Warp-PLS 7.0 software with a structural equation model to evaluate the seven hypotheses raised. A new component is included in this research: the effect of perceived quality in the provision of municipal services in rural areas on the value ratio perceived by the citizen and overall satisfaction. The results obtained allowed us to observe that the loyalty of the citizen to the elected municipal officials depends on citizen satisfaction with the public services provided by the municipal administration in rural areas. In addition, the quality perceived by the citizen modulates at different levels the relationships between the perceived value and the citizen satisfaction. Areas of improvement in the provision of public services such as municipal police, firefighters, veterinary services, parking services and address information were identified. The findings would allow local public administrators to take action to improve the services provided in rural areas in order to maintain the loyalty of citizens.

In Russia, digitalization of the state and municipal spheres remains a task to be resolved. The present research objective was to assess the current level of digitalization of state and municipal services in the Kemerovo region in order to develop some recommendations. The author analyzed foreign experience and compared the digital situation in the Kemerovo region with that in other constituent entities of the Russian Federation. The low level of local digitalization results from the low level of information and communication infrastructure, "patchwork automation", lack of qualified personnel, financial problems, etc. The following measures can improve the situation: more active feedback from citizens, analysis of best practices, participation in pilot government projects, increasing the availability and convenience of electronic services via mobile applications and gamification, etc.

Abstract:
Conditions in Cape Town in the 1880s left much to be desired, especially when one looks at it from the city engineer's point of view. A boom town at that stage with a total population of approximately 40 000, Cape Town offered few of the amenities associated with a modern city. The water-supply was inadequate until the completion of the Molteno Reservoir on Oranjezicht farm in 1886. The dusty unpaved roads had to be wetted with seawater in the dry season. However, they quickly turned into mud after the rains. Many parts of the town were unsewered, and where they existed the sewers very often were blocked by uncontrolled building alterations or the dumping of rubbish. No wonder public health was brought to a crisis at intervals by epidemics of typhoid caused by local insanitary conditions. Very dissimilar to those of today, indeed, were the problems the city engineer of this town, growing into a city, had to handle.

The issues of transformation of municipal formations from the standpoint of quality and accessibility of municipal services have been considered. The study on the example of the unification of rural settlements of the Republic of Bashkortostan has been carried out. It has been analysed whether the unification of municipal formations will affect the provision of social services by municipal institutions. It has been established that the enlargement of rural settlements will slightly affect the accessibility of municipal services provided by municipal institutions. The need and consequences of the unification of municipal formations from the point of view of the financial capabilities of local governments to tackle issues of local importance also have been assessed. It has been determined that the unification of rural settlements can to some extent solve the problem of reducing administrative costs and increasing the financing of other issues of local importance. However, the solution of the problems of accessibility and quality of municipal services should be implemented not only by administrative methods through the enlargement of municipalities, but also using the tools of inter-municipal cooperation.

Today, state and municipal services are being actively digitized in Ukraine. In particular, the Kropyvnytskyi city authorities initiated the creation of several information systems (IS) necessary for the development of various spheres of activity based on public needs for municipal services. Among these are IS of medical services provided by the city's health care institutions. Thus, the scientific and technical task of implementing the software for the municipal medical services information system in the city of Kropyvnytskyi is relevant. The work aims to implement access to information about medical services of health care institutions in the city of Kropyvnytskyi by creating municipal information systems with iOS-client. The scientific novelty of the obtained results is to improve the model of municipal information systems of medical services through the implementation of the offline mode of system operation, which in contrast to existing models of similar municipal systems provides access to IP data in the absence of Internet connection. The practical value of the results of scientific work is determined by the developed algorithms of the system, non-creation, work with the map and collection center of analytical, mobile iOS-application of the municipal medical services information system for the city of Kropyvnytskyi, published in the "App Store".

In using King IV municipal supplement as a conceptual framework, this paper critically analyses the King IV supplement implementation and control system within the municipal sector. For the municipality to be trusted and accountable to the public, it needs to implement effective governance processes. The observance of municipal governance implementation framework poses a significant challenge for the municipalities. The prevalence of unsuccessful provision of essential services and unsuccessful audit is an indication of the failure by municipal boards that are charged with the implementation of effective governance practices. It is further indicative of the municipal board not to understanding their governance roles fully. The advent of King IV municipal supplement will give more impetus to the implementation of governance framework and effective control processes. The municipal supplement will serve as a guide to proper governance in the municipality and will push for all municipal stakeholders to be involved in the governance of the municipality. The implementation of the King IV municipal supplement will enable the municipality to fulfil the constitutional mandate and deliver on the essential services. It has also become evident that good governance in the municipality is beneficial for stakeholders as a well-governed organization inspires the confidence of the stakeholders and lowers the cost of its operations. Even though King IV is not law, the governance outcome that it can achieve are laudable. The adoption and implementation King IV code municipal supplements practices will become the criteria by which the required standard of care and appropriate standard of conduct of the council can measured.

The article discusses issues on factors and sources of financial resources in a municipal budgetary institution. Municipal budgetary institutions, providing services to legal entities and individuals, receive financial resources or funds. Sources of financing are budgetary funds and extra-budgetary funds received from various other sources other than budgetary funds. The factors that practically form the financial resources of municipal budgetary institutions are the number of municipal services provided and the cost of one conventional unit of services. Particular attention is focused on the dependence of changes in the factors of formation of financial resources on the sources of financing in the municipal budgetary institution. The article also points out that in the provision of services, practical, effective indicators of the quality of services have not been developed, especially for agricultural producers.

Payment for municipal services in South Africa, especially in the North West province, has been a contentious issue as consumer debt keeps on escalating despite the managerial measures taken by municipal role-players to stop debt accruals. The purpose of this study was to identify the factors that could enhance payment compliance for municipal services, as well as to propose a payment culture framework for municipal services. Residents living within the municipal areas in the four district municipalities of the North West province, municipal role-players, councilors, as well as traditional leaders were involved in this study. Data were collected using a structured questionnaire and were analysed using SPSS. Findings obtained from the study indicate vast opportunities for municipalities to strategically enhance payment compliance. It was discovered that fiscal exchange is the most influential factor to induce residents’ inclination to pay for municipal services. Other factors identified to influence payment compliance include deterrence messages, social influence, payment education, budget transparency, service administration, traditional leadership, communication dynamics and adoption of emerging innovation options. Findings also indicate a lack of collaboration between municipal role-players and politicians resulting in administrative versus political dichotomy. The study recommended that municipalities should provide adequate services to residents and initiate payment enforcement measures, communication dynamics, emerging sustaining innovation options, effective collaborations, as well as encouraging traditional leadership to facilitate payment compliance for municipal services in the North West province.

In India, the urban local bodies do not have decentralization in various functions. Therefore, municipal corporations find various issues in functioning and revenue generation. It has resulted into either shortfall or low quality infrastructure services to people. The Navi Mumbai Municipal Corporation is developed as modern municipal corporation. Municipal corporation invested financial resources in development for civic infrastructure. Therefore, population, industries, educational institutions, markets, transport and other facilities are expanding very fast. The ordinary least square regression results shows that the municipal corporation has positive co-relation with revenue receipts from LBT, property tax and town planning. The revenue expenditure is positively co-related with municipal estate, public health and hospitals, primary and secondary education. The engineering work for poor is negatively correlated with revenue expenditure. The capital receipts are positively co-related with fire brigade, auditorium, sports and cultural programs and security deposits and water supply. The capital expenditure is positively co-related to women and child welfare schemes, primary education, environment monitoring. It is negatively co-related with dumping grounds. The municipal corporation must raise funds from capital market through municipal bonds. More investment must be made in civic infrastructure. Similarly, corporation must spend more funds on poor, welfare of women and children. Municipal corporation must monitor and protect environment. It must give more priorities for processing of solid and e-waste, protect local culture, primary and secondary education, health care for all and technology in provision of civic services. It must develop human resource and create best place to live in metropolitan region.

Cette question est examinée à l'aide d'un échantillon composé de jeunes montréalais ayant entre 19 et 31 ans. Quatre déterminants sont plus fortement liés à l'abstention sélective : l'identification partisane, l'enracinement local, l'intérêt pour la politique et l'utilisation des services municipaux.Abstract. Studies of electoral behaviour at the municipal level are rare. Even less frequent are those comparing behaviour in municipal elections and in elections at other levels of government. Our aim is to address this gap in the research, with particular interest paid to people who choose to abstain in a selective way. This study considers those who participate in federal elections but not in municipal elections. Stated alternatively, why might second-order elections be less attractive to voters than first-order elections? To address this question, we use a sample composed of young Montrealers aged 19 to 31. Four determinants were found to be important when explaining selective abstention : partisan identification, local attachment, political interest and use of municipal services.

Distributional studies of municipal service provision which do not make allowances for population losses and relocation as well as for austerity impacts can make serious inferential errors about intended beneficiaries. In this study, the relocation of fire, police, library, and school facilities are examined in the context of New York City's rapid population change and service retrenchment in the 1960 – 1984 period. The findings demonstrate a continuing spatial disequilibrium of services. Shortages persist in some neighborhoods and underutilization in others as population shifts more rapidly than the services can relocate.

Drinking water services in the U.S. are critical for public health and economic development but face technical, political, and administrative challenges. Understanding the root cause of these challenges and how to overcome them is hindered by the lack of integrative, comprehensive data about drinking water systems and the communities they serve. The Municipal Drinking Water Database (MDWD) combines financial, institutional, demographic, and environmental conditions of U.S. municipalities and their community water systems (CWS). Municipally owned and operated CWS are ubiquitous and play a critical role in ensuring safe, affordable drinking water services for most Americans; they also offer important opportunities for understanding municipal government behavior and decision making. The MDWD is publicly available and will enable researchers and practitioners interested in viewing or tracking drinking water spending, the financial condition of municipal governments, or myriad demographic, political, institutional, and physical characteristics of municipal drinking water systems to access the data quickly and easily. This paper describes the database and its creation, details examples of how the data can be used and discusses illustrative analyses of trends and insights that can be gleaned from the database. Building and sharing more integrated datasets provides new opportunities for asking novel questions about the drivers and consequences of local decision making about drinking water.

Despite the great social importance of providing services to the population, solving this problem is complicated at present by difficulties associated with the lack of a unified methodology for managing services at the level of municipal entities, state social minimum standards, and also not fully resolved issues of delimiting powers and subjects of jurisdiction between the levels of government. It is necessary to understand that the provision of services to the local population, among other things, is the basis for the multiplicative development of the economy of a municipal entity. In modern conditions, there is a need to make some clarifications in the conceptual apparatus, highlighting the services provided to the population on the territory of a municipal entity ensuring the life of the local community. Currently, the legislation of the Russian Federation does not contain a clear definition of municipal functions, services, and works. The legislative acts regulating the basis for the provision of municipal services do not cover the entire range of actually provided services and are not coordinated with each other.

The most important direction of innovative development for modern state and municipal administration is to improve the quality and accessibility of state and municipal services. Availability of services as a set of different criteria provides opportunities for non-discriminatory access to them. The most important indicator of the services availability is information accessibility - an unhindered and timely opportunity to receive complete and up-to-date information about state and municipal services. In the context of digitalization of public administration, the provision of information is implemented mainly in the electronic form. In this regard, the article analyzes the problems of ensuring information accessibility of state and municipal services through a qualitative study of the portals of government bodies and organizations providing services. The study was conducted on the basis of analysis of two groups of criteria: compliance with regulatory requirements of the legislation to the provided information and analysis of visual content of portals. The results of the study allowed us to identify both successful practices and problems of information accessibility of state and municipal services in the Russian Federation. A comparative analysis of foreign experience in ensuring information accessibility made it possible to develop recommendations for improving the legal regulation in the field of information communications between authorities and organizations with citizens in order to increase the efficiency of providing state and municipal services.

The article examines the process of providing state and municipal services during the spread of new coronavirus infections. The author describes the stages of legal acts regulating the provision of state and municipal services (obtaining a driver’s license, the validity of expired documents), new services (monthly payments to families with children, additional benefits for child support, monthly payments of child support, payments to doctors, registering benefits for loss of employment), and mechanisms for their implementation, including the development of the public services portal (“Gosuslugi”). The article outlines promising areas for improvement in the current field. These include developing the digital potential in providing state and municipal services by minimizing in-person visits to the multi-functional centers and reducing the bureaucratization of specific processes. Modernizing current legislation, focusing on expanding opportunities for citizens to exercise their social rights. Developing alternative mechanisms to provide state and municipal services (courier delivery for documents, mobile service centers, remote provision of services via video communication in addition to modern means of visual identification). There are the results of some municipal services actual specific cost for residential apartment building. These services consist of cold water supply system; drainage and sewage systems; electricity; collection and disposal of municipal solid waste system. Authors did not indicate the specific operating cost for hot water supply and heating systems because their cost was constant. Research period: from 1st quarter of 2018 year to the 2nd quarter of 2022 year. This period was acute phase of Covid-19 pandemic period. Authors have written the dynamics changes in the cost of considered services. Researchers have presented additional factors which affect to the unit cost of municipal services in this paper. There is a brief overview of management companies types which could be in municipal service system. Also it has been considered their capabilities and limitations in creating tariffs process. Authors have identified different trends in the engineering service unit cost changing process. This article could be interested for management companies and tariffs planning departments of public municipal service system in different parts of Russian Federation. Results which were presented in this paper could be used in predictive mathematical models of municipal services economical parts in critical as pandemic or other emergency situations.

Public administration in Slovakia is organized on three levels, one of which is self-government. A local self-administration is defined as a territorial self-government, which is lower on the hierarchy than a regional government. In the Republics of Slovak and Czech, local self-government consists of municipals of privileged entities or incorporations that are attempting to achieve the most secure environment for their citizens. Obtaining this status is possible with a sufficient local budget to form and use services of municipal police. The municipal police force is a disciplinary unit within an area of its territory. In study is the possibility of improving the municipal police of the Slovak Republic. To identify limitations, the Slovak municipal police force is compared with that of another nation exercising activities under similar conditions. For this purpose, the municipal police force of the Czech Republic is compared with that of the Slovak Republic using various indicators. The results show several weaknesses of the municipal police force of Slovak Republic and recommendations are provided to improve its effectiveness.

This article examines the place of the municipal enterprises in the service of the local community in general, and in the rendering of municipal services in particular. The methods of services rendering by individual municipal authority or enterprise and the directly by local authorities are compared. These models vary considerably in efficiency and organizational support. These differences allow get answer to the question of the expediency of involving the municipal enterprises to the rendering of municipal services. The author defines the criteria, which allow assessing the place of municipal enterprises in considered sphere and getting answer to the question of the expediency of involving of municipal enterprises in the economy of the territory. The research also focuses on ways to improve efficiency, accountability and transparency of the management of municipal enterprises. A significant part of the impact and mechanism of direct responsibility to the people must be supported with the help of supervision of municipal services, otherwise there is a great temptation to start uncontrolled expansion and implement investments in new assets without appropriate investments in other municipal spheres. The activity of local authorities satisfies these criteria better than the performance of individual municipal enterprises. The financial independence of the last mentioned more contributes to attempts to build empires and unjustified costs. Municipal enterprises do not have unique advantages; their existence creates or contributes to the creation of problems in the sphere of decision-making, and also leads to unnecessary costs for the local authorities and population. Their abolishment would increase the efficiency, accountability and transparency of the public sector.
