Abstract:
We first report three empirical findings from our survey on the contracting-out of municipal waste collection services in Japan: (1) the rate of contracting-out and the contract price are inversely related, (2) this inverse relationship tapers out as the contracting rate becomes sufficiently high, and the contract price even tends to go up as the contracting rate approaches 100% and (3) there is a significant disparity in the contracting rates between the eastern and western parts of Japan. In order to account for these observations, we then set up a simple analytical model and examine its implications. Also, we discuss the issues that a potential hold-up situation could give rise to when the services are completely contracted out to private firms.

PurposeThis paper analyses the deregulation of the municipal audit market in Norway, in particular how organization of the service affected audit costs.Design/methodology/approachThe paper uses multiple regression analysis of administrative as well as survey data of organizational structure and audit costs from 312 municipalities in Norway in 2012.FindingsThe introduction of contracting out in the municipal audit market in Norway in 2004 contributed to a reduction in audit fees eight years after the deregulation, compared to the situation four years before the deregulation. The type of audit, mixing inter-municipal co-operation and contracting private auditors, was related to lower costs.Research limitations/implicationsThe data does not include audit quality and are restricted to one country.Practical implicationsThe municipalities that combined inter-municipal co-operation and contracting a private auditor achieved the lowest costs. Hence, neither pure in-house production (“make”) nor outsourcing (“buy”) but mixing several governance forms (hybrid organization) was related to low costs.Social implicationsContracting out is a core element of new public management (NPM) but has often been a contested tool in public policy. This paper provides empirical evidence on the effects of a reform of a professional service, which is relevant for many services in the public sector.Originality/valueThis paper contributes by filling some of the gaps in the public sector accounting and public management reform literature by studying the organization and costs of the municipal audit, specifically by including transaction costs, addressing plural governance forms in addition to pure in-house production, inter-organizational co-operation and market contracting and by studying long-term effects.

Abstract:
This paper argues that adopting a stakeholder approach to the study of contracting outcomes produces more rich and rounded representations of the realities of the contracting out of public services. We revisit the research on contracting outcomes, highlighting the public manager perspective as key for gaining deeper, more detailed insights. The public manager perspective is explored in an inductive analysis of answers to open-ended survey questions collected from public managers with contracting experience within the context of municipal park management in Scandinavia. The emerging managerial perspective is summarized in a best-case, worst-case and complex-case scenario highlighting the mix, complexities and trade-offs in a composite set of contracting outcomes. The nature of contracting outcomes as complex and composite rather than unidimensional and clear-cut is one key finding. Furthermore, the importance of some specific outcomes (e.g. learning) complements existing research themes. Our findings sustain the initial argument, demonstrating how the stakeholder approach can produce new insights. A key implication is that future research can benefit from assessing contracting outcomes by providing voice to multiple stakeholders.

AbstractIntroduction:Osborne and Gaebler's Reinventing Government has sparked discussion amongst elected officials, civil servants, the media, and the general public regarding advantages of privatizing government services. Its support stems from an effort to provide services to municipalities while reducing taxpayer expenditure. Many echo the sentiment of former New York Governor Mario Cuomo, who said, “It is not government's obligation to provide services, but to see that they're provided.” Even in the area of public safety, privatization has found a “market.”In many localities, privatizing Emergency Medical Services (EMS) is a popular and successful method for providing ambulance services. Privately owned ambulance services staff and respond to medical emergencies in a given community as part of the 9–1–1 emergency response system. Regulations for acceptable response times, equipment, and other essential components of EMS systems are specified by contract. This allows the municipality oversight of the service provided, but it does not provide the service directly. As will be discussed, this “contracting-out” model has many benefits.Privatizing EMS services is a decision based not only on cost-savings, but on accountability. A thorough evaluation must be utilized in the selection process. Issues of efficiency, effectiveness, quality, customer service, responsiveness, and equity must be considered by the government, in addition to cost of service.The uncertain future of health care in the United States has led those in EMS to look beyond the field's internal market to explore additional opportunities for expanding and redefining its roles beyond emergency care. It is important, however, to consider how emergency medical care, the original role of EMS, can be best delivered. Responding to emergencies is not just one of the functions involved in this field, it is the principal function from which public perception of EMS is formed, and from which support for entering other markets can be fostered.The purpose of this paper is to present several important concepts and considerations that public officials, medical directors, and the public must be aware of when contemplating the possibility of privatizing their Emergency Medical Services. A review of the general concepts of privatization and issues of accountability will be presented, referencing policy experts, followed by an examination of how advocates of privatization might see these issues as they relate to providing EMS. The conclusion will present prescriptions for both municipal and commercial ambulance providers.

Municipalities in South Africa are increasingly outsourcing municipal services, including basic municipal services such as water and sanitation services and refuse collection and disposal. The Constitution places onerous duties on municipalities to respect and promote human rights in the exercise of the powers and the performance of their functions. These duties are particularly prevalent when a municipality is deciding on the optimal service delivery mechanism for basic municipal services. It is thus crucial for the policy and legislative environment regarding municipal outsourcing to be firm and clear and for the municipality to ensure satisfactory implementation of outsourcing projects, including contract management. This thesis examined the policy and legislative framework governing municipal outsourcing and described the general features of a range of current South African outsourcing contracts. It also questioned whether the policy and legislative framework are consistent in their objectives and assessed how these objectives are carried through and translated into the contract drafting and implementation phases of outsourcing.

ENGLISH ABSTRACT: This study report concerns service delivery issues at municipal level which have emerged as areas of critical concern as far as they affect consumers of municipal services, interest groups and government as a whole. Background to investigation. The need to investigate the service delivery challenges at municipal level arose out of multiple newspaper reports reflecting on lack of satisfaction from end-users and authorities regarding quality of delivery. Organizations such as South African Local Government Association (SALGA) and South African National Civic Organization have both commissioned assessment of municipal service delivery performances, and the reports drafted thereof were both critical and unimpressive. Based on these reports, the author recognized the need to investigate the reasons for poor service delivery and to test the idea of adopting outsourcing as a complementary mechanism to the delivery of services that are currently being employed. Procedure used. The information gathering for this investigation was done by means of structured interviews with municipal managers and senior officials in the administration. Provinces which were covered in the study include Limpopo, Gauteng, and North West. Although it was desirable to include more provinces in the study, it was however not feasible owing to limited resources available. Related literature was examined to further enhance insight in the subject and also to search for added potential solutions to the service delivery problem. Results of investigation. The findings reveal that primary barriers to quality service delivery are lack of sufficient municipal capacity; shortage of skilled workers; budgetary constraints; lack of effective management systems to ensure that, when a service is sourced from outside, competent service providers are appointed and their performance satisfy and exceed expectation and requirements. The root causes to these service delivery challenges are, among other things, a consequence of economic development which stimulates demand for skilled workers in the private sectors, and limited resources in the coffers of government. To compound the challenges, municipalities are unable to attract, develop and retain the quantities and qualities of skilled workers they need, owing to the uncompetitive pay packages they offer. Literature has revealed that legislature, in the form of Municipal Systems Act, make provision for municipalities to explore service delivery mechanisms in order to supplement internal means (Municipal Systems Act, 32 of 2000). Conclusion. From the results and findings the following conclusions can be drawn: Owing to the present demand for service delivery and the inability of municipalities to build sufficient internal capacity, alternative mechanisms such as outsourcing, must be explored and employed. In addition, there is, however, a great need for management systems and structures to be established or upgraded to ensure that mileage from external service providers is maximized. Recommendation. Following the results of the investigation and the conclusion made, the following actions can be recommended: • Assess service delivery capabilities and identify gaps. • Establish service needs and requirements that can be sourced externally. • Set up robust management systems and support structures to ensure that outsourcing initiatives are guaranteed to be successful.

Literatuur het aan die lig gebring dat wetgewing, in die vorm van die Wet op Munisipale Rade, voorsiening daarvoor maak dat munisipaliteite diensverskaffingsmeganismes ondersoek ten einde interne vermoens aan te vul. Gevolgtrekking. Die volgende gevolgtrekkings kan afgelei word uit die resultate en bevindinge van die ondersoek: Te wyte aan die huidige aanvraag vir dienslewering en die onvermoe van munisipaliteite om voldoende interne bekwaamheid op te bou moet alternatiewe meganismes soos uitkontraktering ondersoek en aangewend word. Daar is egter ook 'n dringende behoefte dat bestuursisteme gevestig of opgegradeer word ten einde te verseker dat maksimale insette verkry word van eksterne diensverskaffers. Aanbevelings. Die volgende optrede word aanbeveel na aanleiding van die uitkoms van die ondersoek en die gevolgtrekking waartoe gekom is: • Assesseer die geskiktheid van dienslewering en identifiseer die leemtes. • Stel vas watter diensbehoeftes en -vereistes suksesvol uitgekontrakteer kan word . • Vestig kragtige bestuur- en ondersteuningsisteme om te verseker dat uitkontrakteringsinisiatiewe gewaarborg is om suksesvol te wees.

ENGLISH ABSTRACT: Public Private Partnerships (PPPs) capitalise on the distinctive advantage of the private sector’s capacity and experience in providing public infrastructure and services. This collaborative arrangement pools the resources and strengths of each partner in order to attain the anticipated project objectives. Municipalities are faced with a number of challenges; among them the consistent increase in urban population growth and resource constraints. This then inhibits infrastructure provision and puts pressure on the public institution to deliver basic services such as water and sanitation, and solid waste disposal. In light of this, private sector participation can enhance urban development through capacity building and delivery of the necessary infrastructure and services. This study examined the performance of an operation and maintenance PPP project in the area of solid waste management in the Municipality of Windhoek. More specifically, it assessed the extent to which this particular project has contributed to infrastructure development and service delivery at the municipal level, the factors that contributed to the success of the PPP arrangement, the lessons that can be learnt from, and the challenges associated with such an undertaking. By applying a case study methodology and utilising typical performance indicators of a PPP, the author attempted to determine the effectiveness of this PPP project. The study revealed that engaging a competent private sector partner can be an effective way of delivering critical services needed for attaining the desired goal. On the other hand, the study found that a lack of explicit quantitative targets and/or deliverables incorporated in the contract agreement makes it difficult to assess and measure the performance of the project. Furthermore, the study discovered the importance of clearly identifying, prioritising and apportioning all risks associated with the project at the time of contract formulation to avoid any undesirable consequences such as non-compliance, which can lead to penalties for the contracted partner. The study observed that the factors contributing to the success of the project were the keen interest of both partners in the long-term sustainability of the project, the presence of an experienced contractor, and having clear monitoring mechanisms in place.

ENGLISH ABSTRACT: The aim of this research report is to identify the alternative service delivery models that could deliver effective and efficient services to the South African public in future. The current economic realities, the effects of globalisation, the potential for technological innovation and the public‟s demand for better services have led the South African government to reconsider the manner in which services are being rendered. A futures methodology tool that was employed in understanding the environment in which services are delivered in South Africa is the environmental scanning. Environmental scanning which took the form of literature review, analysis of statistics already produced by other researchers, official publications and correspondence, newspaper surveys, pamphlets and newsletters, dissertations and theses as well as information from the internet will be employed in this study. Constructive environmental scanning which encompasses both material monism (also known as pop-ism) and the transcendental monism (Naude.2008; 53) was employed to develop a sound understanding of the environment (factors and forces) which have a bearing on the futures of the public service delivery. This exercise revealed that in South Africa services delivery is influenced by the following driving forces (environments): cultural and social, political and legislative, technological and economic. The environmental scanning also revealed that due to the importance attached to service delivery; government had to move away from the conventional approaches to public service delivery where government was the sole provider of services to the public and sought alternative ways of delivering services to the public. The following alternative service delivery models were adopted by government: contracting out, concession, leasing, privatization, management contract, and Electronic government as alternative models of service delivery. Notwithstanding the success of most of the models, some of these proved to be a breeding ground for nepotism, corruption, fraud and a paradise for white collar criminals. Political interference, that masquerades as political oversight is the order of the day. All of these are taking place at the expense of services delivery and are costing the government dearly. Government viewed this as an unhealthy state of affairs and also realised that this situation cannot be left to perpetuate into the future. Most importantly, government has awoken to the reality that the future can no longer be left to chance. Scenario planning was adopted as the research methodology employed in anticipating and preparing for the future. In the quest for v seeking alternative service delivery models for the future, the research report adopted the six stages of scenario planning. The chief value of scenario planning is that it allows policy-makers to make and learn from mistakes without risking career-limiting failures in real life. Further, policymakers can make these mistakes in a safe, unthreatening, game-like environment, while responding to a wide variety of concretely-presented situations based on facts. Scenario planning has an added benefit of allowing participants the latitude to think freely, allows creativity and encourages innovation.

Abstract:
This dissertation follows a three-essay format. Each essay evaluates a different fiscal institution from a public administration perspective. In the first essay I examine whether state-funded property tax exemptions are effective in reducing the property taxes. This class of exemption is characterized by a grant from state to local governments that is intended to replace property tax revenue and lower property tax payments. Two separate theories of local fiscal behavior predict that that price effects and fiscal illusion will reduce the effectiveness of this type of tax relief. I test these predictions using panel regression analysis on county-level data from Georgia. I find that only two thirds of the revenue allocated to this program is actually used for tax relief. In the second essay I test a model of the property tax in which the levy is set to balance the difference between budgeted expenditures and expected receipts from all other revenue sources. This model demonstrates how the property tax can be used to offset unexpected changes to other revenues given a change in personal income. This model is contrasted with an alternative model in which expenditures are budgeted after expected total revenues have been determined. I will estimate both models for local governments in Georgia and test which more accurately describes local fiscal performance. I will also use both to predict changes to the property tax over a period of time and measure which model generated the more accurate forecast. Unlike the first two papers, which are quantitative analyses of fiscal data, this chapter is a case study of the contract city model of governance as implemented in the newly incorporated city of Sandy Springs, Georgia. I investigate whether the scope of outsourcing in contract cities creates additional challenges for city officials that manage contractor performance. I evaluate the incentive structures in the contract agreements that influence the principal-agent relationship using a textual analysis research method. I find that certain combinations of municipal functions in a single public-private partnership creates the potential for negative synergies to arise which would increase the difficulty of monitoring and managing the private partner.

Abstract:
A central feature of public sector reform in Australia in the past decade or so has been the introduction of competition into service markets that were previously monopolised by public agencies. The adoption of more competitive strategies by these agencies has usually been accompanied by changes in their organisational culture - found in their structures, modes of operation and in internal and external relationships, as well as in the underlying values orientation of the organisation. The introduction of compulsory competitive tendering (CCT) in local government in the state of Victoria reflected criticisms of the performance of traditional local government bureaucracies and a determination by the state government to secure a change in local government culture. This study investigates the impact of CCT on local authorities in Victoria, and explores the changes to organisational culture that have occurred. It assesses the extent to which the changes are consistent with a 'post-bureaucratic' conception of public organisations. The study presents evidence that cultural change has occurred in Victorian local authorities, particularly in the establishment of new organisation structures, a more entrepreneurial or outward focused orientation, and the development of more market focused and customer oriented service delivery systems. While cultural changes may not have progressed as far as intended by the Victorian government, they represent a more radical approach to local government reform than in other Australian states - so radical that they present a serious challenge to long-held views of the role of local government in the community. The thesis reveals that the new competitive environment may itself generate new problems such as transactions costs and erosion of trust within local councils and enables senior managers to assert stronger control over the council. It is this control, together with the technocratic or top-down approach to reform taken by the state government, which has constrained the development of model post-bureaucratic local government organisations in Victoria. In particular, it seems that senior managers are more intent on reshaping their organisations than in encouraging the greater market responsiveness anticipated in the post-bureaucratic model.

Abstract:
The topic of the article is the application of in-house procurement by municipalities in municipal services management. The essence of in-house contracts, also known as direct contracts, is a specific relation between the contracting authority and the economic operator. The contracting authority, which is a body governed by public law, exercises control over the economic operator, which is legally separated from its structure, similarly to the control it exercises over its own departments. Moreover, the economic operator is obliged not only to submit to this control, but also to carry out a principal part of its activities for the controlling contracting authority. It was often argued in the literature that awarding services, supplies, or works to one’s own subsidiaries without following a tendering or design contest procedure may adversely affect certain economic sectors, in particular by reducing competition or deteriorating the quality of provided services. The aim of this publication is to answer the question so formulated. To do so, one has to examine how in-house contracts have been regulated in the act currently in force.
