Abstract:
Local governments play an important role as the main contact point for citizens and deliver many more and varied services than any other public administration. Nevertheless, the field of local e-government services (or local e-administration) lacks benchmarking methodologies and rigorous surveys. Existing e-government benchmarks mostly address the national level and do not cater for this wealth of locally provided e-services. Cities are also very diverse, but research shows that European cities share an important number of common services, making benchmarking look feasible. The paper proposes a benchmarking methodology to fill this gap, facing the complexity of this multiplicity and variety. It starts by a bottom-up hierarchical catalogue of services created through participation of the cities. The benchmarking goes beyond service provision, so far measured through maturity, and analyses acceptance by users. The paper discusses the parameters introduced and how to measure them. The paper addresses the issue of the presentation of the results, which is important to help city managers to improve the service provision, its quality and acceptance. The methodology was applied in a pilot study of 15 quite diverse medium and large European cities, and its results are presented within the context of validating the methodology introduced.

Abstract:
This thesis investigates, analyzes and discusses innovation efforts and the use and understanding of the innovation concept and related policies in municipal welfare services. There are two main themes in the study, policy and practice. It is based on interviews with employees and managers in four Swedish municipalities. Also, an analysis of related policy documents on both a national and local level was done. Methods used were document analysis, thematic analysis and critical discourse analysis. The results indicate differences between management levels in the view of innovation and what was achieved. Senior managers stressed the importance of innovation, but experienced obstacles in the form of old structures, ways of working, and employees lack of time for innovation. Employee innovations achieved were accordingly not acknowledged. Middle managers and employees experienced opportunities for employee-driven innovation (EDI). However, barriers such as time and lack of internal communication existed. The study suggests that an excessive control, insufficient empowerment and limited autonomy for employees may be of hindrance for innovation. Local authorities stressed the importance of innovation in strategic documents, but the dynamic resources of the municipalities were not used to support and develop innovation. Innovation procurement was prominent in central governmental policies, but concrete elements were otherwise missing. The documents were also influenced by New Public Management, for example on control and efficiency. Research on welfare services innovation is limited. The study contributes with an understanding of the challenges management meet and knowledge of what barriers and opportunities employees experience for their taking part in innovation. It also raises several fundamental questions about innovation in welfare services, such as if a different approach to innovation in welfare services may be needed as compared to other sectors or if innovation is less important in this context. This study develops welfare sector innovation research, from empirical knowledge to concept development and a better understanding of the conditions for innovation in welfare services. Further research is needed, addressing the question how innovation, if at all, ought to be managed within the context of welfare services.

Após levantamento dos recursos físicos e humanos dos serviços públicos e dos serviços privados financiados pelo Setor Público, existentes no Município de Campinas, SP, para prestação de assistência médica e odontológica, procedeu-se à estimativa da cobertura potencial dos mesmos em relação à população do Município. Constatou-se que há insuficiente cobertura em assistência primária e um excedente considerável de recursos na maioria das especialidades médicas, o que evidencia a necessidade de reorganização dos recursos existentes. São sugeridas medidas técnicas e administrativas para maior racionalização e eficiência do sistema de saúde de Campinas.
After a survey on the physical and human resources of the public services as well as of the private services supported by the Public Sector, rendering medical and odontological assistance, existent in Campinas city, State of São Paulo, Brazil, an apprizement of their coverage potential in relation to the population of the city was carried out. It was found out that the coverage in primary care is inadequate and that there is a considerable excess of resources in the majority of the medical specialties, what makes evident the need for a reorganization of the existing resources. Technical and administrative standards for a better rationalization and efficiency of the Campinas Health System are suggested.

Abstract:
Municipalities in South Africa are increasingly outsourcing municipal services, including basic municipal services such as water and sanitation services and refuse collection and disposal. The Constitution places onerous duties on municipalities to respect and promote human rights in the exercise of the powers and the performance of their functions. These duties are particularly prevalent when a municipality is deciding on the optimal service delivery mechanism for basic municipal services. It is thus crucial for the policy and legislative environment regarding municipal outsourcing to be firm and clear and for the municipality to ensure satisfactory implementation of outsourcing projects, including contract management. This thesis examined the policy and legislative framework governing municipal outsourcing and described the general features of a range of current South African outsourcing contracts. It also questioned whether the policy and legislative framework are consistent in their objectives and assessed how these objectives are carried through and translated into the contract drafting and implementation phases of outsourcing.

AbstractThis book analyses the municipal chief executive officer (MCEO) of Nordic municipalities. The Nordic countries operate a distinct model of local government in the context of the welfare state. As there are some variations among the countries, it is important to analyse this model in comparative perspective. In the Nordic countries, the post-war expansion of the welfare state took place primarily in local government, which became the main provider of welfare services and one of the largest employers in these countries. In this chapter, we present the rationale for the book, the Nordic municipal context in which the MCEO works, our research questions, and basic theoretical approaches. Finally, we briefly present the research design, methodologies, and outline of the book.

В зависимости от классификационных признаков услуги и способов ее оказания, описаны проблемные области классификаций. В ходе анализа даются классификации на основе разных критериев, таких как функциональное назначение, социальная значимость, технические характеристики, а также уровень взаимодействия с населением. Более традиционные подходы уделяют внимание разделению услуг на группы, основываясь на их природе или сфере применения. Другие подходы ориентируются на социальное и экономическое значение услуги для населения, такие как медицинское обслуживание, образование, культурные и социальные мероприятия. Представленные подходы к классификации позволяют более полно и функционально выстроить процесс предоставления услуг и облегчить управление ими.

Abstract:
The submitted contribution focuses on two approaches towards the evaluation of local public services in the Czech Republic, using municipal libraries as an example. The aim of the paper is to assess selected services provided by municipal libraries in Opava and Krnov according to standard of library services and according to the satisfaction rate of users of 15+ years of age. A descriptively analytical approach is applied in the evaluation of the indicators of library-service standards and a method of direct asking for the purposes of assessing users’ satisfaction with the service of the libraries. According to the selected indicators of library and information service standards, the municipal library in Opava reached better results in years 2016-2020, compared to the library in Krnov. Partial results of satisfaction with services of the evaluated municipal libraries slightly differ among the users aged 15+. The results of total satisfaction rate confirmed higher satisfaction with the municipal library in Opava in comparison to the municipal library in Krnov. The findings present valuable information, in particular for directors of the evaluated local libraries, but they can also provide inspiration for creators of local public policies in culture and education.

The aim of the article is to outline strategic perspectives for electronic administrative services in the context of intensive processes of digital transformation in society. Administrative service in the public sector is investigated, and in particular the focus is on attitudes towards trans-formation from conventional to electronic administrative service. Based on a thematic analysis, the environment for the development of electronic administrative services at the municipal level has been mapped. The results of a study of the level of provision of electronic services by all 265 municipalities in Bulgaria are presented, opportunities and challenges to the process are identified, and public attitudes regarding the prospects for electronic administrative services in the country are examined.

Ahmedabad Municipal Corporation (AMC) in the state of Gujarat, India looks after the basic needs of its four million citizens. AMC offers primary, secondary, and tertiary healthcare services at subsidized rates. The load on AMC tertiary healthcare hospitals has been increasing rapidly, stretching the hospital resources beyond limits. Insufficient resources at these hospitals call for increased allocation of AMC funds to provide a satisfactory level of service. However, AMC is unable to allocate a larger share of its finances to the health sector owing to similar demand from other sectors. AMC authorities are therefore concerned about their ability to offer quality healthcare services at subsidized rates. In this paper, we describe a few e-Gov. applications to address and resolve the issues related to costs, revenues, subsidy, and the quality of services, so that AMC can meet its social obligations in the health sector satisfactorily. Some of our recommendations have been already implemented, while others are under consideration.

Improving the quality and availability of the provision of state and municipal services is the most important direction for improving state and municipal management. The article analyzes the theoretical and regulatory framework for assessing the quality and availability of state and municipal services. The system for assessing the quality and accessibility of the provision of state and municipal services in the MFC of the Perm Territory is investigated. The problems of the system for assessing the services provided at the MFC were identified, and directions for its improvement were developed, including the methodology for assessing the quality and availability of the provision of state and municipal services and proposals for improving assessment technologies.

Abstract:
Cities are important drivers of productivity, innovation, and economic growth. To achieve their full economic potential, cities must deliver high-quality public services to their residents and businesses. This is very important for Latin American cities given rapid urbanization and the deepening of decentralization reforms in many countries. The extent to which they can carry out all of these responsibilities depends at least partially on their fiscal health, ability to meet their service, infrastructure, and financial obligations with the revenue available to them. This study assesses the fiscal health of 80 main cities in Brazil, Colombia, Mexico, and Peru, from 2010 to 2017, and explores the factors that drive it. A primary purpose is to provide a methodology for cities to assess their own fiscal health, given available data. As such, it helps to determine whether fiscal distress is building up in selected large cities across the region and to understand whether and how financial solvency, public service delivery, and the maintenance and expansion of urban infrastructure may be compromised.

Nordic welfare states are world renowned for providing high quality public services. Nordic municipal and regional authorities, in particular, play a central role in the delivery of key public services in areas, such as, health, education, and social care. However, in recent years, public authorities have faced several challenges which have reduced capacity and resources, including long periods of austerity following the 2008 financial crash, rapid demographic changes caused by an ageing population, and the COVID-19 health crisis. In response to these challenges many public authorities have looked to inter-regional, inter-municipal and cross-border collaborations to improve the quality and effectiveness of public service delivery (OECD 2017; ESPON 2019). Indeed, collaborative public service delivery is becoming increasingly prominent in the Nordic Region due to a highly decentralized systems of governance (Nordregio 20015; Eythorsson 2018).

This paper finds that per capita municipal spending on public services is strongly and non-linearly correlated to urban population density. Optimal expenditure levels for municipal services are achieved when densities are close to 9,000 residents per square kilometer. In this study of approximately 8,600 municipalities in Brazil, Chile, Ecuador, and Mexico, 85 percent are below this ideal density level. This analysis provides strong policy support for densification, particularly for medium-sized cities in developing countries, which are currently absorbing most of the world's urban population growth.

Cutbacks and austerity measures were in 2019 estimated in a quarter of the Swedish municipalities because of financial deficit. Due to the urbanization the conditions of the municipalities vary, creating different challenges and possibilities to provide for the necessary welfare service such as elder care. Despite a growing population of older people, previous research shows a decline in residential homes since 1980 as well as a decrease in caretakers receiving home help services. According to an inspection of the Health and Social Care Inspectorate (Inspektionen för vård och omsorg) local policy guidelines, for elder care assessment, are being used to reduce the dissimilarities in decision-making within the municipalities and to control the financial costs by adapting criteria and care limits for the needs assessment. Criticism has, by the Swedish Ombudsman, been directed towards the use of municipal guidelines for not complying with the law and case-law. Despite previous research indicating the usage of municipal guidelines in the needs assessment and decision-making process, municipal guidelines are still a relatively unexplored field. The aim of this thesis is therefore to understand the role of municipal guidelines, for elder care assessment, with regard to the law and the application of the law as well as the role municipal guidelines play according to politicians. In order to achieve this, the following has been examined: 1) the spread and content of the municipal guidelines, 2) the creation and political motives for establishing the guidelines and 3) how the care managers view their impact on the decision-making process. The methods used are semi-structured interviews, a survey, and a documentation review. The result shows that municipal guidelines are politically established, that they are widely spread and can be found in 274 out of 290 Swedish municipalities. According to the survey the guidelines contain guidance of law, case-law, and the like, as well as criteria and limits for the needs assessment and decision-making of elder care service. The result indicates that the local guidelines compensate for the ambiguity of the Social Services Act (Socialtjänstlagen 2001:453) by reinstating bureaucracy. By limiting the discretion, the guidelines aim to compensate for the lack of competence as well as create certainty and enable political responsibility for the usage of municipal resources as well as accountability between politicians, care managers and citizens. By standardizing, the aim is to achieve equality and legal certainty despite risking the fundamental intentions of the Social Service Act as a framework law designed for individual needs assessment. This study highlights the need to invest necessary resources into creating guidelines in order to make them more accessible, lawful and ensure legal certainty. The conditions, however, vary noteworthy between the municipalities. As a solution, the National Board of Health and Welfare, or some other authority, could be held responsible for developing national guidelines – regularly up to date and based on current law and case-law. In summary, this study shows that municipal guidelines have a widespread impact on the decision-making of care managers. The municipal guidelines thereby have a central role in the application of the law with a noteworthy potential impact on individuals and the help warranted to older people as a consequence.

Public, fixed-route transit services most commonly operate on public streets. In addition, transit passengers must use sidewalks to access transit stops and stations. However, streets and sidewalks are under the jurisdiction of municipalities, not transit agencies. Various municipal policies, practices, and decisions affect transit operations, rider convenience, and passenger safety. Thus, these government entities have an important influence over the quality, safety, and convenience of transit services in their jurisdictions. This research identified municipal policies and practices that affect public transport providers’ ability to deliver transit services. They were found from a comprehensive literature review, interviews and discussions with five local transit agencies in the U.S., five public transportation experts and staff from five California cities. The city policies and practices identified fall into the following five categories: Infrastructure for buses, including bus lanes, signal treatments, curbside access; Infrastructure for pedestrians walking and bicycling to, and waiting at, transit stops and stations; Internal transportation planning policies and practices; Land development review policies; Regional and metropolitan planning organization (MPO) issues. The understanding, acknowledgment, and implementation of policies and practices identified in this report can help municipalities proactively work with local transit providers to more efficiently and effectively operate transit service and improve passenger comfort and safety on city streets.

This case study is one of ten international case studies developed by the Inter-American Development Bank (IDB), in association with the Korean Research Institute for Human Settlements (KRIHS), for the cities of Anyang, Medellin, Namyangju, Orlando, Pangyo, Rio de Janeiro, Santander, Singapore, Songdo, and Tel Aviv. At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center (GDPC) provided the funding. The case of Santander as an object of study in the field of smart cities and as an international reference is known for the widespread deployment of devices, which makes it unique in the world as a testing ground. This, coupled with the diversity of services that are integrating technology throughout, means that today, the city, through its council, the university, and the successful tenderers for municipal services, is participating in more than 15 international projects. The next step, already underway, will be the integration of all smart services (e.g., water supply, solid waste collection, street lighting, and public transportation) into a single smart platform that will allow them to interact with each other and represents a step toward efficiency and smart city management.
