Abstract:
The article introduces a sociological survey that featured the development of conflict management skills in municipal employees of the Belgorod region. The methods involved a questionnaire survey and a semi-structured interview of Belgorod municipal authorities, teaching staff of the Higher School of Management of the Belgorod State University, and employees of the Institute of Regional Personnel Policy of Belgorod. The reasons behind the conflicts were divided into those caused by the specifics of the municipal service, the peculiarities of team relations, and the individual characteristics of a municipal employee. The results of the study can improve the practical work of municipal personnel departments or be used in teaching sociological disciplines. Further study is required to develop diagnostic methods to identify the conflict management skills in municipal officials, collect information, define conditions and patterns of development, draft resolution procedures, etc.

Abstract:
Using survey data, this study explored Alabama municipal employees and policy makers’ perception of urban trees, financing, governing, and information sharing regarding urban forest management. Results suggest that the importance of urban trees is widely recognized by local municipal employees and policymakers. They also believe that urban trees would increase property value and promote community pride. Ecological benefits were, however, less valued. Alabama, U.S. cities spent less than USD $60,000 per year on tree planting, tree maintenance, debris, and tree removal. Cities with a large population usually appear to spend more on urban trees; likewise, cities with higher household incomes and lower poverty rates would have higher expenditures on urban tree programs. Relatively minor differences were found among the three types of employees and administrators: mayors, council members, and administrators. The results indicate many municipal officials were not aware of, or informed about, related agencies providing urban tree management services.

Abstract:
The article considers the current state of municipal service as a special type of professional activity with a specific ethical complex. The increased interest in the development of local self-government in Russia is determined by a new stage in the reform of municipal service as a social-legal institution and one of the most important types of professional activity in the contemporary society. The efficiency of local self-government directly depends on the level of the local population involvement, on the one hand, and on the municipal employees’ moral awareness of their activities, on the other. Professional ethics, due to its applied nature, performs an important task - specifies the general ethical principles of practical activity in relation to a particular profession. Ethical complex of municipal service as a regulator of the officials’ work ensures the efficiency of management activities, contributing to its increase. High requirements of professional ethics are mandatory for all employees; their fulfillment is the main condition for professionalism. In the contemporary society, professionalism, together with the corresponding knowledge, skills and abilities, forms the value-normative, ethical priorities of the individual, allowing to choose optimal formats for fulfilling one’s professional duties. Based on the analysis of legislative documents and the code of ethics, the article examines the criteria of professionalism and competence of the municipal employee, which are to increase the efficiency of their professional activities. Knowledge and compliance with the provisions of the Code is one of the criteria for assessing the quality of professional activity and official behavior. Professional culture is closely related to professional ethics; therefore, the development of professional culture helps to become a professional. The development of professional culture of municipal employees is ensured, on the one hand, by the legislative requirements; on the other hand, by the subjective perception of certain knowledge, abilities, values and norms of the code of ethics.

Nowadays, the digital transformation of the system of state and municipal government is gaining importance and relevance. Under these conditions, the image of a new, “digital official” is being formed, and appears on the Internet increasingly. Research interest in the problems of building a positive digital image of municipal employees in the modern Internet space is growing more and more. The article describes the results of a sociological survey of residents of the city of Yekaterinburg. The research methods included a questionnaire as well as an expert interview. The study revealed the factors influencing the build-up of a favourable image of municipal employees in the modern Internet space. The leaders were the “live” presence of the municipal employees themselves on the media Internet space, information openness, confidential communication between Internet users and municipal employees, open interaction, and active virtual participation of officials in the life of the city, as well as in solving the problems of citizens (including on social networks). It is also important to publish enticing, attractive content about the specific results of the professional activities of municipal employees. The paper formulates the problems arising in the formation of a favourable digital image of municipal employees in the modern Internet space and analyzes ways to solve them. They are: lack of information in the legal field, lack of a unified local government policy in this area, misunderstanding and fear on the part of employees. These challenges reduce the possibilities of the Internet as a tool for shaping the image not only of employees but also of the authority they represent. Skilful use of the Internet can create an atmosphere of respect and trust on the part of residents of the city of Yekaterinburg to the City Administration and municipal service, bring the level of dialogue between citizens and employees to a new level.

Abstract:
In this paper we intend to elaborate and to emphasise the importance of possibilities for professional development (professional training and further education) of employees in municipal administrations, as well as the importance of feedback in the appraisal procedure as intangible motivation strategy. Analysis of the findings showed that the organisational culture in municipal administrations reflects the interest of the employees in professional development, as the part of the hypotheses that employees have a need for feecback on their work and behaviour remained partially confirmed. The conclusion is that the departments for human resource management (human resource officials) cloud, within activities related to provision of advice and assistance to managers, point to possibilities of creating different channels for feedback in order to increase the motivation of employees, since feedback on job performance is considered as one of the most important factors to stimulate and strengthen the development of employees and improve individual performance.

Introduction. In accordance with the Bucharest Declaration of Ethical Values and Principles of Higher Education (2004), modern universities cannot be considered only as scientific and technical “factories” in isolation from values and ethical norms. In accordance with their mission in society, they should “contribute in every possible way to the establishment and inculcation of the highest moral standards”.In this article, the problem of training future government and municipal employees in the Russian universities of the country is actualised based on the analysis of the research results of their ethical attitudes in order to indirectly assess the effectiveness of anti-corruption training of students of specialised educational programmes in the areas of “Government and Municipal Administration” and “Law”.Aim. The present empirical study aimed to identify the ethical attitudes of future officials in comparison with future entrepreneurs, as well as with the employees of commercial companies and government officials.Methodology and research methods. The authors conducted an online research. The research involved 874 people. The main test sample (134 students) consisted of two groups: students of the speciality “Government and Municipal Administration” and “Law” (70 people), and students of business education programmes (64 people). The background sample consisted of the government and municipal employees (39.0% of the total sample) and the employees of commercial companies (36.5%), as well as the representatives of NGOs (6.8%). In the course of a comparative study, using the questionnaire “Moral Views (Amoralism)-2” by E. A. Bulgakova, and the scale of the “Dark Future” by Z. Zalessky, the authors tested the hypothesis on the samples of future officials and future business representatives. The tested hypothesis was based on some works of foreign authors and consisted of the fact that future Russian entrepreneurs were expected to have a higher degree of relativism (than future officials), supporting personal moral standards and rejecting universal moral principles.Results. The tested hypothesis was not confirmed by the research results. Compared to future entrepreneurs, future officials are significantly more likely to justify the act of appropriation, deception due to omissions, and revenge within the law. Future officials turned out to have higher indicators on the scales of cynicism, aggressiveness and hostility than students in the field of business education. In addition, future civil servants have more uncertainty about whether they will be able to take place in life, fears about possible collisions with life crises and difficulties, as well as anxiety for their future. Existing university ethics training programmes often only strengthen relativistic views and form deviant behaviour in the future.Scientific novelty. The scientific novelty of the study consists in the fact that the authors carried out theoretical analysis and empirical research, which consisted in the study of ethical attitudes among the representatives of two professional groups.Practical significance. As part of the development of training programmes, it is advisable to increase the emphasis on structurally mature ethical attitudes of professionals, especially state and municipal employees.

Abstract:
This research aims to determine, from the perspectives of municipal workers, how a local municipality in Gauteng, South Africa, could enhance service delivery through organisational justice. As a concept, organisational justice refers to employees' perceptions of the fairness of organisational rules and policies, their actions and attitudes about their work, and their confidence in or mistrust of management. We contend that maintaining organisational justice may help could resolve various delivery service issues. Guided by the social exchange theory (SET), municipal workers' opinions were accessed through a qualitative research design. In-depth interviews were used as data collection tools. The collected data were examined iteratively and critically. It was found that Municipal employees thought a just workplace was one that was calm, where management distributed resources equally to all employees (distributive justice), applied policies and procedures consistently (procedural justice), provided truthful justifications for all decisions made (informational justice), and engaged in quality interpersonal interaction with all employees while putting organisational procedures into practice (interactional justice). However, processed data indicated that there was a disparity in resource distribution, a lack of transparency and participatory decision-making processes, a deficiency in information provision, and a culture of dismissiveness among municipal officials in the municipality. All these factors hindered effective service delivery.

The article is devoted to conflictology as one of the most relevant, almost significant, debatable problems in law theory, legal sciences, political science, philosophy, psychology and economics. The author analyzes specific examples of conflicts of interest in various corruption spheres and manifestations, for example, in the sphere of participation of economic actors in the procurement announced by state and municipal authorities.The purpose of the article is to identify the nature of conflicts of interest as the basis of corruption.The methodology. The author uses comparisons of common and private, cause and effect, patterns and randomness, content and form, essence and phenomenon, the transition of quantity into quality, as well as the methods of sociology and psychology.The main results, scope of application. The article analyzes the relationship between corruption and nepotism. The article discusses legal and moral ways to prevent conflict, the role of ethical standards in conflict prevention, regulatory framework for preventing and settling them, the ratio of conflict of interest and employee qualifications, balance of material and personal interest, Commissions to prevent conflicts of interest, guaranteeing the role of writing notice of a conflict of interest, Features of the notification procedure, moral means of preventing and resolve conflicts of interest. Exclusively legal methods are insufficient to prevent and eliminate conflicts of interest and corruption-related risks. A combination of legal and moral measures is necessary, and most importantly, the exclusion of kinship and other forms of nepotism in the formation of government bodies and the appointment of officials, the hiring of state and municipal employees. It is necessary to exclude formalism from the institution of competitive selection of civil servants.Conclusions. The elimination of the contradictions between some federal anti-corruption laws has much less effect on the state of corruption in the state than the flourishing nepotism. The exercise of official functions takes place in the form of law enforcement: if there is no application of the law – there is no corruption. The main emphasis should be directed to the process of forming the apparatus of state and municipal authorities, employees of state and municipal institutions, primarily in the educational sphere, on which the upbringing of new generations of employees depends, the steady observance of high professional and moral requirements imposed on state and municipal employees and teachers in schools and universities.

Abstract:
This article examines the management problem associated with creating conditions for the implementation of social activity of the population in municipalities of a large Russian region. The authors argue that an important role in the development of the non-profit sector — non-profit organizations, the social projects and programs of which involve the local population, including young volunteers — is played by municipal employees. Having different experience of work in the system of state and municipal administration, municipal employees with different experience can implement their functions in different ways, for example, by introducing the federal standard of state assistance to volunteering. The methodology is based on the sociological theory of volunteerism infrastructure. According to it, the authors consider the professional activities of officials, who are supposed to promote social initiatives of the population in the framework of a normatively defined course of public policy, as a factor of the institutional environment that determines the variability of social activity management within local territories. The purpose of this work is to analyze the institutional characteristics of managing the social activity of the population of the Sverdlovsk Region and to identify the features of the models of managing the social activity of youth, due to the specifics of the activities of municipalities, whose employees have different length of service and practical experience in municipal service. This article analyzes the data of an expert survey of municipal employees of the Sverdlovsk Region responsible for interaction with socially oriented non-profit organizations (SO NPOs), interaction with children, teens, and youth public associations, whose powers are to create conditions for the development of volunteer activity of the population in municipalities (2018; n = 95). The authors have used correlation, comparative and chronological analysis to formalize the results obtained. Based on the research data, three models of managing social participation of the population, including youth volunteering, are identified and described, which are implemented in various administrative districts of the region. The first model of management is inherent in territories where a generation of municipal employees, who began their careers no more than 12 years ago, are responsible for this direction. Based on the totality of the revealed characteristics, the model was identified as youth-centric. The second model of management is implemented in administrative districts, where a large proportion of officials responsible for the analyzed area have more than 12 years of municipal service; it is focused on maintaining hierarchical relations with regional bodies and is designated as an institutional model. The third management model is distinguished by the orientation of municipal employees to interact with local social institutions, especially socially oriented non-profit organizations and to maintain their activity through subsidies from the regional budget. The third model of governance is designated as a paternalistic model.

Research shows that not only material motivation is important for employees, but also intangible motivation. Great importance in the labor economy is attached to socio-psychological factors that affect labor productivity and increase labor potential. Psychological factors of working conditions directly affect the employee’s desire to perform their duties as effectively as possible. The article deals with some psychological factors of working conditions and prevention of stress factors. The author presents the results of a study of the features of the emotional and psychological state («emotional burnout») identified in state and municipal servants. The number of stress factors in these groups of employees is large. Based on the conducted interview, the causes that provoke emotional burnout were identified. More than half of respodents have signs of burnout and exhaustion. The most clearly formed symptoms are «inadequate emotional selective response» and «reduction of professional responsibilities». The article offers recommendations aimed at preventing and correcting symptoms of emotional burnout. Recommendations can be used in HR technologies when working with personnel. The article presents the results of the conducted research into the peculiarities of emotional burnout of state and municipal officials, and develops recommendations aimed at preventing and correcting the symptoms of emotional burnout. Recommendations can be used in HR technologies when working with employees of the organization.

Municipal mergers are a common administrative reform worldwide, but their effects on public employment size and citizen satisfaction remain poorly understood. This study investigates these effects by focusing on a city-county merger in South Korea after 2000. Using the synthetic control method and multivariate regression, we find that municipal mergers increase the number of public employees, primarily low-ranking officials, while negatively impacting citizen satisfaction. This suggests that the goal of enhancing administrative efficiency through local government consolidation does not yield positive outcomes for organizations’ personnel or residents’ welfare.

Local government community participation units or departments ineffectively and inefficiently operate based on the directive from their political organisations instead of achieving the objectives of the municipality as per the Integrated Development Plan (IDP). This has resulted in the marginalisation of the local communities on their participation in municipal governance which also has been exacerbated by the employment of employees based on political competencies rather than the unit’s core business requirements. On the backdrop of the above, this study aims to reveal municipal operational hindrances that prevent local communities to participate effectively in the eThekwini Municipality governance as permitted by South African local government legislation. This stated background has necessitated the study to adopt a qualitative approach whereby non-standardized interviews were conducted by the researcher to the sample size of 23. The findings of the study were analysed using NVivo software (version 10). The study revealed an extreme percentage (39%) of activities performed by Community Participation and Action Support Unit (CP&AS) which were based on coordinating unclear activities. Whereas, 22% were on capacity development of local communities, 12% on communication with internal and external stakeholders, 8% on monitoring and evaluation, 5% on policies, and 3% on partnership with other departments and spheres of government and elected officials and research respectively. The unbalanced and unclear activities performed by the respondents will assist the municipal decision-makers to understand the core causes of poor service delivery as it lies on the failure of the municipal officials to concentrate on their core business. This study contributes to the decision-makers’ understanding of the implications of using the municipal resources to advance political activities, consequently disadvantaging the alleged indigent local communities. The clearly demarcated roles and responsibilities of municipal employees guided by the core business of the units with clear performance standards and expected output set could eliminate the politics-administration dichotomy.

Employee training is often viewed as essential for incorporating performance management practices into public organizations, but few studies directly link training programs to subsequent changes in organizational outcomes. Typically, evaluations of the impact of training and management innovations more broadly focuses narrowly on improvements at the mean of the distribution, ignoring isomorphic pressures that may spur divergent responses at opposite tails of the distribution. We examine these notions by testing whether training local government personnel on the use of financial performance information in decision-making influences fiscal outcomes. Specifically, we compare the outcomes of North Carolina local governments whose employees participated in training on a new fiscal benchmarking tool at the University of North Carolina School of Government to peer governments that did not participate. Municipal governments with at least one trained employee experienced modest changes, on average, across most of the financial ratios reported in the benchmarking tool. By comparison, the dispersion of the reported outcomes declined considerably among municipal governments whose employees participated in training in comparison to control governments. The strength of this response increased with the number of public officials trained. The results indicate that employee training can facilitate the use of performance benchmarking systems in public sector decision-making. They also suggest that benchmarking without explicit performance targets may encourage convergence toward the average outcome.

The subject of the research is the establishment and application of official awards at the municipal level of government, including award legislation and the practice of its application. The purpose of the article is to confirm or disprove the hypothesis of an existence of an award policy and system of awards for the municipal level of government in Russia. The methodological basis of the research is the general scientific dialectical method of cognition (such as methods of analysis and synthesis, abstraction and concretization, induction, deduction and analogy), as well as the method of monitoring of legal acts, historical and legal method, system analysis. The main results of the research. A comprehensive analysis of existing regulations and description the general contours of the award policy for the municipal level of government were made. The following classification of awards applicable to municipal authorities can be distinguished. By type of award: honorary titles, medals, distinctions and incentives, as well as grants and prizes. Currently, there is no single document outlining the system of awards of the Russian Federation. Conclusions. Monitoring of normative legal acts of local self-government bodies has shown that it is quite rare to find documents that regulate the award policy of a municipality. There is practically no award policy for local government bodies or their officials, as well as awards for contributions to the development of local self-government.

Abstract In the event of a disaster, municipal governments are expected to fulfil several responsibilities. However, owing to organizational reforms, cost reductions, and workforce reductions experienced by Japanese municipal governments in the 1990s and 2000s, they have arguably become incapable of providing effective community-based administration. In this context, a questionnaire survey was conducted on the employees of municipal governments in coastal regions of Japan where earthquakes and tsunamis are commonly anticipated. An attempt was made to evaluate the current state of disaster awareness within organizations and among staff members based on the survey results and clarify organizational and individual issues. Those surveyed were 288 officials with significant disaster response roles. The questionnaire survey was conducted to evaluate their understanding of various disaster response measures and their knowledge of their responsibilities. In the questionnaire, three disaster phases were considered: the predisaster, rescue, and reconstruction phases. The responses of each employee corresponding to each phase were recorded. The results indicate that, although various plans were well known to all participants to a certain extent, the level of understanding varied between departments. In addition, departmental employees who were often involved in disaster mitigation were concerned about the coherence and effectiveness of the operations undertaken in various plans. Thus, these issues should be considered in future reviews of disaster response plans. Despite considerable progress in the development and distribution of emergency plans, much remains to be done to raise awareness regarding specific action plans among the staff. This concerns the specificity, coherence, and effectiveness of each plan rather than the knowledge of the personnel.

The study was carried out to analyze behavioural pattern of stakeholders–inhabitants of Chandrapur city as well as employees of Chandrapur Municipal Corporation (CMC)–towards the "Clean India Mission" scheme as compared with previous scheme of women’s self help group. For behavioural change analysis field survey was carried out in October 2015 in Chandrapur city. Total 41 respondent including inhabitants and employees of CMC were interviewed. The results of the study shows that, previously municipal solid waste (MSW) collection was irregular (41.66%) however, since the implementation of this new scheme it has become regular (100%). Enhanced MSW collection frequency was observed (once a day, 83.33%) with alternative staff arrangement in case of staff is absent. The work was monitored by officials (79%) which were previously not existing. In previous scheme, extra money was charged for collection of MSW, however no such charges are levied in this new scheme. Satisfaction rate of this new scheme was 95.83% among inhabitants. As reported by MSW collection employees, there was awareness among inhabitants about dry and wet waste (41.17%). The article describes the features of the formation of an anti-corruption system aimed at training public officials. This system takes into account the international obligations of Russia, as well as the needs of the authorities in the professional training of officials, the creation of an efficient apparatus, and increased efficiency in the fight against corruption. The author presents an approach to developing the training for anti-corruption officials, engaged in countering corruption and other offenses, as well as other employees or persons filling state (municipal) posts through the use of interactive technologies. Special attention is paid to the use of interactive teaching methods, such as brainstorming, case work, group work, analysis and working with documents, modeling, demonstration, guided discussion, debate, creative assignments, business games, expert meeting, Socrates method, use of video recordings and visual guidances. Government bodies, working to prevent corruption and other offenses, together with educational organizations are actively developing curricula and training materials for anti-corruption classes. All materials of the article can be used for organizing anti-corruption education for civil servants and public officials.

In late October 1999 I visited the third annual Syrian National Documentation Festival in the Damascus fairgrounds. Syrian ministry employees and Ba'th Party officials have organized the ten-day long annual Documentation Festival since the mid-1990s. Its stated purpose is to preserve and celebrate the heritage of the nation. In 1999 the exhibition was separated into four large halls devoted to different documents and art. The most prominent hall was devoted to heroic paintings, photos, and videotaped speeches of then Syrian President Hafiz al-Asad. Other halls were devoted to popular art, family, local, and municipal histories and documents, and selections from the archives of various departments and ministries. The final hall contained the ministry of education, ministry of antiquities, including the national archives, the ministry of the interior including the departments of awqâf (sing, waqf), Damascus municipal police, and the ministry of agriculture.

These experiences of temporal-material relations, in a context of historical disorientation, are the basis of a new European temporality. The article presents the problematic issues of anti-corruption regulation to prevent conflicts of interest when a former state and municipal employee is engaged in activities carried out for remuneration as a member of a collegial body of management or control of legal entities. The author points out the gaps in the anti-corruption legislation in terms of the lack of any control procedures in order to prevent a possible conflict of interest when nominating as a candidate and electing a former state or municipal employee to the management or control bodies of a business entity, in respect of which during his official activities exercised certain functions of state, municipal (administrative) management, including control or supervision, and receiving remuneration for work in such bodies of a business entity. An analysis of the risks of a conflict of public and private interests with the participation of former state or municipal employees in the management and control bodies of commercial and non-profit organizations is given. Possible solutions to this problem are proposed on the basis of the current system of the procedure for resolving a possible conflict of interest when concluding an employment contract or a civil law contract for the performance of work (services) with a former state or municipal employee, taking into account the specifics of corporate relations in business entities.

The implementation of the National Anti-Corruption Plan for 2021-2024 revealed the need for a scientific analysis of the problems of legal regulation of the regulation of anti-corruption components of the legal status (status) of municipal employees. The subject of the study are normative and methodological sources that consolidate the rights, duties and prohibitions related to municipal service, as well as mechanisms for their implementation. The author examines in detail the practical problems arising in the application of anti-corruption legislation related to the rights of municipal employees to perform other paid work, to purchase and own securities, the obligation to notify about the possible occurrence of a conflict of interest, the restriction of donation in connection with the exercise of professional official activity, the presentation of information and income, expenses, property and property obligations. Special attention is paid to some legal positions of the supreme courts (the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation) and courts of general jurisdiction related to the peculiarities of the legal status of employees. The scientific novelty of the article is determined by the fact that it is a comprehensive study of the problems of legal regulation of anti-corruption components of the legal status (status) of municipal employees. The main conclusions of the study are the identified gaps and conflicts in the regulation of the issues under consideration. In addition, an assessment is given of the formed judicial practice in cases on the statements of prosecutors about the appeal to the income of the Russian Federation of property in respect of which evidence of its acquisition for legitimate income is not provided. Among the most significant results are the formulated proposals for improving the current federal legislation on combating corruption in the municipal service system.

SUMMARY In 2011, the Québec government launched the Charbonneau Commission, a monumental public inquiry tasked with getting to the bottom of a major collusion and corruption scandal involving elected officials, municipal employees, and construction industry contractors. The scandal concerned the awarding of municipal contracts that led to a significant waste of public funds. Yet, at the time, all municipal sector organizations involved were regulated by several controls, particularly in the granting of public contracts. How could the situation deteriorate to the point where collusion became the “usual” way of managing public contracts, particularly in the City of Montréal? The objective of this article is to better understand how deviance became the “norm,” such that the social actors involved came to adopt a deviant identity rather than obeying socially accepted rules. Conceptually inspired by the work of Becker (1963), Foucault (1977), and Giddens (1991), this article is based on the in-depth testimonies of two key actors in the collusion scheme. Our aim is to better understand the process leading to the adoption of deviant behavior and the often illusory character of organizational and regulatory controls.

The research was designed as a cross-sectional study in two time periods (2014 and 2019) on a selected sample in 12 cities of the Republic of Serbia. It aims to find out about the level of job satisfaction of employees in the municipal police (Official Gazette of the RS, No. 51/2009) - militia (Official Gazette of the RS, No. 49/2019). In order to obtain valid results from the respondents, the measurement of the degree of satisfaction was carried out by means of an anonymous standardized questionnaire for measuring job satisfaction - Job Satisfaction Survey (JSS). The collected data were processed by Descriptive statistical analysis (Macura, Kovacevic, 2018), determined is medium value, relationships and connections with categorical by division on the subscales and total scales For pleasure by work: dissatisfied, ambivalent and satisfied. T test of independent samples performed is a comparison of mean values on the job satisfaction scale and all its subscales. Standard multiple regression analysis of certain is mutual and influence and statistics the significance of the set variables on Employee Job Satisfaction. The results showed a statistically significant influence between the subscales on the job satisfaction scale, where the greatest influence on employee dissatisfaction in 2014 was the salary, promotion, benefits, rewards and the very nature of the job. The greatest influence on employee ambivalence was satisfaction with work procedures and satisfaction with communications in 2014, while in 2019 the greatest influence on employee ambivalence was satisfaction with co-workers, rewards, the very nature of work and communication.

The present investigation aims to evaluate the labor market indicators and qualitative characteristics of the need for specialists in the physical culture and sports industry of the Russian Federation. This study based on the analyze of official government statistics about staff persons in the physical culture and sports and data gathered from a questionnaire survey of organizations operating in the physical culture and sports in 59 regions of the Russian Federation. “Saint-Petersburg scientific-research institute for physical culture” (SPbNIIFK) carried out the survey in 2023 with the participation of 674 state and municipal organizations. The survey conducted using specialized software and a survey web service created by SPbNIIFK’s employees to collect, process, and analyze the data. The research revealed regional differences and indicators of the labor market with the identification of trends in demand for specific qualifications. The collected data may be used to support government and municipal management on personnel policy issues, to create suggestions for employers on attracting skilled personnel, inform job seekers and employees in the physical education and sports about trends in demand for various specialties, and to improve their market labor competitiveness.

The subject of prosecutorial supervision over compliance with labor legislation and labor protection is implemented in three main areas, in particular, compliance with and implementation of the Constitution of the Russian Federation, federal laws and laws of the constituent entities of the Russian Federation in the field of labor, by-laws adopted by federal executive authorities and executive authorities subjects of the Russian Federation, acts of local self-government bodies, acts of regulatory bodies and their officials, as well as local regulatory legal acts adopted in commercial and non-commercial organizations, from employers - individuals who are individual entrepreneurs. Wherein the prosecutor is obliged to monitor the observance of labor rights and interests of employees by employers, established not only by regulatory legal acts adopted by state and municipal bodies, but also by acts of social partnership. The main areas of interaction between the federal labor inspectorate and the prosecutor’s office of the Russian Federation are, in particular, the fact that employees of the prosecutor’s office and state labor inspectors regularly share important information about the established violations of labor legislation, including about representatives of the employer brought to legal responsibility under Art. ... Art. 5.27 and 5.27.1 of the Code of Administrative Offenses of the Russian Federation and the fact that prosecutors are usually employed as specialists of state labor inspectors in order to closely monitor compliance with labor legislation. The article incorporates the subjects of time in municipal office. The aim of the article is examining the time’s influence on the work of municipal offices, in particular mayor, officials, the connotation between time and internal audit and also examine the influence of municipal office’s work at clients’ satisfaction. The above levels of functioning of the office are directly related to its work, while in their structure they are located closest to the citizens. A body such as the mayor, as well as his employees, therefore have a great impact on the implementation of the principle of subsidiarity. According to the principle of subsidiarity, all decisions affecting citizens should be made at the lowest possible levels and as quickly as possible to those citizens. Internal audit improves the functioning of the two planes indicated above, moreover, it is a manifestation of the implementation of the principle of good public administration. Thus, the choice of all three planes as the subject of the following analysis is intended to show the practical dimension of the value of time, and thus indicate its relevance in the functioning of the municipal office. The examination of cases was carried out on the basis of specialistic literature concerning the meanings of time in administrative law and also of mayor’s orders, the organization regulations in municipal office and statistical survey. In the aim of better understanding of the issue, the author discussed the definition of time, time in administrative law, the office and the municipal office. The results of the examinations are the conclusion of a legal solution – introducing the concept of time and term to the legal acts in the municipal office and also the conclusions of time work’s modifications.

Abstract This article provides an account of how sense experiences are drawn into processes of contest over the boundaries of citizenship and belonging. Based on ethnographic research in Istanbul and Ankara, it examines the ruptures of the 2016 failed coup attempt in Turkey. Particular forms of listening emerged in Western urban centers, newly attuned to sounds of warfare commingled with Islamic melodic devotionals ordered by state officials. Unique and pronounced engagements with bodily liquids accompanied the handling and placement of the dead. The multi-sensory experiences of Muslim women municipal employees who wash and shroud the deceased elucidated the foundational roles of scent and body weight in constituting martyrdom. This article demonstrates how the body politic operates—with various forms of acquiescence and repudiation—through sound, smell, and touch.

This article describes a sociological analysis of the staffing issues in municipal territories. The sustainability and stability that have been ensured in recent years in almost all spheres of life are critical for Russia, which is a multinational country with a complex federative structure and diversity of cultures. The sustainability of the national economy has substantially increased, although many unsolved problems remain. The issues of an ineffective system of state and municipal governance due to employees’ low professional level and corruptness are among these. This research examines the effective staffing in the municipal territories between June and August 2017. The territories are those of the Russian Federation republics of Karachay-Cherkess, Karelia, and North Ossetia-Alania; the oblasts of Volgograd, Rostov, Moscow, Arkhangelsk, Astrakhan, Kurgan, and Chelyabinsk; and krais of Krasnodar and Stavropol. Methods involve a sociological survey to assess the effectiveness of local economic policies and the proficiency of local governing bodies in securing qualified managers who are capable of innovative development. The research focuses on the effectiveness of manager rotation in the local governing bodies in the municipalities. The purpose of the research is to reveal the main obstacles to forming a staffing reserve for solving new tasks relevant to the high competitiveness of the municipal territories. It also assesses the personal qualities required of the officials in these local governing bodies and the measures needed to effectively implement investment potential and increase municipal territory competitiveness. The paper concludes with a summary of trends needed to increase the effectiveness of the municipal staff in the surveyed regions of the Russian Federation. Among the main trends are increasing the qualifications of management staff, introducing an effective staff policy, procuring a reserve of staff with the necessary qualifications, implementing effective information coverage of staff policy in the region and the municipal territories to reduce the risk of corruption, and identifying ways to motivate staff using economic incentives.

The results showed that there was an influence between communication competence on the quality of public relations services at the BPK RI Representative of the Province of North Sumatra. There is also an influence between PRO professionalism on the quality of public relations services at the BPK RI Representative of North Sumatra Province. Then there is the effect of communication competence and PRO professionalism on the quality of public relations services in the BPK RI Representative of North Sumatra Province, where the F-count value is greater than the F-table at a significance level of 0.05 confidence, so that the communication competence combined with PRO professionalism can improve the quality of public relations services at BPK RI Representatives of North Sumatra Province.

The article is devoted to the analysis of types of municipal service and their classification. Based on the analysis of the legislation and legal doctrine, the author concludes that the list of principles of municipal service, enshrined in the legislation, is not exhaustive. It is proposed to allocate general legal, sectoral and institutional principles of municipal service that differ in the scope of action. He suggested that the general legal principles should include: the principles of priority of human and civil rights and freedoms; legality; equality; sectoral principles should include: the principles of unity of basic requirements to municipal service taking into account historical and other local traditions during municipal service; independence of local self-government bodies when regulating municipal service; differentiation of legal regulation depending on the type of municipality; combination of private and public principles in the regulation of municipal service; stability; openness; institutional (special) principles should include: professionalism and competences, nonpartisanism, liability of municipal employees for failure or improper performance of their official duties, interrelationships between municipal service and public civil service.

The aim of this research is to study electronic government in Thailand to move towards success. The questionnaire obtained information on the current status of electronic government in Thailand which intendeds to investigate factors relating to information technology by interviewing state employees in National Electronics and Computer Technology Center: NECTEC. The results reveal 6 conclusion based upon the following area of study; 1) Investment: budget allocations for the integration of ICT in the public sector by considering the national strategic plan and the ASEAN community strategies, to increase the competitiveness and investigate in infrastructure and logistics. 2) Officials’ knowledge and understanding: involving the full cooperation from government agencies workshops on the development of information systems for public sector officials to allow implementation of the projects to restructure more efficiently the form of electronic government. 3) Citizens’ understanding: which investigated the public sectors acceptance of public participation and people-centered government services? There are wide gaps between those used in municipal and non-municipal area. 4) Networking: the form of networking through a collaborative network of TOT and CAT in the core layer, which makes the network redundancy and high availability. 5) Promoting: using website to promote activities and disseminate knowledge about technology in electronics and computer project or training. and 6) Policies: the manner the Ministry of Information and Communication Technology, allocates resources in their expansion of telecommunications infrastructure and communication channels and the way they encourage full access to ICT that will lead to close the gap.

The article presents how the image of a state and municipal employee, reflected in the Russian legislation of the 18th and 21st centuries has changed over the course of years. The article distinguishes main groups of characteristics in historical and modern images: professional and moral and ethical ones. The image of an official of the 21st century includes the semes ‘educated’, ‘experienced’, ‘diligent’, ‘objective’, ‘law-abiding’, ‘fair’, ‘decent’, ‘honest’, ‘benevolent’, ‘polite’ and ‘caring’. The image of an official in the legislation of Peter the Great and Catherine the Great contains the semes 'experienced', 'intelligent', 'reasonable', 'obedient', 'loyal', 'diligent', 'hard-working', 'law-abiding', 'fair', 'honest' , 'conscientious', 'decent', 'modest', 'philanthropic', 'benevolent', 'compassionate', 'polite' and 'selfless'. In the 21st century a number of professional characteristics of an employee has decreased by four times, whereas the number of moral and ethical characteristics has hardly changed. However, most of the historical nominations have been lost. There is a replacement of the former synonymic rows, hyponymic groups with modern generalizing words, including those of foreign origin, so the old semantic accents have practically not been preserved. The historical image of an employee is more expressive, personally oriented, close to the image of an ordinary respectable person. A modern image of an employee is more abstract and stereotypical. While maintaining a moral and ethical orientation of the reference image of an employee in the 21st century ethno-cultural constants “conscience”, “truth”, “justice”, “goodness” and “obedience” have lost their dominant positions. The purposefulness of speech modeling of the “official portrait” of an employee brings together the 18th and the 21st centuries. The Soviet era can be considered a break in the tradition of building and maintaining the reputation of state and municipal employees.

A hypothetical set of facts from a municipal setting is used to explore a typical Title 42 U.S.C. § 1983 proceeding. Included in the review are typical defenses and immunities that make these proceedings for both the complaining party and the political entity complex, if not paradoxical. State support for social NGO’s is a direction of the social policy, which has become relevant in the last decade. In the 1990’s, federal and regional authorities did not implement any special policy regarding the «third sector». Since the beginning of the 2000s, the federal center (followed by the regional authorities) began to take active steps to build a certain systemic policy towards NGOs. According to Russian legislation, NGO have the right to receive property support from the state (rent of premises at a preferential rate, gratuitous provision of premises or operational management). However, often NGO are faced with the inaccessibility of information about such premises and the opacity of procedures for allocating such premises. Based on an analysis of open sources (websites of regional and municipal authorities) and a survey of SONKO employees in the regions of Russia in 2017, the author identified the reasons why SONKO cannot receive premises free of charge or at a reduced cost. Among such reasons are the small numbers of available premises, the interest of local authorities in making a profit from commercial rental of premises, poor condition of premises, ignorance of municipal officials about the possibilities of supporting SONKO. Analysis of state statistics data for 2020 shows that this problem is still relevant today

An important process within the framework of personality socialization under modern conditions is the process of improving the individual's competencies in the mode of expanding their spectrum and improving the quality level throughout life. At the same time, in a dynamic environment of professional activity, a person has in some cases to radically change his trajectory of professional development. All above-mentioned circumstances are included in the concepts of "lifelong learning". For many categories of employees, this process is associated with great organizational difficulties: the composition of competencies has a complex structure, changes occur quite often, opportunities for personal development are limited due to the conditions of professional activity. One of these categories are state and municipal servants who have a high need to improve their managerial and communicative competencies but are limited by the rigid framework of their official activities. A constructive solution to ensure the improvement of municipal service personnel is the organization and implementation of professional retraining and advanced training programs for employees with extensive use of e-education and distant learning technologies. It is equally important to stimulate employees' own activity in choosing the content and forms of competences' development.

A prohibition for persons holding government (municipal) positions, for government (municipal) employees, and some other employees of the public sphere who are public officials to receive remuneration (gifts) is aimed at preventing bribery (Art. 290, 291, 291.2 of the Criminal Code of the Russian Federation), and could be viewed as a measure of anti-corruption criminological security. However, the existing collisions of civil, administrative and criminal law norms that regulate this prohibition lead to an ongoing discussion in research publications and complexities in practice. The goal of this research is to study the conditions and identify the problems of the legal regulation of receiving remuneration (gifts) in connection with the performance of official duties that prevent the implementation of anti-corruption criminological security. The authors use the legal theory of security measures to analyze the provisions of Clause 3, Part 1, Art. 575 of the Civil Code of the Russian Federation and Clause 6, Part 1, Art. 17 of the Federal Law «About the Public Civil Service in the Russian Federation», examine the doctrinal approaches to defining the priority of enforcing the above-mentioned norms, study the significant features of the category «ordinary gift» and conduct its evaluation from the standpoint of differentiating between gifts and bribes, also in connection with the criteria of the insignificance of the corruption deed. The empirical basis of the study is the decisions of courts of general jurisdiction. The authors also used their experience of working in Commissions on the observance of professional behavior and the resolution of conflicts of interests at different levels. The conducted research allowed the authors to come to the following fundamental conclusions: 1) the special security rule under Clause 6, Part 1, Art. 17 of the Federal Law «About the Public Civil Service in the Russian Federation», which sets a full prohibition for government employees to receive remuneration (gifts) in connection with the performance of official duties, contradicts Clause 3, Part 1, Art. 575 of the Civil Code of the Russian Federation (the existing legal-linguistic vagueness of categories in Art. 575 of the CC of the RF leads to problems in law enforcement and makes a negative impact on the anti-corruption mentality of people); 2) as the concepts «gift» and «bribe» do not logically intersect, the development of additional normative legal criteria for their delineation seems to be unpromising and will lead to a new wave of scholastic and practical disagreements; 3) the introduction of a uniform and blanket ban on receiving remuneration (gifts) in the public sphere by eliminating Clause 3, Part 1, Art. 575 of the CC of the RF seems to be an effective measure of preventing bribery, and its application is justified until Russian society develops sustainable anti-corruption mentality.

The article is devoted to the current state of the problems of reforming local self-government and the direct relationship of political parties to the reform of local self-government in Russia. The subject of the article is the aspects of reforming local self-government in the vision of political parties. The purpose of the article is to study the essence of municipal reform in the party discourse devoted to the problems of constitutional reform of local government at the present stage of development of Russia. This article presents various methods, such as analysis, comparative method, which to a greater extent make it possible to define the conceptual apparatus, to conduct a comprehensive analysis of the current state of local self-government in Russia in the context of municipal reform. The reform of local self-government initiated in 2019 affected the essential constitutional foundations of local government that have existed since the adoption of the Constitution of Russia in 1993. In the new constitutional and legal realities, a qualitatively new model of local self-government in our country has been fixed: the place of local government in the vertical of state power, the territorial basis of local self-government, the structure of local self-government bodies and the procedure for institutionalization of local self-government bodies and officials has changed. The attitude of representatives of political parties to this municipal reform is quite polar, party members do not unequivocally assess the consequences of the reform of local government. The results of the study can be useful in conducting seminars for municipal employees and heads of municipalities, and the results of the article can also be applied in the work of members of political parties and their regional branches, whose members are members of legislative (representative) bodies of Russia and its subjects, in the course of legislative activity

The empirical basis of the work are the results of the author’s so-ciological research conducted in 2022 by methods of mass questionnaire survey of city dwellers (Kursk, Belgo-rod, Voronezh regions, n = 1,518), expert survey (50 experts), focus group interviewing among youth repre-sentatives, public sector employees, municipal government officials, retirees, entrepreneurs, and the unem-ployed (6 groups). The authors identify several key areas of changes in the conditions of the reproduction pro-cess of urban communities that occur under the influence of digitization and digitalization: the inclusion of “technosubjects” in the urban space, the formation of hybrid urban communities, the expansion of communica-tion opportunities, changes in the mechanisms of socialization and personal identification, the emergence of new technologies for influencing the consciousness of members of urban communities, the transformation of forms social control.

For the first time, the term «health information» was used in the countries of the Soviet Union (USSR). The term implied a preventive type of educational work. Aimed was to eliminate the ignorance of the population in hygiene and epidemiology in order to prevent the spread of infectious and non-communicable diseases and strengthen public health. In the future, in the USSR, and then in the Russian Federation, it was legislated that employees of epidemiologically significant facilities (previously — decreed contingents) undergo professional hygienic training and certification as one of the conditions for admission to professional activity. At present, there are various programs of hygienic training for officials of organizations that are enpaped in production, storage, transportation and sale of food, drinking water, education and training of children and adolescents, municipal and household services of the population. The above-mentioned programs are implemented within the framework of professional hygienic training and certification regulated by the Order of the Ministry of Health of the Russian Federation No. 229 dated June 29, 2000 «On professional hygienic training and certification of officials and employees of organizations», which indicates the relevance of this procedure in improving the level of hygienic culture of the population, preventing the spread of infectious and mass non-communicable diseases, the formation of behavioral skills aimed at strengthening human health, public health and improving living standards. This article is a reflection of the analysis of the prerequisites for the emergence and functioning of the existing system of occupational hygiene training and certification with the identification of its main advantages and disadvantages, and also suggests ways and means of improving it, including in the conditions of a pandemic of a new coronavirus infection caused by COVID-19.

Government employees, municipal officials, and communities in South Africa have grappled with post-apartheid environmental challenges, such as floods, droughts, severe storms, and wildfires. These disasters are a result of both natural and human activities. The government implemented different policies and strategies after 1994 to address these issues. While acknowledging some success in managing these disasters with the current adaptive measures, the frequency and intensity of disasters have increased, causing significant damage to life and property, particularly among the vulnerable population. This paper uses qualitative and quantitative data collection approaches to explore possible systematic and structural weaknesses in addressing post-disaster situations in South Africa. Floods appear to be the most frequent natural disaster in South Africa. The paper uncovered the fact that disaster management is a multi-sectoral and multidisciplinary field. Although various institutional arrangements exist, they do not seem appropriate for assisting vulnerable groups. While officials have made some progress in implementing post-disaster projects, challenges still hinder sustainability. Furthermore, regrettably, despite the level of success in addressing disasters, most measures have failed to achieve the intended results for a variety of reasons. The consolidated long-term measures suggested by the participants yielded a proposed ‘South African Floods Post-Disaster Checklist or Model’, which was non-existent in South Africa. By implementing more effective and efficient post-disaster measures, the proposed tool can help policymakers and strategic partners standardise post-disaster resilience and adaptive capacity in various sectors’ sustainability contexts.

This study aims to examine the impact of trust in the leader (TIL) as a mediating variable between the moral integrity (MI) of the leader and job engagement (JE) and to identify the consequent results that benefit officials in the surveyed institutions. The study population consisted of the employees of two public institutions (The Financial Supervisory Authority in the Governorate of Dhofar and the Directorate of Municipal Affairs in the Governorate of Dhofar). Primary data was collected from a convenient sample of 145 via an electronic questionnaire due to the directives related to social distancing in light of the global health crisis (COVID 19). The data were analysed using the Statistical Package for Social Sciences (SPSS) and Smart Partial Least Squares (Smart PLS). The findings of the study reveal that there is a statistically significant impact of the MI of the leader on the levels of JE on one hand and MI of the leader on the TIL, on the other hand. Moreover, it was also found that TIL partially mediates the relationships between the MI of the leader and JE.

Purpose The purpose of this paper is to investigate the current performance management system of the Sefwi Wiawso Municipal Assembly as well as the challenges faced by the Assembly in implementing its performance management system. Design/methodology/approach The specific design that was adopted is the case study approach. The primary data were gathered through in-depth interviews. In total, 20 heads of departments and employees were purposively sampled. The data gathered from the interviews were analysed using Miles and Huberman’s (1994) approach to qualitative data analysis. Findings The paper reveals that the performance management system of the Assembly has not been effective. The study also reveals poor communication, poor integration, low commitment by the top officials, absence of training, inadequate capacity for setting clear targets and objectives, and measuring and evaluation criteria for performance assessment, cultural issues, absence of rewards for good performance, financial constraints, weak and highly bureaucratic management systems as challenges facing performance management system of the assembly. Practical implications This study indicates that the training of supervisors and the linking of performance management systems with reward and recognition are key to ensuring an effective implementation of the performance management system of the Assembly. Originality/value This paper contributes to literature by examining the performance management system of the Sefwi Wiawso Municipal Assembly in the Western Region of Ghana by describing and drawing lessons from local government experiences in the implementation of performance management systems in developing countries.

This study assessed the current state of records management practices at the Kinondoni Municipal Council (KMC) in Dar es Salaam, Tanzania for good service delivery. Specifically, the study examined the state of the existing records management programme and identified the challenges encountered in managing records. The study employed a mixed methods research design that had recourse to both quantitative and qualitative approaches for data collection and analysis. Its sample of 64 respondents was selected from a population of 124 respondents using purposive sampling for top management officials and records and simple random sampling for other KMC employees comprising action officers and Human Resources Officers (HROs). Triangulation of data collection methods was employed using questionnaires, interviews, observations and documentary review. The key findings show that the KMC lacked an effective records management programme to ensure effective records management practices. Records management programme lacks institutional legal and regulatory framework, hence the largely ineffective records management practices at the KMC. Inevitably, the council contended with several challenges including lack of security measures, and lack of skills and lack of guidance from the Records and Archives Management Department (RAMD). Thus, the study recommends that the KMC should improve its records management programme by establishing legal frameworks, training staff and prioritising the records management unit.

The purpose of the article is to analyze the biographies of a number of representatives of the regional political elite, who in the period of 2018-2020 (mainly) due to incorrect, sometimes boorish statements and actions against citizens, became participants in public scandals. The authors focused on more than 80 biographies of leaders and employees of regional and municipal authorities. The structural and biographical analysis made it possible to determine to which generation this cohort of politicians belongs, the peculiarities of the spiritual and professional atmosphere of their socialization in the context of both their previous work and the time they came to power structures, geographical and regional aspects, as well as the educational level. The factors that determine the tendency of the modern regional elite to harsh neoliberal rhetoric provoking public outrage and scandals are highlighted. Within the framework of the regional cut of the scandalous mass-elite communication, the Volga-Ural region turned out to be predominant. The statements and activities of politicians / officials from the central and (especially) southern regions were the least likely to find themselves in the center of public scandals.
