Abstract:
The article introduces a sociological survey that featured the development of conflict management skills in municipal employees of the Belgorod region. The methods involved a questionnaire survey and a semi-structured interview of Belgorod municipal authorities, teaching staff of the Higher School of Management of the Belgorod State University, and employees of the Institute of Regional Personnel Policy of Belgorod. The reasons behind the conflicts were divided into those caused by the specifics of the municipal service, the peculiarities of team relations, and the individual characteristics of a municipal employee. The results of the study can improve the practical work of municipal personnel departments or be used in teaching sociological disciplines. Further study is required to develop diagnostic methods to identify the conflict management skills in municipal officials, collect information, define conditions and patterns of development, draft resolution procedures, etc.

Using survey data, this study explored Alabama municipal employees and policy makers’ perception of urban trees, financing, governing, and information sharing regarding urban forest management. Results suggest that the importance of urban trees is widely recognized by local municipal employees and policymakers. They also believe that urban trees would increase property value and promote community pride. Ecological benefits were, however, less valued. Alabama, U.S. cities spent less than USD $60,000 per year on tree planting, tree maintenance, debris, and tree removal. Cities with a large population usually appear to spend more on urban trees; likewise, cities with higher household incomes and lower poverty rates would have higher expenditures on urban tree programs. Relatively minor differences were found among the three types of employees and administrators: mayors, council members, and administrators. The results indicate many municipal officials were not aware of, or informed about, related agencies providing urban tree management services.

Abstract:
The article considers the current state of municipal service as a special type of professional activity with a specific ethical complex. The increased interest in the development of local self-government in Russia is determined by a new stage in the reform of municipal service as a social-legal institution and one of the most important types of professional activity in the contemporary society. The efficiency of local self-government directly depends on the level of the local population involvement, on the one hand, and on the municipal employees’ moral awareness of their activities, on the other. Professional ethics, due to its applied nature, performs an important task - specifies the general ethical principles of practical activity in relation to a particular profession. Ethical complex of municipal service as a regulator of the officials’ work ensures the efficiency of management activities, contributing to its increase. High requirements of professional ethics are mandatory for all employees; their fulfillment is the main condition for professionalism. In the contemporary society, professionalism, together with the corresponding knowledge, skills and abilities, forms the value-normative, ethical priorities of the individual, allowing to choose optimal formats for fulfilling one’s professional duties. Based on the analysis of legislative documents and the code of ethics, the article examines the criteria of professionalism and competence of the municipal employee, which are to increase the efficiency of their professional activities. Knowledge and compliance with the provisions of the Code is one of the criteria for assessing the quality of professional activity and official behavior. Professional culture is closely related to professional ethics; therefore, the development of professional culture helps to become a professional. The development of professional culture of municipal employees is ensured, on the one hand, by the legislative requirements; on the other hand, by the subjective perception of certain knowledge, abilities, values and norms of the code of ethics.

Nowadays, the digital transformation of the system of state and municipal government is gaining importance and relevance. Under these conditions, the image of a new, “digital official” is being formed, and appears on the Internet increasingly. Research interest in the problems of building a positive digital image of municipal employees in the modern Internet space is growing more and more. The article describes the results of a sociological survey of residents of the city of Yekaterinburg. The research methods included a questionnaire as well as an expert interview. The study revealed the factors influencing the build-up of a favourable image of municipal employees in the modern Internet space. The leaders were the “live” presence of the municipal employees themselves on the media Internet space, information openness, confidential communication between Internet users and municipal employees, open interaction, and active virtual participation of officials in the life of the city, as well as in solving the problems of citizens (including on social networks). It is also important to publish enticing, attractive content about the specific results of the professional activities of municipal employees. The paper formulates the problems arising in the formation of a favourable digital image of municipal employees in the modern Internet space and analyzes ways to solve them. They are: lack of information in the legal field, lack of a unified local government policy in this area, misunderstanding and fear on the part of employees. These challenges reduce the possibilities of the Internet as a tool for shaping the image not only of employees but also of the authority they represent. Skilful use of the Internet can create an atmosphere of respect and trust on the part of residents of the city of Yekaterinburg to the City Administration and municipal service, bring the level of dialogue between citizens and employees to a new level.

Abstract:
In this paper we intend to elaborate and to emphasise the importance of possibilities for professional development (professional training and further education) of employees in municipal administrations, as well as the importance of feedback in the appraisal procedure as intangible motivation strategy. Analysis of the findings showed that the organisational culture in municipal administrations reflects the interest of the employees in professional development, as the part of the hypotheses that employees have a need for feecback on their work and behaviour remained partially confirmed. The conclusion is that the departments for human resource management (human resource officials) cloud, within activities related to provision of advice and assistance to managers, point to possibilities of creating different channels for feedback in order to increase the motivation of employees, since feedback on job performance is considered as one of the most important factors to stimulate and strengthen the development of employees and improve individual performance.

Introduction. In accordance with the Bucharest Declaration of Ethical Values and Principles of Higher Education (2004), modern universities cannot be considered only as scientific and technical “factories” in isolation from values and ethical norms. In accordance with their mission in society, they should “contribute in every possible way to the establishment and inculcation of the highest moral standards”.In this article, the problem of training future government and municipal employees in the Russian universities of the country is actualised based on the analysis of the research results of their ethical attitudes in order to indirectly assess the effectiveness of anti-corruption training of students of specialised educational programmes in the areas of “Government and Municipal Administration” and “Law”.Aim. The present empirical study aimed to identify the ethical attitudes of future officials in comparison with future entrepreneurs, as well as with the employees of commercial companies and government officials.Methodology and research methods. The authors conducted an online research. The research involved 874 people. The main test sample (134 students) consisted of two groups: students of the speciality “Government and Municipal Administration” and “Law” (70 people), and students of business education programmes (64 people). The background sample consisted of the government and municipal employees (39.0% of the total sample) and the employees of commercial companies (36.5%), as well as the representatives of NGOs (6.8%). In the course of a comparative study, using the questionnaire “Moral Views (Amoralism)-2” by E. A. Bulgakova, and the scale of the “Dark Future” by Z. Zalessky, the authors tested the hypothesis on the samples of future officials and future business representatives. The tested hypothesis was based on some works of foreign authors and consisted of the fact that future Russian entrepreneurs were expected to have a higher degree of relativism (than future officials), supporting personal moral standards and rejecting universal moral principles.Results. The tested hypothesis was not confirmed by the research results. Compared to future entrepreneurs, future officials are significantly more likely to justify the act of appropriation, deception due to omissions, and revenge within the law. Future officials turned out to have higher indicators on the scales of cynicism, aggressiveness and hostility than students in the field of business education. In addition, future civil servants have more uncertainty about whether they will be able to take place in life, fears about possible collisions with life crises and difficulties, as well as anxiety for their future. Existing university ethics training programmes often only strengthen relativistic views and form deviant behaviour in the future.Scientific novelty. The scientific novelty of the study consists in the fact that the authors carried out theoretical analysis and empirical research, which consisted in the study of ethical attitudes among the representatives of two professional groups.Practical significance. As part of the development of training programmes, it is advisable to increase the emphasis on structurally mature ethical attitudes of professionals, especially state and municipal employees.

On issues not regulated by this Code of Ethics, generally accepted norms of conduct apply. Research results: the principles of employee ethics include honesty and integrity; modesty and restraint in behavior; honesty, responsibility and professionalism in the performance of official duties. Conclusions: ethics combines the principles and norms of morality, morality and human behavior.

Abstract:
This research aims to determine, from the perspectives of municipal workers, how a local municipality in Gauteng, South Africa, could enhance service delivery through organisational justice. As a concept, organisational justice refers to employees' perceptions of the fairness of organisational rules and policies, their actions and attitudes about their work, and their confidence in or mistrust of management. We contend that maintaining organisational justice may help could resolve various delivery service issues. Guided by the social exchange theory (SET), municipal workers' opinions were accessed through a qualitative research design. In-depth interviews were used as data collection tools. The collected data were examined iteratively and critically. It was found that Municipal employees thought a just workplace was one that was calm, where management distributed resources equally to all employees (distributive justice), applied policies and procedures consistently (procedural justice), provided truthful justifications for all decisions made (informational justice), and engaged in quality interpersonal interaction with all employees while putting organisational procedures into practice (interactional justice). However, processed data indicated that there was a disparity in resource distribution, a lack of transparency and participatory decision-making processes, a deficiency in information provision, and a culture of dismissiveness among municipal officials in the municipality. All these factors hindered effective service delivery.

The subject. The article is devoted to conflictology as one of the most relevant, almost significant, debatable problems in law theory, legal sciences, political science, philosophy, psychology and economics. The author analyzes specific examples of conflicts of interest in various corruption spheres and manifestations, for example, in the sphere of participation of economic actors in the procurement announced by state and municipal authorities.The purpose of the article is to identify the nature of conflicts of interest as the basis of corruption.The methodology. The author uses comparisons of common and private, cause and effect, patterns and randomness, content and form, essence and phenomenon, the transition of quantity into quality, as well as the methods of sociology and psychology.The main results, scope of application. The article analyzes the relationship between corruption and nepotism. The article discusses legal and moral ways to prevent conflict, the role of ethical standards in conflict prevention, regulatory framework for preventing and settling them, the ratio of conflict of interest and employee qualifications, balance of material and personal interest, Commissions to prevent conflicts of interest, guaranteeing the role of writing notice of a conflict of interest, Features of the notification procedure, moral means of preventing and resolve conflicts of interest. Exclusively legal methods are insufficient to prevent and eliminate conflicts of interest and corruption-related risks. A combination of legal and moral measures is necessary, and most importantly, the exclusion of kinship and other forms of nepotism in the formation of government bodies and the appointment of officials, the hiring of state and municipal employees. It is necessary to exclude formalism from the institution of competitive selection of civil servants.Conclusions. The elimination of the contradictions between some federal anti-corruption laws has much less effect on the state of corruption in the state than the flourishing nepotism. The exercise of official functions takes place in the form of law enforcement: if there is no application of the law – there is no corruption. The main emphasis should be directed to the process of forming the apparatus of state and municipal authorities, employees of state and municipal institutions, primarily in the educational sphere, on which the upbringing of new generations of employees depends, the steady observance of high professional and moral requirements imposed on state and municipal employees and teachers in schools and universities.

The primary objective of the current study was to conduct a survey on the job satisfaction of line managers in the City of Windhoek (CoW) Municipality. The identifying of such variables could empower the CoW Municipality to develop programmes and policies that are designed to improve their job satisfaction levels. The literature review confirmed the impact of motivation on the job satisfaction of employees, and, in turn, its impact on employee productivity, and, ultimately, on organisational performance. The level of job satisfaction experienced by an individual describes how content he or she is with his or her job. The purpose of this study was to measure the job satisfaction facets (supervision, relationship with co-workers, present pay notch, nature of work, and opportunities for promotion) among line managers in the CoW, and how such facets affected their overall job satisfaction. The non-probability sampling technique was adopted to collect data from 102 respondents from nine different departments by means of a structured questionnaire, resulting in a response rate of (N = 76), 75%. The study was, however, limited to the line managers in the CoW Municipality. Following on which the Cronbach’s alpha coefficient was used to determine the internal consistency or average correlation of items in the survey instrument. The Spearman’s rank correlation coefficient (Spearman’s rho) analysis was used to analyse the data with the aid of the Statistical Package for the Social Sciences (SPSS), version 16. In addition, the independent-samples t-test and the analysis of variance (ANOVA) were employed to empirically test the relationships between the employees’ job satisfaction and their gender and age. The findings showed a significant linear relationship between the existing levels of job satisfaction and job performance. Furthermore, the findings suggested that the employees were significantly satisfied with certain aspects of their jobs (the nature of the work, and their salary, supervision and co-workers), but not with the one aspect of their job (opportunity for promotion). They were, however, significantly satisfied with their jobs in general, with there being no significant difference between the male and female employees’ levels of job satisfaction. The analysis showed that promotion has a modest and positive effect on job satisfaction. The study concluded that the line managers were, in general, satisfied with their jobs. Thus, the results cannot be generalised to other departments and Local Authorities. The study needs to be replicated in other departments and Local Authorities, using the same method.

The provision of Employee Assistance Programme in a working environment such as a municipality is very crucial. In order to determine the effectiveness of the implementation of the programme to justify its existence to the outside world and to assess the impact of its fulfilment to its objectives, evaluation is therefore necessary. The aim of this research study was to ascertain the implementation of the EAP at the Makhado Municipality in Vhembe District with special focus on the employees’ awareness of the programme, its utilization and also the programme adequacy. A qualitative approach was used in this study. Forty two (42) employees of various ranks or level’s in the municipality were randomly selected to participate in the study, and they were from all the four main centres of the municipality i.e. Makhado, Waterval, Dzanani and Vuwani. Summary of the Main Findings A high percentage (81%) of the employees knew of the existence of an EAP within the municipality, and meetings appeared to be the main awareness strategy. − The attitudes of employees towards the EAP were positive, this state of affairs points to the usefulness of the EAP service. − The EAP provided by the Municipality was viewed as accessible by the majority of employees. − The utilization rate of the EAP in the Municipality was very low as only 17% of respondents indicated that they had utilized the service before. − The majority of referrals were conducted by supervisors while only 9.1% were self referral. The majority of respondents did not answer the question implying various reason/s and could also mean lack or poor knowledge and information about referrals within the programme. (iv Implementation of the EAP at Makhado Municipality in Limpopo Province − The majority of employees did not respond to the question on whether they were satisfied with the EAP within the municipality, and that could translate into low knowledge and information about the programme. − The majority of employees were generally happy with the current location of EAP in the municipality. − The majority of employees viewed EAP as confidential and the level of trust in the EAP staff was high. − The majority of employees were not aware of the EAP policy and never participated in its formulation. − The majority of employees felt that EAP services were useful, and this means that provision of proper information might encourage employees to use the service. − Most employees suggested that frequent dissemination of information to employees through meetings, workshops and other regular contact sessions could enhance the EAP in the municipality. Recommendations The following recommendations with regard to the employees’ familiarity with the EAP are important: o That more awareness sessions be conducted with all employees, especially those at regions unit so that adequate information is cascaded to all employees of the municipality. o The awareness sessions should be conducted at least quarterly involving all regions, and the EAP Advisory Committee should meet at least bi-monthly to discuss aspects to improve and enhance EAP services in the municipality. o It is also recommended that additional qualified EAP personnel, with at least minimum qualifications in Social Work and, or Social Psychology, or any relevant (v Implementation of the EAP at Makhado Municipality in Limpopo Province qualifications and experience in EAP be appointed to run the programme on full-time basis. o That evaluation of the programme implementation should be conducted using the participatory strategies such as suggestion boxes, arranging focus groups and bench-marking with other institutions. The recommendation to allow employees opportunities to submit suggestions, in-puts and give feedback regarding the programme will no doubt assist in the improvement and promotion of the programme. o The Makhado Municipality should utilize different marketing strategies as recommended by EAP literature, such as the following: i. The use of promotional material such as brochures, leaflets, and posters that are user-friendly and in languages understandable by all employees of the municipality. ii. Outreach programmes: The EAP unit needs to regularly visit all the regional offices of the municipality in order to intensify information sharing to employees about the EAP. These can also include decentralising EAP workshops to the periphery offices in order to reach the employees who are far away from the head office in Louis Trichardt. The above-mentioned could serve as effective strategies in promoting and maximising the visibility of the EAP, and may close the gap on information not reaching all employees in the municipality thereby increasing its penetration rate.

Abstract:
Promoting participation in EHAPs (employee health and assistance programs) by those employees most in need of health improvements is important to increasing the effectiveness of these programs. Programs which are designed to reduce perceived barriers to participation and to meet the specific needs and interests of these employees have resulted in higher participation. The purpose of this investigation was to determine the extent to which demographics and perceived health status were associated with employees preferences and perceptions of EHAPs. This was done through survey analysis of four hundred and one employees of a municipal government. It was found that there were no significant differences in employees' anticipated use of these programs based on any of the demographic or perceived health variables studied with the exception of the variable "current frequency of exercise". However, different interests in program components were apparent among the various sub-groups of employees. There were also reported differences among the sub-groups for preferred program times and facilities. There were significant differences among some of the sub-groups in reported barriers to the use of EAPs and in reported comfort in exercising with fellow workers. It was also found that current frequency of exercise was significantly related to perceived health status. From these observations, recommendations for promoting participation among these sub-groups have been made. This research has added to the understanding of the differences between the various sub-groups of employees in terms of their preferences for EHAP components and the barriers they perceive toward participating in these programs. A better understanding of these factors as they pertain to employees in other workplaces may aid in the development of programs which better meet the needs of these employees, and hence, may increase their participation in EHAPs.

The main focus was to assess the successes or inadequacies of the empowerment programmes previously offered to councillors by the King Sabata Dalindyebo Local Municipality. In order to achieve the research objectives an in-depth literature study was undertaken. A survey was also conducted to examine the level of empowerment being offered by the King Sabata Dalindyebo Local Municipality to its councillors and the data was collected by means of self-administered questionnaires. The literature study proved the hypothesis to be correct, which stated that empowered councillors could enhance effective public participation, effective communication which could result in effective service delivery. The empirical study revealed that certain councillors require adequate training in areas such as communication skills, council’s rules of procedures and new developmental mandate assigned to local government. The empirical survey also revealed that there is limited mutual trust between councillors and the senior officials, immediate intervention is required to restore trust between councillors and officials. It has been recommended that King Sabata Dalindyebo Local Municipality should not only provide regular “in house” training, but also training conducted by outside agencies is required. In certain instances, one may find that municipalities may not have fully capacitated persons for “in house” training. Thus, outside agencies which possess the relevant expertise such as universities and SALGA should be encouraged to also facilitate capacity training for councillors.

The training needs of managers in the public and private sectors were investigated and compared. Future trends in training that are foreseen by these managers were also researched. Forty-four public sector managers and 34 private sector managers completed a questionnaire covering such topics as: current training needs, current training efficiency, and future trends in training. Topics covered included an overview of the problem, identification and explanation of current trends in topical literature, results of the research, and conclusions drawn from the findings. The results indicated a small difference in current training needs of the two sectors. Recommendations for future studies included a larger sample population and a follow-up study of the private sector managers.

There is a perception that municipal employees are not committed to their jobs of delivering essential services to the residents.This perception is often exacerbated by media opinion that tend to project an unacceptable image about the work ethics and behaviour of public sector officials. Local government is at the coalface of services delivery in South Africa.Almost all complaints and service delivery protests are directed by communities to municipalities. This necessitates that local government employees should always be ready to serve the people with passion and vigour. From the advent of democratic dispensation in South Africa in 1994 the transformation of the public sector has become one of the central priorities of government.The Constitution of the Republic of South Africa (1996) sets the agenda of a developmental state and outlines objects of local government in Sections 152 and 153 of the supreme law of the land. Flowing from this Constitutional mandate a legislative and policy framework is enacted to guide the municipalities to ensure effective and efficient delivery of services to communities .In this respect the study argues that central to the delivery of services is the human capital. The researcher asserts that it is not the building or any other municipal asset that will ensure delivery of quality services to citizens, but the employees. Employees have a responsibility to ensure that goals and objectives of the OR Tambo District Municipality are realised. The researcher contends that there is a perception that there could be low levels of job satisfaction within the workforce of ORTDM .This could have a negative effect to the provision of basic services to the public .Thus this study is aimed to investigate factors that may affect employee satisfaction in the ORTDM. High level of job satisfaction amongst employees may cause ahighly dedicated and committed workforce. The consequence of that could be a positive impact on municipal performance.

AbstractIn the 1980s, the QwaQwa government established the Phuthaditjhaba Central Business District (CBD), locally known as Setsing. Currently, measuring approximately 60 ha, Setsing hosts a mixture of formal businesses in shopping complexes and a large informal sector trading on pavements. Setsing is enclosed by four of 13 township sections of Phuthaditjhaba that have limited vacant land for expansion. The enclosing townships consist of privately-owned residential homes, without any municipal land available to expand the CBD needed to address the business demands of Setsing. Sustainable Development Goal (SDG) 11 on making cities inclusive, safe, resilient, and sustainable is applied to address the issues stated in the study. The study employed exploratory qualitative research methods to determine the land use planning practices to allow the CBD to expand into the enclosing township sections and unlock economic value for property owners in these sections. The study participants included municipal officials, homeowners, business owners and property developers. Content analysis was used to determine land use management practices that will allow Setsing to expand and create possible spin-offs for the local economy. The chapter makes three contributions to Setsing through the UN Sustainable Development Goals. The first contribution is that homeowners felt that zoning interventions could assist with the expansion of Setsing. The second contribution plans for densification through increasing basic infrastructure to support the consideration of multi-storey buildings. The last contribution is the development of a new CBD with careful consideration that will not lead to a negative effect on livelihoods in the existing CBD.

AbstractQwaQwa is a former Bantustan, which consisted of 13 sections of the Phuthaditjhaba Township and 99 surrounding villages. On 1 January 2016, the Maluti-a-Phofung Local Municipality reported that the Fika Patso Dam, which supplies the majority of water to QwaQwa, had insufficient water, subsequently shutting it down. The community of QwaQwa had reportedly been struggling to access drinking water since 2016, which forced them to collect water from provisional or improvised municipal water tankers. This chapter documents the lived experiences of 11 communities in the greater QwaQwa area, highlighting their struggle to access adequate drinking water. The chapter proposes planning interventions for effective and sustainable water access and provision in QwaQwa. It also looks at Sustainable Development Goals 6 and 11 to address policy issues toward effective and sustainable water provision in QwaQwa. The study employed an exploratory sequential mixed-methods approach. The qualitative method administered 10 semi-structured interviews with key informants (municipal officials and political leaders) and three households for 326 min in total. A total of 571 household questionnaires were administered for quantitative data collection. Discourse and thematic methods were used for the qualitative data analysis, and descriptive and inferential statistics for the quantitative data analysis. The study established that post-apartheid’s ineffective planning for water access in QwaQwa, significantly and negatively affected the greater QwaQwa community, resulting in the local communities having to travel long distances to collect water. It took more time to collect water, while the water quantity decreased with an increased cost of accessing water. The misfortune of the QwaQwa water crisis presents a challenge for the attainment of UN Sustainable Development Goals 6 and 11 that require basic service provision and making cities more inclusive by the municipality.

AbstractThis chapter has a threefold aim: (1) to contextualize older persons’ inclusivity at municipal level as outlined in Goal 11 of the United Nations Sustainable Development Goals (SDGs) and international, African regional and South African law and policy frameworks; (2) to obtain an assessment of service delivery by local government, and (3) to reflect on gaps in service delivery and offer suggestions. Stratified sampling was used and information obtained through semi-structured interviews, emailed responses and focus groups from representatives (n = 17) on three local government levels, NGO representatives (n = 5), and officials from the South African Local Government Association (SALGA) and the Department of Social Development (n = 26). A sample of older persons (n = 302) from a rural area and two large towns in North West and Gauteng provinces completed questionnaires and participated in semi-structured interviews (n = 14) and focus groups (n = 22). Findings indicated compromised service delivery related to local government officials’ systemic, managerial, and capacity challenges. Municipal services were either non-existent or age-inappropriate. Local government’s unresponsiveness leaves older people at risk—particularly those who lack social networks. We present suggestions to address the disconnect between the intent of laws and policies for inclusivity and municipal service delivery, and the service delivery experiences of older persons.

AbstractIn this chapter, we first summarise the findings from the country chapters on the multiple meanings of SA, documenting terms, translations and contrasting understandings between citizens and public officials. Second, we highlight how civil mobilisation tends to be cyclical over time and is often mediated by brokers. Strategies to spur stakeholders into action rely on a delicate balance of both collaboration and confrontation. Third, we examine the responses from authorities to SAIs, finding that reactions are uneven and that all civic innovators fear appropriation or co-optation by officials. Fourth, we assess overall outcomes of Arab SAIs and highlight that the transformative potential of SAIs exists especially at municipal level, if four conditions for success are present (trust, proximity, endorsement, evaluation). We also point out that the actual outcomes of SAIs in Arab societies have, so far, been limited due to design deficiencies (emphasising short-term objectives and limited context sensitivity) or because of officials’ resistance in active or passive forms. We characterise SAIs as a discursive action format that is best understood with a relational approach to power. In a final section, we formulate recommendations for activists, officials and donors on how to make SAIs more effective.

AbstractThis chapter revisits research from the 1980s and 1990s and analyses the collective profile of the Danish municipal CEO (MCEOs) and its evolution since the 1980s. The analysis shows the embeddedness of the MCEO position in (a) the formal structure of local liberal democracy, (b) the long-term historical trends of public sector expansion, which in the Danish (Nordic) context primarily took place at the local government level, and (c) its associated large, expanding multi-task municipal organizations influenced by (d) national policy priorities and (e) globally diffusing models of governance, such as the new public management (NPM) reform wave of the 1980s. The analysis provides a unique portrait of the changing profile of the MCEOs managing these organizations, which currently employ around 18% of the Danish workforce and 56% of public employees, spend more than 60% of public consumption, and deliver most of the core services of the Danish welfare state. Building on primary and secondary data and previous as well as the most recent research, the chapter provides crucial new knowledge of management and leadership in Danish local government.

AbstractUsing Ghana, Madagascar, Nigeria, and Senegal as case studies, this chapter elucidates the dynamics of trade and women empowerment in Africa through a qualitative analysis that involved focus group discussions (FGDs) and key informant interviews (KIIs) with managers and employers, and employees of SMEs, as well as government officials and Trade Support Organizations (TSOs). After presenting the operational context of trade and economic performance in the four candidate countries, the barriers to women’s participation in trade are discussed using the PESTLE framework. Our qualitative analysis shows that cross-cutting factors that influence job creation for women across the trade sectors include the nature of work, job demands in terms of physical strength and timing, and working conditions of employees. The chapter argues that trade has the potential to empower women. However, if finds that various challenges prevent women from maximizing the gains from trade and proposes that a strong public–private partnership is necessary for trade to lead to women empowerment.

The author examines the dependence and impact of the distribution of powers of local governments, the content of their functions, activities and tasks in the context of the formation of professional competence, professionalism and professional mobility of officials as subjects of labor and activity. The main idea of the article is that in Ukraine there is now a separation of local government from state. This exacerbates the problem of redistribution and separation of functions and, accordingly, tasks and powers, which will be reflected in the substantive characteristics of professionalism and professional mobility of officials as their current professional qualities. The subject of the study is the impact of decentralization, the process of transformation of public administration on the process of professionalization of local government officials. The research methodology consists in the integrated involvement of the following research methods: methods of analysis: system analysis; complex analysis, decompositions, sequential comparison method and logical and dynamic methods; structural and functional method to clarify the basic concepts. The article uses construction methods: system method; methods of forecasting and planning processes, modeling method; method of structuring goals. The abstract-logical method was used for theoretical generalization and formulation of conclusions. The purpose of the study is to develop areas for improving personnel policy in local governments in Ukraine, through meaningful disclosure of the concepts of «human resources», «professional potential», «professionalism», «professional mobility» in relation to the professional group of local government officials, outlines problems and possible approaches to improving these potentials in Ukrainian realities. The result of the article is a set of main areas of development and improvement of personnel policy and activities of the structural unit for staff development in local government, which are designed to develop professional mobility as a modern top quality of officials. The conclusions indicate the need to improve the forms and methods of working with local government officials, the reserve of personnel, the use of mechanisms and principles of formation and implementation of personnel policy in local governments, creating organizational conditions, addressing the issue of rational selection, placement and professional development personnel through a comprehensive assessment of staff, in particular professional potential, including the activity expression of the latter. The time has come for radical changes in the content of training, retraining and advanced training, self-education of local government officials, which would correspond to the new powers and competencies of local governments, based on professional potential and suitability, aimed at achieving high professionalism and professional mobility, including high professional culture. From the author's point of view, it is necessary to provide for the allocation of funds in local budgets for the training of municipal employees in the amount of at least 4% of the salary fund. It is also necessary to strengthen the protection of local government officials from involvement in election campaigns, from unjustified dismissals of officials, in particular in cases where there is a renewal of politicians and leadership of local governments.

Abstract We do not have any direct information about whether or not city officials in Asia were paid. One inscription tells us that the agoranomos Aristarchos, son of Demetrios, from Erythrae, used the proceeds from his office to embellish his city by having a marble altar built. However, this inscription refers to an ex-official. Such proceeds are likely to have come from fines and dues which the agoranomos and probably other city officials had the right to impose. A letter of Eumenes II to Tyraion in Phrygia shows that the proceeds from the office of the agoranomos in a subject city went to the royal treasury. Inscriptions from Asian cities reveal that gymnasiarchs could impose small fines in Ceos, as ynomoi in Pergamum, neopoioi in Samos, agoranomoi in Selymbria, and other officials elsewhere. At least some offices in Hellenistic Athens could bring in revenues as well.

In 2019, the Green Cities submitted the first proposal for the Green Norm. The Green Norm is a set of practical recommendations mainly for politicians, officials and urban development officials. Green cities introduce this norm as a critical strategy for competitiveness. More and more people are moving to big cities, so we must consider climate-neutral solutions as the municipalities set an example. The number of green and climate-neutral towns in Europe and Latvia has constantly been increasing over the last decade, and their competitiveness is also growing. Liepaja is one of the 112 Pioneer cities in the EU which has joined the challenge of climate-neutral cities. One way to be more climate-neutral is to reduce the consumption of pollution and resources in the municipality. Digitization of internal and external municipal services opens the way in this direction. In this study, the authors focus on digitizing the municipality's internal processes and employees' motivation to change their habits and assessing resourcesaving opportunities. The study aims to assess the readiness of municipal employees and detect weak points for the transition to complete internal process digitization to reduce the environmental impact and resource consumption. The study uses surveys and data statistical processing methods with SPSS. As a result of the study, proposals have been developed to improve employees' digital skills to increase municipal green competitiveness.

Sustainable architecture is important to minimize negative impact of building. In this paper we concentrate on the problem from people with disability point of view. For them one of must important factors of sustainable architecture in public space is the problem connected with architectural barriers. In presented paper we conducted an analysis of hidden factors of architectural barriers on example of municipal office in Sosnowiec in southern part of Poland. During the research we analyzed the needs of persons with disabilities (perceived quality) and their assessment in terms of the level of quality of services provided by the municipal offices. We analyzed twenty fourth variables connected with architectural barriers in the municipal office and its neighborhood. We analyzed following variables: office location (easy to reach), a sufficient number of parking spaces, Z3 - parking spaces for the disabled near the entrance of the office, a clear marking of parking spaces for the disabled, watch for unauthorized persons occupying seats for the disabled, facilities for disabled people in the office, elevators for disabled guests, toilets suitable for disabled guests, handrails of the stairs, a system of ramps and ramps for the disabled, the doors have a width that allows entry wheelchair, anti-slip floor, equal level thresholds and floors, pavement and curbs around the office adapted for the disabled, website provides information for people with disabilities, website readable for people with visual disabilities, officials are turning to people with hearing difficulties by means of a suitable device, officials are talking with a person of hearing in a separate room, the office's employee who knew sign language, officials can serve the customers with guide dog, the office is equipped with a special frame to allow signing a document, the visually handicapped person allows the presence of a trusted person who acquainted her with the content of signed documents, the city council does not contain architectural barriers hindering the movement of physically disabled person, an overall assessment of architectural barriers at the office. Next we conducted factor analysis to identify main hidden factors of architectural barriers.

This paper presents some of the results of a research that was carried out in 2019–2022 in municipal councils in southern Slovakia, in order to dtermine the required competencies, including language skills, of administrative staff. There are a number of municipalities in southern Slovakia where the proportion of the Hungarian minority is higher compared to the proportion of population of Slovak nationality. In such settlements, the dominant language of municipality officers is usually the minority (Hungarian) language, as it is used more often by their clients, compared to the state language. The presentation points out the language-related difficulties encountered from the minority position in the daily work of municipal officers. During oral administration, the officers use translanguaging (or code switching) due to which state language loanwords (mainly the words of administrative terminology) are included in the minority language. This ‘occasionally created’ language, at times when officers use their whole linguistic repertoire, contributes to efficient oral administration, as this language is understood by the administrative officers and the clients as well. However, it is different when the administration is extended to written communication. In this case, the administrative officers must be able to translate texts received from the state or public authorities so that they can be communicated in the language of the minority. Most of the employees have not received training in professional translation, moreover, the municipal officers are not thoroughly familiar with the special administrative terminology in the minority language, and therefore, they do not have the appropriate vocabulary to translate the state language texts into the minority language (Szabómihály 2002). This presentation examines the Hungarian language competence of the officers working at the mayor’s office in one southern Slovakian village and in one town, on the basis of official statements posted online, translated and created by the employees. The presentation examines only those posts where the source text is written in the Slovak state language, and the target language is the language of the minority (Hungarian), and which meet the following criteria: 1. are related to COVID-19 virus and epidemic 2. information related to the local government office (local taxes, opening hours of local government institutions, etc.) 3. are shared in the first half of 2020 The results show that the Hungarian target written texts are usually simplified (compared to the texts in the state language) due to a lack of knowledge of minority terminology, and contain contact-induced phenomena that characterize the contact variety of the Hungarian language in Slovakia.

Abstract:
Remuneration of politicians is a relevant social issue that is worth to research. Salaries of local representatives in the Czech Republic are set by law and their size is in case of municipalities derived by municipal population. At the same time municipal councils are free to choose, how many elected officials will serve full time and get paid for that service and how many will keep their proper jobs or entrepreneurships and serve only part time and get quite symbolic remuneration. This choice may result in substantial differences in total related budget expenditure in otherwise similar municipalities. The purpose of the paper is to describe the system of local elected officials’ remuneration and its evolution since 2010 and to analyse municipal expenditure on elected officials’ remuneration in Czech towns with 10 to 50 thousand inhabitants between 2010 to 2018. A key part of the research is the collection of data from local government budgets, their processing and construction of appropriate indicators. Subsequently, these indicators will be analysed through the basic statistical methods resulting in comparison of the selected municipalities.

Customs officials must be able to act in terms of non-standard, crisis situations, bear social and ethical responsibility for decisions made, give moral assessment of corruption and other violations of professional ethics; work in a team, be tolerant to social, ethnic, religious and cultural differences; and carry out effective business communication. The authors substantiates the relevance of the process of increasing the level of conflict competence of Customs students (Samara State Technical University), heads and officials of customs authorities. The results of various sociological studies conducted among employees and officials of customs authorities are presented. The authors analyzed the relationship of job satisfaction with subjective factors of the organizational environment (stress of the organizational environment, moral and psychological climate, comfort level of the organizational environment, staff loyalty level, etc.). Methodological recommendations for the formation of conflict competence among customs officials have been offered. The effectiveness of the proposed measures was evaluated using the DEA-method.

Abstract:
High-quality official statistics--from inflation to poverty rates--are essential for effective policymaking. Yet, little is known about the statistics officials who produce this statistical data. How competent are they at statistics? How motivated and ethical are they when producing statistics? And do National Statistical Offices (NSOs) manage them effectively? The answers are central to improving statistical capacity. Nonetheless, NSOs have not developed systematic measurement instruments to identify them. This pioneering publication addresses this gap. It presents the results of a survey of 13,300 NSO Employees in 14 Countries in Latin America and the Caribbean. Findings show that statistics officials and their characteristics matter. For instance, greater competence of statistics officials correlates with greater statistical performance of an NSO. Findings also show that most statistics officials are motivated in their jobs and committed to their NSO yet many struggle with basic statistical competencies and are not satisfied with their remunerations. Beneath the surface of average findings, however, lies a landscape of substantial variation among NSOs and within different departments inside the same NSO. These disparities are driven in part by differences in human resources management practices. Certain practices, for instance related to merit recruitment, adequate pay and performance feedback, are associated with greater staff motivation, integrity and competence. The report thus provides a data-informed roadmap to manage NSOs better and a survey instrument to help NSOs around the world measure their own management and staff.

E-learning is the use of the internet and ICT to access learning material, interact with the content, instructor, and learners, and acquire knowledge. Education has grown rapidly and transformed the present isolated, teacher-center face-to-face education into online. Despite the impact of e-Learning, there are many challenges in adopting and implementing it in higher education. Therefore, the main purpose of the study was to investigate the perspective of lectures, challenges, and opportunities of adopting online learning. The study conducted institutional-based mixed quantitative and qualitative study designs at the University of Gondar from June to October 2022. Simple random sampling techniques were employed to select study participants for the quantitative study and purposive sampling was used to select higher officials for an in-depth interview. A structured self-administered and in-depth interview guide questionnaire was used for the quantitative and qualitative data respectfully. Linear regression analysis conducted for the quantitative data while inductive thematic analysis was undertaken for the qualitative data. Thirteen (13) higher officials were involved in an in-depth interview and 366 instructors participated in the quantitative study. The majority of participants believed that e-Learning is applicable. However, almost all participants agreed that the infrastructures are inadequate at the University of Gondar. Five main themes emerged from an inductive thematic analysis which includes: perceptions of adopting online learning, challenges of adopting online learning, opportunities of adopting online learning, strategies to overcome challenges, and higher officials’ willingness and support. Most instructors and all higher officials are willing and happy to adopt. Internet connectivity, electric power, computer access, and poor perception of instructors, students, and employees will be a challenge to adopting e-Learning. Capacity-building training for the instructors and supporting teams and fulfilling infrastructures for the successful implementation of e-Learning at the University of Gondar is recommended.

In local markets in Malawi, there are frequent tensions between market traders and the local councils who are responsible for the markets. This sometimes results in the traders refusing to pay market taxes. That in turn causes councils to refuse to provide services, to the markets themselves or to local populations more broadly. This paper reports on research into the circumstances in which these disputes are successfully resolved. The research covered eight local councils where such disputes have taken place. Some disputes were resolved; others were not. Information was obtained through 123 interviews and 12 focus group discussions with top council officials, council employees directly working with vendors, vendors, vendors’ committees, councillors, mayors, and leaders of civil society working in local governance.

When COVID-19 swept into the United States in early 2020, it upended two patterns of behavior critical to transportation funding: how people traveled and where economic activity occurred. This study explored how, one year into the pandemic, experts in California believed that the COVID-19 pandemic was impacting local transportation budgets. We interviewed 34 funding experts who represented local transportation and public works departments, state officials, and municipal finance experts. In these conversations, conducted from December 2020 to March 2021, we asked interviewees how they saw COVID-19 impacting their overall local transportation budgets in the short and long term as well as which specific revenue sources were particularly effected. Key findings were as follows: the transportation revenue impacts from COVID-19 varied greatly by place, mode, and type of local government; public transit was the mode that experienced the most drastic change in transportation revenues; federal coronavirus relief funds allowed essential services to continue through the pandemic; the shift to telework had an enormous impact on transportation budgets by changing the location of taxable activities and thus reallocating revenue differently across local jurisdictions; and COVID-19 spotlighted long-term challenges with both motor fuel taxes and the distribution of sales tax from online purchases.

The research on smart transportation in the United States has centered on large metropolitan areas. The adoption of smart transportation technologies in small-and medium-sized cities outside of large metropolitan areas is less studied and understood. This study examined the adoption of smart transportation technologies in small-and medium-sized cities in Central California. The analysis was based on the online survey responses from 29 transportation officials and professionals who worked for 18 municipal government departments and six metropolitan planning organizations (MPOs) in Central California as well as in depth semi-structured interviews with seven of them. The study showed that smart transportation in small-and medium-sized cities was mainly car-centric. Slightly more than half of the survey respondents were either unsure or suspicious about the usefulness of smart transportation technologies in addressing local transportation problems. The study revealed several barriers to the adoption of smart transportation technologies in small- and medium-sized cities including insufficient funding, limited staff capacity, a lack of coordination among small cities within a region, small population sizes, and low-density of development. The interviews suggested that some of these barriers, particularly the funding issue, were more complicated than they first appeared. We offer four major policy recommendations based on the findings from this study.

This case study is one of ten international studies developed by the Korea Research Institute for Human Settlements (KRIHS), in association with the Inter-American Development Bank (IDB), for the cities of Anyang, Medellin, Namyangju, Orlando, Pangyo, Rio de Janeiro, Santander, Singapore, Songdo, and Tel Aviv. At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. Anyang, a 600,000 population city near Seoul is developing international recognition on its smart city project that has been implemented incrementally since 2003. This initiative began with the Bus Information System to enhance citizen's convenience at first, and has been expanding its domain into wider Intelligent Transport System as well as crime and disaster prevention in an integrated manner. Anyang is evaluated as a benchmark for smart city with a 2012 Presidential Award in Korea and receives large number of international visits. Anyang's Integrated Operation and Control Center (IOCC) acts as the platform that gathers, analyzes and distributes information for mobility, disasters management and crime. Anyang is currently utilizing big data for policy development and is continuing its endeavor to expand its smart city services into areas such as waste and air quality management. Anyang's success factors are the government officials' continuous willingness towards service development and the establishment of cooperation system among the smart city-related organizations.
