Abstract:
Objective Government policy and planning set the direction for community decisions related to resource allocation, infrastructure, services, programs, workforce and social environments. The aim of the present study was to examine the policy and planning context for oral health promotion in Victoria, Australia, over the period 2007–12. Methods Key Victorian policies and plans related to oral health promotion in place during the 2007–12 planning cycle were identified through online searching, and content analysis was performed. Inclusion of oral health (and oral health-related) promotion initiatives was assessed within the goals, objectives and strategies sections of each plan. Results Six of the 223 public health plans analysed (3%) included oral health ‘goals’ (including one plan representing nine agencies). Oral health was an ‘objective’ in 10 documents. Fifty-six plan objectives, and 70 plan strategies related to oral health or healthy eating for young children. Oral health was included in municipal plans (44%) more frequently than the other plans examined. Conclusion There is a policy opportunity to address oral health at a community level, and to implement population approaches aligned with the Ottawa Charter that address the social determinants of health. What is known about the topic? Poor oral health is a significant global health concern and places a major burden on individuals and the healthcare system, affecting approximately 50% of all children and 75%–95% of adults in Australia. The Ottawa Charter acknowledges the key role of policy in improving the health of a population; however, little is known about the policy emphasis placed on oral health by local government, primary care partnerships and community health agencies in Victoria, Australia. What does this paper add? This is a review of oral health content within local government (municipal) and community health plans in Victoria, Australia. What are the implications for practitioners? The findings identify several opportunities for public health and community health practitioners and policy makers to place greater emphasis on prevention and improvement of the oral health of Victorians through policy development.

In Australia, local government plays an essential role in emergency management, although not a provider of emergency services. The role of supporting emergency services and the community both during and after emergencies has been a traditional role. Added to this is an increasing responsibility as the focal point for the conduct of local mitigation using risk analysis, prioritization, and treatment under the methodology of emergency risk management. This role is part of a shift in the emphasis of emergency management in Australia away from the strong focus on emergencies and the emergency services, towards an emphasis on the sustainability of the community and its life in the context of the risk of loss posed by natural and other hazards. Models of municipal emergency risk management planning are presented to assist municipalities to connect or even integrate their emergency management planning processes with other similar community safety activities such as crime and injury prevention.

In 2010 National Registration for nurses was established which was likely to impact the role of the maternal and child health nurses (MCH) in Victoria. This study explored the perceived impact of the national changes to the MCH nurse workforce in Victoria following the implementation of national registration and a proposed national service framework. A qualitative exploratory descriptive design was employed with the purpose of exploring the knowledge, attitudes and beliefs of Key Stakeholders (KSH) to the recent changes and perceived impact to Victorian MCH nurses. The significance of this study lies with understanding the gaps in current knowledge of KSH to the national changes. Outlined briefly in this paper will be main findings from the KSH. This involved interviewing 12 KSH from management positions, including Local Government Coordinators, Policy Advisors to the Department of Education and Early Childhood Development, the Municipal Association of Victoria, along with academics from Universities that provide postgraduate Child and Family Health education programs for the MCH nurse qualification. Date was transcribed verbatim and content analysis used. Categories were developed by identifying recurrent patterns from the data, labels were then chosen which reflected the participant’s words: “common standard”; “losing our identity”; “universal service”; “we do it well” and “imposed from above”. Overall the KSH were concerned how the disparity in education and qualifications would be resolved and the effect this would have on the service. Findings from this study highlight the importance of comprehensively investigating services offered by all jurisdictions and using collaboration, communication and leadership to effectively introduce change.

Country life may not be as healthy for children as we would like to think. More rural children under five years of age die as the result of accidents than their city counterparts. To raise awareness of this problem, the Child Accident Prevention Foundation of Australia is conducting a Rural Child Safety Project with the Southern Mallee Councils Group in Victoria over a twelve month period. The project was launched in Swan Hill on 21 August 1991 by the Hon. Caroline Hogg, Minister for Ethnic, Municipal and Community Affairs. The launch took place at a local Primary School and was attended by local government representatives and community leaders.

The Wimmera River is central western Victoria's most important river, rising in the Grampians National Park, filling storages that supply the major water supply to the vast Wimmera and Mallee regions. It passes through the Little Desert National Park, an area of significant scenic, recreation, historical and conservation value and terminates in Victoria's largest inland freshwater lakes (Lakes Hindmarsh and Albacutya). The brittleness of the whole closed Wimmera River system, and the over committal of the water resources was brought to the public's attention when appeals were lodged against the proposal to licence a discharge of high standard secondary effluent from an extended aeration oxidation ditch and lagoon treatment facility at Horsham. Residents, user and community groups, Municipal Councils and Government Departments, aware of the deterioration of the Wimmera River had somewhere to focus their attention. Victoria's and possibly Australia's longest environmental appeal, lasting twenty-five days, and a State Environment Protection Policy, determined that all major point sources of nutrients should be removed from the River. More resources for clearing of unwanted emergent weeds, more facilities for protection of Crown Land and catchments generally, and the implementation of environmental summer flows as piping of the Wimmera-Mallee Stock and Domestic System proceeds, are all required. A River Management Board with strength, wealth, good public relations and a dedication to the task could make the Wimmera River an example for all Australia and a tourist attraction of immense value to the region.

Abstract:
Decisions about urban forests are critical to urban liveability and resilience. This study aimed to evaluate the range of positions held by urban forest managers from local governments in the state of Victoria, Australia, regarding the management and governance challenges that affect their decision-making. This study was based on a Q-method approach, a procedure that allows researchers to evaluate the range of positions that exist about a topic in a structured manner based on the experiences of a wide group of people. We created statements on a wide range of urban forest management and governance challenges and asked urban forest managers to rate their level of agreement with these statements via an online survey. Managers generally agreed about the challenges posed by urban development and climate change for implementing local government policies on urban forest protection and expansion. However, there were divergent views about how effective solutions based on increasing operational capacities, such as increasing budgets and personnel, could address these challenges. For some managers, it was more effective to improve critical governance challenges, such as inter-departmental and inter-municipal coordination, community engagement, and addressing the culture of risk aversion in local governments. Urban forest regional strategies aimed at coordinating management and governance issues across cities should build on existing consensus on development and environmental threats and address critical management and governance issues not solely related to local government operational capacity.

The trained local government facilitation teams then delivered GMB workshops to community stakeholder groups from 13 local government areas (LGA)s.Main outcomesTraining in CBSD was conducted with council facilitation teams in 13 LGAs, followed by the local delivery of GMB workshops 1–3 to community stakeholders. Causal loop diagrams (CLD) representing localised drivers of mental well-being, healthy eating, active living or general health and well-being of children and young people were developed by community stakeholders. Locally tailored action ideas were generated such as well-being classes in school, faster active transport and access to free and low-cost sporting programmesResultsOverall, 111 local government staff participated in CBSD training. Thirteen CLDs were developed, with the stakeholders that included children, young people and community members, who had participated in the GMB workshops across all 13 council sites. Workshop 3 had the highest total number of participants (n=301), followed by workshop 1 (n=287) and workshop 2 (n=171).ConclusionsLocal facilitation of the CBSD process has developed community informed and locally relevant CLDs that will be used to lead local action to improve the well-being of children and young people. Training employees in CBSD is one approach to increase systems thinking capacity within local government.

Abstract:
River Nzoia is the largest river draining into the Kenyan portion of Lake Victoria. This river receives both point sources of pollution from industrial and municipal wastes, and non-point sources from agricultural runoff in the catchment. The objective of this study was to simulate dissolved oxygen (DO) and biochemical oxygen demand (BOD) of the middle section of River Nzoia using MIKE 11 model. The model was calibrated using discharge and water quality data for 2009 and validated with March–April 2013 data. The model performance was good with coefficient of determination (R2) values of between 0.845 and 0.995, Nash–Sutcliffe efficiency values of between 0.748 and 0.993 and percent bias of less than 10 for both calibration and validation of electrical conductivity (EC), DO and BOD. EC and BOD values were lower for April compared to March which could be attributed to dilution during high flows. DO values were above the recommended minimum level of 4 mg/l in all the sections of the river in the wet period but some sections had lower than 4 mg/l during low flow period. The government agencies such as Water Resources Management Authority and National Environment Management Authority should enforce the effluent standards to ensure that industries and wastewater treatment plants adhere to the maximum allowable limit for BOD and also improve their treatment efficiencies of wastewater plants so as to improve the quality of River Nzoia which is important in the overall management of the Lake Victoria basin.

Increasingly, primary care services are required to use data to assess their local population's health needs and plan services. This paper reports focus group discussions of service providers' perceived current practice, issues and needs related to obtaining and using data for planning services in two local government areas of Melbourne. Six groups were conducted with nominees from two municipal councils, four divisions of general practice, three community health services, three hospital networks and eight community organizations. Two groups were conducted with planners and data providers from the Department of Human Services, Victoria. The 66 participants had a broad range of experience in using data to assess local population health needs. Participants reported that issues limiting the use of data related to: access to data (lack of awareness, contacting the right person, poor communication between data providers and users, resource constraints, lack of central access); gaps in data; quality of data (inconsistent definitions and collection, currency, ties to funding); applicability of data (unfriendly format, problems with aggregated versus small area data, non-matching data sets, lack of contextual information); and support for data use in local population health planning. If local population needs assessment is to lead to better health outcomes, service providers need access to high quality data presented in formats that are applicable to their communities. They also need practicable planning methods, skills training and support in using data for local population needs assessment and service planning.

Abstract:
This paper discusses the current state of play in Victorian municipal public health planning and practice. It questions whether a legislative vehicle is still appropriate to realise local government's potential to affect its populations' health. The paper draws on four recent studies focused on the metropolitan experience. The impact of the radical local government restructuring in the mid-1990s and Compulsory Competitive Tendering were evident in the overlapping findings. These included: increased legitimacy for planning; an ambivalent policy environment; inconsistent support within councils; a paradox about external collaboration; limited community participation; and confusion about models for municipal health planning. However, there was a complex tapestry of positive and negative stories, perspectives, capacities and public health practices, reflecting the sectors' inherent geographical and political diversity. The continuing constraints on effective practice suggest that a reliance on State government legislation as the driving force for councils' approach to public health might no longer be the most productive approach. Public health advocates within and across councils need to help councils develop their own local rationales for action. To support this, the State government should act to create a more supportive and consistent policy environment.

Abstract:
Purpose of the study: This study aims to investigate the opportunistic behavior of local government heads in Indonesia using discretionary spending (grant spending, social assistance, and financial assistance) to win an election. Methodology: The study uses logistic regression on 133 samples of district/municipal governments in Indonesia prior to the election period. Main findings: The study finds no evidence that the average proportion and growth of discretionary expenditure affects the electability of incumbents in Indonesia’s local government head elections. That is, the use of discretionary spending is not sufficiently effective to attract sympathy from voters. Applications of the study: The results of the study provide inputs, especially for incumbents, to help focus more on performance, as it is proven that it leads to a higher probability of being re-elected, rather than the use of discretionary spending as an election-winning strategy. Government and NGOs should inform voters to be more cautious about the opportunistic behavior of their leaders. Novelty/originality of the study: Although some previous studies have examined the use of discretionary spending by incumbents, there has been little research, which provides evidence that such spending for political purposes can in fact help to win elections.

On 6 March 1701, the municipal government of Puebla de los Angeles received a cédula commanding the performance of an oath ceremony, orjura del rey, for the new Bourbon monarch, Philip V. Twelve days later, a second cédula arrived, ordering the celebration of royal funerary honors, orexequias reales, for the last Spanish Habsburg king, Charles II. Puebla's municipal leaders, orregidores, attributed great importance to public ceremony and began planning for the events immediately upon receiving Queen Mariana's instructions. Like the political elites of many early modern cities, Puebla's councilmen consistently dedicated a significant share of the city's resources to mount spectacles to commemorate such events as viceregal entrances, patron saints’ days, royal births and marriages, and Spanish military victories. These occasions provided local leaders with opportunities to instruct the populace in the authority of the king's primary representative, the primacy of the Catholic faith, the power of the city's leaders, the importance of hierarchy in colonial society, and the loyalty due the royal family and the Spanish Empire.

Abstract:
In 2018, the City of Victoria, British Columbia, Canada removed a statue of Sir John A. Macdonald from the grounds of City Hall. As Canada’s first prime minister, Macdonald is both revered for the role he played in Confederation and vilified for enacting and promoting racist if not culturally genocidal policy initiatives aimed at destroying Indigenous cultures in the last part of the 19th century. Set in the context of truth and reconciliation politics playing out across the country, this article explains the removal of the monument and the social reactions it provoked, using the sociologies of moral panic and moral regulation. By focusing on one city council’s efforts to interpret and act on the moral imperatives associated with political reconciliation in post-colonial Canada, insights are provided into some of the practical challenges and potential contradictions that municipal governments can encounter when they adopt idiosyncratic strategies to atone for historical injustices in non-transitional democratic nations.

The strengthening of political identities, including the use of Islamic populism, has widely been used to explain the electoral victories and defeats of candidates at the municipal, provincial, and national levels. However, no study has been found to investigate this phenomenon in the village elections (pilkades) of Yogyakarta, Indonesia. Our research, conducted in ten villages, did not find a tendency to use Islamic populism. Rather, in two villages—Baleharjo, Gunungkidul, and Temon Kulon, Kulon Progo—we identified an interesting phenomenon: the principle of inclusivity was used to ensure that competition was open to candidates of all backgrounds, including religious minorities. This article seeks to investigate this trend, which enabled religious minorities to be elected to the highest position within the village government: chief. It finds that minority candidates' electoral victory was made possible by several factors. Importantly, Islam's limited penetration into suburban Java restricted its ability to be used for identity politics in village elections.

After the introduction of the direct election for the ltalian mayors in l993, the comune of Naples has become one of the most relevant example of the so called "metro politan spring". Antonio Bassolino obtained a quasi plebiscitary consensus thanks to his ambition program of radical change. After about twenty years from that experience, the local election of 20ll is also the first to follow the long Bassolino's government. Yet it provides significant common elements to the post-Tangentopoli municipal consultation, starting from the diffuse anti-party mood and the adverse criticism against past admini strations. The two elections are both cases for the construction of personal leadership and for the spread of a direct relationship between candidate and citizenship, in the fra mework of the dismissal of the traditional political parties. ln this article a comparison wil be proposed through an analysis of electoral data and newspapers articles, in order to underline similarities between the Bassolino's and De Magistris' victories and to re construct the context in which they occurred.

Abstract:
The study shows how imperial rituals (traditionally used at the meeting of the emperor or to celebrate the anniversaries of his reign) become part of national commemorative practices in Lviv. The process of adaptation and use of the European tradition of patriotic mass events in the city is demonstrated on the examples of Polish historical anniversaries. The connection between the constitutional reforms in the state and the transition of national celebrations from the private to the public sphere is highlighted. It is alleged that in the second half of the 19th century in Western Europe became popular mass events designed to strengthen the position of ruling elites. In the Russian and Austro-Hungarian empires celebrated the birthdays of rulers, in France – the republican holidays, in Germany – the anniversaries of military victories. With the help of railways, it was possible to gather large masses of subjects in one place under one pretext, thus «turning» them into a nation. It was stated that celebrating past Polish victories was a much safer occupation for Polish elites than preparing for a new uprising. Even more patriotic than the usual «organic work». Therefore, commemorative practices have become extremely popular in Halychyna. As noted, in the days of mass politics, the Polish political nation could no longer be limited exclusively to the nobility, it was necessary to involve the Masurian peasants and the bourgeoisie in the national project. And since there was fierce competition among various political groups, mass events «for the people» had to be interesting and understandable to the general public. It was found that historical events were not only «mentioned», they were also interpreted and popularized accordingly. Depending on who organized the celebrations and to whom such activities were directed, either the democracy of the former Commonwealth, or the peaceful coexistence of different nations («Poland, Lithuania, and Rus’»), or the military victories of kings, or sacrifice, loyalty and the courage of the bourgeoisie were brought to the fore. The methodological basis of the study comprises the principles of historicism, objectivity, and systematics. General scientific and special research methods were used in solving the set tasks: historiographical analysis, generalization, chronological, retrospective. The scientific novelty of the work lies in a comprehensive analysis of the state of the study of the issue in modern historiography and a comparison of existing data with the available evidence of the time. And also in the complex analysis of mass actions as the phenomenon. Based on modern research and source material, it is shown that with the growing role of local self-government, the Polish historical narrative began to dominate over the general imperial in the public space of Lviv. At the same time, it maintained a semblance of loyalty to the central government, taking full advantage of constitutional freedoms to advance the national «agenda». Over time, there were changes in the senses that reached the general public through rituals: kings and victories were replaced by the constitution of May 3, which provided rights and freedoms for the «people» in the modern sense of the term. And with the aggravation of interethnic relations, the militarization of mass celebrations became more visible, when the municipal guards were no longer the municipal guards, but members of the scout organizations, which symbolically replaced the Austrian military on the city streets. Prospects for further research are that this period was very full of similar actions, which have not yet been the subject of research by historians. Their analysis will help to better understand the processes that eventually led to the well-known events in Lviv after the First World War.

Abstract:
Public parks offered many attractions to Victorian Londoners: natural beauty, healthful fresh air, facilities for sports and socializing, and grounds for civic pride. The efforts of individuals, private groups, and government officials increased the number of public parks in the metropolis from about a dozen at mid-century to more than 200 in 1898. Parks became integral parts of city life and stimulated the development of a diverse community of park users. These citizens did not hesitate to express their views about appropriate behavior for public space, demonstrating their role in the public sphere. While park users differed in class, gender, age, religion, and politics, most agreed that the city's public spaces should encourage “respectability” and good citizenship, especially as an example to children. When these values, vaguely defined though they were, seemed threatened by specific park behaviors, the community displayed a remarkable consensus. Two particular types of park use—public displays of affection by “courting couples” and the presence of “verminous persons” (mostly vagrants)—aroused public opinion in the 1890s and early 1900s to moral panic. Reluctant royal and municipal park authorities were pressured into passing more restrictive park laws in both cases, though the “problems” themselves did not disappear.This article explores how these crises developed and why public reaction to them was so vehement. The material reality behind the “courting couples” and “verminous persons” crises, as far as can be determined, seems not to justify the level of outrage that occurred. The strength of public reaction must reflect the extreme sensitivity of a culturally unstable community in the process of redefining itself and its values. Public parks changed patterns of social interaction in the late Victorian city, bringing diverse citizens into proximity by creating new common spaces. Early nineteenth-century class discrimination against workers and the poor in public space then gave way to a new form of exclusion that emphasized individual behavior rather than inherited status.

Abstract:
The article analyzes students’ ideas about the sports environment of the city and their attitude to a healthy lifestyle. The author conducted a sociological study in which students of leading universities of Yaroslavl were interviewed. It was found that a significant number of young men and most girls from families who belong to highly resource groups regularly attend the gym (fitness, aerobics) and swimming pool. In addition, it was revealed that, in general, boys, regardless of the type of families, are more involved in sports than girls. It has been established that for students from families that belong to highly resource groups, the main reasons for which students observe the daily routine and are physically active are associated with the attitudes received from their parents. For male students from families that belong to medium and low resource groups, the main motive for going in for sports are sports victories, as one of the ways of self-affirmation. New acquaintances are more important for girls than for boys when playing sports. It was revealed that the more affluent the respondent's family, the more infrastructurally developed micro district he lives in, and the more he is satisfied with the conditions for physical culture and sports. It is also established that regardless of the material well-being of their families (parents), financial support from any level of government motivates them to play sports. The study is of interest to state and municipal authorities involved in culture, sports and youth policy, as the opinion of students is presented depending on the financial situation of the respondents' families, gender characteristics, age and taking into account the level of education of parents. The activities aimed at improving the sports infrastructure of the Yaroslavl city and promoting a healthy lifestyle among students is proposed.

In common with higher tiers of government worldwide, Australian state governments often adopt highly interventionist ‘one-size-fits-all’ policies aimed at improving local government efficiency and performance. In this article, we employ recent expenditure data to investigate empirically the short-term impacts of rate capping on municipal expenditure in the Australian state of Victoria and to explore whether it had differential effects on spending by different types of local authorities. We find that while total spending did not fall, budgets for ‘invisible’ services, like aged care and disabled services, did decline. Our analysis also shows that the impact of rate capping on the various types of municipal expenditures is uneven between the different categories of local authority. Our findings add to the existing literature on local government finance by demonstrating that the impact of rate capping varies according to different expenditure types classified by local council categories in a non-linear population framework.

Abstract Background The Victorian Health Promotion Foundation (VicHealth) is an Australian state-based government agency with a remit to promote health by targeting physical activity, diet, mental wellbeing, tobacco use and alcohol consumption. Population health data is crucial to this work. This paper reports on the measures and methods used in surveillance, examines the prevalence of risk factors in sub-populations and use of risk factor data in local policy and planning. Methods The VicHealth Indicators (VHI) cross-sectional population telephone survey of behavioural and attitudinal health risk factors involved interviews with 22,819 respondents aged 18 years+ from the state of Victoria in 2015. Means or percent prevalences (with 95% CIs) of indicators are presented. Statistically significant differences between the state level and sub-population estimates were deemed to exist when confidence intervals of estimates did not overlap. Use of the data in local policy was assessed through an audit of 77 Municipal Public Health and Wellbeing Plans for 2017–2021. Use in municipal plans according to the municipality’s geographical region type and SES was analysed using Welch’s ANOVA. Results The average vegetable intake was 2.2 serves per day, far below the national guidelines of 5 serves per day, and only 4 in 10 Victorians were sufficiently active. Young males were twice as likely to be at high risk of alcohol harm compared to the state estimate. Women were twice as likely to feel unsafe walking after dark compared to males. There was a consistent pattern of significantly less favourable results for people living in outer metropolitan areas and a socio-economic gradient was evident for most risk factors. Almost 50% of municipalities used VHI data in their local policy plans. Use of VHI data was significantly higher in high SES municipalities and significantly lower in low SES municipalities relative to the mean. Conclusions The findings indicate the need for continued targeted action on behavioural risk factors, particularly diet and physical activity, and that more intensive policy and practice action is required to address health inequities to ensure that all Victorians can experience good health. Increased support for low SES municipality policy planning may be warranted.

Inspiradas pela problemática da espacialização das relações de dominação de classe na urbanização das cidades e da incipiente presença do recorte de raça como central para compreensão desta questão, as autoras convidam os leitores a compartilharem de uma "ficcionalização do passado", (Pesavento, 2003) na linguagem da história em quadrinhos. A partir da perspectiva da personagem Vitória a narrativa busca lançar luz sobre um imaginário possível do ser menina e negra nesta época e enfoca as micro resistências cotidianas (Scott, 2002) de combate aos estereótipos e à discriminação acionadas pela menina. Esta produção de uma "ficção controlada", como a chama Pesavento, propõe não apenas falar de um passado que se "inventa" a partir de fontes de pesquisa primárias e secundárias disponíveis no presente (relatórios da municipalidade, notas de imprensa, mapas e plantas oficiais, atas de vereança, desenhos e literatura), mas também convida o leitor a refletir sobre possíveis quebras de dicotomias entre verdade e ficção, ciência e literatura. This production of a "controlled fiction", as called by Pesavento, proposes not only to talk about a past "invented" from sources of primary and secondary research available at the present (the municipality reports, press releases, maps and official plans, municipal government minutes, drawings and literature), but also invites the reader to reflect on possible breakages of dichotomies between fact and fiction, science and literature.Key words: Urban History. While a voluminous empirical literature has investigated cost efficiency in local government, until recently no effort has been invested in decomposing municipal performance into its persistent efficiency and transient efficiency components. In this paper, we estimate persistent and transient cost efficiency that might be attributed to managerial and environmental factors in the Victorian state local government system in Australia using stochastic frontier analysis over the period from 2014/2015 to 2018/2019. In addition, we seek to contribute to the empirical literature on local government performance by estimating differences in cost efficiency between urban and rural councils and the relationship between the transient cost efficiency and the overall cost performance of Victorian local councils. We find that the overall cost efficiency (OCE) of local councils is highly correlated with transient (short term) cost efficiency and that urban councils are more cost-efficient than their rural counterparts. Various public policy implications are then considered.

Abstract:
It is difficult to talk about real democracy in our history of the democratic system except for the first periods of the Democratic Party (DP) between 1950 and 1954. A few years after the 1960 Constitution was implemented and the first periods of Turgut Özal (Motherland Party -ANAP) between 1984 and 1989, the Justice and Development Party (AKP) period after 2002 until 2010. Turkey has been controlled by the Justice and Development Party (AKP) since 2002. After some reforms initially, the AKP government showed growing contempt for political rights and civil liberties. Following an attempted coup in 2016, the country’s authoritarian nature was established entirely, prompting a harsh crackdown on perceived leadership opponents. In 2017, constitutional amendments concentrated power in the hands of the President. As a result of the negativities experienced and the changes in the system, according to the 2021 Freedom House report, Turkey’s new category is “not freedom.” While President exerts tremendous power in Turkish politics, hopefully, opposition victories in the 2019 municipal elections demonstrated that presidential authority was not unlimited. There were several steps in Turkey’s transition from democracy to autocratic rule. These stages should be well understood and analyzed in the countries where democracies declined, and necessary precautions should be taken.
