Abstract:
Objective Government policy and planning set the direction for community decisions related to resource allocation, infrastructure, services, programs, workforce and social environments. The aim of the present study was to examine the policy and planning context for oral health promotion in Victoria, Australia, over the period 2007–12. Methods Key Victorian policies and plans related to oral health promotion in place during the 2007–12 planning cycle were identified through online searching, and content analysis was performed. Inclusion of oral health (and oral health-related) promotion initiatives was assessed within the goals, objectives and strategies sections of each plan. Results Six of the 223 public health plans analysed (3%) included oral health ‘goals’ (including one plan representing nine agencies). Oral health was an ‘objective’ in 10 documents. Fifty-six plan objectives, and 70 plan strategies related to oral health or healthy eating for young children. Oral health was included in municipal plans (44%) more frequently than the other plans examined. Conclusion There is a policy opportunity to address oral health at a community level, and to implement population approaches aligned with the Ottawa Charter that address the social determinants of health. What is known about the topic? Poor oral health is a significant global health concern and places a major burden on individuals and the healthcare system, affecting approximately 50% of all children and 75%–95% of adults in Australia. The Ottawa Charter acknowledges the key role of policy in improving the health of a population; however, little is known about the policy emphasis placed on oral health by local government, primary care partnerships and community health agencies in Victoria, Australia. What does this paper add? This is a review of oral health content within local government (municipal) and community health plans in Victoria, Australia. What are the implications for practitioners? The findings identify several opportunities for public health and community health practitioners and policy makers to place greater emphasis on prevention and improvement of the oral health of Victorians through policy development.

In Australia, local government plays an essential role in emergency management, although not a provider of emergency services. The role of supporting emergency services and the community both during and after emergencies has been a traditional role. Added to this is an increasing responsibility as the focal point for the conduct of local mitigation using risk analysis, prioritization, and treatment under the methodology of emergency risk management. This role is part of a shift in the emphasis of emergency management in Australia away from the strong focus on emergencies and the emergency services, towards an emphasis on the sustainability of the community and its life in the context of the risk of loss posed by natural and other hazards. Models of municipal emergency risk management planning are presented to assist municipalities to connect or even integrate their emergency management planning processes with other similar community safety activities such as crime and injury prevention.

In 2010 National Registration for nurses was established which was likely to impact the role of the maternal and child health nurses (MCH) in Victoria. This study explored the perceived impact of the national changes to the MCH nurse workforce in Victoria following the implementation of national registration and a proposed national service framework. A qualitative exploratory descriptive design was employed with the purpose of exploring the knowledge, attitudes and beliefs of Key Stakeholders (KSH) to the recent changes and perceived impact to Victorian MCH nurses. The significance of this study lies with understanding the gaps in current knowledge of KSH to the national changes. Outlined briefly in this paper will be main findings from the KSH. This involved interviewing 12 KSH from management positions, including Local Government Coordinators, Policy Advisors to the Department of Education and Early Childhood Development, the Municipal Association of Victoria, along with academics from Universities that provide postgraduate Child and Family Health education programs for the MCH nurse qualification. Date was transcribed verbatim and content analysis used. Categories were developed by identifying recurrent patterns from the data, labels were then chosen which reflected the participant’s words: “common standard”; “losing our identity”; “universal service”; “we do it well” and “imposed from above”. Overall the KSH were concerned how the disparity in education and qualifications would be resolved and the effect this would have on the service. Findings from this study highlight the importance of comprehensively investigating services offered by all jurisdictions and using collaboration, communication and leadership to effectively introduce change.

Country life may not be as healthy for children as we would like to think. More rural children under five years of age die as the result of accidents than their city counterparts. To raise awareness of this problem, the Child Accident Prevention Foundation of Australia is conducting a Rural Child Safety Project with the Southern Mallee Councils Group in Victoria over a twelve month period. The project was launched in Swan Hill on 21 August 1991 by the Hon. Caroline Hogg, Minister for Ethnic, Municipal and Community Affairs. The launch took place at a local Primary School and was attended by local government representatives and community leaders.

The Wimmera River is central western Victoria's most important river, rising in the Grampians National Park, filling storages that supply the major water supply to the vast Wimmera and Mallee regions. It passes through the Little Desert National Park, an area of significant scenic, recreation, historical and conservation value and terminates in Victoria's largest inland freshwater lakes (Lakes Hindmarsh and Albacutya). The brittleness of the whole closed Wimmera River system, and the over committal of the water resources was brought to the public's attention when appeals were lodged against the proposal to licence a discharge of high standard secondary effluent from an extended aeration oxidation ditch and lagoon treatment facility at Horsham. Residents, user and community groups, Municipal Councils and Government Departments, aware of the deterioration of the Wimmera River had somewhere to focus their attention. Victoria's and possibly Australia's longest environmental appeal, lasting twenty-five days, and a State Environment Protection Policy, determined that all major point sources of nutrients should be removed from the River. More resources for clearing of unwanted emergent weeds, more facilities for protection of Crown Land and catchments generally, and the implementation of environmental summer flows as piping of the Wimmera-Mallee Stock and Domestic System proceeds, are all required. A River Management Board with strength, wealth, good public relations and a dedication to the task could make the Wimmera River an example for all Australia and a tourist attraction of immense value to the region.

Decisions about urban forests are critical to urban liveability and resilience. This study aimed to evaluate the range of positions held by urban forest managers from local governments in the state of Victoria, Australia, regarding the management and governance challenges that affect their decision-making. This study was based on a Q-method approach, a procedure that allows researchers to evaluate the range of positions that exist about a topic in a structured manner based on the experiences of a wide group of people. We created statements on a wide range of urban forest management and governance challenges and asked urban forest managers to rate their level of agreement with these statements via an online survey. Managers generally agreed about the challenges posed by urban development and climate change for implementing local government policies on urban forest protection and expansion. However, there were divergent views about how effective solutions based on increasing operational capacities, such as increasing budgets and personnel, could address these challenges. For some managers, it was more effective to improve critical governance challenges, such as inter-departmental and inter-municipal coordination, community engagement, and addressing the culture of risk aversion in local governments. Urban forest regional strategies aimed at coordinating management and governance issues across cities should build on existing consensus on development and environmental threats and address critical management and governance issues not solely related to local government operational capacity.

The trained local government facilitation teams then delivered GMB workshops to community stakeholder groups from 13 local government areas (LGA)s.Main outcomesTraining in CBSD was conducted with council facilitation teams in 13 LGAs, followed by the local delivery of GMB workshops 1–3 to community stakeholders. Causal loop diagrams (CLD) representing localised drivers of mental well-being, healthy eating, active living or general health and well-being of children and young people were developed by community stakeholders. Locally tailored action ideas were generated such as well-being classes in school, faster active transport and access to free and low-cost sporting programmesResultsOverall, 111 local government staff participated in CBSD training. Thirteen CLDs were developed, with the stakeholders that included children, young people and community members, who had participated in the GMB workshops across all 13 council sites. Workshop 3 had the highest total number of participants (n=301), followed by workshop 1 (n=287) and workshop 2 (n=171).ConclusionsLocal facilitation of the CBSD process has developed community informed and locally relevant CLDs that will be used to lead local action to improve the well-being of children and young people. Training employees in CBSD is one approach to increase systems thinking capacity within local government.

Abstract:
River Nzoia is the largest river draining into the Kenyan portion of Lake Victoria. This river receives both point sources of pollution from industrial and municipal wastes, and non-point sources from agricultural runoff in the catchment. The objective of this study was to simulate dissolved oxygen (DO) and biochemical oxygen demand (BOD) of the middle section of River Nzoia using MIKE 11 model. The model was calibrated using discharge and water quality data for 2009 and validated with March–April 2013 data. The model performance was good with coefficient of determination (R2) values of between 0.845 and 0.995, Nash–Sutcliffe efficiency values of between 0.748 and 0.993 and percent bias of less than 10 for both calibration and validation of electrical conductivity (EC), DO and BOD. EC and BOD values were lower for April compared to March which could be attributed to dilution during high flows. DO values were above the recommended minimum level of 4 mg/l in all the sections of the river in the wet period but some sections had lower than 4 mg/l during low flow period. The government agencies such as Water Resources Management Authority and National Environment Management Authority should enforce the effluent standards to ensure that industries and wastewater treatment plants adhere to the maximum allowable limit for BOD and also improve their treatment efficiencies of wastewater plants so as to improve the quality of River Nzoia which is important in the overall management of the Lake Victoria basin.

Increasingly, primary care services are required to use data to assess their local population's health needs and plan services. This paper reports focus group discussions of service providers' perceived current practice, issues and needs related to obtaining and using data for planning services in two local government areas of Melbourne. Six groups were conducted with nominees from two municipal councils, four divisions of general practice, three community health services, three hospital networks and eight community organizations. Two groups were conducted with planners and data providers from the Department of Human Services, Victoria. The 66 participants had a broad range of experience in using data to assess local population health needs. Participants reported that issues limiting the use of data related to: access to data (lack of awareness, contacting the right person, poor communication between data providers and users, resource constraints, lack of central access); gaps in data; quality of data (inconsistent definitions and collection, currency, ties to funding); applicability of data (unfriendly format, problems with aggregated versus small area data, non-matching data sets, lack of contextual information); and support for data use in local population health planning. If local population needs assessment is to lead to better health outcomes, service providers need access to high quality data presented in formats that are applicable to their communities. They also need practicable planning methods, skills training and support in using data for local population needs assessment and service planning.

Wendel (1994, p. 91) defined perceived organizational support (POS) as “organization support in terms of all things that relate to assistance and relationships amongst working peers and colleagues, which involve the feeling of need between superiors and subordinates . Rothbard (2001, p. 656) in defining job engagement (JE) listed two components which he thought were critical for its effectiveness on organizational functioning: (i) attention and (ii) absorption, with the former referring to “cognitive ability and the amount of time one spends thinking about the role”, while the latter “means being engrossed in a role and means the intensity of one’s focus on a role”. Organizational citizenship behavior (OCB) was first introduced by Organ in the 1980s and he defined the concept of organizational citizenship behavior “as discretionary behaviors by individuals (employees) that do not form part of formal requirements of a job, but are necessary and promote effective functioning of the organization (Organ, 1988)”. The objective of study was to explore the relationship between perceived organizational support and job engagement and their effect organizational citizenship behavior. Other relationships that were tested were first, the direct relationship between POS JE. Secondly, the combined effect of POS and JE on OCB. The study was conducted amongst nurses at Victoria hospital, in Alice within the Nkonkobe district municipality. The results showed a significant relationship between JE and OCB, whilst the relationship between POS and OCB was not accepted. The results for the other two hypotheses that were tested; (i) relationship between POS and JE, (ii) combined effect of POS and JE on OCB also showed that they were not accepted. The consistency scores for these variables were of international level (n=106). The Pearson correlation coefficients were used for hypothesis testing.

Abstract:
This thesis investigates the development of radical politics in Liverpool in the first half of the nineteenth century and argues that distinctive events and trends in Liverpool exercised an important influence on the activities of the Reform Movement nationally between 1848 and 1854. It addresses two important but largely neglected areas of historiography: first, the political history of Liverpool in the years between the abolition of the slave trade and the mass influx of Irish refugees in mid-century, during which time the town rose to commercial pre-eminence; secondly, the influence of major provincial centres such as Liverpool on politics at the national level. The origins of Liverpool’s reformist Town Council of 1835-1841 are traced and show a continuity of thought and personalities over several decades against a backdrop of Tory paternalism and institutionalised corruption. The new reformist administration is seen as laying the foundations of a modern society through good governance, financial economy, civil liberty and innovation. On the Corn Laws issue, Liverpool’s reformers were reluctant to follow Manchester’s lead, preferring to pursue free trade on a broad front. This study follows their progress and shows how, ultimately, their thinking on financial reform influenced Cobden’s “National Budget” and remained an ever-present stimulus for several decades. The most prominent of Liverpool’s radical reformers was Sir Joshua Walmsley, whose achievements in both municipal and national politics have received much less attention from historians than they have merited. This study details the influences and experiences in his early career and then traces how, through political dexterity, he pushed parliamentary reform to the forefront of the national political agenda and established the National Parliamentary and Financial Reform Association in 1849. The influence exerted by his Liverpool background on both his political development and style of campaigning may be seen throughout his parliamentary career.

Abstract:
A central feature of public sector reform in Australia in the past decade or so has been the introduction of competition into service markets that were previously monopolised by public agencies. The adoption of more competitive strategies by these agencies has usually been accompanied by changes in their organisational culture - found in their structures, modes of operation and in internal and external relationships, as well as in the underlying values orientation of the organisation. The introduction of compulsory competitive tendering (CCT) in local government in the state of Victoria reflected criticisms of the performance of traditional local government bureaucracies and a determination by the state government to secure a change in local government culture. This study investigates the impact of CCT on local authorities in Victoria, and explores the changes to organisational culture that have occurred. It assesses the extent to which the changes are consistent with a 'post-bureaucratic' conception of public organisations. The study presents evidence that cultural change has occurred in Victorian local authorities, particularly in the establishment of new organisation structures, a more entrepreneurial or outward focused orientation, and the development of more market focused and customer oriented service delivery systems. While cultural changes may not have progressed as far as intended by the Victorian government, they represent a more radical approach to local government reform than in other Australian states - so radical that they present a serious challenge to long-held views of the role of local government in the community. The thesis reveals that the new competitive environment may itself generate new problems such as transactions costs and erosion of trust within local councils and enables senior managers to assert stronger control over the council. It is this control, together with the technocratic or top-down approach to reform taken by the state government, which has constrained the development of model post-bureaucratic local government organisations in Victoria. In particular, it seems that senior managers are more intent on reshaping their organisations than in encouraging the greater market responsiveness anticipated in the post-bureaucratic model.

This chapter considers the practices, cultures, and institutional development of local government between the Municipal Corporations Act of 1835 and the Scottish and Welsh Local Government Acts of 1994. The chapter pays special attention to local government’s centrality to Victorian conceptions of the state and to the important role which Victorians assigned to local government in furthering ‘political education’ among an ever-growing body of parliamentary voters. The chapter goes on to contrast the vitality of Victorian and early twentieth-century local government with the declining profile of local government during the second half of the twentieth century.

Information communications technology (ICT) has been identified as a key enabler in the achievement of regional and rural success, particularly in terms of economic and business development. The potential of achieving equity of service through improved communications infrastructure and enhanced access to government, health, education, and other services has been identified. ICT has also been linked to the aspiration of community empowerment, where dimensions include revitalizing a sense of community, building regional capacity, enhancing democracy, and increasing social capital. In Australia, there has been a vision for online services to be used to open up regional communities to the rest of the world. Government support has been seen “as enhancing the competence levels of local economies and communities so they become strong enough to deal equitably in an increasingly open marketplace” (McGrath & More, 2002, p. 40). In a regional and rural context, the availability of practical assistance is often limited. Identification of the most appropriate online services for a particular community is sometimes difficult (Ashford, 1999; Papandrea & Wade, 2000; Pattulock & Albury Wodonga Area Consultative Committee, 2000). Calls, however, continue for regional communities to join the globalized, online world. These are supported by the view that success today is based less and less on natural resource wealth, labor costs, and relative exchange rates, and more and more on individual knowledge, skills, and innovation. But how can regional communities “grab their share of this wealth” and use it to strengthen local communities (Simpson 1999, p. 6)? Should communities be moving, as Porter (2001, p. 18) recommends (for business), away from the rhetoric about “Internet industries,” “e-business strategies,” and the “new economy,” to see the Internet as “an enabling technology—a powerful set of tools that can be used, wisely or unwisely, in almost any industry and as part of almost any strategy?” Recent Australian literature (particularly government literature) does indeed demonstrate somewhat of a shift in terms of the expectations of ICT and e-commerce (National Office for the Information Economy, 2001; Multimedia Victoria, 2002; National Office for the Information Economy, 2002). Consistent with reflections on international industry experience, there is now a greater emphasis on identifying locally appropriate initiatives, exploring opportunities for improving existing communication and service quality, and for using the Internet and ICT to support more efficient community processes and relationships (Hunter, 1999; Municipal Association of Victoria and ETC Electronic Trading Concepts Pty Ltd., 2000; National Office for the Information Economy, 2002). The objective of this article is to explore whether welldeveloped and well-implemented online services can make a positive contribution to the future of regional and rural communities. This will be achieved by disseminating some of the learning from the implementation of the MainStreet Regional Portal project (www.mainstreet.net.au). To provide a context for this case study, the next section introduces some theory relevant to virtual communities and portals. Abstract:
The political architecture of government buildings and official monuments clearly formed an empire-related layer in the built environment of Europe. However, outside of the capitals, port- and industrial cities developed their own attachments to imperialism, mediated through exchanges, offices, or public buildings. In Victorian Glasgow, self-proclaimed ‘Second City of the Empire’, even the new town hall (1877–1889) was to be made part of the city’s imperial vocation. Façades referring to Rome and Venice and sculpture symbolising the British empire turned this municipal office into an imperial palace. However, this project by the civic elite rested on a hierarchic vision of the city and could not prevent doubts about Glasgow’s and Scotland’s position in the empire the from arising.

Abstract:
The chapter examines the Nakşibendi Sufi orders, Necmettin Erbakan, and their roles in reconstructing Islamic political identity and memories of the Ottoman Empire. The debate about the politics of identity is analyzed, as based on the experience of the Islamic parties of the National Outlook Movement (Welfare Party and the Virtue Party) between 1994 and 2001. The Welfare Party’s local election victory in 1994 resulted in its controlling nearly every municipal government in Turkey. Thus, the elected officials used the resources of the municipalities to criticize the Kemalist project by promoting Ottoman history, culture, and practices as an alternative. Rather than directly promoting Islamism due to legal constraints, they preferred to frame Ottomanism as a surrogate identity and ideology to criticize Kemalism.

Abstract:
This chapter examines the history of the National Front in the Var from its origins during the 1970s until its electoral victory in the 1995 Toulon municipal elections. From the recruitment of leaders, cadres, activists, and voters to the style of language used, the influence of French Algeria pervaded the development of the National Front in this part of France. By the 1990s, the Var section of the National Front was the largest of any party in France. This laid the foundations for a strong electoral performance. While the left lost ground, the non-Gaullist moderate right resisted electorally: it upheld a system of patron-client relations, remained united in party politics, and exercised influence at multiple levels of government. The moderate right helped the far right in this part of France by validating its anti-immigrant rhetoric and treating the National Front as a tactical partner.

Abstract:
This chapter examines the rapid swing from would-be authoritarian electoral control to democratic spring and back again. The end of the Second World War fostered the rise of democratic regimes across Latin America. In Mexico the shift was particularly marked for domestic reasons that included pent up demand, a powerful tradition of competitive politics and an increase in the level of violence necessary to rig elections. The emerging civilian elite consequently introduced under pressure primary elections inside the single party, which brought with them a new level of democratic representation. While elections remained flawed, committed voters could choose from a wide range of candidates and exercise a reliable veto power unpopular party choices. This was particularly the case in municipal elections, the ones that mattered most to voters. State and federal governments would let opposition victories stand when the cost of repression was too high. The ensuing polyarchy ended when the PRI ended primary elections in 1950. However the political genes and memories of representative local elections endured and were critical to the democratic transition of the later twentieth century.
