Abstract:
This chapter first locates Obama's politics and policy positions relative to the broad political and ideological objectives of U.S. foreign policy. The Obama doctrine is in process, but its tenets and principles are being set, in part, by an array of close advisors and political appointments whose own political roots are telling. Second, it assesses specific policies that have been espoused by Obama in terms of a general approach to foreign policy and policies aimed at specific regions. Third, it examines the Obama doctrine's fealty to what can be called the black foreign policy consensus, the set of evolved political and policy positions related to international affairs held overwhelmingly by black Americans historically and contemporarily. This is not a racial check specific to Obama, but a calculus that all presidents must face from the black community and its opinion leaders and activists.
