Abstract:
The aim of the research is the re-assessment of the flood risk when the sensitivity criteria used to evaluate the vulnerability are enhanced with adaptive-recovery capacity criteria and the exposure. Hence, in the proposed methodology, the vulnerability to flooding is addressed as a synthesis between the adaptive-recovery capacity, the exposure, and the sensitivity. To do so, a multicriteria ranking is proposed. The multicriteria ranking is based on the fuzziness in order to interpret the multicriteria synthesis of the widely-used multicriteria technique for order preference by similarity to ideal solution (TOPSIS) method. The case study areas are the Greek parts of the Nestos and Strymonas transboundary river basins.

Abstract:
Method of project multicriteria decision synthesis with decision success criterion is used for realisation of construction projects which require a proper analysis of constituent parts in close relationship of components. Scheme of this method is presented in Fig 3. Multicriteria decision project may be divided into several interrelated building processes and smaller projects. On every level of the whole project, the decision of closeness to ideal solution method is made and, on the basis of the obtained results, several alternatives are chosen. On every separate level, a number of alternatives is selected by the method user. It depends on complexity of the project and on requirements of interested parties. At the last decision stage, there is performed a synthesis using the chosen alternatives and relying on their interrelations. During decision process on the intermediate stages, having eliminated irrational alternatives, effective and precise results are achieved. The developed multicriteria decision synthesis method is one of the elements of the newly created group of multicriteria decision methods. Using this method algorithm, software is prepared that entirely manages the whole decision process from database filling to calculation and result processing.

Abstract:
Cloud Computing has changed the strategy of the way of providing different services to business and government agent as well as to sole users. Cloud Computing provides scalable and on demand services to users irrespective of their physical area. But this computing technology has many challenges. One of them is on demand resource allocation. In this paper a resource allocation method is proposed based on Analytical Hierarchy Process (AHP) called Multicriteria Preference Synthesis (MPS) method. MPS method combines many AHP synthesis methods (Additive Normalization, EigenVector, Multicriteria Synthesis etc.) to assign the priorities to the users' tasks. In MPS method Error Criteria is used to provide the consistency in providing the priorities to users' tasks if any violation is there.

Abstract:
Today there are many multicriteria evaluation methods used in building projects. They enable to make component (complex) evaluations of the task. Before a multicriteria evaluation of building facade complex process we develop a technological network model which represents technological systems and work performance variants graphically. We use technological network model junctions “cut” method for finding faster final result, for reducing alternative decisions number and facilitating calculations. This method permits to reject not irrational variants from calculations. Facade painting model consists of the following partial processes: surface preparing, priming, putting and painting. Making multicriteria decisions synthesis all these processes are interpreted as stages. It's necessary to determine the importance of each stage with respect to another stage (stage significance). To find stage significance it's possible to use expert, pair comparison methods, etc. Each stage consists of a certain number of alternatives. For comparison and evaluation of these alternatives, we produce a system of criteria (technical-economical indicators and qualitative characteristics). Using technological network junctions “cut” method, decision multistage synthesis method and carrying out multicriteria evaluation, it is possible to make a more precise alternative decisions analysis, evaluating the stage significance. This is very important for customers, contractors, projectors, etc.

Abstract:
For a multicriterion synthesis of nonlinear control systems, a simplified vector objective function is used that takes into account the limitations of the variable parameters, the limitations of overshoot and swing of the oscillations, and also the requirements for the minimum of the control time. As an example of the task of synthesizing the power unit control system during operation in maneuvering modes, the task of multi-criteria synthesis of the turbine control system with fuzzy regulators is considered.

Abstract:
As a result of the analysis of the domestic and foreign experience in field of ignorance research, the basic concepts and theoretical background of modeling of different types of ignorance (vagueness, uncertainty, inhomogeneity, incompleteness, inaccuracy, etc.) are investigated. The analysis shows that there are no established criteria and procedures for the identification and formalization of different types of ignorance, under the influence of which a set of source data is formed or analyzed. There are a significant number of methods for ignorance modeling, but there are no effective procedures for their systematic application in order to obtain reliable solutions. Therefore, an important task in this context is the formalization of the processes of identification of different types of ignorance that can affect the processes associated with the acquisition and analysis of source data set and reasonable choice of mathematical apparatus capable of identification and modeling the analyzed types of ignorance. Which in turn provides a theoretical basis for the synthesis of information technologies for decision support under different forms of ignorance. The concept of the normative theory of the synthesis of information technologies of intellectual support for the decision-making process under various kinds of ignorance has been proposed. The development of such a theory contributes to the formation and development of theoretical and practical aspects of the synthesis of information technologies for decision support, as a set of unified mathematical models and methods of intellectual and information support of the processes of formation and decision making in various fields of human activity, presented in the form of models, methods, approaches, procedures, techniques and algorithms for solving various applied problems. Within the framework of the concept of synthesis of information technologies, a procedure for choosing ignorance modeling method is proposed. Which presupposes the formation of a system of criteria that make it possible to unambiguously characterize the considered methods of ignorance modeling. Based on the formed system of criteria, decision rules for choosing a modeling method are synthesized. If, as a result of the performed procedure, more than one method was chosen, then for each candidate method a system of criteria for evaluating the effectiveness and efficiency of it is formed. The value of each criterion is expressed in numerical form, after which the problem of multi-criteria optimization is solved to select the optimal solution (method). The example of synthesis of decisive rules for choosing the mathematical formalism of ignorance modeling to solve multicriteria choice problems is given.

Abstract:
This paper presents an algorithmic, physics-based, design synthesis method aimed at facilitating synthesis through automated generation of a range of feasible and optimally directed design alternatives. The method assists designers in the exploration of performance limits and trade-offs for synthesis tasks as well as reducing design time through rapid, computational generation. The method introduced combines a multicriteria generate-and-test search algorithm, called Burst, with a Connected Node System (CNS) design representation and provides automatic links to multiphysics simulation for quantitative evaluation of design performance throughout the synthesis process. The CNS-Burst method is applied to two benchmark synthesis tasks in the domain of MEMS to validate the method. The solutions generated meet the modeled design requirements and the variety of designs generated offers designers the possibility of selecting devices according to their preferences among performance trade-offs. The potential for extension to larger, more complex MEMS design synthesis and optimization tasks is discussed.

Abstract:
Multicriterial design methodology with safety as one of the design objectives is presented. The aim of the paper is to analyze the influence of safety based design objectives on generated nondominated designs on the Pareto frontier. Possible improvements in nondominated designs are investigated by comparison to ones obtained with the standard design procedure when safety criteria are used as design constraints only. It is assumed that safety based objectives and targets act as attractors, driving nondominated designs along the constant cost/weight contours in design space towards its safer regions. Global safety objectives (for hogging/sagging modes), are based on the maximization of ultimate longitudinal strength in vertical bending calculated via the extended IACS incremental-iterative method. Applied compound safety measures for gross-panel (stiffened panel with associated girders) are based upon 34 failure modes, belonging to serviceability/collapse subsets. Objectives based on the maximization of safety measures are applied together with standard design objectives such as minimization of initial cost and weight. The following problems were solved with different sets of objectives: (a) minimize cost and weight objectives subject to safety constraints (used for reference), (b) only the maximization of local safety measures is added to (a) as additional objectives, (c) only the maximization of global safety measures is added to (a) as additional objectives, (d) maximization of safety measures ad (b) and (c) are added to (a) as additional objectives. For each of the problems (a–d) the developed design procedure is executed. It contains two basic tasks for structural design of realistic (non-academic) problems: (1) multicriterial optimization with topology / geometry design variables; (2) multicriterial optimization of gross-panels with scantling / material design variables. Design procedure steps are executed using a fast and balanced collection of analysis and synthesis modules/methods of the OCTOPUS design system: • Determination of design load sets; • MOGA / MOPSO based generation of nondominated designs for the selected ship structure; • For each design the following analysis blocks are executed: – calculation of ship’s primary and racking response fields, – calculation of ship’s ultimate longitudinal strength, – calculation of serviceability and collapse safety criteria on the gross-panel level. Comparisons of results, based on generated Pareto hyper-surfaces and on subset of preferred designs, are given for problems (a–d). Insights into the results of optimization process, using 5-D graphics for design and attribute spaces, are also presented. Design problems of modern RoPax and SWATH structures are used in case studies.

Abstract:
The increasing world energy demand as a result of society development brings forth a growing environmental concern. The use of high-efficiency alternative systems is becoming progressively more interesting due to economic reasons and regional incentives. The issue of finding the best configuration that minimizes total annual cost is not enough anymore, as the environmental concern has become one of the objectives in the synthesis of energy systems. The minimization of costs is often contradictory to the minimization of environmental impact. Multi-objective optimization tackles the conflicting objectives issue by providing a set of trade-off solutions, or Pareto solutions, that can be examined by the decision maker in order to choose the best configuration for the given scenario. The present work proposes a mixed integer linear programming model for the synthesis of a trigeneration system that must attend the electricity, heat, and cooling demands of a multifamily building complex in Zaragoza, Spain. The objective functions to be minimized are the overall annual costs and the overall annual CO2 emissions, considering investment, maintenance and operation costs. As a first approach, the single-objective configurations for each objective function are evaluated. Then, the Pareto frontier is obtained for the minimization of total annual costs and total annual CO2 emissions, allowing to obtain the best trade-off configuration, which brings results close to the optimal single objectives. It is worth mentioning that the treatment of the energy prices was simplified in order to keep on the same level of detail as energy CO2 emissions, which are given only on an annual basis. On the other hand, the optimization model developed can be further complicated in order to consider more complex situations.
