All federal systems face an internal tension between divisive and integrative political forces, striking a balance between providing local autonomy and representation on one hand and maintaining an integrated political community on the other hand. How multi-level systems strike this balance depends on the development of styles of either integrated politics, which creates a shared framework for political competition across the units of a federation, or independent politics, preserving highly autonomous arenas of political life. This book argues that the long-term development of integrated or independent styles of politics in multi-level systems can be shaped by two key elements of federal institutional design: the degree of fiscal decentralization, or how much is ‘at stake’ at each level of government, and the degree to which the allocation of policy jurisdiction creates legislative or administrative interdependence or autonomy. These elements of federal institutional design shape integrated and independent politics at the level of party organizations, party systems, and voter behaviour. This book tests these arguments using a mixed-method approach, drawing on original survey data from 250 subnational party leaders and aggregate electoral data from over 2,200 subnational elections in seven multi-level systems: Canada, the United States, Australia, Austria, Germany, Switzerland, and Spain. It supplements this with configurational analysis and qualitative case studies.

This book brings us back to the post-Vietnam era, when the US Air Force launched two new, state-of-the-art fighter aircraft: the F-15 Eagle and the F-16 Fighting Falcon. It was an era when debates about aircraft superiority went public — and these were not uncontested discussions. This book delves deep into the fighter pilot culture that gave rise to both designs, showing how a small but vocal group of pilots, engineers, and analysts in the Department of Defense weaponized their own culture to affect technological development and larger political change. The design and advancement of the F-15 and F-16 reflected this group's nostalgic desire to recapture the best of World War I air combat. Known as the “Fighter Mafia,” and later growing into the media-savvy political powerhouse “Reform Movement,” it believed that American weapons systems were too complicated and expensive, and thus vulnerable. The group's leader was Colonel John Boyd, a contentious former fighter pilot heralded as a messianic figure by many in its ranks. He and his group advocated for a shift in focus from the multi-role interceptors the Air Force had designed in the early Cold War towards specialized air-to-air combat dogfighters. Their influence stretched beyond design and into larger politicized debates about US national security, debates that still resonate today. A biography of fighter pilot culture and the nostalgia that drove decision-making, the book deftly engages both popular culture and archives to animate the movement that shook the foundations of the Pentagon and Congress.

What explains state responses to the refugees they receive? This book identifies two puzzling patterns: states open their borders to some refugee groups while blocking others (discrimination), and a number of countries have given the United Nations (UN) control of asylum procedures and refugee camps on their territory (delegation). To explain this selective exercise of sovereignty, the book develops a two-part theoretical framework in which policymakers in refugee-receiving countries weigh international and domestic concerns. Internationally, leaders use refugees to reassure allies and exert pressure on rivals. Domestically, policymakers have incentives to favor those refugee groups with whom they share an ethnic identity. When these international and domestic incentives conflict, shifting responsibility to the UN allows policymakers to placate both refugee-sending countries and domestic constituencies. The book then carries out a “three-stage, multi-level” research design in which each successive step corroborates and elaborates the findings of the preceding stage. The first stage involves statistical analysis of asylum admissions worldwide. The second stage presents two country case studies: Egypt (a country that is broadly representative of most refugee recipients) and Turkey (an outlier that has limited the geographic application of the Refugee Convention). The third stage zooms in on sub- or within-country dynamics in Kenya (home to one of the largest refugee populations in the world) through content analysis of parliamentary proceedings. Studying state responses to refugees is instructive because it can help explain why states sometimes assert, and at other times cede, their sovereignty in the face of refugee rights.

We present a rigorous but understandable introduction to the field of sampling theory for ecologists and natural resource scientists. Sampling theory concerns itself with development of procedures for random selection of a subset of units, a sample, from a larger finite population, and with how to best use sample data to make scientifically and statistically sound inferences about the population as a whole. The inferences fall into two broad categories: (a) estimation of simple descriptive population parameters, such as means, totals, or proportions, for variables of interest, and (b) estimation of uncertainty associated with estimated parameter values. Although the targets of estimation are few and simple, estimates of means, totals, or proportions see important and often controversial uses in management of natural resources and in fundamental ecological research, but few ecologists or natural resource scientists have formal training in sampling theory. We emphasize the classical design-based approach to sampling in which variable values associated with units are regarded as fixed and uncertainty of estimation arises via various randomization strategies that may be used to select samples. In addition to covering standard topics such as simple random, systematic, cluster, unequal probability (stressing the generality of Horvitz–Thompson estimation), multi-stage, and multi-phase sampling, we also consider adaptive sampling, spatially balanced sampling, and sampling through time, three areas of special importance for ecologists and natural resource scientists. The text is directed to undergraduate seniors, graduate students, and practicing professionals. Problems emphasize application of the theory and R programming in ecological and natural resource settings.

Is large-scale immigration to Europe incompatible with the continent’s generous and encompassing welfare states? Are Europeans willing to share welfare benefits with ethnically different and often less well-off immigrants? Or do they regard the newcomers as undeserving and their claim for welfare rights as unjustified? These questions are at the heart of what has become known as the “New Progressive Dilemma” (NPD) debate—and the predominant answers given to them are rather pessimistic. Pointing to the experiences of the US, where a multi-racial society in combination with a longstanding history of immigration encounters very limited welfare provision, many Europeans fear that the continent’s new immigrant-based heterogeneity may push it toward more American levels of redistribution. But are the conflictual US experiences really reflected in the European context? Immigration and Welfare State Retrenchment addresses this question by connecting the New Progressive Dilemma debate with comparative welfare state and party research in order to analyze the role ethnic diversity plays in welfare reforms in the US and Europe. Whereas the combination of racial patterns and party politics had and still has serious consequences for the US welfare system, the general message of the book is that these are not echoed in the Western European context. In addition, while many Europeans are very critical of immigration and prepared to ban immigrants from welfare benefits, both the institutional design of European welfare programs and the economically divided anti-immigrant movement prevent immigration concerns from translating into actual retrenchment in the core areas of welfare.

This article describes research and development on the automated creation of summaries of one or more texts. It defines the concept of summary and presents an overview of the principal approaches in summarization. It describes the design, implementation, and performance of various summarization systems. The stages of automated text summarization are topic identification, interpretation, and summary generation, each having its sub stages. Due to the challenges involved, multi-document summarization is much less developed than single-document summarization. This article reviews particular techniques used in several summarization systems. Finally, this article assesses the methods of evaluating summaries. This article reviews evaluation strategies, from previous evaluation studies, to the two-basic measures method. Summaries are so task and genre specific; therefore, no single measurement covers all cases of evaluation

Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public—private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.
