Abstract:
When their need to provide care and their need for paid employment are equally important, mothers try to combine both roles, often through part time employment, or to stagger these competing needs by taking employment breaks. Using data from the Household, Income and Labour Dynamics of Australia (HILDA) Survey1 this article analyses the resulting detriments to the ability of mothers to continue career paths across the occupational spectrum. Analysis of this data is used to argue that employment disadvantage is generated by mothers' inability to conform to `ideal worker' behaviour and therefore can be construed as `systemic discrimination'. Norms of `ideal' behaviour are shown to be stronger in occupations of high status and as a result mothers are at a greater risk of becoming excluded from employment within these occupations. Further, 26 percent of Australian working mothers will experience occupational exclusion, an event where further employment is secured only by moving down the occupational hierarchy to jobs of lower socio-economic status.

Over the last five decades the Australian labour market has changed profoundly, one prominent aspect being an increase in non-standard forms of employment. Using data from the first wave of the Household, Income and Labour Dynamics in Australia project, this article explores whether non-standard employment is associated with greater or reduced work—family conflict among employed parents and whether experiences vary by gender. We focus on three types of non-standard employment: part-time hours, casual and fixed-term contracts and non-standard scheduling practices. Regression analyses show that mothers who work full-time rather than part-time experience significantly greater work—family conflict. Casual employment is not linked to a reduction in work—family conflict for either mothers or fathers once we control for working hours. Even though mothers are the primary carer in most families, mothers do not report greater work—family conflict than fathers. We attribute this finding to gender differences in the time spent in employment.

Abstract This article uses random and fixed effects regressions with 743,788 observations from panels of East and West Germany, the UK, Australia, South Korea, Russia, Switzerland and the United States. It shows how the life satisfaction of men and especially fathers in these countries increases steeply with paid working hours. In contrast, the life satisfaction of childless women is less related to long working hours, while the life satisfaction of mothers hardly depends on working hours at all. In addition, women and especially mothers are more satisfied with life when their male partners work longer, while the life satisfaction of men hardly depend on their female partners’ work hours. These differences between men and women are starker where gender attitudes are more traditional. They cannot be explained through differences in income, occupations, partner characteristics, period or cohort effects. These results contradict role expansionist theory, which suggests that men and women profit similarly from moderate work hours; they support role conflict theory, which claims that men are most satisfied with longer and women with shorter work hours.

Part-time employment rates are increasing in Australia, for both women and men. However, gendered patterns in part-time employment status are typically associated with mothers’, rather than fathers’, transition to parenthood. This study uses data from the 2006 Negotiating the Life Course survey to investigate whether part-time employment reduces time pressure for women compared to men, when temporal job quality is considered. Our results show that women employed in shorter part-time hours had better time pressure outcomes, overall and at work, than women employed in longer part-time hours. Yet findings show that a lack of access to temporal flexibility and irregular work schedules negatively impact time pressure outcomes for both men and women. We conclude that time pressure benefits gained from being employed part-time, may be diminished when there is poor temporal job quality.

In most families today, childcare remains divided unequally between fathers and mothers. Scholars argue that persistence of the gendered division of childcare is due to multiple causes, including values about gender and family, disparities in paid work, class, and social context. It is likely that all of these factors interact, but to date researchers have not explored such interactions. To address this gap, we analyze nationally representative time-use data from Australia, Denmark, France, and Italy. These countries have different employment patterns, social and family policies, and cultural attitudes toward parenting and gender equality. Using data from matched married couples, we conduct a cross-national study of mothers’ and fathers’ relative time in childcare, divided along dimensions of task (i.e., routine versus non-routine activities) and co-presence (i.e., caring for children together as a couple versus caring solo). Results show that mothers’ and fathers’ work arrangements and education relate modestly to shares of childcare, and this relationship differs across countries. We find cross-national variation in whether more equal shares result from the behavior of mothers, fathers, or both spouses. Results illustrate the relevance of social context in accentuating or minimizing the impact of individual- and household-level characteristics.

Abstract In Australia, as in many industrialized countries, the past 50 years have been marked by increasing female labor-force participation. It is popularly speculated that this might impose a mental-health burden on women and their children. This analysis aimed to examine the associations between household labor-force participation (household employment configuration) and the mental health of parents and children. Seven waves of data from the Longitudinal Study of Australian Children were used, comprising 2004–2016, with children aged 4–17 years). Mental health outcome measures were the Strengths and Difficulties Questionnaire (children/adolescents) and 6-item Kessler Psychological Distress Scale (parents). A 5-category measure of household employment configuration was derived from parental reports: both parents full-time, male-breadwinner, female-breadwinner, shared-part-time employment (both part-time) and father full-time/mother part-time (1.5-earner). Fixed-effects regression models were used to compare within-person effects, controlling for time-varying confounders. For men, the male-breadwinner configuration was associated with poorer mental health compared with the 1.5-earner configuration (β = 0.21, 95% confidence interval: 0.05, 0.36). No evidence of association was observed for either women or children. This counters prevailing social attitudes, suggesting that neither children nor women are adversely affected by household employment configuration, nor are they disadvantaged by the extent of this labor-force participation. Men’s mental health appears to be poorer when they are the sole household breadwinner.

Finding a balance between work and family life is challenging for many women, particularly migrant women living in Australia without family support. This study provides insights into their dilemmas, difficulties and strengths in terms of household responsibilities and employment pressures. Design: Qualitative, in-depth interviews were conducted with ten South Asian skilled mothers living in Canberra, Australia. Findings: Participants were positive about contributing to their family’s income and gaining financial independence. However, as skilled migrant women, they struggled to use their work skills due to increased demands of domestic responsibilities. They often negotiated work and family life by seeking low-prospect careers. Conclusion: The socio-cultural factors faced by South Asian migrant women have a significant impact on their work-life balance. Deskilling, increased work pressures and lack of support may negatively impact their career aspirations and well-being. Flexible policies can help mitigate these barriers to help migrant women maintain a work-life balance.

The aim of this study was to report on breastfeeding duration up to 24 months and determine the predictors of breastfeeding duration among women in South Western Sydney, one of the most culturally diverse and socioeconomically disadvantaged regions of New South Wales (NSW), Australia. Mother–infant dyads (n = 1035) were recruited to the Healthy Smiles Healthy Kids birth cohort study. Study data were collected through telephone interviews at 2, 4, 8, 12, and 24 months postpartum. Cox proportional hazards models were used to determine factors associated with the risk of stopping full breastfeeding at six months and any breastfeeding at 12 and 24 months. The majority of mothers (92.3%) had initiated breastfeeding. At six months, 13.5% of infants were fully breastfed, while 49.9% received some breast milk. Only 25.5% and 2.9% of infants received some breast milk at 12 and 24 months, respectively. Lower maternal education level, lower socioeconomic status, full-time employment, maternal smoking during pregnancy, and caesarean delivery were associated with increased risk of stopping full breastfeeding at six months and any breastfeeding at 12 and 24 months. Older maternal age and partner’s preference for breastfeeding were associated with an increased likelihood of continuing any breastfeeding at 12 and 24 months. These findings present a number of opportunities for prolonging breastfeeding duration in disadvantaged communities in NSW.

Indigenous Australians have high rates of chronic diseases, the causes of which are complex and include social and environmental determinants. Early experiences in utero may also predispose to later-life disease development. The Gomeroi gaaynggal study was established to explore intrauterine origins of renal disease, diabetes and growth in order to inform the development of health programmes for Indigenous Australian women and children. Pregnant women are recruited from antenatal clinics in Tamworth, Newcastle and Walgett, New South Wales, Australia, by Indigenous research assistants. Measures are collected at three time points in pregnancy and from women and their children at up to eight time points in the child’s first 5 years. Measures of fetal renal development and function include ultrasound and biochemical biomarkers. Dietary intake, infant feeding and anthropometric measurements are collected. Standardized procedures and validated tools are used where available. Since 2010 the study has recruited over 230 women, and retained 66 postpartum. Recruitment is ongoing, and Gomeroi gaaynggal is currently the largest Indigenous pregnancy-through-early-childhood cohort internationally. Baseline median gestational age was 39.1 weeks (31.5–43.2, n=110), median birth weight was 3180 g (910–5430 g, n=110). Over one third (39.3%) of infants were admitted to special care or neonatal nursery. Nearly half of mothers (47.5%) reported tobacco smoking during pregnancy. Results of the study will contribute to knowledge about origins of chronic disease in Indigenous Australians and nutrition and growth of women and their offspring during pregnancy and postpartum. Study strengths include employment and capacity-building of Indigenous staff and the complementary ArtsHealth programme.

The present study aimed to prospectively examine the impact of parental work hours from age 1 year to age 14 years on adolescent diet quality.DesignMultivariate linear regression models were used to examine independent associations between parents’ work hours at each follow-up and across 14 years and adolescent diet quality at age 14 years. A diet quality index was based on the international literature and Australian recommendations, consisting of six food groups and nine nutrients.SettingPerth, Western Australia.SubjectsChildren (n 1629) participating in the Western Australian Pregnancy Cohort (Raine) Study.ResultsCompared with children of mothers in full-time employment, children of mothers who were not employed in early childhood up to age 5 years had a higher average diet quality score at age 14 years, independent of maternal and family socio-economic status. Across 14 years the number of years the mother worked full time and increasing average weekly hours were associated with lower diet quality. Father's work hours had little association with adolescent diet quality.ConclusionsHaving a mother stay at home in early to middle childhood is associated with better diet quality in adolescence. Support may be beneficial for families where the mother returns to full-time employment before the child reaches 8 years of age.

Abstract:
The employment rate of young partnered women and partnered mothers increased considerably over the 1980s, while there was less change in the 1990s. This thesis explores these changes, with a focus on partnered mothers with young children. The objectives are to describe what the changes in female employment were, and to analyse why they might have occurred. ¶ The analyses were primarily quantitative, although they were put into context with extensive reviews of Australian and, where relevant, international literature. The primary source of data was Australian Bureau of Statistics (ABS) Census data. Other data used included those from the ABS Child Care Surveys, Negotiating the Life Course Survey and the National Social Science Survey. ¶ Many changes in maternal employment were identified. The most notable change was the increase in the number and proportion of partnered mothers working part- time hours. Job characteristics also changed, with these women in full-time or part- time jobs more likely to be working in higher skilled professional and para- professional jobs in 2001, compared to 1981. For partnered mothers with a child aged less than one, the proportion working increased, but there was also evidence that more women were making use of maternity leave. ¶ Coinciding with these changes were a number of compositional changes, as women of succeeding birth cohorts were more educated, and more likely to delay marriage and childbearing. Attitudinal change was also evident, as people became more accepting of working wives. Attitudes to working mothers with young children changed less, with a strong preference for mothers to be at home when their children were young. Also over this period, there were many changes in infrastructure, policy and the labour market generally that had impacts on female employment opportunities and conditions. These changes are explored in detail, and their relationship to employment change examined. ¶ Because there were so many changes in these factors occurring over this period, the exact causes of employment change were difficult to identify. Also, an analysis of employment change is complicated because the causality of certain effects does not run in only one direction – there are more complex links between education, childbearing and employment that should be accounted for in explaining changes over time. Similarly, changes in supply of labour are difficult to disentangle from changes in demand for labour. ¶ Compositional changes were certainly important in explaining the growth in the proportion working, especially for younger women. These women were not only more highly educated in 2001, they were less likely to have children. For working mothers, the effect of increased education levels could be seen in the greater numbers working in higher status occupations. ¶ The analyses of infrastructure and policy change, particularly that of changes in income support and child care provision which were covered in some detail, did suggest that certain aspects of these broader changes were associated with changes in employment, at least for some sections of the population. Income support changes may have enabled more mothers, particularly those in low-income households, to stay at home with young children. This might be part of the reason for the slower growth in female employment in the 1990s, as payments to single-income families increased. ¶ The increased availability of formal child care was likely to have enabled more mothers to work, although the use of informal care, and parental-care only also grew over the 1980s and 1990s. The cost of care continues to be prohibitive for some families. ¶ Increases in part-time work continued even when the overall rate of employment slowed down. Changes in industrial relations, through award restructuring and the introduction of enterprise bargaining, were associated with an increased availability of part-time jobs. This sustained use of part-time work was congruent with the employment preferences of working mothers with young children. Also, the evidence presented shows that part-time work has grown in higher status as well as lower status jobs. ¶ Overall, while it was not possible to identify the exact causes of employment change, the compositional (education and childbearing changes in particular), attitudinal and broader infrastructure/policy changes were no doubt related.

Abstract:
Using a sequential transformative mixed methods approach prioritising qualitative data, the construction of subjective wellbeing of Australian solo mothers was explored in relation to work, welfare and social justice. A purposive sample of 73 solo mothers was recruited for the quantitative part of the study and 15 solo mothers were selected from the sample to interview for the qualitative component. The study was undertaken on a background of welfare reform announced in the Federal Budget for 2005-2006 with changes taking effect from July 1, 2006 affecting many solo mothers with young children. Initial analyses of data obtained through the Personal Wellbeing Index confirmed the hypothesis that the solo mothers in the current study have significantly lower levels of subjective wellbeing compared to the general population of Australia t(72) = -10.28, p < 0.01. Multiple Analysis of Variance identified the variable of “income” to have a significant effect on the four domains of “standard of living” (F(2,35) = 3.61, p < 0.05), “achievements in life” (F(2,35) = 3.67), “sense of safety” (F(2,35) = 3.44, p < 0.05), and “future security” (F(2,35) = 3.97, p < 0.05). Multiple regression analysis also identified income as a significant predictor of subjective wellbeing t = 2.42, p < 0.05. There was no statistically significant difference in subjective wellbeing between solo mothers who worked and those who did not work despite inferences made by other researchers that work has a positive effect on levels of subjective wellbeing. The qualitative part of the current study utilised social constructionism from a feminist theoretical perspective and form of enquiry to explore in depth, the ways in which meanings are attached to experiences and events thus impacting subjective wellbeing. The findings are discussed in light of knowledge presented in the literature review. Similar to results in the quantitative part of the study, qualitative findings revealed income to be a very important factor in the level of happiness, wellbeing and ability to cope as a solo mother. The solo mothers also reported role conflict that was exacerbated by lack of supportive relationships and perceived stereotyping. Perceived lack of consultation by the Federal Government; perceived lack of empathy by politicians; and a sense of powerlessness to influence government decisions, all detracted from the solo mothers’ sense of wellbeing. Limitations of the current study are outlined as are the implications and recommendations for future action by government and community sectors. Future research opportunities are also presented, including alternative research methods to monitor the subjective wellbeing of solo mothers over time.

This paper examines the last 25 years of Australian mothers’ labour for participation, with particular focus on the unusual mid-2000s period where the gap between partnered and lone mothers’ employment rates almost halved. Following Gray et al. (2003), multinomial logit models of the determinants of lone and partnered mothers’ labour force status are estimated in 1998-99 and 2009-10. The changes between 1998 99 and 2009-10 are then decomposed using an extension of the Oaxaca method. The results indicate that most of the changes in the predicted labour force probabilities between 1998-99 and 2009-10 are due to changes in the estimated coefficients rather than the average characteristics of lone and partnered mothers. While the reasons for the changes in the estimated coefficient cannot be directly identified, this study suggests that strong economic conditions during the period increased lone mothers’ incentives and opportunities to work.

AbstractHaving a job is an important indicator of economic and social wellbeing, and two-earner families are becoming the norm rather than the exception. As a result, many more women, including mothers, are in the labour force now than ever before. Balancing family and work responsibilities therefore becomes ever more important, not just for women but also men who are sharing the caring load with their partners, especially when young pre-school children are present. However, employment is not equally distributed across families, and some families have noone in a job which leads to financial vulnerability. Even one-earner families that depend on a low-skilled, low-wage earner may struggle to get by and provide their children with the opportunities to succeed in life and achieve mental, physical and financial wellbeing. This may lead to the intergenerational transmission of disadvantage and poor outcomes from parents to children. Gender inequality and ongoing inequalities relating to gender divisions in work and family may lead to women being particularly vulnerable in terms of earnings capacity and retirement savings when a relationship ends. One-parent families are specifically at risk as they often have no partner with whom to share the care-taking role, making work-family balance difficult to achieve. In this chapter we review the Australian evidence on these issues and provide policy implications.

This chapter concludes the chronological section by examining testimony of migrants from the 1990s, pointing to intensification of cosmopolitan mentalities and motivations like lifestyle enhancement. It focuses in some depth on stories of two generations of women through the separate but connected mobilities of mother and daughter, both global in outlook but deeply loyal to adopted localities. Noting that scholarship on globalisation has done little to relate the macro trends to mentalities of ordinary people, it suggests that modern migrant story-telling might shed light on how the globalising world has impacted upon wider populations as well as migrants themselves. It scrutinizes politically motivated mobility, particularly inspired by hostility to British politics and class, involving both expatriate employment, transnational marriage and serial migration; this is juxtaposed against family migration and travel seemingly devoid of political motivations but imbued with a virtual lifetime of adventure motivations. The chapter concludes with a case of a woman’s serial migration from Britain to Europe to South Africa to Australia, highlighting experiences of the ‘trailing spouse’ of an expatriate husband, of their later migration, and the impact of frequent mobility on marriage and family as well as on shifting identities.

"television, constrained at the time from such a move by Independent Broadcasting Association regulations (Willock 1992). Coronation Street and Crossroads had been stripped across three evenings, and EastEnders across two. Stripping across five days/nights had long been common in Australian television. This was first done for Number 96 (1972–1977) by Ian Holmes, later the Grundy Organisation’s president. So successful was the stripping of Neighbours across five days that the same principle has since been adopted in the UK for Home and Away. David Liddiment, Head of Entertainment at Granada, which produces Coronation Street and Families, both Neighbours competitors, went so far as to say: “In future, no-one will contemplate running a daytime serial in the UK except as a strip. It’s inevitable that you build success more quickly when you strip a soap” (Liddiment 1989: 20). Second, on scheduling, Loughton made the schedules more cost-effective by repeating each edition daily (Patterson 1992). “The time-slots chosen by the BBC were 1.30 pm, with a repeat the following morning at 9.05. It attracted a typical audience of housewives, shift workers, the unemployed, people home sick” (Oram 1988: 48). After the unexpected success of Neighbours’ first year, it was decided to reschedule the next morning repeat for the same evening, at 5:35 p.m. This was to cater for working mothers, but most of all for schoolchildren who had previously played truant to watch the series. The most famous story attributes the schedule change to the representations made to no less than Michael Grade himself by his daughter. Rescheduled in January 1988, Neighbours nearly doubled its audience to 16.25 million within six weeks. By Christmas 1988, audiences topped 20 million. Five-day stripping and repeat screenings, then, offered a regularity and familiarity significant in capturing such huge audiences, representing one-third of the UK population. The third precondition was the UK “mediascape.” This included a very broad familiarity with Australian soaps. When Neighbours was launched on October 27, 1986, The Sullivans, A Country Practice, Young Doctors, Flying Doctors, Richmond Hills, Prisoner: Cell Block H, and others had broadened the paths already beaten by many Australian films released in the UK. Michael Collins, executive in charge of production at JNP, producers of A Country Practice, maintains that the serial, screened in the UK since 1983, “was a forerunner in getting audiences used to Australian drama” (Collins 1991). And one factor contributing to Neighbours’s topping the ratings late in 1988 would have been the demise of Crossroads, the British soap created by Reg Watson, in spring 1988 after a twenty-four-year run. Fourth, tabloids, television, and un(der)employment. Under Thatcher and Murdoch, the tabloid press in Britain expanded in the mid-1980s, producing what one television executive described, albeit parodically, as “one page of news, one page of sex, and twenty-two pages of television and sport” (Patterson 1992). So when Neighbours was stripped over five days, “the papers really noticed it” (Willock 1992). Together with Woman, Woman’s Day, Jackie, Scoop, and other teen magazines, the tabloids ran myriad stories on Kylie, Jason, Peter O’Brien, and so on, as is indicated by the three sample headlines from three successive days:."
