Abstract Perpetuating the tradition initiated more than 100 years ago by Prince Albert Ist of Monaco to make people love, know, and protect the ocean, his great-great-grandson HSH Prince Albert II of Monaco puts the protection of the planet and particularly the ocean high on his agenda. Accordingly, he has instigated a flagship project for the Principality—Monaco Explorations—as a platform for his commitment to the knowledge, sustainable management, and protection of the ocean. The project was among the first set of international actions officially endorsed on World Ocean Day in June 2021 in response to the first call for actions of the UN Ocean Decade.The 10-year project comprises collaborative international expeditions combining scientific research, public outreach, and government cooperation through the transdisciplinary approach underpinned by sustainability science. It will investigate selected marine areas worldwide, starting with an expedition in the Western Indian Ocean in October and November 2022.

Abstract:
Crowdfunding differs significantly from standard business and personal financing since it allows those in need of funds to collect small contributions from the community of internet users. This unique feature makes crowdfinancing popular throughout the world and supports growth in terms of the number of financed projects and the volume of financing. Nonetheless, the percentage of projects fully financed on crowdfunding platforms is relatively low. This raises a question about the origins of successful financing. Based on a unique dataset of 1,543 projects, we investigated the attributes of projects on one of the largest crowdfunding platforms operating in Poland: PolakPotrafi.pl. This paper aims to determine the key drivers of successful crowdfinancing. Along with standard statistical measures, we conducted logistic regressions. We found that the longer a project’s duration and the higher funding goal per supporter are, the less likely the project is to be fully funded. In contrast, active communication by the project’s founder increases the chances of successful crowdfinancing. We also found that crowdfinancing is not geographically neutral: conducting a project in Poland’s capital is correlated with a higher probability of obtaining funds.

Abstract:
The advancements of information technologies as applied to the most diverse fields of science define a breakthrough in the accessibility and processing of data for both expert and non-expert users. Nowadays it is possible to evidence an increasingly relevant research effort in the context of those domains, such as that of cultural heritage protection, in which knowledge mapping and sharing constitute critical prerequisites for accomplishing complex professional tasks. The aim of this paper is to outline the main results and outputs of the MONDIS research project. This project focusses on the development of integrated knowledge-based tools grounded on an ontological representation of the field of heritage conservation. The scope is to overcome the limitations of earlier databases by the application of modern semantic technologies able to integrate, organize and process useful information concerning damages to built heritage objects. In particular MONDIS addresses the need for supporting a diverse range of stakeholders (e.g. administrators, owners and professionals) in the documentation and monitoring of damages to historical constructions and in finding related remedies. The paper concentrates on the presentation of the following integrated knowledgebased components developed within the project: (I) MONDIS mobile application (plus desktop version), (II) MONDIS record explorer, (III) Ontomind profiles, (IV) knowledge matrix and (V) terminology editor. An example of practical application of the MONDIS integrated system is also provided and finally discussed.

Cities face the challenge of managing work in the public way while minimizing street cuts and related traffic impacts associated with independent (nonconcurrent) renewal and maintenance programs. Stakeholders, including public officials, utilities, and residents, find the lack of coordination frustrating and a potential waste of taxpayer moneys. In 2012, Chicago, Illinois, Mayor Rahm Emanuel launched Building a New Chicago, a plan that introduced a record amount of infrastructure construction, with City of Chicago projects accounting for $7 billion over 10 years. The Chicago Department of Transportation (DOT), Division of Infrastructure Management, is responsible for the coordination, permitting, and construction inspection of all surface and subsurface work in the public way. At the time, Chicago DOT did not have in-house resources to handle the increased number of improvement projects. In addition, communication and coordination of projects often occurred in information silos with collaboration between private and public agencies that was based on interpersonal contacts. Chicago DOT addressed these challenges by implementing a project coordination office to provide program management services and review internal processes to improve coordination and to provide enhanced management of the public way. This development of process improvements and synergies resulted in savings of more than $73 million since 2012. Because of successful coordination efforts and resultant cost savings, Chicago has an annual goal of paving more than 300 mi (483 km) of residential and arterial streets by both public and private utilities. The coordination process from inception to closeout is outlined so that other municipalities—big and small— can use the methodologies.

Too big, fragmented, rundown and inaccessible. These and others are the reasons which the City of Rome used to justify the demolition of Tor Bella Monaca. A few questions should be asked here. Is it possible to turn the problems into potential for regenerating the neighbourhood? Is it possible to use a new description of Tor Bella Monaca to demonstrate that the project proposed by the City administration will not solve the problems identified? Strategic objectives for the regeneration project were formulated on the basis of the problems. These were permeability, connection and relationship. The map of the areas which can be changed is used as the key factor in the process. On the one hand it identifies the areas and spatial categories in which the strategic objectives are concretely addressed and on the other hand - thanks to a process of interpretation and abstraction - it is open to the determination of regenerative strategies.

1. EXPLORING THE CONNECTIONThe term soundscape composition did not exist when I started composing with environmental sounds in the mid-1970s. Through a variety of fortunate circumstances and because of what the 1970s were in Vancouver and Canada - artistically inspiring and moneys were available for adventurous and culturally, socially, politically progressive projects - I had discovered that environmental sounds were the perfect compositional ‘language’ for me. I had learnt much while working with the World Soundscape Project at Simon Fraser University, about listening, about the properties of sound, about noise, the issues we face regarding the quality of the sound environment and much more. This in combination with learning to record and to work with analog technology in the sonic studio allowed me to speak with sound in a way I found irresistible. In addition, the start-up of Vancouver Co-operative Radio gave us the - at that time rare - opportunity to broadcast our work. It was a place where cultural exploration and political activism could meet. It was from within this exciting context of ecological concern for the soundscape and the availability of an alternate media outlet that my compositional work - now often called soundscape composition - emerged. And it came as a surprise to me, as I had never thought of composing nor of broadcasting as a professional choice in my life.

This thesis explores the relationship between plans and their implementation through development projects. Specifically, it asks: Do local plans that specify priority sites for development lead to the approvals of those projects? To answer this question, I look at the recent planning initiatives and their associated priority development projects in two cities - Santa Monica's Land Use and Transportation Element (LUCE) and Bergamot Transit Village project, and Newton's Comprehensive Plan and Austin Street project. Specifically, I look at the permitting process of each project to determine if the plans had any role in facilitating project approvals. I conclude that while plans play an important role in defining community priorities, they have a limited ability to facilitate project approvals. Instead, I find that each city's specific legal framework around land use decisions, including state laws on voter referendum and local policy on special permits, play a much more definitive role. In light of underlying legal and political undertones around development, I offer two suggestions to cities aiming to improve plan implementation. First, facilitate direct ideation from community members through the appointment of citizen task-forces that promote citizen leadership and co-learning around community concerns, while maintaining traditional public hearings as a platform for structured support and dissent. Second, build up and maintain confidence in this enhanced task-force process by insulating carefully-vetted outcomes from outright repeal. Together, these recommendations encourage a more politically-strategic and engaged approach to planning, suggesting that plan implementation will occur best when legal mechanisms and community political will align with the vision set forth in a city's best laid plans.

Cette recherche s’inscrit dans le contexte particulier d’une étude en design portant sur la multiplicité des conduites de projet. Des origines gréco-latines, de « mania » à « manuarius », le terme « manière » nous prédispose ici au sens d’une « habile folie ». Une acception qui permet alors d’interroger les « manières de faire le projet » de design comme des pratiques de l’écart. Invités ainsi à cheminer sur le terrain de polarités divergentes, dans une discipline faite à la fois de ruptures et d’accompagnements, nous sommes conviés par cette aporie à un nécessaire dépassement dogmatique. Des singularités à l’unicité plutôt que de l’universalité à l’unité, cette recherche construit l’hypothèse d’un dessein commun : faire-monde par des manières de faire des mondes. L’analyse de quelques projets qui intéressent la multiplicité nous conduit aussi à dégager la tension que peut entretenir le design à l’égard de l’environnement. À partir d’un intérêt critique envers des projections qui évoquent l’idée d’un paradigme de « centrement et de séparation » de l’homme dans le monde, la thèse interroge ensuite son renversement par des valeurs de « décentrement et d’inséparation »
This research is part of a study in design on the multiplicity of ways in project management. The word « manner », with its Greco-Latin origins from « mania » to « manuarius » inclines us to take it as « skilful folly ». This meaning allows us to question the various « manners to conduct the design project » as gap practices. Thus, we are invited to explore the field of divergent polarities in a discipline made of breaches and guidance. This aporia leads us to consider a necessary dogmatic passage. From singularities to unicity rather than from universality to unity, this research is constructed on the assumption of a common purpose: make the world through manners of making worlds.The analysis of a few projects related to multiplicity leads us to bring out the tension between design and the environment. Taking a critical stance toward projections evoking the idea of a « centering and separating » paradigm, this research questions afterwards its inversion through « de-centering and de-separating » values

Les mots « Sujet » et « Monde » font alors l’objet d’un travail de conceptualisation et d’une rencontreavec la communauté scientifique spécialisée dans ce champ de recherche. The present thesis focuses on individualizing and singularizing the training programmes of wageearning adults resuming education. The author beguins by handing over to some users of the scheme, making sure that she explains very accurately the methodology she uses. It makes us see worlds she calls juridical, domestic, personal and leads to understand how the subjects build up their identities at the crossing of worlds and how they also cross the worlds.The words “subject” and “world” are then the subject of conceptualizing process and meeting with the scientific community specialized in this field of research.Afterwards a study of juridical and academic worlds lived by the investigated on persons enables to understand what the background worlds at work are in the path of the crossing-world subject and how the personal world is both worked by these worlds and in a way works them too. La loi du 11 février 2005 tend vers le principe de l’inclusion, axé sur la scolarisation de tous les élèves, et a fortiori ceux avec un handicap, au plus près de l’école ordinaire. Elle invite à développer de nouveaux ajustements collectifs entre les secteurs de l’éducation, du médico-social et du sanitaire. C’est dans ce contexte changeant que le législateur a spécifié une fonction d’enseignant référent (ER) chargée « d’assurer, sur l’ensemble du parcours de formation, la permanence des relations avec l’élève, ses parents ». La présente recherche étudie le processus de professionnalisation de cette fonction. Elle est conduite sous la double référence de la socio-histoire des professions et de l’analyse de l’activité. La première permet d’apprécier l’inscription de cette fonction dans la filiation du champ de l’enfance handicapée. La seconde mobilise la sociologie des groupes professionnels et vise à dégager les organisateurs du travail des ER. Une ethnographie exploratoire expose l’organisation de l’activité de l’un d’entre eux, puis sert à construire un questionnaire adressé à tous les ER de France. Les résultats offrent une topographie des territoires professionnels et sont complétés par 21 entretiens qui précisent comment ces professionnels incarnent leur fonction au quotidien. Nous appuyant sur la « circulation des prescriptions », nous envisageons alors d’apprécier les interprétations, cristallisées à l’échelle départementale, du cadre législatif qui définit la fonction d’ER. Cette analyse invite finalement à faire le pont entre les dimensions structurelles des évolutions de la scolarisation et les manières d’interpréter en contexte la fonction charnière d’ER
The “enseignant référent” : A function at the crossroads between the social worlds of handicap The legislation dating back to February 11th 2005 tends to be in favour of the principle of inclusion, based on the fact that all pupils have to go to a school which is the nearest possible to their mainstream school, and even more those with a disability. It encourages the development of new collective adjustments, between educational, medical, social and health aspects. It is in this changing context that the legislator has specified a function of “enseignant référent” (ER), who is in charge of “making sure that the permanent relations between the pupil and his parents are maintained throughout his period of education”. This research project deals with the professionalization process of this function. It is carried out under the joint headings of the social history of professions and the activity analysis. The first one deals with the inscription of this function in the field of childhood disability. The second one concentrates on the sociology of professional groups and points towards the clarification of the ER work organization tools. An exploring ethnography presents the organization of the activity of one of them. It is then used as a source in the creation of a questionnaire which is transmitted to all of the French ER. The results present a topography of the professional territories and are further completed by 21 interviews which gives further information on the way these professionals carry out their functions on a daily basis. Based on the flow of data, I have then decided to appreciate the interpretations, crystallized on a departmental basis of the legislative framework, which defines the ER function. This analysis finally leads to linking the structural dimensions of the evolutions of children’s schooling and the manners one interprets in its context the pivotal role of the ER function

The practical part refers to a specific example of calculating of the public sector comparator that is compared with the referential project and a value of money is determined as an indicator of profitability of both forms of implementation.

PPP is a generally accepted way of ensuring public services or public infrastructure on the basis of long-term contractual relationship, where public and private sectors share mutual benefits and risks resulting from the effort to secure the public infrastructure or public services . According to the current financial crisis, I think that the issue of PPP projects will be more important not only in the area of the Czech republic, but also in the whole world. The public sector is for the private partner reliable contractual partner. In a situation where is a lack of orders, we can expect that implementation of PPP projects will increase. Any PPP project was successfully completed in the Czech republic, the reason can be insufficient information, political and legislative support.

AbstractUnder the moderate future greenhouse gas emissions scenario (RCP4.5), climate model simulations project that the annual mean temperature will increase in Europe by up to 2–3 °C by the middle of this century, compared to the end of the nineteenth century. The temperature increase is projected to be larger in Northern Europe than in Central and Southern Europe. The annual precipitation is projected to decrease in Southern Europe and increase in Northern and Central Europe. The projected changes in temperature and precipitation are expected to be higher in the winter than in the summer months. In Northern Europe, forest growth is generally projected to increase due to warmer and longer growing seasons. In southern Europe in particular, warmer and dryer summers are projected to decrease forest growth. Climate change is expected also to expose forests and forestry to multiple abiotic and biotic risks throughout Europe. The greatest abiotic risks to forests are caused by windstorms, drought, forest fires and extreme snow loading on trees. The warmer climate will also increase biotic risks to forests, such as damage caused by European spruce bark beetle (Ips typographus) outbreaks in Norway spruce (Picea abies) forests and wood decay by Heterobasidion spp. root rot in Norway spruce and Scots pine (Pinus sylvestris) forests. Different adaptation and risk management actions may be needed, depending on geographical region and time span, in order to maintain forest resilience, which is also important for climate change mitigation.

AbstractThis first project, the Egbin Power Plant, was initiated under a civilian government and delayed because of two coups. But then the military government supported the project (which had a strong value proposition) and saw it through.The second project, the Calabar Power Plant, was a part of a large highly ambitious scheme to build 11 power plants, which ran out of money as well as neglecting critical components of the network surrounding a plant (gas supplies and power distribution lines). So, the power plant hardware itself was completed after a delay, but the plant still delivers little power because gas supplies are too expensive and power delivery is subject to capacity limits and price controls that make operation of the plant unaffordable.

Endoscopy is a non-destructive, straightforward, optical investigative method that permits one to examine changes inside brass instruments. This article describes the results of repeated endoscopic examinations of sixteen period brass instruments that were played regularly over several months. Moreover, endoscopic assessments were made of the effectiveness of preventive conservation measures that had been developed by researchers of the project and applied by musicians while the instruments were in use.

The targeted 24.5 months of commissioning time for the ongoing SKN unit #1 project in Korea is a tough challenge in view of saving at least 7 months from the previous 32 months for UCN unit #3 project that has been a prior version of OPR1000 and also the reference plant of this unit. Such commissioning time-saving has been made possible by introducing renovated technology, optimization of commissioning technique, and adoption of lessons-learned from the previous projects. Our experiences are discussed herein with respect to the scheduling of commissioning operation of previous NPP projects on a milestone basis, including trouble areas that could cause schedule delay and our approaches adopted for solving the key issues. In addition, this paper will introduce a summarized 24 month commissioning schedule which has been optimized to the most efficient level by reflecting the prior project experience, and applying the new techniques and methods.

Regular Tie-in program may complete the first Tie-in only by Q2, 2021 and no possibility of enhancing this Tie-in works by 2020. Al Dhafra Management has appointed the Project Management Team (PMT) to take up the challenge by attempting many methods and the timeline was very limited (approximately 90days) to obtain First Oil from those wells.

During the last decade, digital prototyping has become a natural part of any industrial project dealing with product development. The reasons for this differ, but the two most obvious is time saving aspects and the amount of cost effectiveness achieved when replacing the physical prototype with the cheaper digital. Time and cost are equally, or even more critical in academic projects. This paper describes the usage of a low cost demonstrator as a mean to reduce both time and cost during a product development project course as well as to guarantee educational quality. The paper also discusses the reason for using demonstrators in an industrial environment. When large product development project courses are given at educational engineering programs, they often strive for imitating a real industrial situation, trying to include all the phases and aspects of product realization. Time is of course critical in both environments, industrial and academic, but for slightly different reasons. A typical industrial project may run over several years while a large educational project’s duration is counted in months. Thus, if the course tutor wants to simulate the whole product development process, within the same project course, there are needs for means that may speed up the project without spoiling the educational message as well as the industrial authenticity.

Participatory budgeting systems allow city residents to jointly decide on projects they wish to fund using public money, by letting residents vote on such projects. While participatory budgeting is gaining popularity, existing aggregation methods do not take into account the natural possibility of project interactions, such as substitution and complementarity effects. Here we take a step towards fixing this issue: First, we augment the standard model of participatory budgeting by introducing a partition over the projects and model the type and extent of project interactions within each part using certain functions. We study the computational complexity of finding bundles that maximize voter utility, as defined with respect to such functions. Motivated by the desire to incorporate project interactions in real-world participatory budgeting systems, we identify certain cases that admit efficient aggregation in the presence of such project interactions.

The decommissioning of major nuclear plant facilities will inevitably involve a number of project areas where significant levels of processing and manufacturing tasks are required. Typically this includes key task areas such as: • ILW materials retrievals and handling; • ILW / LLW materials processing and encapsulation; • Contaminated surfaces remediation; • Import of materials at dedicated ILW Stores. All such areas involve a series of high level project stages: 1) Design, install and commission facilities; 2) Operate facilities to complete the project tasks (retrievals, processing etc); 3) Post Operative Clean Out and final removal of plant and buildings. The time periods involved with the second (operational) stages have, in many cases, planned durations that are measured in terms of years rather than months. Variations in achieved performance levels can have a much higher impact on the project completion dates than is often appreciated. Given that material processing operations often constitute key critical path elements of the wider site decommissioning timing plans, it follows that any delays are likely to extend site completion dates and can incur costs at a rate of many millions of pounds per year. This paper outlines the often unforeseen risks inherent in the processing/manufacturing activities in this phase of decommissioning and identifies the typical root causes and issues that contribute to operational losses. This paper holds that many of these risks can be largely anticipated and mitigated in the design stages if an operational perspective is applied with appropriate tools. Since many of the projects involved in decommissioning have singular and challenging engineering requirements there is a heightened need to focus on potential processing issues from the earliest project stages. Therefore project phases from initial concept design right through to successful completion are considered. The text details a range of operational improvement methods and techniques (along with illustrations from specific projects) that are increasingly being adopted to mitigate the risks of significant project delays and overspend in the nuclear sector. Importantly, these tools are underpinned by realistic operational data to guide and support project and engineering decisions. This approach has been effectively deployed in a number of strategically important projects within the current BNFL and BNFL Environmental Services decommissioning programs. This paper argues that despite the levels of general engineering and technical excellence found within the Nuclear Industry, there remains a need to encompass ‘best practice’ methodologies from other industries. Specifically, this paper argues for the increasing adoption of manufacturing improvement methodologies that have been successfully developed in other industries (notably the automotive, pharmaceutical and technology sectors) to promote robust designs that subsequently deliver effective and efficient plants. This paper holds that these techniques can be successfully incorporated into process dependant decommissioning projects, and that, without utilisation of such methods, the taxpayers of countries participating in these programmes are unlikely to get value for money.

Abstract An Eni initiative Fast 3Digital Subsea was made to identify opportunities for improving Company's Subsea developments in terms of time, quality and cost by applying a new way of working and implementing a new digital tool, the FieldAP/Fieldtwin platform (by FutureOn). The purpose of this paper is to present the results of the comparison made between the conventional way of working and the application of the Fast 3Digital Subsea on subsea tieback projects. Data was collected and analysed for a project using the Fast 3Digital Subsea and the results showed the following key success benefits for Eni projects: time saving, cost reduction and improvement in engineering, quality and safety. The benefits listed above were proved during the engineering phase of the project, however the Fast 3Digital Subsea is expected to lead to similar improvements for the future phases of the projects such as installation, commissioning, maintenance and operation. From a Project point of view, the digital solution is expected to lead to minimum time savings of between 1-2 months from discovery to First Oil. This 1-2 months saving are expected mainly in projects where the critical path is represented by subsea items / flowlines that could benefit from an early procurement, in particular tie-backs to existing facilities (FPSO, FPU, and Onshore Plants). For this paper, an Eni project was chosen as the base case and the impacts on project schedule, cost, quality, and discipline collaboration during the engineering, feasibility and FEED activities were evaluated. The Fast 3Digital Subsea allowed engineers to evaluate multiple scenarios more effectively, increased the quality on the project documentation, allowed to select the optimum field layout configuration at an early stage and to quickly prepare an ITT package. All of the above, showed an average time saving of approximately 30% on field layout preparation, therefore cost saving compared to the conventional way of working were realised. Another significant time saving obtained by implementing a Fast 3Digital Subsea approach was during creating of overall deliverables with time saving of nearly 60% during Pre-FEED activities. All of time savings are broken down in activities and are described in the results section. In terms of marine operation, the selected digital solution allows engineers to assess the subsea deveolopment by visualising geohazards and clashes during SIMOPS, this aspect adds singnificant value to projects for faster decision making whilst taking into consideration safety.

Highlights • Individual investors prefer to have an investment with high ROI rather than a low-profit investment with environmental and social benefits. • Males invest and donate more money than females in terms of quantity and frequency. • People with a level of education above an associate degree (D3) have a significantly higher level of willingness to invest and donate to green project, compared to people with a lower level of education. • In general, people with a higher income level have a higher willingness to invest. However, there is no proof on the relationship between level of income and willingness to donate. • The age increases have a positive correlation with the willingness to invest in green project. Nevertheless, people >44 years old are more interested in donating than investing. • The younger generation (<44 years) tends to pick higher returns and short payback periods compared to the older generations (>44 years). • The respondents tend to invest and donate to the project located in the frontier, outermost, and least developed region (3T) even though the majority of the respondents are from Java, Madura, and Bali. • A social project such as health and education are preferable projects chosen by the respondents to invest and donate to, followed by the conservation, climate crisis, region’s welfare, and clean energy access. • Clean energy has not been seen as one of the preferred targets for green project investors and donors due to the poor knowledge of its direct impact on the environment and people’s welfare. • The average willingness to invest and donate is IDR 10,527,004 and IDR 2,893,079/person/annum with desired return on investment (ROI) and payback period (PP) of 5–8% 24 months, respectively. • Respondents prefer to donate more money to reward donations than donations without reward. • There is an enormous potential of crowdfunding as green project alternative financing, including renewable energy. The total investment could reach up to IDR 192 trillion (USD 13.4 billion)/annum and up to IDR 46 trillion (USD 3.2 billion)/annum for donation. • The main bottlenecks are poor financial literacy and the lack of platforms to facilitate public participation. • COVID-19 has decreased willingness to pay and invest due to income reduction and the uncertain economic recovery situation. However, it makes people pay more attention to the sustainability factor (shifting paradigm in investment).

The timely disbursement of funds is a necessary condition for the success of international development projects. Disbursements track the progress of projects in completing the products that ultimately will deliver the projects desired outcomes. Moreover, in a world with pressing needs for external financing, project disbursements are an important source of external liquidity for recipient countries. However, some projects start disbursing faster than others and at relatively larger amounts. Hence learning why some projects disburse faster than others is important to understand not only which projects are more likely to achieve development outcomes sooner, but also to assess their value as providers of external liquidity in times of distress. As it has become evident over the past year with the COVID-19 pandemic, multilateral lending has played a crucial role in helping emerging countries face the larger financing needs originated by the crisis. In 2020, Inter-American Development Bank (IDB) disbursements increased 49% over 2019, reaching $13.4 billion, more than doubling the baseline disbursement projection. This paper assesses which observable characteristics of investment loans offered by the IDB are associated with faster disbursements. The results indicate substantial heterogeneity across countries, sectors, and loan modalities. All else constant, results-based loans and loans in the social sector are more likely to disburse within 2 years after being approved. Projects in countries where it takes longer to meet at least some of the clauses to start disbursing are less likely to start disbursing 2 years after approval. Projects that are expected to have longer execution times disburse at slower speeds within 24 months after approval. Overall, country factors seem to play a more relevant role than sectorial factors in explaining the probability that a project will disburse funds quickly. These and other findings in the paper can inform future programming exercises and help optimize the disbursement processes.

Digital financial inclusion is important to achieving the Sustainable Development Goals. Digital financial tools, such as mobile money, can, in principle, be used by anyone with a cell phone. Mobile money and services surrounding mobile money can help reduce poverty by helping increase remittances from labour migrants, helping households to weather negative shocks to income, and encouraging investments such as in farms or in self-employment activities. An extension of this logic is that, in refugee hosting areas, digital financial inclusion through mobile money can potentially play a role in improving the economic inclusion of refugees. This evidence brief shares findings from a project developing a mobile money system in the Somali region of Ethiopia and discusses ways that policies can help catalyse the use of mobile money in such regions.

Millions of dollars are involved in high-speed rail (HSR) infrastructure construction and maintenance. Large-scale projects like HSR require funding from a variety of avenues beyond those available through public monies. Although HSR serves the general public’s mobility needs, any funds (whether State or Federal) flowing from the public exchequer usually undergo strict review and scrutiny. Funds from public agencies are always limited, making such traditional financing mechanisms unsustainable for fulfilling HSR’s long-term operational and maintenance cost needs—on top of initial costs involved in construction. Therefore, any sustainable means of financing HSR projects would always be welcome. This research presents an alternate revenue generation mechanism that could be sustainable for financing HSR’s construction, operation, and maintenance. The methodology involves determining key HSR stations, which, after development and improvement, could significantly add value to businesses and real estate growth. Any form of real estate taxes levied on properties surrounding such stations could substantially support the HSR project’s funding needs. In this research, a bi-objective optimization problem is posed in conjunction with a Pareto-optimal front framework to identify those key stations. With 28 California HSR stations used as an example, it was observed that the four proposed HSR stations in Fullerton, Millbrae-SFO, San Francisco Transbay Terminal, and San Diego would be excellent candidates for development. Their development could increase the economic vitality of surrounding businesses. The findings could serve as valuable information for California HSR authorities to focus on developing key stations that would generate an alternate funding source for an HSR project facing funding challenges.

The Discussion Papers PPP Americas 2021 are a series of documents written to prepare for PPP Americas tenth edition. The event is the most important forum on Public-Private Partnerships (PPP) of Latin America and the Caribbean (LAC), organized every two years by the Inter-American Development Bank (IDB). Driven by PPP Americas 2021, we gathered eight thematic groups were, with specialists, professionals, consultants, and scholars engaged directly in the preparation, identification, structuration, and management of PPP infrastructure projects in countries of the region. IDB specialists coordinated the groups to review the main hot topics on PPP projects for social and economic infrastructure, aiming to exchange experiences, debate successful cases and lessons learned. The present Discussion Paper, “Selection Criteria for PPP Projects,” collects the main conclusions and recommendations discussed by the group and intends to consolidate a knowledge exchange environment in infrastructure and PPP inside the region, offering best practices on infrastructure projects selection and value generation in the use of public resources in Latin America and the Caribbean.
